- 2:11Hello everybody, welcome to the Underground Studio.
- 2:15I'm down here giving veterans a voice.
- 2:16I'm trucker mouth and you're on the roadshow.
- 2:20Welcome everybody today. Well, on a roadshow here, we
- 2:26talk about issues in the transportation industry and how
- 2:30it affects America. I used to say just the American
- 2:33trucking industry, but I broaden my horizons to the whole
- 2:36transfer. The realm of transportation
- 2:39today where the topic is cargo theft, which is one of the
- 2:44biggest topics in the news right now.
- 2:46It's got so bad. It was a gang, a gang of thugs
- 2:51or masterminds. It's that advanced.
- 2:54It ain't just people cutting locks anymore and grabbing
- 2:57freight, you know, doing smash and grab.
- 3:00And, you know, the more I looked into this, the more that it's
- 3:05bigger than I thought. It's worse than I thought.
- 3:10So let's get on the road. Swear targets or trucks or
- 3:13trains, creamers are still in cargo disrupting the US supply
- 3:16chain. And everywhere imaginable,
- 3:19they're disrupting the supply chain.
- 3:22And when you disrupt the supply chain, you know what happens?
- 3:27You slow down production and it affects the economy and you know
- 3:31what happened then it comes down to us, to consumer and you know,
- 3:35it's got that bad. It's got that out of hand.
- 3:37And and then that band did wow. And it's a lot worse than I
- 3:41thought. Homeland Security estimates 35
- 3:45billion is lost in Carter with death each year.
- 3:47That's what, AB 35 billion And man, that's just unheard of,
- 3:53man. We can't have it.
- 3:56We can't have it. When I was driving truck, Well,
- 4:04I'm back in the, I think the late 60s and 70s, you had a lot
- 4:09of people physically hijacking trucks and or stealing them.
- 4:18Yeah, hijacking them or stealing them.
- 4:20And that's about as sophisticated as it was.
- 4:24And, and now it, it's just, it's just, I mean, you have, you
- 4:28know, everybody, you got people from different countries tapping
- 4:31in to the logistical supply chain here in the US You know,
- 4:36the whole world's intent on destroying us.
- 4:40And, and we have to, we have to really do something about this.
- 4:46A wide range of crimes include hijacked trucks, rail cars,
- 4:49identity theft, double brokering, which is a big one.
- 4:52That's a double cybersecurity voluntarily and reroute schemes.
- 4:57So all them are different ways to steal freight and it's just
- 5:04out of hand. It just it can't be having this
- 5:06increased threat of strategic cargo threat is threatening our
- 5:09supply chains. They're hurting American
- 5:11business and consumers, which is us.
- 5:14So they know a lot who's doing it, but they think organized
- 5:21crimes doing it, they're organized.
- 5:24Organized crime units are operating from not only within
- 5:26the US but also internationally from Armenia, which I ain't even
- 5:31sure what the hell more Armenia, Colombia and Mexico.
- 5:34I know it's South America and targeting high value goods to
- 5:37steal and finance their legal activities such as drug
- 5:39smuggling. So they're selling, they're
- 5:43hijacking these trucks, they're getting the freak selling it and
- 5:47they're using that to finance their criminal empires.
- 5:53Oh boy, small business trucker needs protection from increased
- 5:59inches of fraud freight. They target the small, the small
- 6:02business trucker or the owning owner operator because they
- 6:05don't have a lot of times they don't have the resources that
- 6:08your big, your big carriers have.
- 6:12They don't have the resources and the sophistication and, and
- 6:15and all that. So they're targeting that
- 6:19throwers on the rise in the truck and this criminals have
- 6:21discovered many vulnerabilities within our industry.
- 6:23Yeah, they just, it's vulnerabilities.
- 6:28They they, they just, they just have ways of man.
- 6:34If I was a small business trucker or our opera, I'd really
- 6:38go and look out. Small Business Trucker lacks the
- 6:42resources to prevent scams originating overseas or
- 6:45authority to issue brokers comply with existing
- 6:49transparency regulations. Like I said, the small business
- 6:52trucker, the only operator doesn't have a lot of time.
- 6:55The sophistication and the software and all that that,
- 6:58that, that the big, the big, the big carriers have and then
- 7:02they're and they're being targeted more.
- 7:07They have they're implementing a lot of things, a lot of things
- 7:11here that to ensure brokers comply with existing
- 7:17transparency regulations. There are systems regulations in
- 7:20place that can help reverse the growing trend of fraud.
