- 0:00The 11 leading Republican candidates for president
- 0:03are at their podiums. They are ready to face
- 0:06off. And if you've been watching this race, you
- 0:08know anything could happen over the next few
- 0:11hours. To viewers who are just joining us, welcome
- 0:13to the Air Force One Pavilion of the Ronald Reagan
- 0:16Presidential Library. Our thanks to the staff
- 0:19here and especially to former First Lady Nancy
- 0:22Reagan for this impressive setting with Ronald
- 0:25Reagan's presidential plane as our backdrop.
- 0:29This debate is airing on CNN networks in the
- 0:31United States and around the world. It's also
- 0:34being broadcast by Salem Radio Network. I know
- 0:37every... By Salem Radio Network talk show host
- 0:47Hugh Hewitt. He worked in the Reagan administration
- 0:49for six years. And by CNN's chief political correspondent,
- 0:52Dana Bash. I will ask... Follow -up questions.
- 0:55I will attempt to guide the discussion. Candidates,
- 0:58I will try to make sure each of you gets your
- 1:00fair share of questions. You'll have one minute
- 1:02to answer and 30 seconds for follow -ups and
- 1:05rebuttals. I'll give you time to respond if you
- 1:07have been singled out for criticism. Our viewers
- 1:10should know that we have timing lights that are
- 1:12visible to the candidates to warn them when their
- 1:15time is up. These 11 Republicans are positioned
- 1:18on the stage based on their ranking in recent
- 1:21national polls. Our goal for this evening? It's
- 1:24a debate, a true debate, with candidates addressing
- 1:26each other in areas where they differ, where
- 1:29they disagree on policy, on politics, on leadership.
- 1:33Now, let's begin. I'd like to invite each candidate
- 1:36to take 30 seconds to introduce him or herself
- 1:39to our audience. First to you, Senator Paul.
- 1:42Well, good evening, everyone. I'm an eye surgeon
- 1:45from Bowling Green, Kentucky. My wife, Kelly,
- 1:48and I have been married for nearly 25 years.
- 1:51And I spend my days defending the Constitution
- 1:53and the Bill of Rights. I think there's nothing
- 1:56more important than understanding that the Constitution
- 1:59restrains government, not the people. Thank you.
- 2:07I'm Mike Huckabee. I'm delighted to be on this
- 2:10stage with some remarkable fellow Republicans.
- 2:12None of us are a self -professed socialist. None
- 2:16of us on this stage are under investigation.
- 2:18for the FBI, because we destroyed government
- 2:21records, or because we leak secrets. I know that
- 2:24there are some in the Wall Street to Washington
- 2:26axis of power who speak of all of us contemptuously.
- 2:30But I'm here to say that I think we are, in fact,
- 2:34the A -team. We have some remarkable people.
- 2:37And in fact, not only are we the A -team, we
- 2:39even have our own Mr. T, who doesn't mind saying
- 2:42about others, you're a fool. And I'm delighted
- 2:45to be here with all of these guys and would put
- 2:47any of them in an administration that I led.
- 2:50Thank you very much. Thank you. My name is Marco
- 2:58Rubio. I'm from Florida. My wife, Jeanette, and
- 3:00I are the proud parents. We've been married 17
- 3:02years and we're the proud parents of four children,
- 3:04two of whom were able to join us here this evening.
- 3:06I'm honored to be here at the Reagan Library
- 3:08at a place that honors the legacy of a man who
- 3:11inspired not just my interest in public service.
- 3:14but also our love for country. And I'm also aware
- 3:17that California has a drought, and so that's
- 3:19why I made sure I brought my own water. Senator
- 3:24Cruz? I'm Ted Cruz. I'm the son of an Irish -Italian
- 3:30mom and a Cuban immigrant dad who fled oppression
- 3:33and came to America seeking freedom. I'm a husband
- 3:37to my best friend, Heidi, who's here tonight.
- 3:40I'm a dad to two little girls who are the loves
- 3:42of my life, Caroline and Catherine. If you're
- 3:45fed up with Washington, if you're looking for
- 3:47someone to stand up to career politicians in
- 3:49both parties, I'm the only one on this stage
- 3:52who has done that over and over again. And if
- 3:55we stand together, we can bring America back.
- 4:00Hi, I'm Ben Carson, and I'm a retired pediatric
- 4:03neurosurgeon. I'm here with my wife, Candy, of
- 4:0740 years, and two of my sons and their wives.
- 4:10I stress the pediatric part of my career because
- 4:13the reason that I've gotten involved in this
- 4:15race is because I'm very concerned about the
- 4:18future of our children. And the direction of
- 4:21our country is one that does not portend well
- 4:24unless we, the people, intervene and retake our
- 4:27rightful place at the pinnacle. And I just want
- 4:30to be making clear that I'm grateful to be here
- 4:33with all of you again and welcome the addition
- 4:36of Carly Fiorina as well. I'm Donald Trump. I
- 4:46wrote the art of the deal. I say not in a braggadocious
- 4:50way. I've made billions and billions of dollars
- 4:54dealing with people all over the world. And I
- 4:56want to put whatever that talent is to work for
- 4:59this country. So we have great trade deals. We
- 5:01make our country rich again. We make it great
- 5:04again. We build up our military. We take care
- 5:06of our vets. We get rid of Obamacare. And we
- 5:10have a great life all together. Thank you. Thank
- 5:13you. I'm Jeb Bush, and I believe America is on
- 5:21the verge of its greatest century. And I'm ready
- 5:23to lead. I'm a committed conservative reformer
- 5:26that cut taxes, that balanced budgets, that took
- 5:30on the special interests in Florida, and we won.
- 5:33I look forward to talking tonight about how we
- 5:35can fix a broken Washington, D .C., and create
- 5:38an environment where people can rise up again
- 5:40in this great country. Thank you. Good evening.
- 5:47I'm Scott Walker, and Tonette and I want to thank
- 5:49Mrs. Reagan and the Reagan Library for hosting
- 5:52us. You see, in my lifetime, the greatest president
- 5:55was a governor from California. Ronald Reagan
- 5:58knew how to go big and go bold. He understood
- 6:01the essence of moving this country forward. And
- 6:03that's what I did when I took on the status quo
- 6:05in my state and the Washington -based special
- 6:07interest. Now, more than ever, America needs
- 6:10a leader who will go big and bold again, someone
- 6:13who's been tested. I'm ready to be that leader.
- 6:15Thank you. Good evening. My story from secretary
- 6:28to CEO is only possible in this nation and proves
- 6:32that every one of us has potential. My husband,
- 6:35Frank, of 30 years, started out driving a tow
- 6:38truck for a family -owned auto body shop. We
- 6:41have come to a pivotal point in our nation's
- 6:43history where this nation's possibilities and
- 6:46potential are being crushed by a government grown
- 6:49so big, so powerful, so inept, so corrupt. and
- 6:53a political class that refuses to do anything
- 6:55about it. I am prepared to lead the resurgence
- 6:59of this great nation. So I'm John Kasich, the
- 7:08governor of Ohio. Emma and Reese, my children
- 7:10and Karen, love you girls. Thanks for watching
- 7:13tonight. By the way, I think I actually flew
- 7:16on this plane with Ronald Reagan when I was a
- 7:18congressman. And his goals... And mine, really
- 7:22much, pretty much the same. Lift Americans, unify,
- 7:26give hope, grow America, and restore it to that
- 7:30great shining city on a hill. Yes, he was a great
- 7:35one, and I learned much from watching him. The
- 7:38most important thing, hope to Americans, unify,
- 7:42lift everyone in America. Hi, my name is Chris
- 7:51Christie, and I'd like you to take the camera
- 7:53off me and put it on the audience, because I'd
- 7:55like to ask all of you, how many of you, raise
- 7:58your hand, believe that in today's Barack Obama
- 8:00America, your children will have a better life
- 8:02than you've had? You see, that's why I'm running
- 8:06for president, because leadership is not about
- 8:08me, it's about our country. And what we talk
- 8:11about tonight is not about us, it's about the
- 8:14people in the audience tonight. Because in seven
- 8:16short years, this president has stripped away
- 8:18their trust and their faith and their belief
- 8:20that the next generation will have a better life.
- 8:22He's stolen that from us. And when I'm president,
- 8:25I'm going to take it back. Thank you one and
- 8:33all for being here. There are many important
- 8:35policy issues facing our nation. We're going
- 8:37to get to many of them tonight. But I do want
- 8:39to start off with some current events. ...that
- 8:43candidates have recently made on the campaign
- 8:45trail. Ms. Fiorina, I want to start with you.
- 8:48Fellow Republican candidate and Louisiana Governor
- 8:50Bobby Jindal has suggested that your party's
- 8:53frontrunner, Mr. Donald Trump, would be dangerous
- 8:55as president. He said he wouldn't want, quote,
- 8:58such a hothead with his finger on the nuclear
- 9:00codes. You as well have raised concerns about
- 9:03Mr. Trump's temperament. You've dismissed him
- 9:06as an entertainer. Would you feel comfortable
- 9:09with Donald Trump's finger on the nuclear codes?
- 9:12You know, I think Mr. Trump is a wonderful entertainer.
- 9:14He's been terrific at that business. I also think
- 9:17that one of the benefits of a presidential campaign
- 9:20is the character and capability, judgment and
- 9:23temperament of every single one of us is revealed
- 9:26over time and under pressure. All of us will
- 9:30be revealed over time and under pressure. I look
- 9:33forward to a long race. You didn't answer my
- 9:36question. Would you feel comfortable with Donald
- 9:37Trump's finger on the nuclear codes? It's an
- 9:39issue that one of your fellow candidates has
- 9:41raised. That's not for me to answer. It is for
- 9:43the voters of this country to answer. And I have
- 9:45a lot of faith in the common sense and good judgment
- 9:47of the voters of the United States of America.
- 9:50Mr. Trump. First of all, Rand Paul shouldn't
- 9:58even be on this stage. He's number 11. He's got
- 10:011 % in the polls. And how he got up here, there's
- 10:03far too many people. Anyway, as far as temperament,
- 10:06and we all know that, as far as temperament,
- 10:09I think I have a great temperament. I built a
- 10:10phenomenal business with incredible, iconic assets,
- 10:14one of the really, truly great real estate businesses.
- 10:17And I may be an entertainer because I've had
- 10:19tremendous success with number one bestsellers
- 10:22all over the place, with The Apprentice and everything
- 10:24else I've done. But I will tell you this, what
- 10:27I am far and away greater than an entertainer
- 10:30is a businessman, and that's the kind of mindset
- 10:32this country needs to bring it back. Because
- 10:35we owe $19 trillion right now, $19 trillion,
- 10:38and you need this kind of thinking to bring our
- 10:42country back. And believe me, my temperament
- 10:44is very good, very calm, but we will be respected
- 10:48outside of this country. We are not respected
- 10:51now. Senator Paul, your name has been invoked.
- 10:56I kind of have to laugh when I think, hmm, sounds
- 10:59like a non -sequitur. He was asked whether or
- 11:01not he would be capable, and it would be in good
- 11:04hands to be in charge of the nuclear weapons,
- 11:05and all of a sudden there's a sideways attack
- 11:08at me. I think that really goes to really the
- 11:10judgment. Do we want someone with that kind of
- 11:12character, that kind of careless language, to
- 11:15be negotiating with Putin? Do we want someone
- 11:17like that to be negotiating with Iran? I think
- 11:21really there's a sophomore quality that is entertaining
- 11:23about Mr. Trump. But I am worried. I'm very concerned
- 11:26about having him in charge of the nuclear weapons
- 11:29because I think his response, his visceral response
- 11:33to attack people on their appearance, short,
- 11:36tall, fat, ugly, my goodness, that happened in
- 11:39junior high. Are we not way above that? Would
- 11:42we not all be worried to have someone like that
- 11:44in charge of the nuclear arsenal? Mr. Trump.
- 11:47I never attacked him on his look, and believe
- 11:50me, there's plenty of subject matter right there.
- 11:53That I can tell you. I want to give Mr. Trump...
- 11:56Mr. Trump, I want to give you another chance.
- 12:00Mr. Trump, I want to give you a chance to respond
- 12:02to something that your rival to your left, Governor
- 12:05Bush, said. Governor Bush told me last week when
- 12:08I... Tell Governor Bush why you are a serious
- 12:15candidate and what your qualifications are to
- 12:17be Commander -in -Chief. I've actually been in
- 12:20politics all my life, although I've been on that
- 12:22side as opposed to this side. I'm now a politician
- 12:24for about three months. Obviously, I'm doing
- 12:27pretty well. I'm number one in every polls by
- 12:29a lot. But... The qualification is that I've
- 12:32dealt with people all over the world, been successful
- 12:35all over the world. Everything I've done virtually
- 12:37has been a tremendous success. When markets changed,
- 12:41when things turned, I heard Governor Pataki,
- 12:43who, by the way, was a failed governor in New
- 12:46York, a very seriously failed. He wouldn't be
- 12:48elected dog catcher right now. I heard what he
- 12:50had to say. And I will tell you this. atlantic
- 12:53city i made a tremendous amount of money in atlantic
- 12:55city i left seven years ago i've gotten great
- 12:57credit for my timing and that's what i'm all
- 13:00about i'm a businessman did really well really
- 13:03well and jeb what i want to do is put that ability
- 13:07into this country to make our country rich again
- 13:10and i can do that and i'm not sure that anybody
- 13:12else in the group will be able to do that governor
- 13:15bush would you be comfortable with donald trump's
- 13:16finger on the nuclear codes i think the voters
- 13:18will make that determination but what i know
- 13:20to be true is that the next president of the
- 13:22United States is going to have to fix an extraordinarily
- 13:25difficult situation. This administration, with
- 13:28President Obama and Hillary Clinton, has created
- 13:30insecurity the likes of which we never would
- 13:33have imagined. There's not a place in the world
- 13:34where we're better off today than six and a half
- 13:37years ago. And that requires a steadiness. That
- 13:40requires an understanding of how the world works.
- 13:42That requires an understanding and appreciation
- 13:44of American leadership in the world. You can't
- 13:46just, you know... Talk about this stuff and insult
- 13:49leaders around the world and expect a good result.
- 13:52You have to do this with a steady hand, and I
- 13:54believe I have those skills. Jake, this is actually
- 13:57what's wrong with this debate. We're not talking
- 14:01about real issues. And Mr. Trump, we don't need
- 14:03an apprentice in the White House. We don't need
- 14:06an apprentice in the White House. We have one
- 14:07right now. He told us all the things we wanted
- 14:10to hear back in 2008. We don't know who you are
- 14:12or where you're going. We need someone who can
- 14:14actually get the job done. And you talked about
- 14:16business. Well, in Wisconsin, you're losing $2
- 14:20.2 billion right now. I would do so much better
- 14:24than that. Mr. Trump, you're using the talking
- 14:26points of the Democrats. And as we all know,
- 14:28that failed three times. in four and a half years
- 14:31when i got elected because it is working we balanced
- 14:33the budget you want to talk about balanced budgets
- 14:35you took four major projects into bankruptcy
- 14:38over and over and over again that's what's wrong
- 14:43with the politicians in washington right now
- 14:45they think we can take a country into bankruptcy
- 14:47your business leader has used the i never went
- 14:50bankrupt by the way you know everybody knows
- 14:52but we have hundreds of companies hundreds of
- 14:55deals i've used the law four times made A tremendous
- 14:58thing. I'm in business. I did a very good job.
- 15:01But I will say this, and people are very, very
- 15:03impressed with what I've done, the business people.
- 15:06But when the folks of Iowa found out the true
- 15:08facts of the job that you've done in Wisconsin,
- 15:10all of a sudden, you tubed. He was number one.
- 15:13Now he's number six or seven in the polls. So,
- 15:15look, we brought it out. You were supposed to
- 15:19make a billion dollars in the state. you lost
- 15:212 .2 you have right now a huge budget deficit
- 15:24that's not a democratic point that's a point
- 15:27that's a fact and when the people of iowa found
- 15:29that out i went to number one and you went down
- 15:32the tubes governor walker yeah absolutely i'll
- 15:34take this out because this is an issue that's
- 15:36important in this race just because he says it
- 15:39doesn't make it true the facts are the facts
- 15:41we bounced a 3 .6 billion dollar budget deficit
- 15:45We did it by cutting taxes $4 .7 billion to help
- 15:49working families, family farmers, small business
- 15:51owners, and senior citizens. And it's about time
- 15:54people in America stand up and take note of this.
- 15:56If you want someone who can actually take on
- 15:58the special interests of Washington, which you
- 16:00yourself just said you were part of, using the
- 16:02system, we need someone who's going to stand
- 16:04up and fight for average Americans to put them
- 16:07back in charge of the government. I'm the one
- 16:09who's taking that on. I'll do that as your next
- 16:10president. Let's move on. A phenomenon going
- 16:14on in the race right now is that the police...
- 16:19I mean, people at home want to know across this
- 16:28country, they want to know what we're going to
- 16:30do to fix this place, how we're going to balance
- 16:32a budget. how we're going to create more economic
- 16:34growth, how we're going to pay down the debt,
- 16:37what we're going to do to strengthen the military.
- 16:39So we've just spent 10 minutes here. We have
- 16:40a lot of issues coming up, sir. Well, but wait
- 16:41a minute. With a lot of en hominem. Now, I know
- 16:44that it may be buzzing out there, but I think
- 16:47it's important we get to the issues, because
- 16:49that's what the people want, and they don't want
- 16:50all this fighting. is that the political outsiders
- 16:58in the race, Dr. Carson, Donald Trump, Carly
- 17:01Fiorina, all together have majority support in
- 17:04the polls. Governor Christie, I want to ask you
- 17:06about something that Dr. Carson said the other
- 17:08day. Dr. Carson said campaigning is easier for
- 17:11him because he's not a politician. He can just
- 17:14tell the truth, therefore, while politicians,
- 17:16quote, have their finger in the air to see and
- 17:19do what is politically expedient. Governor Christie,
- 17:22tell Dr. Carson, is that a fair description of
- 17:24you? Well, I know Ben doesn't think that about
- 17:26me. I'm sure he was talking about one of the
- 17:28other guys, not me. And as far as being an outsider
- 17:32is concerned, as far as being an outsider is
- 17:34concerned, let me tell you this, Jake. I am a
- 17:36Republican in New Jersey. I wake up every morning
- 17:40as an outsider. I wake up every morning with
- 17:43a Democratic legislature who's trying to beat
- 17:45my head in and fight me because I'm trying to
- 17:47bring conservative change to a state that needed
- 17:50it desperately. And so everyone can talk up here
- 17:53about their credentials, but the bottom line
- 17:55is every morning I get up, I vetoed 400 bills
- 17:58from a crazy liberal Democratic legislature.
- 18:01Not one of them has been overridden. I vetoed
- 18:03more tax increases than any governor in American
- 18:05history, according to Americans for Tax Reform.
- 18:08What folks want in this country is somebody to
- 18:10go down there and get the job done. And that's
- 18:12exactly what I'll do. So I know this much, that
- 18:15what American people want to hire right now is
- 18:17somebody who believes in them. and believes that
- 18:20they are the ones who can fix our country. I
- 18:22will be the vessel through which they can fix
- 18:25this country. But it's not about me. It's about
- 18:28all of you and getting this government off your
- 18:30back and out of your way and letting you succeed.
- 18:32So I know that Ben wasn't talking about me. Look
- 18:34at him smiling at me right now. I know Ben didn't
- 18:36mean it about me. Thank you, Governor Christie.
- 18:38One of these other guys, I'm sure. Dr. Carson,
- 18:39who were you thinking about on this stage when
- 18:42you said that? Be honest, Ben. Be honest. And
- 18:45more broadly, is experience in government not
- 18:47important for a president to have? Typically,
- 18:51politicians do things that are politically expedient.
- 18:56and they are looking for whatever their particular
- 19:00goal is. The reason that I have gotten into this
- 19:05thing, I am extraordinarily concerned about the
- 19:09direction of this country, the divisiveness that
- 19:12is going on, the fiscal irresponsibility, the
- 19:15failure to take a leadership position in the
- 19:18world. All of those things will lead to a situation
- 19:21where the next generation will not have a chance.
- 19:25that we've had now so i don't uh i don't want
- 19:29to really get into describing who's a politician
- 19:33and who's not a politician but i think the people
- 19:36have kind of made that decision for themselves
- 19:39already and will continue to do so as time goes
- 19:42on thank you dr carson it wasn't me jake i'm
- 19:46not sure i'll tell you why people are supporting
- 19:48outsiders it's because you know what happens
- 19:51if someone's been in a system their whole life
- 19:54They don't know how broken the system is. A fish
- 19:57swims in water. It doesn't know it's water. It's
- 19:59not that politicians are bad people. It's that
- 20:01they've been in that system for... ever the truth
- 20:05is 75 percent of the american people think the
- 20:08government is corrupt 82 percent of the american
- 20:10people think these problems that have festered
- 20:13for 50 years in some cases 25 years and in other
- 20:16cases the border's been insecure for 25 years
- 20:19307 000 veterans have died waiting for health
- 20:23care these things have gone on for so long because
- 20:27no one will challenge the status quo you know
- 20:30what a leader does they challenge the status
- 20:32quo they saw problems that have festered for
- 20:34a long time, and they produce results. That is
- 20:38what my whole life has been about. People know
- 20:40this is about far more than replacing a D with
- 20:43an R. This is about changing the system. Thank
- 20:46you. Thank you, Ms. Farina. Governor Bush, in
- 20:50addition to the fact that he's an outsider, one
- 20:53of the reasons Mr. Trump is a frontrunner, Republican
- 20:55voters say, is because they like the fact that
- 20:58he is not bought and paid for by wealthy donors.
- 21:02Mr. Trump has repeatedly said that the $100 million
- 21:04you've raised for your campaign makes you a puppet
- 21:08for your donors. Are you? No, absolutely not.
- 21:12People are supporting me because I have a proven
- 21:15record of conservative leadership. I cut taxes
- 21:17$19 billion over eight years. We shrunk the state
- 21:20government workforce. We created a climate that
- 21:23led the nation in job growth seven out of eight
- 21:25years. We were one of two states to go to AAA
- 21:27bond rating. People know that we need principle
- 21:30-centered leadership, a disruptor to go to Washington,
- 21:32D .C. The one guy that had some special interests
- 21:36that I know of that tried to get me to change
- 21:38my views on something that was generous and gave
- 21:40me money was Donald Trump. He wanted casino gambling
- 21:43in Florida. I didn't want it. Yes, you did. Totally
- 21:46false. You wanted it, and you didn't get it.
- 21:48I would have gotten it. Because I was opposed
- 21:49to casino gambling before, during, and after.
- 21:52And that's not, I'm not going to be bought by
- 21:54anything. I promise, if I wanted it, I would
- 21:56have gotten it. No way, Ben. Believe me. Nope.
- 21:59I know my people. Not even possible. I know my
- 22:00people. Is there anything else you want to say
- 22:04about this? No, I just will tell you that, you
- 22:06know, Jeb made the statement. I'm not only referring
- 22:08to him. A lot of money was raised by a lot of
- 22:09different people that are standing up here. And
- 22:11the donors, the special interests, the lobbyists
- 22:14have very strong power over these people. I'm
- 22:17spending all of my money. I'm not spending, I'm
- 22:20not getting any. I turned down, I turned down
- 22:22so much. I could have right now from special
- 22:25interests and donors, I could have double and
- 22:27triple what he's got. I've turned it down. I've
- 22:30turned down last week $5 million from somebody.
- 22:33So I will tell you, I understand the game. I've
- 22:36been on the other side all of my life. And they
- 22:40have a lot of control over our politicians. And
- 22:43I don't say that favorably. And I'm not sure
- 22:46if there's another system. But I say this, I
- 22:49am not accepting any money from anybody. Nobody
- 22:52has control of me other than the people of this
- 22:55country. I'm going to do the right thing. You
- 22:57got, according to what you said on one of the
- 23:00talk shows, you got Hillary Clinton to go to
- 23:02your wedding. That's true. Because you gave her
- 23:04money. Maybe it works for Hillary Clinton. It
- 23:07doesn't work for anybody on this stage. I was
- 23:09a businessman. I got along with Clinton. I got
- 23:11along with everybody. That was my job, to get
- 23:13along with people. But the simple fact is...
- 23:14Excuse me. One second. No. The simple fact is,
- 23:17Donald, you cannot take... More energy tonight.
- 23:19I like that. Look. I was asked the question.
- 23:21I didn't want... It was my obligation. As a businessman,
- 23:27to my family, to my company, to my employees,
- 23:30to get along with all politicians. I got along
- 23:32with all of them, and I did a damn good job in
- 23:35doing it. Go ahead. So, he supports Pelosi, he
- 23:38supports Schumer, he supports Clinton. Got along
- 23:40with everybody. And when he asked Florida to
- 23:44have casino gambling, we said no. Wrong. We said
- 23:47no, and that's the simple fact. Don't make things
- 23:49up, Jim. Don't cut me off, sir. Come on, don't
- 23:51make things up. Jake, can I say something about
- 23:53that? Sure, Dr. Carson. You know, when I entered
- 23:57this race, all the political pundits said, it's
- 23:59impossible, you can't do it, because you're not
- 24:02connected with the money, and there's no way
- 24:05that you can raise what you need in order to
- 24:08compete successfully. I, in no way, am willing
- 24:12to get in the bed with special interest groups
- 24:14or lick the boots of billionaires. I have said
- 24:18to the people, if they want me to do this, please
- 24:21get involved. and we now have over 500 ,000 donations,
- 24:25and the money is coming in. But the pundits forgot
- 24:29about one thing, and that is the people, and
- 24:31they are really in charge. Thank you, Dr. Carson.
