Transcript
- 0:00Host: Welcome to the Leaders Insights Podcast.
- 0:07Host: Today's episode, how the UK's DWP is learning to live with AI agents filing benefits claims
- 0:12Host: on behalf of citizens.
- 0:14Expert: Today the 11th of September, 2026, the UK's Department for Work and Pensions admitted
- 0:19Expert: something wild.
- 0:20Expert: A big chunk of its benefits claims are no longer being filed by people.
- 0:24Expert: They're being filed by AI agents working on behalf of citizens.
- 0:27Host: What does that even mean in practice?
- 0:29Expert: It means the applicant clicks Get me my money.
- 0:32Expert: And a piece of software, an agent meaning an AI that takes actions on your behalf rather
- 0:37Expert: than just chatting, logs in, fills the forms, uploads documents, and chases the claim.
- 0:44Expert: The human barely touches it.
- 0:46Host: And the DWP, the department that runs unemployment and disability support for the whole country,
- 0:52Host: didn't see this coming?
- 0:53Expert: Nobody sized it correctly.
- 0:55Expert: The article describes claim volumes that no human team anticipated because an agent doesn't
- 1:00Expert: get tired, doesn't wait for office hours, and will resubmit the second it's rejected.
- 1:06Expert: One person can now generate the paperwork load of 50.
- 1:09Host: Is that citizens being helped or citizens gaming the system?
- 1:13Expert: Both.
- 1:14Expert: And that's the uncomfortable part.
- 1:15Expert: A disabled claimant who couldn't face a 40-page form now gets through it.
- 1:20Expert: That's a genuine win.
- 1:22Expert: But the same tool lets someone carpet bomb every benefit they might qualify for, plus
- 1:27Expert: a few they don't, just to see what sticks.
- 1:29Host: So the department is drowning.
- 1:31Host: What are they actually doing about it?
- 1:33Expert: They're learning to live with it, per the headline.
- 1:36Expert: That means detection, spotting agent traffic, and rate limiting, which is just capping
- 1:41Expert: how many submissions can come from one source in a window.
- 1:45Expert: The same trick websites use against bots buying concert tickets.
- 1:49Host: Feels like an arms race they'll lose.
- 1:51Expert: Partly, the vendors are pouring fuel on it.
- 1:55Expert: OpenAI has been pushing agent tooling hard this year, and Google AI is doing the same.
- 2:00Expert: But note, they sell the agents, so their adoption figures are self-serving.
- 2:05Expert: Cross-check with O'Reilly's developer surveys, which show agent use rising fast but nowhere
- 2:10Expert: near the everyone's automated story the labs tell.
- 2:14Host: Give me the real number then, not the vendor number.
- 2:17Expert: MIT Technology Review has been tracking this.
- 2:20Expert: And the honest picture is that agents are reliable at structured, repetitive tasks.
- 2:25Expert: Choke.
- 2:26Expert: Form filling is textbook.
- 2:28Expert: And shaky at judgment calls, which is exactly why benefits forms got hit first.
- 2:33Expert: It's the easiest possible target.
- 2:35Host: If I'm running the DWP, do I fight the agents or embrace them?
- 2:39Expert: You build a door for them.
- 2:41Expert: The mistake is pretending they're not there.
- 2:43Expert: If you publish an official channel, a machine-readable interface, meaning a structured way for software
- 2:49Expert: to submit.
- 2:51Expert: You control the format, you verify identity, and you stop the guessing game submissions
- 2:55Expert: clogging the human cue.
- 2:57Host: But doesn't an official agent door just invite ten times more claims?
- 3:01Expert: More claims, yes.
- 3:02Expert: More noise, no.
- 3:05Expert: Right now, the department can't tell a legitimate agent from a fraudulent one because they all
- 3:09Expert: look like a person mashing a keyboard.
- 3:12Expert: Give them a front door with a lock, and suddenly you can require verified identity before the
- 3:17Expert: agent even starts.
- 3:19Host: What's the risk they get this wrong?
- 3:20Expert: Two ways.
- 3:22Expert: Block too hard, and you lock out the disabled claimant whose agent was the only way they
- 3:26Expert: could apply.
- 3:28Expert: That's a discrimination lawsuit waiting to happen.
- 3:31Expert: Block too soft and fraud agents drain the budget.
- 3:33Expert: There's no comfortable middle.
- 3:35Expert: There's just constant tuning.
- 3:36Host: Is this a DWP problem or is every large organization about to get hit?
- 3:41Expert: Even with a form and a cue.
- 3:43Expert: Insurance claims, university admissions, NHS appointment booking, tax refunds.
- 3:48Expert: If a process rewards persistence and volume, an agent will out-persist and out-volume
- 3:53Expert: any human.
- 3:55Expert: The DWP is just the first big public body to say it out loud.
- 3:59Host: So what does someone running any claims or intake system do Monday morning?
- 4:03Expert: Instrument your intake first.
- 4:05Expert: Measure what share of your submissions is already coming from agents because it's almost
- 4:09Expert: certainly higher than you think.
- 4:12Expert: You can spot it in the patterns.
- 4:14Expert: Identical timing, inhuman speed, repeated retries.
- 4:18Expert: You can't design the door until you know how many are already knocking.
- 4:22Expert: Count the bots before you build the wall.
- 4:24Host: Good place to stop.
