  His name is Isaiah Dion. He was found emaciated and dead

  in the home of his mother and stepfather just last month.

  in because the details of this case, which we're not going to

  get into tons of details today, guys, because I just can't do

  it. But we're going to read a couple

  of articles. We're going to see some, some

  news clips. I'm going to read from his

  obituary. I don't know what happened to

  this young man, but I mean for I'm like, I'm really, I'm really

  sad about this one. If you, if you were a person

  like me who had a childhood where you could be a child and

  you had parents who loved. You and cared.

  For you loved each other, loved your siblings, grandparents that
• 2:12
  were involved then just if you pray, just thank God that you

  had that or just put gratitude and thankfulness out into the
• 2:25
  universe. If you don't, because every once

  in a while these are the kinds of stories that we find and and

  they're just, they're just heartbreaking.

  So let's get into this real quick.

  And then we will get into the actual charges, the arrest

  warrants. And after that, I think we will

  get into what has just happened in the last few days.

  OK, so SLED, this is, I think SLED is the South Carolina Law

  Enforcement Division. Is that what it is?

  SLED charges state trooper, wife with child neglect, that these

  were the first charges. Obviously, charges have have
• 3:40
  been amended since. OK.

  But as of last month, so that we can bring ourselves up to date

  on this, the South Carolina Law Enforcement Division, SLED has
• 3:50
  charged Joshua Emanuel. Let me bring up Lamar Latimer,
• 3:56
  age 30. Here's Mr. Latimer here and

  Destiny Shay Dion, 24, here is Miss Dion here of Walhalla, SC
• 4:11
  with two counts each of unlawful conduct toward a child.

  The arrests were made on Friday, September 19th, 2025 following
• 4:21
  an investigation requested by the Oconee County.
• 4:24
  Sheriff's Office. According to SLED, both Latimer
• 4:29
  and Dion were booked into the Oconee County Detention Center.
• 4:33
  Their cases will be prosecuted by the office of the South
• 4:36
  Carolina's 10th Circuit Solicitor Micah Black.

  Officials confirmed Oconee County Emergency services were
• 4:45
  dispatched to a residence on Forest Acres Circle near
• 4:49
  Walhalla at approximately 6:20 AM Eastern Daylight Time for a
• 4:54
  report of a cardiac arrest patient.

  This is the patient. Look at those little boots.

  A short time later, the Oconee County Coroner's Office was

  called to the scene. He only called a corner if there
• 5:20
  is a death. Authorities have not released
• 5:23
  additional details about the circumstances that led to their
• 5:26
  response or the identity of the patient.

  This is back in on the 20th, of course, of last month.
• 5:34
  Latimer is employed as a trooper with the South Carolina Highway
• 5:37
  Patrol Trooper assigned to Troop 3, which covers Anderson,
• 5:44
  Greenville, Ockney, Pickens, and Spartanburg counties.

  According to a wedding website, Latimer and Dionne were married
• 5:51
  on May 11th, 2024. Unlawful conduct toward a child
• 5:56
  is defied, defined under South Carolina law as behavior where a
• 6:02
  parent, guardian, or responsible adult places a child at
• 6:06
  unreasonable risk of harm or willfully fails to provide
• 6:09
  adequate care. It is a felony offense
• 6:12
  punishable by up to 10 years in prison per count.
• 6:21
  Now, I, I believe I have other pictures of this is this is

  Destiny Dion on the Facebook page on Facebook, she goes by

  in the affidavits, although it's worth noting the SLED Special
• 6:54
  Victims Unit agent who attested to the veracity of the
• 6:58
  allegations, Brianna Deham of Anderson, SC, is one of the
• 7:02
  agency's child fatality investigators.

  This this statute under which Latimer and Dion have been
• 7:09
  charged, is intentionally broad, allowing prosecutors to pursue
• 7:13
  cases ranging from extreme neglect to situations where a
• 7:16
  caregiver knowingly allows a child to be exposed to dangerous
• 7:20
  conditions. I would add that I'm sure they
• 7:24
  knew that they were going to be murder charges or they they
• 7:27
  suspected it at least. And so getting them on this
• 7:31
  charge would get them in jail and get the process going.

