Yoel Bakas: And unfortunately, none of it is final. Your vendors are already quoting you like it is final. And your budget your budget locks before any of this gets done. So what do you do? This really isn't a trend that you can plan against. It's more of a scatterplot. And underneath it are two clocks. One is the rule, and the rule can still move. It's at the moment proposed and not final, and it won't resolve on your timeline. The other clock is your budget, and you have to lock that now. And it doesn't wait for the rule. So the work today really isn't in predicting the rule. Nobody in this room can predict that. I certainly can't. The work is in knowing whether the capital decision on your desk survives it with either version of it.