- 7:23But the federal government is strong to provide struggling to
- 7:26provide the support shippers, murder carriers and brokers
- 7:29need. Yeah, it's got to go on, you
- 7:33know, a federal level here. Well, it is.
- 7:38It's got to be because your commercial driver licenses is
- 7:41fairly is federally it it's across the board.
- 7:46It's a federal license. I mean, it's within your state,
- 7:49but it's they're all linked together.
- 7:51All these states. You can't go to another state
- 7:53and get it on the CDL like you could, you know, 30 years ago or
- 7:5620 years ago. And you know, with all these see
- 8:02back in the day, they didn't have all these satellite and
- 8:07beacons on the trailers and the tractors and track them
- 8:09everywhere. You didn't hear, you know, it
- 8:13takes it took them a while to crack this thing, crack the
- 8:15codes on these because you know, these, these, these carriers,
- 8:20they can tell where they can track.
- 8:26They can tell where their where their tractor trailer is within,
- 8:29within 100 feet or something like that.
- 8:31And I'm really surprised that they can that they can.
- 8:40I'm really surprised they got the sophistication too, to get
- 8:43around that. And there's there's people or
- 8:47small business truckers are going out of business.
- 8:50You know what 1 episode where, where they, where they deliver a
- 8:53load, you know, to the wrong person or, or they, they somehow
- 8:58they got schemed to do it like that double brokered.
- 9:00See, when you're double brokered is you got a fraudulent trucking
- 9:04company, exceptional loads from a broker.
- 9:07Now a broker is a broker who sells he don't really sell it.
- 9:14He he issues to load to the trucking company and gives you
- 9:18all the information in your pickup numbers, your times,
- 9:21your, your delivery appointment numbers, all that.
- 9:26And what happened was these fraudulent trucking companies
- 9:29this this is really big time. What they do then is this
- 9:34fraudulent trucking company will broker it out their sells.
- 9:37That's why it's called double brokering.
- 9:38And the broker told guys say we got to load, pick it up in
- 9:41Philadelphia, PA here and say it's going to Oklahoma City.
- 9:45And what they'll do is they'll throw it out there on the load
- 9:47board with big numbers, you know, paying $500 more than it,
- 9:52it normally would and all this and that.
- 9:55And when that trucker delivers that load, OK, the, the, the
- 10:03broker, I have a lot of information on this man.
- 10:07The broker pays the person he originally assigned the load to,
- 10:12gave the load to, he pays them and that fraudulent broker
- 10:17company, trucker company doesn't pay that, that driver nothing.
- 10:21So all his fuel, all his time going out there.
- 10:26What's OK city from here Pay our miles, 1000 miles, but about 100
- 10:34miles probably he'll get nothing and all his for all his fuel and
- 10:37everything, nothing. And then his insurance company,
- 10:42I don't know, they, they, it's just terrible.
- 10:48And just one hit like that, you know, just say, say they, they,
- 10:51they, they sucker them into, they're going somewhere to a
- 10:53fraudulent warehouse. They ain't delivered this load.
- 10:58Well, you know, the next thing, the other insurance company, you
- 11:02know, the people come back on their insurance company, their
- 11:04insurance company pays whatever they can.
- 11:06And they, and they, that Trump company's out of business.
- 11:10You're talking, you know, a hundred $200,000 load.
- 11:15And that's just terrible, man. We're really going to watch it
- 11:20out there. If I was, if I was a small
- 11:21business trucker or, or operator or to anybody anyway.
- 11:26Small trucking businesses are both the most vulnerable to
- 11:29fraud and the least likely to be able to recover from an
- 11:32incident. Most commonly, motor carriers
- 11:34are held responsible for loss of cargo to defraud with costs
- 11:37ranging from 10s of thousands to hundreds of thousands of dollars
- 11:39per incident. And now all comes back on the
- 11:43carrier. Truckers are targeted by
- 11:45scammers posing legitimate brokers.
- 11:52Many small truck companies fall victim to double brokering.
- 11:55This is when criminals poses. Motor carriers will be talked
- 11:57about to acquire loads from brokers, then poses brokers
- 12:02looking for truckers to complete the haul.
- 12:04When the freight is delivered to the legitimate broker issues a
- 12:07payment to the fraudulent actor and a trucker who actually
- 12:09hauled the cargo is left high and dry with nothing and he eats
- 12:13everything. I don't know how many small
- 12:15business truckers can afford that.
- 12:18Nobody, even small fleets can't. Even small fleets can't.
- 12:22They can't absorb bad. And then also what they do is
- 12:29other than double broker and they got they, they, they
- 12:31skilled, they steal identities from, they steal identities from
- 12:34motor carriers. And, and they and they and they,
- 12:37and they reroute them. They, they get, they reroute
- 12:40trucks. I'm telling you something, man,
- 12:46it it's really bad. It's already a tough industry
- 12:50and now you got this. So it's.
