A single women's athletic shoe, size eight and standing upright on a concrete piling fourteen inches above the waterline, appeared twelve feet from the bank of the Carrow River forty miles from where Debra Cook was last seen-how did a tied right shoe end up there, and who placed it with that level of intention?
