- 0:00I think this should be in an outrage really to every tax
- 0:03paying citizen. We're talking about the
- 0:05Inflation Reduction Act, which is almost two years old as of
- 0:10this August. And it also, I noticed in the
- 0:15President's schedule that he was getting briefed on the Inflation
- 0:19Reduction Act. So I'm sure he got this briefing
- 0:21while he was being briefed on the Inflation Reduction Act,
- 0:25which we have renamed Invested Radical Activities Act because
- 0:29that's what this is about. So we've really been digging
- 0:33into who is getting these massive amounts of grants
- 0:37through the EPA. There's $3 billion in the in the
- 0:42Inflation Reduction Act, the IRA that will go for climate,
- 0:46different climate kind of buckets.
- 0:49And in our investigation we found that a lot of this money
- 0:52that's going out really has little to do with the
- 0:54environment and a lot to do with funding groups that are
- 1:00basically engaged in what I characterize as anti American
- 1:04activities. They're anti American,
- 1:06anti-Semitic, anti Israel, anti police and anti border security.
- 1:13So the first one I'm going to go to is, and before I do that, I'm
- 1:17also going to say that Vice President Harris, who is now the
- 1:22nominee for the Democrat presidential race, is quoted
- 1:26here. I've put equity at the center of
- 1:28our nation's largest investment in climate in history to reach
- 1:31the organizations that know their community best.
- 1:35That's what she said when they rolled out and actually named
- 1:37these organizations. And interestingly today there
- 1:40was a news article today saying that the green groups have now
- 1:45formed a coalition today. And guess who they're endorsing
- 1:48for president, Vice President Harris.
- 1:51So let's go over to the following one.
- 1:53I say follow the money because I think that's where you find out.
- 1:57The first one is climate justice.
- 1:59It's up on the top right hand bar.
- 2:01They're $100 million. They have glorified Hamas in a
- 2:06lot of their social media, on their websites and other things
- 2:11and they think Israel has no right to exist.
- 2:13They're getting $100 million. This is a direct grant to them.
- 2:18The next one is the NDN collective.
- 2:22You know them. Yes, they are a partner.
- 2:25Yes, they on their social media called the United States a
- 2:28so-called country and also call for the defunding of the police
- 2:33and our United States military. Imagine that in these times
- 2:35right now. Next we have two New York and
- 2:38New Jersey coalitions that are getting $50 million.
- 2:42They're actually going to be participating in granting $50
- 2:45million. Their quotes are the border and
- 2:48concept of citizenship is racist and once no collaboration with
- 2:53federal immigration officials and the ICE agenda is racist as
- 2:58well. Then we have the social and
- 3:00environmental entrepreneurs $50 million again, abolish police,
- 3:06abolish prisons. The the latest one.
- 3:09These were all those previous ones I'm talking about were all
- 3:11announced in December by the Vice president and named on the
- 3:16EP as materials as they as they rolled them out through the
- 3:20press. The Ella Baker Center for Human
- 3:23Rights, the most recent funding was announced last week is
- 3:26getting between one and $3,000,000.
- 3:29And they are actively advocating to defund police, decriminalize
- 3:33shoplifting and abolish our prisons.
- 3:36So I think that that this uncovers quite a bit of the
- 3:41three billion, we're up to 200 million actually a little bit
- 3:45more than that if you if you count everything all in.
- 3:48And this is just the lack of accountability.
- 3:51The administrator, the EPA has been questioned about this.
- 3:54He says the money hasn't gone out.
- 3:56That's their fur. That was their first thing.
- 3:57Well, they haven't gotten the money yet.
- 3:59Now they're saying, well, we don't, we don't check out the
- 4:02partner organizations. So this NDN would be a partner
- 4:06organization as opposed to an actual grantee.
- 4:08So why aren't you vetting these people?
- 4:11I mean, this is taxpayers dollars and what do they have to
- 4:14do with telling people how to live and cope better and clean
- 4:18up their environment? So I think that we need to know
- 4:22that these are appalling to me and to many of us who work hard
- 4:29to make sure that we're not just paying our taxes, but we're also
- 4:32making sure that we're making good investments from from the
- 4:35federal government. So what are we doing about it?
- 4:38Well, we're shining a light on it and urging the EPA to not
- 4:41disperse this money. And and coincidentally, they
- 4:43haven't dispersed all of this money yet.
- 4:45So we'll see what happens. We are, I pushed in the
- 4:48Appropriations Committee for more money for the EPA Inspector
- 4:51General, somebody to follow the money within the EPA because
- 4:55they know best an Inspector General would be able to do
- 4:58that. And then I think the most
- 5:00important thing is when we take control of Congress after
- 5:03January, we will be able to defund a lot of this, but we
- 5:08also be able to follow it and do much more oversight.
- 5:10So I'm going to turn it over to my friend from Nebraska and see
- 5:14his perspective. On this, well, thank you,
- 5:16Senator Capito, for highlighting this and showing some
- 5:19transparency in some sunlight on what's going on here with regard
- 5:22to these grants through the Inflation Reduction Act, but as
- 5:24you all more aptly named it, the Investment and Radical Activists
- 5:28Act, because that's exactly what we're doing here.
