• 2:32
Speaker 4: we'll have more on this coming up a little bit
• 2:33
Speaker 4: later on. Understand that w COCHS television reporting that three
• 2:38
Speaker 4: people were found dead following a house fire in Huntington
• 2:41
Speaker 4: early this morning. The fire reported at around five forty
• 2:44
Speaker 4: eight m this morning at an abandoned structure in the
• 2:47
Speaker 4: three hundred block of West eighth Street. That's according to
• 2:49
Speaker 4: the Huntington Fire Department. Firefighters arrived there, they found heavy smoke,
• 2:53
Speaker 4: with the fire seemed to be contained. The blaze was
• 2:56
Speaker 4: fully extinguished. Three people were found dead inside that dwelling.
• 2:59
Speaker 4: Again just after five twenty five or so this morning,
• 3:01
Speaker 4: an abandoned structure and the three hundred block of West
• 3:04
Speaker 4: eighth Street and Huntings and that, according to the Hunting
• 3:06
Speaker 4: and Fire Department, will of course have more on that
• 3:08
Speaker 4: coming up throughout the show. I want to welcome into
• 3:11
Speaker 4: the show now our good friend, Attorney Rusty Webb. Hey
• 3:14
  Speaker 4: doing my friend.
• 3:15
  Speaker 7: I'm fantastic.
• 3:17
Speaker 6: Do you have to think about it? From him?
• 3:19
  Speaker 8: No?
• 3:19
Speaker 7: I had to clear my throat.
• 3:20
Speaker 4: Okayed, need that wrap hook that let me clear my throat?
• 3:25
Speaker 7: Me clear my throat?
• 3:26
Speaker 6: All right, I'm going to have you.
• 3:30
Speaker 4: I am going to take you up on your offer
• 3:31
Speaker 4: to go to lunch or dinner sometime at Bourbon Street Bistro.
• 3:34
Speaker 6: I when we both get time.
• 3:35
Speaker 9: Oh gosh, I eat there every day, every day, every day.
• 3:39
Speaker 9: And yesterday I heard there was a couple behind me.
• 3:42
Speaker 9: They weren't together, but one guy was saying, I'm going
• 3:46
Speaker 9: to do the food tour. Basically, I'm going to come
• 3:49
Speaker 9: here every day and have something different. And the other
• 3:53
Speaker 9: young lady said, was you know, messing with Curtis? And said,
• 3:57
  Speaker 9: do I could I get a Beigne? Every time I
• 3:59
  Speaker 9: refers somebody, I mean, it's it's it's uh, it's a phenomenon.
• 4:05
Speaker 4: And your a little bias because you you actually owned
• 4:07
Speaker 4: the building. I'm the building, but that notwithstanding. But I
• 4:11
Speaker 4: had other restaurants in there. I've just never seen this
• 4:14
Speaker 4: a restaurant. I've had Jamaican restaurant pizzas, but nothing nothing
• 4:18
Speaker 4: like this. What's your favorite thing on the menu, Crawfish
• 4:23
Speaker 4: at fe I love it.
• 4:26
Speaker 9: I mean you just get one day that one day jambalaya,
• 4:29
Speaker 9: one day gumbo, one day redfish, one day po boy.
• 4:34
Speaker 7: The Poe Boy could feed a family of four.
• 4:37
Speaker 6: I mean it's just that, or two Dave Allens or
• 4:39
  Speaker 6: two Dave Oulans.
• 4:40
  Speaker 9: Yeah, I mean it's they're huge, They're just and and
• 4:44
Speaker 9: the bread is French.
• 4:45
Speaker 6: It's all I've been talking to.
• 4:47
Speaker 4: I've actually sent Curtis, who's a good friend of mine,
• 4:49
Speaker 4: Attax yesterday and I told him, I said, I'm gonna
• 4:51
Speaker 4: try to make it down there, just as responsible you
• 4:53
Speaker 4: invited me to go and I and I'm I'm going.
• 4:55
Speaker 6: To take you up on that. I'm gonna get down there.
• 4:57
Speaker 4: I was hoping I could make it down there last night,
• 4:59
Speaker 4: but some things happened and I didn't get to make it.
• 5:00
Speaker 4: But I am going to try to make it as
• 5:01
Speaker 4: soon as possible because it's given, it's been given the
• 5:04
Speaker 4: rusty web sealable approval. And that's my kind of cooking,
• 5:07
Speaker 4: you know. I mean it really I love I love
• 5:09
Speaker 4: cajun or anything like that.
• 5:10
Speaker 7: I do too, I do too. It was like a
• 5:13
  Speaker 7: dream come true.
• 5:14
Speaker 4: And the response to it has been incredible. I mean,
• 5:19
Speaker 4: I will honestly say this, and this is very rare
• 5:23
Speaker 4: in the in the restaurant business.
• 5:24
Speaker 6: I will say this.
• 5:26
Speaker 4: I have read I think one review that was less
• 5:30
Speaker 4: than stellar, and by lessons stellar, I don't mean awful,
• 5:32
Speaker 4: I mean just and that's gonna happen at any restaurant.
• 5:35
Speaker 4: I mean, you know that everything has just been phenomenal
• 5:38
Speaker 4: for these folks down there.
• 5:39
Speaker 9: Yeah, I was in there Saturday. I wanted to get
• 5:43
Speaker 9: some fries and wings for the playoffs, you know, for
• 5:47
Speaker 9: the football. That's kind of my football food. And on
• 5:50
  Speaker 9: a Saturday to have a restaurant full, that's that's that's
• 5:55
Speaker 9: that's unheard of, and.
• 5:57
Speaker 6: We certainly wish them the best.
• 5:58
Speaker 4: You wanted to come on to they'd talk about foster
• 6:01
Speaker 4: care rusting. It's, yeah, a major issue in West Virginia.
• 6:03
Speaker 4: I mean, we know that goes the understatement of the year.
• 6:06
Speaker 9: Well, I thought it had been resolved, Dave. You know,
• 6:10
Speaker 9: we were talking about this in the nineties, in the
• 6:13
Speaker 9: late nineties, early two thousands, about all of the kids
• 6:17
Speaker 9: that were placed in all state foster care homes. I
• 6:20
Speaker 9: thought it had been resolved until I saw this, you know,
• 6:23
Speaker 9: this press release with the governor, and there were three
• 6:26
Speaker 9: hundred and eighty of them, and it's like thirty eight
• 6:29
Speaker 9: million dollars a year that we're paying. And I got
• 6:32
Speaker 9: to thinking, there are so many facilities here that could
• 6:36
Speaker 9: be retrofitted to not just give foster care kids an
• 6:42
Speaker 9: ordinary life, but an extraordinary life. And the best example
• 6:48
Speaker 9: is the old West Virginia Tech campus, which is half
• 6:51
Speaker 9: of which is being used by Mountain Air Challenge Academy
• 6:54
  Speaker 9: right now.
