- 0:00the shadow dossier act i a congress with no delegates
- 0:06in june 1950 in a divided berlin a group of writers
- 0:14artists and intellectuals gathered to found an
- 0:18organization called the congress for cultural
- 0:20freedom its stated purpose was to defend intellectual
- 0:24and artistic freedom against totalitarianism
- 0:28at a moment when Soviet -aligned cultural organizations
- 0:31were actively courting Western writers and artists
- 0:34with the promise of a more just society. What
- 0:40almost none of the attendees knew was that the
- 0:43Congress had been conceived and was being secretly
- 0:47funded by the Central Intelligence Agency through
- 0:50a network of front foundations designed to make
- 0:53the money's true origin untraceable. Over the
- 1:05following 17 years, the Congress for Cultural
- 1:09Freedom grew into a sprawling operation with
- 1:12offices in more than 30 countries. It funded
- 1:16prestigious magazines, most notably Encounter
- 1:20in Britain. which published serious literary
- 1:22and political writing and attracted contributors
- 1:25who had no idea of the funding behind it it sponsored
- 1:29international conferences art exhibitions orchestral
- 1:34tours and academic fellowships the strategic
- 1:40logic as cia officers later explained it was
- 1:44straightforward Many European intellectuals of
- 1:47the post -war era were suspicious of anything
- 1:50that smelled of American propaganda, but were
- 1:53often sympathetic to a genuinely independent,
- 1:56anti -totalitarian left. The agency's operatives
- 2:00believed that funding a version of that independent
- 2:03left, one that would criticize Stalinism as readily
- 2:07as it criticized capitalism. was a far more effective
- 2:11form of influence than any overt propaganda campaign
- 2:14could be. Money moved through a chain of ostensibly
- 2:21private philanthropic foundations, several of
- 2:24which existed for no purpose other than to pass
- 2:27CIA funds along, without the final recipients
- 2:30ever seeing the agency's name attached. The secret
- 2:42held for most of two decades. It came apart in
- 2:461966 and 1967 when a series of investigative
- 2:50articles, most consequentially in the radical
- 2:53magazine ramparts, followed by extensive reporting
- 2:56in the New York Times, traced the funding trail
- 2:59back to the CIA. The Revelations named the Congress
- 3:03for cultural freedom along with the National
- 3:06Student Association and other organizations that
- 3:09had also received covert agency funding. The
- 3:16fallout was significant. Many of the writers
- 3:19and editors who had worked with Congress -funded
- 3:22publications felt genuinely betrayed, having
- 3:25believed they were participating in an independent
- 3:28intellectual project. Some had suspected government
- 3:31involvement and looked the other way. Others
- 3:34had no idea at all. The Congress itself was quickly
- 3:38reorganized under open funding and a new name,
- 3:42the International Association for Cultural Freedom,
- 3:45but its credibility never fully recovered. The
- 3:51Congress for Cultural Freedom left behind an
- 4:00uncomfortable question that intelligence historians
- 4:03still argue over. Does covert funding taint good
- 4:07work? Even when the work itself, the essays,
- 4:11the novels, the debates about freedom and totalitarianism,
- 4:15was genuine and often excellent on its own terms?
- 4:19Defenders of the program argued that in a Cold
- 4:21War fought partly in the realm of ideas. This
- 4:25was simply asymmetric warfare against the Soviet
- 4:28cultural apparatus that was, after all, also
- 4:32secretly state -funded. Critics argued that no
- 4:36amount of good writing could justify deceiving
- 4:39the writers themselves about who was paying for
- 4:42the platform. What's certain is the scale of
- 4:48it. For close to two decades, some of the most
- 4:51respected intellectual magazines and cultural
- 4:54institutions in the Western world were, without
- 4:57their editors' full knowledge, instruments of
- 5:01a secret American intelligence program. This
- 5:06concludes declassified file number 054 of the
