Speaker 1: Code Section 2423B, and, knowingly, in an affecting interstate and
• 6:01
Speaker 1: foreign commerce recruiting, enticing, and obtaining, by any means a person,
• 6:05
Speaker 1: knowing that the person had not attained the age of
• 6:08
Speaker 1: 18 years, and would be caused to engage in a
• 6:11
Speaker 1: commercial sex act, as defined in U.S. Code 18, Section 1591C,
• 6:16
  Speaker 1: in violation of Title 18, U.S. Code Section 1591, A
• 6:22
Speaker 1: and 1 and 2. As part of its investigation, the
• 6:26
Speaker 1: FBI conducted an interview of a minor female on November 28, 2006.
• 6:30
Speaker 1: The interview was conducted in Austin, Texas. Jane Doe stated
• 6:36
Speaker 1: that she met Epstein in Phoenix through her sister, who
• 6:39
Speaker 1: worked for him in New York. Jane Doe was in
• 6:41
Speaker 1: her junior year of high school at the time. Epstein
• 6:44
Speaker 1: invited her to travel to New York. Epstein offered to
• 6:47
Speaker 1: assist Jane Doe with her college applications and tuition fees.
• 6:52
Speaker 1: Epstein purchased airfare from Phoenix to New York. Jane Doe
• 6:57
Speaker 1: flew to New York and stayed with her sister in
• 6:59
Speaker 1: the West Village. Jane Doe and her sister met Epstein
• 7:02
Speaker 1: at his residence where he offered them a bottle of champagne.
• 7:07
Speaker 1: Epstein took them to see Phantom of the Opera and
• 7:09
Speaker 1: on the way offered more champagne. At a later time,
• 7:13
Speaker 1: Epstein took them to see a movie. During the movie,
• 7:16
Speaker 1: Epstein held and caressed her hand, which made her feel uncomfortable. Later, Epstein,
• 7:22
Speaker 1: or Maxwell, purchased an airline ticket for her to fly
• 7:24
Speaker 1: to Santa Fe, New Mexico, and when she arrived in
• 7:27
Speaker 1: Santa Fe, the Zorro Ranch manager picked her up. When
• 7:30
Speaker 1: she arrived at the ranch, there were some discussions about
• 7:34
Speaker 1: where she was going to stay on the property, and
• 7:36
Speaker 1: Epstein made it clear she'd be staying with them. She
• 7:39
Speaker 1: was the only guest at that ranch, During her visit,
• 7:42
Speaker 1: Epstein and Maxwell took her to town for some shopping.
• 7:45
Speaker 1: During the evening, Epstein asked if she would provide him
• 7:48
Speaker 1: with a foot massage. Maxwell gave a demonstration. Jane Doe
• 7:53
Speaker 1: then gave Epstein a foot massage. Maxwell later asked Jane
• 7:57
Speaker 1: Doe to undress so that Maxwell could give her a massage.
• 8:01
Speaker 1: Jane Doe removed her clothing, leaving only her underwear on.
• 8:05
Speaker 1: Maxwell completed the massage by rubbing her upper body, including
• 8:09
Speaker 1: her breasts. The next morning, Epstein came into Jane Doe's
• 8:12
Speaker 1: room and got into bed with her under the covers.
• 8:15
Speaker 1: They were both dressed. Later that night, they went to
• 8:18
Speaker 1: a movie during which Epstein stroked and caressed her hand
• 8:21
Speaker 1: and put his hand on Jane Doe's thigh. Later that night,
• 8:25
Speaker 1: Epstein came into Jane Doe's room, sat on her bed,
• 8:28
Speaker 1: stroked Jane Doe's hair, and told her how beautiful she was.
• 8:34
Speaker 1: On February 13, 2007, the FBI interviewed Bryce Gordon at
• 8:38
Speaker 1: Zorro Ranch. Gordon stated that he and his wife had
• 8:42
Speaker 1: been managing the ranch for approximately four years. He stated
• 8:46
Speaker 1: that there were five or six full-time employees at the ranch,
• 8:50
Speaker 1: as well as some seasonal employees. He also stated that
• 8:53
Speaker 1: Epstein spent approximately 50 days a year at the ranch,
• 8:57
Speaker 1: staying usually for two to three week stretches, and provided
• 9:01
Speaker 1: only two days notice before arriving. Gordon stated that Epstein
• 9:05
Speaker 1: was usually accompanied by his personal assistant, his bodyguard, friends,
• 9:09
Speaker 1: personal trainer, and sometimes as masseuses. He stated that the
• 9:14
Speaker 1: masseuses were not normally flown to the ranch, but were
• 9:16
Speaker 1: hired by Gordon and another whose name was redacted and
• 9:20
Speaker 1: who kept the financial records and usually arranged the massages.
• 9:24
Speaker 1: Gordon stated that the names of the masseuses were usually
• 9:28
Speaker 1: obtained from 10,000 Waves Day Spa or by referrals, and
• 9:31
Speaker 1: that they were all checked out and were professionally licensed
• 9:34
Speaker 1: massage therapists. He stated that they had used approximately five
• 9:39
Speaker 1: different massage therapists. Before Gordon was able to share payment
• 9:43
Speaker 1: records with the FBI, he received a call from the
• 9:46
Speaker 1: main office, which told him he was no longer permitted
• 9:50
Speaker 1: to speak to the FBI. On September 24, 2007, the U.S.
• 9:55
Speaker 1: Attorney's Office for the Southern District of Florida, then headed
• 9:58
Speaker 1: by U.S. Attorney Alexander Acosta, entered into a non-prosecution agreement
• 10:03
Speaker 1: agreeing to dismiss and not further prosecute Epstein, Groff, and
• 10:07
Speaker 1: others whose names had been redacted for any of the
• 10:12
Speaker 1: above-referenced federal offenses provided that Epstein plead guilty to a
• 10:16
Speaker 1: Florida state charge of solicitation of prostitution and subject to
• 10:20
Speaker 1: certain sentencing parameters and other conditions. To date, the commission
• 10:25
Speaker 1: has been unable to obtain any information as to whether
• 10:28
Speaker 1: the FBI or any other investigative agency conducted any further
• 10:32
Speaker 1: investigation into potentially unlawful conduct by Epstein or at Zorro
• 10:38
Speaker 1: Ranch following the interview of Bryce Gordon in February of 2007.
• 10:43
Speaker 1: It's unknown at this time whether information obtained by the
• 10:46
Speaker 1: FBI or In its 2006, seven investigation of Epstein and
• 10:50
Speaker 1: others was shared with any New Mexico U.S. attorney. All right, folks,
• 10:56
Speaker 1: we're going to wrap up right here. And in the
• 10:58
Speaker 1: next episode, we're going to pick up with the SDNY's
• 11:01
Speaker 1: 2018-19 investigation of Jeffrey Epstein. All the information that goes
• 11:06
Speaker 1: with this episode can be found in the description box.
• 11:10
Speaker 1: What's up, everyone? And welcome to another episode of the
• 11:13
Speaker 1: Epstein Chronicles. In this episode, we're getting right back to
• 11:17
Speaker 1: the New Mexico Interim Report on Jeffrey Epstein and his
• 11:22
Speaker 1: behavior in crimes in New Mexico. SDNY's 2018-19 investigation into Epstein.
• 11:32
Speaker 1: In 2018, the FBI, SDNY, and the New York Police
• 11:35
Speaker 1: Department opened a child sexual exploitation investigation of Epstein and others.
• 11:41
Speaker 1: This investigation culminated in an indictment returned by a federal
• 11:45
Speaker 1: grand jury in New York City. This indictment alleged that
• 11:49
Speaker 1: from at least 2002 through at least 2005, Jeffrey Epstein
• 11:53
Speaker 1: enticed and recruited and caused to be enticed and recruited
• 11:57
Speaker 1: dozens of minor girls to visit his mansions in New
• 12:00
Speaker 1: York and his estate in Palm Beach, Florida to engage
• 12:05
Speaker 1: in sex acts with him after which he would give
• 12:08
Speaker 1: his victims hundreds of dollars in cash in order to
• 12:11
Speaker 1: maintain and increase his supply of victims Epstein also paid
• 12:15
Speaker 1: certain victims to recruit additional underage girls, whom he could
• 12:20
Speaker 1: similarly abuse. In this way, Epstein created a vast network
• 12:24
Speaker 1: of underage victims for him to sexually exploit, often on
• 12:28
Speaker 1: a daily basis, in locations including New York and Palm Beach.
• 12:33
Speaker 1: The indictment does not allege conduct by Epstein occurring in
• 12:37