- 13:01OK, you got an incident right here where American Dream turned
- 13:03in a nightmare when some unscrupulous criminal stole our
- 13:06identity. They stole the identity of of
- 13:08Tangier Logistics and and Double Diamond Transport by capitalize
- 13:12on our good name. They tarnished our reputation.
- 13:14We spent over a decade to earn criminals posed a Tangler
- 13:18logistics through a fake e-mail account and brokered loads to
- 13:25unsuspecting motor carriers who delivered the cargo while the
- 13:27scammers pocketed the money. And one example, the criminals
- 13:30pocketed a load of energy drinks worth more than $100,000.
- 13:35That's his energy drinks load. Energy drinks.
- 13:38What's what's a can of Red Bull go for?
- 13:40I mean, I don't drink the stuff, but what's can of Red Bull go
- 13:43for 3-4 dollars and you got 26 pallets in a truck, 60,000 cans
- 13:51of Red Bull. Do the math.
- 13:54Maybe truck or mouth hijack a truck somehow, but he needs the
- 13:59money all right. So the Federal Motor Care State
- 14:05Administration, the FM S FM CS A issued a report about illegal
- 14:13broker activity in in the trucking industry.
- 14:15In the report Black, the FM SCSA and it lacked data to determine
- 14:21fraud negatively affected safety and that it didn't have
- 14:25statutory authority to assess civil penalties on violations.
- 14:29So your Federal motor car safety administration kind of has their
- 14:34hands tied looks like on this and but they're, but they're,
- 14:39they're they're coming up with stuff.
- 14:40They're coming up with stuff here, man.
- 14:42Urge your OK household goods consumer protection OK, all
- 14:46these different apps and committees and subcommittees
- 14:49were formed. It's mind boggling.
- 14:53And a lot of these things, you know, for, for transportation
- 14:59industry each year, household goods shipping, Shipping
- 15:06Consumer Protection Act, the Household Goods Shipping
- 15:09Consumer Protection Act, all these acts 2 we're introducing
- 15:13to the the bill to restore Federal Motor Cash
- 15:16Administration's authority to issue several penalties against
- 15:19bad hackers. The legislation also require
- 15:23brokers, freight floors and carriers to provide a valid
- 15:25business address to the FMCSA before requiring operating
- 15:28authority. Yeah, the industry so tight,
- 15:33industry so tight. Begin with.
- 15:35I don't see how how they're getting around this.
- 15:38Well, it's time for a commercial break and then we come back.
- 15:45It's going to be more on, more on the, the, the, the, the, the
- 15:57theft of freight. All right, when we come back.
- 18:00are true for our heroes. Military broadcast radio the
- 18:05station that's giving veterans a voice find us on the.
- 18:08Web@nbradio.com. Opinions expressed in this
- 18:13program are those of the speakers and do not necessarily
- 18:18reflect the views or positions of any entities they represent.
- 18:24Hello, everybody. Welcome back to the Trump Amount
- 18:27Show. We're discussing the epidemic of
- 18:30cargo theft here in America and abroad.
- 18:35It's happening all over the world.
- 18:39Other ways, I think continue of the combat this, this, this
- 18:43cargo theft include closing broker bond RuPaul's improving
- 18:47and renaming the national consumer complaint database and
- 18:49established a new registration system.
- 18:51So they're on this. I mean, they have to be, it's,
- 18:54it's that bad where they're, they're, they're making making
- 18:58up things to, to to combat it. And, and, and it's, and it's,
- 19:04it's like I said, it's just worse than I ever, I ever
- 19:06thought, man. You know, your three big states
- 19:08are California #1 for cargo theft, which represents about
- 19:16half of it. Texas is the big two and
- 19:20Illinois is the big three. Where these stuff's happening at
- 19:23the big one. Philadelphia's probably it's
- 19:25been happening down there. I'm, I'm not far from Aaron.
- 19:28It's been in the news. So the February 2024 Kentucky
- 19:33police include an 18 month investigation that resulted in
- 19:39several arrests from a cargo theft ring alleged response for
- 19:42$10 million of stolen freight. And that's in Kentucky.
- 19:46I mean, you know, and a whole lot happens in Kentucky.
