2:09
we're going to be joining with mister Tarr a little bit later on. Also
2:12
Kadan County Commiss Ben Slango is here as well. I want to talk a
2:16
little basketball though. We're going to start things off, but talking to Stephanie
2:20
Casey, our good friend from the West Virginia Grind, about some of their
2:23
things going on with their season. Stephanie, good morning, welcome to the
2:25
show. Good morning, thanks for having us. Dave, thank you for
2:29
being here. And we also have our good friend Keishan Bryant with us as
2:31
well. Is that right? Absolutely all right? Appreciate you guys being here.
2:38
Big weekend for the Grind. This past weekend, Stephanie, talk about
2:42
that we did. We had actually a three game series that we played on
2:47
Friday, Saturday, and Sunday. We had a home game series on Friday
2:51
and Saturday. We got one win out of that duo, and then we
2:53
got back late last night from Louisville, Kentucky, where we played the derby
2:58
distillers again. The season been going so far for the Grind Well, we're
3:04
two and eight right now, so our focus is really on the next half
3:07
of the season, if you will. We're a twenty two game schedule,
3:12
so we've got another twelve games to go. We've had some schedule or we've
3:15
had some roster changes, so we're feeling really good about it. We signed
3:21
some new players this path week. Keyshawn Bryant is back with us from the
3:24
G League. Anthony Pittman, HBCU player of the Year, signed with us
3:29
last week. So we feel like now we've got, you know, all
3:31
of our pieces together. Now it's going to be playing together, getting comfortable
3:36
with each other. And I'm really excited for this next half of the season.
3:38
And Keishean, I want to talk to you to I know about a
3:40
month or so ago, when I had Stephanie and some of the players in
3:43
studio, you came in and then we had you on like on a Friday,
3:46
and then I got the text from Stephanie that said, well, Keishawan
3:51
is out. I think part of the Clippers organization is that right, And
3:55
so you went and played and now you're back again, So tell us about
3:59
that experience is playing within the Clippers organization. Man, it was a it
4:02
was an amazing experience, you know, especially you know, be my first
4:05
time going through that. You know, it was just a great process.
4:09
You know, I was happy I got the opportunity to be there, you
4:11
know, to watch it. You know, it was some things I could
4:13
take from there that I could bring back, and you know, it helped
4:15
some of my guys on the team for the tv on League. So that
4:17
was a great experience. And I said, we did nothing else. Yeah,
4:20
where do they have you playing as part of the part of the Clippers
4:24
organization? Where were you actually playing? So we the G League team is
4:28
actually located in Ontario, so I would be in Ontario most of the time.
4:31
Oh okay, okay, And now you're back here with the grind.
4:33
So I think that's great. You know, you got a little bit more
4:36
experience, and as you said, Key Sewan, you can bring it back
4:39
and you can uh spread it to the guys and tell them what you're learning.
4:43
Absolutely, that's the only that's the best part about you know, just
4:46
being able to go through that type of experience, you know, and be
4:47
able to share you know, you can't share, it's no use to going
4:51
through it. Yeah, exactly right. Again, we're talking with Stephanie Casey
4:55
of the West Virginia Grind of key Sean Bryant, who's back with the team
4:58
once again. So how has your experience been playing for the guy? I
5:01
know you've kind of done both this season, Keyshaw, but talk about playing
5:04
for the Grind, what that's been like. Grind's been a great experience so
5:09
far. You know, my biggest thing, you know, is just stand
5:12
on the court trying to stay in shape. So you know, Grind right
5:14
helps you know, and then so being the younger guy my first year in
5:17
the professional level, so Grid also preparing you to become more professional on the
5:23
bigger stage. So the experience is great here. You know, I couldn't
5:26
wish it to be number I couldn't wish to be none nowhere better. Yeah,
5:30
again, we're talking with Key Sean Brian seventy Casey from the West Virginia
5:32
Grind. Stephanie. The games are played on the campus of West Virginia State
5:35
University. And so at this point, I think you said you're two and
5:39
eighty. Are you about halfway through the season at this point? Exactly exactly.
5:43
We have two home games this weekend. One on Thursday at seven o'clock
5:47
we played Cocomo, Indiana. It's got a pretty nice record, so that
5:50
should be a really, really good game. We're going to be ready for
5:53
them. And then Friday night we played Mendora, Indiana. They're in our
5:57
conference and we have yet to play them in either of our two seasons,
6:00
so we're looking forward to that. And then we actually head out of the
6:04
country. We're going to Canada next week to play two game series in the
6:09
BSL, which is a little extended league for the TBL Canada. Basketball in
6:15
Canada is really big, so we're excited to get up there to their organization
6:17
and play at a conference in two of those games. Talk about those home
6:21
games as you have coming up though you mentioned on Thursday night you'll be playing
6:25
one here. What anything special going on with those home games, Stephanie.
6:30
I think on Friday, we're excited. The owner of the league is actually
6:32
coming, so Evelyn Magley and her husband Dave will be here to see us.
6:36
Back on the campus. They love our They love our campus, love
6:41
the venue. We're going to have DJ there, We're going to have some
6:45
entertainment at halftime. So we're excited about that Thursday night seven o'clock, Friday
6:49
night seven o'clock. It's going to be some really really good basketball both those
6:53
games and how the crowd's been so far. Our opening crowd was nice.
