- 1:45Speaker 2: let step. It's a story you need to hear to leave.
- 1:51Speaker 2: Then grab your popcorn because there is more. The Secretary
- 1:55Speaker 2: of the Treasury Secretary for Indiana, his name is Daniel Elliott,
- 2:00Speaker 2: joins me right now on the show.
- 2:03Speaker 1: He's there.
- 2:03Speaker 2: I appreciate you being here, sir, because you put out
- 2:07Speaker 2: a post there on social media and what you stated
- 2:15Speaker 2: was we need changes right now to the nine to
- 2:22Speaker 2: one one system and I was curious as to why
- 2:26Speaker 2: you would be putting this out.
- 2:28Speaker 1: What is it that your connection is to this? Your
- 2:33Speaker 1: office runs the system. I have that right, sir, you do.
- 2:39Speaker 3: I first off, thanks for let me come on and
- 2:42Speaker 3: talk about this issue. And yes, I am the chair
- 2:46Speaker 3: of the nine one one board for the state of Indiana.
- 2:48Speaker 3: We run nine to one one throughout the entire state
- 2:52Speaker 3: and we help local governments with their nine one one
- 2:55Speaker 3: centers so under.
- 2:58Speaker 2: So this is all in your purview as state treasurer.
- 3:02Speaker 2: This is all under your office. There have been a
- 3:06Speaker 2: series of swatting events in Indiana against state senators, representatives people,
- 3:13Speaker 2: allegedly because.
- 3:14Speaker 1: They're not going in favor of redistricting.
- 3:16Speaker 2: Although we don't know who it is who has done
- 3:18Speaker 2: this swatting stuff yet, and I'll get to that. That's
- 3:20Speaker 2: been the allegation in the press. When these kinds of
- 3:24Speaker 2: swatting things happen. What is the the change you want
- 3:30Speaker 2: to see in the nine to one to one system?
- 3:32Speaker 2: Is this to stop swatting? Is this to better understand
- 3:35Speaker 2: where the call is coming from?
- 3:37Speaker 1: Give me the breakdown here.
- 3:39Speaker 3: So the first thing we've got to look at, especially
- 3:42Speaker 3: when we're when we're looking at a situation where where
- 3:45Speaker 3: where suspected swatting is coming is happening. Is you know,
- 3:49Speaker 3: normally when you look at a nine one one system call,
- 3:53Speaker 3: you know, our our our first responders, they're they're going in.
- 3:57Speaker 3: There's an emergency. We got to give in there as
- 3:58Speaker 3: fast as possible. And oftentimes these what's happening with these
- 4:03Speaker 3: nine to one one or with these swatting incidences, they're
- 4:07Speaker 3: not not your typical nine one one situation. So typically
- 4:11Speaker 3: when you think of nine one one, you think of
- 4:13Speaker 3: someone calling someone. You know, they're calling nine one one.
- 4:16Speaker 3: That's kind of what we've all been trained to do
- 4:19Speaker 3: for many, many years. And uh, and that's great. But
- 4:22Speaker 3: what what's going on with a lot of these swatting
- 4:24Speaker 3: incidents is, with all of them so far, is that
- 4:27Speaker 3: they are not there's not a person on the phone
- 4:30Speaker 3: calling it is. It is usually an email. Sometimes it's
- 4:33Speaker 3: not even being sent to the proper authorities. It's being
- 4:37Speaker 3: sent to a random email in uh, you know, with
- 4:41Speaker 3: a within a within a county government. And so right
- 4:45Speaker 3: there is a red flag that wait, this isn't going
- 4:48Speaker 3: through the proper process. There's something, there's something here, you know.
- 4:52Speaker 3: The other thing is just you know, to be aware
- 4:55Speaker 3: and these are things. There are policy changes that we're
- 4:58Speaker 3: gonna have to look at, but we're also going to
- 5:00Speaker 3: have to look at technology. One of the great things
- 5:02Speaker 3: about Indiana, and I say this with the frankly with
- 5:05Speaker 3: you know, about as much pride as I would about
- 5:07Speaker 3: one of my kids doing something really cool, uh at forage,
- 5:11Speaker 3: is that Indiana is literally the best nine to one
- 5:15Speaker 3: one system in the state of Indiana. We have some
- 5:18Speaker 3: of the best technology excuse me, in the state of
- 5:21Speaker 3: Indiana in the country. We have the best technology. We
- 5:23Speaker 3: were the first ones in Huntington, Indiana to have nine
- 5:26Speaker 3: to one one. I mean, we really are at the
- 5:28Speaker 3: cutting edge. So as with those tool available to us,
- 5:31Speaker 3: and because we do have those tools, I want us
- 5:33Speaker 3: to start looking at how do we how do we
- 5:36Speaker 3: flag something that's a possible swatting into that because that
- 5:39Speaker 3: gives law enforcement a completely different idea of what kind
- 5:44Speaker 3: of energy they're going to come through. They don't need
- 5:46Speaker 3: to be breaking down a door. I mean, this is
- 5:48Speaker 3: ridiculous when you think and this you know, to switch
- 5:51Speaker 3: gears for a second, when you think that we're going
- 5:54Speaker 3: at individuals here, it's for political discourse, which is which
- 5:58Speaker 3: is the worst, worst reason, because this is a country
- 6:01Speaker 3: where where we need to be able to say what
- 6:03Speaker 3: we think. How can we expect people to be able
- 6:05Speaker 3: to say what they think if we're if they're worried
- 6:07Speaker 3: about what's going to happen to their wives and children.
