Transcript
- 0:07Welcome back to the University of Houston and
- 0:10the Republican presidential debate. The candidates,
- 0:13they are now in place. Their positions were selected
- 0:16based on their standing in the delegate race
- 0:18through Nevada, with the top candidate in the
- 0:21center and the others extending outward. I want
- 0:24to tell you how tonight's debate will work. As
- 0:26moderator, I will guide the discussion, asking
- 0:29questions and follow -ups, as will Maria Celeste,
- 0:32Dana Bash, and Hugh Hewitt. Candidates, you'll
- 0:35have a minute and 15 seconds to answer and 30
- 0:38seconds for follow -ups and rebuttals. We have
- 0:42timing lights that are visible to the candidates.
- 0:44Those lights will warn you when your time is
- 0:46up. And as the candidates requested, a bell will
- 0:50sound like this. We know you all want to jump
- 0:54in and debate these critically important issues,
- 0:56but please wait until you're called on. These
- 0:59are the rules all of the candidates have agreed
- 1:02to. It's time for the candidates to introduce
- 1:05themselves right now. You'll each have 30 seconds.
- 1:08Dr. Carson, you're first. If someone had tried
- 1:12to describe today's America to you 30 years ago,
- 1:16you would have listened in disbelief. Americans
- 1:19know that our nation is heading off the abyss
- 1:22of destruction, secondary to divisiveness, fiscal
- 1:27irresponsibility, and failure to lead. Marco,
- 1:31Donald, Ted. John, we will not solve any of these
- 1:36problems by trying to destroy each other. What
- 1:40we need to do is be looking for solutions tonight.
- 1:43It's not about us. It's about the American people.
- 1:54Governor Kasich. Well, you know, on the way over
- 1:56here, even getting ready earlier and sitting
- 1:58in the green room and watching the early coverage,
- 2:01you know, my father carried mail on his back
- 2:03and his father was a coal miner. And my mother's
- 2:06mother was an immigrant, could barely speak English.
- 2:09And I'm standing on this stage. It's pretty remarkable.
- 2:12But I want to tell you, there's a lot of young
- 2:14people watching tonight. You can do whatever
- 2:17you want to do in your life. America is an amazing
- 2:21country where a kid like me can grow up to run
- 2:24for president of the United States and be on
- 2:26this stage tonight. So to all the young people
- 2:29that are out there, your hopes, your dreams,
- 2:32pursue them. Shoot for the stars. America is
- 2:35great, and you can do it. Thank you, Wolf. Senator
- 2:43Rubio. Well, thank you. This election, we have
- 2:46to decide the identity of America in the 21st
- 2:48century. But as part of this primary, we have
- 2:50to find out our identity as a party and as a
- 2:52movement. 36 years ago, Ronald Reagan and George
- 2:56H .W. Bush began the Reagan Revolution. For a
- 2:59generation, they defined conservatism as limited
- 3:01government and free enterprise and a strong national
- 3:04defense. But they also appealed to our hopes
- 3:06and our dreams. Now we have to decide if we are
- 3:09still that kind of party and still that kind
- 3:11of movement. or if we're simply going to become
- 3:13a party that preys on people's angers and fears.
- 3:15I hope we remain that conservative movement that
- 3:18appeals to our hopes and our dreams and the belief
- 3:20that America will always be better in its future
- 3:22than it's been in its history. Senator Cruz.
- 3:34Welcome to Texas. Here, Texas provided my family
- 3:40with hope. Here, my mom became the first in her
- 3:43family ever to go to college. Here, my dad fled
- 3:46Cuba. and wash dishes, making 50 cents an hour
- 3:49to pay his way through the University of Texas.
- 3:52I graduated from high school at Second Baptist,
- 3:54not too far away from here. When I ran for Senate,
- 3:57I promised 27 million Texans I would fight for
- 4:00you every day and not for the Washington bosses.
- 4:03And I'll tell you, as I travel the state, Democrats
- 4:05tell me, I didn't vote for you, but you're doing
- 4:08what you said you would do. And as president,
- 4:11I will do the same. Mr. Trump. Thank you. My
- 4:22whole theme is make America great again. We don't
- 4:26win anymore as a country. We don't win with trade.
- 4:29We don't win with the military, ISIS. We can't
- 4:32even knock out ISIS. And we will. Believe me,
- 4:34we will. We don't win in any capacity with health
- 4:38care. We have terrible health care. Obamacare
- 4:41is going to be repealed and replaced. We just
- 4:44don't win. You look at our borders. They're like
- 4:46Swiss cheese. Everybody pours in. We're going
- 4:49to make a great country again. We're going to
- 4:51start winning again. We're going to win a lot.
- 4:53It's going to be a big difference. Believe me,
- 4:55it's going to be a big, big difference. Thank
- 5:03you very much. It's now time to begin questions.
- 5:06Voters in the first four states have spoken,
- 5:10and Mr. Trump has emerged as the frontrunner.
- 5:12But in five days, the candidates will face their
- 5:15biggest test yet, Super Tuesday, when nearly
- 5:17half of the delegates needed to win the Republican
- 5:20nomination will be awarded. And the biggest prize
- 5:23of the night? is Texas. Immigration is a key
- 5:26issue in this state for all voters nationwide,
- 5:29including the many people watching us tonight
- 5:31on Telemundo. So that's where we begin. Mr. Trump,
- 5:35you've called for a deportation force to remove
- 5:38the 11 million undocumented immigrants from the
- 5:41United States. You've also promised to let what
- 5:44you call the good ones come back in, your words,
- 5:48the good ones, after they've been deported. Senator
- 5:51Cruz would not allow them to come back in. He
- 5:53says that's the biggest difference between the
- 5:56two of you. He calls your plan amnesty, is it?
- 6:00First of all, he was in charge of amnesty. He
- 6:03was the leader. And you can ask Marco because
- 6:04they've been debating this every debate that
- 6:06we've had. As far as coming back in. Number one,
- 6:11you wouldn't even be talking and you wouldn't
- 6:13have asked that as the first question if it weren't
- 6:15for me when my opening, when I talked about illegal
- 6:17immigration. It wouldn't even be a big subject.
- 6:19But we either have a country or we don't have
- 6:21a country. We have at least 11 million people
- 6:24in this country that came in illegally. They
- 6:27will go out. They will come back. Some will come
- 6:30back, the best, through a process. They have
- 6:32to come back legally. They have to come back
- 6:34through a process, and it may not be a very quick
- 6:36process, but I think that's very fair and very
- 6:39fine. They're going to get online with other
- 6:41people. The best of them will come back, but
- 6:44they're going to come back through a process.
- 6:50Senator Cruz, Senator Cruz, what's wrong with
- 6:53letting what Mr. Trump calls the good ones come
- 6:56back to the United States? You know, the people
- 6:59that get forgotten in this debate over immigration
- 7:01are the hardworking men and women of this country,
- 7:04are millions of Americans who are losing their
- 7:06jobs, millions of legal immigrants who are losing
- 7:09their jobs or seeing their wages driven down.
- 7:11You know, the past couple of weeks, the Wall
- 7:13Street Journal had a very interesting article
- 7:15about the state of Arizona. Arizona put in very
- 7:17tough laws on illegal immigration, and the result
- 7:20was illegal immigrants fled the state. And what's
- 7:23happened there, it was a very interesting article,
- 7:24some of the business owners complained. that
- 7:27the wages they had to pay workers went up. And
- 7:29from their perspective, that was a bad thing.
- 7:31But what the state of Arizona has seen is the
- 7:34dollars they're spending on welfare, on prisons,
- 7:38on education, all of those have dropped by hundreds
- 7:40of millions of dollars. And the Americans, and
- 7:43for that matter, the legal immigrants who are
- 7:45in Arizona, are seeing... unemployment drop or
- 7:49seeing wages rise. That's who we need to be fighting
- 7:52for. Listen, we have always welcomed legal immigrants,
- 7:55but I think it is a mistake to forgive those
- 7:58who break the law to allow them to become U .S.
- 8:02citizens. And that's why I've led the fight against
- 8:05granting citizenship to those here illegally.
- 8:07And that's why I will do the same thing as president.
- 8:10Mr. Trump, you want to respond to that? Well,
- 8:13I'm very glad that Ted mentioned Arizona, because
- 8:16probably the toughest man on borders is Sheriff
- 8:19Joe Arpaio. And two days ago, he totally endorsed
- 8:22me. So, thank you. Senator Rubio. Senator Rubio.
- 8:28Senator Cruz has called your immigration plan...
- 8:32amnesty and has an ad out there comparing it
- 8:35to President Obama's. He says both of you support
- 8:38allowing undocumented immigrants legal status
- 8:41here in the United States after a background
- 8:43check, paying a fine and paying taxes. Are those
- 8:47claims correct? Well, first of all, before we
- 8:49do anything, and I've been abundantly clear on
- 8:51this, when I'm president of the United States,
- 8:53before we do anything on immigration, we are
- 8:55going to secure the border. And that's not just
- 8:57the physical border with Mexico. It's visa overstays.
- 9:00That's 45 % of the problem right there. It also
- 9:03has to do, that's why we need E -Verify and an
- 9:05entry -exit tracking system and so forth. And
- 9:07until that happens, we're not doing anything
- 9:08else. And then we'll see what the American people
- 9:10are willing to support. And Donald mentioned,
- 9:13because he mentioned me in his answer, that his
- 9:15position on immigration is what's driven this
- 9:16debate. Well, the truth is, though, that a lot
- 9:18of these positions that he's now taking are new
- 9:20to him. In 2011, he talked about the need for
- 9:22a pathway to citizenship. In 2012, Donald criticized
- 9:25Mitt Romney, saying that Mitt lost his election
- 9:28because of self -deportation. And so even today,
- 9:31we saw a report in one of the newspapers that,
- 9:33Donald, you've hired a significant number of
- 9:34people from other countries to take jobs that
- 9:37Americans could have filled. My mom and dad,
- 9:38my mom was a maid at a hotel. And instead of
- 9:41hiring an American like her, you have brought
- 9:43in over a thousand people from all over the world
- 9:45to fill those jobs instead. So I think this is
- 9:47an important issue. And I think we all realize
- 9:49increasingly that's an important issue for the
- 9:51country that's been debated for 30 years, but
- 9:53finally needs to be solved once and for all.
- 9:55Mr. Trump. Well, first of all, self -deportation
- 9:57is people are going to leave as soon as they
- 9:59see others going out. If you look at Dwight Eisenhower
- 10:02in the 1950s, they started moving people out
- 10:05and the rest of them left. Self -deportation,
- 10:07as I really define it, and that's the way I define
- 10:10it, is you're going to get some to go and the
- 10:12rest are going to go out. As far as the people
- 10:14that I've hired in various parts of Florida during
- 10:17the absolute prime season, Palm Beach, and other
- 10:20locations, you could not get help. It's the up
- 10:23season. People didn't want to have part -time
- 10:25jobs. There were part -time jobs, very seasonal,
- 10:2890 -day jobs, 120 -day jobs, and you couldn't
- 10:31get. Everybody agrees with me on that. They were
- 10:34part -time jobs. You needed them, or we just
- 10:36might as well close the doors because you couldn't
- 10:38get help in those hot, hot sections of Florida.
- 10:42My point that I made was that you had criticized
- 10:44Mitt Romney for self -deportation. You said that
- 10:46his strategy of self -deportation It's why he
- 10:49lost the election. And I think people in Florida
- 10:51would be surprised because, in fact, the article
- 10:53that was today, they interviewed a number of
- 10:55people that would have been willing to do those
- 10:56jobs if you had been willing to hire them to
- 10:58do it. I criticized Mitt Romney for losing the
- 11:01election. He should have won that election. He
- 11:03had a failed president. He ran a terrible campaign.
- 11:06He was a terrible candidate. That's what I criticized
- 11:08Mitt Romney. He ran one terrible campaign. That's
- 11:14an election that should have been won. I agree
- 11:18we should have won, and I wish we would have.
- 11:20But in fact, you did criticize him for using
- 11:23the term self -deportation. I mean, that's on
- 11:25the record, and people can look it up right now
- 11:27online. But again, I just want to reiterate,
- 11:29I think it's really important, this point. I
- 11:30think it's fine. It's an important point that
- 11:32you raise, and we discuss on immigration. This
- 11:34is a big issue for Texas, a huge issue for the
- 11:36country. But I also think that if you're going
- 11:38to claim that you're the only one that lifted
- 11:39this into the campaign, that you acknowledge
- 11:41that, for example, you're the only person on
- 11:43the stage that's ever been fined for hiring people
- 11:45to work on your projects illegally. You hired
- 11:47some workers from Poland. No, no, I'm the only
- 11:49one on the stage that's hired people. You haven't
- 11:51hired anybody. And by the way, I'm hired. And
- 11:56by the way, I've hired tens of thousands of people
- 11:59over my job. You've hired nobody. You've hired
- 12:01a thousand people from another company, from
- 12:02another country. You've had nothing but problems
- 12:03with your credit cards, etc. Don't tell me about
- 12:06that. Let me finish the statement. You haven't
- 12:08hired one person in your life. He hired workers
- 12:10from Poland, and he had to pay a million dollars
- 12:12or so in a judgment. That's wrong. That's wrong.
- 12:14That's a fact. Totally wrong. People can look
- 12:16it up. I'm sure people are Googling it right
- 12:17now. Trump, Polish workers. You'll see a million
- 12:20dollars for hiring illegal workers on one of
- 12:22his projects. He did. You know it's intro. That
- 12:28happened. I've hired tens of thousands of people
- 12:32over my lifetime. Benny from other countries
- 12:34instead of hiring Americans. Let me talk. I've
- 12:37hired tens of thousands of people. He brings
- 12:40up something from 30 years ago. It worked out
- 12:42very well. Everybody was happy. And by the way,
- 12:45the laws were totally different. That was a whole
- 12:47different world. But I've hired people. Nobody
- 12:50up here has hired anybody. Senator Cruz, you
- 12:53say you want to deport the 11 million undocumented
- 12:56immigrants. but you never want to allow them
- 12:59to come back to the United States. What would
- 13:01happen to the children who are U .S.-born citizens
- 13:04whose parents will be deported under your plan?
- 13:08Well, existing law provides that those who are
- 13:11deported cannot come back here legally. U .S.
- 13:13citizens can come back. That's existing law.
- 13:15But let me say, Wolf, I really find it amazing
- 13:17that Donald believes that he is the one who discovered
- 13:21the issue of illegal immigration. I can tell
- 13:23you when I ran for Senate here in the state of
- 13:25Texas, I ran promising to lead the fight against
- 13:28amnesty, promising to fight to build a wall.
- 13:30And in 2013, when I was leading the fight against
- 13:35the Gang of Eight amnesty bill, where was Donald?
- 13:39He was firing Dennis Rodman on Celebrity Apprentice.
- 13:43And indeed, if you look at the Gang of Eight,
- 13:45one individual on this state broke his promise
- 13:49to the men and women who elected him and wrote.
- 13:52the amnesty bill. But Donald funded the Gang
- 13:56of Eight. If you look at the eight members of
- 13:57the Gang of Eight, Donald gave over $50 ,000
- 14:00to three Democrats and two Republicans. And when
- 14:04you're funding open border politicians, you shouldn't
- 14:06be surprised when they fight for open borders.
- 14:10And I think if you want to know who actually
- 14:12will secure the borders and follow through, you
- 14:14ought to ask, who has a record? before they were
- 14:17a candidate for president, of fighting to secure
- 14:19the borders and stop amnesty. And I'm the only
- 14:22one on this stage that has that record. And by
- 14:24the way, Marco is exactly right that a federal
- 14:27court found Donald guilty of being part of a
- 14:29conspiracy to hire people illegally and entered
- 14:32a $1 million judgment against him. Mr. Trump.
- 14:41I can only say this, and I've said it loud and
- 14:44clear, and I've said it for years, and many of
- 14:46these people are sitting right in the audience
- 14:48right now, your lobbyists and your special interests
- 14:50and your donors, because the audience is packed
- 14:52with them, and they're packed with you. I've
- 14:55had an amazing relationship with politicians.
- 14:58with politicians, both Democrat, Republican,
- 15:01because I was a businessman. As one magazine
- 15:03said, he's a world -class businessman. He was
- 15:06friendly with everybody. I got along with everybody.
- 15:09You get along with nobody. You don't have one
- 15:11Republican. You don't have one Republican senator,
- 15:16and you work with them every day of your life,
- 15:17although you skipped a lot of time. These are
- 15:19minor details. But you don't have one Republican
- 15:22senator backing you. Not one. You don't have
- 15:24the endorsement of one Republican senator and
- 15:27you work with these people. Senator Cruz. You
- 15:29should be ashamed of yourself. You know, I actually
- 15:34think Donald is right. He is promising if he's
- 15:36elected, he will go and cut deals in Washington.
- 15:39And he's right. He has supported. He has given
- 15:41hundreds of thousands of dollars to Democrats.
- 15:43Anyone who really cared. about illegal immigration
- 15:46wouldn't be hiring illegal immigrants. Anyone
- 15:49who really cared about illegal immigration wouldn't
- 15:51be funding Harry Reid and Nancy Pelosi, wouldn't
- 15:54be funding the Gang of Eight. And, you know,
- 15:57he is right. When you stand up to Washington,
- 15:59when you honor the promise you made to the men
- 16:01and women who elected you and say, enough with
- 16:03the corruption, enough with the cronyism, let's
- 16:06actually stand for the working men and women
- 16:07of this country, Washington doesn't like it.
- 16:10And, Donald, if you want to be liked in Washington,
- 16:12that's not a good attribute for a president.
- 16:20Here's a man, Robin Hood. This is Robin Hood
- 16:22over here. He talks about corruption on his financial
- 16:25disclosure form. He didn't even put that he's
- 16:28borrowed money from Citibank and from Goldman
- 16:30Sachs, which is a total violation. He didn't
- 16:33talk about the fact that he pays almost no interest.
