  Shock the conscience of every single one of us watching and

  discussing this case right now. But I I want to just give you

  permission in case you need it. They were talking about a little
• 0:50
  boy here who is the victim of a heinous, heinous crime, multiple
• 0:57
  crimes down in Texas. And and I want to give you an
• 1:02
  out. So fair warning, this is a tough
• 1:07
  one. OK, we are talking about here is
• 1:10
  our victim, His name is Noel Rodriguez Alvarez.

  Look at that little guy. Those of you that are watching,
• 1:19
  there's some that are listening. They're like, I don't see
• 1:21
  anything but well, yeah, don't adjust your screens in your car
• 1:25
  or whatever. You're not seeing it, but this
• 1:27
  is a little boy with special needs.

  He was born with He. Was born with special needs and
• 1:38
  we can go over what those were, but one of those things that he
• 1:42
  really needed was parents who loved him and looked after him,
• 1:48
  cared for him, and it appears that he had none of that.
• 1:55
  This case takes us from the Dallas, TX area all across
• 2:02
  international borders onto the FB.

  Is most wanted list before this child's mother and stepfather
• 2:13
  were arrested and extradited back here to the States to face
• 2:17
  justice in his murder. So grateful for the US Marshals,

  the FBI agents, the police officers here in the States and
• 2:27
  abroad who made it possible for these people to come back and to
• 2:32
  face justice. So.

  The little homes look like they're built in the 50s.

  But this house was holding a secret.

  OK behind this house is another structure it it's it's like a

  shed and let me push the right button here it looks like this

  OK, this little shed does not have plumbing looks like it does

  have electricity. It has some window air

  conditioning units. But inside this house lived
• 9:45
  Cindy Rodriguez Singh. You can see her here in her mug
• 9:49
  shot and her husband Darsheep Singh.

  OK, Missus Rodriguez Singh is the mother of ten children.

  She has many children. It appears that their fathers
• 10:11
  are myriad and from I mean, this is just me saying this is my
• 10:16
  opinion. This just seems to be a person
• 10:19
  who is just COO, COO, just kind of not there and.
• 10:26
  I just I just. I got to believe that there's
• 10:29
  some kind of mental health challenge here because what has
• 10:33
  Because it makes me feel better when I learn about what happened
• 10:36
  to this young man. But Missus Rodriguez Singh, she
• 10:41
  has ten children, to my knowledge anyway, they're 10,
• 10:46
  but she was living in this structure kind of well, with six
• 10:54
  of her children and eventually her husband, Mr. Singh, now
• 11:00
  having no plumbing or anything like that, they would go into
• 11:07
  the house in front belonging to, I think of Mr. Parsons.
• 11:13
  Let me, let me let. Me bring that up here, I think
• 11:16
  that's I want to get that right, yeah.

  Mr. Parson and as Charles Parson.

  He kind of described himself as the godfather or the adopted
• 11:37
  godfather of these children. This photograph, by the way, I
• 11:45
  don't know. Sometimes, like in this photo,
• 11:48
  the house looks decrepit and run down, while when we look at it
• 11:56
  on Google Maps, it looks nicer. This must be an older This is
• 12:02
  April of 2025, so I don't know. I don't know.

  Anyway, I'm going to be referring to crimetimelines.com

  a lot on this as we talk about little Noel.

  OK, But this whole area is called Everman, Texas.
• 12:24
  So Noel Rodriguez Alvarez here, 6 year old boy.

  Whose disappearance triggered a large scale international
• 12:37
  investigation. OK.
• 12:41
  I'm just going to give you a little timeline it it's actually
• 12:43
  not Lil crime. timelines.com has done a terrific job building out
• 12:49
  a big timeline. Now it it sometimes is
• 12:52
  redundant, but but they are reporting what, what authorities
• 12:56
  reported, which is often times redundant.
• 12:59
  OK, but I'm going to let's bring up little Noel's picture here.