Speaker 1: New Mexico. Epstein was charged with sex trafficking of three
• 12:40
Speaker 1: minor victims in violation of U.S. Code Section and Conspiracy
• 12:47
Speaker 1: and Violation of U.S. Code 18, Section 371. At this time,
• 12:53
Speaker 1: the Commission is unaware of any information showing that a U.S.
• 12:56
Speaker 1: Attorney for the District of New Mexico took any action
• 12:59
Speaker 1: with regard to Epstein prior to U.S. Attorney John Anderson
• 13:03
Speaker 1: doing so in 2019. By letter dated May 14, 2019,
• 13:04
Speaker 1: New Mexico Deputy Attorney General Clara Moran said, reached out
• 13:13
Speaker 1: to U.S. Attorney John Anderson. She stated, It's my understanding
• 13:18
Speaker 1: that federal prosecutors are seeking to identify victims who may
• 13:21
Speaker 1: have been trafficked or sexually exploited by Jeffrey Epstein and
• 13:25
Speaker 1: others at his ranch in Stanley, New Mexico. She advised
• 13:29
Speaker 1: that the Office of the Attorney General has been actively
• 13:32
Speaker 1: engaged in an ongoing investigation and review of the matter,
• 13:36
Speaker 1: which may also include a referral of certain criminal matters
• 13:40
Speaker 1: within the exclusive statutory authority of the federal government. She
• 13:44
Speaker 1: asked to arrange a meeting to de-conflict on sensitive law
• 13:48
Speaker 1: enforcement matters and discuss possible strategies to streamline investigation and charging.
• 13:55
Speaker 1: John Anderson responded by letter dated May 17, 2019, stating
• 14:01
Speaker 1: that his office certainly supports your investigation and review of
• 14:05
Speaker 1: these matters and we are happy to receive any information
• 14:08
Speaker 1: you may wish to share as it relates to offenses
• 14:10
Speaker 1: related over which this office may have exclusive jurisdiction. He
• 14:15
Speaker 1: advised that at this time, however, we are not in
• 14:18
Speaker 1: a position to share any information relating to these matters
• 14:21
Speaker 1: or discuss any possible coordination. On August 16, 2019, an
• 14:27
Speaker 1: assistant U.S. attorney for the District of New Mexico reached
• 14:30
Speaker 1: out to the U.S. Attorney's Office for the Southern District
• 14:33
Speaker 1: of New York regarding New Mexico-related Epstein matters. A follow-up
• 14:39
Speaker 1: email was sent again, hoping to schedule a follow-up call
• 14:43
Speaker 1: with you concerning Epstein's New Mexico conduct and property sometime
• 14:46
Speaker 1: this week. A call was set up for September 12, 2019,
• 14:51
Speaker 1: and the U.S. Attorney's Office for the Southern District of
• 14:54
Speaker 1: New York advised, we spoke with the New Mexico AG's
• 14:57
Speaker 1: office back in 2019. In essence, they agreed to cease
• 15:02
Speaker 1: any investigation into sex trafficking and share whatever they have
• 15:06
Speaker 1: gathered with to date regarding sex trafficking activity with our office.
• 15:10
Speaker 1: We agreed that they were free to proceed with whatever
• 15:13
Speaker 1: other investigation unrelated to sex trafficking they may have concerning
• 15:17
Speaker 1: Epstein and told them that at the conclusion of our case,
• 15:21
Speaker 1: we'd pass along any information we may have gathered about
• 15:24
Speaker 1: state crimes that were committed in their jurisdiction. We have
• 15:28
Speaker 1: not communicated with anyone from the New Mexico AG's office
• 15:32
Speaker 1: since that conversation in 2019. On October 11th, 2019, USAONM
• 15:39
Speaker 1: sent SDNY an email stating, when we last spoke, you
• 15:43
Speaker 1: expressed a willingness to review New Mexico-specific questions that we
• 15:47
Speaker 1: would like to be included in future interviews of Epstein victims.
• 15:51
Speaker 1: While I'm certain that you already covered the pertinent questions,
• 15:55
Speaker 1: we did not want to turn down the invitation to
• 15:57
Speaker 1: submit a set of proposed questions which I have attached.
• 16:01
Speaker 1: As we mentioned on the phone, We are here to
• 16:04
Speaker 1: assist with any investigation into New Mexico-related matters, including the
• 16:08
Speaker 1: submission of any application for a search warrant. Attorney General
• 16:13
Speaker 1: Hector Balderas wrote John Anderson on October 15, 2019. He
• 16:18
Speaker 1: pointed out that his office has been actively investigating and
• 16:22
Speaker 1: assisting other state and federal agencies with their investigation related
• 16:27
Speaker 1: to criminality perpetrated in New Mexico by Jeffrey Epstein. He
• 16:32
Speaker 1: advised that they had been in communication with Assistant United
• 16:35
Speaker 1: States Attorney for Southern District of New York and have
• 16:38
Speaker 1: provided them with material supportive of their federal investigation and
• 16:43
Speaker 1: allegations of misconduct by Epstein's possible conspirators. He also requested
• 16:48
Speaker 1: that the U.S. Attorney's Office explore initiating the process to
• 16:52
Speaker 1: seize Epstein's New Mexico land holdings for the eventual benefit
• 16:55
Speaker 1: of survivors of these acts and the people of the
• 17:00
Speaker 1: state of New Mexico. On November 19th, 2019, the USAO
• 17:05
Speaker 1: NM again reached out to the SDNY seeking to set
• 17:09
Speaker 1: up a call to discuss the reporting concerning Jane Doe 15,
• 17:13
Speaker 1: who had reported that she had been sexually assaulted by
• 17:16
Speaker 1: Epstein on Zorro Ranch. That designation and SDNY's own numbering
• 17:22
Speaker 1: and does not correspond to the commission's Jane Doe 1
• 17:24
Speaker 1: through 5. On July 15th, 2020, the USAO NM again
• 17:30
Speaker 1: reached out to the SDNY. We were pleased to see
• 17:34
Speaker 1: that conduct in New Mexico formed the basis of one
• 17:38
Speaker 1: of your overt acts. I know that you all are
• 17:40
Speaker 1: very busy, but if you have a moment for a
• 17:42
Speaker 1: brief call to discuss the impact, if any, on the
• 17:45
Speaker 1: new indictment on seizure forfeiture of Epstein's New Mexico property,
• 17:50
Speaker 1: I would appreciate it. As you are aware, this is
• 17:52
Speaker 1: an issue my U.S. attorney, John Anderson, has asked me
• 17:55
Speaker 1: to track. The District of New Mexico has sought to
• 17:59
  Speaker 1: arrange follow-up calls again on July 20th, 2020, May 4th, 2021,
• 18:05
Speaker 1: and May 5th, 2021. It's not fully clear from the
• 18:09
Speaker 1: available documentation what exactly was discussed during any calls. The
• 18:15
Speaker 1: USAO NM explicitly offered to assist SDNY with a search
• 18:19
Speaker 1: warrant application for Zorro Ranch. No application was submitted. No
• 18:24
Speaker 1: search occurred until March 10th, 2026, nearly seven years later,
• 18:29
Speaker 1: and not by federal, but rather by state authorities. The
• 18:33
Speaker 1: commission has been unable to locate any documentation showing why
• 18:38
Speaker 1: SDNY did not seek a search warrant at Zorro Ranch.
• 18:42
Speaker 1: USAO-NM deferred investigation of Epstein to SDNY. The commission's investigation
• 18:49
Speaker 1: of USAO-NM's failure to investigate and prosecute Epstein and his
• 18:53
Speaker 1: co-conspirators for child sex trafficking was has been significantly undermined
• 18:58
Speaker 1: by the refusal of the U.S. Attorney's Office and other
• 19:01
Speaker 1: DOJ components to fully comply with the Commission subpoenas. By
• 19:06
Speaker 1: letter dated June 30, 2026, First Assistant U.S. Attorney Ryan
• 19:11
Speaker 1: Ellison partially responded to the Commission subpoena and request for
• 19:15
  Speaker 1: records under United States 2E v. Reagan, 340 U.S. 462-1951,
• 19:19
Speaker 1: producing 31 records, and providing links to 18 documents made
• 19:27
Speaker 1: available under the EFTA. The redacted records provided did not