6:58
I was happy it had about we had about five hundred people or so.
7:00
Second game was a Thursday night game. That was the first time in either
7:04
of our two seasons that we've had a Thursday night game. Is also the
7:08
opening for baseball. So beautiful weather. You know, it's a little tough
7:13
and when you're struggling with eighty five degree weather outside. But what we're looking
7:17
forward to bigger crowds coming up. We're trying to get our you know,
7:21
let people know where we are and then we're out here. We social media,
7:27
follow us on Instagram at wv grind for sure. We've got lots of
7:30
great stories on there. We've got some video, we've got some clips.
7:33
We've been interacting with folks that way. We want to try to get out
7:36
there a little bit more and extend our reach a little bit further so that
7:39
we can get those crowds a little bigger. Can We're talking with the folks
7:42
from the Western gint to grind. That will remind you that Dave Allen show

8:05
I talked to you, I think you guys had been in the process of
8:07
working on a new website and opportunity to move a little Western into grind Gear.
8:13
How's that going? The gear we have lots of gear, so we
8:16
have for babies, women, men, There's a lot of different items in
8:20
there than we had last year, which is nice. It's all free shipping.
8:22
We're offering free shipping this year, so it's on our socials as well.
8:28
You can find all that information comes rather quickly, so if you haven't
8:30
gotten your grind gear yet, there's still an opportunity to get that ship to
8:33
you might be able to have it by the next game. And I have
8:35
to tell you, I love the color screen, the scheme that orange and
8:39
blue. I just think it's a fantastic looking color scheme. Well, thank
8:45
you. Thank fans out for sure. We can see the Grind shirts that
8:48
my guys are wearing and some of the fans are wearing throughout the city.
8:50
It's easy easy to point out a fan. So moving forward past this season,
8:56
Stephane, hopefully the team is going to be back next season. What
9:01
would you like to say to people that maybe haven't had an opportunity in Keishan.
9:05
You can weigh in on this as well. What would you like to
9:07
say to people that maybe your sports fans in the area that haven't had an
9:11
opportunity or just have it for one reason another come out to see the Grind
9:13
yet. I think I would say you go here and miss Stephan oh okay,
9:20
then I'll hand it to you for the basketball in the exercise. I
9:24
think that it's a great platform, right. We built this so that we
9:28
can plant a seed in the in the area in West Virginia, so that
9:31
kids coming out of college. I want to remind us that there have been
9:35
some guys that have come out of college as soon as you're done the MEC
9:39
tournament. We've picked up guys each of our years, so when your collegiate
9:43
career is through, then you have an opportunity to start building your professional resume.
9:48
And it's right here. You don't have to go anywhere, so that
9:50
is really helpful. Again, it's a little different than college because the shop
9:54
clock is a little bit quicker. It's a faster game. We played by
9:58
NBA rules, so you have that part, but you can start building your
10:01
resume right now, which is a great opportunity. And then some of the
10:05
kids that these guys have impacted and they have seen or visited in their schools
10:09
or in some of our community events, they're following them. So there,
10:13
Hey, I want to go watch the game on Thursday because so and so
10:16
came to my school and I want to go see him play. So that's
10:18
what we're trying to do and build and keep building. We want this to
10:22
be a legacy. We want this to be something that just keeps growing and
10:26
getting bigger each year. From the organization side, and that's one of the
10:28
great things I like as far as the organization goes. Stephanie is the commitment
10:33
that you folks have made to the community here in Charleston. I mean there's
10:35
not an event that goes that happens here in charles so that I don't see
10:39
either players or coaching staff or the managers or whatever. I see people from
10:43
the Grind at all these events. Keishan from the basketball aspect. From the
10:48
basketball aspect, what do you want to say to people that haven't come to
10:50
see the Grind play yet? Talk about the style of play? And I
10:54
just want to feed off with miss Sefis. You know, it's just a
10:58
platform that you know, we're giving me. It's an amazing platform for us,
11:01
you know, to be able to play in, to get odd on
11:03
us, to be able to go to somewhere bigger, you know, down
11:05
the line. And then you know, it's also good for the better for
11:09
the community, you know, not not such a big community, not such
11:11
a big sports community. So you know, to have a nice professional basketball
11:16
team player in the community where kids who come watch us play on some on
11:20
any given day there in the week. You know, kids that look up
11:22
to us, you know, kids that we could be influenced too. So
11:24
that's a that's a good platform for us to have. That's a good platform
11:28
for us to be around, good environment for us to be around. So
11:31
I think that all matters, you know. I think that's a pretty good
11:33
thing to have right now. That's that's a good thing that's going on,
11:35
you know, just to be in this area, to be in people being
11:39
people's face, see us playing, you know, just they notice that we're
11:43
doing professional things that they have eyes on us and helped them down the long
11:48
run. So it's all good. Stocks should beep building on that. Yeah,
11:52
absolutely, Keishan, I appreciate you being here, Stephanie. Give us
11:54
the information again about the upcoming games. Upcoming games this Thursday, we are
12:00
playing Cocomo. They will be here visiting us as sort of a rivalry in
12:03
our area. So Cocomo seven o'clock on Thursday night. Madura, Indiana is
12:09
going to come to us on Friday, same time, seven o'clock. So
12:11
Thursday and Friday seven o'clock is going to be some great basketball. You want
12:15
to come and see it, and then you head to Canada after that,
12:18
right then headed to Canada next week five days and again. All the home
12:20
games are on the campus of West Virginia State University, which is an absolutely
12:24
beautiful facility, great place to play basketball and to go watch a game.
