- 1:09I am delighted to have the Hoover Institution support
- 1:12to further develop video additions of EconTalk

- 1:29After each episode is released,
- 1:31- China Empire of Illusion, China projects an image
- 1:35of stability, economic dynamism,
- 1:37and military strength through infrastructure expansion,
- 1:40rapid growth and persistent propaganda.
- 1:43Yet beneath this appearance explains senior
- 1:45fellow Frank Deter.
- 1:46In a new episode of Policy Stories lies a socialist system
- 1:49in which the state controls land finance
- 1:52and key industries limiting market mechanisms
- 1:54and obscuring reliable economic measurement.
- 1:57Official statistics, heavy subsidies
- 1:59and quota driven growth complicate assessments
- 2:01of China's true economic performance.
- 2:03While the regime's messaging seeks to amplify perceptions
- 2:06of inevitable ascent and Western decline, deter argues
- 2:09that misjudging China, whether by underestimating
- 2:12or exaggerating its power,
- 2:13can produce serious strategic errors for the US
- 2:15and its allies and partners.
- 2:17- Michael McConnell on the tariff decision last Friday,
- 2:20senior fellow Michael McConnell,
- 2:22professor at Stanford Law School joined CNBC's Money Movers

- 2:29administration's global tariff policies.
- 2:32McConnell, who represented plaintiffs in a case
- 2:34that became part of last Friday's decision, said
- 2:37that the basic ruling of the court was pretty much exactly
- 2:40what we argued, that the I-E-E-P-A International Economic
- 2:45Emergency Powers Act does not mention tariffs.
- 2:48It uses the word regulation,
- 2:50but the term regulation has never been used
- 2:53to include the power to impose taxes.
- 2:55McConnell, a former federal appellate judge, says
- 2:58that this opinion will have major implications for the line
- 3:02between presidential authority
- 3:04and congressional authority saying, I think this is going
- 3:07to be a landmark decision.
- 3:09- What Zelensky told me at Munich about the future of war.
- 3:13In an essay for the Times UK Distinguished visiting fellow

- 3:18and will need to catch up
- 3:20with the state-of-the-art in drone warfare
- 3:22to secure themselves against emerging threats.
- 3:25Drones have changed the nature of war.
- 3:26Soak writes At the Munich Security Conference,
- 3:29Zelensky told me that 80%
- 3:30of the casualties Ukraine is inflicting on the Russians are
- 3:33from unmanned vehicles.
- 3:34The former British Prime Minister also notes
- 3:37a recent NATO exercise, hedgehog 2025,
- 3:40where NATO forces faced off against Ukrainian drone
- 3:43operators revealed just how ill-prepared Western forces are
- 3:46for this new way of war.
- 3:48Soon that concludes defense has changed,
- 3:50warfare has changed.
- 3:51We must adapt and fast
- 3:54- States should build the infrastructure for innovation.

- 4:06that in education policy states can't afford
- 4:09to spend another session waiting for Washington
- 4:12to solve problems it hasn't solved in decades.
- 4:16Years of investment in top-down innovation
- 4:18and reform have yielded many lessons,
- 4:21but little actual progress.
- 4:23They write A new white paper from the Hoover Institution
- 4:26reveals why this approach matters.
- 4:28Can't get there. From here, synthesizes decades
- 4:31of evidence on education innovation as well
- 4:34as organizational network
- 4:35and diffusion theory, identifying clear actions
- 4:39and decision points in which policymakers
- 4:41and education leaders can either help or hinder innovation.
- 4:46Bowen and Wolf explain how the white paper argues
- 4:49for investing in knowledge ecosystems,
- 4:51engaging educators in policymaking,
- 4:55supporting flexible implementation of education innovations,
- 5:00and providing educators with sustained resources