Speaker 1: has discovered no evidence that King took any action as

• 23:15
Speaker 1: investigation of Epstein, although it's not clear when the investigation
• 23:18
Speaker 1: was opened. One account suggests the investigation was opened in
• 23:22
Speaker 1: May of 2019. In any event, by July, Balderas had
• 23:26
Speaker 1: deferred further investigation of Epstein and sex trafficking at Zorro

• 23:35
Speaker 1: no evidence that Balderas reopened the investigation at any point

Speaker 1: between July 2019 and January 1, 2023, when he left office.
• 23:46
Speaker 1: According to the NMDOJ, all investigative material were forwarded to

Speaker 1: did not retain a copy of the material it submitted

Speaker 1: mention of an investigation by the New Mexico Attorney General.

Speaker 1: Balderas deferred sex trafficking investigation to SDNY. Hector Balderas was
• 25:15
Speaker 1: Attorney General of New Mexico between January 1st, 2015 and
• 25:18
  Speaker 1: January 1st, 2023. On September 8th, 2019, SDNY emailed the
• 25:27
Speaker 1: District of New Mexico describing their understanding with the New
• 25:30
Speaker 1: Mexico Attorney General. We spoke with the New Mexico AG's
• 25:34
Speaker 1: office back in July 2019. In essence, they agreed to
• 25:38
Speaker 1: cease any investigation into sex trafficking and share whatever they
• 25:43
Speaker 1: had gathered to date regarding sex trafficking activity with our office.
• 25:47
Speaker 1: We agreed that they were free to proceed with whatever
• 25:50
Speaker 1: other investigation unrelated to sex trafficking they may have concerning
• 25:54
Speaker 1: Epstein and told them that at the conclusion of our case,
• 25:59
Speaker 1: we'd pass along any information we may have gathered about
• 26:02
Speaker 1: state crimes that were committed in their jurisdiction. We have
• 26:06
Speaker 1: not communicated with anyone from the New Mexico AG's office