• 6:55
Speaker 7: So you have the infrastructure already there.
• 6:57
Speaker 9: You have the cafeteria, have the you have the athletic
• 7:01
Speaker 9: facility there that that Tech had, which was then a
• 7:04
Speaker 9: y and I think it's not even being used now.
• 7:08
Speaker 9: You have administrative buildings, you have Bridge Valley that's no
• 7:12
Speaker 9: longer there, and they invested hundreds of thousands of dollars
• 7:16
Speaker 9: in in making these buildings nice again. And there are
• 7:20
Speaker 9: dormitories up there. I mean, it's that's just one place.
• 7:24
Speaker 9: You know, I mentioned three others. They're they're privately owned.
• 7:27
Speaker 9: This is the this is the one that's owned by
• 7:29
Speaker 9: the State of West Virginia. But there are just there's
• 7:31
Speaker 9: so many facilities that could be used.
• 7:36
Speaker 7: And when you bring them back, give them a better
• 7:39
Speaker 7: life than they would have had.
• 7:41
Speaker 4: Is the problem though, rusty A lack of facilities or
• 7:44
Speaker 4: a lack of people to run said facilities.
• 7:47
Speaker 7: No, you can, you can, uh.
• 7:49
  Speaker 4: Because there's a lot of excuse me, there's a lot
• 7:51
Speaker 4: of jobs available in the foster cares.
• 7:53
Speaker 6: I mean a lot of jobs available.
• 7:55
Speaker 9: You can know, you can get you can get a
• 7:57
Speaker 9: third party administrator. There are shoe huge organizations out there.
• 8:01
Speaker 9: I'm not going to name them my name, I know
• 8:03
Speaker 9: who they are that that like let's say, for example,
• 8:07
Speaker 9: the governor he had like six million dollars. So I
• 8:09
Speaker 9: go up and I make a proposal. Give me the
• 8:12
Speaker 9: six Okay, this is hypothetic. Give me the six Let
• 8:16
Speaker 9: me redo the dorms, let me redo these buildings, and
• 8:19
Speaker 9: then I'll bring in a third party administrator to run
• 8:22
Speaker 9: the place. And money chases foster care obviously, right, I mean,
• 8:27
Speaker 9: they're they're per dms. There are federal dollars, there are
• 8:31
Speaker 9: state dollars that that would make these these facilities run
• 8:37
Speaker 9: and pay every and pay everyone.
• 8:39
  Speaker 7: Easily, easily easily.
• 8:41
Speaker 4: How did we get here in your opinion, I mean,
• 8:43
Speaker 4: I know that's a million dollar question, but how did
• 8:45
Speaker 4: we get here last day?
• 8:46
Speaker 9: Well, I think if you looked at it, if you
• 8:48
Speaker 9: charted it, it would chart with the opioid acdemic. I
• 8:51
Speaker 9: think it would just it would just the higher the
• 8:54
Speaker 9: opioid epidemic at its peak, the higher the number of
• 8:59
Speaker 9: abuse and neglect cases, the higher number of parental termination.
• 9:03
Speaker 9: I was in that business, you know, for thirty years
• 9:06
Speaker 9: in family law. And then the higher number of foster
• 9:10
Speaker 9: care kids. And by the way, this three eighty that
• 9:15
Speaker 9: doesn't include all the ones that are in state. You know,
• 9:18
Speaker 9: we have more per capita than any state in the country.
• 9:22
Speaker 4: It's sadly, it's amazing to me because you know, there's
• 9:25
Speaker 4: always been foster care, foster care providers, and we get that.
• 9:28
Speaker 4: But man, you're right, I mean, it goes right along
• 9:30
Speaker 4: the timeline with the opioid crisis. And now I was
• 9:33
Speaker 4: talking to mayor a good one on the show yesterday
• 9:36
Speaker 4: and we were talking about some of the opioid settlements
• 9:38
Speaker 4: that are coming to Charleston. And she said, you know,
• 9:40
Speaker 4: none of the more sad than at Christmas time looking
• 9:43
Speaker 4: around a table and realizing that, Okay, this person's not here.
• 9:49
Speaker 4: And what a lot of these families rusty not to
• 9:51
Speaker 4: be a downer this time of year. Well, they're looking
• 9:54
Speaker 4: at multiple people that aren't there. Uncle so and so,
• 9:57
Speaker 4: Aunt so and so, a grand kid, a grandmother. I mean,
• 10:00
Speaker 4: I have brought up many times on this show of Family,
• 10:03
Speaker 4: specifically in southern West Virginia, that I know that the
• 10:07
Speaker 4: great grandmother is raising a small child, eight ten year
• 10:14
Speaker 4: old child. Now, now think about that for a moment.
• 10:16
Speaker 4: You know, with your parents, and there was always a
• 10:18
Speaker 4: generation gap. Imagine being in your eighties trying to raise
• 10:21
Speaker 4: an eight year old. I mean, it's just unbelievable.
• 10:24
Speaker 9: Well it's always been the grandparents, right, or great grandparents.
• 10:29
Speaker 9: Now it's great great you know what I mean. Now
• 10:30
Speaker 9: it's great grandparents, you know what I mean. That's even
• 10:32
Speaker 9: you're you're right, that's an even larger age gap. But
• 10:37
Speaker 9: as the money matriculates into the system from you know,
• 10:42
Speaker 9: the cities and counties. And I just heard something on
• 10:44
Speaker 9: the radio about Charleston engaging in that, and then the
• 10:48
Speaker 9: West Virginia First Trust. Hopefully as this gets into the communities,
• 10:54
Speaker 9: these statistics go down, and then the abuse and that
• 11:00
Speaker 9: goes down, and the foster care goes down, everything all this,
• 11:05
Speaker 9: you know, every all the good statistics come back.
• 11:07
Speaker 4: It seems to me in this time of year, you know,
• 11:10
Speaker 4: as we start to wrap up the year and people
• 11:13
Speaker 4: get through Christmas and the holidays and they look ahead,
• 11:15
Speaker 4: you know, the legislative session is coming up, it seems
• 11:17
Speaker 4: to me that there is no bigger issue in my
• 11:20
Speaker 4: opinion than the foster care crisis.