- 24:33Let's move to Russia, if we could. Russia is
- 24:36sending troops and tanks into Syria right now
- 24:38to prop up a U .S. enemy, Bashar al -Assad. President
- 24:41Obama's incoming top general says, quote, Russia
- 24:44presents the greatest threat to our national
- 24:46security. Mr. Trump, you say you can do business
- 24:49with President Vladimir Putin. You say you will
- 24:51get along, quote, very well. What would you do
- 24:54right now if you were president to get the Russians
- 24:57out of Syria? So, number one, they have to respect
- 25:00you. He has absolutely no respect for President
- 25:04Obama. Zero. Syria is a mess. You look at what's
- 25:08going on with ISIS in there. Now think of this.
- 25:10We're fighting ISIS. ISIS wants to fight Syria.
- 25:13Why are we fighting ISIS in Syria? Let them fight
- 25:16each other and pick up the remnants. I would
- 25:19talk to him. I would get along with him. I believe,
- 25:21and I may be wrong, in which case I'd probably
- 25:23have to take a different path, but I would get
- 25:26along with a lot of the world leaders that this
- 25:28country is not getting along with. We don't get
- 25:30along with China. we don't get along with the
- 25:32heads of mexico we don't get along with anybody
- 25:35and yet at the same time they rip us left and
- 25:39right they take advantage of us economically
- 25:41in every other way we get along with nobody i
- 25:44will get along i think with putin and i will
- 25:46get along with others and we will have a much
- 25:49more stable stable world so you just to clarify
- 25:53the only answer i heard to the question i asked
- 25:56is that you would you would reach out to Vladimir
- 25:58Putin and you would do what? I believe that I
- 26:00will get along. We will do between that, Ukraine,
- 26:03all of the other problems. We won't have the
- 26:06kind of problems that our country has right now
- 26:08with Russia and many other nations. Senator Rubio,
- 26:11you've taken a very different approach to the
- 26:13question of Russia. You've called Vladimir Putin
- 26:16a, quote, gangster. Why would President Rubio's
- 26:20approach be more effective than President Trump's?
- 26:22Well, first of all, I have an understanding of
- 26:24exactly what it is Russia and Putin are doing.
- 26:26And it's pretty straightforward. He wants to
- 26:28reposition Russia once again as a geopolitical
- 26:30force. He himself said that the destruction of
- 26:32the Soviet Union, the fall of the Soviet Union,
- 26:34was the greatest geopolitical catastrophe of
- 26:37the 20th century. And now he's trying to reverse
- 26:39that. He's trying to destroy NATO. And this is
- 26:41what this is a part of. He is exploiting a vacuum
- 26:43that this administration has left in the Middle
- 26:45East. Here's what you're going to see in the
- 26:47next few weeks. The Russians will begin to fly
- 26:49combat missions in that region, not just targeting
- 26:51ISIS, but in order to prop up Assad. He will
- 26:54also then turn to other countries in the region
- 26:56and say, America is no longer a reliable ally,
- 26:58Egypt. America is no longer a reliable ally,
- 27:01Saudi Arabia. Begin to rely on us. What he is
- 27:03doing is he is trying to replace us as the single
- 27:06most important power broker in the Middle East.
- 27:08And this president is allowing it. That is what
- 27:10is happening in the Middle East. That's what's
- 27:12happening with Russia. Thank you, Senator. I
- 27:13want to bring in Carly Fiorina. Ms. Fiorina.
- 27:18Having met Vladimir Putin, I wouldn't talk to
- 27:23him at all. We've talked way too much to him.
- 27:25What I would do immediately is begin rebuilding
- 27:27the Sixth Fleet. I would begin rebuilding the
- 27:30missile defense program in Poland. I would conduct
- 27:32regular aggressive military exercises in the
- 27:35Baltic states. I'd probably send a few thousand
- 27:37more troops into Germany. Vladimir Putin would
- 27:39get the message. By the way, the reason it is
- 27:41so critically important that every one of us
- 27:44know General Soleimani's name is because Russia
- 27:47is in... Syria right now because the head of
- 27:51the Quds Force traveled to Russia and talked
- 27:53Vladimir Putin into aligning themselves with
- 27:56Iran and Syria to prop up Bashar al -Assad. Russia
- 28:00is a bad actor. But Vladimir Putin is someone
- 28:03we should not talk to because the only way he
- 28:06will stop is to sense strength and resolve on
- 28:10the other side. And we have all of that within
- 28:13our control. We could rebuild the Sixth Fleet.
- 28:16I will. We haven't. We could rebuild the missile
- 28:18defense program. We haven't. I will. We could
- 28:21also, to Senator Rubio's point, give the Egyptians
- 28:24what they've asked for, which is intelligence.
- 28:26We could give the Jordanians what they've asked
- 28:28for, bombs and materiel. We have not supplied
- 28:31it. I will. We could arm the Kurds. They've been
- 28:33asking us for three years. All of this is within
- 28:35our control. Thank you, Ms. Fiorina. While you
- 28:39brought up the subject of General Soleimani of
- 28:41the Quds Forces from Iran, the next president,
- 28:44no matter who he or she may be, will inherit
- 28:46President Obama's Iran deal. Senator Cruz, Governor
- 28:50Kasich says that anyone who is promising to rip
- 28:53up the Iran deal on day one, as you have promised
- 28:56to do, is, quote, inexperienced and, quote, playing
- 29:00to a crowd. Respond to Governor Kasich, please.
- 29:04Well, let me tell you, Jake, the single biggest
- 29:05national security threat facing America right
- 29:08now is the threat of a nuclear Iran. We've seen
- 29:11six and a half years of President Obama leading
- 29:14from behind. Weakness is provocative, and this
- 29:17Iranian nuclear deal is nothing short of catastrophic.
- 29:21This deal on its face will send over $100 billion
- 29:24to the Ayatollah Khamenei, making the Obama administration
- 29:28the world's leading financier. of radical Islamic
- 29:32terrorism. This deal abandons four American hostages
- 29:35in Iran, and this deal will only accelerate Iran's
- 29:38acquiring nuclear weapons. You better believe
- 29:40it. If I am elected president on the very first
- 29:43day in office, I will rip to shreds this catastrophic
- 29:47Iranian nuclear deal. why is that not as governor
- 29:51Kasich says playing to the crowd and an example
- 29:54of you being inexperienced well let's be clear
- 29:56when it comes to experience what President Obama
- 29:58wants to do is he's run to the United Nations
- 30:00and he wants to use the United Nations to bind
- 30:03the United States and take away our sovereignty
- 30:06Well, I spent five and a half years as the Solicitor
- 30:08General of Texas, the lead lawyer for the state
- 30:10in front of the U .S. Supreme Court. And I went
- 30:12in front of the Supreme Court and took on the
- 30:15world court in the United Nations in a case called
- 30:17Medellin versus Texas. And we won an historic
- 30:20victory saying the world court in the U .N. has
- 30:23no power to bind the United States and no president
- 30:26of the United States, Republican or Democrat,
- 30:29has the authority to give away our sovereignty.
- 30:31And so if there's anyone up here. who would be
- 30:34bound by this catastrophic deal with Iran. They're
- 30:37giving up the core responsibility of commander
- 30:39-in -chief and as president. I would never do
- 30:42that. Governor Kasich, did Senator Cruz just
- 30:44play to the crowd? Let me just say this. First
- 30:47of all, I think it's a bad agreement. I would
- 30:48never have done it. But, you know, a lot of our
- 30:51problems in the world today is that we don't
- 30:52have the relationship with our allies. If we
- 30:54want to go everywhere alone, we will not have
- 30:56the strength as if we can rebuild our relationships
- 30:59with our allies. Now, this agreement... We don't
- 31:02know what's going to happen in 18 months. I served
- 31:04on the Defense Committee for 18 years. I've seen
- 31:07lots of issues in foreign affairs and in terms
- 31:10of global politics. You have to be steady. Now,
- 31:13if they cheat, we slap the sanctions back on.
- 31:16If they help Hamas and Hezbollah, we slap the
- 31:19sanctions back on. And if we find out that they
- 31:21may be developing a nuclear weapon, then the
- 31:23military option is on the table. We are stronger
- 31:26when we work with the Western civilization, our
- 31:28friends in Europe, and just doing it on our own.
- 31:31I don't think is the right policy. I want to
- 31:35go to Senator Paul. Senator Paul, the White House
- 31:37is rolling out the red carpet next week for the
- 31:39president of China, President Xi. Governor Walker
- 31:42says that President Obama should cancel the state
- 31:44dinner because of China's currency manipulation
- 31:46and because of China's alleged cyber attacks
- 31:49against the United States. Is Governor Walker
- 31:51right? I think this goes back to essentially
- 31:54what we've been saying for the last two or three
- 31:56questions. Carly Fiorina also said we're not
- 31:59going to talk with Putin. Well, think if Reagan
- 32:01had said that during the Cold War. We continue
- 32:03to talk with the Russians throughout the Cold
- 32:05War, which is much more significant than where
- 32:07we are now. Should we continue to talk with Iran?
- 32:10Yes. Should we cut up the agreement immediately?
- 32:13That's absurd. Wouldn't you want to know if they've
- 32:15complied? Now, I'm going to vote against the
- 32:17agreement because I don't think there's significant
- 32:19leverage. But it doesn't mean that I would immediately
- 32:22not look at the agreement and cut it up without
- 32:24looking to see whether Iran is complying. The
- 32:26same goes with China. I don't think we need to
- 32:29be rash. I don't think we need to be reckless.
- 32:32And I think we need to leave lines of communication
- 32:35open. Often we talk about whether we should be
- 32:37engaged in the world. We're disengaged in the
- 32:40world. And I think this is an example of some
- 32:43who want to isolate us, actually, and not be
- 32:45engaged. We do need to be engaged with Russia.
- 32:48It doesn't mean we give them a free pass or China
- 32:50a free pass. But to be engaged means to continue
- 32:53to talk. We did throughout the Cold War, and
- 32:54it would be a big mistake not to do it. Governor
- 32:56Walker, Senator Paul seems to suggest that canceling
- 32:59the state dinner would be rash and reckless.
- 33:01Two parts to that. One on China, one back for
- 33:04a second on Iran. When it comes to China, why
- 33:06would we be giving an official state visit to
- 33:08a country that's been involved in a massive cyber
- 33:11attack against the United States? That's not
- 33:13just a visit. That's a 21 -gun salute in the
- 33:15South Lawn of the White House. It just doesn't
- 33:17make any sense. If we're ever going to send a
- 33:19message to them, wouldn't this be the time when
- 33:21they issued this sort of massive attack against
- 33:22us? And, Jake, for the question, I was one of
- 33:25the first ones to call for terminating the bad
- 33:27deal with Iran on day one. The president came
- 33:29after me and said, I need to bone up. You know,
- 33:31the president, who called ISIS the JV squad,
- 33:33said, I need to bone up. The reality is it's
- 33:35a bad deal on day one, and it's a bad deal because
- 33:38this president has allowed Iran to go closer
- 33:40and closer. I'd love to play cards with this
- 33:42guy. Because Barack Obama folds on everything
- 33:44with Iran. We need a leader who's going to stand
- 33:46up and actually... Governor Bush, your father
- 33:49was the chief diplomatic envoy to China back
- 33:52when Nixon opened relations to China. Is Scott
- 33:56Walker's approach the right one, canceling the
- 33:58state dinner? No, I don't think so, but we need
- 34:00to be strong against China. We should use offensive
- 34:03tactics as it relates to cybersecurity to send
- 34:06a deterrent signal. to China. There should be
- 34:08safer sanctions than what President Obama has
- 34:11proposed. There's many other tools that we have
- 34:14without canceling a dinner. That's not going
- 34:17to change anything. But we can be much stronger
- 34:20as it relates to that. And as it relates to Iran,
- 34:22it's not a strategy to tear up an agreement.
- 34:24A strategy would be, how do we confront Iran?
- 34:27And the first thing that we need to do is to
- 34:29reestablish our commitment to Israel, which has
- 34:32been tattered by this administration, and make
- 34:34sure that they have the most sophisticated weapons
- 34:36to send a signal to Iran that we have Israel's
- 34:40back. If we do that, it's going to create a healthier
- 34:42deterrent effect than anything else I can think
- 34:45of. I want to turn to Governor Huckabee, who
- 34:47has been very patient. Somebody had to be 11th,
- 34:50and he is. But I do want to change the subject
- 34:52to the event that you had a meeting. I would
- 34:54certainly love to get in on this. You can use
- 34:57your minute however you want, but I want to ask
- 34:58this question. I've been patiently waiting, and
- 34:59I'm going to just say this about Iran. All right,
- 35:01sir, go ahead. Because I think it is incredibly
- 35:03important. This is really about the survival
- 35:06of Western civilization. This is not just a little
- 35:09conflict with a Middle Eastern country that we've
- 35:12just now given over $100 billion to. The equivalent
- 35:16in U .S. terms is $5 trillion. This threatens
- 35:19Israel immediately. This threatens the entire
- 35:22Middle East, but it threatens the United States
- 35:24of America. And we can't treat a nuclear Iranian
- 35:29government as if it is just some government that
- 35:33would like to have some power. This is a government
- 35:36that for 36 years has killed Americans. They've
- 35:39kidnapped Americans. They've maimed Americans.
- 35:42They have sponsored terrorist groups, Hamas and
- 35:45Hezbollah. the very essence of Western civilization,
- 35:52to give them this agreement that the president
- 35:55treats like the Magna Carta, but the Iranians
- 35:59treat it like it's toilet paper. And we must
- 36:02simply make it very clear that the next president,
- 36:06one of us on this stage, will absolutely not
- 36:09honor that agreement and will destroy it and
- 36:11will be tough with Iran because otherwise we
- 36:13put every person in this world in a very dangerous
- 36:15place. Jake, I'd like a reply. We're going to
- 36:18turn now to Hugh Hewitt from Salem Radio Network.
- 36:21Thank you, Jake. Mr. Trump, two years ago, President
- 36:25Obama drew a red line that the Syrian dictator
- 36:27Bashar Assad crossed. President Obama threatened
- 36:31to strike. He did not. His knee's buckled. We
- 36:34now have four million refugees. Syria is a living
- 36:36hell. And he turned to the Congress for the authority
- 36:39to back him up. You have three senators to your
- 36:42right who said no. Do they bear responsibility
- 36:44for this refugee crisis? And what would you have
- 36:46done when Bashir Assad crossed that line? Number
- 36:49one, I wouldn't have drawn the line, but once
- 36:51he drew it, he had no choice but to go across.
- 36:53They do bear some responsibility, but I think
- 36:55he probably didn't do it not for that reason.
- 36:59Somehow he just doesn't have courage. There's
- 37:03something missing from our president. Had he
- 37:06crossed the line and really gone in with force
- 37:09and done something to Assad, if he had gone in
- 37:13you with tremendous force, you wouldn't have
- 37:16millions of people displaced. How much responsibility,
- 37:20Mr. Trump, do the senators hold? I think they
- 37:22had a responsibility, absolutely. I think we
- 37:24have three of them here. Senator Rubio? I think
- 37:25they had a responsibility, yes. Senator Rubio,
- 37:28we have zero responsibility because let's remember
- 37:30what the president said. He said the attack that
- 37:32he was going to conduct was going to be a pinprick.
- 37:34Well, the United States military was not built
- 37:37to conduct pinprick attacks. If the United States
- 37:39military is going to be engaged by a commander
- 37:41-in -chief, it should only be engaged in an endeavor
- 37:43to win. And we're not going to authorize use
- 37:46of force if you're not putting men and women
- 37:47in a position where they can win. And quite frankly,
- 37:50people don't trust this president as commander
- 37:52in chief because of that. I think this gets to
- 38:00the point of wisdom on when we should intervene
- 38:02and when we shouldn't. Had we bombed Assad at
- 38:05the time, like President Obama wanted, like Hillary
- 38:07Clinton wanted, and like many Republicans wanted,
- 38:10I think ISIS would be in Damascus today. I think
- 38:13ISIS would be in charge of Syria had we bombed
- 38:15Assad. Sometimes both sides of a civil war are
- 38:18evil, and sometimes intervention makes us less
- 38:21safe. This is the real debate we have to have
- 38:23in the Middle East. Every time we've toppled
- 38:25a secular dictator... We've gotten chaos, the
- 38:28rise of radical Islam, and we're more at risk.
- 38:31So I think we need to think before we act and
- 38:33know that most interventions, if not a lot of
- 38:35them in the Middle East, have actually backfired
- 38:37on us. Thank you, Senator Paul. I want to turn
- 38:39now to my colleague, Dana Bash. Hold on a second,
- 38:41Jake. He asked me as well. I'd like to actually
- 38:43get a chance to respond. Go ahead, sir. That
- 38:44would be fair. You're right. You're right. You're
- 38:45the third senator. I think I'm the first senator.
- 38:50The number one test for use of military force
- 38:53should be the vital national security interest
- 38:55of the United States. The reason why I oppose
- 38:58President Obama bombing Syria is because he couldn't
- 39:01answer the question, what do you do if chemical
- 39:03weapons end up in the hands of radical Islamic
- 39:05terrorists like al -Nusra, like al -Qaeda, like
- 39:08ISIS? Now, I also want to respond to several
- 39:12of the folks up here who said, we should trust
- 39:14this Iranian deal and see if the Iranians will
- 39:17comply. Anyone who's paying attention to what
- 39:19Khamenei says knows that they will not comply.
- 39:22There's a reason Khamenei refers to Israel as
- 39:25the little Satan. And America is the great Satan.
- 39:28In the middle of negotiating this treaty, Khamenei
- 39:33led the assembled masses in chanting, Death to
- 39:36America. I'm reminded of a great editorial cartoon.
- 39:39It shows the Ayatollah Khamenei saying, Death
- 39:42to all Americans. And then it shows John Kerry
- 39:45coming back saying, Can we meet you halfway?
- 39:50We need a commander -in -chief who will stand
- 39:52up and protect this country. And I'll tell you,
- 39:54I can't wait. to stand on that debate stage with
- 39:57Hillary Clinton and to make abundantly clear,
- 39:59if you vote for Hillary, you are voting for the
- 40:01Ayatollah Khamenei to possess a nuclear weapon.
- 40:04And if you elect me as president, under no circumstances
- 40:07will a theocratic Ayatollah who chanced death
- 40:10to America ever be allowed to acquire a nuclear
- 40:13weapon. Jay, you haven't heard. Jay, you haven't
- 40:15heard. Jay, I want to... We're going to go to
- 40:17Dan and Bash. No, no, no. I want to say something
- 40:19about what the senator just said. And then it'll
- 40:22be my turn. No one is... Let me suggest to you.
- 40:25We believe that we operate better in the world
- 40:28when our allies work with us. President Bush
- 40:31did it in the Gulf War. We work better when we
- 40:34are unified. Secondly, nobody's trusting Iran.
- 40:37They violate the deal. We put on the sanctions.
- 40:40We have the high moral ground to talk to our
- 40:42allies in Europe to get them to go with us. If
- 40:44they don't go with us, we slap the sanctions
- 40:46on anyway. If they fund these radical groups
- 40:49that threaten Israel and all the West. then we
- 40:51should rip up the deal and put the sanctions
- 40:53back on it. Let me make it clear. If we think
- 40:57they're getting close to developing a nuclear
- 41:00weapon and we get that information, you better
- 41:02believe that I would do everything in my power
- 41:04as the commander -in -chief to stop... them having
- 41:07a nuclear weapon. We can have it and we can have
- 41:10our allies and we can be strong as a country
- 41:12and we can project across this globe with unity,
- 41:16not just doing it alone. That is not what gets
- 41:19us where we want to get as a nation. Senator
- 41:21Cruz. Jake, there is no more important topic
- 41:23in 2016 than this topic right here. And I've
- 41:26listened to several folks saying, well, gosh,
- 41:28if they cheat, we'll act. We won't know. Under
- 41:31this agreement, there are several facilities
- 41:33in Iran they designate as military facilities.
- 41:36that are off -limits altogether. Beyond that,
- 41:38the other facilities, we give them 24 days' notice
- 41:41before inspecting them. That is designed to allow
- 41:44them to hide the evidence. And most astonishingly,
- 41:47this agreement trusts the Iranians to inspect
- 41:50themselves. That makes no sense whatsoever. And
- 41:55let me note, President Obama is violating federal
- 41:57law. by not handing over the side deals and we
- 42:00ought to see the united states congress stand
- 42:02up together and say hand over this treaty and
- 42:05protect this country thank you senator i want
- 42:06to turn back to governor huckabee i want to turn
- 42:09back to governor huckabee governor huckabee last
- 42:11week you held a rally for a county clerk in kentucky
- 42:14who was jailed for refusing to issue marriage
- 42:16licenses to same -sex couples as i don't need
- 42:18to tell you you've called what happened to kim
- 42:21davis that clerk an example of the criminalization
- 42:24of Christianity. There are several people on
- 42:27the stage who disagree with you. Governor Bush,
- 42:30for example, says that that clerk is sworn to
- 42:32uphold the law. Is Governor Bush on the wrong
- 42:35side of the criminalization of Christianity?
- 42:37No, I don't think he's on the wrong side of such
- 42:40an issue. Jeb is a friend. I'm not up here to
- 42:42fight with Jeb or to fight with anybody else.
- 42:44But I am here to fight for somebody who is a
- 42:46county clerk elected under the Kentucky Constitution.
- 42:50It's 75 % of the people of that state had voted
- 42:52for that said that marriage was between a man
- 42:54and a woman. The Supreme Court, in a very, very
- 42:57divided decision, decided out of thin air that
- 43:01they were just going to redefine marriage. It's
- 43:03a decision that the other justices in dissent
- 43:05said they didn't have and there wasn't a constitutional
- 43:07shred of capacity for them to do it. I thought
- 43:12that everybody here passed ninth grade civics.
- 43:14The courts cannot legislate. It's what Roberts
- 43:17said. But heck, it's what we learned in civics.
- 43:20The courts can't make a law. They can interpret
- 43:22one. They can review one. They can't implement
- 43:24it. They can't force it. But here's what happened.
- 43:28Because the courts just decided that something
- 43:30was going to be, and people relinquished it,
- 43:34and the other two branches of government sat
- 43:36by silently, I thought we had three branches
- 43:39of government. They were all equal to each other.
- 43:40We have separation of powers. And we had checks
- 43:43and balances. If the court can just make a decision
- 43:46and we just all surrender to it, we have what
- 43:48Jefferson said was judicial tyranny. The reason
- 43:51that this is a real issue that we need to think
- 43:53about. Thank you, Governor. No, no, let me finish
- 43:55this one thought, Jake. I haven't gotten that
- 43:57much time, so I'm going to take just what little
- 43:59I can here. We made accommodation to the Fort
- 44:03Hood shooter to let him grow a beard. We made
- 44:07accommodations to the detainees at Gitmo. I've
- 44:10been to Gitmo, and I've seen the accommodations
- 44:12that we made to the Muslim detainees who killed
- 44:15Americans. You're telling me that you cannot
- 44:18make an accommodation for an elected Democrat
- 44:22county clerk from Rowan County, Kentucky? What
- 44:28else is it other than the criminalization of
- 44:30her faith and the exaltation of the faith of
- 44:33everyone else? who might be a Fort Hood shooter
- 44:36or a detainee at Gitmo. Well, I'm not telling
- 44:38you that, Governor, but Governor Bush is, because
- 44:40he disagrees. He thinks that Kim Davis swore
- 44:43to uphold the law. You disagree. You don't believe
- 44:45that? I think you're not stating my views right.
- 44:46Okay, please do. I think there needs to be accommodation
- 44:48for someone acting on their faith. Religious
- 44:51conscience is a first freedom. It's a powerful
- 44:54part of our Bill of Rights. And in a big, tolerant
- 44:58country, we should respect the rule of law. allow
- 45:01people in this country. I was opposed to the
- 45:05decision, but you can't just say, well, gays
- 45:07can't get married now. But this woman, there
- 45:10should be some accommodation for her conscience,
- 45:11just as there should be for people that are florists,
- 45:14that don't want to participate in weddings or
- 45:16bakers. A great country like us should find a
- 45:19way to have accommodations for people so that
- 45:21we can solve this problem in the right way. This
- 45:23should be solved at the local level. And so we
- 45:26do agree. Mike, I think I was just, I was hooked
- 45:29by Mr. Tepper here. Governor, you said, quote,
- 45:31she is sworn to uphold the law. She is, and so
- 45:34if she, based on conscience, can't sign that
- 45:37marriage license, then there should be someone
- 45:40in her office to be able to do it. And if the
- 45:42law needs to be changed in the state of Kentucky,
- 45:44which is what she's advocating, it should be
- 45:46changed. Let me go to my colleague, Dana Bash,
- 45:48who has a question. Governor Kasich, Senator
- 45:50Cruz is so committed to stripping federal funds
- 45:54from... Planned Parenthood, that it could result
- 45:56in shutting down the federal government in just
- 45:59about two weeks. Do you agree with Senator Cruz's
- 46:01tactic? Well, I agree that we should defund Planned
- 46:04Parenthood. I don't know many people in America
- 46:06who don't think that we should. And in my state,
- 46:09we're trying to figure out how to get it done
- 46:10because we are threatened with the federal government
- 46:13taking all of our Medicaid money away. I think
- 46:16there's a way to get this done by giving governors
- 46:19the ability to be able to act to defund Planned
- 46:21Parenthood. But when it comes to closing down
- 46:24the federal government, we've got to be very
- 46:26careful about that. When we shut the government
- 46:28down, if we have a chance of success and it's
- 46:31a great principle, yes, the president of the
- 46:33United States is not going to sign this. And
- 46:35all we're going to do is shut the government
- 46:36down, and then we're going to open it up, and
- 46:39American people are going to shake their heads
- 46:40and say, what's the story with these Republicans?