Speaker 1: reveal additional survivors of crimes occurring in New Mexico, know
• 27:33
Speaker 1: that this office intends to work in union with the
• 27:36
Speaker 1: United States Attorney for the District of New Mexico to
• 27:39
Speaker 1: ensure that these brave survivors have the opportunity to see
• 27:42
Speaker 1: the justice is achieved in a court of law. She
• 27:46
Speaker 1: asked to be contacted if SDNY's investigation reveals survivors of
• 27:50
Speaker 1: crimes occurring in New Mexico not mentioned in the provided
• 27:54
Speaker 1: investigative materials. Attorney General Hector Balderas wrote John Anderson on
• 27:59
Speaker 1: October 15, 2019. He pointed out that his office has
• 28:04
Speaker 1: been actively investigating and assisting other state and federal agencies
• 28:08
Speaker 1: with their investigations related to criminality perpetrated in New Mexico
• 28:13
Speaker 1: by Jeffrey Epstein. He advised that they have been in
• 28:17
Speaker 1: communication with the Assistant United States Attorney for the Southern
• 28:20
Speaker 1: District of New York and have provided them with material
• 28:24
Speaker 1: supportive of their federal investigation and allegations of misconduct by
• 28:28
  Speaker 1: Epstein's possible co-conspirators. He also requested that the U.S. Attorney's
• 28:33
Speaker 1: Office explore initiating the process to seize Epstein's New Mexico
• 28:38
Speaker 1: land holdings for the eventual benefit of survivors of these
• 28:42
Speaker 1: acts and the people of the state of New Mexico.
• 28:45
Speaker 1: In a letter dated July 8, 2020, the USAO NM
• 28:50
Speaker 1: Clara Moran advised that the Attorney General's Office has provided
• 28:54
Speaker 1: investigative evidence regarding Jeffrey Epstein's use of Zorro Ranch to
• 28:59
Speaker 1: assist federal prosecutors. She went on to request that any
• 29:02
Speaker 1: interests belonging to Epstein's estate or co-conspirators be seized by
• 29:07
Speaker 1: federal authorities. In the belief that this ranch was used
• 29:10
Speaker 1: by Epstein and others to facilitate the commission's and prolonged
• 29:14
Speaker 1: concealment of his trafficking of children, such that seizure may
• 29:18
Speaker 1: be pursued in conjunction with the pending criminal prosecution of
• 29:22
Speaker 1: Epstein's associates and co-conspirators. She concluded her message by offering
• 29:27
Speaker 1: assistance in the effort. Former Attorney General Balderas has stated
• 29:32
Speaker 1: that New Mexico provided SDNY with police reports, recorded witness testimony,
• 29:37
Speaker 1: correspondence and documents related to to Epstein's land leases, and
• 29:42
Speaker 1: received nothing in return. He described the arrangement as a
• 29:45
Speaker 1: one-way relationship. Attorney General Torres' 2026 investigation of Epstein currently
• 29:52
Speaker 1: in progress. Raul Torres currently serves as Attorney General of
• 29:57
Speaker 1: New Mexico's and has served in that capacity for over
• 30:00
Speaker 1: three years, since January 1st of 2023. On February 19th, 2026,
• 30:06
Speaker 1: Torres formally reopened the criminal investigation into Zorro Ranch. The
• 30:12
Speaker 1: NMDOJ statement read, although the state of New Mexico's prior
• 30:16
Speaker 1: investigation was closed in 2019, at the request of the U.S.
• 30:20
Speaker 1: Attorney's Office for the Southern District of New York, revelations
• 30:24
Speaker 1: outlined in the previously sealed FBI files warrant further explanation.
• 30:30
Speaker 1: On March 9th and 10th, 2026, NMDOJ conducted the first
• 30:34
Speaker 1: known full property search at Zorro Ranch, assisted by New
• 30:38
Speaker 1: Mexico State Police and Sandoval County K-9 teams. FBI agents
• 30:44
Speaker 1: interviewed ranch manager Bryce Gordon on site in 2007, but
• 30:48
Speaker 1: no property search was conducted at that time. Cadaver dogs
• 30:52
Speaker 1: and ground penetrating radar were deployed. As of March 24th, 2026,
• 30:58
Speaker 1: no human remains have been found. The current owners, Don
• 31:01
Speaker 1: and Mary Catherine Huffines, cooperated with the search. Abuse of
• 31:06
Speaker 1: state ranching and agricultural leases. The evidence shows that Epstein
• 31:11
Speaker 1: purchased the land comprising the Zorro Ranch in 1993 from
• 31:16
Speaker 1: then-New Mexico Governor Bruce King. As noted in later years,
• 31:20
Speaker 1: Epstein made a contribution to Bruce King's son, Gary King,
• 31:23
Speaker 1: then the sitting New Mexico Attorney General, in support of
• 31:26
Speaker 1: the latter's campaign against for a New Mexico governor. Reportedly,
• 31:30
Speaker 1: this money was later returned. Records obtained from New Mexico
• 31:34
Speaker 1: State Land Office indicate that part of the leased property
• 31:38
Speaker 1: would be used as a landing strip for a private aircraft.
• 31:41
Speaker 1: Documentation filed with NMSLO has indicated that Maxwell acted as
• 31:47
Speaker 1: a disinterested person in appraising the leased property. Email evidence
• 31:52
Speaker 1: indicates that cattle were present on the property between 2006
• 31:55
Speaker 1: and 2012. The evidence shows Epstein made efforts to meet
• 32:00
Speaker 1: the grazing lease requirements, at least for a part of
• 32:02
Speaker 1: the time that he held the property. These efforts, however,
• 32:06
Speaker 1: appear to have been haphazard and sporadic, and the record
• 32:10
Speaker 1: does not show leasing requirements were met subsequent to 2012.
• 32:13
Speaker 1: Epstein retained Paul Bardacchi, a former New Mexico Attorney General,
• 32:20
Speaker 1: to review his grazing lease. The earliest mention of the
• 32:23
Speaker 1: cattle on Zorro Ranch and material reviewed thus far by
• 32:26
Speaker 1: the Commission is is in 2005. Specifically, on December 28, 2005,
• 32:32
Speaker 1: Zorro Trust entered into an agreement with Eddie L. Burns
• 32:37
Speaker 1: under which Burns would assume the grazing lease. The agreement
• 32:40
Speaker 1: provided in part as follows. Owner has delivered to Burns
• 32:45
Speaker 1: and Burns acknowledges receipt and understanding of the terms of
• 32:49
Speaker 1: the BLM lease and the two SLO leases and agrees
• 32:53
Speaker 1: to comply with the terms of the BLM leases and
• 32:56
Speaker 1: the SLO leases. Owner explicitly denies permission to Burns to
• 33:00
Speaker 1: use land that is not suitable or appropriate for livestock
• 33:04
Speaker 1: grazing purposes or land that is in close proximity to
• 33:07
Speaker 1: any of the existing residences or air strip on the
• 33:11
Speaker 1: fee-simple property. Owner grants permission to Burns to use the
• 33:16
Speaker 1: fee-simple property for livestock grazing purposes effectively upon the execution
• 33:21
Speaker 1: of the license. Burns is expressly precluded from using the
• 33:25
Speaker 1: BLM lease property and SLO lease property until Burns has
• 33:29
Speaker 1: been granted respective subleases by the BLM and SLO. Burns
• 33:34
Speaker 1: maintained his lease until 2010. Cattle became preoccupied in the
• 33:40
Speaker 1: 2010-11 timeframe. An email from Kahn to Epstein dated August 27, 2010,
• 33:47
Speaker 1: indicates Kahn checked the Santa Fe County website and understood
• 33:50
Speaker 1: as follows. Grazing valuation claims require proof of presence of
• 33:56
Speaker 1: at least one head of livestock on a minimum land
• 33:58
Speaker 1: requirement of 80 acres, southern Santa Fe County, and 53 acres,
• 34:03
Speaker 1: northern Santa Fe County, and proof that the livestock has
• 34:07
Speaker 1: access to all of the agricultural land for the tax year.
• 34:11
Speaker 1: This may be in the form of a grazing lease,
• 34:13
Speaker 1: a personal property declaration of livestock that graze on the land,
• 34:17
Speaker 1: or some other proof of grazing use. Grazing, however... must
• 34:21
Speaker 1: be the primary use of the land in order to qualify. B.
• 34:26
Speaker 1: Website did not provide a clear answer of how many
• 34:29
Speaker 1: acres each livestock exempt, so I called Larry Valdez. Telephone
• 34:33
Speaker 1: number redacted. From the Agriculture County Assessor's Office and left
• 34:37
Speaker 1: two messages. Khan further explained that Epstein's lease with Eddie
• 34:41
Speaker 1: limits him to 50 head of cattle unless otherwise agreed
• 34:44
Speaker 1: upon by you in writing. but that the application with
• 34:48
Speaker 1: New Mexico stated that we will have at least 49 cattle.
• 34:52
Speaker 1: Kahn concluded that there's a small window, one cattle, for
