- 3:03Perry County Extension Office recognizes Paul Hall with new expansion.
- 3:09Local officials and community leaders gathered on March thirty first
- 3:13at the Perry County Cooperative Extension Service Office to celebrate
- 3:16the announcement of the Paul E. Hall Multipurpose Center, a
- 3:21project aimed at expanding resources and services for residents while
- 3:26honoring a longtime leader in the region. The announcement, officials said,
- 3:30highlighted both the legacy of the Extension Service in Perry
- 3:34County and the contributions of Paul E. Hall, who has
- 3:38played a significant role in community and regional development. Paul
- 3:42Hall is our honorable chairman for our Extension Board, said
- 3:46Tom Cravens, a member of the Perry County Extension Board.
- 3:50Everyone here is aware of the good work our Extension
- 3:54Office does. They take the knowledge and research and bring
- 3:57it to the local level that we can use in
- 4:00our gardens, farms, and homes. I grew up in an
- 4:03extension family, was in four h from third grade and
- 4:07became an extension agent myself in Allesley County. I know
- 4:11these agents are always held in high esteem. Not only
- 4:15do they do the work they do at the Extension Office,
- 4:18but they're also our community leaders. They serve on other boards,
- 4:22and they serve in all kinds of community leadership capacities.
- 4:27Cravens also reflected on the long history of the Extension
- 4:30Service in Perry County and its continued impact on the community.
- 4:36In two years, in twenty twenty eight, the Extension Office
- 4:41will celebrate one hundred years since its first extension agent
- 4:45in Perry County, said Cravens. Robert Robbins, our very first
- 4:49agent came on ninety eight years ago. The property we're
- 4:54own was deeded to the Extension Service in nineteen ninety six,
- 4:58and the current office building here was built later that year.
- 5:02Perry County Joe's executive Scott Alexander, emphasized the local collaboration
- 5:07among leadership and the forward progress being made. We all
- 5:11work great together here in Perry County, said Alexander. I
- 5:15want to thank the board. It's been a great board
- 5:17to serve on, and we've really pushed the issues and
- 5:20it's been great for the community. It's been a great
- 5:24pleasure to serve on this board. I knew we were
- 5:27going into a great direction and we're starting to see
- 5:31the result of that now. Paul has a great story
- 5:35going back to my grandfather is when I got to
- 5:38know him. I'm excited about this. I appreciate the value
- 5:42and effort that Paul has put into making Perry County,
- 5:45Appalachia and eastern Kentucky a great place to live. Hazard
- 5:51Mayor Donald happy Mobilelini also praised halls decades of service
- 5:56and leadership across the region. Congratulations to Paul, said Bobolini.
- 6:01Paul is a dedicated servant and a visionary leader. He
- 6:05spent twenty four years in the mining industry. In nineteen
- 6:08ninety three, he began his seventeen year term tenure with
- 6:12the Kentucky River Area Development District. During his leadership at
- 6:17karadd He had many accomplishments, including the car Creek Water Plant.
- 6:23Mobilini says Hall's work was left a lasting legacy on
- 6:27Eastern Kentucky. His work has always reflected the long term
- 6:32growth and commitment to the community and as well being,
- 6:36he said. Throughout his career he's been forward thinking, having
- 6:41a vision of leaving a lasting legacy of progress, collaboration,
- 6:45and service to the people of Eastern Kentucky. Today we
- 6:49honor that legacy with the Paulley Hall Complex, reflecting his
- 6:53long term dedication to the region, showing the lasting impact
- 6:58one individual can have on a regent. Congratulations to Paul.
- 7:04Save a Lot holds thirty first Race Day. Save a
- 7:08Lot of Hazard hosted its thirty first annual Race Day
- 7:11event on April fourth at Perry County Central High School,
- 7:15drawing strong community support for two local beneficiaries. The annual event,
- 7:20which featured a car show and auction race, funds for
- 7:23Actual Combs and Kenny Williams and was held in memory
- 7:28of Zane Lewis. Race Day went great this year, said
- 7:32Save a Lot division manager Steve Stalin's. We were blessed
- 7:38with beautiful weather this weekend and that always helps. The
- 7:42auction was truly amazing with all of the vendor support
- 7:45that stepped in with different items, and all the local
- 7:48businesses and then just people out of the community making
- 7:51special gift baskets. It was amazing. They just kept bringing
- 7:55more stuff. Stalin said this year's proceeds will benefit two
- 8:00individuals with significant medical challenges. This year, the recipients are
- 8:05Actual Combs, a three year old young man who's battling leukemia.