• 11:24
  Speaker 6: And I mean one, and it's a.
• 11:28
Speaker 9: Just like we called it the opioid crisis, it is
• 11:32
Speaker 9: a crisis. I mean, when you have to send that many,
• 11:35
Speaker 9: almost four hundred of your state children.
• 11:38
  Speaker 7: To what six states, it's that's a crisis. That's a crisis.
• 11:42
Speaker 4: Well, and the statistics have proven and you know, the
• 11:45
Speaker 4: whole idea is rusty, is to try to get these
• 11:47
Speaker 4: kids to be you know, with family members when that's possible,
• 11:50
Speaker 4: but certainly within state. Can you imagine being a foster kid,
• 11:54
Speaker 4: you know, if you're and I must say an early team,
• 11:57
Speaker 4: I'm just as a hypothetical one thirteen fourteen years old.
• 12:00
Speaker 4: You're messed up in ahead anyway, you know at that age,
• 12:03
  Speaker 4: no matter what.
• 12:03
Speaker 6: Even with the best background. I'll say that lightly, but
• 12:05
  Speaker 6: you are.
• 12:06
Speaker 4: And now suddenly you're a West Virginia kid and you
• 12:08
Speaker 4: find yourself in and I'm just making upstates, and you
• 12:10
Speaker 4: find yourself in Illinois, right, you know, with with kids
• 12:13
  Speaker 4: around you that don't don't.
• 12:16
  Speaker 6: You don't have, you don't have, you don't have a
• 12:19
Speaker 6: lot in common death, you know what I mean, And.
• 12:22
Speaker 9: They're probably making fun of your accent and and vice versa.
• 12:26
Speaker 4: I mean, you know, you take a kid from somewhere
• 12:28
Speaker 4: there and if you sit them here, it'd be the
• 12:29
Speaker 4: exact same thing. Yeah, yeah, I mean, I just I
• 12:31
Speaker 4: think we got to I mean, again, not not to
• 12:33
Speaker 4: state the obvious rusting, but we got to get a
• 12:35
Speaker 4: handle on this. And it's the problem only is getting worse.
• 12:41
Speaker 4: And I talked about the openings in that field. I mean,
• 12:45
Speaker 4: there are thousands of jobs available for social workers in
• 12:47
Speaker 4: West Virginia, thousands, and it's a thankless job. And with
• 12:52
Speaker 4: what we've seen over the last couple of years, with
• 12:55
Speaker 4: these horrible situations, like think about Kennedy Miller down and
• 12:58
Speaker 4: you're part of the world down in Boone Camp. When
• 13:01
Speaker 4: you see those stories like that, it only puts the
• 13:03
Speaker 4: exclamation point about how big the problem is. And so
• 13:08
Speaker 4: many people within that system. And Amelia Niceley, our friend
• 13:13
Speaker 4: of the program it's on from West Virginia Watch, rites
• 13:16
Speaker 4: about this extensively, and she's interviewed people countless, people that
• 13:19
Speaker 4: just say, look, I want to They got into this
• 13:21
Speaker 4: because they wanted to help.
• 13:23
Speaker 6: They're throwing their hands up, say I can't do this anymore.
• 13:25
Speaker 9: Yeah, well, you know even when I was, when I
• 13:30
Speaker 9: was involved, you some of these foster care families, they're
• 13:36
  Speaker 9: like dormitories.
• 13:37
Speaker 7: I mean, they build bunk rooms.
• 13:39
Speaker 9: To try to house kids, so they're they're kind of
• 13:42
Speaker 9: in that bunk room system now. But my point is this, legislature, governor,
• 13:51
Speaker 9: you know, if you're listening, don't make their don't bring
• 13:55
Speaker 9: them back and make their life ordinary, make it extraordinary.
• 13:58
Speaker 7: You know. I would of nothing better than to be.
• 14:01
Speaker 9: The activities director for a foster care What.
• 14:06
  Speaker 6: You wish for?
• 14:07
Speaker 7: No, No, I'm serious.
• 14:09
Speaker 6: I wanted to be.
• 14:10
Speaker 9: Part of the foster care college at Tech so bad.
• 14:14
Speaker 9: I basically volunteered as a consultant. There's just so many
• 14:19
Speaker 9: activities that they could think they can do that you
• 14:22
Speaker 9: can enrich their lives in West Virginia.
• 14:25
Speaker 4: Just and give them something to care about. Because pretty
• 14:29
Speaker 4: much with a lot of these kids rush ees, you
• 14:31
Speaker 4: well know, all all that they've known is suitcases in
• 14:37
Speaker 4: some cases not even that's just all they've done. Give
• 14:41
Speaker 4: them something. I know you're you're quite into the in
• 14:43
Speaker 4: the into the sports. Give them something, give them, give
• 14:46
Speaker 4: them theater, give them something, yes, to tap into their interest.
• 14:50
Speaker 9: Yes, yes, motivate them. I mean, don't just house them.
• 14:55
Speaker 9: Make them better than than you know, like the six
• 14:58
Speaker 9: million dollar man. Make them better than they were, make
• 15:01
Speaker 9: them just I just I just implore my friends, you know,
• 15:06
Speaker 9: in the legislature and the governor.

Speaker 7: And I texted him.
• 15:10
Speaker 9: I texted him, I'll text him until he cuts me off.
• 15:14
Speaker 6: I'll text before we let you go. I do want
• 15:16
  Speaker 6: to ask you.
• 15:18
Speaker 4: The legislative session is going to be coming up here
• 15:20
Speaker 4: once we get through the holidays. And last a couple
• 15:22
Speaker 4: of weeks ago, Speaker Handshaw came out with with members
• 15:25
Speaker 4: of the Republican Caucus and said, we are going to
• 15:28
Speaker 4: focus on business jobs, things of that nature and you
• 15:31
Speaker 4: know that came from the House, that didn't come from
• 15:33
Speaker 4: the Senate. Your wish list. As somebody who follows as
• 15:36
Speaker 4: closely and as a former legislator, your wish list for
• 15:40
Speaker 4: the twenty twenty six legislative session.
• 15:43
Speaker 9: I agree with everything that Speaker Handshaw said. I would
• 15:48
Speaker 9: again start the number one priority has to be foster
• 15:50
Speaker 9: care and returning these kids and the children that are
• 15:55
Speaker 9: here enriching their lives. I mean, clearly, I wouldn't have
• 15:58
Speaker 9: posted these things if it wasn't high on my mind.
