- 0:00Speaker 1: What's up everyone, and welcome to another episode of the
- 0:03Epstein Chronicles. In this episode, we're going to pick up
- 0:06where we left off with tovin Owell and her chat
- 0:10with Congress Question. I'm going to reference the DOJ OIG
- 0:16report once more. It said that the MCC security cameras
- 0:19in the Shoe failed to record any live footage starting
- 0:22on July twenty ninth, twenty nineteen, and that this malfunction
- 0:27was not discovered by MCC staff until August eighth, twenty nineteen.
- 0:32MCC staff, however, then failed to take any action to
- 0:35fix this malfunction. Therefore, the security cameras did not record
- 0:39anything on August ninth or August tenth, the day of
- 0:42mister Epstein's death. It did, however, continue to broadcast live feed.
- 0:48It also says the report that MCC staff obtained the
- 0:51replacement hard drives necessary to repair the security camera on
- 0:55August ninth, but did not complete the repairs to restore
- 0:59recording functionality. I know that you mentioned this, but did
- 1:02you know that the security cameras were not working? Answer
- 1:05no question, And you don't know who was in charge
- 1:09of making sure that the security camera system was repaired?
- 1:12Answer no, question did you ever speak with anyone oh
- 1:16about this failure on August ninth or August tenth? Answer no,
- 1:20because I wasn't aware that it wasn't working. Question Okay,
- 1:25do you have any reason to believe mcc staff purposefully
- 1:28or intentionally did not repair the cameras prior to or
- 1:31at the time of Epstein's death. Answer I don't have
- 1:35any reason to believe, but I don't know. Question are
- 1:37you aware that the FBI conducted interviews on August twenty
- 1:41eighth and twenty nineteen of inmates that were present the
- 1:45night of Epstein's death? Answer no question. Are you aware
- 1:49of any allegations that were made by any Shoe inmates
- 1:52around that night? Answer no question. Did you ever hear
- 1:56that One inmate that was in the shoe here recounted
- 1:58a series of remarks that he heard the morning of
- 2:01mister Epstein's death. Answer no question. This inmate recalls hearing
- 2:06the officer's shout breathe, breathe, and then he allegedly heard
- 2:10an officer say, dude, you killed that dude. Have you
- 2:14ever heard anything like that? Answer no question. There's also
- 2:18a quote that he said he heard the female guard
- 2:22reply with quote. If he's dead, we're going to cover
- 2:24it up, and he is going to have an alibi
- 2:27in my officers. The inmate also said that the entire
- 2:30wing of the prison overheard these remarks, and after learning
- 2:33that mister Epstein had died, the inmates were saying miss
- 2:36Noel killed. Jeffrey answered, never heard any of that. Question
- 2:41did you ever hear any inmates make any accusation about
- 2:44mister Epstein's death? Answer? No question. What's your response? What
- 2:49do you think of these allegations? Answer of that question? Yes, answer,
- 2:54I mean, I'm not aware of anything like that being said,
- 2:57but they may say anything. Question. Thank you, answer, you're welcome. Question.
- 3:03We discussed earlier that you altered the counts and rounds
- 3:05on the reports. Were you ever criminally charged with falsifying
- 3:09those prison records? Answer? No, Foy altered accounts? What do
- 3:13you mean altered? Fire brand? Fireband? Excuse me that you
- 3:18signed off that you had completed them when in fact
- 3:21you had not completed them. Foy Okay, Noel, yeah, no question,
- 3:26saying that more accounts and rounds were done then were
- 3:29actually done? Noel, no question. Were you ever I'm sorry,
- 3:34I'm going to back up were you ever criminally charged
- 3:36with falsifying BOP records? Answer Noel, No, mister Foy, yes
- 3:41you were, you were criminally charged? Noel okay, Foy, right,
- 3:46I mean question were charges brought against you? Answer? Yes?