- 16:35He just left it off, and now he's going to protect
- 16:38the people from the big, bad banks. We're going
- 16:39to move on to Governor Kasich. Governor Kasich,
- 16:42you can respond, but let me get Governor Kasich
- 16:45in. He's been waiting patiently. Governor Kasich.
- 16:48The idea, you've said this and I want to quote
- 16:50you now, the idea that we're going to deport
- 16:52all these people is ludicrous and everybody knows
- 16:55it. Those are your words. Should people be allowed
- 16:58to break the law just because it's not feasible
- 17:01to stop them? Look, we have a great president
- 17:04here, George Bush, 41st president of the United
- 17:08States. He worked with Ronald Reagan to pass
- 17:12an effort to try to solve this problem. a path
- 17:17to legalization. You see, that was a time when
- 17:20things worked. It was a time when President Reagan
- 17:23and George Bush decided that we needed to make
- 17:25the country work. Look, I think there is an answer
- 17:29here. The answer is you complete the border.
- 17:32You let people know that once it's done, you
- 17:34don't have a right to come in. If you come in,
- 17:36we don't want any excuse. You're going to go
- 17:37back. But I favor a guest worker program. I think
- 17:41it's practical. And I think for the 11 or 11
- 17:43and a half million Americans or the illegals
- 17:46that are here, if they have not committed a crime
- 17:49since they've been here, I'd make them pay a
- 17:51fine, some back taxes, maybe some community service.
- 17:55And at the end, I'd give them a path to legalization,
- 17:57but not a path to citizenship. I don't think
- 18:00we're going to tear families apart. I don't think
- 18:02we're going to ride around in people's neighborhoods
- 18:04and grab people out of their homes. I don't think,
- 18:06first of all, I don't think it's practical, and
- 18:08I don't think it reflects America. You know what
- 18:10happened? The problem with President Reagan is
- 18:12we didn't get in there and actually finish the
- 18:14border. And I think it was probably business
- 18:16interests that affected it. But at the end of
- 18:19the day, let's be practical. Let's start solving
- 18:20problems in this country instead of kicking them
- 18:23upstairs. And with President Reagan and George
- 18:25Bush, it was a bipartisan coalition to address
- 18:27the issue. And I think we can and should do it
- 18:30again. And I will have a plan in the first hundred
- 18:32days to get it done and get this issue behind
- 18:35us. Thank you, Governor. Dr. Carson, you've been
- 18:42critical of mass deportation. You said back in
- 18:45November you don't think Mr. Trump's plan necessarily
- 18:47represents the Republican Party. Given how well
- 18:51Mr. Trump has been doing with the Republican
- 18:53primary voters, do you still believe that? I
- 18:57believe in liberty and justice for all. I think
- 19:00everything that we do should be fair. And I've
- 19:03already described, you know, how we can secure
- 19:05the border. We need to secure all the borders
- 19:08because it's not just people coming in from South
- 19:10America and Mexico, but there are terrorists
- 19:13who want to destroy us who are getting across
- 19:15our borders fairly easily, and we have to stop
- 19:17that. But in terms of the people who are here
- 19:20already after we stopped the illegal immigration,
- 19:23we need to be reasonable. And I would give them
- 19:28a six -month period in which to get registered
- 19:30as a guest worker, assuming that they have an
- 19:33acceptable record. They have to pay a back tax
- 19:36penalty. They have to pay taxes going forward.
- 19:38But they don't have to live underground anymore.
- 19:40And I think they do not become American citizens.
- 19:45They do not vote. If they want to become an American
- 19:47citizen, they go through exactly the same process
- 19:49that anybody else goes through. I think that's
- 19:52the kind of situation that is actually fair to
- 19:54people. And we have other ways of utilizing our
- 19:58facilities and our talents as foreign aid, doing
- 20:01things in South America and Central America and
- 20:04Mexico that improve the economy there so that
- 20:07they don't feel the need to come over here. That
- 20:10would cost us a lot less than borrowing money
- 20:12from China, paying interest on it. Thank you,
- 20:15Dr. Carson. Mr. Trump, your campaign, as you
- 20:21well remember, began with the idea of building
- 20:23a wall along the southern border about 315 miles
- 20:28southwest of where we are right now. You've said
- 20:31the Mexican government will pay for it. Correct.
- 20:33The spokesman for the current president of Mexico
- 20:35says that will never happen. The last two presidents
- 20:39of Mexico say that will never happen. In fact...
- 20:43The former president of Mexico, Vicente Fox,
- 20:46he said today, and I'm quoting him, he said,
- 20:49I'm not going to pay for that, quote, effing
- 20:53wall. So if you don't get an actual check from
- 20:58the Mexican government for $8 or $10 or $12 billion,
- 21:01whatever it will cost, how are you going to make
- 21:04them pay for the wall? I will, and the wall just
- 21:08got 10 feet taller. Believe me. It's got 10 feet
- 21:12taller. I saw him make the statement. I saw him
- 21:18use the word that he used. I can only tell you,
- 21:20if I would have used even half of that word,
- 21:23it would have been national scandal. This guy
- 21:26used a filthy, disgusting word on television,
- 21:29and he should be ashamed of himself, and he should
- 21:32apologize, okay? Number one. Number two, we have
- 21:35a trade deficit with Mexico of $58 billion a
- 21:39year. And that doesn't include all the drugs
- 21:42that are pouring across and destroying our country.
- 21:44We're going to make them pay for that wall. Now,
- 21:47the wall is $10 billion to $12 billion if I do
- 21:50it. If these guys do it, it'll end up costing
- 21:52$200 billion. But the wall is $10 billion to
- 21:57$12 billion. You need 1 ,000 miles. The Great
- 22:02Wall of China, built 2 ,000 years ago, 2 ,000
- 22:05is 13 ,000 miles. We need 1 ,000 because we have
- 22:09a lot of natural barriers. We can do it for 10
- 22:11to 12, and it's a real wall. This is a wall that's
- 22:14a heck of a lot higher than the ceiling you're
- 22:16looking at. This is a wall that's going to work.
- 22:18Mexico will pay for it because they are not doing
- 22:21us any favors. They could stop all of this illegal
- 22:24trade if they wanted to immediately. Mexico will
- 22:27pay for the wall. It's a small portion of the
- 22:30kind of money that we lose and the deficits that
- 22:32we have with Mexico. If the Mexicans don't pay
- 22:38for the wall, will you start a trade war with
- 22:41Mexico? Well, you know, I don't mind trade wars.
- 22:43Well, we're losing $58 billion a year. You want
- 22:45to know the truth. We're losing so much. We're
- 22:49losing so much with Mexico and China. With China,
- 22:52we're losing $500 billion a year. And then people
- 22:55say, oh, don't we want to trade? I don't mind
- 22:57trading, but I don't want to lose $500 billion.
- 23:00I don't want to lose. 58 billion. Mexico just
- 23:04took Carrier Corporation, maker of air conditioners.
- 23:07They just took Ford. They're building a $2 .5
- 23:09billion plan. They just took Nabisco out of Chicago.
- 23:14And I always say I'm not having Oreos anymore,
- 23:15which is true, by the way. But they just took
- 23:17a big plant from Nabisco into Mexico. They're
- 23:21taking our businesses. I don't mind. Senator
- 23:23Rubio. Yeah, a couple points. If he builds the
- 23:27wall the way he built Trump Towers, he'll be
- 23:29using illegal immigrant labor to do it. So cute.
- 23:35Such a cute soundbite. But it's not a soundbite.
- 23:38It's a fact. Again, go online and Google it.
- 23:40Donald Trump, Polish workers. You'll see it.
- 23:42The second thing about the trade war, I don't
- 23:44understand because your ties and the clothes
- 23:46you make is made in Mexico and in China. So you're
- 23:48going to be starting a trade war against your
- 23:49own ties and your own suits. That's right. You
- 23:52know why? Because they devalue their currencies.
- 23:54They devalue their currencies. Well, then make
- 23:56them in America. Well, you don't know anything
- 23:58about business. You lose on everything you do.
- 23:59Well, make them in America. Let me just tell
- 24:01you. They devalue their currencies. China, Mexico,
- 24:04everybody. Japan, with the cars. They devalue
- 24:07their currencies to such an extent that our businesses
- 24:10cannot compete with them. Our workers lose their
- 24:13jobs. And so you make them in China and in Russia.
- 24:14But you wouldn't know anything about it because
- 24:15you're a lousy business man. Well, I don't know
- 24:16anything about bankrupting four companies. You
- 24:18bankrupted four companies. regarding the university.
- 24:23That was a fake university. A fake university.
- 24:26There are people who borrowed $36 ,000 to go
- 24:30to Trump University and they're suing him now.
- 24:32$36 ,000 to go to a university. That's a fake
- 24:35school. And you know what they got? They got
- 24:37to take a picture with a cardboard cutout of
- 24:39Donald Trump. That's what they got for the $36
- 24:41,000. And they actually did a very good job.
- 24:44But I've won most of the lawsuit. Senator, I
- 24:47want to bring in my colleague Maria Celeste.
- 24:50Am I allowed to respond to this? You've been
- 24:53responded. No, I haven't. I really haven't. Here's
- 24:58the guy. Here's the guy that buys a house for
- 25:02$179 ,000. He sells it to a lobbyist who's probably
- 25:05here for $380 ,000 and then legislation is passed.
- 25:09You tell me about this guy. This is what we're
- 25:12going to have as president. Here's the guy that
- 25:13inherited $200 million. If he hadn't inherited
- 25:15$200 million, you know where Donald Trump would
- 25:17be right now? No, no, no. Selling watches in
- 25:19Manhattan. I thought I was wrong. I was wrong.
- 25:22I took... That is so wrong. We'll work on that.
- 25:26I took $1 million and I turned it into $10 billion.
- 25:30I borrowed $1 million. I borrowed $1 million.
- 25:36I turned it into $10 billion, more than $10 billion.
- 25:39Thank you. I want to bring in Maria Celeste of
- 25:40Telemundo. Maria. Senator Rubio, last week you
- 25:43said that on your first day in office, you will
- 25:46get rid of President Obama's executive action
- 25:48known as Deferred Action for Childhood Arrivals,
- 25:52DACA for short. It is a program that has protected...
- 25:55hundreds of thousands of young people that came
- 25:58here when they were children brought to the U
- 26:00.S. by undocumented immigrants. This is the only
- 26:04home they know. And that is a dramatic change
- 26:06from last April when you said in Spanish, and
- 26:09I'm going to quote you, DACA va a tener que terminar
- 26:12en algún momento, no sería justo cancelarlo inmediatamente,
- 26:17which translates to DACA is going to have to
- 26:20end at some point. But it wouldn't be fair to
- 26:23cancel it immediately. So, Senator Rubio, what
- 26:27changed? It didn't change. Why is it now fair
- 26:31to cancel it on day one? No, it's the same policy.
- 26:33It will have to end at some moment. And as I
- 26:35said, we will eliminate that executive order.
- 26:38The people that are on it now will not be allowed
- 26:40to renew it. And new applicants will not be allowed
- 26:42to apply to it. And it's not because we're not
- 26:44compassionate to the plight of someone who came
- 26:46here when they were two years old. I understand.
- 26:48I know people that are personally impacted by
- 26:50this. The problem with the executive order is
- 26:52it is unconstitutional. The president doesn't
- 26:55have the power to do that. And he himself admitted
- 26:58that. Senator, Senator. I'm sorry, but let me
- 27:01finish. You went from saying that it was deeply
- 27:03disruptive to deport them immediately to deport
- 27:06them on day one. No, but this is not about deportation.
- 27:08Everybody always goes immediately to the issue
- 27:09of deportation. This is about DACA. DACA is an
- 27:12executive order that is unconstitutional. I will
- 27:14cancel it on my first day in office. which means
- 27:17people who currently hold those permits will
- 27:19not be allowed to renew them when they expire,
- 27:21and new people will not be allowed to apply for
- 27:23them. Now, I am sympathetic to the plight of
- 27:25someone who came here when they were two or three
- 27:27years old through no fault of their own, but
- 27:28you can't solve it doing something that is unconstitutional.
- 27:31No matter how sympathetic we may be to a cause,
- 27:34we cannot violate the Constitution of the United
- 27:37States the way this president now does on a regular
- 27:39basis. You accused Senator Cruz in a previous
- 27:50debate of lying. when he said that you said one
- 27:54thing in Spanish and another one in English.
- 27:56So in what sense did he lie? Because it is not
- 28:00true that I'm not going to get rid of DACA. I
- 28:02am going to get rid of DACA. In the Spanish interview,
- 28:04you just read out the transcript in Spanish.
- 28:05I said it will have to end. At some point, that
- 28:07point will be when I eliminate the executive
- 28:10order and the people who have those permits,
- 28:12when they expire, will not be allowed to renew
- 28:14it. And new people will not be able to apply.
- 28:16In fact, I don't even think we should be taking
- 28:18new enrollees in the program now. That is how
- 28:21the program ends and how you wind it down, is
- 28:23you allow the people who are on it. When the
- 28:25program expires, they cannot renew it, and it
- 28:27goes away. But I will cancel the executive order
- 28:29as soon as I step foot into the Oval Office.
- 28:32I have to say, he lied this time. He lied, 100%.
- 28:36A hundred percent. You lied about the Polish
- 28:38workers. Yeah, yeah, yeah, yeah. You lied to
- 28:40the students at Trump University. That's Senator
- 28:42Khrushchev. He lied 38 years ago. All right,
- 28:44I guess there's a statute of limitation on lies.
- 28:53Well, Maria, I would note that you made the exact
- 28:55same point here that I made at the last debate,
- 28:57and you're right that Senator Rubio called me
- 28:59a liar for saying that. You know, we've all seen
- 29:03at home. When Washington politicians say about
- 29:06an illegal or unconstitutional program, well,
- 29:09it'll have to end someday, not immediately, but
- 29:11someday in the future. That inevitably is when
- 29:14a politician doesn't plan to end it at all. You
- 29:16know, I'm reminded of that that is the same position.
- 29:20that Marco took in Iowa on ethanol subsidies.
- 29:23When I campaigned in Iowa and took on, the lobbyists
- 29:26took on the corporate welfare and said we should
- 29:28have no ethanol subsidies. Marco's position was
- 29:30the same as it is towards illegal amnesty. Well,
- 29:33someday it should end, just not now. And frankly,
- 29:37I think we need a president who knows what he
- 29:38believes and is willing to say it on day one,
- 29:41not at the end of his term when it's somebody
- 29:43else's problem. That's not an accurate assessment
- 29:45of what I said about ethanol. What I said is
- 29:47ethanol will phase out. It is phasing out now.
- 29:49By 2022, that program expires. by virtue of the
- 29:53existing law, and at that point it will go away.
- 29:54I don't agree with the mandate and the program
- 29:56that's in place, but I think it's unfair that
- 29:59these people have gone out and invested all this
- 30:00money into this program, and we're just going
- 30:02to yank it away from them. And again, you read
- 30:04the statement in Spanish. I said very clearly
- 30:06on Spanish television, DACA will have to end
- 30:08at some point, and that point is, at that time
- 30:10I was not a candidate for president. I said it
- 30:12will end on my first day in office as president,
- 30:15and the people who have it now will not be able
- 30:17to renew it, and new applicants will not be able
- 30:19to apply. That is the end of DACA. Senator Cruz,
- 30:36you and Senator Rubio are the two candidates
- 30:39of Hispanic descent on this stage. As a matter
- 30:43of fact, you are the first Hispanic candidate
- 30:46ever to win a caucus or primary. And yet there
- 30:49is the... And yet... There is a perception in
- 30:55the Latino community that instead of trying to
- 30:57prove to Latinos who has the best plan, the best
- 31:00platform to help them, that you two are spending
- 31:03the time arguing with each other, trying to figure
- 31:05out which one is tougher on immigration in order
- 31:08to appeal to the majority of Republicans. So
- 31:10my question to you is, are you missing a huge
- 31:13opportunity to expand the Republican base? Well,
- 31:17Maria, listen, you are right. It is extraordinary
- 31:19that out of five people standing on this stage,
- 31:22that two of us are the children of Cuban immigrants.
- 31:24It really is an embodiment of the incredible
- 31:26opportunity and promise this nation provides.
- 31:30You know, I would note that a lot of folks in
- 31:32the media have a definition of Hispanics, that
- 31:35you can only be Hispanic if you're liberal. That
- 31:38makes sense in the media. But I got to tell you,
- 31:40one of the things I was most proud of when I
- 31:42ran for Senate here in Texas. I earned 40 % of
- 31:46the Hispanic vote here in Texas. At the same
- 31:48time, Mitt Romney was getting clobbered with
- 31:5027 % of the Hispanic vote nationwide. And the
- 31:53reason is, as you know, you look at the values
- 31:55in the Hispanic community. The values in our
- 31:58community are faith, family, patriotism. You
- 32:01know, we've got the highest rate of military
- 32:03enlistment among Hispanics of any demographic
- 32:05in this country. And when I campaigned, and I
- 32:08campaigned the same here in Houston or Dallas
- 32:11as I did down in the Rio Grande Valley, defending
- 32:13conservative principles, defending Judeo -Christian
- 32:16principles, telling my father's story, telling
- 32:19my dad's story of coming to America with $100
- 32:21in his underwear, not speaking English, washing
- 32:23dishes, having hopes and dreams for the American
- 32:26dream. And the truth is the Obama -Clinton economy
- 32:29has done enormous damage to the Hispanic community.
- 32:32It is not working in the Hispanic community.
- 32:34And I am fighting so that everyone who is struggling
- 32:37in the Hispanic community and beyond will have
- 32:40a fair and even shape at the American dream.
- 32:43Governor Kasich. Governor Kasich. Maria, I was
- 32:46mentioned in that. I was mentioned in that statement.
- 32:48Governor Kasich. I was mentioned. Just because
- 32:51it's Hispanic. And I'll be brief. A couple points.
- 32:53Number one, I do think it's amazing that on the
- 32:55stage tonight, there are two descendants of immigrants
- 32:58of Cuban origin and an African -American. We
- 33:00are the party of diversity, not the Democratic
- 33:02Party. And the second point I would make is that...