• 16:02
Speaker 9: But let me be very honest in front of this
• 16:05
Speaker 9: entire state. Right now, we're the most conservative social state
• 16:11
Speaker 9: in the world. Let's start focusing on the economic development.
• 16:15
Speaker 9: You know, we've just we just get so bogged down
• 16:17
Speaker 9: in these social issues. Let's let's let's put them aside
• 16:22
Speaker 9: for a year or two where you can't get any
• 16:24
Speaker 9: more conservative than we are, right uh.
• 16:28
Speaker 7: And let's focus on economic development.
• 16:30
Speaker 9: Because every every day when you go out and I
• 16:34
Speaker 9: go out, you've never seen a state that's cognizant of
• 16:38
Speaker 9: its own economy. Everybody has an opinion. Literally other states
• 16:43
Speaker 9: they don't have to worry about here, we worry. We
• 16:45
Speaker 9: worry about our state. We were like, let's build the economy.
• 16:49
Speaker 9: What about tourism, what about heritage tourism. I mean, gosh,
• 16:53
Speaker 9: there's so much low hanging fruit out there. Dave so
• 16:56
Speaker 9: much low hanging fruit in the So number two is tourism,
• 17:00
Speaker 9: heritage tourism, recreational tourism. We were like the Disneyland, disney
• 17:06
Speaker 9: World of the country. Everything that Disney World has, we
• 17:11
Speaker 9: have it in real life, you know. And that's not
• 17:14
Speaker 9: a shot at our Tourism director. She's still in a
• 17:17
Speaker 9: wonder knocked it out of the park. She's done a
• 17:19
Speaker 9: wonderful job. But there's so much more we could do.
• 17:23
Speaker 9: Like I was in Pikeville, I told you Pipeville and
• 17:27
Speaker 9: bless her heart. And again, not a shot at Logan
• 17:30
Speaker 9: County or Mingo County. But their Hatfield and McCoy experience
• 17:38
Speaker 9: is so far ahead of ours. Theirs are like again
• 17:43
Speaker 9: Disney World. We're still like, uh, you know, asking for directions,
• 17:48
  Speaker 9: Where's what's his name's house?
• 17:49
Speaker 7: Where's what? Where was this battle fought?
• 17:52
Speaker 9: Listen, Southern West Virginia has so much halfields of McCoy's
• 17:56
Speaker 9: a civil war, a little bit of the Revolutionary War.
• 18:00
Speaker 9: We haven't even scratched the surface. So when I was
• 18:03
Speaker 9: in nineteen ninety six, when I was elected legislator, here's
• 18:06
Speaker 9: what I did. They gave me a little desk. And
• 18:08
Speaker 9: I'll leave you with this. They gave me a little
• 18:09
Speaker 9: desk in a big room. Everybody had nicer desks. I
• 18:13
Speaker 9: had a little desk and put I put my little
• 18:15
Speaker 9: map up, and I put little pins on the Civil
• 18:18
Speaker 9: War sites that I wanted to develop for tourism. I'm
• 18:21
Speaker 9: still trying to get my little map for tourism, except
• 18:25
Speaker 9: I think have fields of McCoy's has huge potential.
• 18:29
Speaker 4: Pikefull if you look, and you and I were talking
• 18:30
Speaker 4: about this during the break. I haven't been to Pikeville
• 18:33
Speaker 4: in a number of years, but I can tell you
• 18:35
Speaker 4: you talk about a city that is exploding right now,
• 18:38

• 18:41
Speaker 4: They're getting major concerts, they got a great university, they
• 18:43
Speaker 4: got a great medical facility there. Pikeville right now is
• 18:47
Speaker 4: doing it right there.
• 18:47
Speaker 6: Really arrested. We had to leave it there. I appreciate
• 18:49

Speaker 4: Welcome to the show, now, Republican from the House of Delegates,

Speaker 4: Andy Shamlin from the fifty ninth Good morning, Sarah, Welcome

• 21:59
Speaker 14: Good morning, Dave. Good to see you this morning.
• 22:02
Speaker 4: Thank you for being I want to want to talk
• 22:04
Speaker 4: about traffic and cross lanes and all that, but but
• 22:06
Speaker 4: before I get to that, I do want to go
• 22:07
Speaker 4: back to our last segment for a moment. As everyone knows,
• 22:10
Speaker 4: in addition to being in the House, you are a teacher,
• 22:13
Speaker 4: a high school teacher by trade. You see firsthand the
• 22:17
Speaker 4: foster care crisis in West Virginia.
• 22:19
Speaker 6: So you and a few others that are in your
• 22:23
Speaker 6: role when you go into the legislature, I mean you
• 22:26
Speaker 6: you see this on a daily basis.
• 22:28
Speaker 14: Absolutely. I mean I related so much to what Rusty
• 22:32
Speaker 14: was talking about. I've seen and and dealt with so
• 22:37
Speaker 14: many grandparents who are raising their grandkids and even great grandparents.
• 22:42
Speaker 14: I've seen lots of folks who are in their eighties
• 22:46
Speaker 14: trying to raise high school children. Yeah, so, I mean
• 22:49
Speaker 14: it is a It is an epidemic in West Virginia.
• 22:53
Speaker 14: There's no question about it. And I think that it's
• 22:56
Speaker 14: it cuts across all socioeconomic staff is it cuts across
• 23:01
  Speaker 14: every community. It's a it's definitely a huge challenge that
• 23:05
  Speaker 14: we're facing.
• 23:06
Speaker 4: And you know when as a teacher, when you're trying
• 23:10
Speaker 4: to educate these young minds and you're looking out there
• 23:13
Speaker 4: and you have students and I know you've experienced at
• 23:16
Speaker 4: firsthand the students that that are homeless, and homeless doesn't
• 23:19
Speaker 4: always mean you're living under a bridge. Homeless means you're
• 23:22
Speaker 4: couch surfing as they call it. You're you don't have
• 23:24
Speaker 4: a permanent place to call home. It's hard to concentrate
• 23:27
Speaker 4: on learning the three branches of government, you know what
• 23:31
Speaker 4: when when when you don't know where you're going to
• 23:33
  Speaker 4: sleep that night?