- 3:51Question that's what she's asking. Noel okay, yes. So how
- 3:56can you believe that tovin Oel is telling the truth
- 3:59when she can't even get the basics right? And this
- 4:02is the same thing we've seen time and time again
- 4:04with people that have come before Congress to talk about
- 4:07the Knight Epstein died. So if you want to believe
- 4:10the narrative, go for it. My goal is to provide
- 4:14you with enough information from these official sources so that
- 4:17you can come to your decision with as much information
- 4:20available to you as possible. Question charges were brought against
- 4:28you for? Answer yes? Question how many counts? Foy? We
- 4:32don't remember? Question okay, And what was the result of
- 4:35those charges being brought against you? Answer Noel, Foy dismissed.
- 4:41Noel dismissed. Question how come it was dismissed? Foy asked
- 4:46the government they're the ones who dismissed it. Noel, I
- 4:49read in the report discussion off record Noel comes back.
- 4:54So there was a a Noel prosecution agreement to dismiss it,
- 4:58and as a result of that it got to dismissed. Question. So,
- 5:01just to be clearer for the record, you were criminally
- 5:04charged with falsifying BOP records and that case those charges
- 5:09were dismissed. Correct answer, correct question, Thank you. I think
- 5:13we're wrapping up one hour's worth of questions, but I
- 5:16have just one final question for you. Is there anything
- 5:18that we have not covered or touched on today that
- 5:21you would like to provide the committee in the furtherance
- 5:23of its investigation into the crimes of Epstein and Maxwell.
- 5:27Answer no, fair bend. I think we can go off
- 5:30the record back on question, Miss Noel, just a few
- 5:34more questions for you and then we'll get you on
- 5:36your way. Answer, thank you. Question. When we left off,
- 5:40we were working through a timeline of the night of
- 5:42the ninth the morning of the tenth. It sounds, I
- 5:46think pretty clear, but just confirming for us when we
- 5:49talk about counts from twelve am to three am and
- 5:52five am counts, those did not occur. Is that right? Answer?
- 5:56Correct question? And it sounded from the IG report like
- 6:00maybe around the time of twelve am count or somewhere
- 6:03in that window, there was communication with Control about adjusting
- 6:06the numbers. You kind of mentioned this earlier seventy three
- 6:09or seventy two. What's your recollection of that mix up? Answer?
- 6:13To the best of my recollection, the count couldn't clear
- 6:16because the number was off, and I think it had
- 6:18something to do with that inmate that was not returning.
- 6:20So Control basically told me what the number is supposed
- 6:22to be? Question? Got it? Were you the one that
- 6:25talked to Control? Answer? I honestly don't remember. Could have
- 6:28been question all right, great, Noel. So there was no
- 6:33count conducted in the shoe, but upstairs on ten South
- 6:35I did count with Adams. Question I've got that as well,
- 6:40and I'll get to that in the timeline. Thank you.
- 6:43As far as rounds, maybe just between your arrival at
- 6:46four pm and your ten pm count, did any rounds
- 6:50occur in that period? Answer? A few of them as
- 6:53far as I can remember. I don't know. Question any
- 6:56recollection of around what time or around how many of
- 6:59You're just not sure? Answer? Not sure? Question okay? And
- 7:04then after ten or ten thirty whenever that counting occurred
- 7:08through let's say, delivering breakfast. Were the rounds that occurred? Then?
- 7:12Answer no question. There was a sign, a physical sign
- 7:16described in the IG report. It sounds like it was
- 7:18posted to the shoe officer one of these shoe officer computers,
- 7:22and the sign said, I'll just read it. It's one
- 7:25sentence mandatory rounds must be conducted every thirty minutes on
- 7:29Epstein as per God. And it sounded like at least
- 7:33a day and an evening watch officer agreed that the
- 7:35sign was on the computer on that day and night.
- 7:38Do you have any recollection of ever seeing that? Answer
- 7:41I don't recall the sign. Question even if it wasn't
- 7:45that night ever seeing that sign? Answer sign, no question.