- 33:08We have to move past this idea that somehow the
- 33:11Hispanic community only cares about immigration.
- 33:12Yes, it's an important issue because we know
- 33:14and love people that have been impacted by it.
- 33:16But I'm going to tell you the most powerful sentiment
- 33:18in the Hispanic community, as it is in every
- 33:20immigrant community, is the burning desire to
- 33:23leave your children better off than yourself.
- 33:24And you can only do that through free enterprise.
- 33:26That's what we stand for, not socialism like
- 33:29Bernie Sanders and increasingly Hillary Clinton.
- 33:35Governor Casey, after the last presidential election,
- 33:38the Republican Party realized that in order to
- 33:42win the presidency, it needed the support of
- 33:44Latinos. Guidelines as to how to accomplish that
- 33:47were spelled out in an autopsy report that concluded,
- 33:51and I'm going to quote it, if Hispanic Americans
- 33:54hear that the GOP doesn't want them in the United
- 33:57States, they won't pay attention to our next
- 34:00sentence. So, do you think that your fellow...
- 34:04Republican candidates get it? Well, I'm not going
- 34:08to talk about that. I mean, I got to tell you,
- 34:10I was with this little 12 -year -old girl, was
- 34:12at a town hall meeting, and she said, you know,
- 34:14I don't like all this yelling and screaming at
- 34:16the debates. My mother's thinking I might not
- 34:18be able to watch the thing anymore. I think we
- 34:21ought to move beyond that about what they think.
- 34:23I'm going to tell you what I think. My position
- 34:26on this whole immigration issue has been clear
- 34:28from the beginning. I haven't changed anything
- 34:30with it. And look, my view is we need economic
- 34:34growth. Everything starts with economic growth.
- 34:37And how do you get it? Common sense regulations,
- 34:40lower taxes for both business and individuals,
- 34:43and of course a fiscal plan that balances a budget.
- 34:46That gives you economic growth. I did it when
- 34:49I was in Washington as the Budget Committee Chairman,
- 34:51negotiating actually with Democrats. They gave
- 34:53us surpluses, economic growth, and the same thing
- 34:56in Ohio. But here's the thing that I believe.
- 34:59Economic growth is not an end unto itself. We
- 35:02have to make sure that everybody has a sense
- 35:04that they can rise. Of course, our friends in
- 35:07the Hispanic community, our friends in the African
- 35:09-American community, the promise of America is
- 35:13that our system, when we follow the right formula,
- 35:16is going to give opportunity for everyone. It's
- 35:18what Jack Kemp used to say, a rising tide lifts
- 35:21all boats, not just some boats, but all boats.
- 35:24And you know what? With me in the Hispanic community,
- 35:27I think they like me, and I appreciate that because
- 35:30I want them to have the same opportunity that
- 35:32I and my children and my wife and the people
- 35:35we love have had in this country. It's time to
- 35:38solve problems. Dr. Carson, concerning this recommendation
- 35:42of the report, are you as a candidate getting
- 35:45it? I didn't hear the first part of the question.
- 35:47The first part of the question is there was a
- 35:49report that recommended that in order to approach
- 35:53Hispanics and bring them to vote for the Republican
- 35:55Party, certain things needed to happen, and one
- 35:58of them was that they shouldn't feel that they
- 36:01were going to get kicked out of the United States,
- 36:02otherwise they wouldn't pay attention to one
- 36:04more sentence from candidates. Okay, well, first
- 36:08of all, let me just mention that last year at
- 36:11NALIO, the National Association for Latino Elected
- 36:15Officials, I was the only one of 17 Republican
- 36:18candidates to go there. And the reason that I
- 36:21don't fear going to an organization like that
- 36:24is because the message that I give is the same
- 36:27message to every group. You know, this is America,
- 36:30and we need to have policies that give liberty
- 36:35and justice to all people. And that's the way
- 36:38that I have fashioned virtually every policy,
- 36:41looking at that. And I think that's the way the
- 36:43Republican Party generally thinks. We don't pick
- 36:46and choose winners and losers. We are compassionate.
- 36:50But real compassion is providing people with
- 36:53a ladder of opportunity to climb up from a state
- 36:56of dependence and become part of the fabric of
- 36:59America. When we begin to emphasize that, I think
- 37:02we will attract everybody. Mr. Trump, it is common
- 37:10knowledge that the Hispanic vote is very important
- 37:13in this race. You keep saying that Hispanics
- 37:16love you. True. And yes, you won the Hispanic
- 37:21vote in Nevada. True. But... A brand new Telemundo
- 37:26poll says that three out of four Hispanics that
- 37:30vote nationwide have a negative opinion of you.
- 37:33They don't like you. Wouldn't that make you an
- 37:36unelectable candidate in a general election?
- 37:40First of all, I don't believe anything Telemundo
- 37:43says. You used to say that. Number one. Number
- 37:47two. I currently employ thousands of Hispanics.
- 37:52And over the years, I've employed tens of thousands
- 37:54of Hispanics. They're incredible people. They
- 37:57know, and the reason I won in Nevada, not only
- 37:59won the big one, but I also won subs. Like, as
- 38:02an example, I won with women. I won with every
- 38:05single category. I won with men. I won with high
- 38:08income, low income. I won with Hispanics. And
- 38:11I got 46%. Nobody else was close. Because they
- 38:14know I'm going to bring jobs back from China,
- 38:16from Japan. from so many other places. They get
- 38:19it. They're incredible people. They're incredible
- 38:21workers. They get it. And I've won many of the
- 38:24polls with Hispanics. I didn't maybe win the
- 38:26Telemundo poll. But one thing I'm also going
- 38:28to do, I'm going to be bringing a lot of people
- 38:30in who are Democrats, who are independents. And
- 38:34you're seeing that with the polls. Because if
- 38:36you look at any of the elections, every single
- 38:39election... It's been record setting. And the
- 38:42good news is for the Republican Party, the Democrats
- 38:44are getting very poor numbers in terms of bringing
- 38:47them in. We're getting record setting numbers.
- 38:49I think I have something to do with that. We're
- 38:51getting record setting numbers. And I won. Everyone,
- 38:55the three of them that I won, I won with record
- 38:58setting numbers. New people are coming into the
- 39:00Republican Party. We are building a new Republican
- 39:03Party. A lot of new people are coming in. For
- 39:10the record. You have said publicly that you love
- 39:14Telemundo in the past. But it is not just a Telemundo
- 39:18poll. I love them. I love them. All right. Well,
- 39:23it's not the only poll. They're fine. You know
- 39:25what? They're fine. Let me finish. Just last
- 39:27night, the Washington Post showed that 80 percent
- 39:30of Hispanic voters in their polls have a negative
- 39:33view of you. And concerning the Nevada victory.
- 39:37Allow me to explain that the poll in Nevada was
- 39:40based on a tiny sample, statistically insignificant,
- 39:43of only like 100, let me finish, please, of 100
- 39:46Hispanic Republicans on the state of Nevada.
- 39:49Why did they take the poll? Why did they waste
- 39:51their time? I am making reference to Hispanics
- 39:54voters nationwide in a general election. I'm
- 39:57just telling you, I'm doing very well with Hispanics.
- 40:00And by the way, I settled my suit, as you know,
- 40:03with Univision. It was settled. We're good friends
- 40:06now. It was all settled up. Very happy, very
- 40:10happy. Very good people. But I'm just telling
- 40:13you, I'm just telling you that I will do really
- 40:16well with Hispanics. I will do better than anybody
- 40:19on the stage. I have respect for the people on
- 40:21the stage, but I will do very well with Hispanics.
- 40:24But I'm telling you also, I'm bringing people,
- 40:26Democrats over, and I'm bringing the independents
- 40:29over, and we're building a much bigger, much
- 40:31stronger Republican Party. Mr. Trump, thank you.
- 40:37I want to turn our attention now to another critically
- 40:39important issue for the American people, the
- 40:41United States Supreme Court, where filling the
- 40:44vacancy left by the late Justice Antonin Scalia
- 40:46has become a major campaign issue. I want to
- 40:49bring in Salem Radio Network host Hugh Hewitt.
- 40:52Hugh. Thank you, Wolf. To me, it's the most important
- 40:54issue. I'll start with you, Senator Cruz. Do
- 40:57you trust Mr. Trump to nominate conservative
- 40:59justices? Well, Hugh, I agree with you that it...
- 41:03Justice Scalia's passing underscores the enormous
- 41:06gravity of this election. Justice Scalia was
- 41:09someone I knew personally for 20 years, was privileged
- 41:12to be at his funeral this weekend, and with his
- 41:14passing, the court is now hanging in the balance.
- 41:17We are one liberal justice away from a five -justice
- 41:21radical leftist majority that would undermine
- 41:24our religious liberty, that would undermine the
- 41:27right to life. And that would fundamentally erase
- 41:30the Second Amendment right to keep and bear arms
- 41:33from the Constitution. Now, I think the voters
- 41:36of Texas, the voters across Super Tuesday are
- 41:38assessing everyone standing on this stage. In
- 41:42the past, Republican presidents always promised
- 41:44to nominate strict constitutionalists. So I'm
- 41:47certain if you took a survey, everyone would
- 41:49say they would do that. But the reality is Democrats
- 41:52bat about 1 ,000. Just about everyone they put
- 41:54on the court votes exactly as they want. Republicans
- 41:57have batted worse than 500. More than half of
- 41:59the people we put on the court have been a disaster.
- 42:02I've spent my whole life fighting to defend the
- 42:05Bill of Rights and the Constitution. I can tell
- 42:06you for voters that care about life or marriage
- 42:09or religious liberty of the Second Amendment,
- 42:11They're asking the question, who do you know,
- 42:13beyond a shadow of a doubt, who do you know will
- 42:16nominate principled constitutionalists to the
- 42:19court? I give you my word, every justice I nominate
- 42:22will vigorously defend the Bill of Rights for
- 42:24my children and for yours. Mr. Trump, Senator
- 42:33Cruz mentioned the issue that keeps me up at
- 42:35night, which is religious liberty. Churches.
- 42:38Catholic and Christian colleges, Catholic adoption
- 42:41agencies, all sorts of religious institutions
- 42:44fear that Hobby Lobby, if it's repealed, it was
- 42:48a 5 -4 decision, they're going to have to bend
- 42:50their knee and provide morning -after pills.
- 42:52They fear that if Bob Jones is expanded, they
- 42:55will lose their tax exemption. Will you commit
- 42:58to voters tonight that religious liberty will
- 43:01be an absolute litmus test for anyone you appoint,
- 43:04not just for the Supreme Court? but to all courts.
- 43:07Yes, I would, and I've been there, and I've been
- 43:09there very strongly. I do have to say something,
- 43:11and this is interesting, and it's not anybody's
- 43:14fault. It's not Ted's fault. Justice Roberts
- 43:17was strongly recommended and pushed by Ted. Justice
- 43:20Roberts gave us Obamacare. Might as well be called
- 43:23Robertscare. Two times of the Supreme Court,
- 43:26Justice Roberts approved something that he should
- 43:29have never raised his hand to approve, and we
- 43:32ended up with Obamacare. That is a rough thing.
- 43:35And I know Ted feels badly about it. And I think
- 43:38he probably still respects the judge. But that
- 43:40judge has been a disaster in terms of everything
- 43:43we stand for, because there is no way, no way
- 43:47that he should have approved Obamacare. Now,
- 43:49with that being said, these are the things that
- 43:52happen. But Ted very, very strongly pushed Judge
- 43:56Roberts and Justice Roberts. gave us something
- 43:59that we don't want. Ted Cruz, Senator, the Chief
- 44:01Justice got Hobby Lobby right, but what do you
- 44:03make of Mr. Cruz's criticism? Well, listen, Donald
- 44:06knows that it was George W. Bush who appointed
- 44:08John Roberts. Yes, it's true, I supported the
- 44:10Republican nominee once he was made, but I would
- 44:13not have nominated John Roberts. I would have
- 44:14nominated my former boss, Mike Luttig, who was
- 44:17the strongest proven conservative on the Court
- 44:19of Appeals. And I'll tell you, Hugh, you know,
- 44:22it's interesting now that Donald promises that
- 44:24he will appoint justices who will defend religious
- 44:26liberty. But this is a man who for 40 years has
- 44:30given money to Jimmy Carter, to Joe Biden, to
- 44:32Hillary Clinton, to Chuck Schumer, to Harry Reid.
- 44:35Nobody who supports far -left liberal Democrats
- 44:38who are fighting for judicial activists can possibly
- 44:41care about having principled constitutionalists
- 44:44on the court. And what Donald has told us is
- 44:47he will go to Washington and cut a deal. So that
- 44:49means on Supreme Court, he's going to look to
- 44:52cut a deal rather than fight. for someone who
- 44:54won't cut a deal on the Constitution but will
- 44:56defend it faithfully. Can I trust you on religious
- 45:01liberty? Let me just say this. Look, I watched
- 45:05Ted, and I respected it, but it gets nowhere,
- 45:07stand on the Senate floor for a day or two days
- 45:10and talk and talk and talk. I watched the other
- 45:13senators laughing and smiling, and when Ted was
- 45:15totally exhausted, he left the Senate floor and
- 45:17they went back to work, okay? We have to have
- 45:20somebody that's going to make deals. It's wonderful
- 45:22to stand up for two days and do that. Now, Ted's
- 45:24been very critical. I have a sister who's a brilliant
- 45:26judge. He's been criticizing my sister for signing
- 45:33a certain bill. You know who else signed that
- 45:35bill? Justice Samuel Alito, a very conservative
- 45:38member of the Supreme Court, with my sister,
- 45:40signed that bill. So I think that maybe we should
- 45:44get a little bit of an apology from Ted. What
- 45:46do you think? Senator. Let me tell you right
- 45:50now, Donald, I will not apologize for a minute
- 45:52for defending the Constitution. I will not apologize
- 45:54for defending the Bill of Rights. And I find
- 45:58it amazing that your answer to Hugh and to the
- 46:00American people is on religious liberty. You
- 46:02can't have one of these crazy zealots that actually
- 46:05believes in it. You've got to be willing to cut
- 46:07a deal. And, you know, there is a reason why
- 46:09when Harry Reid was asked of all the people on
- 46:12this stage, who does he want the most, who does
- 46:14he like the most, Harry Reid said Donald Trump.
- 46:17Why? Because Donald has supported him in the
- 46:19past, and he knows he can cut a deal with him.
- 46:23You know what, Donald? I don't want a Supreme
- 46:24Court justice that you cut a deal with Harry
- 46:27Reid to undermine religious liberty, because
- 46:29that same justice will also erase the Second
- 46:32Amendment from the Bill of Rights. When you say
- 46:33crazy zealot, are you talking about you? Crazy
- 46:36zealot. Give me a break. Senator Rubio, you've
- 46:39heard this exchange on religious liberty. You
- 46:41have said that religious liberty will trump even
- 46:43the ability of people to stay away from same
- 46:45-sex marriages, flowers, not provide baked goods,
- 46:49etc. Are you satisfied with this exchange on
- 46:51religious liberty? Well, I think you ask a very
- 46:53important question because the issue here about
- 46:56the next president of the United States has to
- 46:57fill this vacancy. Justice Scalia... In the history
- 47:01of the Republic, there has never been anyone
- 47:02better than him at standing for the principle
- 47:05that the Constitution is not a living and breathing
- 47:07document. It is supposed to be applied as originally
- 47:10meant. And the next president of the United States
- 47:12has to be someone that you can trust and believe
- 47:14in to appoint someone just as good as Scalia,
- 47:16plus there may be at least two other vacancies.
- 47:19So you ask Mr. Trump to respond and say that
- 47:21he would, and he says that he would, but the
- 47:23bottom line is, if you look at his record over
- 47:24the last 25 or 30 years, on issue after issue,
- 47:27he has not been on our side. Now, if he's changed,
- 47:30we're always looking for converts into the conservative
- 47:31movement. But the bottom line is that you don't
- 47:34have a record there to look at and say, I feel
- 47:36at peace that when Donald Trump is president
- 47:38of the United States, he's going to be firmly
- 47:40on our side on these issues. In fact, very recently,
- 47:43he was still defending Planned Parenthood. He
- 47:45says he's not going to take sides in the Palestinians
- 47:47versus Israel. These are concerning things. And
- 47:49so, yes, I have a doubt about whether Donald
- 47:51Trump, if he becomes president, will replace
- 47:54Justice Scalia with someone just like Justice
- 47:56Scalia. Mr. Trump. Well, let me just say, first
- 47:59of all, I had great respect for Justice Scalia.
- 48:02I thought he was terrific. And if you talk about
- 48:04evolving, Ronald Reagan was a somewhat liberal
- 48:07Democrat. Ronald Reagan evolved into a somewhat
- 48:10strong conservative. More importantly, he was
- 48:12a great president, a great president. As far
- 48:15as Planned Parenthood is concerned, I'm pro -life.
- 48:17I'm totally against abortion having to do with
- 48:19Planned Parenthood. But millions and millions
- 48:22of women, cervical cancer, breast cancer are
- 48:25helped. by Planned Parenthood. So you can say
- 48:27whatever you want, but they have millions of
- 48:30women going through Planned Parenthood that are
- 48:32helped greatly. And I wouldn't fund it. I would
- 48:35defund it because of the abortion factor, which
- 48:37they say is 3%. I don't know what percentage
- 48:39it is. They say it's 3%, but I would defund it
- 48:42because I'm pro -life. But millions of women
- 48:45are helped by Planned Parenthood. Governor Kasich,
- 48:48back to religious liberty. You've been a little
- 48:52bit less emphatic. You've said... Same -sex couple
- 48:55approaches a cupcake maker, sell them a cupcake.
- 48:57Can we trust you as much on religious liberty
- 49:00as the rest of these people? Well, you know,
- 49:02of course. I mean, look, I was involved in just
- 49:05being a pioneer in a new church. Religious institutions
- 49:09should be able to practice the religion that
- 49:13they believe in, no question and no doubt about
- 49:15it. Now, in regard to same -sex marriage, I don't
- 49:20favor it. I've always favored traditional marriage.