12:28
Keishan Stephanie, I appreciate you both being here. Thanks a lot. We
12:31
appreciate you. Dave. All right, all right, guys, thank you.

Uh, you and I out there duncans and basketballs at West Virginia State.

17:41

17:44
Well, you and I were not blessed within the highth department either way.
17:48
My basketball career ended after sixth grade when I made the game winning shot
17:52
for the wrong team. You know I have not played teme. You mentioned
17:56
that story to me once before because I I did the three things thing last
18:00
month. Oh yeah, And I was texting you something about that, and
18:04
you said to me that when you did three things, you told the story.
18:07
So we got to hear the question. We got to hear the story.
18:10
Bore. We get in a serious stuff here. How did you score
18:12
for the wrong team? Well, look, so it was in the championship.
18:15
I played for the beaver Bear Cubs and we were against the Shady Spring
18:19
Tigers. This is elementary school. It was packed. I mean it was
18:22
standing room only. My mom and dad were standing at the very top of
18:26
the of the gymnasium. I could see them. I hadn't played all year.
18:30
I was terrible at basketball. I had not made a shot all year.
18:33
I don't know why the coach brought me in. Bad mistake. So
18:37
we're up by one and the other team is shooting foul shots. I get
18:41
the rebound, so that's my first rebound of the year. In the championship
18:45
game, there's not that much time left. Immediately put the ball back up.
18:48
My first basket of the year for the wrong team. And I remember,
18:52
I remember now, and it's been it's been decades. I mean we're
18:56
talking about forty years ago. I remember looking up in the stands. My
19:00
mom and dad just kind of slowly sunk and that was the That was the
19:03
worst ride home ever because they didn't say a word. But now, all
19:07
these years later, people still remind me of that when I'm when I'm hot
19:12
hotwn legend. I can hear it now if you ever decide to run for
19:17
another office again, because you ran for governor once. For if you run
19:19
for it, I can I can see the TV commercials now, Ben Soelango
19:22
scored for the wrong team. You know, that would have been the negative.
19:27
TV ads are bad enough that one would have really broke me down.
19:30
That's a way to way to get to Commissioner Solango. He scored for the
19:33
wrong team. Tell that. I tell that story all the time. And
19:36
I was at a youth event, a basketball event, and I told that
19:40
story. All those little kids looked at me like, Wow, we really
19:41
don't even what you hear anymore. As far as basketball players go, You're
19:45
a pretty decent attorney, is that what you're saying? Well, yeah,
19:48
I'm much better in the courtroom than I am on the court. I can't
19:52
get the image of the TV commercials out of my head because I can see
19:56
I mean, I'm gonna play with this in my head. It may be
19:57
in the studio a little bit. Please do but please ben Selango's shot for
20:03
the wrong team. If he can't score for the right team, how's he
20:06
going to stop the Biden agenda? Yeah, if he scores at all,
20:10
he scores for the wrong I can see that. All right, some deep
20:12
voice, let's talk some serious stuff here. Of course, we had the
20:15
tornadoes, Commissioner on April second, then on the eleventh we had the strong
20:21
storms and the flash flooding. We were really, I think more concerned about
20:26
the potential for the tornadoes the second time round. It turned out that the
20:30
severe storms weren't necessarily the issue as far as the tornadoes and hell, it
20:33
turned out to be the heavy rain. Had Commissioner Carper on the show on
20:37
Friday. There's a lot of folks still cleaning up, Commissioner. Yeah,
20:41
it's it was. It was bad. I mean, you know, we've
20:42
received over three inches of rainfall in just a few hours we had and you
20:48
know it's Metro, It's telecommunicator appreciation week, and this is why they received
20:52
over eight hundred calls in four and a half hours during that event and we're
20:56
talking about the event of April eleventh. I don't accounting what they did.
21:00
You know, the week before during the tornado, we had one hundred and
21:03
thirty high water calls in the metro seventy water rescues. So you know,
21:08
our first responders all over the county, City of Charleston, all over the
21:11
county, our volunteer fire to fighters are professional firefighters. I mean, that
21:17
was quite an event, and no lives were lost. Now, there was
21:21
a lot of property damage. You know, We've had even folks that typically
21:26
will not get water in the house. I was getting calls that they were
21:29
getting water in their basements if they were living you know, they lived down
21:33
down below on a hillside. All that water rushing off, rushing off.
