- 0:20Speaker 1: Herbert Henry Gowan, Appendix five. The Gentleman's Agreement. In order
- 0:29Speaker 1: that the best results might follow from an enforcement of
- 0:31Speaker 1: the regulations, an understanding was reached with Japan that the
- 0:36Speaker 1: existing policy of discouraging emigration of its subjects of the
- 0:40Speaker 1: laboring classes to continental United States should be continued, and should,
- 0:46Speaker 1: by cooperation of the governments, be made as effective as possible.
- 0:50Speaker 1: This understanding contemplates that the Japanese government shall issue passports
- 0:55Speaker 1: to continental United States only to such of its subjects
- 0:59Speaker 1: as are non lilaborers, or are laborers who, in coming
- 1:03Speaker 1: to the continent, seek to resume a formally acquired domicile,
- 1:08Speaker 1: to join a parent, wife or children residing there, or
- 1:12Speaker 1: to assume active control of an already possessed interest in
- 1:15Speaker 1: a farming enterprise in this country. So that the three
- 1:18Speaker 1: classes of laborers entitled to receive passports have come to
- 1:21Speaker 1: be designated former residents, parents, wives or children of residents,
- 1:26Speaker 1: and settled agriculturists. With respect to Hawaii, the Japanese government
- 1:32Speaker 1: of its own volition stated that experimentally, at least the
- 1:36Speaker 1: issuance of passports to members of the laboring classes proceeding
- 1:39Speaker 1: thence would be limited to former residents and parents, wives
- 1:44Speaker 1: or children of residents. The said government has also been
- 1:48Speaker 1: exercising a careful supervision over the subject of emigration of
- 1:52Speaker 1: its laboring classes to foreign contiguous territory end of Appendix