- 49:23But look, the court has ruled, and I've moved
- 49:25on. And what I've said to you is that, look,
- 49:28where does it end? If you're in the business
- 49:31of selling things, if you're not going to sell
- 49:34to somebody you don't agree with, today I'm not
- 49:36going to sell to somebody who's gay, and tomorrow
- 49:40maybe I won't sell to somebody who's divorced.
- 49:42I mean, if you're in the business of commerce,
- 49:44conduct commerce. That's my view. And if you
- 49:46don't agree with their lifestyle, say a prayer
- 49:49for them when they leave and hope they change
- 49:51their behavior. But when it comes to the religious
- 49:53institutions, they are inviolate in my mind.
- 49:57And I would fight for those religious institutions.
- 49:59Look, I've appointed over 100 judges as governor.
- 50:02I even appointed a judge to the Ohio Supreme
- 50:05Court. And you know what they are? They're conservatives.
- 50:07Go check it out. They are conservatives. They
- 50:10don't make the law. They interpret the law. That's
- 50:12all they do. And they stick by the Constitution.
- 50:15So I will do that. But let's just not get so
- 50:18narrow here as to gotcha this or that. I think
- 50:21my position is clear. Let me wrap it up with
- 50:23you. Are their positions clear? Are the positions
- 50:29you've heard clear about the First Amendment
- 50:31and the first freedom? Well, first of all, let
- 50:34me just add my praise to Justice Scalia. I first
- 50:37met him when we got an honorary degree together
- 50:40a long time ago. Tremendous wit and intellect.
- 50:44As far as religious freedom is concerned, one
- 50:47of the basic tenets of this nation. And I believe
- 50:51that the Constitution protects all of our rights.
- 50:55And it gives people who believe in same -sex
- 50:59marriage the same rights as everybody else. But
- 51:03what we have to remember is even though everybody
- 51:05has the same rights, nobody gets extra rights.
- 51:08So nobody gets to redefine things for everybody
- 51:11else and then have them have to conform to it.
- 51:14That's unfair. And this is the responsibility
- 51:18of Congress to come back and correct what the
- 51:21Supreme Court has done. That's why we have divided
- 51:23government. And we're going to have to encourage
- 51:26them to act in an appropriate way or we will
- 51:28lose our religious freedom. And as president,
- 51:32I would go through and I would look at what a
- 51:34person's life has been. What have they done in
- 51:36the past? What kind of judgments have they made?
- 51:38What kind of associations do they have? That
- 51:41will tell you a lot more than an interview will
- 51:43tell you. The fruit salad of their life is what
- 51:45I would look at. Thank you, Dr. Carson. All of
- 51:50you want to repeal and replace Obamacare, so
- 51:53let's talk about your plans, specific plans to
- 51:56replace it. I want to bring in our chief political
- 51:58correspondent, Dana Bash. Senator Rubio, you
- 52:01said yesterday right here in Houston that Mr.
- 52:03Trump thinks part of Obamacare is pretty good.
- 52:07So he says he is going to repeal Obamacare. Are
- 52:10you saying that you're worried he won't? He said
- 52:13he likes the individual mandate portion of it,
- 52:15which I don't believe that should be part of
- 52:17it. That should not remain there. I think here's
- 52:18what we need to replace it with. We need to repeal
- 52:20Obamacare completely and replace it with a system
- 52:22that puts Americans in charge of their health
- 52:24care money again. If your employer wants to buy
- 52:27health insurance for you, they can continue to
- 52:28do so from any company in America they want to
- 52:30buy it from. Otherwise, your employers can provide
- 52:33you health care money, tax -free, not treated
- 52:35as income, and you can use that money only for
- 52:38health care, but you can use it to fund health
- 52:40care any way you want. fully fund a health savings
- 52:42account, the combination of a health savings
- 52:44account or a private plan from any company in
- 52:46any state in the country. And if you don't have
- 52:48that, then you will have a refundable tax credit
- 52:51that provides you health care money to buy your
- 52:53own health care coverage. And that, I think,
- 52:55is a much better approach than Obamacare, which,
- 52:57by the way, isn't just bad for health care. It's
- 52:59bad for our economy. It is a health care law
- 53:01that is basically forcing companies to lay people
- 53:04off, cut people's hours, move people to part
- 53:07-time. It is not just a bad health care law.
- 53:09It is a job -killing law. And I will repeal it
- 53:11as president, and we will replace it with something
- 53:13substantially better for all Americans. I agree
- 53:23with that 100%, except pre -existing condition.
- 53:26I would absolutely get rid of Obamacare. We're
- 53:29going to have something much better. But pre
- 53:31-existing conditions, when I'm referring to that,
- 53:33and I was referring to that very strongly on
- 53:35the show with Anderson Cooper, I want to keep
- 53:38pre -existing condition. I think we need it.
- 53:40I think it's a modern age, and I think we have
- 53:42to have it. Okay, so let's talk about pre -existing
- 53:45conditions. What the insurance companies say
- 53:48is that the only way that they can cover people
- 53:51is to have a mandate requiring everybody purchase
- 53:54health insurance. Are they wrong? I think they're
- 53:57wrong 100%. What we need, look, the insurance
- 53:59companies take care of the politicians. The insurance
- 54:03companies get what they want. We should have
- 54:05gotten rid of the lines around each state so
- 54:07we can have real competition. We thought that
- 54:09was gone. We thought those lines were going to
- 54:11be gone, and something happened at the last moment
- 54:14where Obamacare got approved, and all of that
- 54:16was thrown out the window. The reason is some
- 54:18of the people in the audience are insurance people
- 54:20and insurance lobbyists and special interests.
- 54:23They got, I'm not going to point to these gentlemen.
- 54:25Of course, they're part of the problem, other
- 54:27than Ben, in all fairness, and actually the governor,
- 54:30too. Let's just talk about these two, okay? Because
- 54:33I don't think the governor had too much to do
- 54:35with this. But we should have gotten rid of the
- 54:37borders. We should have gotten rid of the lines
- 54:39around the state so there's great competition.
- 54:41The insurance companies are making a fortune
- 54:43on every single thing they do. I'm self -funding
- 54:46my campaign. I'm the only one in either party
- 54:48self -funding my campaign. I'm going to do what's
- 54:51right. We have to get rid of the lines around
- 54:53the states so that there's serious, serious competition.
- 54:57And you're going to see, excuse me, then you're
- 54:59going to see pre -existing conditions and everything
- 55:01else be part of it, but the price will be down
- 55:04and the insurance companies can pay. Right now,
- 55:06they're making a fortune. But just to be specific
- 55:09here. What you're saying is getting rid of the
- 55:13barriers between states, that is going to solve
- 55:15the problem? That's going to solve a lot of the
- 55:16problem. And the insurance companies aren't going
- 55:18to say that. They want to keep it. They say whatever
- 55:20they have to say to keep it the way it is. I
- 55:23know the insurance companies. They're friends
- 55:24of mine. The top guys, they're friends of mine.
- 55:26I shouldn't tell you guys. You'll say it's terrible.
- 55:28I have a conflict of interest. They're friends
- 55:29of mine. There's some right in the audience.
- 55:31One of them was just waving to me. He was laughing
- 55:33and smiling. He's not laughing so much anymore.
- 55:35Hi. But you know what? The insurance companies,
- 55:39the insurance companies are making an absolute
- 55:42fortune. Yes, they will keep pre -existing conditions,
- 55:45and that would be a great thing. Get rid of Obamacare,
- 55:48we'll come up with new plans, but we should keep
- 55:50pre -existing conditions. And I was mentioned
- 55:52in his response, so if I may, about the insurance
- 55:54companies. You may not be aware of this, Donald,
- 55:56because you don't follow this stuff very closely,
- 55:57but here's what happened. When they passed Obamacare...
- 56:00They put a bailout fund in Obamacare. All these
- 56:03lobbies to keep talking about, they put a bailout
- 56:05fund in the law that would allow public money
- 56:07to be used, taxpayer money, to bail out companies
- 56:09when they lost money. And we led the effort and
- 56:12wiped out that bailout fund. The insurance companies
- 56:14are not in favor of me. They hate that. They're
- 56:16suing now to get that bailout money put back
- 56:18in. Here's what you didn't hear in that answer.
- 56:20And this is important, guys. This is an important
- 56:21thing. What is your plan? I understand the lines
- 56:24around the state, whatever that means. This is
- 56:26not a game where you draw maps around it. And
- 56:27you don't know what it means. What is your plan?
- 56:29What is your plan on health care? You don't have
- 56:31a plan. The biggest problem he doesn't know.
- 56:34The biggest problem he's got is he doesn't know.
- 56:37You know, I watched him melt down two weeks ago
- 56:39with Chris Christie. I got to tell you, the biggest
- 56:41problem he's got is he really doesn't know about
- 56:44the lines. The biggest thing we've got and the
- 56:46reason we have no competition is because we have
- 56:48lines around the state and you have essentially
- 56:50monopolies in the state. I know what that is,
- 56:53but what else is part of your plan? So your only
- 56:56thing is to get rid of the lines around the states.
- 56:58What else is part of your health care plan? What
- 57:00the lines around the states mean. That's your
- 57:01only plan. And it was almost done. No, no. You
- 57:03know what that does? I'll give him time to mind.
- 57:05He can tell us his plan. Excuse me. That brings
- 57:07in competition. When you get rid of the lines,
- 57:10it brings in competition. So instead of having
- 57:12one insurance company taking care of New York
- 57:14or Texas, you'll have many. They'll compete,
- 57:17and it'll be a beautiful thing. Right. So that's
- 57:23the only part of the plan? Just the lines, the
- 57:25interstate competition? The nice part about the
- 57:27plan, you'll have many different plans. You'll
- 57:29have competition. You'll have so many different
- 57:31plans. But now he's repeating himself. No, I'm
- 57:33not repeating. No, no, no. I watched him repeat
- 57:57himself five times four weeks ago. I saw you
- 58:00repeat yourself five times five seconds ago.
- 58:02I watched him. melt down on the stage like I've
- 58:09never seen anybody. I thought he came out of
- 58:11the swimming pool. Let's talk about your plan.
- 58:14I see him repeat himself every night. It says
- 58:16five things. Everyone's dumb. He's going to make
- 58:18America great again. We're going to win, win,
- 58:20win. He's winning in the polls and the lines
- 58:22around the state. Every night, same thing. Senator
- 58:30Rubio, we will have time to respond. Mr. Trump,
- 58:34respond to what you just posed to him. Yeah,
- 58:35he's going to give us his plan now, right? If
- 58:36you could talk a little bit more about your plan.
- 58:38I know you talked about the interstate. No, no,
- 58:40we're going to have many different plans because
- 58:41there's going to be competition. Can you give
- 58:42a specific? Say that again. There's going to
- 58:44be competition. There is going to be competition
- 58:47among all of the states and the insurance companies.
- 58:50They're going to have many, many different plans.
- 58:52Is there anything else you would like to add
- 58:54to that as part of your plan? No, there's nothing
- 58:55to add. What's to add? What is to add? Thank
- 58:58you both. Governor Kasich. You've said it is,
- 59:01quote, un -American to deny someone health insurance
- 59:05if they have a pre -existing condition. Would
- 59:07you leave the individual mandate in place requiring
- 59:11all Americans to purchase insurance? No, I wouldn't.
- 59:14But that doesn't matter when it comes to the
- 59:17issue of pre -existing conditions. You don't
- 59:19want any American to lose their house, everything
- 59:22they've saved, because they get sick. Now, I
- 59:24think it is more complicated than what we've
- 59:26heard here tonight. We're actually running. significant
- 59:29health reform in my state. I would repeal Obamacare
- 59:32for a variety of reasons. I would take some of
- 59:35the federal resources, combine it with a freed
- 59:37-up Medicaid program, which I would send back
- 59:39to the states, and cover the people who are currently
- 59:42the working poor because we don't want to have
- 59:44tens of millions of Americans losing their health
- 59:46insurance. And then we're driving towards total
- 59:48transparency. If any of you here ever get a hospital
- 59:52bill, it's easier to interpret the Dead Sea Scrolls
- 59:55than to understand your hospital bill. The fact
- 59:57is what we need is transparency with hospitals
- 1:00:00and with the providers. And I'll tell you what
- 1:00:02we will do. We are actually going to make payments
- 1:00:06to physicians and to hospitals who actually deliver
- 1:00:09health care with great quality at low prices.
- 1:00:13We're actually going to make the market work.
- 1:00:15Governor, let me just go back to the original
- 1:00:16question about the individual mandate. In 1994,
- 1:00:19when you were in Congress, you proposed a plan.
- 1:00:22requiring an individual mandate. So what changed?
- 1:00:25Well, Dan, the Heritage Foundation had this position
- 1:00:28as well. And when I look at it, I don't think
- 1:00:30it's tenable. And we don't need to do that. Again,
- 1:00:33I'm telling you that we have a proposal, a plan
- 1:00:36that we're enacting now that says if you are
- 1:00:39a hospital or a doctor and you're providing very
- 1:00:42high quality at lower prices below the midpoint,
- 1:00:45some charge high, some charge low. If you are
- 1:00:48below the midpoint, we are going to give you
- 1:00:50a financial reward. for allowing you to provide
- 1:00:53services that result in high quality for our
- 1:00:56people at lower prices. That is the way in which
- 1:00:58we are going to damp down the rising costs of
- 1:01:01health care. Because if you think about your
- 1:01:03own deductibles today, they're going higher,
- 1:01:05higher, and higher. And you know what? At some
- 1:01:08point, people can't afford it. Our plan will
- 1:01:10work. It uses the market. It uses transparency.
- 1:01:12It gets the patient in the middle. And guess
- 1:01:15what? We're actually doing it in my state, the
- 1:01:17seventh largest state in the country. And if
- 1:01:20this will go national, we will get our hands
- 1:01:23on health care where you will know what's going
- 1:01:25on. We will pay for quality, lower prices, and
- 1:01:29we will begin to see health care become affordable
- 1:01:31in America and where people will also be able
- 1:01:34to have health insurance even if they have a
- 1:01:36preexisting condition. We don't want to throw
- 1:01:39millions of people out into the cold and not
- 1:01:41have the health insurance, Dana. really what
- 1:01:44we're doing. This is not a theory. This is what
- 1:01:46we are actually doing in our state. We will begin
- 1:01:49payments next year based on episodes that we
- 1:01:52have in our lives. If our primary care physicians
- 1:01:55keep us healthy for a year with really high quality,
- 1:01:59guess what? They will get a financial reward.
- 1:02:01Our primary care physicians need help. They need
- 1:02:03support. We're losing them. This will allow them
- 1:02:06to get a reward for doing a great job. Thank
- 1:02:08you. Dr. Carson, you have dealt with the sickest
- 1:02:15of patients. You support covering pre -existing
- 1:02:18conditions. How would you change Obamacare but
- 1:02:21maintain that coverage? Well, first of all, health
- 1:02:25care is not a right, but I do believe it is a
- 1:02:29responsibility for a responsible society, and
- 1:02:31we are that. We spend almost twice as much per
- 1:02:34capita on health care as many other nations who
- 1:02:38have actually much better access than we do.
- 1:02:42I propose a system in which we use health empowerment
- 1:02:44accounts, which are like a health savings account
- 1:02:47with no bureaucrats. And we give it to everybody
- 1:02:49from birth until death. They can pass it on when
- 1:02:52they die. We pay for it with the same dollars
- 1:02:55that we pay for traditional health care with.
- 1:02:57We give people the ability to shift money within
- 1:02:59their health empowerment account within their
- 1:03:01family. So if dad's $500 short, mom can give
- 1:03:04it to him or cousin or uncle. And it makes every
- 1:03:08family their own insurance carrier. with no middleman,
- 1:03:12gives you enormous flexibility. And also, you
- 1:03:16know, if Uncle Joe was smoking like a chimney,
- 1:03:18everybody's going to hide his cigarettes because
- 1:03:19they're all interested in what's going on there.
- 1:03:22Also, your catastrophic health care is going
- 1:03:26to cost a lot less money now because the only
- 1:03:29thing coming out of that is catastrophic health
- 1:03:31care. So it's like a homeowner's policy. with
- 1:03:35a large deductible versus a homeowner's policy
- 1:03:38where you want every scratch covered. One costs
- 1:03:40$1 ,500 a year. One costs $10 ,000 a year. You
- 1:03:43can buy the $1 ,500 one. That will take care
- 1:03:46of 75 % of the people. The people who are indigent,
- 1:03:49how do we take care of them now? Medicaid. What's
- 1:03:52the Medicaid budget? Almost $500 billion. Almost
- 1:03:5580 million people participate, which is way too
- 1:03:57many, and that'll get a lot better when we fix
- 1:03:59the economy, which I hope we get a chance to
- 1:04:00talk about. But do the math. Over $5 ,000 for
- 1:04:04each man, woman, and child. And they will have
- 1:04:07a lot more flexibility. What could you buy with
- 1:04:09that? A concierge practice. And you could still
- 1:04:12have thousands of dollars left over. And let
- 1:04:14me just finish, because I don't get to talk that
- 1:04:16much. And, you know, let's... You have the money
- 1:04:22that's left over to buy your catastrophic insurance,
- 1:04:25but most importantly, we give them a menu, just
- 1:04:28like we do on Medicare Part C, and they have
- 1:04:32the choices that will allow them not only to
- 1:04:34have catastrophic health care, but drug care
- 1:04:37and everything else. It will be such a good program
- 1:04:40that nobody will want Obamacare after that, and
- 1:04:43that's probably the best way to do it, although
- 1:04:45if anybody still did, I would still defund it.
- 1:04:47Thank you. Thank you, Dr. Carson. Let's talk
- 1:04:51about the economy. Let's talk about the economy.
- 1:04:54Does everyone get to address Obamacare but me?