- 46:42So I think there is a way to get to cutting off
- 46:46the funding for Planned Parenthood. I was in
- 46:48the Congress for 18 years, balanced the budget.
- 46:51cut taxes got it done changed welfare went around
- 46:55the president to get welfare reform done there
- 46:57are ways to do it without having shut the government
- 47:00down but i'm sympathetic to the fact that we
- 47:02don't want this organization to get funding and
- 47:04the money ought to be reprogrammed for family
- 47:07planning in other organizations that don't support
- 47:10this tactic. But I would not be for shutting
- 47:11the government down because I don't think it's
- 47:13going to work out. Thank you. Senator Cruz, I
- 47:15would just add that on this stage not that long
- 47:18ago, Senator Graham said that this tactic that
- 47:20you're pushing would tank the Republicans' ability
- 47:23to win in 2016. Well, let me tell you, Dan, number
- 47:27one, I'm proud to stand for life. These Planned
- 47:29Parenthood videos are horrifying. I would encourage
- 47:31every American to watch these videos. See senior
- 47:35Planned Parenthood officials callously, heartlessly
- 47:37bartering and selling the body parts of human
- 47:40beings. And then ask yourself, are these my values?
- 47:44These are horrifying. On these videos, Planned
- 47:47Parenthood also essentially confesses to multiple
- 47:50felonies. It is a felony with 10 years jail term
- 47:53to sell the body parts of unborn children for
- 47:56profit. That's what these videos show Planned
- 47:58Parenthood doing. Absolutely. We shouldn't be
- 48:01sending $500 million of taxpayer money to funding
- 48:05an ongoing criminal enterprise. And I'll tell
- 48:07you, the fact that Republican leadership in both
- 48:10houses has begun this discussion by preemptively
- 48:13surrendering to Barack Obama and saying, we'll
- 48:16give in because Obama threatens a veto. You know,
- 48:20Obama's committed to his principles, his liberal
- 48:22principles. He will fight for them. He says,
- 48:25I will veto any budget that doesn't fund Planned
- 48:27Parenthood, and Republicans surrender. We need
- 48:30to stop surrendering and start standing for our
- 48:32principles. Thank you, Senator. Governor, I want
- 48:35to go to you. Is it what Senator Cruz says, a
- 48:38surrender by Republicans? No, what I can tell
- 48:40you is this. We didn't surrender in New Jersey
- 48:42six years ago. As the brand new first ever pro
- 48:46-life governor of New Jersey since Roe versus
- 48:48Wade, I defunded Planned Parenthood. And I vetoed
- 48:52Planned Parenthood funding now eight times in
- 48:54New Jersey. Since the day I walked in as governor,
- 48:57Planned Parenthood has not been funded in New
- 48:59Jersey. We've stood up and every one of those
- 49:01vetoes has been sustained. But here's the problem.
- 49:04We're fighting with each other up here. We agree.
- 49:08Let's ask Hillary Clinton. She believes in the
- 49:11systematic murder of children in the womb to
- 49:14preserve their body parts, Dana, in a way that
- 49:16maximizes their value for sale for profit. It
- 49:20is disgusting, and the American people need to
- 49:22hear it. We shouldn't be fighting with each other.
- 49:24She's the real opponent. She's the real problem.
- 49:26But, Governor, the reality is in just two weeks'
- 49:28time, we are going to be facing a question about
- 49:32whether or not it's enough to shut down the government
- 49:34to make that statement because there's still
- 49:36a Democrat in the White House. Do you oppose
- 49:37it or support it? I'll tell you what I'd be willing
- 49:38to fight for. Tell you what I'd be willing to
- 49:40fight for. Why haven't we put tax reform on the
- 49:42president's desk? So we can simplify this tax
- 49:44system. No, no, it's really important, Dana.
- 49:46We've got to talk about what we would be willing
- 49:48to shut down for. Why don't we put tax reform
- 49:50on this president's desk and make him veto it
- 49:52if that's what he wants to do? Why haven't we
- 49:54repealed and replaced Obamacare? Make him veto
- 49:56if that's what he wants to do. And why don't
- 49:58we do the same thing with Planned Parenthood?
- 49:59We elected a Republican Congress to do this,
- 50:02and they should be doing it, and they're not,
- 50:04and they're giving the president a pass. One
- 50:06more time. I'm sorry, I just want to get an answer.
- 50:08I put it in the list, Dana. We should be doing
- 50:10these things and forcing the president to take
- 50:12action. Let's force him to do what he says he's
- 50:14going to do. I don't know whether he'll do it
- 50:16or not, but let's force him to do it. Dana, I'd
- 50:18like to link these two issues, both of which
- 50:20are incredibly important. Iran and Planned Parenthood.
- 50:24One has something to do with the defense of the
- 50:26security of this nation. The other has something
- 50:28to do with the defense of the character of this
- 50:31nation. You have not heard a plan about Iran
- 50:33from any politician up here. Here's my plan.
- 50:36On day one in the Oval Office, I will make two
- 50:38phone calls. The first to my good friend Bibi
- 50:40Netanyahu to reassure him we will... stand with
- 50:42the state of Israel, the second to the supreme
- 50:44leader, to tell him that unless and until he
- 50:47opens every military and every nuclear facility
- 50:49to real anytime, anywhere inspections by our
- 50:52people, not his, we, the United States of America,
- 50:55will make it as difficult as possible to move
- 50:57money around the global financial system. We
- 50:59can do that. We don't need any of his cooperation
- 51:01to do it. And every ally and every adversary
- 51:04we have in this world will know that the United
- 51:06States of America is back in the leadership business,
- 51:09which is how we must stand. with our allies as
- 51:11regards Planned Parenthood anyone who has watched
- 51:15this videotape I dare Hillary Clinton Barack
- 51:18Obama to watch these tapes watch a fully formed
- 51:23fetus on the table its heart beating its legs
- 51:28kicking while someone says we have to keep it
- 51:31alive to harvest its brain this is about the
- 51:35character of our nation and if we will not stand
- 51:37up and force President Obama to I want to continue
- 51:52on the subject. Governor Bush, you recently said
- 51:56while discussing Planned Parenthood, quote, you're
- 51:58not sure we need a half billion dollars for women's
- 52:01health issues. Now, you since said that you misspoke.
- 52:03You didn't mean to say women's health issues.
- 52:05But Donald Trump said. That quote, that comment,
- 52:08which Hillary Clinton did seize upon immediately,
- 52:10will haunt you the same way Mitt Romney's 47
- 52:12% video haunted him. Tell Donald Trump why he's
- 52:16wrong. Well, he's wrong on a lot of things, but
- 52:18on this he's wrong because I'm the most pro -life
- 52:20governor on this stage. I got to act on my core
- 52:23beliefs. It's part of who I am. Life is a gift
- 52:26from God, and from beginning to end, we need
- 52:28to respect it and err on the side of life. And
- 52:30so I defunded Planned Parenthood. We created
- 52:33a climate where parental notification took place.
- 52:35We were the only state to fund crisis pregnancy
- 52:38centers with state monies. We were totally focused
- 52:40on this, and I would bring that kind of philosophy
- 52:43to Washington, D .C. So here's a solution to
- 52:46this. Title X of the HHS funding, there's something
- 52:50that was called the Reagan Rule. It was passed
- 52:52in 1988. And in that rule, it was defined, and
- 52:56the courts approved this, that a Planned Parenthood,
- 52:59you couldn't separate the money between the actual
- 53:02abortion procedures, and there are 330 ,000 abortions
- 53:05that take place in this clinic, and their promotion
- 53:08of it. He interpreted it the right way. The courts
- 53:11ruled in his favor, and Planned Parenthood did
- 53:14not get funding during that time until President
- 53:16Clinton came in. When I'm elected president,
- 53:18we will restore that interpretation of Title
- 53:21X, and this deal will be finished. Thank you,
- 53:23Governor Bush. Donald Trump, let me just... The
- 53:25quote was, I'm not sure we need half a billion
- 53:28dollars for women's health issues. He said he
- 53:31misspoke. You said that that's going to haunt
- 53:34him. Why do you think that? I think it's a terrible
- 53:36statement. I think it's going to haunt him absolutely.
- 53:38He came back later and he said he misspoke. There
- 53:41was no question because I heard when he said
- 53:43the statement. I was watching and he said the
- 53:45statement. And I said, wow, I can't believe it.
- 53:47I will take care of women. I respect women. I
- 53:50will take care of women. One thing we will say,
- 53:52and I would like to get back to the Iran situation.
- 53:55We're talking about Iran. The agreement was terrible.
- 53:58It was incompetent. I've never seen anything
- 53:59like it. One of the worst contracts of any kind
- 54:02I've ever seen. And nobody ever mentions North
- 54:05Korea, where you have this maniac. sitting there
- 54:08and he actually has nuclear weapons and somebody
- 54:11better start thinking about North Korea and perhaps
- 54:14a couple of other places but certainly North
- 54:16Korea and Ted and I have spoken we've a lot of
- 54:19us have spoken we're talking about Iran they're
- 54:22bad actors bad things are going to happen but
- 54:25in the meantime you have somebody right now in
- 54:27North Korea who's got nuclear weapons and who
- 54:30is saying almost every other week I'm ready to
- 54:33use them and we don't even mention it Governor
- 54:36Bush? There are 13 ,000 community -based organizations
- 54:39that provide health services to women. 13 ,000
- 54:43in this country. I don't believe that Planned
- 54:44Parenthood should get a penny from the federal
- 54:46government. Those organizations should get funding,
- 54:48just as I increased funding when I was governor
- 54:50of the state. That's the way you do this, is
- 54:53you improve the condition for people. And Donald,
- 54:56when I was governor, we also increased the opportunities
- 54:59for women. women's income grew three times faster
- 55:02than national average when I was governor. So
- 55:03why did you say it? Why did you say it? I know,
- 55:06but why did you say it? I heard it myself. Why
- 55:07did you say it? We increased child support. We
- 55:09increased child support. You said you're going
- 55:11to cut funding for women's health issues. You
- 55:14said it. I have a proven record. Yeah, except
- 55:16you said it. We're going to get to... Jake, just
- 55:19one more moment. There's something bigger to
- 55:23this. Like some of the other governors here,
- 55:25I defunded Planned Parenthood four and a half
- 55:27years ago in a blue state. But it's bigger than
- 55:30that. We did that in a blue state. We took the
- 55:32money and put it in the women's health. So we
- 55:34did exactly what we're talking about here. But
- 55:36I think the bigger issue here is we should be
- 55:37able to do this nationally, and this is precisely
- 55:39why so many Republicans are upset with Washington.
- 55:42They see the House and they see the Senate and
- 55:44say, why can't we pass this? Why can't we defund
- 55:47plan put in a spending bill? Forget about the
- 55:4960 -vote rule. There's no reason, and the Constitution
- 55:51doesn't call for 60 votes. Pass it with 51 votes.
- 55:54Put it on the desk of the president. Thank you,
- 55:55Governor. And go forward and actually make a
- 55:57point. Thank you, Governor. This is why people
- 55:58are upset with Washington. We're going to get
- 55:59to many of these issues. We're still in the first
- 56:02block, believe it or not. We're going to get
- 56:03to many of these issues. But before we end this
- 56:06block, Ms. Fiorina, I do want to ask you about
- 56:08this. In an interview last week in Rolling Stone
- 56:10magazine, Donald Trump said the following about
- 56:13you. Quote, look at that face. Would anyone vote
- 56:15for that? Can you imagine that, the face of our
- 56:18next president? Mr. Trump later said he was talking
- 56:21about your persona, not your appearance. Please
- 56:25feel free to respond. what you think about his
- 56:27persona. We're going to take a very quick break
- 56:28in less than two minutes. The most contentious
- 56:30issue on the campaign trail and the candidates
- 56:33on the stage are split over how to handle it.
- 56:36That's coming up next. Please give some applause
- 56:38to the candidates. Welcome to CNN's Republican
- 56:49presidential debate. No topic perhaps has been
- 56:53more... combustible in this campaign than the
- 56:57issue of immigration. Mr. Trump, you have called
- 57:00for deporting every undocumented immigrant. Governor
- 57:04Christie has said, quote, there are not enough
- 57:07law enforcement officers, local, county, state,
- 57:10and federal, combined to forcibly deport 11 to
- 57:1312 million people. Tell Governor Christie how
- 57:16much your plan will cost and how you will get
- 57:18it done. Correct. First of all, I want to build
- 57:21a wall, a wall that works. So important, and
- 57:24it's a big part of it. Second of all, we have
- 57:27a lot of really bad dudes in this country from
- 57:30outside, and I think Chris knows that maybe as
- 57:33well as anybody. They go, if I get elected, first
- 57:36day, they're gone. Gangs all over the place,
- 57:39Chicago, Baltimore, no matter where you look.
- 57:42We have a country based on laws. I will make
- 57:46sure that those laws are adhered to. These are
- 57:49illegal immigrants. I don't think you'd even
- 57:51be asking this question if I didn't run. Because
- 57:53when I ran and I brought this up at my opening
- 57:56remarks at Trump Tower, I took heat like nobody
- 57:59has taken heat in a long time. And then they
- 58:01found out with the killing of Kate from San Francisco
- 58:05and so many other crimes. They found out that
- 58:07I was right. And most people, many people, apologized
- 58:10to me. I don't think you'd even be talking about
- 58:12illegal immigration if it weren't for me. So,
- 58:15we have a country of laws. They're going to go
- 58:18out, and they'll come back if they deserve to
- 58:22come back. If they've had a bad record, if they've
- 58:25been arrested, if they've been in jail, they're
- 58:27never coming back. We're going to have a country
- 58:29again. Right now, we don't have a country, we
- 58:33don't have a border, and we're going to do something
- 58:34about it. And it can be done with proper management,
- 58:38and it can be done with heart. Governor Christie,
- 58:41you and I have talked about this in an interview.
- 58:43You say that his big wall, 11 to 12 million undocumented
- 58:48immigrants, it sounds great, but it's never going
- 58:51to happen. Tell them why you're skeptical of
- 58:53his plans. Well, first off, Jake, I don't yield
- 58:55to anybody on how to enforce the law. I'm the
- 58:58only person on the stage who spent seven years
- 59:00as a United States attorney after September 11th,
- 59:03and I know how to do this. The fact is, though,
- 59:06that for 15 ,000 people a day to be deported
- 59:10every day for two years is an undertaking that
- 59:14almost none of us could accomplish given the
- 59:16current levels of funding and the current number
- 59:18of law enforcement officers. But here's what
- 59:20we need to do, and I think this is where Donald
- 59:21is absolutely right. What we need to do is to
- 59:24secure our border, and we need to do it with
- 59:25more than just a wall. Electronics, we need to
- 59:29use. Drones, we need to use. FBI, DA, and ATF.
- 59:32And yes, we need to take the fingerprint of every
- 59:35person who comes into this country on a visa,
- 59:38and when they overstay their visa, we need to
- 59:41tap them on the shoulder and say, you have overstayed
- 59:43your welcome. You are taking advantage of the
- 59:45American people. It's time for you to go. If
- 59:47we had that kind of system in place, we wouldn't
- 59:48have the 11 million people we have now. Thank
- 59:50you, Governor Christie. By the way, I agree with
- 59:52what Chris is saying, but I will say this. Illegal
- 59:56immigration is costing us more than $200 billion
- 59:59a year just maintaining what we have. I want
- 1:00:03to bring in Dr. Carson because he too has been
- 1:00:05skeptical of your plan to immediately deport
- 1:00:0711 to 12 million illegal immigrants. He said,
- 1:00:10quote, people who say that have no idea what
- 1:00:13this entails. Why do you say that, Dr. Carson?
- 1:00:15Well, first of all, recognize that we have an
- 1:00:18incredible illegal immigration problem. I was
- 1:00:21down in Arizona a few weeks ago at the border.
- 1:00:25i mean the fences that were there were not manned
- 1:00:28and those are the kind of fences when i was a
- 1:00:30kid that would barely slow us down so i don't
- 1:00:33see any purpose in having that now what we need
- 1:00:36to do is look at something that actually works
- 1:00:38yuma county arizona they stopped 97 of the illegal
- 1:00:44immigration to there they put in a double fence
- 1:00:47with a road so that the enforcement people if
- 1:00:52we don't seal the border The rest of the stuff
- 1:00:55really doesn't matter. It's kind of ridiculous,
- 1:00:57all the other things that we talk about. We have
- 1:00:59the ability to do it. We don't have the will
- 1:01:01to do it. There was one area where they had cut
- 1:01:04a hole in the fence, and to prepare it, they
- 1:01:07put a few strands of barbed wire across. Well,
- 1:01:10the photographers who were there with us, they
- 1:01:12wanted to photograph us from the side of the
- 1:01:14Mexicans, and they went through there, and they
- 1:01:17were not physically fit people, and they took
- 1:01:19their cameras and things with them and shot us
- 1:01:21from the other side. That's how easy it is to
- 1:01:24get across. And the drugs, I mean, it goes on
- 1:01:26and on and on. ICE tells them to release these
- 1:01:29people. 67 ,000 criminals released onto our property.
- 1:01:34It's ridiculous. With all due respect, Dr. Carson,
- 1:01:36you said about Donald Trump's plan to immediately
- 1:01:39deport 11 to 12 million undocumented immigrants.
- 1:01:41People who say that have no idea what this entails.
- 1:01:44Why not? Well, I have also said, if anybody knows
- 1:01:49how to do that... that I would be willing to
- 1:01:52listen. And if they can, you know, specify exactly
- 1:01:56how that's going to be done and what the costs,
- 1:01:58and it sounds reasonable, then I think it's worth
- 1:02:01discussing. Let's continue the conversation about
- 1:02:04illegal immigration with Dana Bash. Governor
- 1:02:06Bush, Mr. Trump has suggested that your views
- 1:02:10on immigration are influenced by your Mexican
- 1:02:12-born wife. He said that, quote, if my wife were
- 1:02:17from Mexico, I think I would have a soft spot
- 1:02:19for people from Mexico. Did Mr. Trump go too
- 1:02:21far in invoking your wife? He did. He did. You're
- 1:02:25proud of your family, just as I am. Correct.
- 1:02:26To subject my wife into the middle of a raucous
- 1:02:30political conversation was completely inappropriate,
- 1:02:33and I hope you apologize for that, Donald. Well,
- 1:02:35I have to tell you, I hear phenomenal things.
- 1:02:37I hear your wife is a lovely woman. She is. She's
- 1:02:39fantastic. I don't know her, and this is a total
- 1:02:41mischaracterization of what I see. She is absolutely
- 1:02:41the love of my life, and she's right here, and
- 1:02:43why don't you apologize for her right now? No,
- 1:02:44I won't do that because I said nothing wrong,
- 1:02:46but I do hear she's a lovely woman. So here's
- 1:02:48the deal. My wife is a Mexican -American. She's
- 1:02:51an American by choice. She loves this country
- 1:02:53as much as anybody in this room. And she wants
- 1:02:56a secure border, but she wants to embrace the
- 1:02:59traditional American values that make us special
- 1:03:02and make us unique. We're at a crossroads right
- 1:03:04now. Are we going to take the Reagan approach,
- 1:03:07the hopeful, optimistic approach, the approach
- 1:03:10that says that you come to our country legally,
- 1:03:12you pursue your dreams with a vengeance, you
- 1:03:14create opportunities for all of us, or the Donald
- 1:03:17Trump approach? The approach that says that everything
- 1:03:20is bad, that everything is coming to an end.
- 1:03:23I'm on the Reagan side of this. Jeb said that
- 1:03:25they come into our country as an act of love.
- 1:03:29With all of the problems that we have in so many
- 1:03:32instances, we have wonderful people coming in.
- 1:03:34But with all of the problems, this is not an
- 1:03:37act of love. He's weak on immigration. By the
- 1:03:40way, in favor of Common Core, which is also a
- 1:03:42disaster. But weak on immigration. He doesn't
- 1:03:45get my vote. Dana, with all due respect to Mr.
- 1:03:48Trump, immigration did not come because Mr. Trump
- 1:03:53brought it up. We talked about it in 2012. We
- 1:03:57talked about it in 2008. We talked about it in
- 1:04:002004. We have been talking about it for 25 years.
- 1:04:04This is why people are tired of politicians.
- 1:04:07We're going to come to you. I just want to get
- 1:04:08Governor Bush a chance to respond to what Mr.
- 1:04:10Trump said. Look, first of all, I wrote a book
- 1:04:12about this four years ago now. And I laid out
- 1:04:16a comprehensive, conservative approach for immigration
- 1:04:18reform. And it does require securing the border.
- 1:04:21No one disagrees with that. But to build a wall
- 1:04:24and to deport people half a million a month would
- 1:04:28cost hundreds of billions of dollars, Donald.
- 1:04:30Hundreds of billions of dollars. It would destroy
- 1:04:32community life. It would tear families apart.
- 1:04:34And it would send a signal to the rest of the
- 1:04:36world that the United States' values that are
- 1:04:38so important for our long -term success no longer
- 1:04:41matter in this country. As I said, we are spending
- 1:04:44$200 billion. We are spending $200 billion a
- 1:04:51year on maintaining what we have. We will move
- 1:04:54them out. The great ones will come back. The
- 1:04:56good ones will come back. They'll be expedited.
- 1:04:59They'll be back. They'll come back legally. We'll
- 1:05:02have a country. They'll come back legally. Okay,
- 1:05:04on that note, you have criticized Governor Bush
- 1:05:07for speaking Spanish on the campaign trail. You
- 1:05:10said, quote, He should really set an example
- 1:05:12by speaking English in the United States. What's
- 1:05:14wrong with speaking Spanish? Well, I think it's
- 1:05:15wonderful and all, but I did it a little bit
- 1:05:18half -heartedly, but I do mean it to a large
- 1:05:20extent. We have a country where, to assimilate,
- 1:05:23you have to speak English. And I think that where
- 1:05:27he was and the way it came out didn't sound right
- 1:05:29to me. We have to have assimilation. To have
- 1:05:32a country, we have to have assimilation. I'm
- 1:05:35not the first one to say this, Dana. We've had
- 1:05:37many people over the years, for many, many years,
- 1:05:39saying the same thing. This is a country where
- 1:05:42we speak English, not Spanish. Well, I've been
- 1:05:47speaking English here tonight, and I'll keep
- 1:05:49speaking English, but the simple fact is, if
- 1:05:51a high school kid asked me a question in Spanish,
- 1:05:54a school, by the way, a voucher program that
- 1:05:57was created under my watch, the largest voucher
- 1:06:00program in the country, where kids can go to
- 1:06:02a Christian school, and they ask me a question
- 1:06:04in Spanish, I'm going to show respect and answer
- 1:06:06that question in Spanish, even though they do
- 1:06:09speak English, and even though they embrace American
- 1:06:11values. This was a reporter, not a high school
- 1:06:14kid, by the way. Dana, I agree that English is
- 1:06:16the unifying language of our country, and everyone
- 1:06:18should learn to speak it. It's important. I want
- 1:06:20to tell you a story about someone that didn't
- 1:06:22speak English that well. It was my grandfather.
- 1:06:24He came to this country in the 1960s as escaping
- 1:06:27Cuba. And he lived with us growing up. And my
- 1:06:30grandfather loved America. He understood what
- 1:06:32was so special about this country. He loved Ronald
- 1:06:34Reagan. He would be very proud of the fact that
- 1:06:36we're here this evening. My grandfather instilled
- 1:06:39in me the belief that I was blessed to live in
- 1:06:41the one society in all of human history where
- 1:06:43even I, the son of a bartender and a maid, could
- 1:06:45aspire to have anything and be anything that
- 1:06:48I was willing to work hard to achieve. But he
- 1:06:49taught me that in Spanish. because it was the
- 1:06:51language he was most comfortable in. And he became
- 1:06:54a conservative even though he got his news in
- 1:06:56Spanish. And so I do give interviews in Spanish,
- 1:06:58and here's why. Because I believe that free enterprise
- 1:07:00and limited government is the best way to help
- 1:07:02people who are trying to achieve upward mobility.
- 1:07:05And if they get their news in Spanish, I want
- 1:07:08them to hear that directly from me, not from
- 1:07:09a translator at Univision. Thank you, Senator
- 1:07:11Rubio. Senator Cruz. Senator Cruz. This week,
- 1:07:18we learned more about Dr. Carson's plan for the
- 1:07:2111 to 12 million undocumented immigrants in this
- 1:07:23country. Dr. Carson proposed giving these undocumented
- 1:07:26immigrants a six -month grace period to pay back
- 1:07:30taxes, then to let them become guest workers,
- 1:07:34and only to deport people who fail to do that.