- 6:10Speaker 3: But the other side of that is, you know, take
- 6:13Speaker 3: take political figures out of this picture. What happens if
- 6:16Speaker 3: people start to use this as a copycat system of
- 6:19Speaker 3: Oh I don't like this person, you know, I don't
- 6:22Speaker 3: you know this girl broke up with me, So I'm
- 6:23Speaker 3: going to do something I'm going to do. I'm going
- 6:25Speaker 3: to swatter you know these things. We've got to look
- 6:28Speaker 3: at this and say people are going to start using
- 6:31Speaker 3: this in other forms and we and so what we've
- 6:33Speaker 3: got to do is come up with use our technology
- 6:36Speaker 3: and policies to make sure we're not we're not causing
- 6:39Speaker 3: more harm.
- 6:40Speaker 2: Talking to the State Treasurer Daniel Elliott, his office runs
- 6:45Speaker 2: the nine to one one system. Have there been and
- 6:50Speaker 2: to be clear, swatting is disgusting, despicable evil. I want
- 6:53Speaker 2: people in jail. And I have a serious issue with
- 6:58Speaker 2: how already we don't know the identities of some of
- 7:01Speaker 2: these people who have made these calls or sent these emails.
- 7:03Speaker 1: We have the ability to trace so many things.
- 7:07Speaker 2: Is that also in the purview of your office or
- 7:09Speaker 2: is that local municipalities and local police departments that have
- 7:13Speaker 2: to do that.
- 7:14Speaker 3: So here's the So here's where we work well with
- 7:17Speaker 3: our you know, my office, we're really we're really experts
- 7:20Speaker 3: at the technology at nine to one one. But what
- 7:23Speaker 3: we are not is we are not investigators. And so
- 7:26Speaker 3: this is now in the hands of the state police,
- 7:29Speaker 3: who they are the best of the best, and if
- 7:31Speaker 3: they're if they will, I can promise you they will
- 7:34Speaker 3: be working to make sure that this that they can
- 7:38Speaker 3: make as you can't keep sir, well, they will know.
- 7:42Speaker 3: What I mean by that is they will be working
- 7:44Speaker 3: their hardest. I don't want to tell you we're going
- 7:46Speaker 3: to know exactly because here's the here's the beauty of
- 7:49Speaker 3: technology and the problem with technology. And I've spent twenty
- 7:52Speaker 3: five years in the technology industry, so I'm very familiar
- 7:55Speaker 3: with this. There are ways to hide your hide your tracks,
- 7:57Speaker 3: but those are the things that can also flag us.
- 8:00Speaker 3: Just tell us there's something wrong here, you know, this
- 8:03Speaker 3: is there's something that's not off. That's off, and so
- 8:07Speaker 3: we but but the other thing about it is what
- 8:10Speaker 3: I've found is some people are just stupid. You know.
- 8:13Speaker 3: This this incident is a perfect example of it. And
- 8:15Speaker 3: so if they've made a mistake, you know, we'll find them.
- 8:19Speaker 2: That, by the way, is an evergreen statement, sir, talking
- 8:21Speaker 2: to the State Treasurer Daniel Elliott's before I let you
- 8:24Speaker 2: go thirty seconds or less, have any local municipalities reached
- 8:29Speaker 2: out to you about specific changes they would like to
- 8:32Speaker 2: see made?
- 8:34Speaker 3: So this is so fresh. I've spoken to a couple
- 8:37Speaker 3: of local folks. But we are we right now, we
- 8:40Speaker 3: are we are focused first on on the incident, and
- 8:44Speaker 3: we're now looking you know, from there, we're going to
- 8:47Speaker 3: start looking at what can we do to make this,
- 8:49Speaker 3: make our system stronger and better and help catch help
- 8:52Speaker 3: keep this from happening.
- 8:54Speaker 2: Daniel Elliott, State treasure State of Indiana. Listen, I appreciate
- 8:58Speaker 2: you coming on. You just put this statement out. You
- 9:00Speaker 2: came on immediately when I sent you a text, and
- 9:02Speaker 2: I do appreciate it.
- 9:04Speaker 1: Sir, Thank you so much for being with us.
