- 0:21animal grave investigation, is taking in and putting animals up for adoption
- 0:25again after county officials lifted its permit suspension. Miranda's rescue in Fortuna
- 0:31had faced a suspension from the Humboldt
- 0:33County Planning and Building Department over alleged land use violations at the
- 0:37property. But Vanessa Shakib, an attorney representing the woman who helped expose
- 0:42the rescue's mass dog grave, said the county proceeding is outside the
- 0:46broader allegations surrounding owner Shannon Miranda. In an August sixth letter to
- 0:52Humboldt County Planning and Building Director John Ford, Miranda's attorney, Allison Jackson,
- 0:57disputed the county's position that euthanasia and animal burial were prohibited. Jackson
- 1:02argued that the permit bars a euthanasia facility, not the Act of
- 1:06Euthanasia itself, and that county rules allow animal carcasses to be buried
- 1:10on private property under certain conditions. She also wrote that Miranda's Rescue
- 1:15had not accepted new animals since early May, and was working to
- 1:19adopt out those remaining. S. F. Gate reached out to Miranda's legal
- 1:23team, but did not hear back before the time of publication. Shaqib,
- 1:27the co founder and co director of Advancing Law for Animals, told
- 1:30SF Gate that the county's decision is not an exoneration. The permit
- 1:35suspension concerned local land use compliance, she said. Whether mister Miranda committed
- 1:40animal abuse and fraud is a wholly separate matter. The renewed operations
- 1:44come month, after law enforcement excavated it, one hundred and seventeen intact
- 1:49dog remains, and twenty one sets of skeletal remains from Miranda's property
- 1:53during a June search. Eight other dead dogs had previously been recovered
- 1:57in April. In a search warrant for a raid on the property
- 2:01viewed by S F Gate, Miranda allegedly admitted to investigators that he
- 2:05sometimes shot dogs himself, occasionally as many as ten per month, using
- 2:09a. Two two caliber rifle. Records seized during the investigation showed only
- 2:15about one hundred and sixteen documented adoptions among several hundred dogs taken
- 2:20into the rescue during a roughly sixteen month period, while the disposition
- 2:24of hundreds of others could not be determined, according to a complaint
- 2:27Shakib submitted last month to California attorney general Rob Bonta. Jennifer
- 2:33Raymond, Miranda's neighbor and a longtime animal rescuer who helped uncover the
- 2:37burial site, has asked Bonta's office to pursue the involuntary dissolution of
- 2:42Miranda's rescue and appoint a receiver to take control of its remaining
- 2:46animals and preserve the nonprofit's assets. Her attorney said
- 2:50they have received no update from the Attorney General's office. Shaquib said
- 2:55the resumption of intakes and adoptions makes that request more urgent. There
- 2:59has never been a more urgent time for the Attorney General to
- 3:02act, she said. According to the complaint submitted to Bonta, Miranda initially
- 3:07told investigators that the dogs were generally euthanized by a veterinarian, but
- 3:12investigators found No
- 3:13local veterinarian who regularly provided those services for him. He later acknowledged
- 3:18that he sometimes sedated the dogs before shooting them, the complaint said.
- 3:23When investigators showed him, dogs were covered with wounds near their eye
- 3:27sockets, after he said he shot animals in the back of the
- 3:30head. Miranda said the animals had moved during the shooting, the complaint
- 3:34alleged. He has been caught changing his story, and he is sitting
- 3:38on a pet cemetery, Shaqib said. It is amazing we have not
- 3:42thrown the book at this man. No criminal charges have been filed
- 3:46against Miranda.