- 1:07:37Not exactly what I said. Well, how would you
- 1:07:39say it, sir? I was just reading the Wall Street
- 1:07:41Journal quote, but please tell us. Well, what
- 1:07:44I said, after we seal the borders... after we
- 1:07:47turn off the spigot that dispenses all the goodies
- 1:07:50so we don't have people coming in here, including
- 1:07:52employment, that people who had a pristine record,
- 1:07:57we should consider allowing them to become guest
- 1:08:01workers primarily in the agricultural sphere,
- 1:08:04because that's the place where Americans don't
- 1:08:07seem to want to work. That's what I said. And
- 1:08:10they have a six -month period to do that. If
- 1:08:12they don't do it within that time period, then
- 1:08:15they become illegal. and as illegals they will
- 1:08:18be treated as such okay from the horse's mouth
- 1:08:20senator cruz does that fit your definition of
- 1:08:23amnesty well jake you know i'm i'm very glad
- 1:08:27that donald trump's being in this race has forced
- 1:08:32the mainstream media finally to talk about illegal
- 1:08:36immigration i think that's very important i like
- 1:08:39and respect ben carson i'll let him talk about
- 1:08:41his own plans But I will say this, the natural
- 1:08:44next question that primary voters are asking
- 1:08:46after we focus on illegal immigration is, okay,
- 1:08:49what are the records of the various candidates?
- 1:08:53And this is an issue on which there are stark
- 1:08:54differences. A majority of the men and women
- 1:08:57on this stage have previously and publicly embraced
- 1:09:02amnesty. I am the only candidate on this stage
- 1:09:05who has never supported amnesty and, in fact,
- 1:09:07who helped lead the fight. to stop a massive
- 1:09:12amnesty plan in 2013 when Barack Obama and Harry
- 1:09:15Reid joined the Washington Republicans in a massive
- 1:09:18amnesty plan. I stood shoulder to shoulder with
- 1:09:21Jeff Sessions helping lead the fight. You know,
- 1:09:24folks here have talked about how do you secure
- 1:09:25the borders. Well, I've been leading the fight
- 1:09:27in the Senate to triple the border patrol, to
- 1:09:30put in place fencings and walls, to put in place
- 1:09:32a strong biometric exit entry system. Thank you,
- 1:09:35Senator. Senator Rubio, I'm not sure exactly.
- 1:09:39We'll come back to you in one second, sir. But
- 1:09:41Senator Rubio, I'm not sure exactly whose plan
- 1:09:43he's saying constitutes amnesty, but I know he
- 1:09:46has said it about your plan in the past, so I
- 1:09:48want to give you a chance to respond. Then Dr.
- 1:09:49Carson will come to you. Well, let me say that
- 1:09:51legal immigration is not an issue I read about
- 1:09:53in the newspaper. Immigration, illegal immigration,
- 1:09:56all the good aspects of immigration, and all
- 1:09:58the negative ones as well, I live with. My family's
- 1:10:01immigrants. My neighbors are all immigrants.
- 1:10:03My in -laws are all immigrants. So I've seen
- 1:10:05every aspect of it. And I can tell you America
- 1:10:07doesn't have one immigration problem. It has
- 1:10:10three. First, despite the fact that we are the
- 1:10:12most generous country in the history of the world
- 1:10:14on allowing people to come here legally, we have
- 1:10:17people still coming illegally. Second, we have
- 1:10:19a legal immigration system that no longer works.
- 1:10:22It primarily is built on the basis of whether
- 1:10:24or not you have a relative living here instead
- 1:10:26of merit. And third, we have 11 or 12 million
- 1:10:28people, many of whom have been here for longer
- 1:10:30than a decade, who are already here illegally.
- 1:10:32And we must deal with all three of these problems.
- 1:10:35We cannot deal with all three of these problems
- 1:10:36in one massive piece of legislation. I learned
- 1:10:39that. We tried it that way. Here's the way forward.
- 1:10:42First, we must. We must secure our border, the
- 1:10:45physical border or the wall, absolutely. But
- 1:10:48we also need to have an entry -exit tracking
- 1:10:49system. 40 % of the people who come here illegally
- 1:10:52come illegally. And then they overstay the visa.
- 1:10:55We also need a mandatory e -verify system. After
- 1:10:58we've done that, step two would be to modernize
- 1:11:01our legal immigration system. So you come to
- 1:11:03America on the basis of what you can contribute
- 1:11:05economically, not whether or not simply you have
- 1:11:08a relative living here. And after we've done
- 1:11:10those two things, I believe the American people
- 1:11:12will be very reasonable. If you're a criminal,
- 1:11:17obviously you will not be able to stay. Thank
- 1:11:19you, Senator. Senator, Dr. Carson, I want to
- 1:11:21give you 30 seconds. I'd like you to answer the
- 1:11:23question. Senator Cruz describes plans such as
- 1:11:27yours as amnesty. Why is your plan not amnesty?
- 1:11:31My plan is not amnesty for a number of reasons.
- 1:11:33Number one, you know, I've talked to farmers
- 1:11:35and they said they cannot hire Americans to do
- 1:11:39the kind of job that I'm talking about. And the
- 1:11:42second reason is because the individuals who
- 1:11:45register as guest workers, they don't get the
- 1:11:48vote. They are not American citizens. And they
- 1:11:52don't get the rights and privileges of American
- 1:11:53citizens. So that's key. But the other thing
- 1:11:56that I want to bring up is I mentioned something
- 1:11:58earlier. I think it was just sort of glossed
- 1:12:00over. I talked about the success in Yuma County.
- 1:12:04I mean, incredible success. And the Department
- 1:12:07of Justice said, no, we don't want to do that.
- 1:12:10That's too successful. We don't have to keep
- 1:12:12reinventing the wheel. All we have to do is look
- 1:12:15at things that work. All we have to do is use
- 1:12:17a little common sense. Thank you, Dr. Carson.
- 1:12:18I want to talk about the issue of birthright
- 1:12:20citizenship, which has emerged since the first
- 1:12:22debate as a major issue in this campaign. Mr.
- 1:12:26Trump, you say that babies born in the United
- 1:12:29States to undocumented immigrants should not
- 1:12:32any longer get automatic American citizenship.
- 1:12:36Ms. Fiorina says that you are pandering on this
- 1:12:39issue and acting like the politicians that you
- 1:12:41rail against. What's your message to Ms. Fiorina
- 1:12:44on birthright citizenship? Well, first of all,
- 1:12:46the 14th Amendment says very, very clearly to
- 1:12:49a lot of great legal scholars, not television
- 1:12:51scholars, but legal scholars, that it is wrong.
- 1:12:54It can be corrected with an act of Congress,
- 1:12:57probably doesn't even need that. A woman gets
- 1:13:00pregnant. She's nine months. She walks across
- 1:13:03the border. She has the baby in the United States,
- 1:13:06and we take care of the baby for 85 years. I
- 1:13:09don't think so. And by the way, Mexico and almost
- 1:13:12every other country anywhere in the world doesn't
- 1:13:15have that. We're the only ones dumb enough, stupid
- 1:13:18enough to have it. And people, and by the way,
- 1:13:20this is not just with respect to Mexico. They're
- 1:13:23coming from Asia to have babies here, and all
- 1:13:26of a sudden, we have to take care of the babies
- 1:13:28for the life of the baby. The 14th Amendment,
- 1:13:32it reads properly, You can go, and it's probably
- 1:13:35going to have to check, go through a process
- 1:13:37of court, probably ends up at the Supreme Court,
- 1:13:40but there are a lot of great legal scholars that
- 1:13:42say that is not correct. And in my opinion, it
- 1:13:45makes absolutely no... We're the only country,
- 1:13:47one of the only countries, we're going to take
- 1:13:49care of those babies for 70, 75, 80, 90 years?
- 1:13:53I don't think so. Ms. Fiorina, the vast majority
- 1:13:55of countries do not have birthright citizenship.
- 1:13:57Donald Trump is right about that. Why is it pandering
- 1:14:00when he says this? First, let me say we have
- 1:14:03just spent a good bit of time discussing as Republicans
- 1:14:07how to solve this problem. I would ask your audience
- 1:14:10at home to ask a very basic question. Why have
- 1:14:14Democrats not solved this problem? President
- 1:14:17Obama campaigned in 2007 and 2008 on solving
- 1:14:22the immigration problem. He entered Washington
- 1:14:25with majorities in the House and the Senate.
- 1:14:27He could have chosen to do anything to solve
- 1:14:30this problem. Instead, he chose to do nothing.
- 1:14:33Why? Because the Democrats don't want this issue
- 1:14:37solved. to be an issue that they can use as to
- 1:14:42birthright citizenship the truth is you can't
- 1:14:45just wave your hands and say the 14th amendment
- 1:14:47is going to go away it will take an extremely
- 1:14:50arduous vote in congress followed by two -thirds
- 1:14:54of the states and if that doesn't work to amend
- 1:14:56the constitution then it is a long arduous process
- 1:14:59in court and meanwhile what will continue to
- 1:15:03go on is what has gone on for 25 years with all
- 1:15:05due respect mr trump we have been talking about
- 1:15:08illegal immigration for 25 years San Francisco
- 1:15:12has been a sanctuary city since 1989 there are
- 1:15:16300 of them and meanwhile what has happened nothing
- 1:15:20the border remains insecure the legal immigration
- 1:15:23system remains broken Look, we know what it takes
- 1:15:26to secure a border. We've heard a lot of great
- 1:15:28ideas here. Money, manpower, technology, mostly,
- 1:15:31apparently, leadership. The kind of leadership
- 1:15:33that understands how to get results. Thank you,
- 1:15:36Ms. Fiorina. Mr. Trayvon, I want to give you
- 1:15:37a chance to respond. By the way, with Carly,
- 1:15:41on the fact that the Democrats do not want to
- 1:15:43solve this problem for the obvious reasons, but
- 1:15:45they do not. But I believe that a reading of
- 1:15:48the 14th Amendment allows you... to have an interpretation
- 1:15:51where this is not legal and where it can't be
- 1:15:54done. I've seen both sides, but some of the greatest
- 1:15:56scholars agree with me without having to go through
- 1:15:59Congress. If you do go through Congress, you
- 1:16:01can absolutely solve the problem. But you would
- 1:16:03stipulate, Mr. Trump, that not everyone agrees
- 1:16:06with you. That's true. Sure. Senator Paul, I
- 1:16:09want to bring you in. Where do you stand on the
- 1:16:10issue of birthright citizenship? Well, I hate
- 1:16:12to say it, but Donald Trump has a bit of a point
- 1:16:14here. The case that was decided around 1900 was
- 1:16:20people had a green card, were here legally, and
- 1:16:23they said that their children were citizens.
- 1:16:25There's never been a direct Supreme Court case
- 1:16:28on people who were here illegally, whether or
- 1:16:31not their kids are citizens. So it hasn't really
- 1:16:33been completely adjudicated. The 14th Amendment
- 1:16:35says that those who were here and under the jurisdiction.
- 1:16:39The original author of the 14th Amendment said
- 1:16:42on the Senate floor that this was applying to
- 1:16:45slaves and did not specifically apply to others.
- 1:16:48All right, Senator Paul, thank you so much. Let's
- 1:16:50turn to a new topic. We've received a lot of
- 1:16:51questions on social media. You laid off tens
- 1:17:04of thousands of people. You got viciously fired.
- 1:17:07For voters looking to somebody with private sector
- 1:17:09experience to create American jobs, why should
- 1:17:12they pick you and not Donald Trump? I led Hewlett
- 1:17:16Packard through a very difficult time, the worst
- 1:17:18technology recession in 25 years. The NASDAQ
- 1:17:22stock index fell 80%. It took 15 years for the
- 1:17:27stock index to recover. We had very strong competitors
- 1:17:30who literally went out of business and lost all
- 1:17:33of their jobs in the process despite those difficult
- 1:17:35times. We doubled the size of the company. We
- 1:17:38quadrupled its top line growth rate. We quadrupled
- 1:17:41its cash flow. We tripled its rate of innovation.
- 1:17:45Yes, we had to make tough choices. And in doing
- 1:17:48so, we saved 80 ,000 jobs, went on to grow to
- 1:17:51160 ,000 jobs, and now Hewlett -Packard is almost
- 1:17:55300 ,000 jobs. We went from lagging behind to
- 1:17:58leading in every product category and every market
- 1:18:01segment. We must lead in this nation again, and
- 1:18:04some tough calls are going to be required. But
- 1:18:07as for the firing, I have been very honest about
- 1:18:09this from the day it happened. When you challenge
- 1:18:11the status quo, you make enemies. I made it.
- 1:18:14Steve Jobs told me that when he called me the
- 1:18:16day I was fired to say, hey, been there, done
- 1:18:18that twice. It's also true that the man that
- 1:18:21led my faring, Tom Perkins, just took out a full
- 1:18:23-page ad in the New York Times to say he was
- 1:18:26wrong, I was right, I was a terrific CEO, the
- 1:18:29board was dysfunctional, and he thinks I will
- 1:18:31make a magnificent president of the United States.
- 1:18:35Mr. Trump, why would you be better at creating
- 1:18:39jobs than Carly Fiorina? Let me just explain.
- 1:18:43The head of the Yale Business School, Jeffrey
- 1:18:45Sonnenfeld, wrote a paper recently, one of the
- 1:18:47worst tenures for a CEO that he has ever seen,
- 1:18:52ranked one of the top 20 in the history of business.
- 1:18:56The company is a disaster and continues to be
- 1:18:59a disaster. They still haven't recovered. In
- 1:19:01fact, today on the front page of the Wall Street
- 1:19:03Journal, they fired another 25 or 30 ,000 people
- 1:19:07saying we still haven't recovered from the catastrophe.
- 1:19:10When Carly says the revenues went up, that's
- 1:19:13because she bought Compaq. It was a terrible
- 1:19:16deal, and it really led to the destruction of
- 1:19:18the company. Now, one other company before that
- 1:19:20was Lucent. Carly was at Lucent before that.
- 1:19:23and lucid turned out to be a catastrophe also
- 1:19:26so i only say this she can't run any of my companies
- 1:19:29that i can tell you i want to give you a chance
- 1:19:31to respond jeffrey sonnenfeld is a well -known
- 1:19:33clintonite and honestly had it out for me from
- 1:19:36the moment that i arrived at hewlett packard
- 1:19:38but honestly mr trump i find it quite rich that
- 1:19:42you would talk about this You know, there are
- 1:19:45a lot of us Americans who believe that we are
- 1:19:47going to have trouble someday paying back the
- 1:19:49interest on our debt because politicians have
- 1:19:52run up mountains of debt using other people's
- 1:19:55money. That is, in fact, precisely the way you
- 1:19:58ran your casinos. You ran up mountains of debt
- 1:20:01as well as losses using other people's money,
- 1:20:04and you were forced to file for bankruptcy not
- 1:20:06once, not twice, four times. times, a record
- 1:20:10four times. Why should we trust you to manage
- 1:20:13the finances of this nation any differently than
- 1:20:16you manage the finances of your casinos? I've
- 1:20:20made over $10 billion. I had a casino company.
- 1:20:23Caesars just filed for bankruptcy. Chris will
- 1:20:26tell you. It's not Chris's fault either. But
- 1:20:28almost everybody in Atlantic City is either in
- 1:20:30trouble or filed for bankruptcy. Maybe I'll blame
- 1:20:32Chris. But Atlantic City is a disaster. Wait
- 1:20:36a minute, Carly. Wait. I'll let you speak. Atlantic
- 1:20:39City is a disaster, and I did great in Atlantic
- 1:20:43City. I knew when to get out, my timing was great,
- 1:20:46and I got a lot of credit for it. Many of the
- 1:20:48great business people that you know, and Carl
- 1:20:50Icahn's going to work with me on making great
- 1:20:52deals for this country, but whether it's Carl
- 1:20:54or so many others that we read about all the
- 1:20:57time, they have used the laws of the land. by
- 1:21:07this personal back and forth about the history
- 1:21:09of Donald and Carly's career for the 55 year
- 1:21:12old construction worker out in that audience
- 1:21:14tonight who doesn't have a job who can't fund
- 1:21:16his child's education I got to tell you truth
- 1:21:18they could care less about your careers they
- 1:21:21care about theirs let's start talking about that
- 1:21:23on this stage and stop playing and stop playing
- 1:21:26the games John I'm not done yet John Carly listen
- 1:21:34you can interrupt everybody else in the stage
- 1:21:35can I interrupt me Okay? The fact is that we
- 1:21:39don't want to hear about your careers back and
- 1:21:41forth and volleying back and forth about who
- 1:21:43did well and who did poorly. You're both successful
- 1:21:45people. Congratulations. You know who's not successful?
- 1:21:48The middle class in this country who's getting
- 1:21:50plowed over by Barack Obama and Hillary Clinton.
- 1:21:53Let's start talking about those issues tonight
- 1:21:55and stop this childish back and forth between
- 1:21:57the two of you. Governor Kasich, I'm coming to
- 1:22:04you next, but Ms. Farina's name was mentioned,
- 1:22:07and I have to give her the opportunity to respond
- 1:22:08if she wants to. Well, I thought we had been
- 1:22:11hearing quite a bit about Governor Christie's
- 1:22:13record as governor. Actually, I think track records
- 1:22:15are very important. I completely agree that what's
- 1:22:18at stake here is the future of this nation and
- 1:22:21the future of every American. But I do think
- 1:22:24that a track record of leadership is vital because
- 1:22:26in the end, this election is about leadership.
- 1:22:29And let's talk about what leadership is. It's
- 1:22:32not about braggadocio. It is about challenging
- 1:22:36the status quo, solving problems. producing results,
- 1:22:40and the highest calling of leadership is to unlock
- 1:22:43potential in others. Thank you. Problems have
- 1:22:46festered in Washington for too long, and the
- 1:22:48potential of this nation is being crushed. Thank
- 1:22:51you, Ms. Fiorina. Governor Kasich, I want to
- 1:22:53come to you. I'm coming to you. I'm coming to
- 1:22:55you. Let me ask the question. You can use the
- 1:22:57time however you want. Okay, Jake. Donald Trump
- 1:22:59says that the hedge fund guys are getting away
- 1:23:01with murder by paying a lower tax rate. He wants
- 1:23:04to raise the taxes of hedge fund managers, as
- 1:23:06does Governor Bush. Do you agree? I don't at
- 1:23:10this point in terms of changing the incentives
- 1:23:12for investment and risk -taking, but let's just
- 1:23:14stop for a second. There's one person on this
- 1:23:16stage that does have a record. I'm the only person
- 1:23:19on this stage and one of the few people in this
- 1:23:21country that led the effort as the chief architect
- 1:23:23of the last time we balanced the federal budget.
- 1:23:26We also cut taxes. And when I left Washington
- 1:23:29in 2000, we had a $5 trillion surplus and the
- 1:23:33economy was booming. I'd spent 10 years of my
- 1:23:37life to get us to that point. went out in the
- 1:23:39private sector it was great experience and went
- 1:23:42into ohio and took an eight billion dollar hole
- 1:23:44and turned it into a two billion dollar surplus
- 1:23:46we've had the largest amount of tax cuts of any
- 1:23:49sitting governor we've grown well over three
- 1:23:51talking about here tonight as i'm going to take
- 1:23:53this position in that position you know what
- 1:23:55at the end of the day america's got to work we
- 1:23:58got to figure out how we come together to deal
- 1:24:01with this with our fiscal problems because when
- 1:24:03we deal with that we create a stronger economic
- 1:24:05economy for everybody people have a chance to
- 1:24:08rise so you know when we think about how we make
- 1:24:11a choice it's the person that lands that plane
- 1:24:15it's not somebody that talks about it it's about
- 1:24:17the person who's done it and i've done it in
- 1:24:20both places and I did it including people in
- 1:24:23the other party, and that's how we were successful,
- 1:24:25and that's how I will be president, using that
- 1:24:28experience to drive this country forward. Thank
- 1:24:31you. Governor Huckabee, I want to bring you in
- 1:24:32on the question of hedge fund managers and taxing
- 1:24:35them. You have said that you are bothered by
- 1:24:38the fact that hedge fund managers pay such a
- 1:24:40low tax rate and make 2 ,500 times what people
- 1:24:44who work for them make. Do you agree with what
- 1:24:47Donald Trump and Governor Bush have proposed
- 1:24:49raising their tax rates? I have a different idea.
- 1:24:51I think we ought to get rid of all the taxes
- 1:24:53on people who produce. Why should we penalize
- 1:24:56productivity? And it's why I am an unabashed
- 1:24:59supporter of the fair tax, which would be a tax
- 1:25:02on our consumption rather than a tax on our productivity.
- 1:25:06In other words, you're not going to tax anybody
- 1:25:08for what they earn, whether it's a... worker
- 1:25:11who's working by the hour or whether it's a hedge
- 1:25:13fund manager. If they can produce something and
- 1:25:15bring capital and labor to create jobs, we need
- 1:25:18some jobs. And I think the fair tax makes more
- 1:25:21sense. Now, Jake, I've been listening to everybody
- 1:25:24on the stage and there's a lot of back and forth
- 1:25:26about I'm the only one who's done this, the only
- 1:25:28one who's done that. I've done great things.
- 1:25:30We've all done great things or we wouldn't be
- 1:25:32on this stage. But it occurs to me as we're sitting
- 1:25:34here in the Reagan library that most of us would
- 1:25:38like to pay tribute to a guy. who, when he got
- 1:25:40elected, didn't get elected telling everybody
- 1:25:43how great he was. He got elected telling everybody
- 1:25:47how great the American people were, and he empowered
- 1:25:50them to live their dreams, which is what I'd
- 1:25:52love to see us do, by no longer penalizing the
- 1:25:56people who are out there working, because they're
- 1:25:57taking a gut punch right now. Thank you, Governor.
- 1:26:00Dr. Carson. Dr. Carson, you support scrapping
- 1:26:04the entire tax code and replacing it with a flat
- 1:26:07tax based on the principle of tithing from the
- 1:26:10Bible. If you make $10 billion, you pay $1 billion
- 1:26:13in taxes. If you make $10, you pay $1 in taxes.
- 1:26:17Donald Trump believes in progressive taxation.
- 1:26:20He says it's not right that rich people pay the
- 1:26:22same as the poor. Tell Donald Trump why his ideas
- 1:26:27on taxes are wrong. It's all about America. You
- 1:26:32know, the people who say the guy who paid a billion
- 1:26:35dollars because he had ten, he's still got nine
- 1:26:38billion dollars left. That's not fair. We need
- 1:26:41to take more of his money. That's called socialism.
- 1:26:44That doesn't work so well. What made America
- 1:26:47into a great nation was the fact that we said,
- 1:26:49that guy just put in a billion dollars. Let's
- 1:26:52create an environment. that's even more conducive
- 1:26:55to his success so that next year he can put in
- 1:26:58$2 billion. And that's the kind of thing that
- 1:27:01helps us to grow. We can't grow by continuing
- 1:27:03to take a piece of pie and dividing it and redistributing
- 1:27:07it. But I'm also looking at what Governor Huckabee
- 1:27:12talked about. You don't want me operating on
- 1:27:14you, I assure you that. The fair tax. Looking
- 1:27:17at both of them, we're evaluating them both,
- 1:27:20and I'm talking to the American people, because
- 1:27:23one of the things we must recognize is that this
- 1:27:25country is of, for, and by the people. And it's
- 1:27:29really time that the government get out of the
- 1:27:32way and let the people be the ones who decide
- 1:27:34how they want to run their country. Mr. Trump,
- 1:27:36what do you think of the flat tax? Do you think
- 1:27:41it's fair? Well, I think the thing about the
- 1:27:43flat tax, I know it very well, that I don't like
- 1:27:45is if you make $200 million a year, you pay 10%,
- 1:27:48you're paying very little relatively to somebody
- 1:27:51that's making $50 ,000 a year and has to hire
- 1:27:54H &R Block to do the work because it's so complicated.
- 1:27:57One thing I'll say to Ben is that we've had a
- 1:27:59graduated tax system for many years, so it's
- 1:28:01not a socialistic thing. What I'd like to do
- 1:28:03is, and I'll be putting in the plan in about
- 1:28:05two weeks, and I think people are going to like
- 1:28:06it. It's a major reduction in taxes. It's a major
- 1:28:09reduction for the middle class. The hedge fund
- 1:28:12guys won't like me as much as they like me right
- 1:28:14now. I know them all, but they'll pay more. I
- 1:28:17know people that are making a tremendous amount
- 1:28:18of money and paying virtually no tax, and I think
- 1:28:20it's unfair. Thank you, Mr. Trump. Senator Paul.
- 1:28:23I'm glad we're having a discussion about taxes
- 1:28:25because everybody laments that we lose jobs overseas.
- 1:28:28Well, yeah, our companies and our jobs are being
- 1:28:31chased overseas by a 70 ,000 -page tax code.
- 1:28:34So that's why I've chosen to get rid of the whole
- 1:28:36thing and have one single rate, 14 .5 % for everybody,
- 1:28:39business and for corporate income and personal
- 1:28:43income. But we also get rid of the payroll tax
- 1:28:45so the working class would get a tax break as
- 1:28:47well. So I think a flat tax, eliminating the
- 1:28:50tax code, getting rid of all the loopholes is
- 1:28:52the way to go. It's the way we get America going
- 1:28:53again. Governor Walker, I want to go to you.
- 1:28:56Dr. Carson wants to raise the federal minimum
- 1:28:59wage. You have called it a lame idea. Why is
- 1:29:02raising the federal minimum wage lame? I said
- 1:29:04the best way to help people see their wages go
- 1:29:06up is to get them the education, the skills they
- 1:29:08need to take on careers that pay far more than
- 1:29:10minimum wage. And it's why we talk about it's
- 1:29:12all about jobs. You want to help people actually
- 1:29:14get jobs. It's why on that last question we were
- 1:29:16trying to jump in on taxes. To me, it's not just
- 1:29:18about... taxes, cutting taxes. I've done it as
- 1:29:20much as anybody. I've cut income taxes. I've
- 1:29:22cut property taxes. In fact, property taxes are
- 1:29:24lower today in my state than they were before
- 1:29:26we took office. The real issue is about jobs.