- 5:31When you're giving money to organizations like the Climate
- 5:34Justice Alliance and they are funding the Wash on March, March
- 5:38on Washington, and they are waving the free Palestinian
- 5:43flags and so forth, we're paying them to lobby our government.
- 5:50I got to tell you, everyday Nebraskans don't think that's a
- 5:53good idea like that. Our tax dollars should go to
- 5:55radical organizations to lobby our own government.
- 5:59That's just crazy. And you're talking about the NDN
- 6:02collective and the things they want to do, like abolishing the
- 6:04military, abolishing the police, abolishing Customs and Border
- 6:07Protection, abolishing immigration, Customs
- 6:09Enforcement. Again, everyday Americans think
- 6:12those organizations are important organizations and we
- 6:15want to keep them to keep us safe.
- 6:17They are way out of step with what everyday Americans want to
- 6:20see. This is really, really radical
- 6:23stuff that they're they're promoting.
- 6:25And then we have organizations like the social and
- 6:29environmental entrepreneurs who are spreading Climate Act
- 6:33alarmism and again, funding left wing groups.
- 6:37This is not what our tax dollars are supposed to go for.
- 6:40And to your point about the EPA, because all this money is going
- 6:43through the EPA, I was just talking to a company yesterday
- 6:45who said, hey, we need more help with getting permits done.
- 6:48We can't get permits fast enough, frankly, for some of
- 6:51these environmental projects even.
- 6:53And it's because the money is going to fund these radical
- 6:57organizations. And not that nobody's paying
- 6:59attention to how many people have got work in their different
- 7:01regions to be able to help get these permits processed.
- 7:04So on the one hand, the EPA has got legitimate business.
- 7:06They're not getting done. On the other hand, they're
- 7:08funding these radical and environmentalists and other
- 7:11sorts of organizations. And again, it just gets back to
- 7:15everyday Americans. That's not how they want their
- 7:18money spent. They want their money spent here
- 7:20in Washington, DC wisely. And when you see the frustration
- 7:24that people have Washington, DC, this is a prime example of why
- 7:28they have that frustration. So I want to again thank Senator
- 7:32Capito for highlighting this, for shining some sunshine on
- 7:35this so that we can get some changes made.
- 7:38We are now sitting at $35 trillion in debt.
- 7:44We have got to get our spending under control.
- 7:46And spending on this kind of radical activism is not the way
- 7:48we should be spending our tax dollars.

- 7:59This just, I mean, as far as you said, you know, if you say
- 8:02taxable account issues to you know, rollback this program, I
- 8:06mean as far as in the in the universe of IRA components, do
- 8:11you view this as as what a kind of right this targets or things
- 8:14you think Trump should prioritize if.
- 8:17He well, well, I mean. 'Cause he's he's talking about
- 8:20almost the entirety of. The bill, OK, we, we know well
- 8:23#1 there's there's been a recent rush to get this money out.
- 8:27And that's because they know that there's a likelihood, we
- 8:31like to think a high likelihood that the administration will
- 8:34change come November. And so they're rushing to get
- 8:38the money out and you see who they're sending it to.
- 8:42So we have that how in, in this pot of money, in the $3 billion
- 8:45for the EPA, it would probably be predicated on how much is
- 8:49left. We would certainly try to claw
- 8:50that back. But but at at the minimum, we
- 8:53would have more opportunity for sunlight here and more
- 8:56opportunity for oversight. In terms of other parts of the
- 8:59IRAI think some of the tax provisions, I mean it was just
- 9:03such a bloated, you know, Pete's talked about our our debt, we
- 9:09talked about the inflation. Everybody who knows anything
- 9:13attributes our inflationary rise over the last two years to this
- 9:17IRA and the bloated spending. And then they cap that with the
- 9:20expansion of of our debt. So I think, I think this is
- 9:26something that would be a top priority for all of us and I
- 9:28don't know if you want to say anything about what we could and
- 9:30would do. Yeah.
- 9:31I mean, when you look at partisan bills that are passed
- 9:34that include reckless spending, that's one of the things that's
- 9:37driving inflation. We've got to control that in if
- 9:39we're going to get inflation under control.
- 9:41There's other things that we have to do, like being able to
- 9:44use our own energy resources to help bring prices down, but
- 9:47we've got to get the spending under control.
- 9:49And so if we have a new administration, a new
- 9:50opportunity, we got to be able to start raising some of this
- 9:53money in, especially when it's being wasted on radical
- 9:56political activities, which is not what the American taxpayers
- 9:58signed up for. Yeah, do.
- 10:01You have any? Do you feel like you have any
- 10:03recourse more immediately to try to figure out?
- 10:08What these groups? Are doing with this money like.
- 10:10Are you sending letters? To EPA or or the groups?
- 10:13Well, EPA is well aware of our extreme concern on this.
- 10:18I mean, here's a small victory Climate Just Climate Justice
- 10:23Alliance redid their website and took all that down.