• 23:33
Speaker 14: Yeah, if you if you don't have that, if you
• 23:36
Speaker 14: don't have some sort of stability as a as a
• 23:39
Speaker 14: young person in school, I mean, you don't really care
• 23:42
Speaker 14: about how a bill becomes along, right, it's not your
• 23:45
Speaker 14: highest priority, right, And it's I will say there there's
• 23:51
Speaker 14: a lot more emphasis placed on obtaining that information from
• 23:58
Speaker 14: the school system now. I think schools are generally much
• 24:02
Speaker 14: more aware of those challenges that students are facing today
• 24:06
Speaker 14: than they were even fifteen years ago.
• 24:08
Speaker 6: When I was a senior in high school.
• 24:10
Speaker 14: I mean, we have a a homeless liaison that works
• 24:14
Speaker 14: for Kennall County Schools and they have so many schools
• 24:16
Speaker 14: assigned to them, and it's their job basically to facilitate
• 24:21
Speaker 14: assistance and services for those students who who are who
• 24:25
Speaker 14: do not have permanent housing. And as you pointed out,
• 24:27
Speaker 14: most of the time that doesn't look like them living
• 24:30
Speaker 14: necessarily on the street as we might think. It's them bouncing.
• 24:34
Speaker 4: From the buddy's house or their uncle's house, or whatever
• 24:37
Speaker 4: the case may be. And uh and and as a
• 24:40
Speaker 4: we're going to put on your legislator UH hat for
• 24:42
  Speaker 4: a moment. I mean, I know there's been a lot
• 24:44
Speaker 4: of legislators on both sides of the isle, uh that
• 24:48
Speaker 4: have that are trying, but you know, with what they
• 24:51
Speaker 4: can with foster care. But man, what what what a
• 24:53
Speaker 4: daunting challenge it is in West Virginia.
• 24:55
Speaker 14: It it truly is. And and you know, the the
• 24:59
Speaker 14: age and sees that are responsible for that have a
• 25:02
Speaker 14: lot of good people working in them, but there are
• 25:04
Speaker 14: also a lot of systemic challenges. Splitting d h HR
• 25:10
Speaker 14: into into different agencies about two or three years back,
• 25:14
Speaker 14: was intended to provide some more accountability and transparency for
• 25:18
Speaker 14: the foster care system. I think the jury still out
• 25:22
Speaker 14: in terms of whether or not that's going to bear fruit.
• 25:27
Speaker 4: What would you like to see done? I mean, obviously
• 25:29
Speaker 4: we want to fix it. That's stuff, but but I mean,
• 25:31
Speaker 4: what's what steps do you support?
• 25:35
Speaker 14: I think the I think one of the key things
• 25:38
Speaker 14: is more transparency. One thing that's been worked on now
• 25:41
Speaker 14: it seems like it's it's just a continual project is
• 25:44
Speaker 14: like a foster care dashboard so that we can see
• 25:47
Speaker 14: and we can track the number of kids who are
• 25:52
Speaker 14: in foster care placements. And one thing that I do
• 25:56
Speaker 14: applaud Governor Morsey for is, you know we have I
• 26:01
Speaker 14: would hesitate to give a number because I would be incorrect,
• 26:04
Speaker 14: but we have many children who are placed out of state.
• 26:07
  Speaker 7: Yeah.
• 26:08
Speaker 6: Yeah. We talked about the rust of ye.
• 26:09
Speaker 14: And it is costing the state a tremendous amount of
• 26:12
Speaker 14: money to continue those placements. And somehow we have got
• 26:17
Speaker 14: to figure out a way to house these children in
• 26:20
Speaker 14: state closer to the resources that they need in order
• 26:24
  Speaker 14: to be successful.
• 26:25
Speaker 4: Well and Rusty I thought had some really really good ideas,
• 26:29
Speaker 4: you know about some properties, but I don't think that
• 26:32
Speaker 4: it's all just about the properties and the places to
• 26:35
Speaker 4: put them. I think it's the people, because we simply
• 26:37
Speaker 4: have thousands and do you know this, We have thousands
• 26:40
Speaker 4: of openings and within that social work system, within the
• 26:43
Speaker 4: foster care system, and once we have thousands, and I.
• 26:46
Speaker 14: Think that's representative of a of a greater problem, not
• 26:50
Speaker 14: just among social workers, but lots of state agencies. Pay
• 26:57
Speaker 14: for state workers is a problem. The EIA calls are
• 27:00
Speaker 14: a problem, and we've got we've got to put some
• 27:04
Speaker 14: more money into these agencies to raise pay so that
• 27:08
Speaker 14: we can attract good quality workers to take these jobs.
• 27:13
Speaker 14: And some of it, you know, budgets are a reflection
• 27:16
Speaker 14: of priorities, and our budget needs to reflect the fact
• 27:20
Speaker 14: that staffing these agencies and attracting good quality workers is
• 27:26
  Speaker 14: of paramount importance.
• 27:27
Speaker 4: Talking to Delicate Andy Shamblin Dave Island Show on five

• 27:37

• 27:40
Speaker 4: All right, let's talk Let's talk traffic. Let's talk cross
• 27:43
Speaker 4: lanes traffic till I say that I think about it
• 27:46
Speaker 4: Jimmy Hendrix's song Crosstown Traffic. We're talking about cross lanes
• 27:50
Speaker 4: traffic with this project. You and I have talked about
• 27:52
Speaker 4: it several times in the past. Where are we now?
• 27:53
Speaker 4: What's going on as we speak?
• 27:55
Speaker 15: You know, it's funny.
• 27:56
Speaker 14: I was in Charleston yesterday having lunch Adelphia and this
• 28:01
Speaker 14: older man came up to me and he said, he said,
• 28:04
Speaker 14: I know who you are. He said, I've been wanting
• 28:06
Speaker 14: to meet you for so long because he said, you're
• 28:09
Speaker 14: on TV all the time. You're the guy that's managing
• 28:12
Speaker 14: the traffic in cross lanes Aladelphia's in Charles.
• 28:16
Speaker 6: Is that what you're doing, You're managing the traffics. I
• 28:19
  Speaker 6: know I can't handle that for spons So what's what's
• 28:21
  Speaker 6: going on now?
• 28:23
Speaker 14: Well, yesterday was a crucial phase of the road project,
• 28:28
Speaker 14: and from ten am yesterday until ten pm, basically the
• 28:37
Speaker 14: section of road from the four way stop I give
• 28:40
  Speaker 14: West Virginia.
• 28:42
Speaker 4: Next to the rushed out Silverado and where the one
• 28:44
Speaker 4: eyed dog is, we go ahead.