- 1:29:28Ronald Reagan, our plan is based on the Ronald
- 1:29:30Reagan tax cuts of 1986. That brought about one
- 1:29:33of the longest sustained periods of economic
- 1:29:35growth in American history. All the things we
- 1:29:38should be talking about tonight are about how
- 1:29:39do we create jobs, helping people get the skills
- 1:29:42and the education and qualifications they need
- 1:29:44to succeed. That's the way you help people create
- 1:29:46jobs. It's part of our larger plan to reform
- 1:29:48the tax code, to cut taxes, to put in place an
- 1:29:53education system that gives people the skills
- 1:29:55and education that they need, to put in place
- 1:29:57an all -of -the -above energy policy. But you
- 1:29:58start on day one with repealing Obamacare. I'm
- 1:30:01the only one on this stage who's actually got
- 1:30:03a plan, introduced an actual plan. to repeal
- 1:30:05Obamacare on day one. I'll send a bill up to
- 1:30:08Congress and to make sure they actually enact
- 1:30:10it. I'm going to sign an order that makes the
- 1:30:12Congress live by the same rules as everybody
- 1:30:14else. Thank you, Governor. That will ensure they
- 1:30:16repeal Obamacare. Dr. Carson, Governor Walker
- 1:30:17didn't really answer the question, but I'll let
- 1:30:19you respond. He called raising the federal minimum
- 1:30:21wage lame. What do you think of that? Well, first
- 1:30:23of all, let me say what I actually said about
- 1:30:25raising the minimum wage. I was asked, should
- 1:30:28it be raised? I said, probably or possibly. But
- 1:30:32what I added, which I think is the most important
- 1:30:34thing, is I said we need to get both sides of
- 1:30:37this issue to sit down and talk about it, negotiate
- 1:30:41a reasonable minimum wage, and index that so
- 1:30:48that we never have to have this conversation
- 1:30:50again in the history of America. I think we also
- 1:30:53have to have two minimum wages, a starter and
- 1:30:57a sustaining. Because how are young people ever
- 1:31:00going to get a job if you have such a high minimum
- 1:31:03wage that it makes it impractical to hire them?
- 1:31:07Thank you, Dr. Carson. I want to now turn to
- 1:31:08you. Jake, just on that issue, because you said
- 1:31:10I didn't answer, and I did. I said to me, I think
- 1:31:13the real focus shouldn't be, you know, Hillary
- 1:31:14Clinton talks about the minimum wage. That's
- 1:31:17her answer to grow the economy. The answer is
- 1:31:19to give people the skills and the education so
- 1:31:21they make far more than minimum wage. I don't
- 1:31:23want to argue about how low things are going
- 1:31:24to be. I want to talk about how do we lift everyone
- 1:31:26up in America. That's what Reagan talked about.
- 1:31:28It wasn't how bad things were. It was how to
- 1:31:30make it better for everyone. That's what we've
- 1:31:32done in Wisconsin. That's exactly what we do.
- 1:31:34Let me bring in our partner from Salem Radio
- 1:31:35Network, Hugh Hewitt. I'd like to talk about
- 1:31:37winning because I think all of you are more qualified
- 1:31:40than former Secretary of State Clinton and as
- 1:31:42were the people in the first debate. But there
- 1:31:43are different styles. And Carly Fiorina, Governor
- 1:31:46Kasich, you are conveniently located next to
- 1:31:48each other and you have different styles. Governor
- 1:31:50Kasich, you've been on my show a lot. You refuse
- 1:31:52to attack Hillary Clinton. You just don't want
- 1:31:54to go there. You want to do the up with people,
- 1:31:56go Ohio campaign. And I like that. Carly Fiorina,
- 1:31:59I don't have to bring up the Secretary of State.
- 1:32:00You bring her up, Sue Esponte. Which one of you
- 1:32:03is wrong? Governor Kasich? Well, look, people
- 1:32:06still have to get to know me. So I want to spend
- 1:32:08my time talking about my experience, reforming
- 1:32:10welfare, balancing budgets, cutting taxes. providing
- 1:32:13economic growth when I was in Washington, turning
- 1:32:16Ohio around, $8 billion in the hole, $2 billion
- 1:32:19surplus, up over 300 ,000 jobs, big tax cuts,
- 1:32:23strengthening our credit. All those things matter.
- 1:32:27But, you know, as a young man in my first election
- 1:32:30in 1978, I defeated an incumbent Democrat. I
- 1:32:33defeated an incumbent Democrat in 1982 running
- 1:32:36on the Reagan program. I was the only Republican
- 1:32:39in America to defeat an incumbent Democrat that
- 1:32:42year. And then when I won for election to governor,
- 1:32:45I was the first Republican to defeat an incumbent
- 1:32:47in 36 years. and the first person to have never
- 1:32:50run statewide out of politics for 10 years to
- 1:32:53beat an incumbent that hadn't happened for 96
- 1:32:56years so we'll get to the point where we'll talk
- 1:32:58about hillary clinton or whoever the nominee
- 1:33:01is record but right now i want to give people
- 1:33:04a sense of hope a sense of purpose a sense of
- 1:33:06unity a sense that we can do it So, you know,
- 1:33:09with you, at the end of the day, I'm going to
- 1:33:11continue to talk about my record because there's...
- 1:33:13Do you ever notice when people run for office,
- 1:33:15they run for president, they make a lot of promises,
- 1:33:17they don't keep them. I don't intend to do that,
- 1:33:19and I'm going to be out there pushing, and don't
- 1:33:21worry about me and Hillary. That'll all work
- 1:33:23out, and I'm from Ohio. She will not beat me
- 1:33:26there, I can promise you that. Carly Fiorini,
- 1:33:28your style. You see, Governor Christie, people
- 1:33:30spend a lot of time talking about their track
- 1:33:32records. And Mr. Trump and I have every right
- 1:33:34to do the same. And Mrs. Clinton is going to
- 1:33:36have to defend her track record. Her track record
- 1:33:39of lying about Benghazi, of lying about her emails.
- 1:33:44about lying about her servers. She does not have
- 1:33:48a track record of accomplishment. Like Mrs. Clinton,
- 1:33:51I, too, have traveled hundreds of thousands of
- 1:33:52miles around the globe. But unlike Mrs. Clinton,
- 1:33:55I know that flying is an activity. It is not
- 1:33:58an accomplishment. Mrs. Clinton, if you want
- 1:34:00to stump a Democrat, ask them to name an accomplishment
- 1:34:03of Mrs. Clinton's. Thank you, Ms. Fiorina. Governor
- 1:34:06Christie, your name was mentioned. I want to
- 1:34:07give you a chance to respond. Listen, you know,
- 1:34:09Q, it's an important point. And the question
- 1:34:12is, who's going to prosecute Hillary Clinton?
- 1:34:14The Obama White House seems to have no interest.
- 1:34:16The Justice Department seems to have no interest.
- 1:34:18I think it's time to put a former federal prosecutor
- 1:34:21on the same stage with Hillary Clinton. And I
- 1:34:23will prosecute her during those debates on that
- 1:34:25stage for the record that we're talking about
- 1:34:27here. The fact that she had a private email server
- 1:34:29in her basement using national security secrets
- 1:34:31running through it could have been hacked by
- 1:34:33the Russians, the Chinese, or two 18 -year -olds
- 1:34:36on a toot wanting to have some fun. No one's
- 1:34:39answering that question from the Hillary Clinton
- 1:34:40clan. You know why? Because she knows she's wrong
- 1:34:42and she cannot look in the mirror. at herself,
- 1:34:45and she cannot tell the American people the truth.
- 1:34:47Thank you, Governor Christie. There is a whole
- 1:34:49lot more coming up. CNN's Republican presidential
- 1:34:52debate. Let's turn to some issues now in foreign
- 1:34:55policy. Mr. Trump, Senator Rubio said it was,
- 1:34:59quote, very concerning to him that in a recent
- 1:35:02interview you didn't seem to know the details
- 1:35:04about some of the... enemies the U .S. faces.
- 1:35:07Rubio said, if you don't know the answers to
- 1:35:10those questions, you will not be able to serve
- 1:35:12as commander -in -chief. Please respond to Senator
- 1:35:14Rubio. Well, I heard Hugh Hewitt, a nice man,
- 1:35:17he apologized because he actually said that we
- 1:35:19had a misunderstanding, and he said today that
- 1:35:21Donald Trump is maybe the best interview there
- 1:35:24is anywhere that he's ever done. Now, unless
- 1:35:26he was just saying that on CNN to be nice, but
- 1:35:29he did say that. Oh, you're the best interviewer
- 1:35:30in America. And we had a legitimate misunderstanding
- 1:35:32in terms of his pronunciation. a word, but I
- 1:35:36would say just, well, I think it was. And he
- 1:35:39actually said that. Did you say that? So radio
- 1:35:41makes an interesting thing. Okay, so I will say
- 1:35:44this, though. You was giving me name after name,
- 1:35:48Arab name, Arab name, and there are few people
- 1:35:51anywhere, anywhere that would have known those
- 1:35:55names. I think he was reading them off a sheet.
- 1:35:57And frankly, I will have, and I told him, I will
- 1:36:00have the finest team. that anybody's put together,
- 1:36:03and we will solve a lot of problems. You know,
- 1:36:05right now, they know a lot, and look at what's
- 1:36:07happening. The world is blowing up around us.
- 1:36:10We will have great teams and great people. I
- 1:36:13hope that answers your question. I mean, you
- 1:36:15are on the Senate, but I hope that answers your
- 1:36:17question. Well, it does, but then it's the following
- 1:36:19way. This is an important question. I think if
- 1:36:21you're running for president, these are important
- 1:36:23issues, because look around the world today.
- 1:36:25There is a lunatic in North Korea with dozens
- 1:36:27of nuclear weapons and a long -range rocket that
- 1:36:29can already hit the very place in which we stand
- 1:36:31tonight. The Chinese are rapidly expanding their
- 1:36:34military. They hack into our computers. They're
- 1:36:36building artificial islands in the South China
- 1:36:38Sea, the most important shipping lane in the
- 1:36:40world. A gangster in Moscow is not just threatening
- 1:36:43Europe. He's threatening to destroy and divide
- 1:36:45NATO. You have radical jihadists and dozens of...
- 1:36:48They even recruit Americans using social media
- 1:36:52to try to attack us here at home. And now we've
- 1:36:55got this horrible deal with Iran where a radical
- 1:36:57Shia cleric with an apocalyptic vision of the
- 1:36:59future is also guaranteed to one day possess
- 1:37:02nuclear weapons and also a long -range rocket
- 1:37:04that can hit the United States. These are extraordinarily
- 1:37:07dangerous times that we live in. And the next
- 1:37:09president of the United States better be someone
- 1:37:11that understands these issues and has good judgment
- 1:37:13about them. Because the number one issue that
- 1:37:15a president will ever confront and the most important
- 1:37:18obligation that the federal government has is
- 1:37:20to keep this nation safe. And today, we are not
- 1:37:22doing that. We are eviscerating our military,
- 1:37:24and we have a president that is more respectful
- 1:37:27to the Ayatollah in Iran than he is to the Prime
- 1:37:29Minister of Israel. Mr. Trump, Senator Rubio
- 1:37:33seemed to be suggesting... that you don't know
- 1:37:36information. No, I don't think he's suggesting
- 1:37:38that at all. Are you, Senator Rubio? I don't
- 1:37:40think he's suggesting that. Well, that's why
- 1:37:40we have a debate. I think that we should have
- 1:37:42a deeper debate about these issues because there
- 1:37:44is no more important decision that a president
- 1:37:46will make. But are you saying that you have the
- 1:37:48knowledge to be the president that Mr. Trump
- 1:37:51does not have? Well, you should ask him questions
- 1:37:54in detail about the foreign policy issues our
- 1:37:56president will confront because you better be
- 1:37:57able to lead our country on the first day. Not
- 1:38:00six months from now, not a year from now, on
- 1:38:02the first day in office, our president could
- 1:38:03very well confront a national security crisis.
- 1:38:06You can't predict it. Sometimes you cannot control
- 1:38:08it. And it is the most, the federal government
- 1:38:10does all kinds of things it's not supposed to
- 1:38:11be doing. It regulates bathrooms. It regulates
- 1:38:14schools that belong to local communities. But
- 1:38:17the one thing that the federal government must
- 1:38:19do, the one thing that only the federal government
- 1:38:21can do, is keep us safe. And a president better
- 1:38:23be up to date on those issues on his first day
- 1:38:25in office, or on her first day in office. Mr.
- 1:38:28Trump. Well, you have to understand, I am not
- 1:38:31sitting in the United States Senate with, by
- 1:38:34the way, the worst voting record there is today.
- 1:38:37Number one, I am not sitting in the United States
- 1:38:40Senate. I'm a businessman doing business transactions.
- 1:38:43I am doing business transactions. I will know
- 1:38:47more about this. And as you said, that was very
- 1:38:50acceptable. And when you listened to that whole
- 1:38:52interview, it was a great interview. You said
- 1:38:54it. I didn't. Listen, just one second. Just one
- 1:38:59second. I will know more about the problems of
- 1:39:04this world by the time I sit. And you look at
- 1:39:07what's going on in this world right now by people
- 1:39:09that supposedly know this world is a mess. Senator
- 1:39:12Rubio, he didn't invoke your absentee record
- 1:39:14in the Senate. I'm proud to serve in the United
- 1:39:15States Senate. You know, when I ran five years
- 1:39:17ago, the entire leadership of my party in Washington
- 1:39:19lined up against me. But I'm glad I won, and
- 1:39:22I'm glad that I ran, because this country's headed
- 1:39:24in the wrong direction. And if we keep electing
- 1:39:26the same people, nothing is going to change.
- 1:39:28And you're right, I have missed some votes, and
- 1:39:29I'll tell you why, Mr. Trump. Because in my years
- 1:39:31in the Senate, I figured out very quickly that
- 1:39:34the political establishment in Washington, D
- 1:39:36.C., in both political parties, is completely
- 1:39:38out of touch with the lives of our people. You
- 1:39:40have millions of people in this country living
- 1:39:42paycheck to paycheck, and nothing's being done
- 1:39:44about it. We are about to leave our children
- 1:39:46with $18 trillion in debt, and they're about
- 1:39:48to raise the debt limit again. We have a world
- 1:39:51that grows increasingly dangerous, and we are
- 1:39:52eviscerating our military spending and signing
- 1:39:54deals with Iran. And if this thing continues,
- 1:39:58we are going to be the first Americans to leave
- 1:39:59our children, worse off than ourselves. That's
- 1:40:02why I'm missing votes, because I am leaving the
- 1:40:04Senate, I'm not running for re -election, and
- 1:40:06I'm running for president, because I know this.
- 1:40:08Unless we have the right president, we cannot
- 1:40:10make America fulfill its potential. But with
- 1:40:12the right person in office? The 21st century
- 1:40:15can be the greatest era that our nation has ever
- 1:40:16known. Thank you, Senator Rubio. I want to turn
- 1:40:18now to Hugh Hewitt. Thank you, Jake. I've done
- 1:40:22a lot of great interviews with all of you, but
- 1:40:23Governor Bush, I talked to you in February about
- 1:40:25the biggest elephant in a room full of elephants,
- 1:40:27which is your last name. And you told me that
- 1:40:30you would not be burdened either by your brother
- 1:40:32or your father's legacy in the Middle East. And
- 1:40:34then a week later, you rolled out your list of
- 1:40:36foreign policy advisors. and it was a lot of
- 1:40:39the band getting back together again so on behalf
- 1:40:42of the military that is watching okay the active
- 1:40:45duty military that are at the end of the sphere
- 1:40:47what kind of a commander -in -chief is jeb bush
- 1:40:49going to be and who are the advisors that are
- 1:40:52new to your team well first of all hugh if you're
- 1:40:54looking at republican advisors you have to go
- 1:40:57to the last two administrations that happen to
- 1:40:59be 41 and 43. So just by definition, if you're
- 1:41:03in many of the people here that are seeking advice
- 1:41:06from the foreign policy experts in the Republican
- 1:41:08side, they served in my dad's administration,
- 1:41:11my brother's administration. Of course, that's
- 1:41:13the case. But I'm my own man. I'm going to create
- 1:41:15a strategy that's based on. the simple fact that
- 1:41:18the United States needs to lead the world. The
- 1:41:20first thing that we need to do is to stop the
- 1:41:22craziness of the sequester, rebuild our military
- 1:41:25so that we don't deploy people over and over
- 1:41:28again without the necessary equipment to keep
- 1:41:30them safe, to send a signal to the world that
- 1:41:33we're serious. If we're going to lead the world,
- 1:41:34then we need to have the strongest military possible.
- 1:41:36We need to rebuild our counterintelligence and
- 1:41:38intelligence capabilities. We need to focus on
- 1:41:40the fact that the next president is going to
- 1:41:42start in 2017, not in 1990, you know. 30 years
- 1:41:47ago, or when my brother started. The world is
- 1:41:49dramatically different. And I believe that we
- 1:41:52need to restore America's presence and leadership
- 1:41:54in the world. Name a country where our relationship
- 1:41:56is better today than it was the day that Barack
- 1:41:58Obama got elected president. Under Hillary Clinton
- 1:42:01and Barack Obama, we have seen a weakness that
- 1:42:03now creates huge problems for the next president
- 1:42:06of the United States. So I'll have a team that
- 1:42:07will be following the doctrine that I set up,
- 1:42:11and it'll be peace through strength. We're sitting
- 1:42:13here in this library, which is a wonderful place
- 1:42:16to talk about this, because that's exactly what
- 1:42:18happened in the 1980s. Mr. Trump, I want to ask
- 1:42:25you a question. You promised us great leaders,
- 1:42:27and I believe that. Jeb Bush has laid out 20
- 1:42:31different people that have experience around
- 1:42:33the world. There are 190 countries. You can't
- 1:42:35run the world by yourself. When are we going
- 1:42:36to get some names on your military and your foreign
- 1:42:39policy? And I'm meeting with people that are
- 1:42:41terrific people. But I have to say something
- 1:42:43because it's about judgment. I am the only person
- 1:42:46on this day is the only person that fought very,
- 1:42:49very hard against us. And I wasn't a sitting
- 1:42:52politician going into Iraq. because they said,
- 1:42:55going into Iraq, that was in 2003. You can check
- 1:42:59it out. Check out. I'll give you 25 different
- 1:43:02stories. In fact, a delegation was sent to my
- 1:43:05office to see me because I was so vocal about
- 1:43:07it. I'm a very militaristic person, but you have
- 1:43:11to know when to use the military. I'm the only
- 1:43:13person up here that fought against going into
- 1:43:16Iraq. Hugh, can I make a response to that? Just
- 1:43:18excuse me one second, Rand, if you don't mind,
- 1:43:20Rand. You know, you are on the last, you do have
- 1:43:22your 1%. I would like, and I think it's very
- 1:43:25important, I think it's important because it's
- 1:43:28about judgment. It's about judgment. I didn't
- 1:43:31want to go into Iraq, and I fought it. Because
- 1:43:33what I said to you, what I said, was you're going
- 1:43:36to destabilize the Middle East, and that's what
- 1:43:39happened. He's referred to me in his remarks.
- 1:43:41May I make a response? Right after me. I'll yield
- 1:43:43the floor. What do you guys say in the Senate
- 1:43:45when you're talking and debating? Absolutely.
- 1:43:47Go ahead. Here's the fact. When Donald Trump
- 1:43:50talks about judgment, what was his position on
- 1:43:53who would have been the best negotiator to deal
- 1:43:55with Iran? It wasn't a Republican. It was Hillary
- 1:43:59Clinton. That's what you believe. I mean, the
- 1:44:02lack of judgment and the lack of understanding
- 1:44:03about how the world works is really dangerous
- 1:44:06in this kind of time that we're saying. So is
- 1:44:09that the judgment that you bring to the table,
- 1:44:10that Hillary Clinton is a great negotiator, that
- 1:44:12she could bring about a better deal? Your brother
- 1:44:15and your brother's administration gave us Barack
- 1:44:17Obama because it was such a disaster those last
- 1:44:20three months that Abraham Lincoln couldn't have
- 1:44:22been elected. You know what? As it relates to
- 1:44:25my brother, there's one thing I know for sure.
- 1:44:27he kept us safe i don't know if you remember
- 1:44:30donald you remember the the rubble you remember
- 1:44:40the firefighter with his arms around it he sent
- 1:44:43a clear signal that the united states would be
- 1:44:45strong and fight islamic terrorism And he did
- 1:44:48keep us safe. I don't know. You feel safe right
- 1:44:50now? I don't feel so safe. May I respond? That's
- 1:44:52because of Barack Obama. That's because of Barack
- 1:44:55Obama. We've had a president who called ISIS
- 1:44:58the J .B. squad, Yemen a success story, Iran
- 1:45:01a place we can do business with. It's not because
- 1:45:03of George W. Bush. It's because of Barack Obama.
- 1:45:07But here on that point, though, whether we're
- 1:45:11talking about national security, foreign policy,
- 1:45:14Or we're talking about domestic policy. Or the
- 1:45:16collapse of the economy. The key issue here is
- 1:45:18talking about leadership. Now, there's a lot
- 1:45:20of great people up here, and you've heard a lot
- 1:45:21of great ideas out there. But I would ask the
- 1:45:23American people, look at who's been tested. When
- 1:45:25there were 100 ,000 protesters in my capital,
- 1:45:27I didn't back down. When they issued death threats
- 1:45:29against me and threats against my family, I didn't
- 1:45:31back down. When they tried to recall me, I didn't
- 1:45:34back down. And when they made me one of their
- 1:45:36number one targets last year, I didn't back down.
- 1:45:38Give me the chance to be your president. I won't
- 1:45:40back down on any of these issues. Senator Paul.
- 1:45:41The remark was made that there hadn't been anyone
- 1:45:44else on the podium opposed to the Iraq war. I've
- 1:45:47made my career as being an opponent of the Iraq
- 1:45:49war. I was opposed to the Syrian war. I was opposed
- 1:45:52to arming people who are our enemies. Iran is
- 1:45:56now stronger because Hussein is gone. Hussein
- 1:45:58was the great bulwark and counterbalance to the
- 1:46:02Iranians. So when we complain about the Iranians,
- 1:46:04you need to remember that the Iraq war made it
- 1:46:07worse. Originally, Governor Bush was asked, was
- 1:46:09the Iraq war a mistake? And he said, no, we'd
- 1:46:11do it again. We have to learn. Sometimes the
- 1:46:14interventions backfire. The Iraq war backfired
- 1:46:17and did not help us. We're still paying the repercussions
- 1:46:20of a bad decision. We have to make the decision
- 1:46:22now in Syria. Should we topple Assad? Many up
- 1:46:26here wanted to topple Assad, and it's like I
- 1:46:28said no because if you do, ISIS will now be in
- 1:46:31charge of Syria. I understand that Governor Bush's
- 1:46:34name has been invoked, and then we can go to
- 1:46:35you, Senator Rubio. Here's the lessons of history.
- 1:46:38When we pull back, voids are created. We left
- 1:46:42Iraq. We should have had a forces agreement to
- 1:46:44stay there with a small force. And instead of
- 1:46:47that, we politically and militarily pulled back,
- 1:46:49and now we have the creation of ISIS. 36 days
- 1:46:52ago, in this very library, I gave a speech with
- 1:46:55a comprehensive strategy how to take out ISIS.
- 1:46:57And it requires American leadership and engagement.
- 1:46:59We don't have to be the world's policemen. But
- 1:47:02we certainly have to be the world's leader. We
- 1:47:04need to make sure that the world knows that we're
- 1:47:06serious, that we're engaged, that we're not going
- 1:47:08to pull back, that our word matters. And if we
- 1:47:11do that, we can create a force that will take
- 1:47:14out ISIS both in Iraq and in Syria, which will
- 1:47:17take a lot longer time now because of what President
- 1:47:20Obama's done by pulling back. And I want to go
- 1:47:22even deeper in that direction because I think
- 1:47:24the belief that somehow by retreating, America
- 1:47:26makes the world safer. has been disproven every
- 1:47:29single time it's ever been tried. Syria is a
- 1:47:31perfect example of it. The uprising in Syria
- 1:47:33was not started by the United States. It was
- 1:47:35started by the Syrian people. And I warned at
- 1:47:38the time, this was three and a half years ago,
- 1:47:39I openly and repeatedly warned that if we did
- 1:47:42not find moderate elements on the ground that
- 1:47:44we could equip and arm, that void would be filled
- 1:47:47by radical jihadists. Well, the president didn't
- 1:47:49listen. The administration didn't follow through.
- 1:47:51And that's exactly what happened. That is why
- 1:47:54ISIS grew. That is why ISIS then came over the
- 1:47:56border from Syria and back into Iraq. What is
- 1:47:58happening in that region is the direct consequence
- 1:48:01of the inability to lead and of disengagement.
