- 5:31Our next article is City Council approves pay increases for Mayor,
- 5:36council and attorney by Miranda M. Cantrell. The West Liberty
- 5:41City Council during the regular March twenty third meeting, approved
- 5:45salary increases for the council members, mayor, and city attorney.
- 5:49Following extensive discussions, City Clerk Amy Cox told the council
- 5:54that the time had arrived in the term cycle to
- 5:58discuss the possibility of increase compensation. As per the clerk,
- 6:03the council can only address the matters of the mayor
- 6:06and council compensation once every four years prior to an election.
- 6:11If we are going to a vote in it, don't
- 6:15pardon me. If we are going to vote in a
- 6:17raise for the mayor and the council, this is the
- 6:20time to do that. Cox said, we haven't raised their
- 6:23pay in a while, and our compensation is the lowest
- 6:27around Frenchburg, Campton and some of those areas that are
- 6:30smaller than West Liberty are paying their people more than
- 6:33we are. Clerk Cox provided two possible options to the
- 6:38council members, noting that they could increase or decrease the
- 6:42following amounts. Option one mayor one thousand dollars per month,
- 6:48Council three hundred dollars per month would also include an
- 6:53additional fifty dollars for each special call meeting. Option two
- 6:59mayor one two hundred dollars per month Council four hundred
- 7:04dollars per month would also include an additional fifty dollars
- 7:09for each special call meeting. Clark Cox told the Courier
- 7:13that the mayor is currently paid five hundred dollars per month,
- 7:16while council members are paid fifty dollars per month, plus
- 7:20fifty dollars for each special call meeting. Councilman Mark Walter
- 7:25inquired about the city's total budget, which clark Cox stated
- 7:29was approximately six dollars six million dollars before addressing the matter.
- 7:35This has been a situation we all have danced around,
- 7:38Walter said, clarifying that his perspective is that of both
- 7:42a council member and a former mayor. We've had times
- 7:46in the past when the city was strapped for revenue
- 7:49and we were in a situation these other cities were not.
- 7:53We had to build ourselves up from the box. We
- 7:56had to build ourselves up from the bottom, and it
- 7:59was never an option to raise compensation. If you look
- 8:02around at our government entities in our county and even
- 8:07some of the subcommittees that are paid, we are dealing
- 8:10with a five point eight million dollar budget. The surrounding
- 8:14cities we're compared to don't have the number of departments
- 8:18we have. They don't have the budget we have. I
- 8:21think if the money is appropriated and the clerk says
- 8:25it's there, we do need to consider these proposals. Mayor
- 8:30Kyle Risner shared the following compensation rates from cities of
- 8:34Campton and Frenchburg. Campton mayor one thousand dollars per month,
- 8:40city commissioners four hundred dollars per month, Frenchburg mayor seven
- 8:45hundred and fifty dollars per month, city council members two
- 8:48hundred and fifty dollars a month. Clerk Cox indicated that
- 8:52per Kentucky League of City Rage Studies West Liberty is
- 8:56in the lower twenty five percent of the compensation rates
- 8:59for comp arable cities. Counselman and Grant Sorrels stated that
- 9:03he also had researched the matter and that he concurred
- 9:07with the clerk's statistics. Mayor Risner asked for opinions from
- 9:12the council, with Counselman Dwayne Nickel supporting increased compensation for
- 9:17the mayor. I think he mayor needs more than more
- 9:22for the hours that he puts in. Nichol says, I'm
- 9:25satisfied with what I get as a council member. Councilman
- 9:29Walter express concerns regarding the potential disingenuous intentions. The concern is,
- 9:37when you put that salary up to where it's enticing,
- 9:41you will have people who want these positions for the
- 9:43monetary benefits. Walter said, not out of care or concern
- 9:48for the City of West Liberty. I do have a
- 9:51problem with going from fifty dollars all the way to
- 9:54three hundred dollars for council members. Councilman Tony Smith concurred
- 10:00with Councilman Walter in a pint that he would prefer
- 10:04a lower amount, such as two hundred or two hundred
- 10:07and fifty dollars. Councilman Sarabeth Legg said that she had
- 10:12no preference on the matter. I'm not here for the money,
- 10:16leg said, so it doesn't matter to me. On a
- 10:19motion made by the councilman Walter and seconded by counsel
- 10:23Councilwoman Leg, The council unanimously approved on the first reading
- 10:29of the salaries one thousand dollars per month for the
- 10:31mayor and two hundred dollars per month for council members.
- 10:35Mayor Risner told the Courier that the new salaries will
- 10:39not take effect until January twenty twenty seven. However, council
- 10:45members also discussed the possibility of a salary increase for
- 10:49City Attorney Daniel Frederick, with clerk Cox noting that the
- 10:54position's compensation rate had not changed since twenty twenty. Clerk
- 11:00Cox and Mayor Risner stated that they speak with Attorney
- 11:05Frederick on daily basis about numerous legal issues impacting the
- 11:09city government. Attorney Frederick also cited an increasing his work
- 11:14for the city of late before stating that the proposed
- 11:18rays would be from one thy five hundred per month
- 11:22to two thousand dollars a month. On a motion made
- 11:25by a councilwoman Leg and seconded by a councilman Walter,
- 11:30the council unanimously approved the adjusted pay rate for Attorney Frederick.
- 11:36Clerk Cox said that the attorney that Attorney Frederick's news
- 11:41salary will take a fact on April the first. In
- 11:45other business, the council also approved a nine to one
- 11:48one grant resolution before hearing departmental reports prior to a
- 11:53German Councilman Walter offered prayers to families who have lost
- 11:57loved ones and to several people throughout the county dealing
- 12:00with medical issues. For additional information, the West Liberty Civic