- 1:04:57I want to move on, but there'll be plenty of
- 1:04:59opportunities for you to address your issue.
- 1:05:01It's kind of an issue I have a long history with.
- 1:05:03I know you do. All right, go ahead. Thank you.
- 1:05:07How do you get that extra time, Cruz? You're
- 1:05:10very good at... You know, this is another issue
- 1:05:12on which Donald and I have sharp disagreements.
- 1:05:16On Planned Parenthood, he thinks Planned Parenthood
- 1:05:18is wonderful. I would instruct the Department
- 1:05:20of Justice to investigate them and prosecute
- 1:05:23any and all criminal violations. On Obamacare,
- 1:05:26both Donald and I say we want to end it, but
- 1:05:29for very different reasons. I want to end it
- 1:05:31because it goes too far, it's killed millions
- 1:05:32of jobs, and it's hurting people's health care.
- 1:05:35Donald wants to end it because he says it doesn't
- 1:05:37go nearly far enough. And what was amazing in
- 1:05:39that exchange that was missing... is for decades,
- 1:05:42Donald has been advocating socialized medicine.
- 1:05:45What he said is the government should pay for
- 1:05:47everyone's health care. And in fact, a couple
- 1:05:50of debates ago, he said, if you don't support
- 1:05:51socialized health care, you're heartless. Now,
- 1:05:54liberal Democrats have been saying that for years.
- 1:05:56Now, let me tell you, if you're a small business
- 1:05:58owner. Donald Trump's socialized medicine, putting
- 1:06:01the government in charge of your health care,
- 1:06:03would kill more jobs than Obamacare. And if you're
- 1:06:05elderly, the results of socialized medicine in
- 1:06:08every country on earth where it's been implemented
- 1:06:10has been rationing, has been the government saying,
- 1:06:13no, you don't get that hip replacement, you don't
- 1:06:15get that knee replacement. The government is
- 1:06:17in charge of your health care. I'll tell you
- 1:06:19this, as president, I will repeal every word
- 1:06:22of Obamacare. Thank you. Mr. Trump. I do not
- 1:06:27want... Socialized medicine, just so you understand.
- 1:06:30He goes around saying, oh, he wants it. I do
- 1:06:32not want socialized medicine. I do agree with
- 1:06:35him that it's going to be a disaster, Obamacare,
- 1:06:37for the economy. In 2017, it's going to be impossible
- 1:06:41for us to pay for it if you look at what's going
- 1:06:43on. That's why it has to be repealed for a lot
- 1:06:45of reasons. Number one, it doesn't work. Number
- 1:06:48two, premiums, you look at premiums going up
- 1:06:5025, 35, even 45 percent and more. We have to
- 1:06:55get rid of Obamacare. it is going to destroy
- 1:06:57our economy completely. Our economy is not doing
- 1:07:00well. It is going to destroy our economy greatly.
- 1:07:03And on that, I agree. Donald, true or false,
- 1:07:06you've said the government should pay for everyone's
- 1:07:07health care? That's false. You've never said
- 1:07:10that. No, I never. I said it worked in a couple
- 1:07:12of countries, but I never said it. But you've
- 1:07:13never stood on this debate stage and said it
- 1:07:15works great in Canada, Scotland, we should do
- 1:07:17it here. No, I did not. Did you say if you want
- 1:07:19people to die on the streets, if you don't support
- 1:07:22socialized health care, you have no heart. I
- 1:07:24will not let people die on the streets if I'm
- 1:07:27president. Have you said you're a liberal on
- 1:07:28health care? Excuse me, let me talk. Talk away.
- 1:07:30Explain your plan, please. My plan is very simple.
- 1:07:33I will not. We're going to have private. We are
- 1:07:35going to have private health care. But I will
- 1:07:38not allow people to die on the sidewalks and
- 1:07:41the streets of our country if I'm president.
- 1:07:44You may let it, and you may be fine with it.
- 1:07:47I'm not fine with it. We are going to take those
- 1:07:49people and they're going to get... Excuse me.
- 1:07:52We are going to take those people, and those
- 1:07:54people are going to be serviced by doctors and
- 1:07:56hospitals. We're going to make great deals on
- 1:07:58it, but we're not going to let them die in the
- 1:08:00streets. Who pays for it and who controls it?
- 1:08:02Senator, gentlemen, gentlemen, please. No, I
- 1:08:04want to clarify something. Gentlemen, please,
- 1:08:05I want to move on. This is a Republican debate,
- 1:08:06right? I want to talk about the economy. Because
- 1:08:07that attack about letting people die in the streets
- 1:08:09of the government doesn't support health care.
- 1:08:11Gentlemen, gentlemen, all of you have agreed.
- 1:08:13I'm refusing to answer that question. Senator
- 1:08:14Cruz. You know what? Call it what you want. It's
- 1:08:16a yes or no. Call it what you want. People are
- 1:08:18not going to be dying. All of you have agreed.
- 1:08:20All of you have agreed to the rules. I want to
- 1:08:23move on. We're talking about the economy right
- 1:08:26now. Mr. Trump, you want to cut taxes more than
- 1:08:30President Ronald Reagan did, more than President
- 1:08:32George W. Bush did. The Independent Tax Foundation
- 1:08:35says the cost to the country of your proposal
- 1:08:38would be about $10 trillion, and that takes into
- 1:08:42account the economic growth. that would emerge
- 1:08:44from your proposed tax cuts. How would you cut
- 1:08:47$10 trillion over 10 years but make sure the
- 1:08:51country isn't saddled with even more debt? Because
- 1:08:55the country will become a dynamic economy, will
- 1:08:58be dynamic again. If you look at what's going
- 1:09:01on, we have the highest taxes anywhere in the
- 1:09:04world. We pay more business tax. We pay more
- 1:09:06personal tax. We have the highest... taxes in
- 1:09:09the world. It's shutting off our economy. It's
- 1:09:12shutting off our country. We have trillions of
- 1:09:14dollars outside that we can't get in. Yes, we
- 1:09:17will do my tax plan, and it will be great. We
- 1:09:20will have a dynamic economy again. What specific
- 1:09:24cuts will you make to pay for that tax cut? We're
- 1:09:27going to make many cuts in business. We're going
- 1:09:29to get rid of so many different things. Department
- 1:09:32of Education, Common Core is out. We're going
- 1:09:35local. Have to go local. Environmental protection.
- 1:09:40We waste all of this money. We're going to bring
- 1:09:42that back to the states and we're going to have
- 1:09:44other many things. We are going to cut many of
- 1:09:48the agencies. We will balance our budget and
- 1:09:51we will be dynamic again. Mr. Trump, Mr. Trump,
- 1:09:55if you eliminate completely the Department of
- 1:09:57Education, as you have proposed. That's about
- 1:09:59$68 billion. If you eliminate the Environmental
- 1:10:02Protection Agency, that's about $8 billion. That's
- 1:10:05about $76 billion for those two agencies. The
- 1:10:08current deficit this year is $544 billion. Where
- 1:10:14are you going to come up with the money? Waste,
- 1:10:15fraud, and abuse all over the place. Waste, fraud,
- 1:10:19and abuse. You look at what's happening with
- 1:10:23Social Security. You look at what's happening
- 1:10:25with every agency. waste, fraud, and abuse. We
- 1:10:28will cut so much, your head will spin. Governor
- 1:10:30Kasich, when you were in Congress, you were chairman
- 1:10:34of the Budget Committee. You helped craft the
- 1:10:36last balanced budget the United States had. Can
- 1:10:39Mr. Trump's plan work? Well, I think it takes
- 1:10:43three things, Wolf, and I've done it. I mean,
- 1:10:45we got the budget balanced. We cut the capital
- 1:10:48gains tax. You see, in order to get this economy
- 1:10:50moving again, you have to grow the economy, and
- 1:10:53you have to restrain the spending. And when I
- 1:10:56was chairman, we cut that capital gains tax and
- 1:10:59we instituted a significant program to get to
- 1:11:02balance. We had a balanced budget four years
- 1:11:04in a row, had to take on every interest group
- 1:11:06in Washington, every single one of them. And
- 1:11:09we paid down a half a trillion of the national
- 1:11:11debt. And why do you do it? Because you want
- 1:11:13job growth. If you don't have regulatory reform,
- 1:11:16common sense regulations, reasonable tax cuts,
- 1:11:19which I have, and a fiscal plan, you won't get
- 1:11:22there. you will never be able to do it. Now,
- 1:11:25I inherited an $8 billion hole in Ohio. I have
- 1:11:29common sense regulations. I have tax cuts, the
- 1:11:32biggest of any governor in the country. And we
- 1:11:35have a fiscal plan. And it's not always cutting.
- 1:11:38It's innovating. It's producing a better product
- 1:11:41at, frankly, a lower price. Now we have a $2
- 1:11:43billion surplus. Our credit is strong. Our pensions
- 1:11:47are strong. And look, I've got a plan to take
- 1:11:49to Washington. and i will have it there in the
- 1:11:51first hundred days and it will include shipping
- 1:11:53welfare education, transportation, Medicaid,
- 1:11:57and job training back to us so we can begin in
- 1:12:00the states to be the laboratories of innovation.
- 1:12:02I've done it. I've did it in Washington. Four
- 1:12:05years of balanced budgets. No one can even believe
- 1:12:07it happened. I've done it in Ohio. We're growing.
- 1:12:10The jobs are up and people are having opportunity.
- 1:12:12And I will go back to Washington and do it again
- 1:12:15for the American people. I promise you that.
- 1:12:17Within the first hundred days, we will have the
- 1:12:20plan to get this done. Thank you, Governor. Speaking
- 1:12:25of taxes. I just want to say, and I'm a big fan
- 1:12:28of the governor, but they also struck oil. Okay,
- 1:12:30so that helped Ohio a lot. Let me just talk about
- 1:12:33that because I know that Donald believes the
- 1:12:35energy industry is important. So do I. But of
- 1:12:38the over 400 ,000 jobs that we've created in
- 1:12:41the state, we think maybe 15 ,000 are connected
- 1:12:44to this industry because it's early stage. See,
- 1:12:46what we've done in Ohio and what a president
- 1:12:48needs to do is to have a cabinet and a whole
- 1:12:51operation that's jobs friendly. We have diversified
- 1:12:55our economy. We do have energy. We have medical
- 1:12:58devices. We have financial services. We have
- 1:13:00IT. We just got Amazon. They're cloud computing
- 1:13:03in the Midwest. You know why it's happening?
- 1:13:05Because we have balanced budgets. We're strong.
- 1:13:08We're job friendly. We don't raise their taxes.
- 1:13:10And if we have a president that does that in
- 1:13:12America, we will get the economic growth. And
- 1:13:14that is what this country needs. Jobs, jobs,
- 1:13:17and jobs. Period. Mr. Trump. Yesterday, the last
- 1:13:24Republican presidential nominee, Mitt Romney,
- 1:13:26called on you to release your back tax returns
- 1:13:29and said, and I'm quoting him now, there is good
- 1:13:31reason to believe there is a bombshell in them.
- 1:13:35Romney said either you're not as wealthy as you
- 1:13:37say you are, said maybe you haven't paid the
- 1:13:40kind of taxes we would expect you to pay, or
- 1:13:42you haven't been giving the money to veterans
- 1:13:44or disabled people. Are any of those accusations
- 1:13:48that he has leveled true? First of all, let me
- 1:13:50just explain. I was the first one to file a financial
- 1:13:54disclosure form, almost 100 pages. You don't
- 1:13:57learn anything about somebody's wealth with a
- 1:13:59tax return. You learn it from statements. I filed,
- 1:14:03which shows that I'm worth over $10 billion.
- 1:14:05I built a great company with very little debt.
- 1:14:08People were shocked. The people in the back,
- 1:14:10the reporters, they were shocked when they went
- 1:14:12down. And I filed it on time. I didn't ask for
- 1:14:15five 45 -day extensions, which I would have been
- 1:14:17entitled to. So as far as that's concerned...
- 1:14:20I filed it, and that's where you find out what
- 1:14:22kind of a company. You don't learn anything from
- 1:14:24a tax return. I will say this. Mitt Romney looked
- 1:14:28like a fool when he delayed and delayed and delayed,
- 1:14:31and Harry Reid baited him so beautifully, and
- 1:14:34Mitt Romney didn't file his return until September
- 1:14:3721st of 2012, about a month and a half before
- 1:14:42the election, and it cost him big league. As
- 1:14:45far as my return, I want to file it, except...
- 1:14:48For many years, I've been audited every year,
- 1:14:5112 years or something like that. Every year,
- 1:14:54they audit me, audit me, audit me. Nobody gets
- 1:14:57audited. I have friends that are very wealthy
- 1:14:58people. They never get audited. I get audited
- 1:15:00every year. I will absolutely give my return,
- 1:15:03but I'm being audited now for two or three years,
- 1:15:06so I can't do it until the audit is finished,
- 1:15:09obviously, and I think people would understand
- 1:15:11that. Hugh, go ahead. Mr. Trump. Are you going
- 1:15:17to ask anybody else a question? Every single
- 1:15:22question comes to me? I know I'm good for the
- 1:15:25ratings, but it's a little bit ridiculous. Mr.
- 1:15:27Trump, a year ago, you told me on my radio show,
- 1:15:33the audio and the transcript are out there on
- 1:15:35YouTube, that you would release your tax returns.
- 1:15:38Are you going back on your commitment? First
- 1:15:41of all, very few people listen to your radio
- 1:15:42show. That's the good news. Let me just tell
- 1:15:44you, which happens to be true. Check out the
- 1:15:47ratings. Look, let me just tell you something.
- 1:15:49Let me just tell you something. I want to release
- 1:15:52my tax returns, but I can't release it while
- 1:15:54I'm under an audit. We're under a routine audit.
- 1:15:57I've had it for years. I get audited. And obviously,
- 1:16:01if I'm being audited, I'm not going to release
- 1:16:03a return. As soon as the audit is done, I love
- 1:16:06it. Okay, so Senator Rubio, Mitt Romney also
- 1:16:11called upon you to release your tax returns.
- 1:16:14Your campaign said last spring that you would
- 1:16:16release your returns that you had not previously
- 1:16:18released, and you'd say come out any day momentarily.
- 1:16:21When are we going to see your return? Yes, tomorrow
- 1:16:24or Saturday, in fact, is our plan to release
- 1:16:26them, and there's nothing really that interesting
- 1:16:27in them, so I have no problem releasing them.
- 1:16:29And luckily, I'm not being audited this year,
- 1:16:31or last year for that matter. But this is my
- 1:16:36time. I want to go back to this question you
- 1:16:37asked about the debt. This is an important issue.
- 1:16:39It's a huge issue. In less than five years, 83
- 1:16:43% of our entire budget will be made up of Social
- 1:16:46Security, Medicare, Medicaid, and the interest
- 1:16:48on the debt. That means only 17 % of our budget
- 1:16:52will be for things like the military or the Department
- 1:16:54of Education or environmental protection issues.
- 1:16:57You cannot balance our budget unless you deal
- 1:16:59with that 83%. Which is why I've been repeatedly
- 1:17:02talking about, since my time running for the
- 1:17:04Senate in Florida, where there are a lot of people
- 1:17:06like my mother that depend on Social Security
- 1:17:08and Medicare, on the need to save those programs
- 1:17:10by reforming the way they work for future generations.
- 1:17:14And I think the longer we take to do this, the
- 1:17:16closer we are going to get to a debt crisis.
- 1:17:18And Wolf, you did not get an answer to your question.
- 1:17:21This debt issue is weird. The next president
- 1:17:23of the United States will not be able to serve
- 1:17:25four to eight years without dealing with the
- 1:17:27national debt. It is not a question of if. It
- 1:17:29is a question of when we have a debt crisis.
- 1:17:31And we should not leave the stage here tonight
- 1:17:33without hearing a serious answer from every single
- 1:17:36one of us about how we're going to bring the
- 1:17:38national debt under control once and for all.
- 1:17:39Thank you, Senator Rubio. But I am being fair
- 1:17:46to all of the candidates. Senator Cruz, Tuesday
- 1:17:50is five days away. Why haven't voters seen...
- 1:17:53Your 2012, 2013, and 2014 returns. So I've released
- 1:17:58five years of tax returns already. We will have
- 1:18:01two more years available tomorrow. And I would
- 1:18:04note that this question really goes, you know,
- 1:18:06Donald says he's being audited. Well, I would
- 1:18:08think that would underscore the need to release
- 1:18:10those returns. If he has said something that
- 1:18:12was false and that an audit is going to find
- 1:18:14was fraudulent, the voters need to know. And
- 1:18:17listen, people across this country, we recognize.
- 1:18:20Our country's in crisis. The most important question
- 1:18:23is how do we win the general election in November
- 1:18:262016? And roughly 65 % of Republicans think Donald
- 1:18:31is not the right candidate to go against Hillary
- 1:18:33Clinton. Now, part of the reason is in the last
- 1:18:3610 polls on RealClearPolitics, he's lost to Hillary
- 1:18:39on eight of them. In the last 10 polls on RealClearPolitics,
- 1:18:43I either tie or beat Hillary. And this is an
- 1:18:46example. You know, the mainstream media is laying
- 1:18:48off Donald now. They're going to pick apart his
- 1:18:50taxes. They're going to pick apart his business
- 1:18:51deals. And let's take, for example, one of Hillary's
- 1:18:54great vulnerabilities, the corruption at the
- 1:18:56Clinton Foundation. The fact that she had CEOs
- 1:18:59and foreign companies giving her money while
- 1:19:02she was Secretary of State. The next Republican
- 1:19:04nominee needs to be able to make that case against
- 1:19:07Hillary. And if Donald tried to do it, Hillary
- 1:19:09would turn to Donald and say, but gosh, Donald,
- 1:19:11you gave $100 ,000 to the Clinton Foundation.
- 1:19:15to your wedding. He can't prosecute the case
- 1:19:18against Hillary, and we can't risk another four
- 1:19:21years of these failed Obama policies by nominating
- 1:19:24someone who loses to Hillary Clinton in November.