  First off, OK, in 2013, so we're going back 13 years, Cindy
• 13:11
  Rodriguez moves into the residence of Charles Parson.
• 13:20
  He saw her sleeping in her vehicle outside his home.
• 13:25
  So it's been reported he lived alone at the time.
• 13:28
  He had two unused bedrooms. And so he invited Cindy.
• 13:35
  And her children to live with him inside the home.
• 13:39
  A bit of a Good Samaritan from. 2013 you know, for the next 10
• 13:49
  years, Parson, whose picture I don't have, I kind of feel like
• 13:54
  we don't have to have his picture on this because I don't
• 13:57
  I don't know, but I don't think that he had anything to do with
• 14:01
  this. He might also just have some
• 14:03
  kind of. I know that he has medical
• 14:05
  issues, but maybe, maybe he was. Willingly ignorant of things
• 14:15
  that were happening, I don't know.
• 14:18
  But over that 10 years, 2013 to 2023, Parson described Cindy and
• 14:27
  her children like becoming family to him over the years.
• 14:32
  And this can this can sometimes be a beautiful thing, right?
• 14:36
  I mean, when we moved out here to.
• 14:37
  Western Pennsylvania, we met a family that they none of them
• 14:41
  were related at all. And they are, they were brother
• 14:46
  and sisters and they cared for one another and they lived with
• 14:49
  one another and they had made their own family, which is a
• 14:51
  beautiful thing. Parson referred to himself as
• 14:56
  the as her as Cindy's adopted godfather.
• 15:01
  He did not charge her rent while living at the property, but she
• 15:06
  did contribute, he said, to, you know, household bills.
• 15:13
  She cared for him during times where he was having medical
• 15:16
  problems. She would typically buy
• 15:18
  groceries. She would prepare meals.
• 15:20
  For the household. So it it seemed to be a, you
• 15:25
  know, an arrangement that worked for everybody.
• 15:30
  He said they shared meals inside the home he knew and loved and
• 15:36
  was familiar with all of the children living at the property.
• 15:41
  So sometime in the mid to late 2000, tens, I don't know exactly
• 15:46
  when, Cindy married Mr. Singh and became Cindy Rodriguez
• 15:53
  Singh. And it was at that time that the
• 15:56
  family began to use the structure in the backyard.
• 16:04
  Now again, no plumbing. And, and what Parson said was
• 16:11
  that Darshi Singh, this guy bought the structure and that
• 16:17
  Parson said, yeah, go ahead and put it in the backyard.
• 16:20
  Perfectly fine. You know, there's no foundation
• 16:23
  here. There's I'm sure it's not tied
• 16:27
  to the ground. It's probably, Oh my God, this
• 16:31
  is this is probably not a safe place for for people to live.
• 16:37
  But Parson said, totally cool with me.
• 16:39
  You can put it out. There.
• 16:41
  And so there it was. Had electricity, no bathroom.
• 16:50
  So. Cindy Rodriguez Singh and Arsh
• 16:54
  Deep Singh and the children continued to use not only the
• 16:59
  bathroom inside. The house, but also the two
• 17:01
  extra bedrooms in the main house.
• 17:04
  Investigators, by the way, later identified the main residence
• 17:07
  and the backyard structure as locations connected to the
• 17:12
  disappearance of Little Noel. OK, Little Noel here.
• 17:19
  Was born on February 2nd of 2017.
• 17:22
  I don't know. I mean I his.
• 17:26
  Father was a deported individual, so.
• 17:33
  Mr. Singh is not his father. Leads me to believe that Mister
• 17:37
  Singh entered the the family sometime after 2017, but I don't
• 17:41
  know. But little Noel here.
• 17:45
  He was reportedly born premature and he suffered from multiple
• 17:50
  developmental disabilities and. Physical disabilities he had.
• 17:55
  Visual impairment. He had esotropia, which is, you
• 17:58
  know, the crossing of of his eyes.

  He was delayed of speech. He had chronic lung disease and
• 18:07
  he required ongoing medical care.
• 18:11
  This is just. This breaks my heart, but he had
• 18:17
  these health conditions and he required extra care.
• 18:24
  He lived in that same structure with with his mom.
• 18:29
  Relatives did kind of later they described that there was kind of
• 18:35
  instability in the household. They witnesses said that little
• 18:40
  Noel was frequently isolated from the other children, that he
• 18:45
  was treated differently because of his disabilities and his
• 18:49
  medical needs. So, yeah, not not like the
• 18:55
  happiest of childhoods for anyone, especially little Noel.
• 18:59
  This kind of this thing guy, this kills me because.
• 19:04
  I, I was talking to a friend just last night, he came over to
• 19:07
  the house and talking about his childhood.
• 19:10
  And a guy who was much older than me had a happy family and
• 19:16
  everything. And you guys know that I, I
• 19:17
  describe my childhood as magical and it was.
• 19:21
  And I just wish that every child had the same kind of that, that,
• 19:28
  that every child would grow up and say, you know what my
• 19:30
  childhood was? It was magical.
• 19:32
  It was awesome. Sadly, I think I'm in the
• 19:37
  minority. I think few kids get that.
• 19:41
  I think some people have harder childhoods and they come out of
• 19:45
  it like I I recently became reconnected with a childhood
• 19:50
  friend that I hadn't seen probably since junior high.
• 19:54
  And you know he lived in a. Place that there was a lot of
• 19:58
  instability. But he turned out terrific,
• 20:01
  right? Like really great.
• 20:03
  And he would extend a lot of grace to his mom and his few
• 20:07
  stepfathers. And, you know, they were just
• 20:10
  trying. They were doing the best that
• 20:11
  they could. And he, he, he's had a good
• 20:13
  attitude about it. But man, I still wish that he
• 20:18
  would have. Had the same happy childhood
• 20:19
  that I had and he just lived a few houses down.
• 20:22
  So I feel like I'm in the minority but Noah.
• 20:26
  Noel here. I keep wanting to say Noel.
• 20:28
  But it is pronounced Noel, at least to according to everybody
• 20:34
  who's saying it out loud and in Spanish, would be Noel.
• 20:39
  He had a far from magical childhood.
• 20:45
  He was segregated, He was ostracized.
• 20:48
  He was not giving the extra care that he needed.
• 20:52
  Fact, according to crimetimelines.com.

