The Murder of Windy Buchanan: Penny Doe Has Her Name Back, But Her Case Is Still Unsolved
After more than 36 years, the woman known as Clarion County’s Penny Doe has been identified as 19-year-old Windy Buchanan. Authorities say Buchanan’s remains were found in Monroe Township, Pennsylvania, in 1990, and her death was ruled a homicide.
