This episode is about prices, beef prices, why they're up, how to make sense of what Donald Trump is doing to bring them down, and where he's getting his ideas for how to fix things. Is it America's ranchers? Is it the global companies that dominate our meat supply? Is it Glenn Beck? I say it's Helena. Let's get to it. We're still working here at FERN, but no, it was mostly my personal hygiene, which took a nosedive. Let's jump right in. Before we get to any of the news, I want to talk about just the season itself. This is our third season of Forked. We've been doing this for a little while. Feel like this is going to be a great season. There's lots of stuff happening. There's the midterms coming up. There's food, as I think, like, really a central issue of the midterms.

This is the other thing. Come November, and I'm just teasing this because we haven't started releasing tickets yet, but we're going to have a live taping of Forked, as you know, in New York City, our Brooklyn debut at the Brooklyn Museum of Art. I'm very excited about it. We're forcing Helena to get on a train to come to New York City, to Brooklyn, no less, where I live, and we'll have a special guest, Tom Colicchio from Top Chef. Tickets are going to come out soon. I'm going to be talking about it on every episode.

Helena: Love it.

Theodore: You're going to hear about it from me a lot, but there it is. It is coming. All right, let's get some Forked. The thing that we like to do to begin every episode, if all of you can still remember so far back as to July, is something called the double take. Now, that's something in the food, politics, and policy world that just makes you do a double take. Sometimes it's good, sometimes it's bad. In this case, I just think it's a little strange.

Last Friday, Donald Trump released a new executive order. It was called the Promoting Fair Competition in Livestock Markets and Expanding Market Access for American Meat Producers Executive Order. There you go. Now, its main components, we can get to in more detail in a bit, but its main components are that it vows to crack down on unfair market practices by the nation's meatpackers and processors. There are four, the Big Four, which control 85% of the market, and it would also potentially make it easier for ranchers, the guys raising the cattle who are forced to sell their animals for slaughter to the Big Four, who have inordinate, some would say monopsonistic control of the price to slaughter, process, and sell their own meat.

There's a lot to talk about this, but let's just start with the throwing of the bones to the ranchers, where they could process their own meat. Now, you, Helena, last Friday, your newsletter, which I think is great, Food Fix, everyone should check it out, had a headline for the newsletter which was calling the food labeling and food processing aspect of this executive order an age-old fight. But that's not true, according to one former star of the Fox universe who is still out there plugging away: Glenn Beck.

I came across this article from Beck, and here's a headline from it: "Did Glenn just give Trump the blueprint to save American beef?" Which is interesting until you realize it's from Glenn Beck's website. This was August 26, maybe a week and a half before the new executive order, and the same day that Donald Trump was on the Glenn Beck program. Helena, I don't know if you have any opinions about Glenn Beck, but tell me about this age-old fight that we're talking about.

Helena: Yes, first of all, I think beef has been on a total roller coaster. Ranchers have been on a roller coaster. I normally, in Food Fix, focus a little bit more on the consumer side, so like meat at the grocery store, food prices, what's served in school meals, dietary guidelines, those kinds of things. I try to stay a little bit more away from what I call the production side, just because there's so much else going on, right?

Theodore: Yes.

Helena: It's different. We're talking about feed prices and drought and the processing consolidation, which is a huge, huge issue for ranchers. But this has been so dramatic, all of the chatter over beef, that last week I was fully in rancher land. They were so, so, so angry at Donald Trump. This actually goes back. We've been on this roller coaster two and a half weeks now, because you have to go back another week before these executive orders from Trump last week.

Theodore: They've been on a roller coaster a lot longer than that.

[Helena: No, no, a lot longer than that.

Theodore: This dates to last year, even, since Trump has been playing around with tariff-free beef.

Helena: With the cattle market.

Theodore: Yes, exactly.

Helena: Yes. These last couple of weeks have been particularly crazy. What really, really sparked so much fury from ranchers is that Trump announced that he'd struck a special deal to bring in 300,000 metric tons of imported beef, tariff-free, into the US to try to lower the price of ground beef. This made ranchers so, so angry. I've been covering Trump in agriculture for, I don't know, what. When did he come on the scene? 2015? Like more than a decade. I have never, ever, ever, ever seen-

Theodore: They're mad.