• 28:46
Speaker 14: Great the four way stop on six twenty two, which
• 28:48
Speaker 14: is the intersection of Cross Lanes Drive and Washington Street
• 28:53
Speaker 14: from the from the stoplight to Kroger's. Kroger's is right
• 28:58
Speaker 14: across from Andrew Jackson Middle School. Trying to visualize it,
• 29:02
Speaker 14: that's the section we're talking about was fully opened with
• 29:06
Speaker 14: four lanes, one lane exiting cross Lanes, two lanes going
• 29:11
Speaker 14: into cross Lanes, and a turning lane in the middle.
• 29:15
Speaker 14: So that section of the project, although it is not
• 29:17
Speaker 14: fully complete, a very crucial step, and I think that
• 29:23
Speaker 14: we'll see a lot of traffic improvement as a consequence
• 29:26
Speaker 14: of that section of the project being.
• 29:28
Speaker 6: And how long has that particular portion been going on? Oh, it's.
• 29:35
Speaker 14: From the day that it started, so June two thou
• 29:39
Speaker 14: or wait a minute, I'm sorry, April twenty twenty three.
• 29:42
Speaker 4: Until out Okay. And what's it going to mean for
• 29:44
Speaker 4: that area? I mean, I know you said it's partially
• 29:46
Speaker 4: open at this point, but what is it going to
• 29:47
  Speaker 4: mean overall?
• 29:48
Speaker 14: Well, overall, I think that folks will have an easier
• 29:53
Speaker 14: time at least going home each evening in their evening
• 29:59
Speaker 14: commute getting into cross Lanes. It should be a little
• 30:02
Speaker 14: bit easier now. Now, the the other side of that
• 30:05
Speaker 14: coin is that means the section from the four way
• 30:09
Speaker 14: stop to the interstate is now going to receive full
• 30:14
Speaker 14: attention from the contractor, So that section is going to
• 30:18
Speaker 14: start seeing a lot more movement, a lot more construction.
• 30:21
Speaker 4: Okay, what's our time frame there, which I like immediately
• 30:23
Speaker 4: or after the first of the year or what.
• 30:25
Speaker 14: You'll see some activity immediately, and I think you'll see
• 30:29
Speaker 14: it continue throughout the winter. That's the intention, is for
• 30:32
Speaker 14: the contractor to remain working throughout.
• 30:34
Speaker 6: This which a lot of it also depends on the
• 30:36
  Speaker 6: weather as well.
• 30:37
Speaker 4: No, we had an entire winter's week, you know, last
• 30:41
Speaker 4: week and the week before, and the long term forecast
• 30:44
Speaker 4: for what that's worth for the first of the year
• 30:46
Speaker 4: looks like it's pretty mild. So hopefully they'll be able
• 30:48
Speaker 4: to you know, to continue to work on it if
• 30:51
Speaker 4: we have a mild winter, right.
• 30:53
Speaker 14: That's the plan, and I think that next spring you'll
• 30:56
Speaker 14: see that really come to fruition.
• 30:59
Speaker 4: And when give me a timeframe of when you expect
• 31:03
Speaker 4: everything to be done, and I know you're not. You
• 31:05
Speaker 4: don't have a crystal ball, and things happen with supply
• 31:07
Speaker 4: demands and things of that nature. But ideally, best case scenario.
• 31:11
Speaker 14: Best case scenario February of twenty.
• 31:14
Speaker 4: Twenty seven, is the completion thing well, and you know,
• 31:17
Speaker 4: as my grandpa used to say, you're a lot closer
• 31:19
Speaker 4: than you used to be, So think about it that way.
• 31:21
Speaker 6: And what will this mean overall when the entire thing
• 31:24
  Speaker 6: is finished.
• 31:25
Speaker 4: I mean, you know, it's not just because it's not
• 31:27
Speaker 4: just about traffic and traffic nightmares and things of that nature.
• 31:31
Speaker 6: It's about business. It's about a whole lot of other things.
• 31:34
Speaker 4: Maybe people that want to go into a business in
• 31:37
Speaker 4: those surrounding areas that maybe that's been a red flag
• 31:40
Speaker 4: that they didn't want to go because of that reason.
• 31:42
  Speaker 6: Talk about that.
• 31:43
Speaker 14: I think that the completed project will will definitely raise
• 31:46
Speaker 14: property values in the immediate area. It'll make that property
• 31:51
Speaker 14: more valuable because you can access it easier, hopefully, and
• 31:58
Speaker 14: it will just be a relief, especially to businesses that
• 32:02
Speaker 14: are in that area, because it's been a very trying
• 32:05
Speaker 14: time for the Cross Lane's community with this problem absolutely
• 32:09
  Speaker 14: Cross Vegas, Across Vegas, that's right. I mean, it's it's
• 32:13
Speaker 14: been very disruptive. There have been all kinds of problems
• 32:17
Speaker 14: with it and the nature of the project. It's such
• 32:21
Speaker 14: a congested area. I mean, the contractor has an extremely
• 32:26
Speaker 14: difficult job. I mean, I've had several meetings with them,
• 32:29
Speaker 14: and they were going over all the problems they're having
• 32:31
Speaker 14: and and and they're very frustrated. And I'm very frustrated.
• 32:34
Speaker 14: And and you know, I said to him, I wouldn't
• 32:36
Speaker 14: have your job of managing this easy area to work in.
• 32:40
Speaker 14: It's very difficult. I mean, it's just so congested and compact.
• 32:44
Speaker 4: All right, let's switch gears here for a moment. As
• 32:47
Speaker 4: I said, the session is going to be starting in
• 32:48
Speaker 4: a couple of weeks, once you get through Christmas and
• 32:51
Speaker 4: and and so on and so on. It's a couple
• 32:53
Speaker 4: of big legislative priorities for Randy Shanlin.
• 32:55
Speaker 14: Well, I think that the House Caucus has put out
• 32:59
Speaker 14: a pretty get a list of priorities economic focused. When
• 33:04
Speaker 14: I ran for office in originally in twenty twenty two,
• 33:09
Speaker 14: one of my main reasons was the fact that I
• 33:12
Speaker 14: looked at my high school yearbook one day and I thought,
• 33:15
Speaker 14: you know, fifty percent of the folks that I graduated
• 33:20
Speaker 14: with have left West Virginia. I mean, creating more jobs,
• 33:26
Speaker 14: more a better and more balanced economy. I mean, all
• 33:29
Speaker 14: of those are things that we need to bore down
• 33:32
Speaker 14: on in this upcoming session and remain focused on that
• 33:37
Speaker 14: and do everything we can for economic development.