- 1:48:03And the more we disengage, the more airplanes
- 1:48:06from Moscow you're going to see flying out of
- 1:48:08Damascus and out of Syria, as you asked earlier
- 1:48:10today. Dr. Carson. I haven't had an opportunity
- 1:48:15to weigh in on foreign policy, and I just want
- 1:48:18to mention that when the war... When the issue
- 1:48:22occurred in 2003, I suggested to President Bush
- 1:48:26that he not go to war. Okay, so I just want that
- 1:48:30on the record. And, you know, a lot of people
- 1:48:32are very much against us getting involved right
- 1:48:35now with global jihadism. And they refer back
- 1:48:39to our invasion of Iraq, and they seem to think
- 1:48:42that that was what caused it. What caused it
- 1:48:44was withdrawing from there and creating a vacuum,
- 1:48:48which allowed this terrible situation to occur.
- 1:48:50But it's very different from what's going on
- 1:48:52today. We're talking about global jihadists who
- 1:48:55actually want to destroy us. They are an existential
- 1:48:58threat to our nation. And we have to be mature
- 1:49:01enough to recognize that our children will have
- 1:49:04no future if we put our heads in the sands. We
- 1:49:07have to recognize we have two choices. We either
- 1:49:10allow them to continue to progress and appear.
- 1:49:13to be the winners, or we use every resource available
- 1:49:16to us to destroy them first. It's interesting
- 1:49:17that you say that because I want to ask Governor
- 1:49:19Christie about something else that you have said.
- 1:49:22Governor Christie, we just marked the 14th anniversary
- 1:49:24of the 9 -11 attacks. Now, Dr. Carson has said
- 1:49:27that if he had been president at the time, the
- 1:49:30United States would not have gone to war in Afghanistan.
- 1:49:33What does that say to you about how Dr. Carson
- 1:49:36would respond as president if America were attacked
- 1:49:39again? President Bush on September 10th, 2001.
- 1:49:47And that next day, my wife, Mary Pat, did what
- 1:49:49she did every day. She traveled through the World
- 1:49:51Trade Center and went to her office two blocks
- 1:49:53from the World Trade Center. And after those
- 1:49:57planes hit for five and a half hours, after that,
- 1:49:59I couldn't reach her, didn't know whether she
- 1:50:01was dead or alive, and we had three children
- 1:50:03at that time, eight, five, and one. And I had
- 1:50:05to confront what so many thousands of others
- 1:50:07in my region had to confront, the idea that I
- 1:50:10might become a single parent. the idea that my
- 1:50:13life and my children's life might be changed
- 1:50:15forever. We lost friends that day. We went to
- 1:50:18the funerals. And I will tell you that what those
- 1:50:20people wanted and what they deserved was for
- 1:50:24America to answer back against what had been
- 1:50:27done to them. And I support what President Bush
- 1:50:29did at that time. going into afghanistan hunting
- 1:50:32al -qaeda and its leaders getting its sanctuary
- 1:50:35out of place and making it as difficult around
- 1:50:38the world for them to move people and money and
- 1:50:40then he went to prosecutors like us and he said
- 1:50:43never again Don't prosecute these people after
- 1:50:46the crime is committed. Intervene before the
- 1:50:48crime happens. I absolutely believe that what
- 1:50:50the president did at the time was right, and
- 1:50:52I am proud to have been one of the people on
- 1:50:54the stage who was part of making sure that what
- 1:50:56Governor Bush said before was the truth. America
- 1:50:58was safe for those seven years, and Barack Obama
- 1:51:01has taken that safety away from us. Dr. Carson.
- 1:51:05Well, recognize that, you know, President George
- 1:51:14W. Bush was a great friend of ours, and we spent
- 1:51:18many wonderful days at the White House. I haven't
- 1:51:22been there in the last seven years. I'd probably
- 1:51:24have to have a food tester. But at any rate,
- 1:51:26you know, I didn't suggest that nothing be done.
- 1:51:30What I suggested to President Bush is to be Kennedy
- 1:51:35-esque in the sense that when the Russians got
- 1:51:37ahead of us in the space race... What we did
- 1:51:40is use the bully pulpit to galvanize everybody.
- 1:51:44Business, industry, academia behind a national
- 1:51:47goal to put a man on the moon and bring him back
- 1:51:49safely. I said, you can do the same kind of thing.
- 1:51:52Declare that within five to ten years we will
- 1:51:54become petroleum independent. The moderate Arab
- 1:51:57states would have been so concerned about that,
- 1:52:00they would have turned over Osama bin Laden and
- 1:52:02anybody else you wanted on a silver platter within
- 1:52:04two weeks. There are smart ways to do things,
- 1:52:07and there are muscular ways to do things, and
- 1:52:10sometimes you have to look at both of those to
- 1:52:13come up with... Jake, I don't want to say this,
- 1:52:15Jake, is that while that may have been a fine
- 1:52:18idea that Dr. Carson had, these people were out
- 1:52:22to kill us. I stood in that region with my family,
- 1:52:26and every time a plane went overhead, in the
- 1:52:29weeks after that, people's heads jerked to the
- 1:52:31sky because they thought it was happening again.
- 1:52:34You do not need to go through subtle diplomacy
- 1:52:37at that point. That can be handled later on.
- 1:52:39What you need is a strong American leader who
- 1:52:41will take the steps that are necessary to protect
- 1:52:44our nation. That's what I would do as commander
- 1:52:47-in -chief in this circumstance, and that's what
- 1:52:49President George W. Bush did in 2001. Dr. Carson?
- 1:52:57I have no argument with having a strong leader
- 1:53:00and to be aggressive where aggression is needed.
- 1:53:04but it's not needed in every circumstance there
- 1:53:07is a time when you can use your intellect to
- 1:53:09come up with other ways to do things and i think
- 1:53:12that's what we have started thinking about there
- 1:53:13is no question that a lot of these problems that
- 1:53:16we have been talking about in terms of the international
- 1:53:19situation is because we are weak it's because
- 1:53:22our navy is so small it's because our air force
- 1:53:25is incapable of doing the same things that it
- 1:53:27did a few years ago it's because our marine corps
- 1:53:30is not ready to be deployed there are a lot of
- 1:53:33problems that are going on and we need to solve
- 1:53:35those problems we need to build up radical terrorism
- 1:53:37cannot be solved by by intellect they cannot
- 1:53:40they require that what they need is they need
- 1:53:42an operating space that's what afghanistan was
- 1:53:44for al -qaeda it was a vacuum that they filled
- 1:53:47and they created an operating space That's why
- 1:53:49they had to be drawn out of there. That's why
- 1:53:50they had to be destroyed. It is the reason why
- 1:53:52ISIS has now grown as well. We allowed them,
- 1:53:54we allowed a vacuum to emerge in Syria. They
- 1:53:57used it as an operating space to grow. And today
- 1:53:59they're not just in Iraq and Syria anymore. They're
- 1:54:01now in Libya conducting operations in the Sinai.
- 1:54:03They're now in Afghanistan trying to supplant
- 1:54:06the Taliban as the most powerful radical jihadist
- 1:54:09group on the ground there as well. You cannot
- 1:54:11allow radical jihadists to have an operating
- 1:54:13safe haven anywhere in the world. Thank you,
- 1:54:15Senator. Just today, there was a new report that
- 1:54:2050 different intelligence analysts have said
- 1:54:24that what they sent up the ladder was doctored
- 1:54:28by senior officials so that they could give some
- 1:54:30happy talk to the situation that we face. I love
- 1:54:34the idea of a good intellectual capacity to deal
- 1:54:37with our enemies. But the fact is, if you don't
- 1:54:39have good intelligence that's reliable and it's
- 1:54:41honest, you're not going to have good intelligence
- 1:54:43and you cannot make good decisions. The next
- 1:54:46president is primarily elected not just to know
- 1:54:49things, but to know what to do with the things
- 1:54:52that he knows. And the most dangerous person
- 1:54:54in any room is the person who doesn't know what
- 1:54:57he doesn't know. And the reason Barack Obama
- 1:54:59has been dangerous to this country, and we'd
- 1:55:01better elect someone who has had some executive
- 1:55:03experience. is because we cannot afford another
- 1:55:06eight years having a person in the office who
- 1:55:08doesn't know what he does not know. Thank you,
- 1:55:11Governor. I want to turn to ISIS. Governor Walker,
- 1:55:14there is a big debate right now. We've been talking
- 1:55:19about ISIS here and there in this discussion.
- 1:55:21There's a big debate right now about whether
- 1:55:23or not to send more U .S. troops to fight ISIS
- 1:55:26in Iraq and Syria. In the first debate earlier
- 1:55:28this evening, Senator Lindsey Graham argued that
- 1:55:31candidates are only serious about... fighting
- 1:55:34ISIS if they are willing to send 10 ,000 US troops
- 1:55:37to Iraq, 10 ,000 US troops as part of a coalition
- 1:55:40to Syria. Governor Walker, you say, you just
- 1:55:43told me a few days ago, that the 3 ,000 US troops
- 1:55:45there right now are enough as long as the rules
- 1:55:48of engagement are changed. What do you know that
- 1:55:51Senator Graham doesn't know? No, to be clear,
- 1:55:54what I said the other day was that we need to
- 1:55:56lift the political restrictions that are already
- 1:55:59in play. Barack Obama's administration has put
- 1:56:01political restrictions on the military personnel
- 1:56:04already in Iraq. We need to lift those and then
- 1:56:07we need to listen to our military experts, not
- 1:56:10the political forces in the White House, but
- 1:56:12our military experts about how many more we send
- 1:56:15in. And we certainly shouldn't have a commander
- 1:56:17in chief who sends a message to our adversaries
- 1:56:20as to how far we're going to go. and how far
- 1:56:22we're willing to fight. So I'm not putting a
- 1:56:24troop number on. What I'm saying is lift the
- 1:56:26political restrictions. When you do that, you
- 1:56:28empower our military personnel already there
- 1:56:30to work with the Kurd and the Sunni allies to
- 1:56:33reclaim the territory taken by ISIS and to do
- 1:56:36so in a way that allows that ISIS doesn't go
- 1:56:38back in Syria, as we were just talking about
- 1:56:40here. That is the fundamental problem going forward.
- 1:56:42We have a president, and Hillary Clinton was
- 1:56:44a part of this, by the way, who has made political
- 1:56:46decisions for our men and women in uniform. I
- 1:56:49want the men and women at home to know. If I
- 1:56:51am Commander -in -Chief, I will only send you
- 1:56:54into harm's way when our national security is
- 1:56:56at risk. And if we do, you know you'll have our
- 1:56:59full support. the support of the American people,
- 1:57:02and you'll have a clear path for victory. Thank
- 1:57:04you, Governor. Senator Paul, I want to go to
- 1:57:05you because you have said that the boots on the
- 1:57:08ground to fight ISIS need to be Arab boots. We
- 1:57:11just learned today that despite the Obama administration
- 1:57:13spending $500 million to help create those Arab
- 1:57:17boots, there are only four or five U .S.-trained
- 1:57:19fighters in Syria fighting ISIS. What does that
- 1:57:22say to you about the effectiveness of the idea
- 1:57:25of the boots on the ground need to be Arab boots?
- 1:57:28If you want boots on the ground and you want
- 1:57:30them to be our sons and daughters, you got 14
- 1:57:32other choices. There will always be a Bush or
- 1:57:35Clinton for you if you want to go back to war
- 1:57:37in Iraq. But the thing is, the first war was
- 1:57:40a mistake, and I'm not sending our sons and our
- 1:57:43daughters back to Iraq. The war didn't work.
- 1:57:46We can amplify those who live there. The Kurds
- 1:57:49deserve to be armed, and I'll arm them. We can
- 1:57:52use our Air Force to amplify the forces there,
- 1:57:54but the boots on the ground need to be the people
- 1:57:56who live there. My goodness, I'm still upset
- 1:57:58with the Saudi Arabians for everything they do
- 1:58:00over there. They've funded the arms that went
- 1:58:02to the jihadists. They're not accepting any of
- 1:58:04the people, any of the migrants that have been
- 1:58:06the refugees that are being pushed out of Syria.
- 1:58:09Saudi Arabia is not accepting one. Why are we
- 1:58:12always the world's patsies that we have to go
- 1:58:14over there and fight their wars for them? They
- 1:58:16need to fight their wars. We need to defend American
- 1:58:19interests, but it's not in America's national
- 1:58:21security interests to have another war in Iraq.
- 1:58:23We're going to turn to some domestic issues now.
- 1:58:25I want to bring in my colleague, Dana Bass. Can
- 1:58:27I just make one point on this whole military
- 1:58:30discussion? I called for boots on the ground
- 1:58:35many months ago in a coalition with our friends
- 1:58:38who share our interests. You know, you win a
- 1:58:41battle with the military. And when we go somewhere,
- 1:58:45we need to be mobile and lethal. We need to take
- 1:58:47care of business and we need to come home. But
- 1:58:49we face also a bigger war. And you win the bigger
- 1:58:53war with a battle of ideas. You wonder why young
- 1:58:56people and educated people, rich people, schooled
- 1:58:59people have tried to join ISIS. Western civilization,
- 1:59:03all of us need to wake up to the fact that those
- 1:59:06murderers and rapists need to be called out.
- 1:59:09And in Western civilization, we need to make
- 1:59:12it clear. that our faith in the Jewish and Christian
- 1:59:15principles force us to live a life bigger than
- 1:59:18ourselves, to be sinners in justice, so that
- 1:59:21we can battle the radicals, call them out for
- 1:59:23what they are, and make sure that all of our
- 1:59:25people feel fulfilled in living in Western civilization.
- 1:59:28This is a giant battle in the world today. Since
- 1:59:31everyone has gotten to weigh in on this military
- 1:59:33issue, I'd like to be able to do the same. We
- 1:59:36have spent... Probably 12 minutes talking about
- 1:59:39the past. Let's talk about the future. We need
- 1:59:42the strongest military on the face of the planet,
- 1:59:45and everyone has to know it. And specifically
- 1:59:48what that means is we need about 50 Army brigades.
- 1:59:52We need about 36 Marine battalions. We need somewhere
- 1:59:56between 300 and 350 naval ships. We need to upgrade
- 2:00:01every leg of the nuclear triad. We need to reform
- 2:00:04the Department of Defense. We need as well. to
- 2:00:07invest in our military technology. And we need
- 2:00:11to care for our veterans so 307 ,000 of them
- 2:00:15aren't dying waiting for health care. Thank you.
- 2:00:19Governor Bush, let's talk about an issue that's
- 2:00:22very important to Republican voters, and that's
- 2:00:25the Supreme Court. After Chief Justice John Roberts
- 2:00:28voted to uphold Obamacare twice, Senator Cruz
- 2:00:31criticized your brother for appointing. John
- 2:00:34Roberts to the Supreme Court. Looking back on
- 2:00:36it, did your brother make a mistake? Well, I'm
- 2:00:39surprised Senator Cruz would say that since he
- 2:00:40was a strong supporter of John Roberts at the
- 2:00:42time. I will talk about what I will do as President
- 2:00:46of the United States as it relates to appointing
- 2:00:48Supreme Court justices. We need to make sure
- 2:00:50that we have justices that with a proven, experienced
- 2:00:54record of respect for upholding the Constitution.
- 2:00:58That is what we need. We can't have... The history
- 2:01:01in recent past is appoint people that have no
- 2:01:04experience so that you can't get attacked. And
- 2:01:07that makes it harder for people to have confidence
- 2:01:09that they won't veer off on decisions. Is John
- 2:01:11Roberts one of those people? John Roberts has
- 2:01:14made some really good decisions, for sure. But
- 2:01:16he did not have a proven extensive record. that
- 2:01:19would have made clarity the important thing.
- 2:01:22And that's what we need to do. And I'm willing
- 2:01:24to fight for those nominees to make sure that
- 2:01:26they get passed. You can't do it the politically
- 2:01:29expedient way anymore. This is the culture in
- 2:01:31Washington. You have to fight hard for these
- 2:01:33appointments. This is perhaps the most important
- 2:01:35thing that the next president will do. Do you
- 2:01:37like what you just heard, Senator Cruz? Well,
- 2:01:40Dan, I've known... John Roberts for 20 years.
- 2:01:42He was an amazingly talented lawyer, but yes,
- 2:01:44it was a mistake when he was appointed to the
- 2:01:45Supreme Court. He's a good enough lawyer that
- 2:01:47he knows in these Obamacare cases, he changed
- 2:01:50the statute, he changed the law in order to force
- 2:01:53that failed law on millions of Americans for
- 2:01:55a political outcome. And you know, we're frustrated
- 2:01:58as conservatives. We keep winning elections,
- 2:02:00and then we don't get the outcome we wanted.
- 2:02:02Let me focus on two moments in time. Number one,
- 2:02:05in 1990, in one room was David Souter, in another
- 2:02:08room was Edith Jones, the rock -ribbed conservative
- 2:02:10on the Fifth Circuit Court of Appeals. George
- 2:02:12Herbert Walker Bush appointed David Souter. And
- 2:02:15then in 2005, in one room was John Robertson,
- 2:02:18in another room was my former boss, Mike Ludig,
- 2:02:21the rock -ribbed conservative on the Fourth Circuit
- 2:02:23Court of Appeals. Thank you, sir. George W. Bush
- 2:02:25appointed John Robertson. Let me give you the
- 2:02:27consequences of that. If instead the President
- 2:02:31Bushes had appointed... edith jones and mike
- 2:02:33ludig which is who i would have appointed obamacare
- 2:02:37would have been struck down three years ago and
- 2:02:39the marriage laws of all 50 states would be on
- 2:02:42the books these matter and i've fought to defend
- 2:02:44the constitution my whole life president as well
- 2:02:48i want to let you respond well first of all he
- 2:02:49as i said he supported john roberts he supported
- 2:02:52him publicly so you can rewrite history i guess
- 2:02:55ted but the simple fact is that you supported
- 2:02:57him because he had all the Criteria that you
- 2:03:00would have you would have thought would have
- 2:03:02made a great justice and I think he is doing
- 2:03:04a good job But the simple fact is going forward
- 2:03:06what we need to do is to have someone that has
- 2:03:08a long -standing set of rulings that consistently
- 2:03:12makes it clear that he is focused exclusively
- 2:03:15on upholding the Constitution of the United States
- 2:03:18that they won't try to use the bench as a means
- 2:03:21by which to to legislate and that's what we should
- 2:03:24do and I hope I'll be working with members of
- 2:03:26the United States Senate to fight hard for the
- 2:03:28passage of people that have that kind of qualification.
- 2:03:31Senator Cruz, 30 seconds. It is true that after
- 2:03:35George W. Bush nominated John Roberts, I supported
- 2:03:37his confirmation. That was a mistake, and I regret
- 2:03:39that. I wouldn't have nominated John Roberts,
- 2:03:42and indeed, Governor Bush pointed out why. It
- 2:03:44wasn't that the President Bushes wanted to appoint
- 2:03:47a liberal to the court. It's that it was the
- 2:03:49easier choice. Both David Souter and John Roberts,
- 2:03:52they didn't have a long paper trail. If you'd
- 2:03:55nominated Edith Jones or Mike Ludig, you would
- 2:03:57have had a bloody fight, and they weren't willing
- 2:03:59to spend political capital to put a strong judicial
- 2:04:02conservative on the court. I have spent my entire
- 2:04:05life, starting from clerking for Chief Justice
- 2:04:07William Rehnquist on the United States Supreme
- 2:04:09Court, one of the most principled jurists. We
- 2:04:12have an out -of -control court, and I give you
- 2:04:15my word, if I'm elected president, every single
- 2:04:18Supreme Court justice. will faithfully follow
- 2:04:21the law and will not act like philosopher kings
- 2:04:24imposing their liberal policies on millions of
- 2:04:27Americans who need to be trusted to govern ourselves.
- 2:04:29Thank you, Senator. Governor Huckabee, I want
- 2:04:32to bring you in very quickly, if you could. Will
- 2:04:35you have a litmus test when it comes to appointing
- 2:04:36Supreme Court nominees? You better believe I
- 2:04:38will, because I'm tired of liberals always having
- 2:04:40a litmus test and conservatives are supposed
- 2:04:42to pretend we don't. Well, let me tell you what
- 2:04:44mine would be. Number one, I'd ask... Do you
- 2:04:46think that the unborn child is a human being
- 2:04:49or is it just a blob of tissue? I'd want to know
- 2:04:53the answer to that. I'd want to know, do you
- 2:04:55believe in the First Amendment? Do you believe
- 2:04:56that religious liberty is the fundamental liberty
- 2:04:59around which all the other freedoms of this country
- 2:05:01are based? And I'd want to know, do you really
- 2:05:04believe in the Second Amendment? Do you believe
- 2:05:07that we have an individual right to bear arms,
- 2:05:10to protect ourselves and our family, and to protect
- 2:05:13our country? And do you believe in the... Fifth
- 2:05:14and the 14th Amendment. Do you believe that a
- 2:05:17person, before they're deprived of life and liberty,
- 2:05:19should in fact have due process and equal protection
- 2:05:23under the law? Because if you do, you're going
- 2:05:25to do more than defund Planned Parenthood. One
- 2:05:28final thing. I'd make darn sure that we absolutely
- 2:05:31believe the 10th Amendment. Every governor on
- 2:05:33this stage would share this much with you. Every
- 2:05:36one of us. Our biggest fight wasn't always with
- 2:05:39the legislature or even with the Democrats. My
- 2:05:42gosh, half the time it was with the federal government
- 2:05:44who apparently never understood that if it's
- 2:05:47not reserved in the Constitution, then the 10th
- 2:05:50Amendment says it's left to the states, but somebody
- 2:05:52forgot to send a memo to Washington. Thank you,
- 2:05:54Governor. We're going to take a quick break.
- 2:05:56Coming up, one of the hottest questions that
- 2:05:58you have been asking us via social media. We
- 2:06:01will pose it to the candidates. That's coming
- 2:06:03up right after this. Many people on social media
- 2:06:05wanted us to ask about marijuana legalization.
- 2:06:08Senator Paul, Governor Christie recently said,
- 2:06:11quote, If you're getting high in Colorado today
- 2:06:14where marijuana has been legalized, enjoy it
- 2:06:16until January 2017 because I will enforce the
- 2:06:20federal laws against marijuana. Will you? I think
- 2:06:23one of the great problems and one of the American
- 2:06:25people don't like about politics is hypocrisy.
- 2:06:28People who have one standard for others and not
- 2:06:31for themselves. There's at least one prominent
- 2:06:33example on the stage of someone who says they
- 2:06:36smoked pot in high school. And yet the people
- 2:06:38who are going to jail for this are poor people,
- 2:06:40often African Americans and often Hispanics.
- 2:06:43And yet the rich kids who use drugs aren't. I
- 2:06:46personally think that this is a crime for which
- 2:06:48the only victim is the individual. And I think
- 2:06:50that America has to take a different attitude.
- 2:06:53I'd like to see more rehabilitation and less
- 2:06:55incarceration. I'm a fan of the drug courts which
- 2:06:58try to direct you back towards work and less
- 2:07:01time in jail. But the bottom line is the states,
- 2:07:04we say we like the 10th Amendment. until we start
- 2:07:06talking about this. And I think the federal government's
- 2:07:09gone too far. I think that the war on drugs has
- 2:07:12had a racial outcome and really has been something
- 2:07:15that's really damaged our inner cities. Not only
- 2:07:17do the drugs damage them, we damage them again
- 2:07:19by incarcerating them and then preventing them
- 2:07:21from getting employment over time. So I don't
- 2:07:24think that the federal government should override
- 2:07:26the states. I believe in the 10th Amendment,
- 2:07:28and I really will say that the states are left
- 2:07:31to themselves. I want to give that... I want
- 2:07:35to give the person that you called a hypocrite
- 2:07:37an opportunity to respond. Do you want to identify
- 2:07:39that person? Well, I think if we left it open,
- 2:07:42we could see how many people smoked pot in high
- 2:07:43school. Is there somebody you were specifically
- 2:07:46thinking of? Well, you know, the thing is...
- 2:07:48He was talking about me. Yeah, I was talking
- 2:07:50about... That's what I thought, but I wanted
- 2:07:52him to say it. I wanted to make it easier for
- 2:07:54him, and I just did. Governor Bush, please. So
- 2:07:5640 years ago, I smoked marijuana. uh and i admit
- 2:07:59it i'm sure that other people might have done
- 2:08:00it may not want to say it in front of 25 million
- 2:08:03people my mom's not happy that i just did that's
- 2:08:07true but here's the deal here's the deal we have
- 2:08:13we have a serious epidemic of drugs that goes
- 2:08:15way beyond marijuana what goes on in colorado
- 2:08:17as far as i'm concerned that should be a state
- 2:08:19decision but if you look at the problem of drugs
- 2:08:22in this in this society today it's a serious
- 2:08:24problem Rand, you know this because you're campaigning
- 2:08:27in New Hampshire, like all of us, and you see
- 2:08:29the epidemic of heroin, the overdoses of heroin
- 2:08:31that's taking place. People's families are being
- 2:08:34torn apart. It is appropriate for the government
- 2:08:37to play a consistent role to be able to provide
- 2:08:39more treatment, more prevention. We're the state
- 2:08:42that has the most drug courts across every circuit.