21:36
I had that problem at my house a few years ago. You know,
21:40
drains were clogged and all the water came in. But that was quite quite
21:45
an event. We are still taking damage assessments. We're working closely with the
21:51
Red Cross. We're getting a lot of calls out of cross lanes. The
21:55
water damage was. It seems like the western part of the county got it
22:00
worse, which is a little bit different because it seems like every time that
22:03
we talk about these big weather events in your Canau Valley, it seems like
22:07
it's it's like the eastern end the county almost seems like it's cursed always,
22:11
but this time it didn't. They got they got issues too, but not
22:15
nearly as bad as a western ended. Now the western end got it worse
22:18
for some reason. But the I mean, they still had some damage in
22:21
the eastern part and there was a lot of damage in quite frankly, all
22:23
over the county. So we're still assessing that. Yeah, well, you
22:27
know, you get high water like that and and people are out and they're
22:32
stuck in it trying to drive through it. It just makes it that much
22:34
worse on our first responders. And we we actually had an area in Sisamville
22:41
where people had drowned a few years or say a few nineteen ninety eight,
22:47
same area, and there we was and cars got stuck up in the exact
22:51
same spot. So you've got to watch that when you're when you've got a
22:53
flash flood event like that, you cannot drive through it. And when you
22:56
saw and that scene that water coming off, which has happened before. Jeff
23:00
Jenkins and I were talking about that, but seeing that water on the Interstate
23:03
on greenber Street. Yeah, and I saw, Yeah, there were some
23:07
videos from that that I saw on social media. They went nationwide. Yeah,
23:11
I mean those videos did this. Yeah, And a lot of times
23:12
people get out there and they don't know. You can't tell how deep it
23:15
is. The other thing you can't tell is if the roadway has washed out
23:18
underneath it and it could be eight feet deep and you're trying to drive through.
23:22
You just don't know. So you got you gotta be careful. Let's
23:26
talk about where we go from here in the cleanup, well, the damage
23:32
assessment. You know, a lot of this you got to call your homeowners
23:33
insurance. There is a lot of trash out. You know a lot of
23:37
people who got some water in their house that are trying to take it out.
23:41
We're looking at maybe having another clean up day. We're going to I'm
23:44
going to talk to Commissioner Carper and commission President Wheeler about that. Said,
23:48
we can do another clean up day so people can bring that out, we
23:51
can get rid of all of that, all of the wet carpet and wet
23:55
rugs and damaged dry wall and things like that. But the Red Cross is
24:00
still doing their damage assessments. You can call into our planning department if you
24:03
want to report damage. It's three or four three five seven zero five seven
24:08
zero. Well, I'm hoping, fingers crossed we don't have any more events
24:12
like this for a while because but down there, it's so I think I
24:15
saw the extended forecast. There was a chance for some severe weather run here
24:19
Wednesday. I think it was, but it's not supposed to be as bad
24:23
as what it was. I mean, again, the tornadoes of April second.
24:29
I mean, you know, and I've mentioned this on the air Commissioner
24:30
people had always said, well the mountains will protect us. Well not even
24:36
and Charleston ain't the most mountainous area in the world anyway, But if you
24:38
look at other parts of the state, they got impacted by this man.
24:42
It's just it's incredible. No we had there was there're serious damage from the
24:47
tornadoes. You know. We had one that I think touched down in Saint
24:49
Albans around Saint Omans City Park, came through a cross river, went into
24:53
Dunbar and then went to rocks Line Road, which was the path you know
24:59
shawn he was Shawnee Sports Complex was right in the path. I think Westernion
25:03
State also, I mean logically it would be in the path as well,
25:07
so they had a lot of damage. Shawnee Sports Complex had a lot of
25:10
damage. And that was on a Tuesday. We had this big tournament coming
25:11
in. It was supposed to start Friday, and we had people coming in
25:15
from all over the country. In fact, we had teams coming in from
25:17
Canada. You know, these kids, they get their passports for the first
25:21
time, they're getting their flights to get everything booked. We had local hotels
25:26
calling to see if we were still going to have the tournament. But thankfully,
25:30
you know, we had so many volunteers step up. Westernion Football Club,
25:36
we had Aaron Wood and Quantum Sports, the National Guard sent some folks
25:40
down and we were able to get that tournament up and running. Surprisingly,
25:45
I was really surprised we were able to do it. And it brought a
25:47
eight to ten million dollars into the community. That's amazing and people ask why
25:52
it is that we put so much emphasis on on not just sports, but
25:55
the things that go around. At eight to ten million dollars into the community
25:59
for a two three day tournament, well yeah, three day tournament and just
26:02
three days after a tornado directly hit the sports complex. Thankfully we didn't have
26:06
an air of lights down, but we did have scoreboards down, We had
26:08
turf damaged. Our contractor Field Turf came in, We had our folks coming
26:12
in to help with the fencing that was down, We had trees down,
26:17
So it was it was a great, great response. You know, Katie
26:19
Arthur, Samantha Carney who run the place, did a wonderful job and the
26:25
volunteers. This would not have happened but for the volunteers. We simply do
26:29
not have enough staff. And quite frankly, the county employees were working elsewhere,
26:32
you know, we were we were dealing with other things. We had
26:34
a few go down, which we appreciate, but it was mostly a volunteer
26:37
effort. Talking again, we can not Kenny Commissi Ben Selangove Dave Island Show
26:41
in five eighty live broad to in part by Husband's Pizza. Get a large
26:45
eighteen inch Pepperoni pizza large toss sidled only twenty ninety nine at your favorite Hustin's
26:49
location. One more thing on the storms, and actually have a text question
26:52
for you about that. But before we get to that, and as I
26:56
mentioned, I had Commissioner Carper on the show on Friday, and he couldn't
26:59
say enough about the work of the first responders and those two big storm events
27:02
we've had. And you mentioned I think it is first responder Day, Yeah,
27:04
tell us communicator day tell Yeah. So I'm sure you want to echo
27:07
those cinements too. Yeah. I mean, they do a wonderful job and
27:11
it is a stressful situation. It is very stressful, and our telecommunicators,
27:15
our first responders are top nots. I mean, so we're I think we're
27:19
doing Telecommunicator the Year tomorrow. Johnny Rufford's coming in bringing some folks in our
27:25
commission meeting this week is actually on Tuesday morning at eight thirty. So I
27:29
think we're going to honor them. And also we have a resolution that we're
27:32
going to present. I have a text here for you that says, Dave
27:36
storm damage question. Who do you contact or what do we do with the
27:40
storm? Is we get our concrete bridge on the county road side? Yeah,
27:45
so we get a lot of those, a lot of the we call
27:48
them, I always call them orphan bridges because they're not owned by the state,
27:52
they're not owned by they're not owned by any municipality. They're private bridges.