  Latimer and Dion remain in custody at the Oconee County
• 7:39
  Detention Center. As with anyone accused of
• 7:41
  committing any crime, they are considered innocent until proven
• 7:44
  guilty by our criminal justice system, or until such time as
• 7:47
  they may wish to enter some sort of allocution in connection with
• 7:52
  a plea agreement with prosecutors related to any of
• 7:55
  the charges filed against them. Allocution.

  Knowing him was such an amazing experience.

  He was always happy. Isaiah's smile could light up a

  room and his laugh would warm your heart.

  The hard thing that I find about reading this, let's bring up

  another picture of little Isaiah, is that when he was

  but I don't know if nobody had seen him in a while or

  on the obituary, Isaiah loved cooking.

  It was one of his favorite things to do.

  His favorite food was pizza because he had good taste,

  because pizza is amazing. He loved animals, especially

  little critters he could pick up and look at.

  Isaiah loved to play and be outside.

  He loved to swing, ride his power wheel and pick roses to

  throw at people, which he found to be so funny.

  Isaiah was the most precious, loving and caring child.

  He is now in the arms of Jesus and surrounded by so many loved

  ones. Words cannot express how loved

  he was and how much he will be missed.

  Investigators unveiled graphic details about the horrific abuse

  County Sheriff's Office responded to a home on Forest

  Acres Circle in Walhalla, which is roughly 45 miles West of

  Greenville, in September. Cops allegedly found the boy.

  Dead. Excuse me?

  Inside the home, the boy appeared to be underweight and
• 13:52
  malnourished, weighing just £21.00, police say.

  Isaiah's ribs were very visible and his eyes were sunken into
• 13:59
  his head. And arrest warrant states both

  suspects are in the Oconee County Jail without bond.

  Latimer was a trooper with the South Carolina Highway Patrol.

  He was let go after his arrest. OK, but he's back in jail

  without bond. Local Fox affiliate WHNS

  reported that from Dion's bond hearing Thursday, in which

  prosecutors laid out additional allegations. 10th Circuit, We're

  going to watch a little bit of this.

  Solicitor Micah Black revealed some of the observations of

  first responders. He was basically skin and bones,
• 14:32
  for lack of a better word. Black reportedly said.

  One of the EMS personnel basically described it as
• 14:38
  similar to something you'd see on TV to starving children in
• 14:41
  Africa. The boy was also forced to sleep
• 14:45
  on a blanket inside of a bed instead of a bed, and the
• 14:49
  curtains to his room were stapled shut, the cops said.

  Investigators believe the suspects.

  Allegedly locked Isaiah in the closet and forced him to drink
• 14:58
  water from the toilet. WHNS reports that the boy lived

  with his maternal grandmother for the first two years of.

  His life but moved in with his mother in Latimer when the

  couple started dating. After Isaiah moved in with them,

  he was allegedly treated differently than his younger
• 15:16
  sibling, who appeared to be fine.

  He didn't see a doctor over a span of two years, cops say.

  Neighbors told cops when they look, when they took food to the
• 15:26
  family, they would allegedly witness Isaiah eat adult sized

  meals, which they found odd. The judge denied bond and

  ordered Dionne to remain in jail.

  If convicted, the suspects will face between 20 years and life

  behind bars. Isaiah's obituary called.

  to Colep than a victim. But that's neither here nor

  Her trial, but the judge said the allegations were too

  horrific and denied her bond. During the hearing, the state

  laid out disturbing details about the conditions 4 year old

  Isaiah Dion had been living in after his stepfather Joshua

  Latimer called 911 and reported him unresponsive.

  Inside his room, investigators found no bed or mattress, just a

  blanket on the floor. The curtains were stapled shut

  in. A child proof doorknob on the

  closet LED them to believe he had been locked inside.

  touch and severely malnourished. Investigators learned he wasn't

  parents told them his two year old sibling had bullied him.

  The purpose of a volunteering is to determine whether or not Miss

  Dionne is a danger to the community or a flight risk.

  And while the allegations are awful, they are merely

  allegations at this point, and there is nothing about them that

  would indicate that she's a danger to the community at
• 28:04
  large. The state said Isaiah's 2 year

  old sibling, who also lived in the home, appeared healthy and

  is now in foster care. Isaiah's stepfather, Joshua