- 7:50It would be tough to answer. But do you have
- 7:52any sense on what the as per God could be
- 7:55referenced to? Answer no question. You talked earlier about the
- 8:00MCC way, could I just ask your opinion? It sounds
- 8:03like a lot of the issues we described today were widespread,
- 8:06lack of training, understaffed over time. What's your perspective? Do
- 8:11you think that the MCC was well run from a
- 8:14management point of view? Answer no question. What's your perspective
- 8:19on the extent to which it was either facing challenges
- 8:21or was poorly run or needed to be fixed in
- 8:24certain ways. Answer. I later learned a lot of things
- 8:28that wasn't working, like, for example, the camera system that
- 8:31would have been like an upper management thing. But as
- 8:34far as the shortages, it kind of makes it hard
- 8:36because sometimes management have less to work with, and when
- 8:39you have less to work with, you're doing things that's
- 8:42not supposed to be done because sometimes you have one
- 8:44staff member work in two units. You can't be in
- 8:47two places at one time, but there's just no manpower.
- 8:51And as far as what I learned also is this
- 8:54has been an ongoing issue and the union has asked
- 8:56for help or asked for more staff, but they don't
- 8:59get it. So I don't know that it was poorly
- 9:01I ran because they just didn't have the people that
- 9:05to do the job. Question Thank you. I think you
- 9:08said in your statement with the IG, and I think
- 9:11a moment ago that you went up to ten South
- 9:13to help the guard do his or her account. Question
- 9:16counts maybe both three and five? Is that correct? Answer?
- 9:20Correct question? Was that ordinary in your experience? Answer? Yes? Question?
- 9:26And why would that be? Answer? Because shortages? Again, there's
- 9:29one officer up there. So usually because there is two
- 9:32in the shoe, somebody will cross count with the ten
- 9:35South officer. Question would it have been normal for there
- 9:39to be one officer up in ten South or was
- 9:42that an understaffing problem as well? Was that supposed to
- 9:45be two officers in ten South? Answer? I know it's
- 9:48supposed to be too intense South question, but it was
- 9:52one that night. Answer it was one all the time?
- 9:55Question got it? Did that officer in ten South come
- 9:58ask you for help doing his or her I don't
- 10:00know counts? Answer? No question? How did you end up
- 10:04doing it that you were helping the officer do the counts? Question?
- 10:07Because that's just I know that somebody from nine South
- 10:10goes up to ten South to count. Question presumably ordinarily
- 10:15somebody in the shoe is also that midnight count and
- 10:18these other officers around the same time? Answer correct question?
- 10:23What ended up being the difference as to why one
- 10:26was happening and why the other was not? Answer so clearly,
- 10:29I wanted to count because I went to ten South,
- 10:31but Thomas was sleeping, so I didn't count nine South,
- 10:35but I went to ten South to count his unit
- 10:37because he wanted to count. He was, so I counted
- 10:40up there and I came back down to my unit. Question,
- 10:43got it? He was awake as far as you could tell.
- 10:45Answer exactly. Question a lieutenant visited the shoe around four
- 10:51am to perform around or what do you call it
- 10:54when a lieutenant? Is that account or around? Answer? To
- 10:58be honest, I don't know. I just know she comes
- 11:00around and supposed to do a walk through, But I
- 11:03don't know as far as for the lieutenant what they
- 11:06classify it as. Question do you recall was that around
- 11:10four am? Answer? Around that time? Question? And is it
- 11:14right that the lieutenant went up and did a count
- 11:16or around in ten south but not actually in the shoe?
- 11:19Is that correct? Answer? To be honest, I know she
- 11:22didn't do it in the shoe, but I can't recall
- 11:24if she did ten self. All right, folks, we're gonna
- 11:27wrap up right here, and in the next episode, we're
- 11:29gonna pick up where we left off. All the information
- 11:32that goes with this episode can be found in the
- 11:35description box.