27:56
You can call the Red Cross, you can call our on a planning
28:00
department and we can direct you in the right direction. Again, that's three
28:04
oh four three five seven zero five seven zero. But we definitely want to
28:08
know about it, and particularly if a lot of that bridge debris is now
28:12
in the creek, because that's gonna that's gonna cause problems. Yeah, Texas
28:18
Davis Commissioner silango caught any Pink Creek trout yet and so how many eyeballs did
28:26
it have? I have not yet, But as I said the last time
28:30
that they asked that question, I'd gladly go out there and fish for Okay,
28:33
I need to go. I need to go do that, all right.
28:36
Although I'm not a fly fisherman. Okay, well you're not a basketball
28:38
player either. Yeah. True, I'm really bad at basketball golf and I've
28:44
never even tried to fly fish. But you give me a reel and just
28:47
old fashioned you can, you can do that sort of thing. What else
28:51
is going on? Anything new with the Capitol Sports Complex. Yeah, so
28:53
our lawyers were working over the weekend trying to get all the documents ready to
28:59
close so we can close on the Macy's building, and hopefully that's going to
29:03
take place either today or tomorrow. There's some language we're still trying to iron
29:07
out on some of the documents, and as soon as we close, which
29:11
should be soon, hopefully this week, then we'll be able to start demolition.
29:15
Okay, any well, if you can close this week, I mean,
29:18
I know you're not you're also not an engineer, but if you can
29:22
close this week, at what point could we see some demolition? We can
29:26
see some some gravel start to move following day? I mean, riteing Loftus
29:30
was awarded the contract, he's ready to go, his people are in place.
29:34
I mean it could be as if we close today, we could do
29:37
it as soon as wednesday. Okay. Where are we in the financial aspect
29:41
of the funding funding this capital? So we have we received two million dollars
29:45
from Senator Mansion's office. The city and the County of each put in five
29:49
million, and that's basically to get things going. We are now putting in
29:55
more congressionally directed spending requests and then we will bond the rest or will I
30:03
you know, hopefully the state will come in and help, because I mean
30:06
there's a significant benefit to not just Kanaw County, not just the city of
30:10
Charleston, but everything around it and the state will make you know money on
30:14
this as well through taxes and and you know, so so hopefully we'll be
30:18
able to get a good response from them too. But you know, to
30:21
get it going for the initial part of the construction, for the design work,
30:26
for you know, the architectural stuff. We have that money in place,
30:30
and it's just a matter of how much do we have to bond at
30:34
a texture sod any other activities ideas for the complex to share, Like what's
30:38
uh, We've talked about it for the lascen it seems like year to year
30:41
and a half or so. Yet while what are we looking at, you
30:45
know, primarily so the goal is first of all, just like Shawnee the
30:51
Capital Sports Complex, it's not there for the facility itself to make money.
30:55
The goal is to break even. So if we can, you know,
30:59
Shawnee, the goal is if we can break even, that's great. But
31:03
the purpose of it is to give our community members a place to go and
31:07
play, but also to generate economic impact throughout the community. Just like you
31:11
saw it was that tournament exactly, and we had a football tournament there,
31:14
and we have baseball tournaments there this weekend, so you know, generate that
31:18
money that goes out into the community weekly. So that's the same thing for
31:22
the Capital Sports Complex. If you design it to where the entrance fees,
31:30
the membership fees, those types of thin concessions, that it will fund the
31:33
operating expense, but then you get the benefit of the money going out in
31:40
the community. That's what you want. So the goal then is to try
31:42
to bring in as many sports as we can that travel, volleyball, basketball,
31:51
those types of things on the Shawanee Sports Complex at soccer and football and
31:55
baseball and softball and those types where they're bringing in not just the kids,
31:59
but statistically two point five people for every kid that comes with them. So
32:02
then they're staying at hotels, eating at restaurants, they're shopping, they're stopping
32:07
by to get gas, those types of things. We have text here says
32:12
and this, and then we'll let you go, commissioner says. Ask the
32:14
commissioner why West Virginia doesn't have laws to arrest and charge rescue cost of folks
32:20
that drive in floodwaters. We have them here in Florida. Somebody listening to
32:22
us in Florida this morning. But go ahead. Wow. Well, I
32:27
don't know why. There probably is something on the books reckless driving or something
32:31
that, but quite frankly, i'd be surprised unless unless there's a death of
32:38
a first responder, that anyone would be charged because you have to prove criminal
32:43
intent, and I don't do criminal law, but it would probably be very
32:46
difficult to prove that kind of a case. Yeah, and in the event
32:52
of like what happened with the Interstate, I saw a lot of the chatter
32:55
online when people were and I agree with them for the most part, people
32:59
saying, well, you know, people shouldn't be driving through there. But
33:00
if you think, if you're driving on the interstate, right, what's your
33:05
alternative? I mean, are you going to turn around and go the wrong
33:07
way back? Or as someone else pointed out that I didn't think about,
33:10
the water in some of these cases, is moving so swiftly. If you
33:14
stop the car, it's going to keep moving, right, you know,
33:16
so if you have the ability to do so, maybe not getting on the
33:22
road to begin with. But people have to go to work, you know,
33:24
things of that nature. Yeah, you want to try to use good
33:27
judgment, but sometimes people are put in situations they simply cannot get out of.