• 34:56
Speaker 1: Eddie not to be in violation of his lease. I
• 34:58
Speaker 1: didn't believe that livestock exempted a max, amount only a minimum.
• 35:02
Speaker 1: Epstein seemed frustrated, emailing Kahn the same day, RE cattle,
• 35:07
Speaker 1: I want an answer, Bryce is not my tax advisor.
• 35:09
Speaker 1: A September 3rd, 2010 email from Burns informs Epstein that
• 35:15
Speaker 1: that we're removing our cattle from the land held by
• 35:17
Speaker 1: Zorro Development. Subsequent emails clarify that Burns terminated the lease.
• 35:23
Speaker 1: An email dated April 13th, 2011 to Epstein states that
• 35:27
Speaker 1: cattle are on site and will be branded today. Until
• 35:31
Speaker 1: they have settled in, they will remain in the corral
• 35:33
Speaker 1: unit next Monday. A document dated April 11th, 2011 reflects
• 35:39
Speaker 1: the purchase of 15 heads of cattle for a related
• 35:42
  Speaker 1: expense for $ 10, 919. 50. On October 14, 2011, Epstein received two
• 35:51
Speaker 1: emails from a person whose name has been redacted who
• 35:54
Speaker 1: wished to graze cattle on the land to satisfy the
• 35:56
Speaker 1: lease requirements. The substance of these emails is the same.
• 36:01
Speaker 1: The second of these emails states as follows, I would
• 36:04
Speaker 1: like to meet the requirement for the cattle and the
• 36:06
Speaker 1: land lease. This year you purchased 15 young cows and
• 36:10
Speaker 1: sold them after a certain amount of time. I would
• 36:12
Speaker 1: purchase the same amount of young cows, heifers, but not
• 36:15
Speaker 1: sell them. They would stay here all year. Then the
• 36:18
Speaker 1: following spring, I'll purchase a bull and breed them as two-year-olds.
• 36:23
Speaker 1: I'll sell off the offspring yearly and keep the original
• 36:25
Speaker 1: 15 head. The offspring will eventually pay me back for
• 36:29
Speaker 1: the initial cost of the cattle and additional costs associated, feed, shots, etc.
• 36:35
Speaker 1: It'll take three years to see any cash flow back.
• 36:38
Speaker 1: I think this plan is simple and meets your requirement
• 36:40
Speaker 1: for the land lease. and allows me an opportunity for
• 36:44
Speaker 1: me to expand my horizons. No response to these emails
• 36:48
Speaker 1: was found. The law firm of Sutton, Thayer & Brown, P.C.
• 36:52
Speaker 1: was retained to advise Epstein regarding grazing leases. On February 3, 2012,
• 36:57
Speaker 1: Bryce Gordon emailed Epstein stating, To retain the agricultural exemption,
• 37:03
Speaker 1: a cattle sublease would be required. The sublease, which Zorro
• 37:07
Speaker 1: had with Eddie Burns, was terminated when Eddie left the ranch.
• 37:11
Speaker 1: But as you know, Steve Chavez is open to taking
• 37:14
Speaker 1: a sublease. Documentation shows a grazing lease was contemplated. A
• 37:18
Speaker 1: draft lease was present in the documentation. However, it's not clear.
• 37:23
Speaker 1: An agreement was ultimately concluded. In December 2nd, 2011, email
• 37:29
Speaker 1: exchange between Wendy Martinez and Kahn forwarded to Epstein. It's
• 37:33
Speaker 1: mentioned that Chavez previously had been told he could bring
• 37:36
Speaker 1: his dad's cattle on the ranch next spring. Bank records
• 37:40
Speaker 1: for the month of April 2011 reflect wire transfers for cattle.
• 37:45
Speaker 1: In September of 2019, after Epstein's death, State Land Commissioner
• 37:49
Speaker 1: Stephanie Garcia Richard initiated cancellation of Cypress Incorporated's grazing leases
• 37:57
Speaker 1: on 1,243 acres of adjacent State Trust land after Zorro
• 38:01
Speaker 1: Ranch failed to respond to multiple inspection access requests following
• 38:05
Speaker 1: Epstein's death. The commission has been unable to locate at
• 38:09
Speaker 1: this time any documentation showing that inspection access requests were
• 38:14
Speaker 1: made prior to Epstein's death. The formal cancellation letter cited
• 38:19
Speaker 1: obstruction of access, misrepresentation, and non-agricultural use. It's been claimed
• 38:25
Speaker 1: that the leases effectively functioned as a privacy buffer around
• 38:28
Speaker 1: the ranch. On or about September 4th, 2019, New Mexico
• 38:33
Speaker 1: Attorney General Hector Balderas issued a statement saying he was
• 38:37
Speaker 1: pleased Garcia Richard was taking back lands that should be
• 38:40
Speaker 1: managed to best serve the state and the benefit of
• 38:43
Speaker 1: New Mexico school children. In a July 24, 2025 proffer
• 38:48
Speaker 1: made as part of Maxwell's post-conviction remedies, Maxwell testified about
• 38:52
Speaker 1: the challenges of maintaining cattle on Zorro Ranch. So the
• 38:56
Speaker 1: ranch was very challenging, because not only that, but it
• 38:59
Speaker 1: had BLM land. So to help maintain your BLM, you
• 39:02
Speaker 1: have to have cattle, and I love animals. On February 10, 2026,
• 39:08
Speaker 1: nmslo commissioner stephanie garcia richard wrote to state and federal
• 39:12
Speaker 1: law enforcement urging investigation of buried allegations noting that straight
• 39:17
Speaker 1: trust lands are adjacent to the ranch property all right
• 39:21
Speaker 1: folks we're going to wrap up right there and in
• 39:23
Speaker 1: the next episode dealing with the topic we're going to
• 39:25
Speaker 1: pick up where we left off all the information that
• 39:28
Speaker 1: goes with this episode can be found in the description
• 39:31
Speaker 1: box what's up everyone and welcome to another episode of
• 39:35
Speaker 1: the epstein chronicles in this episode we're getting right back
• 39:39
Speaker 1: to the new mexico interim report into jeffrey epstein and
• 39:43
Speaker 1: his behavior and crimes in new mexico firearms possession As
• 39:49
Speaker 1: discussed in detail above, available documentation indicates that Epstein was
• 39:53
Speaker 1: in possession of firearms both before and after his 2008
• 39:57
Speaker 1: Florida felony conviction for solicitation of a prostitute. The evidence
• 40:02
Speaker 1: further shows that Epstein maintained and exercised positive control of
• 40:06
Speaker 1: firearms on Zorro Ranch at a time when he was
• 40:09
Speaker 1: a convicted felon. This implicates possible violations of U.S. Code
• 40:14
Speaker 1: Section 922G1 and NMSA regulations. Section 30-7-16B-2009. To date, the
• 40:23
Speaker 1: Commission has discovered no evidence showing that New Mexico authorities
• 40:27
Speaker 1: inspected Epstein's New Mexico residence for the presence or knowledge
• 40:31
Speaker 1: of firearms or investigated Epstein for unlawful possession of firearms.
• 40:37
Speaker 1: This is important to the extent that it may show
• 40:40
Speaker 1: Epstein was afforded favorable treatment. Moreover, a timely investigation of
• 40:45
Speaker 1: Epstein for unlawful possession of firearms or may have afforded
• 40:48
Speaker 1: law enforcement an opportunity to initiate an investigation and collect
• 40:53
Speaker 1: evidence that may have led to evidence of sex trafficking.
• 40:57
Speaker 1: Removal of Cultural Patrimony Evidence shows that there were petroglyphs
• 41:02
Speaker 1: on the ranch. There were reports that Epstein removed petroglyphs
• 41:05
Speaker 1: from his property and used them as decorations. It's not
• 41:09
Speaker 1: clear whether the petroglyphs were found on state or federal land.
• 41:13
Speaker 1: Epstein's removal of the petroglyphs could implicate a number of statutes,
• 41:17
Speaker 1: If originally located on state or federal land, removal of
• 41:21
Speaker 1: the petroglyphs might possibly constitute theft of government property. The
• 41:26
Speaker 1: removal could also possibly have been in violation of New
• 41:30
Speaker 1: Mexico state laws governing protection of cultural resources. New Mexico's
• 41:35
Speaker 1: legal framework for archaeological resources on private land is primarily
• 41:40
Speaker 1: governed by the Cultural Properties Act and related New Mexico
• 41:44
Speaker 1: Administrative Code rules. The Cultural Properties Act establishes the Cultural
• 41:50
Speaker 1: Properties Review Committee and the State Historic Preservation Officer and
• 41:54
Speaker 1: authorizes them to regulate archaeological investigations on both state and
• 41:59
Speaker 1: private lands. The Cultural Properties Protection Act further strengthens protection
• 42:04
Speaker 1: for cultural properties. NMAC 4.10.14 Cultural properties on private land
• 42:13
Speaker 1: and mechanical excavation permits require owners to preserve Cultural Properties,
• 42:18

