- 0:06in early 1962 the kennedy administration was
- 0:13still recovering from the humiliation of the
- 0:15bay of pigs the failed invasion of cuba by cia
- 0:19trained exiles the year before which this dossier
- 0:23has covered in an earlier file fidel castro was
- 0:26still in power closer than ever to the Soviet
- 0:30Union, and senior officials in Washington were
- 0:33under pressure to find a way to remove him. The
- 0:39main effort was a covert campaign called Operation
- 0:42Mongoose, run by Air Force General Edward Lansdale,
- 0:46aimed at undermining Castro's government through
- 0:49sabotage, propaganda, and support for resistance
- 0:53inside Cuba. But there was a problem. Mongoose
- 0:57alone was unlikely to succeed, and an open American
- 1:01invasion of Cuba would need a justification that
- 1:04the world and the American public would accept.
- 1:10On March 13, 1962, the Chairman of the Joint
- 1:20Chiefs of Staff, General Laman Lemitzer sent
- 1:23a memorandum to Secretary of Defense Robert McNamara.
- 1:27Its subject was justification for U .S. military
- 1:31intervention in Cuba. Attached was a list of
- 1:35proposals prepared at the Joint Chiefs Direction.
- 1:37The plan would later become known by its code
- 1:40name Operation Northwoods. The document suggested
- 1:47creating pretexts In effect, staged incidents
- 1:51that would be blamed on Cuba in order to justify
- 1:54a military response. Some of the proposals were
- 1:58relatively limited, such as staging a fake attack
- 2:01on a U .S. naval base at Guantanamo Bay with
- 2:05friendly Cubans dressed as Castro's soldiers.
- 2:08Others went much further. One proposal suggested
- 2:15blowing up an American ship in Guantanamo Bay
- 2:18and blaming Cuba, recalling the sinking of a
- 2:22USS Maine, which had helped start the Spanish
- 2:25-American War in 1898. The memo noted that casualty
- 2:29lists in American newspapers would cause a helpful
- 2:32wave of national indignation. Another proposed
- 2:39staging an incident in which a Cuban aircraft
- 2:42appeared to shoot down a civilian airliner. In
- 2:46the plan, a real aircraft carrying passengers
- 2:49would be secretly swapped for an empty, remote
- 2:52-controlled drone painted to look identical,
- 2:55and the drone would be destroyed over the sea,
- 2:58while the real aircraft landed safely at a military
- 3:01base. The memorandum also raised the idea of
- 3:08a campaign of terror in the Miami area, or even
- 3:12in Washington, which could be blamed on Cuban
- 3:14agents, and of sinking a boatload of Cuban refugees
- 3:18heading for Florida, whether real or simulated.
- 3:24Operation Northwoods was never carried out. The
- 3:33civilian leadership rejected it. Secretary McNamara
- 3:36did not approve the proposals, and President
- 3:40Kennedy made clear he would not authorize an
- 3:43invasion of Cuba on such terms. Within months,
- 3:46Kennedy chose not to reappoint Lemitzer to a
- 3:50second term as chairman of the Joint Chiefs.
- 3:53Lemitzer was moved to Europe, where he became
- 3:56Supreme Allied Commander of NATO. Later that
- 4:02year, The Cuban Missile Crisis brought the United
- 4:05States and the Soviet Union closer to nuclear
- 4:09war than ever before, and the idea of provoking
- 4:13a conflict over Cuba took on a very different
- 4:16meaning. Act IV declassified. The Northwoods
- 4:25Memorandum stayed secret for more than three
- 4:28decades. It was released in 1997 by the Assassination
- 4:33Records Review Board, a body created to declassify
- 4:37documents related to the assassination of President
- 4:40Kennedy, and it reached a wide audience in 2001
- 4:43when the journalist James Bamford described it
- 4:47in detail in his book about the National Security
- 4:50Agency. Northwoods is often cited in discussions
- 4:56about government deception, and it's important
- 4:59to be precise about what it shows. It doesn't
- 5:02prove that any of these false flag operations
- 5:05happened. What it proves is that at the height
- 5:08of the Cold War, the most senior uniformed officers
- 5:11in the American military were willing to put
- 5:13proposals like these in writing and send them
- 5:16up the chain of command. It also shows the importance
- 5:22of the people who said no. The plan was stopped
- 5:25by civilian officials who refused to approve
- 5:27it. The system worked, and it only worked because
- 5:31someone at the top rejected it. This concludes
- 5:36declassified file number 0045 of the Shadow Dossier.