- 1:19:30At the beginning, I said openly to everybody
- 1:19:36that I contribute to many, many politicians,
- 1:19:39both Republican and Democrat, and I have over
- 1:19:40the years. I'm a businessman. I have over the
- 1:19:42years. And I sort of have to laugh when Ted makes
- 1:19:46a big deal out of the fact that he's doing well
- 1:19:48in the polls. Well, I'm beating him in virtually
- 1:19:50every poll. I'm tied in Texas, by the way, which
- 1:19:52I shouldn't be, but I think I'll do very well.
- 1:19:55But a poll just came out of Bloomberg poll where
- 1:19:58I am beating him so badly that it's like embarrassing
- 1:20:01even for me to say I'm beating him that badly.
- 1:20:03And here's the thing. It was sort of funny. 65
- 1:20:06% of the people don't like you. I just got 36
- 1:20:09% of the vote, right? I just got 46 % on another
- 1:20:12one. I got 38 % on another one. That means, and
- 1:20:17he got 20 and 22, and he lost in South Carolina
- 1:20:21so badly. That was going to be his stronghold.
- 1:20:23He said a year ago, oh, I can't lose South Carolina.
- 1:20:26I beat him in a landslide. Last week in Nevada,
- 1:20:29I beat him in a landslide. And he's saying about
- 1:20:31the polls. What other thing? Hillary Clinton,
- 1:20:33take a look at USA Today, take a look at the
- 1:20:35Q poll. I beat her, and I beat her badly, and
- 1:20:38I haven't even started on her. I only had one
- 1:20:41little interchange. I only had one little interchange,
- 1:20:45and that was four weeks ago when she said I was
- 1:20:48sexist, and believe me, they had a rough weekend
- 1:20:51that weekend between Bill and Hillary. They had
- 1:20:53a rough weekend. Gentlemen, gentlemen, gentlemen.
- 1:20:56Hold on. He attacked me, Wolf. I get a response.
- 1:20:58I was about to say, Senator Cruz, respond. Thank
- 1:21:01you very much. You know, it's interesting. Donald
- 1:21:04went on an extended tirade about the polls, but
- 1:21:07he didn't respond to any of the substance. He
- 1:21:09is yet to say he can release past year's tax
- 1:21:12returns. He can do it tomorrow. He doesn't want
- 1:21:14to do it because presumably there's something
- 1:21:16in there that is bad. If there's nothing, release
- 1:21:19them tomorrow. They're already prepared. The
- 1:21:21only reason he's not releasing them is because
- 1:21:24he's afraid that he will get hit. You know, Marco
- 1:21:26made reference earlier to the litigation against
- 1:21:28Trump University. It's a fraud case. His lawyers
- 1:21:31have scheduled the trial for July. I want you
- 1:21:34to think about if this man is the nominee, having
- 1:21:36the Republican nominee on the stand in court
- 1:21:39being cross -examined about whether he committed
- 1:21:41fraud, you don't think the mainstream media will
- 1:21:43go crazy on that? And on substance, how do we
- 1:21:47nominate a candidate? who has said Hillary Clinton
- 1:21:50was the best secretary of state of modern times,
- 1:21:52who agreed with her on foreign policy, who agrees
- 1:21:54with Bernie Sanders on health care, who agreed
- 1:21:56with Barack Obama on the Wall Street bailout.
- 1:21:59If we've got to win this election and we can't
- 1:22:02do it with a candidate who agrees with Hillary
- 1:22:05Clinton and can't take it to her and beat her
- 1:22:07on the debate stage and at the polls. Mr. Trump,
- 1:22:10hold on. Mr. Trump, first of all, he's talking
- 1:22:16about the polls. I'm beating him awfully badly
- 1:22:19in the polls. But you're not beating Hillary.
- 1:22:21Well, then if I can't, hey, if I can't beat her,
- 1:22:25you're really going to get killed, aren't you?
- 1:22:27So let me ask you this, because you're really
- 1:22:30getting beaten badly. I know you're embarrassed.
- 1:22:32I know you're embarrassed. But keep fighting.
- 1:22:33Keep swinging, man. Swing for the fences. Let
- 1:22:36me just tell you. Let me just tell you. The Trump
- 1:22:38University case is a civil case, not a... It's
- 1:22:41a civil case. It's a case where people want to
- 1:22:43try and get. It's a case that is nonsense. It's
- 1:22:46something I could have settled many times. I
- 1:22:47could settle it right now for very little money,
- 1:22:50but I don't want to do it out of principle. The
- 1:22:51people that took the course all signed most,
- 1:22:54many, many, signed report cards saying it was
- 1:22:56fantastic, it was wonderful, it was beautiful.
- 1:22:58And believe me, I'll win that case. That's an
- 1:23:01easy case, a civil case. Number two, as far as
- 1:23:04the taxes are concerned, I'm being audited. It's
- 1:23:07a very routine audit, and it's very unfair. because
- 1:23:10I've been audited for, I think, over 12 years.
- 1:23:12Every year, because of the size of my company,
- 1:23:14which is very, very large, I'm being audited,
- 1:23:17which is a very large company. Thank you. I'm
- 1:23:20being audited 12 years in a row at least. Now,
- 1:23:23until that audit's done, and I don't think anybody
- 1:23:25would blame me, I'm not giving it, but as soon
- 1:23:27as it's done, what about the years you're not
- 1:23:29being audited? Will you release those? I've been
- 1:23:31audited for those years. Which years? Gentlemen,
- 1:23:33we have rules. We're trying to obey these rules
- 1:23:37that all of you agreed. We're going to take a
- 1:23:39quick break. We have a lot more, many more critically
- 1:23:43important issues to discuss. Our coverage of
- 1:23:46this 10th Republican presidential debate from
- 1:23:48the University of Houston continues in a moment.
- 1:23:58Welcome back to the Republican presidential debate
- 1:24:01here at the University of Houston. Gentlemen,
- 1:24:04I want to turn our attention right now to key
- 1:24:07issues involving foreign policy and national
- 1:24:09security. And Mr. Trump, I'll begin with you.
- 1:24:12You said this about the ongoing conflict between
- 1:24:16the Israelis and the Palestinians. I'm quoting
- 1:24:18you now. Let me be sort of a neutral guy. I don't
- 1:24:22want to say whose fault it is. I don't think
- 1:24:25it helps. Here's the question. How do you remain
- 1:24:28neutral when the U .S. considers Israel to be
- 1:24:32America's closest ally in the Middle East? Well,
- 1:24:35first of all, I don't think they do under President
- 1:24:37Obama because I think he's treated Israel horribly.
- 1:24:39All right? I think he's treated Israel horribly.
- 1:24:44I was the grand marshal down Fifth Avenue a number
- 1:24:47of years ago for the Israeli Day Parade. I have
- 1:24:49very close ties to Israel. I've received the
- 1:24:52Tree of Life Award and many of the greatest awards
- 1:24:55given by Israel. As president, however, there
- 1:24:57is nothing that I would rather do to bring peace
- 1:25:01to Israel and its neighbors generally. And I
- 1:25:04think it serves no purpose to say that you have
- 1:25:08a good guy and a bad guy. Now, I may not be successful
- 1:25:10in doing it. It's probably the toughest negotiation
- 1:25:13anywhere in the world of any kind, okay? But
- 1:25:17it doesn't help if I start saying I am very pro
- 1:25:20-Israel, very pro, more than anybody on this
- 1:25:22stage. demeaning the neighbors because I would
- 1:25:28love to do something with regard to negotiating
- 1:25:31peace finally for Israel and for their neighbors.
- 1:25:35And I can't do that as well as a negotiator.
- 1:25:38I cannot do that as well if I'm taking big, big
- 1:25:41sides. With that being said, I am totally pro
- 1:25:43-Israel. Senator Cruz. Well, this is another
- 1:25:50area on which Donald agrees with Hillary Clinton
- 1:25:52and on which I disagree with them both strongly.
- 1:25:55Both Donald and Hillary Clinton want to be neutral.
- 1:25:58to use Donald's word, between Israel and the
- 1:26:00Palestinians. Let me be clear. If I'm president,
- 1:26:03America will stand unapologetically with the
- 1:26:07nation of Israel. And the notion of neutrality.
- 1:26:12is based upon the left buying into this moral
- 1:26:15relativism that is often pitched in the media.
- 1:26:17Listen, it is not equivalent. When you have terrorists
- 1:26:21strapping dynamite around their chest, exploding
- 1:26:23and murdering innocent women and children, they
- 1:26:25are not equivalent to the IDF officers protecting
- 1:26:28Israel. And I will not pretend that they are.
- 1:26:31Just today, Iran announced they're going to pay
- 1:26:33$7 ,000 to each suicide bomber. And I would note,
- 1:26:36missing from Donald's answer was anything he
- 1:26:39has done. in his nearly 70 years of living, defending
- 1:26:43Israel. I have over and over again led the fight
- 1:26:46to defend Israel, to fight for Israel. And this,
- 1:26:49if you want to know who will stand with Israel,
- 1:26:51we ought to start with who has stood with Israel
- 1:26:53when the heat was on. Mr. Trump. Well, I can
- 1:26:57only say, look, I can only say I've been a big
- 1:26:59contributor to Israel over the years. I've received
- 1:27:02many, many awards from Israel. As I've said before,
- 1:27:04I have a great relationship with Israel. And
- 1:27:07I'm going to keep it that way. And if I could
- 1:27:09bring peace, that would be a fantastic thing.
- 1:27:11It would be one of my greatest achievements as
- 1:27:13president. Governor Kasich, I want you to weigh
- 1:27:15in. Well, I mean, well, if I was in Congress
- 1:27:18for 18 years and on the defense committee and
- 1:27:21then. After 9 -11, the Secretary of Defense called
- 1:27:24me in to help out with some things. And I've
- 1:27:28been a supporter of Israel, strong supporter
- 1:27:30of Israel, longer than anybody on this stage.
- 1:27:33I didn't give as much money as Donald gave, but
- 1:27:35I've been standing with the Israelis for a very
- 1:27:38long time. And frankly, I think the problem we
- 1:27:40have in foreign policy right now, Wolf, is that
- 1:27:42we are not certain with who we stand with. Our
- 1:27:44allies are not sure what to make of us, and our
- 1:27:46enemies... are moving and one are moving because
- 1:27:50they they're not sure what we will do it's very
- 1:27:52interesting development here within the last
- 1:27:5324 hours we said to the south koreans that we
- 1:27:56would give them the high altitude defense system
- 1:27:59it really rattled the chinese and for the first
- 1:28:01time since we took positive action the chinese
- 1:28:04are beginning to take action against north korea
- 1:28:06when we stand firm and we let the world know
- 1:28:09who we're with who we stand for and we bring
- 1:28:12our allies together That is the road forward
- 1:28:15to be able to solve the problems in this country.
- 1:28:17We're going to get to North Korea in a moment,
- 1:28:19but Senator Rubio, what's wrong with the U .S.
- 1:28:22being an honest broker in a negotiation as Mr.
- 1:28:25Trump is proposing? Because, and I don't know
- 1:28:27if Donald realizes this, I'm sure it's not his
- 1:28:29intent perhaps, but the position you've taken
- 1:28:31is an anti -Israel position, and here's why.
- 1:28:33Because you cannot be an honest broker in a dispute
- 1:28:36between two sides in which one of the sides is
- 1:28:38constantly acting in bad faith. The Palestinian
- 1:28:41Authority has walked away from multiple efforts
- 1:28:43to make peace. Very generous offers from the
- 1:28:46Israelis. Instead, here's what the Palestinians
- 1:28:48do. They teach their four -year -old children
- 1:28:50that killing Jews is a glorious thing. Here's
- 1:28:53what Hamas does. They launch rockets and terrorist
- 1:28:55attacks against Israel on an ongoing basis. The
- 1:28:58bottom line is a deal between Israel and the
- 1:29:00Palestinians, given the current makeup of the
- 1:29:02Palestinians, is not possible. And so the next
- 1:29:05president of the United States needs to be someone
- 1:29:06like me who will stand firmly on the side of
- 1:29:09Israel. I'm not going to sit here and say, oh,
- 1:29:11I'm not either side. I will be on his side. be
- 1:29:14on Israel's side every single day because they
- 1:29:16are the only pro -American free enterprise democracy
- 1:29:19in the entire Middle East. Mr. Trump. I'm a negotiator.
- 1:29:33I've done very well over the years through negotiation.
- 1:29:36It's very important that we do that. In all fairness,
- 1:29:39Marco is not a negotiator. I watched him melt
- 1:29:41down, and I'll tell you, it was one of the saddest
- 1:29:43things I've ever seen. He is not going down.
- 1:29:46He thinks the Palestinian is a real estate deal.
- 1:29:48These people may even be tougher than Chris Christie.
- 1:29:51The Palestinians are not a real estate deal,
- 1:29:53Donald. No, no, no. A deal is a deal. A deal
- 1:29:57is not a deal when you're dealing with terrorists.
- 1:29:59You are not a negotiator. You are not a negotiator.
- 1:30:02And with your thinking, you will never... You
- 1:30:08will never bring peace. You will never bring
- 1:30:10peace. Donald might be able to bring condos in
- 1:30:12the Palestinian areas, but he's not going to.
- 1:30:14This is not a real estate deal. He will never
- 1:30:18be able to do it. I think I may be able to do
- 1:30:21it, although I will say this. Probably the toughest
- 1:30:24deal of any kind is that particular deal. Let's
- 1:30:27move on to talk about North Korea. You raised
- 1:30:30it, Governor Kasich. posed by North Korea to
- 1:30:34the United States and its allies. The commander
- 1:30:36of American forces in South Korea said the North
- 1:30:39Korean leader Kim Jong -un would use a weapon
- 1:30:42of mass destruction if he thought his regime
- 1:30:45was being threatened. You have said the United
- 1:30:48States should start examining a strategy of regime
- 1:30:51change in North Korea. Let's be clear. Are you
- 1:30:55talking about getting rid of Kim Jong -un? When
- 1:30:58you talk about regime change, Wolf, it means
- 1:31:02that regime change, that's what it means. And,
- 1:31:04you know, there's so much chaos in North Korea
- 1:31:07right now, there's a lot of reports of uncertainty
- 1:31:09and instability in that government. But look,
- 1:31:12here's what I think we ought to do, like, immediately,
- 1:31:14and we've been kicking the can down the road
- 1:31:16on this for, I don't know, 15 years. We should
- 1:31:19be intercepting the ships that are leaving North
- 1:31:21Korea so they're not selling this material or
- 1:31:24this technology or giving it to someone else.
- 1:31:26Secondly, Same goes with the aircraft. Thirdly,
- 1:31:29we need to slap even tougher sanctions on North
- 1:31:32Korea because we really don't have the toughest
- 1:31:34sanctions on North Korea. We ought to talk about
- 1:31:36arming South Korea with ballistic missile technology
- 1:31:39and, of course, also Japan with ballistic missile
- 1:31:42technology. Because we're now starting to take
- 1:31:45a firm position, we have the attention of the
- 1:31:47Chinese. The Chinese are the best way to calm
- 1:31:51that regime down and get them in a position where
- 1:31:53they back off. But when I say regime change,
- 1:31:56I don't have to talk exactly what that means.
- 1:31:58Look, I've been involved in national security
- 1:32:00for a long time. You don't have to spell everything
- 1:32:03out. But what I'm telling you is you look for
- 1:32:05any means you can. to be able to solve that problem
- 1:32:08in North Korea and in the meantime put the pressure
- 1:32:11on the Chinese and what we're doing is beginning
- 1:32:13to work against them. They are the key to being
- 1:32:16able to settle this situation. I just want to
- 1:32:18be precise, Governor Kasich, because this is
- 1:32:20critically important. There are a million North
- 1:32:22Korean troops north of the DMZ. Very well aware
- 1:32:25of that. A million South Korean troops, 28 ,000
- 1:32:28U .S. troops along the DMZ, right in between.
- 1:32:31Would you risk war? for regime change? Well,
- 1:32:34again, it would depend exactly what it, you know,
- 1:32:37what was happening, what was, what the situation
- 1:32:39was. But if there was an opportunity to remove
- 1:32:42the leader of North Korea and create stability,
- 1:32:45because I'll tell you, you keep kicking the can
- 1:32:47down the road, we're going to face this sooner
- 1:32:49or later. But in the meantime, I'm also aware
- 1:32:52of the fact there's 10 million people living
- 1:32:53in Seoul. So you don't just run around making
- 1:32:56charges. I have put it on the table that I would
- 1:32:58love to see regime change in North Korea. can
- 1:33:02actually accomplish that with this man who is
- 1:33:05now currently the leader. But the fact is we
- 1:33:07have to bring everything to bear. We have to
- 1:33:09be firm and we've got to unite those people in
- 1:33:12that part of the world to stand firmly against
- 1:33:15North Korea and make sure we have the ballistic
- 1:33:18missile technology to defend ourselves. Mr. Trump.
- 1:33:22One thing I'd like to add to what the governor
- 1:33:24is saying. I think that we are now in a position,
- 1:33:27we owe $19 trillion. Because of the horrible
- 1:33:31omnibus budget that was approved six weeks ago,
- 1:33:33it's going to be $21 trillion. We can no longer
- 1:33:37defend all of these countries, Japan, Germany,
- 1:33:40South Korea. You order televisions, you order
- 1:33:43almost anything, you're getting it from these
- 1:33:45countries, whether it's a Mercedes -Benz or whether
- 1:33:48it's an air conditioning unit. They're coming
- 1:33:51out of these countries. They are making a fortune.
- 1:33:53Saudi Arabia, we are defending Saudi Arabia.
- 1:33:56Before the oil went down, now they're making
- 1:33:58less, but they're making plenty. They were making
- 1:34:00$1 billion a day. We defend all of these countries
- 1:34:04for peanuts. You talk about budgets. We have
- 1:34:06to start getting reimbursed for taking care of
- 1:34:09the military services for all of these countries.