  Cindy Rodriguez sing sometime in 2020, in a car full of some,
• 21:05
  like many of her children, crashed her car into a pole
• 21:11
  while driving drunk. And when that happened, her
• 21:17
  children. It says several.
• 21:20
  I don't know if it's several or all or the ones that she had.
• 21:25
  Were removed from her custody and she.
• 21:29
  Was convicted of felony repeated driving while intoxicated.
• 21:35
  So this appears to be a woman that has some sort of substance
• 21:41
  addiction issue. I don't know if she was
• 21:45
  intoxicated with alcohol. She was intoxicated with drugs.
• 21:48
  I have no idea. But she was convicted of felony
• 21:52
  repeat driving while intoxicated.
• 21:55
  I imagine that's probably alcohol because otherwise there
• 21:59
  would be other, there would be other consequences because she
• 22:04
  was sentenced to 10 years probation.
• 22:08
  She was required to do daily breath breathalyzer.
• 22:11
  Well, random breathalyzer testing, you know, and, and it
• 22:18
  says that she stopped consuming alcohol reportedly after
• 22:21
  beginning her probation. So having I guess gotten a
• 22:26
  little cleaner in her life, well from.
• 22:32
  Let's see before I get to that, authorities stated that three of
• 22:36
  Rodriguez Singh's children, including Noel, were placed into
• 22:39
  foster care before eventually being returned to her custody in
• 22:42
  like, 2021. And yeah, so three of her ten
• 22:49
  children. It says that seven of her ten
• 22:55
  children lived with. Her three others lived with
• 22:58
  their grandmother through what investigators described as a
• 23:01
  voluntary arrangement now. Going into 2022, little Noel is
• 23:09
  described by witnesses as appearing visibly underweight.
• 23:15
  Some relatives alleged that Noel was denied food.
• 23:22
  And this is another one that just kills me because why can't
• 23:30
  a child be? Why can't we expect that all
• 23:33
  children? Be.
• 23:36
  Cared for, right? Just just.
• 23:40
  Get the basic needs like I want everybody to be loved and cared
• 23:44
  for and and and treasured, right?
• 23:49
  But at the very least. Can we make sure that they're
• 23:52
  fed? And it appears that little Noel
• 23:55
  was not. And he was.
• 23:58
  He was. That seemed to be unique among
• 24:02
  her children for this. So people say that he was denied
• 24:09
  food, and investigators said that his physical condition
• 24:14
  worsened throughout time throughout 2022.
• 24:20
  There were later witnesses that say that he was physically
• 24:25
  abused frequently confined to the inside of his house.
• 24:30
  And does this remind you of anybody I'm trying to find, Do I
• 24:34
  have this? I don't think I have the.
• 24:39
  I don't have. The button anymore.
• 24:40
  But you remember the Kimberly Sullivan case, right?
• 24:44
  Where that kid for decades was kept inside.
• 24:48
  So there's there's some sort of like hatred or envy or something
• 24:54
  towards this child is what it seems like.
• 24:57
  It was in that same year, 2022, that Noel stopped attending
• 25:06
  school. Consistently right on again, off
• 25:10
  again excuses were repeatedly provided regarding his absences.
• 25:16
  But over. 2022, at least according to family members, he
• 25:22
  was increasingly hidden from from the world.
• 25:28
  From from Outsiders, so July 21st, 2020.
• 25:33
  Two, he was seen by a professional for speech therapy.
• 25:38
  He was described as being extremely thin.
• 25:42
  Relatives said that he would scavenge for food because he
• 25:45
  wasn't adequately fed, he was isolated from the other.
• 25:50
  Children in the residence, but that the July 21st he was seen
• 25:54
  by a professional. October of 2022 is the last.
• 25:59
  Known time and I don't know specifically when, but October
• 26:05
  2022 was the last time that he was believed to have been seen
• 26:11
  alive by anyone other than immediate family.
• 26:17
  School records confirmed that Noel stopped attending classes
• 26:21
  in October 2022. He was only seen twice during
• 26:26
  that month. And Parson Charles Parson, the
• 26:30
  person who owned the home right. He said that Cindy told him she
• 26:35
  attempted to send Noel to live with his biological father in
• 26:41