- 19:50According to the data from Cargo Net, the estimated average value
- 19:55per theft increase in 2024, rising from $187,895 in 2023 to
- 20:02$202,364.00, with an estimated loss of nearly forty, $455
- 20:08million. So these, these, these loads are
- 20:11getting more expensive because everybody's getting more
- 20:14expensive and, and it it's, you know, 100 and $78195 to $202,000
- 20:19per per load that they're stealing, except they're,
- 20:23they're targeting things. When I drove Chuck off, I didn't
- 20:27really hold a lot of high. They're not a cardboard and
- 20:31spring order and I don't know, hauling some pharmaceuticals
- 20:36around there for a while. They were high dollar loads, but
- 20:41wow, that's how much that's how much one loaded someone would
- 20:44have to absorb if they they got their trailers going and always
- 20:47put, you know, a kingpin lock on your trailer at least that and
- 20:51and kingpin lock goes around the kingpin where you where you hook
- 20:54into the to the trailer at and in the back put, you know, put
- 21:00some kind of good lock that is real hard to to get through like
- 21:04them shipping container locks. I've seen a lot of that Boy,
- 21:07they were they were hard to get off even with a key.
- 21:11These are thieves are seeking more bang for the buck by
- 21:15targeting riskier high value loads.
- 21:18And it's not just whole loads drafter.
- 21:20These in 2024 saw criminals take their tactics to a new level.
- 21:26This February overhaul, which is a, an outfit that looks into
- 21:30this cargo thump thing reported on developing modus operator for
- 21:35the the pilferage of cost dense consumer electronics while in
- 21:38transit. So these trucks are only at
- 21:41brief stops such as traffic signals.
- 21:45And if maybe they stopped at a, a place to go to the bathroom at
- 21:49a somewhere. And, and then they, they,
- 21:53they're following these loads. OK, They they're following these
- 21:56loads out out of the the warehouse where you pick them up
- 21:59or distribution center and they're following these loads
- 22:03and it's just crazy. Now everyone needs to do
- 22:10something about this. If you see something going on
- 22:12like that, if you see a truck and a red light and people in
- 22:16the back throwing boxes out, obviously that's not supposed to
- 22:18be happening. Like I said, everybody needs to
- 22:21do their part in this because it's affected supply chain the
- 22:23whole way down to the consumer, the economy.
- 22:27That's how bad I said. I never thought it was just bad
- 22:30until I started looking into this.
- 22:41OK, man. Yeah, yeah.
- 22:42So I mean legislative help. The continued rise in corporate
- 22:47has has gained attention from both state and fair lawmakers,
- 22:50though of course it has it better.
- 22:53Most recent Arkansas acted to curb what legislators said is a
- 22:57pervasive problem in the state by increasing the penalties for
- 22:59the convicted of cargo theft. Yeah, they did.
- 23:02They did crack down and give them harsh penalties.
- 23:04The new legislation, which assigned the law by Governor
- 23:08Sarah Huckabee Sanders in March, adds up to 10 years to descend.
- 23:11The venue was cut out of the crime, so whatever the sentence
- 23:18was, they added ten years to it. In Arkansas, that's Sarah
- 23:22Huckabee as she's been in the news.
- 23:25November 2023, N Carolina took a similar course of action to
- 23:29address cargo theft by increasing penalties for those
- 23:32convicted based on the value of the property stolen.
- 23:34So the higher value of the load that's stolen or the property
- 23:37stolen, you're going to jail. Longer attempts have been made
- 23:41to receive legislative help from the federal level as well.
- 23:44This past June, Representative David Valede Valedeo, Republican
- 23:49Republican California, introduced the Safeguarding Our
- 23:53Supply Chain Act. Like I said, all these different
- 23:55acts and legislation and all these committees, it's mind
- 24:00boggling, which so often improve communications between federal
- 24:03agencies and state and liberal law enforcement, particularly
- 24:06regions experiencing high volumes and organized crime.
- 24:09Well, yeah, they got to coordinate.
- 24:13They got to coordinate on this man.
- 24:15It was actually, this was in the news.
- 24:18I just was watching this Fox and it was on Fox about the cargo
- 24:23theft. Oh, boy, I tell you, this is
- 24:30bad. OK, so another bill would help
- 24:39the Federal Motor Carrier state administrator fight back against
- 24:41fraud. Has been introduced to the House
- 24:43and Senate. Delaware, Delaware, Illinois
- 24:45homes, Norton DDC. What the hell is that Democrat
- 24:51something And Republican Mike Enzo as as implicated the
- 24:57Household Goods Shipping Consumer Protection Act.
- 25:00In the House. We're implementing this
- 25:02Household Goods Shipping Protection Act.
- 25:05See here we go. Where are we at here?
