- 11:46multiple agencies collaborate on a high angle hope rescue incident
- 11:51occurved in Bruswick community on Saturday, July the twenty fifth
- 11:57by Miranda M cantrell. First Responders from multiple agencies responded
- 12:02to a July twenty fifth incident involving a high ankle
- 12:06rope rescue in the bush Rick area of Morgan County.
- 12:12The incident occurred shortly before one pint thirty pm on
- 12:15a dirt road off of Highway eight forty four, where
- 12:19local resident Neil Walter, fifty one, was reportedly cutting an
- 12:24uprooted tree when the log started rolling down a bluff
- 12:28with him. Walter's wife, Cheryl wrote on a Facebook that
- 12:33her husband's leg caught on a small tree as he
- 12:37rolled down the bluff. According to E nine to one
- 12:41one transcripts, Walter, who was stuck on the embankment, personally
- 12:46contacted dispatchers and stated that he had injured his right
- 12:50leg and also noted bleeding scrapes on his face. Chief
- 12:56Deputy Jeff Smith of Morgan County Sheriff's Office was the
- 12:59first to arrive on the scene, ahead of the Morgan
- 13:02County Rescue squad. Upon arrival, Chief Deputy Smith located Walter
- 13:09before tying off a rope at the top of the
- 13:12hill to allow other first responders to access the site.
- 13:17West Liberty Fire Department was eventually dispatched to the scene
- 13:21to assist with the high angle rescue. First responders removed
- 13:25Walter from the embankment and turned him over to the
- 13:29Morgan County EMS personnel, who transported him to Saint Clair
- 13:33Regional Medical Center in Moorhead. The Wolf County Search and
- 13:38Rescue Team was also dispatched to the scene, but first
- 13:42local responders had already rescued Walter before the Wolf County
- 13:46crew could reach the destination. Walter's wife, Cheryl, wrote on
- 13:51a Facebook that her husband had sustained injuries to his
- 13:56knee and shoulder as a result of the incident. I
- 14:00would like to thank Morgan County EMS and everyone that
- 14:05assisted us today, Cheryl Walter wrote, I want to thank
- 14:11the Lord for sparing Neil's life and that and for
- 14:15that little tree. West Liberty Fire Department express gratitude following
- 14:21the successful multi agency collaboration in a July twenty fifth
- 14:27Facebook post, we are proud to assist a successful high
- 14:32angle rescue mutual aid response along Morgan County. Rescue. Calls
- 14:38like these demonstrate the value of training, teamwork, and strong
- 14:43partnerships between emergency response agencies. To become a firefighter, too,
- 14:50firefighters must complete a minimum of three hundred hours of
- 14:53certification training, including at least eleven hours of basic rope
- 14:58rescue instruction. Technical and high angle rope rescue also required
- 15:03additional specialized courses in ongoing hands on training to maintain
- 15:08the knowledge and skills needed for these complex incidents. This
- 15:13is just one of the many scenarios we train for
- 15:17ensuring we are prepared to provide safe, effective rescue services
- 15:23when our community and neighboring agencies need us most. We
- 15:28appreciate the opportunity to work alongside Morgan County Rescue and
- 15:32are grateful for the dedication of everyone involved in making
- 15:37this rescue a success. City Councilman Mark Walter commended the
- 15:43West Liberty Fire Department and all agencies involved in the
- 15:46rescue during the regular July twenty seventh meeting of West
- 15:51Liberty City Council. Our next article is City Council approves
- 15:56updated Planning and Zoning Ordinance. Members approved twenty twenty six
- 16:02blacktop List at July twenty seventh meeting by Miranda M. Cantrell.
- 16:08The West Liberty Council approved on second reading in Updated
- 16:11Planning and Zoning Ordinance during the regular July twenty seventh meeting.
- 16:16Council members heard the first reading of the ordinance during
- 16:20a special May twenty sixth meeting, which was held one
- 16:24day after the regular scheduled May meeting day due to
- 16:28the Memorial Day holiday. City Attorney Daniel Frederick indicated during
- 16:34the July twenty seventh meeting that the ordinance now addresses
- 16:38various issues including tiny homes, manufactured homes, home occupancy, and more.
- 16:45Attorney Frederick shared overviews of the above mentioned topics at
- 16:49the Council's request, and noted that multiple amendments had been
- 16:54made since the first reading of the ordinance. West Liberty
- 16:57is small, and I think we all want to have
- 17:00a place where we don't have too much government, Frederick said.
- 17:05We've always been mindful of that. The goal of the
- 17:08zoning code is to make sure that we maintain order
- 17:11and to make pardon me, sure that neighborhoods remain in
- 17:16neighborhoods and business areas remain business areas. City Clerk Amy
- 17:23Cox told council members they can make additional changes to
- 17:27the ordinance as needed. Right now, we are working with
- 17:31a very outdated code, William said. One motion made by
- 17:35Councilman Rusty Lyndon and second to it by Councilwoman Sarah Bethleag,
- 17:41the council unanimously approved the ordinance with amendments. Attorney Frederick
- 17:46told the Courier on July the twenty eighth that he
- 17:50and members of the city's planning committee had collaborated with
- 17:54the code specialist from Kentucky League of Cities to clarify
- 17:59ambiguities and clean up out moded language in the original ordinance.
- 18:05The original ordinance had not been modified as a whole
- 18:08since the nineteen nineties. Frederick said, we have more legal
- 18:12challenges than ever before in recent years, so we have
- 18:17taken a harder look at all the codes. Many of
- 18:21the zoning codes were antiquated and not quite well worded.
- 18:26The zoning itself has not changed. There are no great substance,
- 18:31pardon me, substantive changes other than we have defined home
- 18:37occupations and put significant restrictions on that. These changes are
- 18:42meant to help with city enforcement and citizen compliance and
- 18:48keep the character of the city. The Planning and Zoning
- 18:52Ordinance can be obtained by visiting City Hall or by
- 18:56contacting the Administrative Office at seven four three thirty three thirty.
- 19:02In other news, the council received this year's Blacktop List
- 19:05from the city's Street Department. Hutchinson Road seventy one tons,
- 19:11Hollow Road sixty four thousand, seventy one tons, Keaton Heights
- 19:19forty seven point twenty seven tons, Broadway Street three point
- 19:25sixty three tons, Brooks Lane number one, eighty two point
- 19:30eleven tons, Brooks Lane number two fifty seven point nine tons,
- 19:37Brooks Lane number three, one hundred and sixteen point twenty
- 19:40three tons, Ballfield pull in nine point fifty seven tons
- 19:45due to water leak. On a motion made by Councilman
- 19:49Grant Sorrel and segative by Councilwoman leg the council unanimously
- 19:54approved the blacktop list as presented during the monthly Fire
- 19:59Department report. City Councilman Mark Walter commended West Liberty Fire
- 20:04Department and all other local emergency response agencies involved in
- 20:10a July twenty fifth high angle rescue in the Bush
- 20:15Bushrick area. A report on the above mentioned rescue can
- 20:20be found on page one of this edition. Councilman Walter,
- 20:24before adjourment, also extended the Council's condolences to various people
- 20:29who are dealing with illnesses or have lost loved ones
- 20:32in recent weeks. Additional information, The West Liberty City Council