33:31
And you know, interstate is one situation. Or you're going down and
33:35
you're taken out by water or debris coming off of a hillside. You know,
33:39
those types of things that would be even if there's no nothing in front
33:44
of you. Sometimes you just get hit. Yeah, and we've seen that
33:47
as well. But you know it would be difficult, I think, to
33:51
prove a case like that. But you also want to make sure that you're
33:55
not putting our first responders in delegate balance even more jeopardy than they're already in.
34:01
All right, come mister Ben Sulango, I appreciate it, buddy,
34:05
thanks a lot, Thanks for having me. It's twenty minutes away from Tima
34:07
Day Alan showing five idea like brought to you a part by your hometown baseball
34:09
team, the Charleston Dirty Birds. Here's one right up your alley. Commissioner.
34:13
Dirty Birds are going to host a home run derby over at the ballpark
34:15
Saturday. Gates open at five thirty, home run derby starts at six thirty.
34:20
Members of the Dirty Birds team will be matched with local community members.
34:22
That's me, I'm actually in it. Are you in the home run Derby?
34:25
Yeah, I told you to bring the outfield fans into about one hundred
34:29
feet and if I can get a good stiff wind at my back, I
34:31
think I can. I can jack one. So you're actually gonna be in
34:34
the home run Derby because I know they are going to have served and I
34:37
think some of our people from here are going to be in it as well.
34:38
So fun all right? Yeah, No, I think they are bringing
34:43
the field the fence in for for the for the celebrities they are, well,
34:46
I'm using air, but yeah, for the for the mortals. For
34:51
the regular yeah, but that's gonna be a good time. I mean you,
34:53
that's a good thing to bring the kids out too, And I think
34:55
they're gonna have kids out in the outfield also shagging. Yeah. Now they
35:00
probably need to come into the infield while I'm batting, Yeah, because that's
35:02
where most of them are going to go. Well, if you need more
35:05
information on that, and the season begins here in just a couple of weeks,
35:08
you can just visit dirty birds baseball dot com. The great thing about
35:12

39:00
Finance Chair Eric Tara, Senator, good morning, Welcome to the show.
39:04
Good morning, Dave, thanks for having me on. Thank you for being
39:06
here. Last week, there seemed to be eric some confusion between the legislature
39:10
and the governor, at least that's the way it to appeared to the News.
39:14
The Governor during his briefing. During the briefing last week, alluded to
39:16
the fact that not enough was done by the legislature to aid storm victims.
39:22
House Speaker Handshaw and others on the House side Senate side issued statements, and
39:28
the governor has the funds and the go ahead to do whatever he wants to
39:30
help, and that no guidance or approval was needed from the legislature. Now,
39:36
now you were one who spoke out about that. Your statement on that,
39:40
sir, you know, and Speaker Handshaw said it correctly, is that
39:44
the governor has a contingency fund, and to my knowledge most of every governor
39:47
before him has had a contingency fund too. And how well that fund is
39:52
appropriate, it really depends on the ability legislature to beef it up. And
39:58
so for the first time in a long time, it's a very healthy contingency
40:00
funds. He went back and looked the indeceession that contential fund had I had
40:02
about one hundred and twenty million dollars in one hundred twenty hundred twenty five million
40:05
dollars in it. And so that contingency fund is there for emergencies or anything
40:09
else the governor might want to use it for. But if you look at
40:12
it in code, it's it really specifies out emergency situations that that's there for.
40:16
And so you know, a governor, a good governor's discretion is going
40:20
to be judicious with how he spends that money so that there is money there
40:22
for emergency services come up. By the time it got to this, I
40:25
think he had about eighty five million i'd say, just to just shy ten
40:29
million was unencumbered on it. So if he should know that he has the
40:35
money to use if he wants to. And a lot of times those press
40:37
conferences, he just goes ready to fire aim and before I think he actually
40:40
looks at what he can do. I mean, it just seemed to me
40:44
kind of odd because as soon as that was put out there, I mean,
40:46
as I said, not only Senate, but how other people, even
40:51
even I think the media folks, some media folks may have even pointed out
40:53
that he's got the money he can he can do what he wants to do.