Speaker 1: Commission recommends further investigation into possible crimes or civil liabilities
• 42:51
Speaker 1: surrounding how the petroglyphs were obtained. Investigative Area No. 3
• 42:57
Speaker 1: Power and Motives The facts set forth in this interim
• 43:00
Speaker 1: report thus far illustrate the many ways Epstein used his
• 43:04
Speaker 1: social network to advance his criminal activities, both directly and indirectly.
• 43:10
Speaker 1: Epstein used his extensive social network to directly or indirectly
• 43:14
Speaker 1: facilitate his sex crime enterprise. He did this by directly
• 43:18
Speaker 1: using people to facilitate contact and exploitation of women and girls,
• 43:23
Speaker 1: to maintain residences where the exploitation could occur, to maintain
• 43:27
Speaker 1: and operate a fleet of aircraft by which he could
• 43:30
Speaker 1: transport women and girls, and by creating the social conditions
• 43:34
Speaker 1: that enabled him to obscure his crimes and cause others
• 43:37
Speaker 1: to overlook him. Numerous people accompanied Epstein on flights to
• 43:41
Speaker 1: New Mexico, and a number of them were guests of
• 43:44
Speaker 1: Epstein's Oro Ranch. A record of his guests serves as
• 43:47
Speaker 1: a compendium of the rich, powerful, and influential, presidents, governors,
• 43:52
Speaker 1: cabinet secretaries, captains of industry and finance, Silicon Valley moguls,
• 43:58
Speaker 1: actors and celebrities, mavens of fashion and the arts, and
• 44:01
Speaker 1: the academic, scientific, and other thought leaders of the highest caliber.
• 44:06
Speaker 1: In every detail of his dealings, the record reviewed show
• 44:09
Speaker 1: Epstein repeatedly cultivating the support of powerful and influential people
• 44:14
Speaker 1: wherever he was. Epstein traveled with his personal staff, with Maxwell, Groff, Kellan, Marcinkova,
• 44:21
Speaker 1: and the numerous others who attended to the management and
• 44:24
Speaker 1: operations of Epstein's residences and to his person in general,
• 44:29
Speaker 1: his personal cook, his bodyguard, his masseuse, his architect. Epstein
• 44:34
Speaker 1: wove his network of associates into a sphere of influence,
• 44:37
Speaker 1: powered by his immense wealth, and behind which he could
• 44:40
Speaker 1: obscure his depredations. Some passengers and survivors are fully named,
• 44:46
Speaker 1: and their roles in Epstein's orbit are known. Others in
• 44:49
Speaker 1: this group are identified only by their first name or
• 44:52
Speaker 1: by initials, and little if anything is known about them.
• 44:56
Speaker 1: Approximately 26 passengers are identified only by apparently female first
• 45:00
Speaker 1: names or initials. Their ages are unknown. This group includes
• 45:05
Speaker 1: individuals who may have been abused by Epstein, who facilitated
• 45:09
Speaker 1: that abuse, or both. The Commission will endeavor to positively
• 45:14
Speaker 1: identify these individuals to locate them and, if at all possible,
• 45:18
Speaker 1: to interview them. The Commission thus far is investigating whether
• 45:22
Speaker 1: Epstein expressly or implicitly blackmailed participants in his sex trafficking enterprise.
• 45:28
Speaker 1: The Commission also thus far has not uncovered evidence showing
• 45:31
Speaker 1: that Epstein suggested involvement in national security and foreign intelligence
• 45:36
Speaker 1: matters to evade investigation and consequences for his activities. Investigative
• 45:42
Speaker 1: area number four, medical and scientific improprieties. This investigative area
• 45:47
Speaker 1: relates to Epstein's documented interest and support of medical and
• 45:52
Speaker 1: scientific advances, sometimes for unethical or improper purposes. This investigative
• 45:58
Speaker 1: area covers Epstein's use of Zorro Ranch as a place
• 46:01
Speaker 1: for medical or dental practice, as well as Epstein's interest
• 46:05
Speaker 1: in eugenics and transhumanism, and reports that he facilitated forced
• 46:09
Speaker 1: impregnation and non-consensual medical procedures. This investigative area also covers
• 46:16
Speaker 1: Epstein's attempts to manipulate persons engaged in scientific research to
• 46:21
Speaker 1: further his own interests. Dental Practice at Zorro Ranch Karinia Shuliak,
• 46:27
Speaker 1: Epstein's girlfriend and assistant, was a licensed dentist in New
• 46:30
Speaker 1: Mexico from 2015 to around 2021. There are conflicting reports
• 46:35
Speaker 1: in the media as to when and where Epstein and
• 46:37
Speaker 1: Shuliak met. However, It is known that Chuliak studied in
• 46:42
Speaker 1: Belarus to be a dentist, but did not complete her training.
• 46:46
Speaker 1: In 2011, she applied to the Columbia University College of
• 46:50
Speaker 1: Dental Medicine, but was declined admission. Epstein assisted with her
• 46:55
Speaker 1: application and also enlisted the assistance of College of Dental
• 46:59
Speaker 1: Medicine deans and professors. After Chuliak's rejection, Epstein stepped up
• 47:04
Speaker 1: his campaign to have his girlfriend admitted, introducing her to
• 47:08
Speaker 1: another professor who was happy to discuss the mechanism for
• 47:12
Speaker 1: moving your career forward, and who advised that it was
• 47:15
Speaker 1: imperative that she met with the Dean for Academic Affairs, Dr.
• 47:19
Speaker 1: Letty Moss Salantine. In April of 2011, Leslie Groff arranged
• 47:24
Speaker 1: a meeting between Shuliac and Martin Davis, Senior Associate Dean
• 47:28
Speaker 1: for Students and Alumni Affairs at the Columbia University College
• 47:32
Speaker 1: of Dental Medicine. Groff emailed Davis, indicating that she wanted
• 47:38
Speaker 1: to arrange a tour tomorrow of the School of Dentistry
• 47:41
Speaker 1: at Columbia for his friend Jeffrey Epstein, because Jeffrey Epstein's friend, Corinna,
• 47:47
Speaker 1: is considering dental school. Davis responded saying, We usually ask
• 47:51
Speaker 1: non-candidate interview invitees to join our candidates for their tour,
• 47:55
Speaker 1: but we might do a favor here, and he works
• 47:57
Speaker 1: very hard for us at Columbia. Good fellow. Epstein friend
• 48:02
Speaker 1: Thomas Magnani, DDS and Dean of the Columbia University College
• 48:06
Speaker 1: of Dental Medicine, sent a letter on behalf of Chuliak
• 48:09
Speaker 1: to the Belarusian State Medical University. He explained that Chuliak
• 48:14
Speaker 1: withdrew from the Belarusian State Medical University in August 2010,
• 48:19
Speaker 1: having completed four of the five years of study required
• 48:22
Speaker 1: for a dental degree. He asked whether Chuliak could take
• 48:26
Speaker 1: courses at Columbia to complete her fifth year that would
• 48:29
Speaker 1: allow her to receive her dental degree from the Belarusian
• 48:32
Speaker 1: state medical university. As of January 12, 2012, Columbia University
• 48:39
Speaker 1: College of Dental Medicine didn't accept transfer students beyond the
• 48:42
Speaker 1: second year. Its website stated that students may not transfer
• 48:46
Speaker 1: into CDM in the third or fourth year of the program.
• 48:50
Speaker 1: In 2012, Epstein made donations to Ira B. Lampster and
• 48:54
Speaker 1: dean and professor of dentistry at Columbia University. Columbia University
• 48:59
Speaker 1: made efforts to accommodate Shuliac. In a nutshell, Dr. Magnani
• 49:03
Speaker 1: advises not to try and move this test date. She
• 49:06
Speaker 1: is with the most powerful people there, who are already
• 49:09
Speaker 1: meeting her halfway and moving things around to accommodate her.
• 49:13
Speaker 1: He doesn't want the initial fears everyone had to be
• 49:15
Speaker 1: roused again. Ultimately, Shuliac was admitted to the College of
• 49:19
Speaker 1: Dental Medicine and completed her degree. After receiving her dental degree,
• 49:24
Speaker 1: Shuliac applied for a dental license in New Mexico, listing
• 49:27
Speaker 1: Epstein-Zorro Ranch address as the proposed location of her dental practice.
• 49:32
Speaker 1: According to records obtained by subpoena by the New Mexico
• 49:35
Speaker 1: Regulation and Licensing Department, On July 7, 2015, Shuliac submitted
• 49:41
Speaker 1: an application for dentistry, application license by examination to RLD.
• 49:46
Speaker 1: Her application noted a New York City mailing address and
• 49:49
Speaker 1: proposed a practice name of Zorro Smiles to be located
• 49:53
Speaker 1: at 49 Zorro Ranch, Stanley, New Mexico. On August 14, 2015,
• 49:57
Speaker 1: the New Mexico Board of Dental Health issued Shuliac a
• 50:02
Speaker 1: license to practice general dentistry. Emails from Epstein to Chuliak
• 50:07
Speaker 1: in 2016 show him requesting oxygen and anesthetic for a
• 50:10
Speaker 1: dental office in New Mexico and instructions to unplug a
• 50:14
Speaker 1: dental chair pump at the ranch. While no formal dental
• 50:18
Speaker 1: business license was issued, RLD has no record of complaints
• 50:22
Speaker 1: against her. To date, the commission has located no evidence
• 50:25
Speaker 1: showing that she practiced dentistry in New Mexico. However, it's
• 50:30
Speaker 1: noted in several news reports that victims were reported waking
• 50:33
Speaker 1: up next to medical equipment at Zorro Ranch. It's unknown
• 50:37
Speaker 1: at this time if Shuliac's dental instrumentation and these accounts
• 50:41
Speaker 1: are related. In July of 2016, Shuliac completed a continuing
• 50:46
Speaker 1: education in cosmetic dentistry and anterior aesthetics. In February of 2026,
• 50:51
Speaker 1: the Daily Mail reported that Shuliac corrected the teeth of
• 50:55
Speaker 1: Epstein and other young women in his orbit. Epstein was
• 50:58
Speaker 1: obsessed with his victims having perfect teeth. and had a
• 51:02
Speaker 1: dentist chair installed at his house in Palm Beach and
• 51:04