Helena: -a segment of agriculture this outwardly mad at him. Also, some people are saying they're done. "I've voted for this guy three times. He's been my guy. I'm done. This is just such a slap in the face." They were so angry because they were like, "Ranchers are finally making, in some cases, they're finally making a profit where they weren't. It's been really, really difficult." They're like, "Now you're going to tank the price of our animals?" It's market manipulation. A lot of these guys are small-c conservatives. This gets at this bigger problem that Trump has right now, which is populist versus corporation. It felt like, I think, for a lot of these ranchers, what I was hearing is they were like, "He's picking the big companies. He's picking the big packers. Their prices are being pushed down by the Big Four because they control so much of the market. They can dictate to them what they pay. Then, on the other end, because the Big Four control so much of beef, they can dictate, to some degree, to the grocery store chains and the restaurants, which are also highly consolidated, by the way.

There's four chains that control a good part of the supermarket industry. It makes sense that they see an opening because you've got consumers going, “Wait a minute, I should know where the beef is from, right?” That makes logical sense. Then you have ranchers furious and saying, “Buy American beef, but you might not be able to tell where your beef is from, especially if it's ground beef or a processed food of some kind or a fast food joint, whatever.” It's really brought all this to a head, but yes, the executive order doesn't actually mandate-

Theodore: Doesn't do much, yes.

Helena: -Country of Origin Labeling. That is Forks and Knives. That is the main meal, whatever we think is going on in the country. That is the most important thing that is happening right now. I want to stick with beef prices. This is my pet theory. I'm going to try to connect this fight over beef prices to food prices a little more generally. You can hear my theory, and you can tell me if you think there's anything here. I will connect this fight that we're hearing right now to the election in New York City of Zohran Mamdani.

In my estimation, if you look back at the timeline, Mamdani is elected last year, and then coming out of that, Donald Trump starts to hear a lot of questions, and politicians all around the country are getting questions about affordability. That fact was already there, but that word becomes a political hot-button topic around that time. What he does, Donald Trump is, and this is the way he handles a lot of issues, is he says, “First of all, it's a non-issue. Second of all, I've already fixed the non-issue, and here I'm going to fix it now again.”

In October of last year, if I get this correct, that's the first time that Trump uses the ability to lower tariffs on imported beef to try to control prices. He brings in a certain amount of beef from Argentina. The ranchers flip out. I remember reading this article. We talked about this on the podcast at the time. One rancher was quoted in the Times calling the lowering of tariffs, “A kick in the nuts.” The ranchers, they give good quotes. I like these guys.

Trump then proceeds to blame the ranchers for the price of beef. They flip out again, say it's not their fault. It's the bad Big Four. Then all of a sudden the DOJ says they're going to start investigating JBS, the largest of the Big Four. Meanwhile, the price of beef keeps going up. Trump is meeting with Joesley Batista, and so on and so forth. We see this repeated cycle. Prices up, ranchers mad, Americans mad. Trump breaks his own tariff policies; ranchers mad again. Trump says he's going to get the big bad four and on and on. It doesn't really happen. What do you think? How do you like my blaming this all on Mamdani theory?

Helena: [chuckles] Well, I don't know how much Mamdani is to blame, but it's interesting to bring him up because he has such a different response to it. I think part of it is that he's a local leader, and he can't do anything about USDA inspection, but I have been meaning to get more plugged into the whole grocery store thing he's trying to do up there.

[Theodore: The public groceries?

Helena: Yes, that's a very novel approach.

Theodore: Well, you can tune in to FERN in a little while. The idea here is it's in, I believe, publicly owned real estate. They're going to bring in a grocery store there and offer a discounted basket of foods. One of the things that I think is interesting in this particular beef crisis context is the race for the Senate in Nebraska. Ricketts, they're talking about the cost of food. The billionaire mentions that he had driven his mom to the grocery store to buy beef and was somewhat, I believe, upset at the price of beef, and people laughed at it. They just didn't believe, and maybe I don't believe, who knows, that billionaire Pete Ricketts is driving his mother to the grocery store to get beef. That's in many ways a byproduct of the war in Iran, but it ain't good. If a big company like McDonald's can't fight back with its market control to keep beef prices down, you, me, us going to the store, Pete Rickett's mom at the grocery store buying beef, there ain't a lot they can do.

Helena: I think one thing that's so hard about this issue in particular is just the amount of structural change that would be required to reset the system is massive. There's antitrust enforcement generally, but then even if you did that, you would then have to build more plants or get more online.