40:57
Yeah, absolutely, and it seems to be a breakdown. Maybe he
40:59
does understand that I don't know what the deal is there, and I think,
41:01
you know, it probably would have just been it would have been taken
41:06
as just a misstatement from the governor not not looking into what he could actually
41:08
do, and like I said, speaking out of off the cuff really quickly,
41:13
except that he goes right out and blames the legislature for this. And
41:15
you know, and we had a flood fund that's up there. We've been
41:16
setting up this stuff that gradually setting it up the process to where we can
41:21
do flood mitigation efforts. We have some federal grants that of you has.
41:23
I'm on Flooding committee. It's something we talked about yesterday that where W's had
41:29
some grants to go in look at where there are risk areas in the state
41:30
and what that financial risk is any given area, and then for the state
41:35
to kind of go in and look at what can we do to mitigate around
41:37
potential floods in the future storms in the future to reduce that damage. And
41:43
so that there was an appropriation that in the Governm's introduced budget helped fund that
41:46
well, that wouldn't have taken place until twenty twenty five and surplus section,
41:51
so you're not looking at until really realizing it until October of twenty five.
41:54
And it's not for going in and paying for the damaged properties. It's mitigation
41:58
efforts in the future. This is a long history, historical problem in West
42:00
Virginia, and it's a process to get it into where you're actually getting a
42:05
dollar that converts into property saved or live saved. It's a process to get
42:09
it there. So we're working on that process and it'll eventually it's getting there
42:14
and it's moving forward to really well, I'm happy with how the pace we've
42:16
been moving with it. But that money wouldn't have done anything for this storm.
42:21
So he has the money to do there if he wanted to do something.
42:22
I think even came back and retracted the statement once he realized that we
42:25
were right. Talking to again was Center financier Eric tar So you are here
42:30
this morning and having already been to the capital this morning, you had interims
42:34
going on to talk about that. Yeah, you know, that's what we
42:37
just had. Today was my first meeting more at nine am, and it's
42:40
the joint Finance committe meetings. That's when the Finance Commitee members from both the
42:45
House and Senate come together and we have the revenue presentation from a Department of
42:49
Revenue and they came in. So I came in and kind of kicked that
42:52
off and reviewed the documents and stuff, and had my vice chairman, Senator
42:57
Rufie Phillips for the Senate Finances up there co chairing at that committee right now.
43:01
Actually as I left, they were getting near an adjourney as I left
43:05
to come over and see how to you and speak to the good people listening.
43:08
Senator tar Carrie Hoodo second is the lead story post this morning wv Metronews
43:13
dot com. Yesterday, Families for Intellectual and Developmental Disabilities or IDD had a
43:16
rally at the Capital to bring attention to the fact that there was a ten
43:20
percent cut to their program. Any comments on that, Yeah, sure,
43:23
I think that one of the things that the people that are really up in
43:27
arms about this don't understand. I haven't been watching what's been happening at in
43:30
mass or macro level with DHHR. So we broke up DHHR legislature. In
43:36
the three different agencies, you have a facilities part that's like state hospitals,
43:38
and you have human services which is like your Medicaid services, which is where
43:42
IDD falls under. And then you have a health department, which is like
43:44
where the state health departments and things fall under. The IDD line is the
43:50
fourth largest expenditure within Medicaid. When you go right down and look at it,
43:52
it's how much it's spent there. It's you know, in the hundreds
43:55
of millions that goes out to that. The state appropriation for that over the
44:00
past few years has been about one hundred and eight million a year. One
44:02
of the things that we discovered when we broke it up is that Medicaid had
44:06
been moving money by lots, by hundreds of millions to other items that then
44:10
we appropriated it for. For instance, so in this budget session we had
44:15
a request for an improvement for one hundred million dollar increase in funding to contract
44:21
nursing for the state hospitals. The largest one we'd ever seen before that had
44:24
been thirty six million, and the largest before that was sixteen million. So
44:28
it was shocking when we got that request, and so we went and looked
44:31
at it and so, well, this money was somewhere, It was somewhere
44:35
it was coming from somewhere. It didn't just jump this and so we started
44:38
looking and so in Finance they actually testified, yeah, we had been moving
44:42
it from our medical services line and paying for contract nursing. And so that
44:47
essentially has yielded the ability of the legislature to a secretary within an agency to
44:52
appropriate funds when they can just move the money irrespective of where we appropriated it
44:57
to. And the way we caught that was by they couldn't transfer between agencies
45:00
anymore. They no longer can move it from that line over the other because
45:04
there are two separate apartments now. So we started looking into where else is
45:07
this happening. And so you'll see today we have a Joint Health Committee and
45:10
one of the documents is coming out and I think the provider groups are just
45:13
now getting just being made aware of it that's coming out there, and we'll
45:16
be discussing it. Is just for instance, we reduce the appropriation to the
45:22
IDD waiver program from one hundred and eight million to ninety eight million, about
45:24
ten million dollars decrease. What we found is that from twenty nineteen to present,
45:32
they have been spending anywhere from twenty to fifty six million dollars less per
45:38
year than we appropriate. So even with a ten million dollar reduction this year,
45:44
they still have over twenty million dollars, right around twenty million dollars that
45:46
is appropriated above their projected spend, so that reduction appropriation does not equate to
45:52
a reduction in each SA's ability to spend for that waiver program. And I
45:58
think that's the misperception. Can you hang on with me sure up through the
46:01
break because I got some text to get to and appreciate you hanging out with
46:06
me, because I got a couple more questions I want to ask you about
46:07
this because it's it's definitely ruffled some feathers one way or the other internally and
46:12
externally. Go ahead and the absolutely you know, it's part of the process.
