- 0:00Speaker 1: I'm Sarah Strickland. Several things can happen now that the
- 0:04Speaker 1: courts have rejected a joint submission. In a case of
- 0:07Speaker 1: impaired driving causing death, Rodney Constantine pleaded guilty to the charge,
- 0:12Speaker 1: which stem from a crash on Empire Avenue in Saint
- 0:15Speaker 1: John's which claimed the life of Mark Squires, a passenger
- 0:19Speaker 1: in the car. Constantine pleaded guilty, but the judge rejected
- 0:23Speaker 1: a joint submission from the defense and the Crown for
- 0:26Speaker 1: a four year sentence. He felt it was too lenient
- 0:30Speaker 1: and ordered the lawyers to go back to the drawing board.
- 0:33Speaker 1: Mike Murray, a retired Crown prosecutor, says the justice system
- 0:37Speaker 1: expects judges to abide by such submissions unless it is
- 0:41Speaker 1: so out of whack that it would bring the system
- 0:43Speaker 1: into disrepute. He says the Crown and defense can now
- 0:47Speaker 1: come up with a new proposal, do more research and
- 0:50Speaker 1: present justification for the original proposal of four years, or
- 0:54Speaker 1: change the guilty plea.
- 0:55Speaker 2: But at the end of the day, if the judge
- 0:58Speaker 2: doesn't except joint submission, he's supposed to give the accused
- 1:03Speaker 2: person a chance to consider applying to withdraw their guilty. Fleet,
- 1:10Speaker 2: and that happens sometimes too, and sometimes the sentencing hearing
- 1:13Speaker 2: just goes ahead. So I mean there are a variety
- 1:16Speaker 2: of things there that can happen. If a joint submission
- 1:19Speaker 2: is rejected.

- 1:33Speaker 1: it can be a difficult proposition for some families as
- 1:37Speaker 1: very few of the supplies needed go down in price.
- 1:40Speaker 1: Leader John Hogan says government can take a meaningful step
- 1:43Speaker 1: towards addressing the rising cost of living by providing free
- 1:46Speaker 1: school supplies for all Cada nine students starting this September.
- 1:50Speaker 1: Hogan's government put in place a one hundred dollars subsidy
- 1:53Speaker 1: for the last school year when oil prices were modest
- 1:56Speaker 1: compared to this year. Every extra dollar on a barrel
- 1:59Speaker 1: of oil boost government's coffers by about twenty five million dollars.
- 2:04Speaker 1: Hogan also notes that revenue from a new Churchill Falls deal,
- 2:07Speaker 1: which is expected soon, will give government additional leverage. Data
- 2:12Speaker 1: from the World Health Organization shows Canada has half as
- 2:16Speaker 1: many measles cases as the United States, despite Canada having
- 2:20Speaker 1: a population only about one tenth the size of its neighbor.
- 2:24Speaker 1: The WHO is alerting that the Americas need to strengthen
- 2:27Speaker 1: their vaccination surveillance and rapid outbreak response measures amid rising
- 2:32Speaker 1: measles cases across the region. As of mid July, the
- 2:35Speaker 1: WHO recorded just under forty seven thousand, five hundred cases
- 2:40Speaker 1: of measles right across the Americas. That's three times higher
- 2:44Speaker 1: than the total reported cases for all of last year
- 2:47Speaker 1: in the region. About twenty two hundred cases were reported
- 2:50Speaker 1: in the United States, while eleven hundred were reported in Canada.
- 2:55Speaker 1: Police say an eighty year old woman has died as

- 3:09Speaker 3: the time. In a statement, Mounties added that the resident
- 3:12Speaker 3: of Meadow Valley, northwest as Summerland, had been trying to
- 3:15Speaker 3: evacuate with a family member when she died suddenly due
- 3:18Speaker 3: to the fire. The death was reported early Saturday morning
- 3:21Speaker 3: by a witness who is also evacuating. The BC Coroner's

- 3:33Speaker 1: a marine port and industrial subdivision near the tip of
- 3:36Speaker 1: the Great Northern Peninsula so that it can become a
- 3:39Speaker 1: player in Arctic preparedness and response. Brian Madoor reports.
- 3:44Speaker 4: Great Northern Port Inc. Says Cremia Harbor is ice free
- 3:48Speaker 4: for seven eight months of the year and while it
- 3:50Speaker 4: lies within the municipal boundaries of the town of Saint Anthony,
- 3:53Speaker 4: it says Saint Anthony Harbor is not the ideal location
- 3:57Speaker 4: for servicing the new Arctic. A company says as the
- 4:00Speaker 4: Far North opens for more commercial and domestic traffic, they'll
- 4:05Speaker 4: be further demand for emergency support in search and rescue GMP,
- 4:09Speaker 4: says Klemaya Harbert. Marine port will provide a range of
- 4:13Speaker 4: services such as wharf, fueling, warehouse and laydown areas, as
- 4:17Speaker 4: well as maintenance and repair requirements. The infrastructure to be
- 4:21Speaker 4: built will include a large warehouse, a fuel tank, farm,
- 4:24Speaker 4: emergency response building service DOC and access road upgrades. It
- 4:29Speaker 4: hopes to begin work next year and finish in twenty
- 4:33Speaker 4: twenty nine.
- 4:34Speaker 1: Jury selection begins today in the case of wrap icon
- 4:38Speaker 1: Tupac Shakur's killing, which has been unsolved for decades. The
