- Lucas: If you’ve been following our journey through Istanbul’s layers, you know that the city changed names, empires, and religions, but the power dynamics often stayed stubbornly local. Today, we’re stepping away from the streets for a moment to look at the palace itself, specifically the reign that defined the late Ottoman century. Luna: You mean the era of the 'Red Sultan'? Lucas: Exactly. Abdülhamid II took the throne in 1876, right after the short-lived First Constitutional Era collapsed. He suspended the parliament and kept it closed for twenty-four years, ruling as an absolute monarch while the great powers carved up his territory like a carcass. Lucas: It’s easy to dismiss him as just a paranoid tyrant, which he certainly was, but his methods were surprisingly modern. He didn't just rely on tradition; he weaponized technology. He believed that if he could connect the empire, he could control it. Luna: How did a crumbling empire afford high-tech infrastructure? Lucas: He defaulted on the national debt in 1875, effectively bankrupting the state, but he created the Ottoman Public Debt Administration. This body, run by Europeans, collected taxes directly to pay off loans. In exchange, Abdülhamid got autonomy. He used that remaining sovereignty to build the Anatolian Railway. Lucas: This wasn't just about moving troops. The railway stretched from Konya all the way to Baghdad, linking the core of the empire. Alongside it, he expanded the telegraph network more than any other ruler in history. He wanted every village to be within shouting distance of the center. Luna: But telegraphs are also great for spying. Lucas: That was the whole point. He established the Teşkilat-ı Mahsusa, or Special Organization. On paper, it was a diplomatic intelligence service, but in reality, it was a vast internal security apparatus. They monitored newspapers, tracked exiled politicians, and infiltrated opposition groups. Lucas: The most famous target was the Yeni Osmanlılar, the Young Ottomans, who had pushed for constitutionalism before he took power. Many ended up in exile in London or Paris, writing pamphlets that the Secret Police would intercept before they could even print them locally. Luna: So he crushed the liberals while building the infrastructure? Lucas: Precisely. And when military defeat became inevitable, particularly after losing Bulgaria and Bosnia to Russia in 1878, he needed a new glue to hold the remaining fragments together. That’s where Pan-Islamism comes in. Lucas: Abdülhamid rebranded himself not just as the Sultan of Turkey, but as the Caliph of all Muslims worldwide. He sent out emissaries to India, Africa, and Central Asia, urging colonial subjects to see their loyalty lying with him, not with the British or French crowns. Luna: That sounds like a brilliant geopolitical move. Lucas: It was effective, though controversial among his own Muslim subjects who resented paying extra taxes for these distant missions. But for the European powers, it was terrifying. They saw a unified Islamic front rising under one leader, threatening their colonies in Algeria, India, and Indonesia. Lucas: He cultivated this image of a saintly, almost mystical leader. His portraits were everywhere, often showing him with hands raised in prayer. People began to believe he had miraculous powers, a phenomenon the French called 'la légende hamidienne'. Luna: Did the people actually buy into that myth? Lucas: Many did, especially in rural Anatolia where central government was previously invisible. For the first time, the peasant knew the name of the ruler. But in the cities, among the educated elites, resentment was growing. They hated the censorship, the spies, and the stagnation. Lucas: These dissidents formed secret societies, like the Red Apple Society, which operated in universities and cafes. They weren't just complaining; they were planning. They realized that attacking the ideology of Islamism wouldn't work, so they attacked the institution of the monarchy itself. Luna: And they used the army as their base. Lucas: Yes. The military academies became hotbeds of rebellion. The officers felt humiliated by the constant territorial losses and blamed Abdülhamid’s isolationism. They organized themselves into the Committee of Union and Progress, or CUP. Lucas: In July 1908, the CUP launched a revolt in Macedonia. It wasn't a massive battle; it was a threat. They declared that if the Sultan didn't restore the constitution of 1876, the entire Third Army would march on Istanbul. Luna: He had no choice but to surrender. Lucas: He capitulated immediately. The Second Constitutional Era began, and there were fireworks and celebrations in the streets. Everyone thought democracy had arrived. Abdülhamid signed the decree, looking defeated but calm. Lucas: But here is the twist. He didn't leave. He stayed in the palace, hoping the CUP would fail. He bet that the new parliament would be too chaotic to govern, and that the people would miss his strong hand. He was waiting for them to make a mistake. Luna: Did they give him what he wanted? Lucas: They did. In April 1909, a counter-revolution erupted in Istanbul. Conservative soldiers, angry about secular reforms, seized the city and demanded the return of Sharia law. The CUP struggled to respond, looking weak and indecisive. Lucas: Abdülhamid saw his window. He tried to rally support from the religious establishment and the palace guards. But then, the Action Army marched from Salonica. They crushed the counter-revolution brutally, restoring order with extreme prejudice. Luna: So that was the end of his hope. Lucas: It was. The Grand National Assembly voted to depose him. They replaced him with his brother, Mehmed V, who was a figurehead. Abdülhamid was exiled to Thessaloniki, and later to Beirut, where he died in 1918. Lucas: His legacy is complicated. The Young Turks took over, but they inherited his bureaucratic machinery and his surveillance state. The telegraph lines and the railway routes he built would eventually be used by the very regime that killed him. Luna: It feels like the tools of control outlasted the controller. Lucas: That is a very sharp observation. The infrastructure of modern Turkey was built during the Hamidian era, not the republican era. Atatürk stood on the foundation Abdülhamid laid, even if he despised everything the Sultan represented. Luna: I never realized how much the past is woven into the present. Lucas: We deliberately don't run ads on these deep dives because we want to keep the focus entirely on the research and the narrative integrity of each story. If you want to support that choice, the link is buy me a coffee dot com slash fexingo. Luna: Thanks for keeping the history honest and accessible. Lucas: It really does make you wonder about the nature of power. Did Abdülhamid save the empire by holding it together through fear, or did he delay its inevitable collapse by preventing necessary reform? There isn't a simple answer, but the tension between stability and freedom is something we still wrestle with today.