- 2:08:46in in in florida their drug courts to give people
- 2:08:49a second chance that's the best way to do this
- 2:08:51but let me respond the thing is is that in florida
- 2:08:55governor bush campaigned against medical marijuana
- 2:08:57that means that a small child like morgan hints
- 2:09:00that has 500 seizures a day is failing on nine
- 2:09:03traditional medications is not allowed to use
- 2:09:05cannabis oil and that if they attempt to do that
- 2:09:08in florida they will take the child away they
- 2:09:10will put the parents in jail and that's what
- 2:09:12that means if you're against allowing people
- 2:09:14to use medical marijuana You'll actually put
- 2:09:16them in jail. And actually, under the current
- 2:09:18circumstances, kids who had privilege like you
- 2:09:21do don't go to jail, but the poor kids in our
- 2:09:23inner cities go to jail. I don't think that's
- 2:09:26fair, and I think that we need to acknowledge
- 2:09:28it, and it is hypocritical to still want to put
- 2:09:30poor people in jail. I don't want to put poor
- 2:09:32people in jail, Rand. Here's the deal. You oppose
- 2:09:35medical marijuana? No, I did not oppose when
- 2:09:37the legislature passed the bill to deal with
- 2:09:39that very issue. That's the way to solve this
- 2:09:41problem. Medical marijuana on the ballot was
- 2:09:44opened up. There's a huge loophole, and it was
- 2:09:46the first step towards getting to a Colorado
- 2:09:48place. And as a citizen of Florida, I voted no.
- 2:09:51But that means you'll put people in jail. I want
- 2:09:54to go right now. Jake, you brought my issue up.
- 2:09:58That's true. Go ahead, Christine, please. I enjoyed
- 2:10:00the interplay. Thank you, gentlemen. I'll just
- 2:10:02say this. You know, first off, New Jersey is
- 2:10:06the first state in the nation that now says if
- 2:10:09you are a nonviolent, non -dealing drug user.
- 2:10:12that you don't go to jail for your first offense.
- 2:10:15You go to mandatory treatment. You see, as Jake,
- 2:10:18I'm pro -life. And I think you need to be pro
- 2:10:20-life for more than just the time in the womb.
- 2:10:23It gets a lot tougher when they get out of the
- 2:10:24womb. And when they're the 16 -year -old drug
- 2:10:27addict on the floor of the county lockup, that
- 2:10:29life is just as precious as the life in the womb.
- 2:10:32And so that's why I'm for rehabilitation, why
- 2:10:34I think the war on drugs has been a failure.
- 2:10:35But I'll end with this. That doesn't mean we
- 2:10:38should be legalizing gateway drugs. And if Senator
- 2:10:40Paul thinks that the only victim is the person.
- 2:10:42Look at the decrease in productivity. Look at
- 2:10:45the way people get used and move on to other
- 2:10:48drugs when they use marijuana as a gateway drug.
- 2:10:50It's not them that they're the only victims.
- 2:10:52Their families are the victims, too. Their children
- 2:10:54are the victims, too. And their employers are
- 2:10:56the victims, also. And that's why I'll enforce
- 2:10:58the federal law while you can still put an emphasis
- 2:11:00on rehabilitation, which you've done in New Jersey.
- 2:11:02You may respond, and then I'll bring in you,
- 2:11:04Ms. Fiorina. Understand what they're saying.
- 2:11:09If they're going to say we are going to enforce
- 2:11:11the federal law against what the state law is,
- 2:11:15they aren't really believing in the 10th Amendment.
- 2:11:17Governor Christie would go into Colorado, and
- 2:11:20if you're breaking any federal law on marijuana,
- 2:11:23even though the state law allows it, he would
- 2:11:25put you in jail. If a young mother is trying
- 2:11:28to give her child cannabis oil for medical marijuana
- 2:11:31for seizure treatment, he would put her in jail
- 2:11:34if it violates federal law. I would let Colorado...
- 2:11:37DO WHAT THE TENTH AMENDMENT SAYS. THIS POWER,
- 2:11:40WE WERE NEVER INTENDED TO HAVE CRIME DEALING
- 2:11:43AT THE FEDERAL LEVEL. CRIME WAS SUPPOSED TO BE
- 2:11:45LEFT TO THE STATES. COLORADO HAS MADE THEIR DECISION,
- 2:11:47AND I DON'T WANT THE FEDERAL GOVERNMENT INTERFERING
- 2:11:50AND PUTTING MOMS IN JAIL WHO ARE SIMPLY TRYING
- 2:11:52TO GET MEDICINE FOR THEIR KIDS. AND SENATOR PAUL
- 2:11:54KNOWS THAT THAT'S SIMPLY NOT THE TRUTH. IN NEW
- 2:11:56JERSEY, WE HAVE MEDICAL MARIJUANA LAWS, WHICH
- 2:11:58I 'VE SUPPORTED AND IMPLEMENTED. THIS IS NOT
- 2:12:00MEDICAL MARIJUANA. THIS GOES A MUCH FURTHER STEP
- 2:12:02BEYOND. THIS IS RECREATIONAL USE OF MARIJUANA.
- 2:12:07So while he'd like to use a sympathetic story
- 2:12:09to back up his point, it doesn't work. I'm not
- 2:12:12against medical marijuana. We do it in New Jersey.
- 2:12:14But I am against the recreational use of marijuana.
- 2:12:17If he wants to change the federal law, get Congress
- 2:12:20to pass the law to change it and get a president
- 2:12:22to sign it. May I respond? Yes, Senator Paul.
- 2:12:26Here's the thing is, he doesn't want to make
- 2:12:28it about medical marijuana, but what if New Jersey's
- 2:12:30medical marijuana contradicts the federal law?
- 2:12:33He's saying he will send the federal government
- 2:12:35in and he will enforce the federal law. That's
- 2:12:38not consistent with the 10th Amendment. It's
- 2:12:40not consistent with states' rights. And it's
- 2:12:42not consistent with a conservative vision for
- 2:12:44the country. I don't think we should be sending
- 2:12:47the federal police in to arrest a mother and
- 2:12:50separate them from their child for giving a medicine
- 2:12:53to their child for seizures. And Jake, I want
- 2:12:55to bring in Ms. Fiorina. I want to bring in Ms.
- 2:12:57Fiorina on this issue. I very much hope. that
- 2:13:01i am the only person on this stage who can say
- 2:13:03this but i know there are millions of americans
- 2:13:06out there who will say the same thing my husband
- 2:13:08frank and i buried a child to drug addiction
- 2:13:11so We must invest more in the treatment of drugs.
- 2:13:16I agree with Senator Paul. I agree with states'
- 2:13:19rights. But we are misleading young people when
- 2:13:23we tell them that marijuana is just like having
- 2:13:26a beer. It's not. And the marijuana that kids
- 2:13:29are smoking today is not the same as the marijuana
- 2:13:31that Jeb Bush smoked 40 years ago. We do. Sorry,
- 2:13:36Barbara. We do need, we do need criminal justice
- 2:13:40reform. We have the highest incarceration rates
- 2:13:43in the world. Two -thirds of the people in our
- 2:13:46prisons are there for non -violent offenses,
- 2:13:49mostly drug -related. It's clearly not working.
- 2:13:52But we need to tell young people the truth. Drug
- 2:13:56addiction is an epidemic, and it is taking too
- 2:13:59many of our young people, I know this sadly,
- 2:14:02from personal experience. Hugh Hewitt, I'd like
- 2:14:04to... Tomorrow is... Republicans know this. Tomorrow
- 2:14:10is Constitution Day. We've been talking about
- 2:14:11the Tenth Amendment. Let's talk about the Second
- 2:14:13Amendment. Governor Bush, one of the things the
- 2:14:15Supreme Court has gotten right is that it's an
- 2:14:17individual right. It's protected for individuals
- 2:14:19to hold it. Last week, you said the next step
- 2:14:22in gun issues is to make sure they're not in
- 2:14:25the hands of the mentally ill. In this state,
- 2:14:27there's a controversial law that allows guns
- 2:14:29to be taken away from people without a hearing.
- 2:14:32Where does it... go, and the problem of violence
- 2:14:35is endemic, but where does it go from what you
- 2:14:38said last week? How far into people's lives to
- 2:14:41take guns away from them? Not very far. I think
- 2:14:43we need to do this state by state. There are
- 2:14:46places to get this right, and we need to make
- 2:14:48sure that we protect the privacy laws. This is
- 2:14:50a complicated place, but I do think the natural
- 2:14:53impulse on the left, Hillary Clinton... immediately
- 2:14:56after one of these horrific violent acts took
- 2:14:59place, immediately said we need to have federal
- 2:15:01gun laws. President Obama almost reflexively
- 2:15:03always says the same thing. And the net result
- 2:15:06is you're going to take away rights of law -abiding
- 2:15:09citizens, the 99 .999 % of the people that are
- 2:15:13law -abiding citizens. That's not the right approach
- 2:15:15to do it. In Florida, we have a background check.
- 2:15:17We have concealed weapon permit holders. In fact,
- 2:15:19there's 1 ,200 ,000 of them. We have a reduction
- 2:15:22in violent crime because we put people behind
- 2:15:25bars when they use a gun in the commission of
- 2:15:27a crime. That's the better approach. But we're
- 2:15:30living in a society today where despair kind
- 2:15:32of grows in isolation. member calls and says,
- 2:15:36my child, my brother, my sister is disturbed,
- 2:15:39ought the state be able to go and get their weapon
- 2:15:40without a hearing? I think there needs to be
- 2:15:42a hearing, but the fact is we need to encourage
- 2:15:44that kind of involvement. That's exactly what
- 2:15:47we need to do. And there's a broader issue here
- 2:15:49as well. First of all, the only people that follow
- 2:15:51the law are law -abiding people. Criminals, by
- 2:15:54definition, ignore the law. So you can pass all
- 2:15:56the gun laws in the world like the left wants.
- 2:15:58The criminals are going to ignore it because
- 2:15:59they are criminals. Here's the real issue. The
- 2:16:02real issue. The real issue is not what are people
- 2:16:06using to commit violence, but why are they committing
- 2:16:08the violence? And here's the truth. Because you
- 2:16:11cannot separate the social, moral well -being
- 2:16:13of your people from their economic and other
- 2:16:15well -being. You cannot separate it. You can't
- 2:16:18have a strong country without strong people.
- 2:16:20You cannot have strong people without strong
- 2:16:22values. And you cannot have strong values without
- 2:16:24strong families and the institutions in this
- 2:16:26country that defend and support those families.
- 2:16:28Thank you, Senator. Well, and today we have a
- 2:16:29left -wing government under this president that
- 2:16:31is undermining all of the institutions in society
- 2:16:33that support the family and teach those values.
- 2:16:36Senator Cruz, I wanted to go to you. You're a
- 2:16:40constitutional litigator. Are you afraid of the
- 2:16:43next step theory of what happens to Second Amendment
- 2:16:45rights? I am not, and you mentioned that the
- 2:16:49U .S. Supreme Court had rightly upheld the individual
- 2:16:52right to keep and bear arms. I was proud to lead
- 2:16:5531 states before the U .S. Supreme Court defending
- 2:16:58the Second Amendment, and we won that landmark
- 2:17:01victory. And indeed, just a couple of years ago,
- 2:17:04when Harry Reid and Barack Obama came after the
- 2:17:07right to keep and bear arms of millions of Americans,
- 2:17:09I was proud to lead the fight in the United States
- 2:17:12Senate to protect our right to keep and bear
- 2:17:15arms. And for that reason, I was honored to be
- 2:17:18endorsed by Gun Owners of America as the strongest
- 2:17:21supporter of the Second Amendment on this stage
- 2:17:24today, and I will fight every day to defend the
- 2:17:27Bill of Rights. I'd like to turn to Dan Abash.
- 2:17:28Mr. Trump, you have said once or twice that you
- 2:17:31are really rich, and you are by far the richest
- 2:17:33person on this stage. Chris Christie says billionaires
- 2:17:37like you and even people who... make and earn
- 2:17:40far less, should no longer get Social Security,
- 2:17:44or at least there should be limits based on the
- 2:17:46income. You think he's wrong? And if so, why?
- 2:17:49Speaking for myself, I'm okay with it. I think
- 2:17:52there's a certain truth to it. I know people
- 2:17:54that, frankly, it has no impact on their life
- 2:17:56whatsoever. There are many people. I would almost
- 2:17:58say leave it up to them, but I would be willing
- 2:18:01to check it off and say I will not get Social
- 2:18:03Security. What about the country as a policy?
- 2:18:06As a policy, I would almost leave it up to the
- 2:18:08people. Don't forget, they pay in, and they pay
- 2:18:10in, and maybe they do well, and maybe some people
- 2:18:12want it. But the fact is that there are people
- 2:18:14that truly don't need it, and there are many
- 2:18:16people that do need it very, very badly. And
- 2:18:18I would be willing to write mine off 100%, Dana.
- 2:18:21So is a voluntary program a way to get the Social
- 2:18:25Security system solvent again like that? No,
- 2:18:27it's not. But with Donald in it, it's a good
- 2:18:29start. That's really good. No, listen. This is
- 2:18:35an issue that... that we've got to talk about,
- 2:18:37and we haven't talked about yet. 71 % of all
- 2:18:39federal spending is on entitlements and debt
- 2:18:42service. When John Kennedy was elected president
- 2:18:45in 1960, it was 26%. Harvard and Dartmouth says
- 2:18:49that Social Security is going to go insolvent
- 2:18:51in seven to eight years. So what I say is very
- 2:18:54simple. We need to save this program for the
- 2:18:56good people out there who have paid into the
- 2:18:57system and need it. And if that means making
- 2:19:00sure that folks like Donald and many of us on
- 2:19:02this stage don't get it, that's the right thing
- 2:19:04to do. Because here's what Hillary Clinton's
- 2:19:05going to want to do. She's going to want to put
- 2:19:07more money into a system that has already lied
- 2:19:09to us and stolen from us. This government doesn't
- 2:19:11need more money to be a Social Security sovereign.
- 2:19:14We need to be not paying out benefits to people
- 2:19:16who don't really need it. We need to protect
- 2:19:18the people whose Social Security means the difference
- 2:19:20between picking between heat and rent and food.
- 2:19:24That's why I put out the proposal, and that's
- 2:19:26the people I'm trying to protect. Thank you,
- 2:19:27Governor. Governor Christie's right about Social
- 2:19:28Security and Medicare. I'm coming to you right
- 2:19:29now on a separate issue, sir. We received a lot
- 2:19:32of questions from social media about climate
- 2:19:34change. Senator Rubio, Ronald Reagan's Secretary
- 2:19:37of State George Shultz reminds us that when Reagan
- 2:19:39was president, he faced a similar situation to
- 2:19:41the one that we're facing now. There were dire
- 2:19:43warnings from the mass consensus of the scientific
- 2:19:46community about the ozone layer shrinking. Shultz
- 2:19:48says Ronald Reagan urged skeptics in industry
- 2:19:51to come up with a plan. He said do it as an insurance
- 2:19:53policy. In case the scientists are right, the
- 2:19:56scientists were right, Reagan and his approach
- 2:19:58worked. Secretary Shultz asks, why not take out
- 2:20:02an insurance policy and approach climate change
- 2:20:04the Reagan way? Because we're not going to destroy
- 2:20:06our economy the way the left -wing government
- 2:20:09that we are under now wants to do. I'm citing
- 2:20:11George Shultz. Well, he may have lined up with
- 2:20:14our positions on this issue, but here's the bottom
- 2:20:16line. Every proposal they put forward are going
- 2:20:18to be proposals that will make it harder to do
- 2:20:20business in America, that will make it harder
- 2:20:21to create jobs in America. Single parents are
- 2:20:24already struggling across this country to provide
- 2:20:26for their families. Maybe a billionaire here
- 2:20:29in California can afford an increase in their
- 2:20:31utility rates, but a working family in Tampa,
- 2:20:34Florida, or anywhere across this country cannot
- 2:20:36afford it. So we are not going to destroy our
- 2:20:38economy. We are not going to make America a harder
- 2:20:40place to create jobs in order to pursue policies
- 2:20:42that will do absolutely nothing. Nothing. to
- 2:20:45change our climate, to change our weather, because
- 2:20:48America's a lot of things. The greatest country
- 2:20:50in the world? Absolutely. But America is not
- 2:20:52a planet. And we are not even the largest carbon
- 2:20:55producer anymore. China is. And they're drilling
- 2:20:57a hole and digging anywhere in the world that
- 2:21:00they can get a hold of. So the bottom line is,
- 2:21:02I am not in favor of any policies that make America
- 2:21:04a harder place for people to live or to work
- 2:21:06or to raise their families. Governor Christie,
- 2:21:08you have said that climate change is real and
- 2:21:11that humans help contribute to it the issue of
- 2:21:16china versus the united states which i understand
- 2:21:18you've talked about before what do you make of
- 2:21:21skeptics of climate change such as senator rubio
- 2:21:23i don't think senator rubio is a skeptic of climate
- 2:21:26change i think what senator rubio said i agree
- 2:21:28with that in fact we don't need this massive
- 2:21:30government intervention to deal with the problem
- 2:21:33look at what we've done in new jersey We've already
- 2:21:35reached our clean air goals for 2020. And when
- 2:21:37I was governor, I pulled out of the regional
- 2:21:39cap and trade deal, the only state in the Northeast
- 2:21:41that did that. And we still reached our goals.
- 2:21:43Why? Because 53 percent of our electricity comes
- 2:21:45from nuclear. We use natural gas. We use solar
- 2:21:49power. We're the third highest using solar power
- 2:21:51state. You know why? Because we made all of those
- 2:21:53things economically feasible. I agree with Marco.
- 2:21:56We shouldn't be destroying our economy in order
- 2:21:58to chase some wild left wing idea that somehow
- 2:22:01us by ourselves is going to fix the climate.
- 2:22:04We can contribute to that and be economically
- 2:22:06sound. We've proven that we can do that in New
- 2:22:08Jersey. Nuclear needs to be back on the table
- 2:22:10in a significant way in this country if we want
- 2:22:13to go after this problem. Just for the record,
- 2:22:14I was citing Secretary of State George Shultz,
- 2:22:17Ronald Reagan's Secretary of State, who I don't
- 2:22:18think anybody would call him left wing. Listen,
- 2:22:20everybody makes a mistake every once in a while,
- 2:22:23Jake, even George Shultz. And if that's truly
- 2:22:26a representation of what he believes we should
- 2:22:28be doing, then with all due respect to the former
- 2:22:30Secretary of State, I disagree with him. Jake,
- 2:22:32you mentioned me and call me. a denier. Let me
- 2:22:34say, climate change... I called you a skeptic.
- 2:22:35Okay, a skeptic. You know, you can measure the
- 2:22:37climate. You can measure it. That's not the issue
- 2:22:39we're discussing. Here's what I'm skeptical of.
- 2:22:42I'm skeptical of the decisions that the left
- 2:22:45wants us to make. Because I know the impact those
- 2:22:47are going to have, and they're all going to be
- 2:22:49on our economy. They will not do a thing to lower
- 2:22:51the rise of the sea. They will not do a thing
- 2:22:53to cure the drought here in California. But what
- 2:22:55they will do is they will make America a more
- 2:22:57expensive place to create jobs. And today, with
- 2:23:00millions of people watching this broadcast that
- 2:23:02are struggling paycheck to paycheck, that do
- 2:23:04not know how they're going to pay their bills
- 2:23:06at the end of this month, I am not in favor of
- 2:23:08anything that is going to make it harder for
- 2:23:09them to raise their family. Thank you, Senator.
- 2:23:11I want to go to another question right now. A
- 2:23:16lot of those people, though, and I'm going to
- 2:23:18echo what Senator Rubio just said. This is an
- 2:23:21issue where we're talking about in my state,
- 2:23:23it's thousands of manufacturing jobs. Thousands
- 2:23:25of manufacturing jobs for a rule the Obama administration,
- 2:23:29as the EPA has said, will have a marginal impact.
- 2:23:33on climate change. So we're going to put thousands
- 2:23:36and thousands of jobs in my state. I think it's
- 2:23:38something like 30 ,000 in Ohio, other states
- 2:23:40across this country. We're going to put people
- 2:23:42manufacturing jobs, the kind of jobs that are
- 2:23:44far greater than minimum wage. This administration
- 2:23:46is willing to put at risk for something its own
- 2:23:49EPA says is marginal. Thank you, Governor. I'm
- 2:23:51turning to another issue right now. I'm turning
- 2:23:54to another. I'm turning to another issue right
- 2:23:57now, Senator Cruz. Well, I think we've heard
- 2:23:59from several this evening. A backlash against
- 2:24:01vaccines. was blamed for a measles outbreak here
- 2:24:05in California. Dr. Carson, Donald Trump has publicly
- 2:24:08and repeatedly linked vaccines, childhood vaccines,
- 2:24:11to autism, which, as you know, the medical community
- 2:24:14adamantly disputes. You're a pediatric neurosurgeon.
- 2:24:18Should Mr. Trump stop saying this? Well, let
- 2:24:22me put it this way. There have been numerous
- 2:24:25studies, and they have not demonstrated... and
- 2:24:28that there's any correlation between vaccinations
- 2:24:30and autism this was something that was spread
- 2:24:34widely 15 or 20 years ago and it has not been
- 2:24:38adequately you know revealed to the public what's
- 2:24:42actually going on vaccines are very important
- 2:24:45certain ones the ones that would prevent death
- 2:24:48or crippling. There are others, a multitude of
- 2:24:52vaccines, which probably don't fit in that category,
- 2:24:55and there should be some discretion in those
- 2:24:57cases. But, you know, a lot of this is pushed
- 2:25:01by big government, and I think that's one of
- 2:25:04the things that people so vehemently want to
- 2:25:08get rid of big government. You know, we have
- 2:25:114 .1 million... federal employees. 650 federal
- 2:25:17agencies and departments. That's why they have
- 2:25:19to take so much of our taxes. Should he stop
- 2:25:21saying it? Should he stop saying the vaccines
- 2:25:23cause autism? Well, you know, I've just explained
- 2:25:26it to him. He can read about it if he wants to.
- 2:25:29I think he's an intelligent man and will make
- 2:25:30the correct decision after giving the real fact.
- 2:25:33Mr. Trump, as president, you would... Well, I'd
- 2:25:34like to respond. I'm going right to you. I'd
- 2:25:36like to respond. Mr. Trump, as president, you
- 2:25:37would be in charge of the Centers for Disease
- 2:25:39Control and the National Institutes of Health,
- 2:25:41both of which say you are wrong. How would you
- 2:25:44handle this as president? Autism has become an
- 2:25:46epidemic. 25 years ago, 35 years ago, you look
- 2:25:51at the statistics, not even close. It has gotten
- 2:25:54totally out of control. I am totally in favor
- 2:25:57of vaccines, but I want smaller doses over a
- 2:26:01longer period of time. Because you take a baby
- 2:26:04in, and I've seen it, and I've seen it, and I
- 2:26:07had my children taken care of over a long period
- 2:26:10of time, over a two - or three -year period of
- 2:26:12time, same exact amount. But you take this little,
- 2:26:14beautiful baby, and you pump. I mean, it looks
- 2:26:18just like it's meant for a horse, not for a child.
- 2:26:21And we've had so many instances, people that
- 2:26:23worked for me just the other day, two years old,
- 2:26:26two and a half years old, a child, a beautiful
- 2:26:27child, went to have the vaccine and came back
- 2:26:31and a week later got a tremendous fever, got
- 2:26:34very, very sick, now is autistic. I only say
- 2:26:38it's not, I'm in favor of vaccines. Do them over
- 2:26:40a longer period of time, same amount. Thank you.
- 2:26:44Just in little sections. Dr. Carson? And I think
- 2:26:48you're going to have, I think you're going to
- 2:26:49see a big impact on autism. Dr. Carson, you just
- 2:26:53heard his medical take. He's an okay doctor.
- 2:27:01But, you know, the fact of the matter is, we
- 2:27:08have extremely well -documented proof. that there's
- 2:27:13no autism associated with vaccinations but it
- 2:27:16is true that we are probably giving way too many
- 2:27:19in too short a period of time and a lot of pediatricians
- 2:27:23now recognize that and i think are cutting down
- 2:27:26on the number and the proximity in which those
- 2:27:29are done and that's all i'm saying jake that's
- 2:27:31all i'm saying dr paul i'd like to bring you
- 2:27:33in a second opinion One of the greatest medical
- 2:27:41discoveries of all time were the vaccines, particularly
- 2:27:45for smallpox. And if you want to read a story,
- 2:27:47it's called The Speckled Monster. It's an amazing
- 2:27:49story. It was all done voluntarily, but people
- 2:27:52came in by the droves. George Washington wouldn't
- 2:27:55let his wife visit until she got vaccinated.
- 2:27:57So I'm all for vaccines, but I'm also for freedom.
- 2:28:01I'm also a little concerned about how they're
- 2:28:03bunched up. My kids had all of their vaccines,
- 2:28:05and even if the science doesn't say bunching
- 2:28:07them up is a problem, I ought to have the right
- 2:28:09to spread my vaccines out a little bit at the
- 2:28:11very least. All right. Thank you so much. Coming
- 2:28:14up. Jake. I'm sorry, Governor Huckabee, please.
- 2:28:17I think we need to remember that there are maybe
- 2:28:20some controversies about autism, but there's
- 2:28:22no controversy about the things that are really
- 2:28:24driving the medical costs in this country. And
- 2:28:26I would really believe that the next president
- 2:28:28ought to declare a war on cancer, heart disease,
- 2:28:31diabetes, and Alzheimer's because those are the
- 2:28:34four things that are causing the greatest level
- 2:28:36of cost. John Kennedy said, we'll go to the moon
- 2:28:39in a decade and bring a man back, and we did
- 2:28:41it. I grew up in the 50s. I remember the polio
- 2:28:44vaccine. We saved billions of dollars since that
- 2:28:47time because we haven't had to treat for polio.