• 33:40
Speaker 4: And I think you were one of the ones that
• 33:42
Speaker 4: I saw the photograph of when when Speaker Hanshaw had
• 33:45
Speaker 4: the precedent two weeks ago I guess or whatever, and
• 33:49
Speaker 4: talked about that. Are you hopeful that that will that
• 33:51
Speaker 4: the House that let me know, you can't speak for
• 33:53
Speaker 4: the Senate, but are you hopeful that the House will
• 33:54
Speaker 4: be able to maintain that that focus on just those things?
• 33:59
Speaker 14: Yes, I think that. I think having a goal, having
• 34:03
Speaker 14: a purpose, having a plan is very important, and I
• 34:07
Speaker 14: think that we will have our focus on those issues.
• 34:11
Speaker 14: And of course, you know there's all sorts of things
• 34:14
Speaker 14: that come up in the legislative session. I mean, one
• 34:17
Speaker 14: thing that I'm personally going to work on is updating
• 34:21
Speaker 14: the sex stortion statute. As you're probably aware, we have
• 34:25
Speaker 14: that tragedy at Nitro High School with one of our students,
• 34:29
Speaker 14: and when you think about how loosely the current law
• 34:34
Speaker 14: is written in terms of the sex stortion statue, I mean,
• 34:38
Speaker 14: I don't want to get too much into the details
• 34:40
Speaker 14: of it because I'm still getting the bill crafted. Yeah,
• 34:42
Speaker 14: but I think imposing some better definitions in our current
• 34:47
Speaker 14: code and increasing the penalties for those who are involved
• 34:52
Speaker 14: in that type of behavior is very important.
• 34:55
Speaker 4: I don't want to get too personal here, but is
• 34:57
Speaker 4: you know, we talked about it from the outset. You
• 34:58
Speaker 4: are a teacher at Nitra High scho Cool. How is
• 35:01
Speaker 4: the school done in recovering from that from that young
• 35:03
  Speaker 4: student's passing.
• 35:05
Speaker 14: It's been it's been very challenging. It's really affected the
• 35:10
Speaker 14: sophomore class, especially because that was the grade that he
• 35:15
Speaker 14: was in. I didn't know him personally when I went
• 35:18
Speaker 14: to high school with his father. Wonderful family, uh in
• 35:22
Speaker 14: the Cross Planes community. The Bryce was a student that
• 35:27
Speaker 14: was extremely well thought of, well liked, very popular, athletic.
• 35:32
Speaker 14: I mean just he just checked all the boxes. And
• 35:36
Speaker 14: it's been a very challenging time.
• 35:38
Speaker 4: And his family and I don't know them personally either, Andy,
• 35:41
Speaker 4: but I know just what I have heard in the
• 35:43
Speaker 4: news accounts or whatever. His family has wanted his story
• 35:46
Speaker 4: out there. Yes, they they have been there, and there's
• 35:49
Speaker 4: a couple of ways you can handle that story. If
• 35:51
Speaker 4: you're a family and nobody knows what they would do
• 35:52
Speaker 4: till they're in that situation. But the family he has
• 35:54
Speaker 4: come out and said, look, we want to let our
• 35:58
Speaker 4: we want to let our son's story serve was a
• 36:00
Speaker 4: warning to other parents and grandparents and to get some laws.
• 36:03
Speaker 6: Change, and for that I commend them.
• 36:05
Speaker 14: Yes, absolutely, I mean there's been several national publications who
• 36:10
Speaker 14: have who've ran with that story and helped to publicize it.
• 36:14
Speaker 4: Before we let you go. Speaking of the future, it's
• 36:17
Speaker 4: a future look like for Andy Shamlin.
• 36:19
Speaker 14: Future for me looks like running for reelection in the
• 36:21
Speaker 14: House of Delegates in District fifty nine, which is the
• 36:24
Speaker 14: Nitro Cross Slane Saint Aubans area. It'll be my third
• 36:29
Speaker 14: term if I'm fortunate enough to be re elected, and
• 36:33
Speaker 14: I'm looking forward to the challenge.

Speaker 4: planned on going on Christmas Eve. It's kind of like

• 40:12
Speaker 4: a teacher, I've seen great grandparents in their eighties raising
• 40:16
Speaker 4: young great grandkids kindergarten and early elementary age. Very challenging
• 40:22
Speaker 4: situations were all involved, almost impossible to focus on academics first.
• 40:26
Speaker 4: These grandparents do the best they can, but when you
• 40:29
Speaker 4: think about the needs of today's students, mental health needs
• 40:31
Speaker 4: and academic needs such as an emphasis on technology in
• 40:34
Speaker 4: the classroom can be especially challenging. It's overwhelming. These students
• 40:38
Speaker 4: have needs that are difficult for anyone, but imagine our
• 40:40
Speaker 4: elderly dealing with their own needs as they are aging
• 40:44
Speaker 4: and raising children. Thankfully, we have some resources in schools
• 40:48
Speaker 4: in some counties to help, such as social workers, the
• 40:50
Speaker 4: Communities in Schools program, et cetera. But it's tough and
• 40:54
Speaker 4: certainly has an impact on the success and overall health
• 40:57

• 41:02
  Speaker 7: Agree with that.
• 41:04
Speaker 4: More Texas, everyone talks about wanting to focus mainly on
• 41:07
Speaker 4: economic issues, but then the conversation avoids those issues and
• 41:11
Speaker 4: proceeds to discuss sextortion of the young man who's passed away.
• 41:14
Speaker 4: These issues are squarely social issues.
• 41:16
Speaker 6: So which is it?
• 41:17
Speaker 4: Are we focused on economics or social issues? Talking out
• 41:20
Speaker 4: to both sides of our mouths and the same conversation.
• 41:23
Speaker 6: I don't get. It sounds to me like it's impossible
• 41:25
Speaker 6: to avoid the social issues. Good point.
• 41:30
Speaker 4: I think if I had to say anything about that,
• 41:32
Speaker 4: and I do appreciate the text, I would say that
• 41:36
Speaker 4: when a need arises, you have to address it. With
• 41:39
Speaker 4: this situation with sextortion and this student, that delegate and
• 41:45

Speaker 4: times are we going to talk about trans issues that
• 42:07
Speaker 4: affects such a small percentage of the population.
• 42:09
Speaker 6: How many times are we going to talk about vaccines?