- 1:34:13Dr. Persson, Dr. Persson. Hey, Walt, let me just
- 1:34:17say this, because he mentioned... He mentioned
- 1:34:20this. Look, we're all in agreement that the Japanese
- 1:34:21need to do more. We're all in agreement that
- 1:34:23the Europeans need to do more. But I hate to
- 1:34:26just tell everybody we are the leader of the
- 1:34:27world and we should put the pressure on them
- 1:34:29to do their job. There is no question about it.
- 1:34:33But at the same time, we also have to rebuild
- 1:34:36the military. Look, I have a balanced budget
- 1:34:38plan that cuts taxes, reforms regulations, but
- 1:34:41also builds the military, puts $100 billion more
- 1:34:44in defense. We need to rebuild our defenses.
- 1:34:47But I must also tell you, as a longtime reformer
- 1:34:50of the Pentagon, we must reform that building.
- 1:34:53We can't have a weapons system take 22 and a
- 1:34:56half years. We have 800 ,000 bureaucrats working
- 1:34:59for DOT. performing bureaucratic functions when
- 1:35:03we ought to be putting these resources into strengthening
- 1:35:06the military. So we can do it all. We can do
- 1:35:09it all. How would you deal with North Korea?
- 1:35:12Okay. Well, first of all, people say that I whine
- 1:35:16a lot because I don't get time. I'm going to
- 1:35:18whine because I didn't get asked about taxes.
- 1:35:21I didn't get asked about Israel. Hugh, you said
- 1:35:25you're going to be fair to everybody. You didn't
- 1:35:26ask me about taxes. I had something to say about
- 1:35:29that. Now, Go ahead. This is your moment. Okay.
- 1:35:35We have a system of taxation in this country
- 1:35:38that is horribly wrong. You know, I never had
- 1:35:42an audit until I spoke at the national prayer
- 1:35:45breakfast. And then all of a sudden, they came
- 1:35:48in, they said, we just want to look at your real
- 1:35:50estate dealings. And then they didn't find anything.
- 1:35:53So they said, let's look at the whole year. And
- 1:35:56they didn't find anything. So they said, let's
- 1:35:57look at the next year and the next year. And
- 1:35:59they didn't find anything and they won't find
- 1:36:01anything because I'm a very honest person. But
- 1:36:04the fact of the matter is the IRS is not honest
- 1:36:07and we need to get rid of them. As far as Israel
- 1:36:17is concerned, you know, when I was there several
- 1:36:20months ago, I talked to a lot of people. I couldn't
- 1:36:22find a single one who didn't think that we had
- 1:36:25turned our backs on Israel. You know, they are
- 1:36:28a strategic partner for us, but also recognize
- 1:36:31that we have a Judeo -Christian foundation. And
- 1:36:34the last thing we need to do is to reject Israel.
- 1:36:38Doesn't mean that we can't be fair to other people.
- 1:36:40We can always be fair to other people. But, you
- 1:36:43know, it's like when you have a child, you know,
- 1:36:45you want to be fair to all the children around,
- 1:36:47but you have a special attention for your own
- 1:36:51child. And now as far as North Korea is concerned.
- 1:36:54Kim Jong -un is an unstable person, but he does
- 1:36:59understand strength, and I think we have to present
- 1:37:01strength to him. We should be encouraging the
- 1:37:05alliance with Japan and South Korea. We should
- 1:37:10be encouraging the placement of the THAAD, the
- 1:37:13Terminal High Altitude Area Defense, because
- 1:37:16that seems to disturb not only the North Koreans
- 1:37:19but the Chinese as well. And we also need to
- 1:37:23have a much more robust naval presence in that
- 1:37:27area. And I think we need to be developing a
- 1:37:30strategic defense initiative because this man
- 1:37:32is going to have long -range missiles. He is
- 1:37:35going to have nuclear capabilities. We need to
- 1:37:37be able to defend ourselves. And lastly, we should
- 1:37:40make sure that he knows that if he ever shoots
- 1:37:43a missile at us, it'll be the last thing he ever
- 1:37:44does. Thank you. Thank you. We're going to continue
- 1:37:49national security. Go ahead, Hugh. Thank you,
- 1:37:52Wolf. Mr. Trump, we are less than 24 hours away
- 1:37:56from a ceasefire in Syria that has been brokered
- 1:37:59between the U .S. and Russia. Do you support
- 1:38:02this ceasefire? I really don't because it's not
- 1:38:04working and the countries aren't agreeing to
- 1:38:06it and the rebels aren't agreeing and Syria is
- 1:38:08not agreeing to it. It's a meaningless ceasefire.
- 1:38:10I love the idea of a ceasefire. I love the idea
- 1:38:13with a total cessation. But it's not working,
- 1:38:16as you know very well. It's not working. We can
- 1:38:18do all we want with Russia, but nobody else is
- 1:38:21adhering to it. So I certainly support it. I
- 1:38:24would certainly love it. But all parties have
- 1:38:26to be part of it. Senator Cruz, your opinion
- 1:38:27on the ceasefire? Well, look, we're certainly
- 1:38:30hopeful that the violence will cease, but there's
- 1:38:33reason to be highly skeptical. Russia has enhanced
- 1:38:36its position because of Obama's weakness in the
- 1:38:39Middle East, weakness in Syria. And, you know,
- 1:38:42as we're headed to November, We need to nominate
- 1:38:44a Republican candidate that can lay out a clear
- 1:38:46difference with both Barack Obama and Hillary
- 1:38:49Clinton on foreign policy. One of the real challenges
- 1:38:52with both Donald and Senator Rubio is that they
- 1:38:55have agreed over and over again with both Hillary
- 1:38:58Clinton and Barack Obama. So, for example, in
- 1:39:01Libya. Both of them agreed with the Obama -Clinton
- 1:39:04policy of toppling the government in Libya. That
- 1:39:06was a disaster. It gave the country over to radical
- 1:39:09Islamic terrorism and it endangered America.
- 1:39:12Another example is John Kerry. John Kerry, Senator
- 1:39:16Rubio voted to confirm John Kerry as Secretary
- 1:39:18of State. I voted against him and Donald Trump
- 1:39:20supported John Kerry. against George W. Bush
- 1:39:24in 2004, gave him a check, and John Kerry has
- 1:39:27been the most anti -Israel secretary of state
- 1:39:29this country has ever seen. His diplomacy has
- 1:39:33been a disaster, and if we nominate someone who
- 1:39:36agreed with John Kerry, Barack Obama, and Hillary
- 1:39:38Clinton on foreign policy, we're not in a strong
- 1:39:40position to win the general election. A response,
- 1:39:43Mr. Trump, then Mr. Rubio. Again, I think I gave
- 1:39:48them both checks, to be exactly honest. I think
- 1:39:50they both like me very much. But the fact is
- 1:39:53that... You called for Bush to be impeached.
- 1:39:54Well, I think Bush did a hell of a bad job as
- 1:39:56far as that's concerned. You know it, and so
- 1:39:58do I. But you gave him a check and called for
- 1:39:59him to be impeached? No, this was before. The
- 1:40:02check came early. But let me just tell you, Syria,
- 1:40:05he's saying that I was in favor of Syria. He
- 1:40:07said I was in favor of Libya. I never discussed
- 1:40:11that subject. I was in favor of Libya. We would
- 1:40:13be so much better off if Gaddafi... We're in
- 1:40:16charge right now. If these politicians went to
- 1:40:19the beach and didn't do a thing, and we had Saddam
- 1:40:21Hussein, and if we had Qaddafi in charge, instead
- 1:40:24of having terrorism all over the place, would
- 1:40:26be at least they killed terrorists, all right?
- 1:40:29And I'm not saying they were good because they
- 1:40:31were bad. They were really bad. But we don't
- 1:40:33know what we're getting. You look at Libya right
- 1:40:35now. ISIS, as we speak, is taking over their
- 1:40:37oil. As we speak, it's a total mess. We would
- 1:40:41have been better off if the politicians took
- 1:40:43a day off instead of going into war. Senator
- 1:40:46Rubio? Yeah, a couple points. Number one, on
- 1:40:49the Libya situation, we didn't topple Qaddafi.
- 1:40:51The Libyan people toppled Qaddafi. The only choice
- 1:40:53before America that this president had to make
- 1:40:55is does it happen quickly or does it take a long
- 1:40:57time? And I argued if it takes a long time, you're
- 1:41:00going to have rebel forces emerge like these
- 1:41:02radical Islamists to take advantage of the vacuum.
- 1:41:04And that's what happened. That's where the term
- 1:41:06lead from behind came. And that's the foreign
- 1:41:08policy that apparently Senator Cruz appears to
- 1:41:10agree with. On John Kerry, yeah, you know why?
- 1:41:12Because every day John Kerry wasn't appointed
- 1:41:13was another day Hillary Clinton was still in
- 1:41:16charge of the State Department. And she was absolutely
- 1:41:18horrible. I couldn't imagine that they were going
- 1:41:19to find somebody even worse than her. But this
- 1:41:22president never ceases to amaze. And the last
- 1:41:24point I would make on South Korea. Now this is
- 1:41:27important. Because we're asking to be commander
- 1:41:30-in -chief. Donald is asking to be commander
- 1:41:31-in -chief. And he's saying these guys need to
- 1:41:33do more. South Korea contributes $800 million
- 1:41:36a year to that effort. And Japan contributes
- 1:41:38as well. And here's why our commitment to that
- 1:41:41regional security is so critical, Donald. Because
- 1:41:43if we walk away from them, both Japan and South
- 1:41:46Korea will become nuclear weapons powers. They
- 1:41:48can do that very quickly. And that's what they
- 1:41:50will do if the American defense agreements withers
- 1:41:53away, which is why we have to rebuild the military,
- 1:41:55but why we can't walk away from our Asia -Pacific
- 1:41:58defense status. Mr. Trump, I never said walk
- 1:42:00away. I wouldn't want to walk away. I want them
- 1:42:03to pay us much more money. We cannot afford to
- 1:42:07subsidize. A lot. I'll negotiate a lot more money
- 1:42:10than you'll ever get. As far as John Kerry is
- 1:42:14concerned, there has been no tougher critic of
- 1:42:16this man. I think he negotiated one of the worst
- 1:42:19deals in the history of our country, the Iran
- 1:42:21deal, where they get their $150 billion and all
- 1:42:24of the other things that take place. It is a
- 1:42:27disaster for this country. And speaking of Israel,
- 1:42:30it's a disaster for Israel. I'm no fan of John
- 1:42:33Kerry. Hold on, hold on. Governor, Senator Cruz.
- 1:42:36You know, it's interesting. Donald just said
- 1:42:38that he never came out in favor of toppling Gaddafi
- 1:42:40in Libya. Well, he stated that in an interview
- 1:42:43that will be on our website, tedcruz .org. You
- 1:42:45can see and hear the exact words from Donald's
- 1:42:47mouth. And I assume when he sees that interview,
- 1:42:49maybe he forgot about it, that I assume Donald
- 1:42:52will apologize where he sees that he said exactly
- 1:42:54that. With regard to John Kerry, I will say John
- 1:42:57Kerry's foreign policy has been a disaster for
- 1:42:59decades. That's why I voted against him when
- 1:43:02he came up. And the fact that Donald Trump would
- 1:43:04write him a check and support him against George
- 1:43:06W. Bush shows exceptionally poor foreign policy
- 1:43:09judgment. And I'll give one more example in Israel.
- 1:43:12When the Obama administration canceled civilian
- 1:43:14air flights into the nation of Israel, when Hamas
- 1:43:17was raining rockets down on them, I publicly
- 1:43:19asked, is this an economic boycott against Israel?
- 1:43:22the next day Michael Bloomberg another New York
- 1:43:25billionaire got on a plane a commercial flight
- 1:43:27and flew to Israel from London Together, the
- 1:43:30heat and light that was put on the State Department
- 1:43:32was so great that within 36 hours, they lifted
- 1:43:35the ban on air flight into Israel during that
- 1:43:38entire battle. And indeed, during every battle
- 1:43:41on Israel, the natural question is, where was
- 1:43:43Donald? If this is something he cares about,
- 1:43:45why has he supported anti -Israel politicians
- 1:43:48from Jimmy Carter to Hillary Clinton to John
- 1:43:51Kerry for four decades? If you care about Israel,
- 1:43:54you don't write checks to politicians who are
- 1:43:57undermining Israel. Instead, you stand and support
- 1:44:00the national security of America and the alliance.
- 1:44:03There's a critical point that needs to be made
- 1:44:05here. Governor, Governor, he attacked, he attacked
- 1:44:09Mr. Trump. Mr. Trump has a right to respond.
- 1:44:12Well, look, my response is very simple. There
- 1:44:14is nobody on this stage that has done more for
- 1:44:17Israel than I have. Nobody. You might say, you
- 1:44:20might talk, your politicians all talk, no action.
- 1:44:23I've been watching it all my life. You are all
- 1:44:26talk and no action. What I've seen up here, I
- 1:44:30mean, first of all, this guy's a joke artist
- 1:44:31and this guy's a liar. You have a combination
- 1:44:33of factors. He can't do it for the obvious reason,
- 1:44:39and he can't do it because he doesn't know how
- 1:44:41to tell the truth. Other than that, I rest my
- 1:44:44case. This is the typical thing he does. In any
- 1:44:46debate about policy, he goes right for the outrage.
- 1:44:49Governor Kasich, you have the floor. You will
- 1:44:52have a response, but I promise Governor Kasich
- 1:44:54he could respond. Can somebody attack me, please?
- 1:44:56Wolf. Wolf. There's something... I want to...
- 1:45:08I want to point out something here today that
- 1:45:10is so critically important about how the Obama
- 1:45:13administration has really done such a ridiculous,
- 1:45:16feckless job here in foreign policy. First of
- 1:45:19all, we should have been supporting the rebels
- 1:45:21long ago. They could have taken Assad out, and
- 1:45:24because we did nothing, the Russians are now
- 1:45:27in, and they're sitting in the catbird seat.
- 1:45:29We should have been helping them. I'm thankful
- 1:45:31that the aid trucks are finally getting into
- 1:45:34Syria, but the fact is, had we had acted, we
- 1:45:36would have solved that problem. Now, let's talk
- 1:45:38about Libya. Libya didn't go down because it
- 1:45:41was some people revolution. Hillary Clinton,
- 1:45:43Samantha Power, and all these other people convinced
- 1:45:45the president to undermine Gaddafi. They undermined
- 1:45:49him, and now they have created a cesspool in
- 1:45:51Libya. And let me just say to you, we have ISIS
- 1:45:55beginning to get a foothold in Libya. We're going
- 1:45:58to have to deal with it. There are not many major
- 1:45:59cities in Libya. They're on the coast. Mostly
- 1:46:02it's desert, but it's a problem. Then we have
- 1:46:04ISIS in Syria, and we have ISIS in Iraq. Because
- 1:46:08this administration has not had a strong and
- 1:46:12firm foreign policy, we are going to inherit.
- 1:46:15One of us here is going to inherit a total mess,
- 1:46:17and we're going to have to work our way out of
- 1:46:20it. including the need to arm the Ukrainians.
- 1:46:23They have been ignored, and we need to help them
- 1:46:25as well and assert ourselves as America. Let's
- 1:46:27continue the questioning on ISIS. Maria. Hold
- 1:46:30on, Wolf. You said I got a response. You'll have
- 1:46:33a chance. Maria will pick up the question. Hold
- 1:46:35on. You called me a liar. You're saying I can't
- 1:46:36respond to being called a liar? Go ahead and
- 1:46:38respond. You know, what we're seeing with Donald
- 1:46:41is actually the pattern of Washington, the pattern
- 1:46:45of Washington dealmakers, which is they make
- 1:46:47promises, they break their words, and then when
- 1:46:49anyone calls them on it, They call you a liar.
- 1:46:52And so that's Donald's pattern over and over.
- 1:46:54And he said, for example, seven months ago, this
- 1:46:56is Donald speaking, quote, I, Donald Trump, was
- 1:46:59a member of the establishment. There's a reason
- 1:47:01Harry Reid thinks he's the best Republican up
- 1:47:04here. There's a reason Jimmy Carter said he would
- 1:47:06support Donald Trump over me because he said
- 1:47:08Donald Trump is malleable. He has no fixed set
- 1:47:11of beliefs, whereas Ted Cruz is not malleable.
- 1:47:14And every time anyone points at Donald's actual
- 1:47:17record, what he said on national television,
- 1:47:19Donald yells liar. Let me tell you something.
- 1:47:22Falsely accusing someone of lying is itself a
- 1:47:25lie, and it's something Donald does daily. Go
- 1:47:26ahead, Mr. Trump. I watched. I watched the lobbyists.
- 1:47:38I watched what this man did to Dr. Ben Carson,
- 1:47:43who I respect in Iowa, where he said that Ben
- 1:47:46Carson is out of the race. He has left Iowa and
- 1:47:49he's out of the race. And I thought it was disgraceful
- 1:47:52and got a lot of votes because of that. A lot
- 1:47:55of votes took him away from Ben Carson. I watched
- 1:47:57that probably took him away from me, too. But
- 1:47:59I watched it. I also watched where he did a form
- 1:48:02that looked like it came right out of a government
- 1:48:04agency. And it said on top, voter violation.
- 1:48:08And then it graded you. And it scared the hell
- 1:48:10out of people. And it said the only way you clear
- 1:48:13up the violation, essentially, is to go and vote.
- 1:48:16for Ted Cruz. I watched that fraudulent document
- 1:48:19and I said it's the worst thing I've ever seen
- 1:48:21in politics. To me, that was even worse than
- 1:48:23what he did to Ben. Senator Cruz. I know politicians,
- 1:48:26I know politicians, believe it or not, better
- 1:48:28than you do. And it's not good. Oh, I believe
- 1:48:31it. No, no, I believe you know politicians much
- 1:48:33better than I do because for 40 years you've
- 1:48:36been funding liberal democratic politicians.