Speaker 1: another at his private island in the Caribbean, according to
• 51:07
Speaker 1: the outlet. Shuliac was a primary beneficiary under Epstein's last
• 51:12
Speaker 1: will and testament, executed two days before his death in
• 51:15
Speaker 1: federal custody in August of 2019, and was slated to
• 51:19
Speaker 1: receive $ 100 million and ownership of his six properties. His
• 51:23
Speaker 1: New York townhouse, his Palm Beach residence, his two Virgin
• 51:26
Speaker 1: Islands properties, his Paris apartment, and Zorro Ranch. All right, folks,
• 51:31
Speaker 1: we're going to wrap up right here. And in the
• 51:33
Speaker 1: next episode dealing with the topic, we'll pick up where
• 51:36
Speaker 1: we left off. All the information that goes with this
• 51:39
Speaker 1: episode can be found in the description box. What's up, everyone?
• 51:43
Speaker 1: And welcome to another episode of the Epstein Chronicles. In
• 51:47
Speaker 1: this episode, we're going to get back to the New
• 51:49
Speaker 1: Mexico interim report filed about Jeffrey Epstein and the crimes
• 51:54
Speaker 1: he committed in New Mexico. Intellectual interest and involvement in
• 51:59
Speaker 1: the Santa Fe Institute. Epstein had a number of intellectual
• 52:03
Speaker 1: interests which he fostered by cultivating relationships with numerous academics
• 52:07
Speaker 1: and scientists, many of whom he supported financially. One such
• 52:12
Speaker 1: interest included transhumanism, a modern-day version of eugenics. Transhumanism is
• 52:18
Speaker 1: the science of improving the human population through technologies like
• 52:22
Speaker 1: genetic engineering and artificial intelligence. According to media reporting based
• 52:27
Speaker 1: on witness interviews, Epstein hoped to seed the human race
• 52:30
Speaker 1: with his DNA by impregnating women on Zorro Ranch. To date,
• 52:35
Speaker 1: the commission has uncovered no evidence showing that this scheme
• 52:38
Speaker 1: came to fruition. Epstein advanced his intellectual interests by becoming
• 52:43
Speaker 1: a patron of various scientific causes. A biography presented at
• 52:47
Speaker 1: one academic conference noted that Epstein was a member or
• 52:51
Speaker 1: former member of the Trilateral Commission, the Council on Foreign Relations,
• 52:55
Speaker 1: and the New York Academy of Sciences. a former Rockefeller
• 52:59
Speaker 1: University board member and a former trustee of the Institute
• 53:03
Speaker 1: of International Education. The board of directors and the president
• 53:07
Speaker 1: of the COUQ Foundation Incorporated, one of the largest scientific philanthropies,
• 53:13
Speaker 1: funding topics such as biologically inspired financial computing, game theory,
• 53:18
Speaker 1: and the currency markets. The mathematics and political impacts of
• 53:22
Speaker 1: esoteric financial instruments and the personal experiences genomics, and power.
• 53:29
Speaker 1: This same biography also noted that Epstein was actively involved
• 53:32
Speaker 1: in the Santa Fe Institute, the Theoretical Biology Initiative at
• 53:37
Speaker 1: the Institute for Advanced Study, and the Quantum Gravity Program
• 53:41
Speaker 1: at the University of Pennsylvania, and also sat on the Mind, Brain,
• 53:45
Speaker 1: and Behavior Advisory Committee at Harvard University. According to its website,
• 53:50
Speaker 1: the Santa Fe Institute, an independent non-profit theoretical research institute
• 53:55
Speaker 1: located in Santa Fe and dedicated to the multidisciplinary study
• 54:00
Speaker 1: of the fundamental principles of complex adaptive systems, including physical, computational, biological,
• 54:07
Speaker 1: and social systems. SFI's mission, as stated on its webpage is,
• 54:12
Speaker 1: to understand and unify the underlying shared patterns in complex physical, biological, social, cultural, technological,
• 54:20
Speaker 1: and even possible astrobiological worlds. Our global research network of
• 54:26
Speaker 1: scholars spans borders, departments, and disciplines, unifying curious minds steeped
• 54:31
Speaker 1: in rigorous, logical, mathematical, and computational reasoning. As we reveal
• 54:37
Speaker 1: the unseen mechanisms and processes that shape these evolving worlds,
• 54:42
Speaker 1: We seek to use this understanding to promote the well-being
• 54:45
Speaker 1: of humankind and life on Earth. Nobel laureate Murray Gellman,
• 54:49
Speaker 1: who proposed the quark model, founded SFI in 1984. In
• 54:54
Speaker 1: the acknowledgment section of his 1995 book, The Quark and
• 54:57
Speaker 1: the Jaguar, Gellman thanked Epstein for his financial support. Epstein's
• 55:03
Speaker 1: interest in transhumanism, among other things, manifested in the relationships
• 55:08
Speaker 1: he developed with academics and scientists affiliated with the SFI.
• 55:13
Speaker 1: This included Martin Nowak, an Austrian-born professor of mathematics and
• 55:17
Speaker 1: biology at Harvard University, known for his work in evolutionary dynamics,
• 55:22
Speaker 1: focusing on evolutionary theory and viral dynamics. Epstein and Nowak
• 55:27
Speaker 1: regularly exchanged emails. On August 10, 2013, Nowak emailed Epstein,
• 55:33
Speaker 1: and they discussed a number of of SFI scholars, including
• 55:37
Speaker 1: Nobel laureate Gellman and theoretical physicist Jeffrey West. On April 2, 2016,
• 55:44
Speaker 1: Nowak emailed Epstein commenting on Sidney Redner, an SFI affiliate
• 55:49
Speaker 1: whose research focused on non-equilibrium statistical mechanics and network structure, stating,
• 55:55
Speaker 1: I think he is cool for August. In another email
• 55:59
Speaker 1: dated February 26, 2017, Nowak let Epstein know that SFI
• 56:04
Speaker 1: president David Krakauer is in Maui at present, but hopefully
• 56:09
Speaker 1: talking to him later today. Epstein and Nowak were closer
• 56:13
Speaker 1: than these emails might suggest. The preface of Nowak's 2006 textbook,
• 56:18
Speaker 1: Evolutionary Dynamics, Exploring the Equations of Life, ends with, I
• 56:23
Speaker 1: thank Jeffrey Epstein for many ideas and for letting me participate.
• 56:27
Speaker 1: in his passionate pursuit of knowledge in all of its forms.
• 56:31
Speaker 1: Nowak also benefited financially from his relationship with Epstein. In 2003,
• 56:37
Speaker 1: Epstein donated $ 6. 5 million to Harvard to establish the Program
• 56:42
Speaker 1: for Evolutionary Dynamics, which was led by Nowak. The evidence
• 56:46
Speaker 1: further shows that this financial support allowed Epstein access to
• 56:50
Speaker 1: Harvard University facilities, including a keycard, passcode, and an office.
• 56:56
Speaker 1: Subsequent to Epstein's conviction for solicitation of a prostitute, Harvard
• 57:00
Speaker 1: conducted a review of the Epstein-Nowak relationship, during which it
• 57:04
Speaker 1: discovered that Epstein had maintained access to personal office in
• 57:09
Speaker 1: Nowak's lab for nine years and used the office over
• 57:13
Speaker 1: 40 times, typically accompanied by young women serving as his assistants.
• 57:17
Speaker 1: Harvard shut down the PED and sanctioned Nowak for his
• 57:21
Speaker 1: involvement with Epstein. Epstein interacted frequently with SFI associates, with
• 57:27
Speaker 1: whom he had close ties. In a November 10, 2010 email,
• 57:31
Speaker 1: he was reminded of an upcoming meeting on the frontiers
• 57:35
Speaker 1: of complexity science. On December 4, 2010, theoretical physicist Lawrence
• 57:40
Speaker 1: Krauss wrote, Jeffrey asked me to find out the dates
• 57:43
Speaker 1: of something which is happening at the Santa Fe Institute
• 57:46
Speaker 1: this month. I look forward to hearing from you. On
• 57:49
Speaker 1: March 14, 2012, Epstein received an email referencing the July 15th,
• 57:55
Speaker 1: 16th Santa Fe Institute, the Science of Cities conference. I'm attending.
• 57:59
Speaker 1: Would love to see you. I think it's really hot
• 58:02
Speaker 1: during that time of year. Miss you. MIT professor and
• 58:06
Speaker 1: SFI expert on quantum information theory, Seth Lloyd, sent an
• 58:10
Speaker 1: email on January 27th, 2017, stating, Dear Jeffrey, sorry, I
• 58:15
Speaker 1: was hung up all day. Meetings at the Santa Fe
• 58:17
Speaker 1: Institute the last few days. Also, realize I don't have
• 58:21
Speaker 1: your phone number to call. Email correspondence also shows Epstein
• 58:26
Speaker 1: sometimes hosted SFI associates at his ranch. On June 25, 2012,
• 58:32
Speaker 1: Leslie Groff emailed asking, Would you like me to touch
• 58:35
Speaker 1: base with who's staying at the ranch July 15-16 for
• 58:39
Speaker 1: the Science of the Cities conference at Santa Fe Institute?
• 58:42
Speaker 1: She also wrote on July 26, 2012, Want to make
• 58:44
Speaker 1: sure y'all know Jeffrey West, is to visit J.E. on
• 58:50
Speaker 1: the ranch on August 9th. Details have not been given yet.
• 58:54
Speaker 1: He's a professor at the Santa Fe Institute. On August 7th, 2012,
• 58:58
Speaker 1: scientist and entrepreneur Adam Bly let Epstein know, I'm at
• 59:03
Speaker 1: the Santa Fe Institute for a couple of days. Neuroscientist
• 59:06
Speaker 1: Al Seckle wrote Epstein on July 16, 2009, letting him know,
• 59:11
Speaker 1: Murray Gelman just invited me, Isabel, and Christine to celebrate
• 59:15
Speaker 1: his 80th birthday at the Santa Fe Institute in mid-September.
• 59:19
Speaker 1: It will be three days of celebrated talks. And Al
• 59:24
Speaker 1: Seckle obviously was married to Glenn Maxwell's sister, And then,
• 59:28
Speaker 1: of course, he had an unfortunate fall off of a cliff.
• 59:34
Speaker 1: Would you be interested in attending? Sackle also seems to
• 59:37
Speaker 1: have invited himself to Epstein's ranch. Also, you once mentioned
• 59:40
Speaker 1: something about a property in the area and us visiting.