46:15
It's part of the process of fixing things. You know, this legislature
46:17
has proven that we go in fixed probs. We had five straight pay raises
46:21
for public employees. We went in and PIA. We had providers dropping out
46:23
a PIA like crazy. It's a process to go through to figure out how
46:28
to write appropriate what I believe and I think the legislature believes is with the
46:31
current budget we operate under the amount. As a grand amount, we can
46:37
go in take care of these services by transferring from lines that we've been over
46:39
appropriating to to the lines that potentially are underppropriated to To find that takes actions
46:45
like this, you have to go through these reductions and it reveals all these
46:49
things. All right, leave it there and we'll be back right after this

the way, Senator cent A Financial Eric tars Here, Texas, please tell
49:15
Eric tar West Virginia families won him and the legislature to restore and in fact
49:19
increase funding to the IDD Medicare waiver program? Can we count on that?
49:23
So? I don't think you need to increase the appropriation because what happens since
49:28
twenty nineteen to present, the state spend has exceeded or excuse me, the
49:31
state appropriation to IDD has exceeded what they've spent in IDD by one hundred and
49:37
seventy eight million dollars. Texas, please ask Senator tar this question. My
49:42
daughter from West Virginia lives and what would be considered a more purple state.
49:45
She works at an engineering firm for her boyfriend is a license attorney. She
49:49
would like to return home, and he is willing to come here, but
49:52
they worry about social issues being discussed in West Virginia. No, it's more
49:57
in the House and the Senate. But most young people use this with the
50:00
how do we attract people who want to return but see this as an impediment.
50:04
You know the things that in Republican elections that are hot buttons. You
50:06
know, any any republic that runs, they really got to go out and
50:08
show that one there pro life and I'm extremely I mean I'm as pro life
50:12
as they get. You're going to show that your pro second Amendment, and
50:15
I'm as pro second mementis of get if you want to drive a tank to
50:16
work, I'm that guy. And then also pro jobs and I think you'll
50:21
see that the Western economy is booming now those social issues that have been brought
50:27
to the forefront and along with our economic issues. So I would disagree.
50:30
I think that that any kind of time that we're going in and debating the
50:35
values of a nuclear family, that at that impedes in economic development. In
50:37
fact, you know, if we want to talk about sanctuary studies, I
50:39
would love for Westering to be a sanctuary state for social conservatives. Tex says,
50:45
you're being disingenuous, Senator char They don't have enough services to pay.
50:49
If there's no one to pay, they can't spend it. Well, now
50:52
that's that's not disingenuous, but that's that statement's not wrong. And you know
50:55
one of the things that but what the legislature hasn't The legislation has not throttled
51:00
any kind of payment if the money and there's some of the questions we were
51:04
going to be getting to and we're working with the department on this too,
51:06
because you know, we have new secretaries that are in these departments, they're
51:08
practically brand new. They're still figuring out where the stuff is in their office,
51:13
and so these problems really aren't the problems they've created. But there's things
51:19
that we're working with them with. And I think there'll be questions in health
51:21
coming to day is that if this money was not spent for idd where was
51:24
it spent. And if they wanted to increase the pay for providers so that
51:29
you could attract those providers, why didn't they. So there's answers to those
51:32
questions some out there. I think, I don't know if they'll be satisfactory
51:36
answers, but it's the only reason we can get to this point for actually
51:39
having this discussion at a very honest level, is because of that reduction we
51:43
did before we let you go. Because we get about a minute a half
51:45
left in the show, I want to ask you about some local election stuff.
51:49
You have been one. I know you don't always get involved in local
51:52
elections, but you see me very involved in in a judicial race in Putnam
51:55
County. You want to talk about that? Sure? Yeah, you know,
51:58
there's there's been effort for the Republican Party at large to start getting into
52:01
our circuit court races in large part because the Democrat Party has really owned the
52:07
bench throughout the state for a very long time. These guys are usually former
52:10
trial lawyers, and the trial lawyer friends put them in there. And the
52:14
trial lawyers tend to go out and sue businesses, and the money they get
52:17
back fromsuing those businesses, they go in and put it behind Democrat candidates to
52:21
go in so they have more power to do that and collect more money that
52:23
way. And that's the cycle. So the party has made a very big
52:30
effort right now to go out and say, okay, who are the Republicans
52:31
running for these seats? And they actually the Westernian Democrat GOP came out and
52:37
endorsed a bunch of candidates down there. And John Hoover is a lifelong Republican
52:42
running against Philip Stowers and Putnam County, and so John Hoover is endorsed by
52:47
the Republican Party as the Republican in the race. And so one of the
52:51
things they looked at is how long have you been a Republican? You know?
52:52
And Phillip Stower switched to as soon as he found they had a Republican
52:55
opponent switched from Democrat to Republican because knowing that it's going to be really difficult
53:00
to win as a Democrat in Putnam County. And he donated over fifty times
53:04
to the west to the US Democrat National Committee. If that tells you anything,
53:08
all right, Senator Tara, I know you got to get back to