- 8:10The other recipient is Kenny Williams, who's actually an employee
- 8:13of ours and has been part of Race Day since
- 8:16it transitioned to save a lot, and he's been out
- 8:20of work since last July after having the replacement. He
- 8:24got MSRA after being in the hospital and has been
- 8:28battling a lot of health issues ever since. In addition
- 8:32to the auction and car show, the event featured participation
- 8:35from local elected officials. This year, being an election year,
- 8:40we had politician Row where all the local officials were
- 8:43set up in their tents. He said, a lot of
- 8:46them donated items to the auction and also purchased items
- 8:50at the auction. Among the auction items was a basketball
- 8:54donated by Kentucky State Police Post thirteen autographed by Kentucky
- 8:59Wildcats men's basketball coach Mark Pope. Stalin said the outpouring
- 9:04of support highlights the strength of the local community. I
- 9:08think people seeing this level of support is important, said
- 9:11Stalin's It's a long day, a long weekend with a
- 9:15lot of support from so many people, and all that
- 9:18hard work turns into helping those recipients who take that
- 9:22money home with them at the end of the day.
- 9:25It shows that no matter what we're dealing with, no
- 9:28matter what the issues, we show up for each other
- 9:31and support each other. It's hard to fathom having so
- 9:34much support and it's very very special. Kentucky Auditor of
- 9:39Public Accounts announces the result of Perry County Clerk audit.
- 9:44Kentucky Auditor of Public Accounts Allison's Ball's office has announced
- 9:49the result of its audit of the twenty twenty four
- 9:52financial statement of Perry County Clerk Wayne Napier's office, with
- 9:56two findings reported. According to statement from the APA, auditing
- 10:02standards require that the auditor's letter communicate whether the financial
- 10:07statement presents fairly the receipts, disbursements, and excess fees of
- 10:13the Perry County Clerk in accordance with the generally accepted
- 10:17accounting principles. The clerk's financial statement did not follow this format.
- 10:22The statement said, However, the clerk's financial statement is fairly
- 10:26represented in conformity with the regulatory basis of accounting, which
- 10:32is an acceptable reporting methodology. This reporting methodology is followed
- 10:37for all one hundred twenty clerk audits in Kentucky. According
- 10:42to the statement, the Clerk's office fourth quarter financial statement
- 10:46reports submitted to the Kentucky Department for Local Government was
- 10:50materially inaccurate. Receipts were overstated by one hundred thirty three
- 10:55nine hundred and fifteen dollars, disbursements were underestimated by two
- 11:00one hundred eighty three thousand, four hundred ninety eight dollars,
- 11:03and excess fees reported were overstated by three hundred thirty thousand,
- 11:08eighty six dollars. According to the statement, while receipts and
- 11:12disbursement ledgers were accurate and properly maintained, the bookkeeper did
- 11:17not include two disbursements on the fourth quarter report, tangible
- 11:22personal property tax payments of two hundred twenty three thousand,
- 11:26four hundred ninety seven dollars and state advancement repayment of
- 11:31sixty thousand dollars. Also, the statement said, the bookkeeper overstated
- 11:36the receipts on the fourth quarter report by including one
- 11:40hundred thirty four thousand, five hundred and twenty one of
- 11:43state grants and receipts. These are not part of the
- 11:49excess fees collected by the office. Ball's office recommended the
- 11:54clerk's office implement stronger internal controls in the review of
- 11:57the financial reporting process and ensure that underlying accounting records
- 12:03such as receipts as disbursement ledgers, reconcile with financial reports.
- 12:09According to the statement, Napier's office responded that personnel have
- 12:13received additional training to ensure the fourth quarter is accurately
- 12:17reflected on the report. In addition, the statement said, the
- 12:21audit found that Napier's office lacks adequate segregation of duties
- 12:26over receipts, disbursements, and bank reconciliations. During our review of
- 12:32internal controls, we noted the bookkeeper receives cash, posts, revenue
- 12:36and disbursements to the ledger and completes the monthly bank
- 12:40reconciliations with the county clerk providing oversight of those duties.
- 12:45The statement said the lack of segregation of duties occurred
- 12:49because the county clerk failed to segregate incompatible duties. The
- 12:55county clerk states that he cannot hire additional employees to
- 12:59allow segregation of duties due to budget limitations. Lack of
- 13:04segregation of duties resulted in in accurate financial reporting to
- 13:09state and local taxing districts. The statement said, Ball's office
- 13:13recommended a greater segregation of duties over the receipts, disbursements
- 13:18and reconciliations. If segregation of duties is not feasible due
- 13:23to lack of staff, we recommend the county clerk implement
- 13:26and document strong oversight over incompatible functions. The statement said.
- 13:33The person providing this oversight should document this or her
- 13:37review by initially all source documentation. Napier's office responded with
- 13:42additional training being conducted with staff. Save a Lot Gives
- 13:47Back to Hospice. Save a Lot of Hazard donated over

- 19:36opinion page, Doge good or bad? Jeff Vanderback during Easter weekend.
- 19:43I really try it hard to be nice and not
- 19:45let the evils of politics infiltrate my mind. But something
- 19:49came up and I just can't seem to get the
- 19:51voices out of my head. Not that the current administration
- 19:55makes it easy. I'm not talking local or state politics.