  Mexico so that Noel could receive additional care and
• 26:45
  attention for his disabilities. According to Parson, Noel's
• 26:51
  biological father either could not or did not want to take
• 26:58
  custody of him. And then apparently, according
• 27:02
  to Parson anyway, Cindy Rodriguez Singh claimed to him
• 27:09
  to say that his or. His paternal aunt, So his dad,
• 27:17
  who lived in Mexico's aunt. Agreed to take him.
• 27:23
  So I think this is the point at which Mr. Parson is like, oh,
• 27:26
  that's why I don't see little Noel is that he is at his aunt's
• 27:30
  house. She has decided she can't take
• 27:33
  care of the seven children and she is offloading this one the
• 27:38
  same way she did the three previous right.
• 27:47
  Investigators later later said that Noel's dad had been
• 27:52
  deported before Noel was born and had never even met the
• 27:55
  child. OK, so in late October 2022,
• 28:04
  well around this time, there were a couple.
• 28:06
  There were two more children that were born and they were
• 28:08
  twins and it was about that time after the twins were born.
• 28:15
  That Cindy allegedly started to refer to Noel as possessed,
• 28:27
  apparently saying or allegedly saying that Noel had a demon
• 28:32
  inside inside him and she feared that he would.
• 28:37
  Hurt the newborn twins and detectives.
• 28:43
  Said that it was during this time that his treatment inside
• 28:50
  that home got even worse. On November 1st of 2022.
• 28:58
  Cindy and. Darship obtained passport
• 29:07
  photographs for themselves. Well, I think Darship had a
• 29:10
  passport. She obtained a passport for
• 29:13
  herself and six of her children. So.
• 29:17
  Let's do the math real quick. She has 10.
• 29:21
  Three are with Grandma, that's seven.
• 29:28
  But for some reason she is getting 6 passport photos
• 29:36
  herself +6 for her children they were she did not get.
• 29:42
  A passport photo for Little Noel Course detectives go that's
• 29:52
  significant. Because we thought that he was
• 29:55
  living with the family and nobody's seen him.
• 30:01
  So there's, you know, the the suspicion is certainly raised
• 30:04
  here, right? Let's see by November. 6th of
• 30:10
  2022 investigators discovered that Cindy Rodriguez Singh had
• 30:16
  been researching the costs of traveling to India.
• 30:22
  And then later that month, relatives.
• 30:26
  What we found out later, right? But so relatives later told.
• 30:32
  Investigators that in November of 2022, Cindy had claimed that
• 30:37
  Noel had died. So she's got multiple.
• 30:40
  Stories going on. She's got oh, he's with his dad
• 30:44
  in Mexico. Oh no, he is with his dad's
• 30:47
  aunt. No, no, no.
• 30:48
  Now she's saying he has died. Apparently, she claimed that he
• 30:56
  died choking. While drinking water and yeah,
• 31:04
  no death was ever reported to police, medical officials.
• 31:08
  No, no death was ever reported. So.
• 31:12
  The following March, November, December, January, February,
• 31:17
  March, we're on Month 5. Police in Everman, Texas receive
• 31:22
  a welfare concern regarding Noel, Rodriguez and Alvarez.
• 31:26
  Guys, what can we learn from this?
• 31:27
  OK, listen, does this have to be an Uncle Gavin moment?

  You know what it does, Uncle Gavin?

  Listen up kids, OK, kids, Uncle Gavin here.

  Listen. If a child is losing weight, you
• 32:08
  know that they are being ostracized from other members of
• 32:12
  the family. You know they're being that food
• 32:14
  is being withheld from them. You see that they're scavenging
• 32:17
  food and the mother or parent could be the father, whatever
• 32:23
  guardian of that child says. You stop seeing the child.
• 32:29
  And then the mother just says, well, I, I want him to go with
• 32:34
  his dad. No, I want him to go with his
• 32:37
  dad's aunt. No, he died choking on water.
• 32:40
  Don't wait five months to report that to authorities.
• 32:45

  different than what we do every year, which is celebrate with

  around with sparklers like it's the 1960s.

  are everywhere. We always buy the kind of

  lanterns that you'd let off. We we usually let off several

  That and and then the night is capped off with a giant

  fireworks display over the Allegheny River.