- 1:48:38And by the way, I funded you. I funded him. You're
- 1:48:41welcome to have the check back. I funded this
- 1:48:43guy. Because let's get clear. I gave him the
- 1:48:44check. Yeah, you gave me $5 ,000. You never funded
- 1:48:47me. And by the way, let's be clear. Donald claims...
- 1:48:52Donald claims to care about... You know why?
- 1:48:54I didn't want to, but he sent me his book with
- 1:48:56his autograph. Donald, Donald, Donald, I understand
- 1:48:58rules are very hard for you. Mr. Trump, you're
- 1:48:59doing a great job. I have his book. Yeah, on
- 1:49:01your reality TV show, not in... Thank you for
- 1:49:04the book. Donald... Thank you for the book. Go
- 1:49:06ahead. Donald, you can get back on your meds
- 1:49:08now. We had a lot of fun up here tonight, I have
- 1:49:09to tell you. Thank you for the book. Donald,
- 1:49:13Donald, relax. Go ahead. I'm relaxed. You're
- 1:49:16the basket case. Go ahead. Go ahead. Don't get
- 1:49:19nervous. Go ahead. I promise you, Donald, there's
- 1:49:23nothing about you that makes anyone nervous.
- 1:49:26You know, people are actually watching this.
- 1:49:28You don't know what's happening. Gentlemen, gentlemen.
- 1:49:29Wolf, I'm going to ask that my time not be deducted
- 1:49:32when he's yelling at me. The time is up, Wolf.
- 1:49:33Gentlemen. Take control. Okay, now. The latest
- 1:49:34debate. Gentlemen, please. Hold on. I'm going
- 1:49:36to get my answer. He doesn't get to yell at me
- 1:49:37the whole time. I want to move on. These are
- 1:49:39the rules. He called me a liar. He interrupted
- 1:49:42the whole time. Wolf. Wolf, do I not get a response?
- 1:49:47Wolf, you should move on. You'll get plenty of
- 1:49:50response, so stand by. I want to talk about ISIS
- 1:49:54right now and the federal government. How best
- 1:49:58to keep Americans safe from ISIS? There's a huge
- 1:50:01battle underway right now between the tech giant
- 1:50:04Apple and the federal government. The federal
- 1:50:06government wants Apple to unlock the phone used
- 1:50:09by that San Bernardino. terrorists to prevent
- 1:50:11future attacks. Apple has refused, saying it
- 1:50:14would compromise the security of all of its customers.
- 1:50:17And just this afternoon, they went to court to
- 1:50:20block the judge's order. Dana Bash, pick up the
- 1:50:23questioning. Senator Rubio, you say it's complicated
- 1:50:26and that, quote, Apple isn't necessarily wrong
- 1:50:29to refuse the court order. Why shouldn't investigators
- 1:50:31have... everything at their disposal. No, in
- 1:50:34fact, what I have said is that the only thing,
- 1:50:36the FBI made this very clear 48 hours ago, the
- 1:50:38only thing they are asking of Apple is that Apple
- 1:50:41allow them to use their own systems in the FBI
- 1:50:43to try to guess the password of the San Bernardino
- 1:50:46killer. Apple initially came out saying we're
- 1:50:48being ordered to create a backdoor to an encryption
- 1:50:50device. That is not accurate. The only thing
- 1:50:52they're being asked to do, and the FBI made this
- 1:50:54very clear about 48 hours ago, is allow us to
- 1:50:57disable the self -destruct mode that's in the
- 1:50:59Apple phone so that we can try to guess, using
- 1:51:01our own systems, what the password of this killer
- 1:51:04was. And I think they should comply with that.
- 1:51:06That's all they're asking for. They are not asking
- 1:51:08for Apple to create a backdoor to encryption.
- 1:51:10So just to be clear, you did say on CNN... A
- 1:51:14couple of weeks ago. This is a complicated issue.
- 1:51:16Apple is not necessarily wrong here. Because
- 1:51:18at the time, Apple was portraying that the court
- 1:51:20order was to create a backdoor to an encryption
- 1:51:22device. Just to be clear. If you are president,
- 1:51:25would you instruct your Justice Department to
- 1:51:27force Apple to comply or not? To comply with
- 1:51:30the order that says that they have to allow the
- 1:51:32FBI the opportunity to try to guess the password?
- 1:51:34Correct. Absolutely. That Apple phone didn't
- 1:51:37even belong to the killer. It belonged to the
- 1:51:38killer's employee, who have agreed to allow them
- 1:51:41to try to do this. That is all they're asking
- 1:51:42them to do, is to disable the self -destruct
- 1:51:45mode or the auto -erase mode on one phone in
- 1:51:48the entire world, but Apple doesn't want to do
- 1:51:50it because they think it hurts their brand. Well,
- 1:51:52let me tell you, their brand is not... or the
- 1:51:53national security of the United States of America.
- 1:51:56Jim Cook says this would be bad for America.
- 1:52:04Where do you stand? National security or personal
- 1:52:07privacy? Well, as you know, at that same CNN
- 1:52:09forum, both Marco and I were asked this question.
- 1:52:12His answer, he was on both sides of the fence.
- 1:52:15He's now agreeing with me, and so I'm glad. What
- 1:52:17I said is, yes, Apple should be forced to comply
- 1:52:20with this court order. Why? Because under the
- 1:52:23Fourth Amendment... A search and seizure is reasonable
- 1:52:26if it has judicial authorization and probable
- 1:52:28cause. In this instance, the order is not...
- 1:52:31put a backdoor in everyone's cell phone. If that
- 1:52:33was the order, that order would be problematic
- 1:52:35because it would compromise security and safety
- 1:52:37for everyone. I would agree with Apple on that
- 1:52:40broad policy question, but on the question of
- 1:52:42unlocking this cell phone of a terrorist, we
- 1:52:45should enforce the court order and find out everyone
- 1:52:47that terrorist in San Bernardino talked to on
- 1:52:50the phone, texted with, emailed, and absolutely
- 1:52:53Apple doesn't have a right to defy a valid court
- 1:52:56order in a terrorism investigation. Dr. Carson.
- 1:53:00Tim Cook, again, the CEO of Apple, says that
- 1:53:02this would be bad for America. What do you think?
- 1:53:06I think allowing terrorists to get away with
- 1:53:09things is bad for America. You know, we have
- 1:53:12the Constitution. We have the Fourth Amendment.
- 1:53:18It guards us against illegal and unreasonable
- 1:53:21search and seizure. But we have mechanisms in
- 1:53:24place with the judicial system. that will allow
- 1:53:28us to gain material that is necessary to benefit
- 1:53:33the nation as a whole or the community as a whole.
- 1:53:36And that's why we have Pfizer courts and things
- 1:53:38of that nature. So absolutely, I would expect
- 1:53:42Apple to comply with the court order. If they
- 1:53:46don't comply with that, you're encouraging chaos
- 1:53:49in our system. Mr. Trump. I want to weigh in
- 1:53:53on this, please. I want to just tell you that...
- 1:53:56The problem is not right now between the administration
- 1:53:59and Apple. You know what the problem is? Where's
- 1:54:01the president been? You sit down in a back room
- 1:54:04and you sit down with the parties and you get
- 1:54:07this worked out. You don't litigate this on the
- 1:54:09front page of the New York Times where everybody
- 1:54:11in the world is reading about their dirty laundry
- 1:54:15out here. The president of the United States
- 1:54:17should be convening a meeting, should have convened
- 1:54:19a meeting with Apple and our security forces.
- 1:54:22And then you know what you do when you're the
- 1:54:23president? You lock the door. And you say you're
- 1:54:26not coming out until you reach an agreement that
- 1:54:29both gives the security people what they need
- 1:54:31and protects the rights of Americans. This is
- 1:54:33a failure of his leadership to get this done
- 1:54:36as an executive should be doing it. And I'll
- 1:54:39tell you, that's why you want a governor. I do
- 1:54:42this all the time. And we reach agreements all
- 1:54:45the time because an executive, you've got to
- 1:54:48solve problems instead of fighting on the front
- 1:54:50page of the newspaper. Thank you, Governor. Thank
- 1:54:54you. Mr. Trump. You have been very vocal about
- 1:54:58securing the Mexican border. But ISIS has called
- 1:55:03upon its supporters to conduct attacks in our
- 1:55:06neighbor to the north, Canada. As a matter of
- 1:55:09fact, U .S. officials have warned that it is
- 1:55:13the Canadian border which is the most significant
- 1:55:16threat. You have said that you will not build
- 1:55:18a wall in Canada. When it comes to national security
- 1:55:21and the threat of terrorism, Why does Mexico
- 1:55:24need a wall and Canada doesn't? Isn't that like
- 1:55:27closing the front door and leaving the back door
- 1:55:30open? First of all, you're talking about a border
- 1:55:32that's many, many, many times longer. You're
- 1:55:34talking about a massive border. We have far less
- 1:55:36problem with that border than we do with our
- 1:55:38southern border. And tremendous amounts, you
- 1:55:41know, I won, I had the privilege of winning by
- 1:55:43a landslide, by the way, New Hampshire. You go
- 1:55:45to New Hampshire, the first thing they talk about
- 1:55:48is heroin. and drugs pouring in. And you wouldn't
- 1:55:51think this beautiful place is beautiful with
- 1:55:53the trees and the roads and the countryside.
- 1:55:55Their biggest problem is heroin. And it's such
- 1:55:59a shame to see it. They're pouring in from the
- 1:56:02southern border. So I'm talking about great security.
- 1:56:04I'm talking a wall that can absolutely be built.
- 1:56:07And I'll build it on time, on budget. It'll be
- 1:56:09a very high wall, a great wall. It's going to
- 1:56:11be built. It's going to be paid for by Canada,
- 1:56:13by the way. It's going to be paid for. Maybe
- 1:56:15I'll get Canada paid. It's going to be paid for
- 1:56:16by Mexico. The problem with Canada, You're talking
- 1:56:20about a massively long piece. You're talking
- 1:56:22about a border that would be about four times
- 1:56:26longer. It would be very, very hard to do, and
- 1:56:29it is not our biggest problem. I don't care what
- 1:56:31anyone says. It is not our big problem. Our problem
- 1:56:35is not only people coming in, and in many cases
- 1:56:37the wrong people, it's the tremendous amount
- 1:56:40of drugs that are coming in. I want to talk to
- 1:56:46you, Senator Rubio, about Puerto Rico. As you
- 1:56:50know... Puerto Rico is in the midst of financial
- 1:56:52collapse, unable to pay its debt of $72 billion.
- 1:56:56Puerto Rico is asking for bankruptcy protection,
- 1:57:00which will give Puerto Rico and Puerto Ricans,
- 1:57:02which are US citizens, you know that, the tools
- 1:57:06to restructure the debt that is the same debt
- 1:57:09other 50 states have. You oppose granting Puerto
- 1:57:13Rico that bankruptcy protection. You say that
- 1:57:16it is only... last resort measure, but the government
- 1:57:21of Puerto Rico has said that bankruptcy is its
- 1:57:24last resort, that that's where they are now.
- 1:57:27How do you explain this very strong stance to
- 1:57:30the hundreds of thousands of Puerto Ricans that
- 1:57:32vote across the U .S., and particularly in your
- 1:57:34state of Florida? Sure, because bankruptcy doesn't
- 1:57:37work unless you change the way you're operating
- 1:57:39or you're going to be bankrupt again. And the
- 1:57:41problem with Puerto Rico is its economy is not
- 1:57:42growing. It has a massive exodus of professionals
- 1:57:45and others that are leaving to my home state
- 1:57:47of Florida and all over the country. They're
- 1:57:48coming to the mainland from Puerto Rico. Because
- 1:57:51the economy there is not growing. It's too expensive
- 1:57:52to do business here. The tax rate is too high.
- 1:57:55The government regulations are too extensive.
- 1:57:58This year alone, with all the problems they're
- 1:58:00having, they barely cut their budget from one
- 1:58:02year to the next. So I think the leadership on
- 1:58:04the island has to show their willingness to get
- 1:58:06their house in order and put in place measures
- 1:58:08that allow the economy there to grow again. If
- 1:58:10the economy in Puerto Rico does not grow, they
- 1:58:12will never generate the revenue to pay this debt
- 1:58:14or the billions of dollars in unfunded liabilities
- 1:58:17that they have on their books. of promises they've
- 1:58:19made to future generations to make payments.
- 1:58:21So yes, if they do all of those things, then
- 1:58:24we can explore the use of bankruptcy protection,
- 1:58:26but not as the first resort, which is what they're
- 1:58:28asking for, because it will not solve the problems
- 1:58:31on the island, and you're going to continue to
- 1:58:33see hundreds of thousands of people leave that
- 1:58:34beautiful place and coming to the mainland. They're
- 1:58:37United States citizens. They're obviously entitled
- 1:58:39to do so, and we welcome them, but we would also
- 1:58:41prefer to see a Puerto Rico that once again is
- 1:58:43growing economically and is robust, and the leaders
- 1:58:46in charge there now are doing a terrible job.
- 1:58:48their previous governor, Luis Fortunio, was doing
- 1:58:50a great job until he barely lost that election
- 1:58:53to someone who has taken him in a big government
- 1:58:55direction once again. Senator, thank you very
- 1:58:56much. I want our viewers to stay with us right
- 1:58:59now. There's still more to come, including the
- 1:59:01last pitch in the final debate before Super Tuesday.
- 1:59:14Welcome back to the University of Houston. It's
- 1:59:17time now for closing statements. All of you will
- 1:59:19have 30 seconds. Dr. Carson, we'll start with
- 1:59:22you. Well, first of all, I want people to think
- 1:59:25about what kind of leader do you want and what
- 1:59:27kind of person do you want your kids to emulate?
- 1:59:29Think about that. Secondly, several years ago,
- 1:59:33a movie was made about these hands. These hands,
- 1:59:38by the grace of God, have saved many lives and
- 1:59:41healed many families. And I'm asking you tonight,
- 1:59:44America, to join hands with me to heal, inspire,
- 1:59:51and revive America. If not us, who? And if not
- 1:59:55now, when? Governor Kasich. Well, the last USA
- 2:00:04Today poll had me beating Hillary Clinton by
- 2:00:0711 points, more than anybody on this stage. Secondly,
- 2:00:10I hope you saw tonight that executive experience
- 2:00:12really matters. It matters in terms of growing
- 2:00:15our economy, balancing budgets, cutting taxes,
- 2:00:18reforming regulations. I've done it in Washington.
- 2:00:20I've done it in Ohio. And I can go back to Washington
- 2:00:23and do it again. But I hope you also notice tonight.
- 2:00:26that I do have the foreign policy experience,
- 2:00:28not just a few years, but a lot of years, and
- 2:00:31working with some of the great, great minds in
- 2:00:33this country to develop the expertise, the confidence,
- 2:00:36the firmness, the toughness, and the ability
- 2:00:39to bring people together. I hope you all think
- 2:00:41about giving me your vote. I would appreciate
- 2:00:43it very much, and I tell you, we won't have to
- 2:00:46spend time figuring out what we're going to do.
- 2:00:48I will hit the ground running, and we will get
- 2:00:50America moving again. Thank you all very much.
- 2:00:56Senator Rubio. Well, thank you for having us
- 2:00:59tonight. You know, this campaign has come a long
- 2:01:01way. It was just a few months ago there were
- 2:01:0315 or 11 of us on the stage, and now it's narrowed
- 2:01:05and the votes are starting to count. And we have
- 2:01:07an incredible decision to make, not just about
- 2:01:10the direction of America, but the identity of
- 2:01:12our party and of the conservative movement. The
- 2:01:14time for games is over. I know you've had a lot
- 2:01:17of choices to make, but now it's time to narrow
- 2:01:19it down, and I'm asking you to get behind me.
- 2:01:21Go on my website and join our effort, MarcoRubio
- 2:01:24.com, so we can bring an end to this silliness,
- 2:01:26this looniness, and once again re -embrace all
- 2:01:29the things that made America and the Republican
- 2:01:31Party the bearer of the conservative movement
- 2:01:33in this country. Senator Cruz. Washington deals
- 2:01:43are bankrupting this country. There are several
- 2:01:45dealmakers on this stage, but there's only one
- 2:01:47person who has consistently stood up to both
- 2:01:50parties fighting for the American people against
- 2:01:52the Washington deals. If I'm elected president
- 2:01:54on the first day in office, I will rescind every
- 2:01:57single illegal and unconstitutional executive
- 2:02:00action. I will instruct the Department of Justice
- 2:02:02to open an investigation into Planned Parenthood
- 2:02:05and prosecute any criminal violations. I will
- 2:02:08instruct every federal agency that the persecution
- 2:02:11of religious liberty ends today. I will rip to
- 2:02:14shreds the catastrophic Iranian nuclear deal,
- 2:02:18and I will begin the process of moving the American
- 2:02:20embassy in Israel to Jerusalem. We will repeal
- 2:02:23Obamacare, abolish the IRS, secure the border,
- 2:02:26and bring back jobs. Mr. Trump. Thank you. Nobody
- 2:02:37knows politicians better than I do. They're all
- 2:02:41talk. They're no action. Nothing gets done. I've
- 2:02:44watched it for years. Take a look at what's happening
- 2:02:47to our country. All of the things that I've been
- 2:02:50talking about, whether it's trade, whether it's
- 2:02:52building up our depleted military, whether it's
- 2:02:55taking care of our vets, whether it's getting
- 2:02:57rid of Common Core, which is a disaster, or knocking
- 2:03:01out Obamacare and coming up with something so
- 2:03:03much better. I will get it done. Politicians
- 2:03:06will never, ever get it done, and we will make
- 2:03:09America great again. Thank you. Mr. Trump, thank
- 2:03:16you, and thanks to each of the candidates on
- 2:03:19behalf of everyone here at CNN and the Telemundo.
- 2:03:22We also want to thank the Republican National
- 2:03:24Committee and the University of Houston. My thanks
- 2:03:27also to Hugh Hewitt, Maria Celeste, and Dana
- 2:03:29Bash. Super Tuesday is only five days away. Right
- 2:03:34now, Anderson Cooper picks up our special coverage.
- 2:03:37Anderson.