• 42:11
  Speaker 19: How many?
• 42:12
  Speaker 2: You know?
• 42:12
  Speaker 6: That's I think that's more.
• 42:14
Speaker 4: That's where I am, and I'm only speaking to me, Okay,
• 42:17
Speaker 4: that's that's kind of where I am, setting out on
• 42:20
Speaker 4: a course that I'm going to right the wrongs without
• 42:25
Speaker 4: taking in the fact that economy jobs should be at

Speaker 4: Governor Morrissey speaking yesterday about his accomplishments. He was standing
• 48:32
Speaker 4: behind the podium stating West Virginia comeback, and he talked
• 48:36
Speaker 4: a lot about economic development, which I like, also workforce
• 48:41
Speaker 4: participation and infrastructure, so on and so forth. Now, as
• 48:44
Speaker 4: we talked to the head that conversation earlier with Attorney
• 48:47
Speaker 4: Rusty Webb and also Delegate Andy Shambler, if we can
• 48:50
Speaker 4: just stick to those things and to the Texter's point
• 48:56
Speaker 4: earlier when I said what I said about the social issues,
• 48:58
Speaker 4: and I have said this, I'm not saying you don't
• 49:00
Speaker 4: address what needs to be out there. I'm just saying
• 49:03
Speaker 4: I'm not a big fan of going out and just
• 49:05
Speaker 4: looking for things and for taking on things in West
• 49:09
Speaker 4: Virginia that aren't issues here. That's where I kind of
• 49:12
Speaker 4: have an issue with some of our legislators and some
• 49:14
Speaker 4: of our legislative priorities. I mean, you addressed this sextortion thing.
• 49:19
Speaker 4: It's got to be addressed. And I am not as
• 49:22
Speaker 4: up to date on the law as what some people are,
• 49:24
Speaker 4: but I can tell you West but based on a
• 49:27
Speaker 4: conversation I was having with the Delicate Chamblain, there's there
• 49:31
Speaker 4: are a lot of holes in that law. And kudos
• 49:34
Speaker 4: again to the family of that young man who tragically
• 49:38
Speaker 4: took his own life, the Nitro student and Andy Shamlain
• 49:43
Speaker 4: Delicate Shambler, who is a teacher at Nitro, talked about
• 49:45
Speaker 4: that a little bit earlier in the show and what
• 49:48
Speaker 4: a tragedy it's been for not only that man's family,
• 49:50
Speaker 4: but the school and his friends and and other family
• 49:53
Speaker 4: members as well. But also big shout out to the
• 49:55
Speaker 4: family for telling their story, going national with.
• 49:57
Speaker 6: It and saying, hey, this is an issue.
• 49:59
Speaker 4: So those things have to be addressed, Okay, because that's
• 50:02
  Speaker 4: a problem. That's a real problem that's happening not only
• 50:04
Speaker 4: in West Virginia but across the country and across the world.
• 50:06
Speaker 6: It's got to be addressed.
• 50:08
Speaker 4: I'm just saying, I don't know that we want to
• 50:09
Speaker 4: necessarily go out in kind of invent things or take
• 50:14
Speaker 4: on issues that aren't West Virginia issues.
• 50:17
Speaker 6: Texas, Dave, did you see that Happy Day's Cafe in South.
• 50:19
Speaker 4: Charleston will be closing their doors one final time on
• 50:22
Speaker 4: New Year's Day. Yeah, I did see that. The TEXTA
• 50:24
Speaker 4: goes on to say, so sad they have such great
• 50:26
Speaker 4: menu options. I've never eaten there. I mean it always
• 50:30
Speaker 4: looked good, and the menu people always told me about it.
• 50:32
  Speaker 4: TJ's over here telling me it's good I have. I've
• 50:38
Speaker 4: never eaten there, but I guess I better hurry.
• 50:41
Speaker 6: Tex says, you're right.
• 50:42
Speaker 4: My relatives grew up in southern West Virginia, Southwest Virginia
• 50:45
Speaker 4: and Pikeville, Kentucky, Abbington, Virginia, Bristol, taswell. All have grown
• 50:51
Speaker 4: to really nice communities, while Logan Mingo McDowell counties have regressed.
• 50:55
Speaker 4: Could it be our career politicians like the one you
• 50:57
Speaker 4: just had on speaking about economics blah blah blah. Put
• 51:01
Speaker 4: him back in the legislature. I would hardly refer to
• 51:06
Speaker 4: Rusty Webb as a career politician. I mean he served
• 51:10
Speaker 4: what I mean in terms of Rusty SERVI TJ. You
• 51:12
Speaker 4: know or at the top of your head, he didn't.
• 51:13
Speaker 4: He wasn't a career politics and Andy's and Delegate Shamblin
• 51:17
Speaker 4: is he gets elected, this will be his third term
• 51:19
  Speaker 4: and it's a two year term. So I don't know
• 51:21
Speaker 4: that I would refer to either one of them as
• 51:23
Speaker 4: career politicians. I mean, they both have other careers too.
• 51:26
  Speaker 4: You know, Rusty's an attorney. Andy's a teacher, So a
• 51:29
  Speaker 4: couple of things.
• 51:30
Speaker 15: A guy that lived in West Virginia worked in eastern
• 51:32
Speaker 15: Kentucky for a long time, spent a lot of time
• 51:34
Speaker 15: in Pikeville. There is a marked difference once you cross
• 51:38
  Speaker 15: the tug.
• 51:38
Speaker 4: Yeah, and you probably didn't get to hear the interview,
• 51:41
Speaker 4: but that's what Rusty and I were talking about earlier.
• 51:43
Speaker 15: One of the reasons that that's happened is all the
• 51:45
Speaker 15: businesses go to Kentucky. Why do they go to Kentucky?
• 51:48
Speaker 15: Better tax structure, less regulated, It's easier to do business there.
• 51:53
Speaker 15: So if you're in that area, you put your business
• 51:56
Speaker 15: and people come over, they cross the river. I mean,
• 51:57
  Speaker 15: it's it's not rockets.
• 51:59
Speaker 4: That's the fact that you have a major what's become
• 52:01
Speaker 4: a major university yep with Pikeville, and you have a
• 52:04
Speaker 4: major medical center yep.
• 52:06
Speaker 6: With with Pipeful Medical Center. You have that going along
• 52:08
Speaker 6: with it as well. That's Kentucky's only optometry school. By
• 52:10
Speaker 6: the way in Pike, Phil that's you, Pike. There you go,