- 10:28I mean, what is that? Oh, is that OK now?
- 10:31I mean, so I feel like we're, our voices are being heard, at
- 10:35least in a small way. No response from the
- 10:39administration at all. No response from the
- 10:41administrator on this. And, and so right now we're
- 10:45just, I think our best path is to just shine a light on it and
- 10:49talk about it. And this isn't going to be the
- 10:50end of this. I think this is just the
- 10:53beginning, yes. So in the past in response to
- 10:58your investigation of these groups and uncovering.
- 11:01What exactly? They stand for the EPA has said,
- 11:05you know, political message or political beliefs or not in our
- 11:09criteria, they don't play a role in how we choose and how we
- 11:12score these grants. And they've also said that the
- 11:19specific money of the grants that are pending or go out can't
- 11:24be used for messaging activities.
- 11:25It can only be used for this specific purpose that's
- 11:27outlined. My response?
- 11:30But do you want to go ahead? You want to go first?
- 11:33Well, I mean, common sense tells you if you have $100 million
- 11:38coming into your nonprofit organization and you have
- 11:44certain political beliefs that you've been espousing all
- 11:47through your existence, not just in your social media, but for
- 11:52for years. That to say that you would never
- 11:56use that money in in, in to be guided towards anti police or
- 12:04anti what happens? It frees up the anti police
- 12:07money so you have more anti police money.
- 12:10I mean, that just makes sense to me.
- 12:11If somebody's going to get $100 million, you're going to have
- 12:14much more to do your political events or your political
- 12:17espousing through that. And there's no coincidence that
- 12:21just today they've announced they're going to endorse the
- 12:25person who announced them and the EPA administrators.
- 12:30I like him, but his response to this has been very, very
- 12:34deficit. He told the House members when
- 12:37questioned about this because they got the information from
- 12:39us. He told the House members, well,
- 12:42they haven't gotten it yet. Well, why are you putting a
- 12:45press release out that these are the people that are going to get
- 12:47it? These are the organizations that
- 12:48are going to get it if you don't intend to actually give them the
- 12:51money. I mean, that to me is either at
- 12:53the least sloppy or at the most deceptive.
- 12:58And oh, you got kind of got caught being unaware or try to
- 13:03slip something through. So I don't know.
- 13:06Yeah, I would just build upon that.
- 13:07Money is fungible, right? You can move money around.
- 13:09And so if you've got money that covers administrative expenses,
- 13:12you're paying part of the rent. That part of the rent means that
- 13:15you don't have to go out and raise the money to do your
- 13:17political activities, right? So the money is fungible.
- 13:20The only thing I'd point out is that there's been such a lack of
- 13:22diligence from the EPA that allows the money to go to these
- 13:26groups. Why would we have any confidence
- 13:29that they're doing any sort of audit to make sure the grant
- 13:32money is being spent in the way that it's supposed to be spent?
- 13:35I don't have any confidence the EPA is checking up on these
- 13:38groups after the even just seeing the groups they've gone
- 13:41to. So 0 confidence the EPA actually
- 13:44knows how this money is being spent do.
- 13:46You. Believe that when they say that
- 13:48political affiliation or messaging has nothing to do with
- 13:51their criteria, it's not involved.
- 13:54I would say the, the I would question that back and say why
- 13:57are we paying for any political activity?
- 14:00It should be a criteria. You should say you can not have
- 14:03this if you are going to, you know, lobby the federal
- 14:06government with the money that we're giving you, right?
- 14:08And then again, unless you're actually auditing to find that
- 14:11out, we can't have any confidence in that.
- 14:13I mean, I'll go back to what I said earlier.
- 14:16If you have no, if you have no political messaging and you're
- 14:19not supposed to be a political group, why are you endorsing
- 14:22somebody for president if you're not interested in the political
- 14:26environment? Yeah.
- 14:28Is this something that you've asked the?
- 14:30EPA Inspector General. EPA.
- 14:32Inspector General. Or GAO to look into.
- 14:35We haven't asked yet. I don't believe I got my staff
- 14:37back here. But I will tell you this in the,
- 14:41in the IRA, the authors of the bill did not include, while
- 14:47they're getting $3 billion, did not include one single dollar
- 14:51for extra oversight of those dollars.
- 14:54So the EPA has an Inspector General and what we get back
- 14:57from the Inspector General is are from the EPA as well.
- 15:01We need more resources and within our agency to be able to
- 15:05move forward on this. So we did get $5,000,000 through
- 15:09Senator Murkowski's bill of the, I think it's 30 that they get
- 15:14for their IG. 5 million is directed towards this.
- 15:17So that's a minor victory. I had an amendment that would
- 15:20have said we need to move this up to 20 million because to try
- 15:24to follow the money of $3 billion, that's a pretty hefty
- 15:28load. And that's what happens when you
- 15:30pour so much money in so fast, it gets wasted.
- 15:35And we see it all the time. Why don't we learn the lesson of
- 15:37this? And now it's not only getting
- 15:39wasted, it's getting poured into radical activists.