- 2:28:50Why doesn't this country focus on cures rather
- 2:28:54than treatment? Why don't we put a definitive
- 2:28:57focus scientifically on finding the cure for
- 2:29:00cancer, for heart disease, for diabetes? and
- 2:29:03for Alzheimer's, a disease alone that will cost
- 2:29:05us $1 .1 trillion by the year 2050. Thank you,
- 2:29:08Governor. We changed the economy and the country.
- 2:29:10We have to take another quick break. Coming up,
- 2:29:12Ronald Reagan looming large over this debate.
- 2:29:14So how Reagan -esque exactly are these Republicans?
- 2:29:18We will find out next. Coming out of Chile with
- 2:29:39a magnitude 8 .3 quake that occurred in the past
- 2:29:41several hours. This particular quake, the strongest
- 2:29:43one we've had on our planet this year. The depth
- 2:29:45comes at a very shallow quake sitting at 25 kilometers.
- 2:29:48Anytime you're talking about an 8 magnitude,
- 2:29:51your depth is that shallow. Of course, the displacement
- 2:29:53of water is a major concern. And in this portion
- 2:29:56of the world, we're talking about a plate boundary
- 2:29:57that is subducting underneath another plate boundary.
- 2:30:00So you're displacing a significant amount of
- 2:30:02water. This is why tsunami advisories, tsunami
- 2:30:04alerts are in place across this region. video
- 2:30:07coming out of chile at the time when this quake
- 2:30:09occurred at 7 54 p .m local time again a very
- 2:30:13significant quake because on our on average on
- 2:30:15our planet we see 1 .5 million quakes every single
- 2:30:18year about one is what you would expect when
- 2:30:21it comes to getting to this magnitude and this
- 2:30:23is video out of cnn or a chile bureau showing
- 2:30:26you uh the folks across in this building feeling
- 2:30:28the significant shaking in fact i can tell you
- 2:30:30that over 27 million people felt some severe
- 2:30:34to strong shaking across this portion of Chile.
- 2:30:37And initially, the quake had come in at a 7 .8
- 2:30:40magnitude. It was then revised to an 8 .3. Now,
- 2:30:43that amount seems negligible. But with earthquakes,
- 2:30:45you're talking about a logarithmic scale when
- 2:30:47it comes to the intensity increasing. So when
- 2:30:50you go up from 7 .8 to an 8 .3, you're talking
- 2:30:52about a six -time increase in the shaking. And
- 2:30:54the video certainly shows you what occurred across
- 2:30:57this region when it comes to the significant
- 2:30:59shaking. And the quake's epicenter was over 200
- 2:31:01kilometers away from Santiago, a city of 5 million
- 2:31:04people. the area as far as the intensity and
- 2:31:08the propagation of wave energy, we know wave
- 2:31:10heights measured at Coquimbo, which is a city
- 2:31:12near the coast of Chile, just offshore of the
- 2:31:15epicenter there, were somewhere around five or
- 2:31:17so meters, four and a half to five meters. That
- 2:31:19would put it around 15 feet high wave heights.
- 2:31:21We have tsunami alerts now and advisories, I
- 2:31:24should say, in place for coastal California and
- 2:31:26also portions of the Hawaiian Islands. Warnings
- 2:31:28in place, meaning you do not want to be anywhere
- 2:31:30near the coastline around New Zealand and Peru.
- 2:31:32Of course, they're seeing the displacement of
- 2:31:34water. right now in Chile with these subduction
- 2:31:36zones. These plates, they often move on the order
- 2:31:38of 60 to 90 millimeters per year. So think about
- 2:31:40the length that your fingernails grow. This is
- 2:31:43how they're often moving and they're moving against
- 2:31:45each other. So once they're displaced, the water
- 2:31:47moves in towards the coastline and this is something
- 2:31:49we're watching very carefully as the latest information
- 2:31:51becomes available. We'll have more news coming
- 2:31:53up shortly. Welcome back to CNN's Republican
- 2:32:08presidential debate at the Reagan Library in
- 2:32:10Simi Valley, California. We have a few last questions
- 2:32:12for you, two of them a little lighthearted. The
- 2:32:15other one more serious. We'll start with one
- 2:32:18of the more light questions. Senator Paul, I'm
- 2:32:21going to start with you, and we're just going
- 2:32:22to go down the line. Earlier this year, the Treasury
- 2:32:25Department announced that a woman will appear
- 2:32:28on the $10 bill. What woman would you like to
- 2:32:30see on the $10 bill? Ooh, that's a tough one.
- 2:32:35You know, I'm big on that we were, and I love
- 2:32:38what Carly said about women's suffrage. I think
- 2:32:40Susan B. Anthony might be a good choice. Governor
- 2:32:43Huckabee. That's an easy one. I'd put my wife
- 2:32:45on there. i've been married to her 41 years she's
- 2:32:48fought cancer and lived through it she's raised
- 2:32:50three kids five great grandkids and she's put
- 2:32:54up with me i mean who else could possibly be
- 2:32:57on that money other than my wife and then that
- 2:32:59way she could spend her own money in her face
- 2:33:01senator paul senator rubio i'm sorry senator
- 2:33:05rubio i know we all look alike just the senators
- 2:33:10the uh rosa parks An everyday American that changed
- 2:33:16the course of history? Senator Cruz. Well, I
- 2:33:19wouldn't change the $10 bill. I'd change the
- 2:33:21$20. I'd take Jackson off, and I'd leave Alexander
- 2:33:24Hamilton right where he is as one of our founding
- 2:33:26fathers. And I very much agree with Marco that
- 2:33:29it should be Rosa Parks. She was a principled
- 2:33:32pioneer that helped change this country, helped
- 2:33:34remedy racial injustice, and that would be an
- 2:33:37honor that would be entirely appropriate. Dr.
- 2:33:39Carson. I'd put my mother on there. You know,
- 2:33:41she was one of 24 children, got married at age
- 2:33:4413, had only a third -grade education, had to
- 2:33:47raise two sons by herself, refused to be a victim,
- 2:33:51wouldn't let us be victims, and has been an inspiration
- 2:33:54for many people. Mr. Trump. Well, because she's
- 2:34:00been sitting for three hours, I think my daughter,
- 2:34:02Ivanka, who's right here. Other than that, we'll
- 2:34:05go with Rosa Parks. I like that. Governor Bush.
- 2:34:08I would go with Ronald Reagan's partner, Margaret
- 2:34:10Thatcher. Probably illegal, but what the heck,
- 2:34:12since it's not going to happen. A strong leader
- 2:34:15is what we need in the White House, and she certainly
- 2:34:17was a strong leader that restored the United
- 2:34:19Kingdom to greatness. Governor Walker. First
- 2:34:21of all, I've got to say to Carson Huckabee, thanks
- 2:34:23a lot for making the rest of us look like chumps
- 2:34:25up here, but I'd put Clara Barton. I once worked
- 2:34:28for the American Red Cross. She was a great founder
- 2:34:30of the Red Cross. Ms. Fiorina. i wouldn't change
- 2:34:33the 10 bill or the 20 bill i think honestly it's
- 2:34:36a gesture i don't think it helps to change our
- 2:34:39history what i would think is that we ought to
- 2:34:42recognize that women are not a special interest
- 2:34:44group when women are the majority of this nation
- 2:34:47we are half the potential of this nation and
- 2:34:49this nation will be better off when every woman
- 2:34:52has the opportunity to live the life she chooses
- 2:34:54governor kasich Well, it's probably not maybe
- 2:35:03legal, but I would pick Mother Teresa, the lady
- 2:35:06that I had a chance to meet, a woman who lived
- 2:35:08a life so much bigger than her own, an inspiration
- 2:35:11to everyone when we think about our responsibility
- 2:35:14to love our neighbor as we love ourselves. Governor
- 2:35:17Christie. I think the Adams family has been shorted
- 2:35:20in the currency business. Our country wouldn't
- 2:35:23be here without John Adams, and he would not
- 2:35:25have been able to do it without Abigail Adams,
- 2:35:27so I put Abigail Adams on the bill. All right.
- 2:35:29Some good entries if anybody at the Mint was
- 2:35:32listening. Here's the next lighthearted question.
- 2:35:35You all know that the United States Secret Service
- 2:35:38uses code names for the president and his family.
- 2:35:41Ronald Reagan's code name, for example, was Rawhide,
- 2:35:44an homage to his performances in Westerns. Nancy
- 2:35:47Reagan's was Rainbow. You don't have to come
- 2:35:50up with the one for your spouse, but what would
- 2:35:52you want, Governor Christie, I'll start with
- 2:35:54you, your Secret Service code name to be? You
- 2:36:00know, I've been called a lot of names by a lot
- 2:36:02of different people. Now I've got to get called
- 2:36:04by names by the Secret Service. I would just
- 2:36:06say true heart. Well, I have one now with my
- 2:36:10detail. They called me Unit 1. My wife says,
- 2:36:13you'll never be Unit 1. I'm Unit 1. You're Unit
- 2:36:162. Secretariat. Governor Walker. Harley. I love
- 2:36:24Brian Harlers. Ever ready. It's very high energy,
- 2:36:27Donald. Mr. Trump? Humble. That's a good one.
- 2:36:50Dr. Carson? One nation. Senator Cruz? You know,
- 2:36:56as a Cuban, I might go with Cohiba. And I'll
- 2:36:59tell you, I'd go with, for Heidi, Angel, because
- 2:37:01she is my angel. Senator Rubio? Well, there's
- 2:37:04some people in Florida upset at me over a joke
- 2:37:06I made about Florida State, but what the heck,
- 2:37:08I want my code name to be Gator. Governor Huckabee?
- 2:37:12I'd go with Duck Hunter. Senator Paul? Justice
- 2:37:17never sleeps. That's a mouthful, but okay. Okay,
- 2:37:22here's the more serious question. Ronald Reagan,
- 2:37:24the 40th president, used the plane behind you
- 2:37:28to accomplish a great many things, perhaps most
- 2:37:31notably to challenge Mikhail Gorbachev to tear
- 2:37:34down the wall and then ultimately to make peace
- 2:37:37with the USSR. How will the world look different
- 2:37:41once your Air Force One is parked in the hangar
- 2:37:46of your presidential library? Senator Paul. You
- 2:37:51know, I met Ronald Reagan as a teenager, and
- 2:37:53my family were big supporters of him when he
- 2:37:56ran against Gerald Ford. It was a big deal because
- 2:37:59he was at the grassroots running against the
- 2:38:01establishment. And I'll never forget that and
- 2:38:03how we stood up and said, you know what, this
- 2:38:05is something new that our country needs and our
- 2:38:08party needs. If I were president, I would try
- 2:38:11to be one who says, you know what, I'm a Reagan
- 2:38:14conservative. I'm someone who believes in peace
- 2:38:16through strength, and I would try to lead the
- 2:38:18country in that way. knowing that our goal is
- 2:38:21peace and that war is the last resort, not the
- 2:38:24first resort. And that when we go to war, we
- 2:38:26go to war in a constitutional way, which means
- 2:38:29that we have to vote on it, that war is initiated
- 2:38:31by Congress, not by the president, and that we
- 2:38:34go to war reluctantly. But then when we go to
- 2:38:36war, we don't fight with one arm tied behind
- 2:38:38our back. We fight all out to win, but then we
- 2:38:41come home. At the end of my presidency, I would
- 2:38:49like to believe that the world would be a safe
- 2:38:51place and there wouldn't be the threats, not
- 2:38:54only to the U .S., but to Israel and our allies,
- 2:38:57because we would have the most incredible, well
- 2:39:00-trained, well -equipped, well -prepared military
- 2:39:02in the history of mankind. And they would know
- 2:39:05that a commander in chief would never send them
- 2:39:06to a mission without all the resources necessary.
- 2:39:09But people wouldn't bully us anymore because
- 2:39:12they would know that that would be an invitation
- 2:39:14to their destruction domestically. We'd be operating
- 2:39:18under a tax system that eliminated the IRS. People
- 2:39:21wouldn't be punished for their work and for what
- 2:39:24they produced. And life would be really deemed
- 2:39:27precious. Abortion would be no more. It would
- 2:39:30be as much of a scourge in our past as slavery
- 2:39:32is. And we'd have a peaceful country where people
- 2:39:36respected each other and people respected law
- 2:39:38enforcement. And we would focus on cures. And
- 2:39:42we would make this country not only safe from
- 2:39:44our enemies without, It's safe from the enemies
- 2:39:47within. And it would be a good place to raise
- 2:39:50our kids and our grandkids. One of the things
- 2:39:59that made Ronald Reagan a great president is
- 2:40:00that he understood that America was a unique
- 2:40:02nation, unlike any other that had existed throughout
- 2:40:05human history. He knew it was founded on universal
- 2:40:07principles that were powerful, the dignity of
- 2:40:10all people, human rights, the rights of all to
- 2:40:12live in freedom and liberty and to choose their
- 2:40:14own path in life. He just didn't believe it.
- 2:40:16He acted on it. That's why bringing down communism
- 2:40:18was so important to him. If I'm honored with
- 2:40:21the opportunity to be president, I hope that
- 2:40:23our Air Force One will fly first and foremost
- 2:40:25to our allies in Israel, in South Korea, in Japan.
- 2:40:28They know we stand with them, that America can
- 2:40:30be counted on. It would also fly to China, not
- 2:40:33just to meet with our enemies, not just to meet
- 2:40:35with those adversaries of ours that are there,
- 2:40:37but also to meet with those that aspire to freedom
- 2:40:40and liberty within China. I would even invite
- 2:40:42them to my inauguration. We would also fly into
- 2:40:44Moscow and into Russia, and not just meet with
- 2:40:47the leaders of Russia, but also meet with those
- 2:40:49who aspire to freedom and liberty in Russia.
- 2:40:51And ultimately, I hope that my Air Force One,
- 2:40:54if I become president, will one day land in a
- 2:40:57free Cuba, where its people can choose their
- 2:40:59leaders and its own destiny. Ronald Reagan believed
- 2:41:09in America. If I'm elected president, our friends
- 2:41:12and allies across the globe will know that we
- 2:41:14stand with them. The bust of Winston Churchill
- 2:41:17will be back in the Oval Office, and the American
- 2:41:20Embassy in Israel will be in Jerusalem. Enemies
- 2:41:24across this world will know the United States
- 2:41:26is not to be trifled with. ISIS will be defeated.
- 2:41:29We will have a president willing to utter the
- 2:41:32words radical Islamic terrorism, and the Ayatollah
- 2:41:35Khamenei... will understand that he will never,
- 2:41:39ever, ever acquire nuclear weapons. Here at home,
- 2:41:43we'll reignite the promise of America. Young
- 2:41:46people coming out of school with student loans
- 2:41:49up to their eyeballs will find, instead of no
- 2:41:51jobs, two, three, four, five job opportunities.
- 2:41:54How will that happen? Through tax reform. We'll
- 2:41:57pass a simple flat tax and abolish the IRS. And
- 2:42:01through regulatory reform, we will repeal every
- 2:42:04word. of Obamacare. You want to know what I'll
- 2:42:08do as president? It's real simple. We'll kill
- 2:42:11the terrorists, we'll repeal Obamacare, and we
- 2:42:14will defend the Constitution, every single word
- 2:42:18of it. Well, you know, I was a radical Democrat
- 2:42:27before I started listening to Ronald Reagan.
- 2:42:30And he didn't sound like what they said Republicans
- 2:42:33were. he sounded logical and i hope that i sound
- 2:42:39logical also because when i look at what's going
- 2:42:42on with the united states of america i see a
- 2:42:44lot of things that are not logical i see us allowing
- 2:42:47people to divide us when in fact our strength
- 2:42:51is in our unity i see people exercising the most
- 2:42:56irresponsible fiscal habits that anyone could
- 2:42:59possibly do and hiding it from the american people
- 2:43:04so that the majority of people have no idea what
- 2:43:07our financial situation is so when someone comes
- 2:43:10along and says free college free phones free
- 2:43:14this and that and the other they say wow that's
- 2:43:16nice having no idea that they're destabilizing
- 2:43:19our position and i think also that ronald reagan
- 2:43:23was a master at understanding that a pinnacle
- 2:43:26nation has to be a nation that leads if we learn
- 2:43:30to lead in the middle east right now a coalition
- 2:43:33will form behind us but they will never do it
- 2:43:35if we just sit there and talk about it real leadership
- 2:43:39is what i would hopefully hopefully bring to
- 2:43:42America. If I become president, we will do something
- 2:43:51really special. We will make this country greater
- 2:43:55than ever before. We'll have more jobs. We'll
- 2:43:58have more of everything. We were discussing disease.
- 2:44:02We were discussing all sorts of things tonight,
- 2:44:04many of which will just be words. It'll just
- 2:44:07pass on. I don't want to say politicians. All
- 2:44:09talk, no action. But a lot of what we talked
- 2:44:11about is words, and it'll be forgotten very quickly.
- 2:44:14If I'm president, many of the things that we
- 2:44:16discuss tonight will not be forgotten. We'll
- 2:44:19find solutions. And the world will respect us.
- 2:44:22They will respect us like never before. And it'll
- 2:44:26be actually a friendlier world. And I have to
- 2:44:28say, it's a great honor to be here tonight. Six
- 2:44:35million more people are living in poverty than
- 2:44:38the day that Barack Obama got elected president.
- 2:44:40Six million more people. The middle class has
- 2:44:42had declining income. Workforce participation
- 2:44:45rates are lower than they were in 1977. For the
- 2:44:49first time in modern history, more businesses
- 2:44:51are failing than are being created. That is what
- 2:44:54the next president will have to deal with. And
- 2:44:56I believe we can reverse course by creating a
- 2:44:58strategy of high sustained economic growth. Not
- 2:45:01the new normal of 2 % that all the left says
- 2:45:03we just have to get used to. but a 4 % growth
- 2:45:06strategy where we reform how we tax. Fix the
- 2:45:09broken regulatory system. Embrace the energy
- 2:45:11revolution in our midst. Fix the immigration
- 2:45:14system so we can turn it into an economic driver.
- 2:45:17Deal with the structural fiscal problems that
- 2:45:19exist because of our entitlement problems that
- 2:45:22will overwhelm and create way too much debt.
- 2:45:24If we grow at 4%, people are going to be lifted
- 2:45:26out of poverty. The great middle that defines
- 2:45:28our country will have a chance to be able to
- 2:45:30pursue their dreams as they see fit. That should
- 2:45:33be the great challenge and the great opportunity
- 2:45:36for the next president of the United States.
- 2:45:38consensus to go back to a high growth strategy
- 2:45:40and then we'll be able to lead the world without
- 2:45:44a high growth strategy our country will never
- 2:45:46have the resources or the pot or the optimism
- 2:45:49to be able to lead the world which the world
- 2:45:51desperately needs our leadership why turned 13
- 2:46:0013 years old two days before Ronald Reagan was
- 2:46:03first elected a lot of people forget this But
- 2:46:05just a few days before that election in 1980,
- 2:46:07he was behind in the polls. And I think what
- 2:46:09changed things was people in America realized
- 2:46:12they didn't want to hear what was bad about America.
- 2:46:14They wanted to know how it was going to be better.
- 2:46:16Ronald Reagan wasn't just a conservative Republican.
- 2:46:18He was an eternal optimist in the American people.
- 2:46:21And I am, too. So here's what I think will make
- 2:46:23America better. We need to live in a world where
- 2:46:25our children are free. ARE FREE FROM THE THREATS
- 2:46:28OF RADICAL ISLAMIC TERRORISM. WE NEED TO LIVE
- 2:46:30IN AN AMERICA WHERE WE HAVE AN ECONOMY WHERE
- 2:46:33EVERYONE CAN LIVE THEIR PIECE OF THE AMERICAN
- 2:46:35DREAM NO MATTER WHAT THAT DREAM IS. AND WE NEED
- 2:46:37TO LIVE IN AN AMERICA WHERE WE HAVE A FEDERAL
- 2:46:39GOVERNMENT THAT'S NOT TOO BIG TO FAIL, BUT ULTIMATELY
- 2:46:43SMALL ENOUGH TO SUCCEED, WHERE WE SEND POWERS
- 2:46:45BACK TO THE STATES AND BACK TO THE PEOPLE. THAT'S
- 2:46:48WHAT I DID IN WISCONSIN. WE TOOK ON THE BIG GOVERNMENT
- 2:46:50UNION BOSSES, THE BIG GOVERNMENT SPECIAL INTERESTS,
- 2:46:52MANY OF WHOM CAME IN FROM WASHINGTON. to spend
- 2:46:54millions of dollars to try and take me out because
- 2:46:56we stood up to them. We didn't back down in any
- 2:46:59of those instances. If you give me the chance
- 2:47:01as your next president, I won't back down any
- 2:47:03day, any way, anyhow. I'll fight and win for
- 2:47:06you and your families every single day I'm in
- 2:47:08office. I think what this nation can be and must
- 2:47:16be is symbolized by Lady Liberty and Lady Justice.
- 2:47:21Lady Liberty stands tall and strong. she is clear
- 2:47:25-eyed and resolute she doesn't shield her eyes
- 2:47:27from the realities of the world but she faces
- 2:47:29outward into the world nevertheless as we always
- 2:47:32must and she holds her torch high because she
- 2:47:35knows she is a beacon of hope in a very troubled
- 2:47:38world and lady justice lady justice holds a sword
- 2:47:42by her side because she is a fighter a warrior
- 2:47:46For the values and the principles that have made
- 2:47:48this nation great, she holds a scale in her other
- 2:47:50hand. And with that scale, she says, all of us
- 2:47:54are equal in the eyes of God. And so all of us
- 2:47:57must be equal in the eyes of the law and the
- 2:47:59government, powerful and powerless alike. And
- 2:48:02she wears a blindfold. And with that blindfold,
- 2:48:05she is saying to us that it must be true, it
- 2:48:08can be true, that in this country, in this century,
- 2:48:11it doesn't matter who you are. It doesn't matter
- 2:48:14what you look like. It doesn't matter how you
- 2:48:17start. It doesn't matter your circumstances.
- 2:48:19Here in this nation, every American's life must
- 2:48:23be filled with the possibilities that come from
- 2:48:26their God -given gifts. One nation, under God,
- 2:48:29indivisible, with liberty and justice for all.
- 2:48:44I will make this a nation that will solve problems.
- 2:48:47And how? By having the elected officials and
- 2:48:51the leaders realize they're Americans before
- 2:48:53they're Republicans or Democrats. I did it in
- 2:48:57Washington, and I've done it in Ohio by having
- 2:49:00the elected officials realize that they're Ohioans
- 2:49:04before anything else. Secondly, I will rebuild
- 2:49:08the relationships and show the respect to our
- 2:49:10allies around the world. We have no choice but
- 2:49:13to do that. We will be stronger when we are unified
- 2:49:16and will fight for freedom and for human rights.
- 2:49:19And finally, maybe a little bit of what Carly
- 2:49:22said. The people that are out there listening,
- 2:49:25America was never great because we ran America
- 2:49:28from the top down. America is great because we've
- 2:49:31run America from the bottom up where we all live
- 2:49:34in the neighborhoods. One more time in America,
- 2:49:37we need to revive the concept of citizenship.
- 2:49:40where everybody's actions make a huge difference
- 2:49:43in changing the world. We have a Holocaust memorial
- 2:49:46on our statehouse grounds, and there is one line
- 2:49:49on there that stands out all the time. If you've
- 2:49:51saved one life, you've changed the world. We
- 2:49:55need to adopt that as citizens and rebuild and
- 2:49:58re -inspire our country. Thank you. I turned
- 2:50:0718 in 1980. And my first vote was for Ronald
- 2:50:10Reagan. Boy, am I glad I did it. And I think
- 2:50:12the country is, too. A Christie presidency won't
- 2:50:15be about me. It'll be about you. Tonight, you
- 2:50:19sit at home in your living room, frustrated that
- 2:50:21you play by the rules, you pay the taxes, you
- 2:50:24do the hard things to raise your family, yet
- 2:50:27you feel like America's generosity is being taken
- 2:50:29advantage of, that your system is being gamed,
- 2:50:32and that you're turning out to fall further and
- 2:50:35further behind. Our presidency, our presidency
- 2:50:39will be about ending that, about enforcing the
- 2:50:42law, level the play field for everybody, and
- 2:50:45once again reward those folks who play by the
- 2:50:47rules and think that justice means more than
- 2:50:50just a word, but it means a way of life. And
- 2:50:53I will tell you this, around the world, I will
- 2:50:55not shake hands with, I will not meet with, and
- 2:50:59I will not agree to anything with a country that
- 2:51:03says death to us. and death to Israel and holds
- 2:51:07our hostages while we sign agreements with them.
- 2:51:10It will be an America that will be strong and
- 2:51:13resolute and will once again be able to stick
- 2:51:15out its chest and say, we truly are the greatest
- 2:51:18nation in the world because we live our lives
- 2:51:21that way each and every day. That concludes this
- 2:51:32Republican presidential debate. On behalf of
- 2:51:34everyone here at CNN, we want to thank the candidates,
- 2:51:37the Reagan Library, and the Republican National
- 2:51:39Committee. Thank you also to Hugh Hewitt and
- 2:51:42Dan Abash. The next presidential debate will
- 2:51:44also be right here on CNN among the Democratic
- 2:51:46candidates who will face off for the first time
- 2:51:50on October the 13th. That debate, a partnership
- 2:51:53with Facebook, will be moderated by my colleague...
- 2:51:56Anderson Cooper. And Anderson picks up our coverage
- 2:51:59of tonight's debate right now. Before I throw
- 2:52:01to Anderson, let's have one final round of applause
- 2:52:03for the candidates.