- 19:59That's a whole other issue. I'm talking about national politics
- 20:03and current administration in the White House. If you're a
- 20:07hardcore maga, I suggest seeing what's going on in the
- 20:11sports section. However, if you're a level headed, moderate conservative,
- 20:15you may, thank God forbid. I have a point. While
- 20:19it's not all bad, the bad is not good. In fact,
- 20:23the bad makes average logical thinking Americans think they have
- 20:26lost their minds. The current administration initiated tax cuts for corporations,
- 20:33making it easier to do business in the US. This
- 20:36administration has cut down on regulations to boost domestic industry,
- 20:41particularly in the energy sector. We now have more secure
- 20:45sources of domestic energy due to the expansion of oil
- 20:49and gas production, and we have stricter border controls where
- 20:53the screening process is more in favor of only allowing
- 20:57you in vetted individuals who want to be part of
- 21:00our American culture. We want immigrants from all over, but
- 21:04they must enter legally, and that is a key for
- 21:08the Trump administration. All that is good now on the
- 21:13less attractive policies and appointees. Doche Hegseth and Kennedy. I
- 21:19can just stop here and let you enjoy your call
- 21:21for your beer, but that would be too easy. Kennedy
- 21:25is a mess as head of Health and Human Services.
- 21:28He's clueless about the plight of the American people, and
- 21:31he's no more qualified for that position than I am.
- 21:35Kennedy claims that vaccines and taking talanol during pregnancy will
- 21:39cause autism, and adhd wi FI causes cancer, and chemicals
- 21:45in water calls sexual dysphoria in children. He staged a
- 21:49dead bear that look to be run over by a
- 21:52bicycle in Central Park. He wants us to eat liver
- 21:56because it's the most affordable meat with a high protein amount.
- 22:01You can't really blame him because of the parasite that
- 22:04ate half his brain. At least he has an excuse
- 22:07of those. When Trump took office, he appointed billionaire Elon
- 22:11Musk to run DOZE, the Department of Government Efficiency. The
- 22:16mission of those was to identify a government waste, fraud,
- 22:19and abuse and cut that out of the budget. Musk
- 22:24claimed he would reduce spending by one trillion dollars. That's
- 22:27a lot of zeros. Moderate conservatives had a glimmer of hope,
- 22:31as we all want to cut fraudulent government spending, but
- 22:35that is not what happened. DOZE was supposed to restructure
- 22:40government agencies and cut out wasteful government workforce. We know
- 22:45that some government jobs can be a free ride and
- 22:47that some people in positions are useless. Musk eliminated government programs,
- 22:53canceled over four thousand government contracts, and laid off over
- 22:57three hundred thousand employees. I'm not convinced the right employees
- 23:02were terminated. Snap benefits were cut, hurting food insecure Americans.
- 23:08Healthcare benefits were cut, keeping the poor sick, adding the
- 23:12financial burden on health care facilities which are being forced
- 23:16to close. Medical research funding was halted don't tell me
- 23:22the pharmaceutical companies are not jumping for joy. Keep them
- 23:26sick and they all are forced to buy our drugs.
- 23:29And personal data was compromised because Musk had teenagers who
- 23:33may be tech savvy but are lazy and unable to
- 23:36understand personal data breaches heading up the financial research. Musk
- 23:42left in May after he and Trump had a tiff
- 23:45over the Big Beautiful Bill. Musk thought it undermined oja's mission.
- 23:51Good riddance. Remember waste, fraud, and abuse. Well, that's where
- 23:56warmonger and former weekend anchor Hegseth comes in. Since September,
- 24:02Hagseth has gone on a spending spree of taxpayers money.
- 24:06He spent fifteen million dollars on REUBEI states no liver
- 24:09for him. He spent seven million dollars on lobster tales
- 24:13and two million dollars on crab legs. He spent over
- 24:16two hundred and twenty five million on fancy furniture, three
- 24:20point five billion on cable TV and tech support, and
- 24:24five point nine billion on it that can't be fully
- 24:27accounted for. He kicked journalists out of the Pentagon because
- 24:31they would not sign a release stating that they would
- 24:34only report what they were told, and is now salivating
- 24:38over killing people in Iran. If we obliterated Iran's nuclear
- 24:43capabilities last year, why are we bobbing them now? Hegseth
- 24:48defended his spending spree by touting that he had money
- 24:52in his budget and if he didn't spend it this year,
- 24:55he would lose that money for next year. Isn't that
- 24:58frivolous spending the fit to me of waste, fraud, and abuse.
- 25:02Why is Congress allowing that spending spree to continue? You
- 25:07decide if dose is good or bad. Congress needs to go.
- 25:11And as the entire DC swamp, I thought after Obama
- 25:15Biden this country couldn't be more of a disaster. I
- 25:18was wrong. Thanks for reading The Hazard Herald Against column