Speaker 1: for Jeffrey, but he mentioned that there is a marker
• 59:57
Speaker 1: on the road for the turn off to Jeffrey Epstein's ranch,
• 1:00:01
Speaker 1: and I wonder if you could tell me what it

Speaker 1: commission is looking into reports that over the years, Epstein

Speaker 1: investigative area covers Epstein's use of money to leverage access

• 1:01:47
Speaker 1: any financial crime that Epstein or any of his associates

Speaker 1: committed in New Mexico. Finally, this investigative area addresses whether
• 1:01:55
Speaker 1: remedies for recovering the damages were available, and if so,
• 1:01:59
Speaker 1: availed of for those victimized by Epstein. Subpoenas have been

Speaker 1: issued to Deutsche Bank and J.P. Morgan. Deutsche Bank has

Speaker 1: will produce on a rolling basis bank records responsive to

Speaker 1: the subpoena To the same extent, bank records have been

Speaker 1: provided in response to prior investigations. Deutsche Bank has indicated

Speaker 1: that entities involved in management and operation of Zorro Ranch,

Speaker 1: reporting on whether Epstein and others engaged in financial irregularities

Speaker 1: available evidence, including records produced in response to the Commission subpoenas,
• 1:04:09
Speaker 1: is incomplete and ongoing. Findings and recommendations will be deferred

Speaker 1: until issuance of the final investigation report. If there are

Speaker 1: survivors who have yet to come forward or to be found,

Speaker 1: the Commission welcomes their reports and will do its utmost

Speaker 1: to find them. If there are perpetrators yet to identify,

Speaker 1: the Commission will do its utmost to find them. Observations
• 1:04:32
Speaker 1: Given the record as it currently stands, it's possible and
• 1:04:35
Speaker 1: appropriate to make some obvious observations about the record. even
• 1:04:39
Speaker 1: while the investigation contemplates further factual refinement and revelation. First,
• 1:04:45
Speaker 1: Epstein maintained power and influence despite his sex offender status.
• 1:04:49
Speaker 1: The 2000 federal non-prosecution agreement allowed Epstein to continue his
• 1:04:53
Speaker 1: life largely uninterrupted until 2019 when he was picked up
• 1:04:58
Speaker 1: by federal authorities. He was first imprisoned in 2008-2009 and
• 1:05:03
Speaker 1: even when he was released from a Florida jail on
• 1:05:05
Speaker 1: work release for up to 12 hours a day. Until
• 1:05:09
Speaker 1: he was arrested in July 2019 by federal prosecutors in
• 1:05:13
Speaker 1: New York and indicted in Manhattan federal court on two counts,
• 1:05:17
Speaker 1: sex trafficking conspiracy, count one, and sex trafficking of minors,
• 1:05:21
Speaker 1: count two. He was able to abuse in New Mexico.
• 1:05:25
Speaker 1: When he was ultimately charged, he was accused of sexually
• 1:05:28
Speaker 1: exploiting and abusing dozens of underage girls as young as
• 1:05:32
Speaker 1: 14 at his homes in Manhattan and Palm Beach between
• 1:05:35
Speaker 1: 2002 and 2005. with no charges related directly to New Mexico.
• 1:05:41
Speaker 1: Since his conviction for solicitation of prostitution from a minor
• 1:05:45
Speaker 1: in 2008, reports of Epstein's systematic abuse of women and
• 1:05:49
Speaker 1: girls was publicly known. Nonetheless, persons of the highest rank
• 1:05:54
Speaker 1: still took from Epstein's wealth and continued to vie for
• 1:05:57
Speaker 1: inclusion in his circle of friends. Government officials, law enforcement,
• 1:06:02
Speaker 1: university professors, scientists, lawyers, celebrities, and other persons with power
• 1:06:07
Speaker 1: and wealth continue to have relationships with Epstein and those
• 1:06:12
Speaker 1: within his operation. A second observation is that Epstein operated
• 1:06:16
Speaker 1: his systematic sex abuse operation in plain sight, making little
• 1:06:20
Speaker 1: effort to hide the evidence and indica of his criminal enterprise.
• 1:06:25
Speaker 1: Many of those invited to Epstein's circle would have seen
• 1:06:27
Speaker 1: the endless stream of young women and minors who were
• 1:06:30
Speaker 1: present on his aircraft and on his ranch. A third
• 1:06:34
Speaker 1: and final observation is that those in law enforcement most
• 1:06:37
Speaker 1: responsible for protecting New Mexicans from Epstein, played a passive
• 1:06:41
Speaker 1: role in investigating him, letting others in Miami and New
• 1:06:45
Speaker 1: York do it. As a result, the conduct of Epstein
• 1:06:48
Speaker 1: and his co-conspirators in New Mexico went unexamined and unpunished.
• 1:06:53
Speaker 1: Ongoing investigation. The commission will continue its review and assimilation
• 1:06:57
Speaker 1: of records obtained by subpoena and other sources. will issue
• 1:07:01
Speaker 1: follow-up subpoenas and process, and will continue to interview witnesses,
• 1:07:06
Speaker 1: including those with personal knowledge of activity at Zorro Ranch.
• 1:07:11
Speaker 1: Governmental and law enforcement authorities with a responsibility to monitor
• 1:07:15
Speaker 1: and investigate Epstein and his co-conspirators and other actors as
• 1:07:18
Speaker 1: identified in this interim report. Going forward, the commission endeavors
• 1:07:23
Speaker 1: to uncover the truth. So many for too long were
• 1:07:26
Speaker 1: blind to. All right, folks, well, that's going to do it.
