Latest / Early Edition with Ryan Bridge / Casey Costello: Associate Health Minister discusses focus on aged care reform
Transcript
- 0:00Speaker 1: The government's finally making moves on aged care reform. There's
- 0:02Speaker 1: almost a million of US aged over the age of
- 0:04Speaker 1: sixty five. New Ministerial Advisor group being set up looking
- 0:08Speaker 1: at the funding model, looking at how to get more beds.
- 0:10Speaker 1: Casey Castale is the Associate Health Minister with me this morning. Minister,
- 0:13Speaker 1: good morning, good morning. Right, So how long will this
- 0:17Speaker 1: review take?
- 0:19Speaker 2: We want very short timeframes, so I'm hoping to get
- 0:22Speaker 2: the report back from the group by the middle of
- 0:24Speaker 2: next year so that we can be looking at what
- 0:28Speaker 2: that implication is for budget twenty twenty seven.
- 0:31Speaker 1: How many beds are we short?
- 0:34Speaker 2: I think that's the problem that we've got is we
- 0:36Speaker 2: keep talking about age care as a bed problem and
- 0:39Speaker 2: we have about thirty four thousand older New Zealanders living
- 0:42Speaker 2: in age recidentral care at the moment, but we have
- 0:45Speaker 2: over nine hundred thousand over sixty five in New Zealand.
- 0:49Speaker 2: So this is about the developing a system that allows
- 0:53Speaker 2: care to be integrated, to be able to deliver in
- 0:56Speaker 2: home care the right care the right place, and our
- 0:59Speaker 2: model doesn't allow for that transition from care, doesn't support
- 1:04Speaker 2: investment in the in home care, and all of the
- 1:08Speaker 2: leavers that we can pull to allow people to live
- 1:10Speaker 2: well where they choose to live for as long as possible,
- 1:13Speaker 2: and that's what we're trying to achieve.
- 1:14Speaker 1: So you want the money to follow the needs of
- 1:16Speaker 1: the person we want.
- 1:19Speaker 2: We want to be able to put the care at
- 1:21Speaker 2: the heart of this and this is when you mentioned
- 1:24Speaker 2: earlier about Australia. This is about what is the right
- 1:27Speaker 2: care where you need to live, where it needs to
- 1:30Speaker 2: be delivered. And this is the problem that you hear
- 1:33Speaker 2: repeatedly is the access to care, the type of care
- 1:37Speaker 2: you need, where you need it. And we know that
- 1:41Speaker 2: most people want to be able to stay at home
- 1:43Speaker 2: for as long as possible, and with the right care,
- 1:47Speaker 2: we can deliver there and take some pressure off this
- 1:50Speaker 2: concept of more and more beds. You know, we have
- 1:52Speaker 2: a care system that is publicly funded but privately delivered
- 1:57Speaker 2: and so this is what we need to do is
- 1:59Speaker 2: understand those that are delivering the services and that's what
- 2:02Speaker 2: we're hoping with the Ministererial Advisory Group is technical people
- 2:05Speaker 2: that know what is needed in this system.
- 2:08Speaker 1: Menisa, if you're rich, should you be expecting to pay
- 2:11Speaker 1: more for aged care? After you're done and dusted with all.
- 2:14Speaker 2: This I think the reality is now, the way our
- 2:18Speaker 2: funding model is set up, that's what's occurring. You know,
- 2:21Speaker 2: we have premium bed rates, we have occupational rights agreements
- 2:25Speaker 2: for care, we have a range of systems that is
- 2:28Speaker 2: making that a cure now. And this is why we
- 2:30Speaker 2: need to have some really honest conversations about how is
- 2:33Speaker 2: this being structured and ensure that those that need it
- 2:38Speaker 2: most are getting the right care.
- 2:40Speaker 1: Hey, got any reaction to Labour's capital gains tax announcement?
- 2:44Speaker 2: Yeah, Well, as a New Zealand first MP, I can
- 2:46Speaker 2: can imagine it's not something that we're going. Yeah, this
- 2:49Speaker 2: is a great idea. So yeah, that was a bit
- 2:51Speaker 2: of a shocker this morning, but I suppose we sort
- 2:53Speaker 2: of knew it was coming. So we'll see what this
- 2:55Speaker 2: all out is from here there. Other policies haven't been
- 2:57Speaker 2: so successful, so we'll see how it goes. Case.
- 3:00Speaker 1: Who is with us this morning? Associate Health? For more