- 25:14Yeah, the Household Goods Shipping Consumer Protection
- 25:16Act. So the act this and that, do
- 25:20something about it, took them out.
- 25:22Don't like it Don't have her down and call right there.
- 25:31Hello. OK, man, so.
- 25:40OK, Tammy Duck induced efforts in the Senate.
- 25:43The bill would restore and codify FMSC as authority to
- 25:47issue a civil penalty. Yeah, yeah, yeah.
- 25:48You said that. Provide valid business address
- 25:52before acquiring them on authority.
- 25:55Yeah, just don't give an authority to anybody.
- 25:57Look into who they are. So under siege. 2024 broad
- 26:04report shows increase in all type of fraud.
- 26:06Yeah, we know that. Oh, here we go with Jess.
- 26:09And it's stated fraud of the Industry 24 report, the
- 26:12Transportation Intermediary Association.
- 26:15Transportation Intermediary Association has shown an
- 26:17increase in all types of fraud, which is forcing broker comers
- 26:20to spend more time, money and resource to combat the problem.
- 26:25Because a lot of times these brokers, they're out too,
- 26:30they're issuing these loads to people and a fraudulent company,
- 26:35it, it goes and they never see it again.
- 26:37And they're, they're, they're out.
- 26:38I mean, they got it. They got a, you know, what's
- 26:40it's on them. Then they got to pay for it.
- 26:44Transportation Intermediate Transportation Intermediaries
- 26:47Association president, CEO and Rank said in a statement.
- 26:51When people think of fraud and supply chain, they only see what
- 26:54happening to a business. They're not seeing the trickle
- 26:56down effect of consumer and economy.
- 26:59Fraud is $1,000,000 problem that needs to be addressed today.
- 27:02Yes, it needs to be addressed today because it's affecting us.
- 27:08It's, it's fact. It's that bad.
- 27:09It's that bad of a, of a, of an epidemic that, that it, that
- 27:12it's, that it's affecting the consumer.
- 27:18Five types of fraud, plague in the industry, cargo theft,
- 27:21financial theft. I don't know if a broker scams,
- 27:24EG identity theft, interim employee theft, which inside
- 27:27jobs. Oh yeah.
- 27:29Oh hell yeah. They're selling information to
- 27:32people. Well, he yeah.
- 27:36And you know, you got an inside job, you got a, a guy who's at
- 27:39the the, you know, head of shipping at a place or dock
- 27:44supervisor, you got everything he needs to to to sell you that
- 27:48load. The most common type of fraud
- 27:52reported by survey was broker scams.
- 27:55Like I told you about the double brokering followed by e-mail
- 27:57spoofing and identity theft. So that's that's the main cargo
- 28:04depth is at an exponential rate rising an exponential rate truck
- 28:08amount ain't got the the best wording here.
- 28:10According to report it increased by 600% between N22 and March 23
- 28:17truck Rd. Flake is the most vulnerable
- 28:19target of fraud. Electronic solar patterns and
- 28:21household goods are the most commonly stolen on cargo High
- 28:24dollar sheet. Yeah, there a whole lot of high
- 28:26dollar stuff I don't believe well jewelry at time for QVC,
- 28:32they're holding loads of jewelry from 11 QVC down in the bottom
- 28:37Virginia to where QVC is outside of Philadelphia.
- 28:43What was that University? University City is the name of
- 28:49that area something like that industry city or something like
- 28:54that. I don't know.
- 28:55But we we delivered their truck loads of truck loads of jewelry
- 29:01actually. And they came in these real big
- 29:02bag, like burnt out bags. And that had that had their lock
- 29:07on from from the time you left until you until the time you
- 29:10delivered. And when you delivered, you
- 29:12delivered to sit inside these walls and they they unlocked the
- 29:18lock and you back then you didn't get out of your truck.
- 29:20They brought everything to you. Then you got the hell out of
- 29:22there. So, yeah, that was that.
- 29:24But I mean, not not on a daily basis, man.
- 29:27Truck them out. Truck them out was just a
- 29:31regular runner. He wasn't no one special here,
- 29:37boy. California appears to be the
- 29:39fraud hot hotbed in the United States.
- 29:41Nearly half of all fraud identified by the Transportation
- 29:44Intermediaries Association. Intermediaries Association
- 29:48organized in the Golden State. 9% was a distant second,
- 29:54followed by Illinois 5. Like I said, it's it's, it's,
- 29:58it's, it's California, Texas and then Illinois are the big three.
- 30:03They're the big three. Well, hey, everybody, you know
- 30:07what? We're at the end of the road
- 30:08here. I got so much information.
- 30:11I'm not doing their show on this.
