- 0:00Speaker 1: What's up, everyone, and welcome back to the Epstein Chronicles.
- 0:04In this episode, we're going to pick back up where
- 0:07we left off and we're going to continue discussing the
- 0:11OIG report into the circumstances surrounding the death of Jeffrey Epstein.
- 0:18The last episode, we were talking about the failure to
- 0:21assign Epstein a new cellmate on August ninth. In this episode,
- 0:26we're going to be talking about the evening Watch staff
- 0:29actions on August ninth. The Evening Watch shoe Officer in
- 0:35charge told the OIG that he was the shoe officer
- 0:38in charge on August ninth from approximately two pm until
- 0:43ten pm. The evening Watch shoe officer in charge said
- 0:47he relieved the day watch shoe Officer in charge from
- 0:50his duties and worked in the shoe with the Senior
- 0:53Officer Specialist five, A Material Handler, CO two and CO
- 0:58Tovin Noel. The Evening Watch shoe officer in charge stated
- 1:02that when he began a shift, Epstein was visiting his
- 1:06attorneys in the Attorney conference room. The Evening Watch shoe
- 1:10officer in charge told the OIG that he did not
- 1:13recall having a conversation with the day Watch shoe officer
- 1:17in charge about Epstein needing a cell mate. When advised
- 1:21that the day watch shoe officer in charge was confident
- 1:24about their conversation, the evening watch shoe officer in charge stated,
- 1:28I don't necessarily want to call anyone a liar per se,
- 1:32but I don't remember him speaking to me about this.
- 1:35So maybe he spoke to Senior Officer five, and maybe
- 1:39I was standing there and he thought I heard him.
- 1:41The evening watch shoe officer in charge said, if inmate
- 1:45three had left mcc New York with all of his belongings,
- 1:49then someone should have found another inmate to replace him,
- 1:53because Epstein was required to have a cell mate. The
- 1:56evening watch shoe officer in charge told the OIG that
- 2:00he eventually learned later that evening that Ebstein did not
- 2:03have a cell mate. According to the evening watch shoe
- 2:06officer in charge, after Ebstein returned from his attorney's visit
- 2:10and placed a telephone call, he escorted Epstein to his
- 2:14cell and saw that in may IREI was not there.
- 2:17According to the evening watch shoe officer in charge, after
- 2:20he realized that Epstein did not have a cell mate,
- 2:23he Noel and the material handler, all of whom were
- 2:26working in the shoe that evening, talked about Epstein needing
- 2:30a new cell mate. The evening watch Shoe officer in
- 2:34charge said shoe staff could not just put anyone in
- 2:37the cell with Ebstein. In his interview with the OIG,
- 2:41the Evening watch Shoe officer in charge stated that he
- 2:44called someone he could not recall who, and notified that
- 2:47person that Epstein did not have a cell mate. OIG
- 2:51interviews did not identify an individual who received such a
- 2:54call or who witnessed the Evening watched Shoe officer in
- 2:57charge making it. Senior Officer Specialist five told the OIG
- 3:03that on August ninth, he worked in the shoe from
- 3:05approximately eight forty five am until four pm. Senior Officer
- 3:10Specialist five said when he reported for duty, Epstein was
- 3:14already with his attorneys. In May three had already left
- 3:18the shoe, and neither inmate returned to the shoe prior
- 3:21to his departure. Senior Officer Specialist five told the OIG
- 3:26that he did not know Inmate three had been released
- 3:28from mcc New York, and that no one told him
- 3:31Epstein would need a new cell mate, including a day watch,
- 3:35Shoe Officer in charge, the Captain, the Shoe lieutenant, or
- 3:39anyone from the Psychology department. CO two told the OIG
- 3:44that on August ninth, he worked in the shoe from
- 3:46eight am until four pm. CO two said he did
- 3:50not recall in May three departing the shoe that day
- 3:53and that he was unaware that Epstein needed a new
- 3:56cell mate. The Evening Watch Operations Lieutenant told the OIG
- 4:01that he was the operations lieutenant at the MCC on
- 4:05August ninth from approximately two pm until ten pm. The
- 4:09Evening Watch Operations Lieutenant said he was aware that Epstein
- 4:13was required to have a cell mate due to the
- 4:15mass email that was sent out to all of the
- 4:18MCC New York lieutenants. According to the Evening Watch Operations Lieutenant,
- 4:23everyone who regularly worked in the Shoe should have known
- 4:27that Epstein was required to have a cell mate. The
- 4:30Evening Watch Operations lieutenant told the OIG that he did
- 4:34not know in May three had left MCC New York
- 4:37earlier that day and was unaware that Epstein did not
- 4:40have a cell mate. He said that if in May
- 4:43three had been transported to receiving in discharge as WAB
- 4:47and the Shoe Lieutenant was off, then another supervisor should
- 4:50have been notified. The Evening Watch Operations lieutenant told the
- 4:54OIG that Shoe personnel assigned to his shift should have
- 4:58notified him that ebsc Stein was without a cell mate,
- 5:01but he had not been informed. The OIG's investigation revealed, however,
- 5:06that the Evening Watch Operations Lieutenant was one of the
- 5:10recipients of the USMS email notifying mcc new York Supervisory
- 5:15staff of Inmate three schedule transfer out of New York
- 5:19on August ninth. According to the Evening Watch Operations Lieutenant,
- 5:24the acting Evening Watch activity as Lieutenant conducted the lieutenant
- 5:29round in the Shoe on August ninth, and she only
- 5:32would have known that Epstein was without a cell mate
- 5:35if someone from the Shoe told her or if she
- 5:38walked through the shoe tears during her rounds. The Evening
- 5:42Watch Operations lieutenant said he believed that if the Evening
- 5:46Watch Activities Lieutenant knew that Epstein did not have a
- 5:49cell mate, she would have notified him. Both the acting
- 5:53Evening Watch Activity As Lieutenant and the Morning Watch Operations
- 5:56Lieutenant told the OIG that they were unaware of that
- 5:59Epstein needed to have a cell mate. The acting Evening
- 6:03Watch Activities Lieutenant, who was serving in his position on
- 6:07August ninth from approximately four pm until ten PM, told
- 6:11the OIG that because her ordinary position was a senior
- 6:15Officer specialist, she was not aware that Epstein was required
- 6:19to have a cell mate. The acting Evening Watch Activities
- 6:23Lieutenant recalled hearing that Epstein had been placed on Suicide Watch,
- 6:27but she never received specific instructions regarding Epstein. She said
- 6:32that SHU staff did not tell her about the requirements
- 6:34that Epstein have a cell mate or that his cell
- 6:37mate had left mcc New York. The acting Evening Watch
- 6:42Activities Lieutenant did not receive the August eighth USMS email
- 6:47regarding inmate three's transfer. The Morning Watch Operations Lieutenant, who
- 6:52was the operation's lieutenant from approximately ten pm on August
- 6:56ninth until six am on August tenth, told the OIG
- 7:00that she did not know that Epstein was required to
- 7:03have a cell mate and that the captain never spoke
- 7:06with her about this issue. The captain confirmed that he
- 7:09did not specifically tell the Morning Watch Operations Lieutenant that
- 7:13Epstein needed to have a cell mate. However, the Captain
- 7:16said he believed that the Morning Watch Operations Lieutenant should
- 7:19have known of the requirement, and she was one of
- 7:22the recipients of the email from the Psychology Department on
- 7:26July thirtieth, twenty nineteen, that informed mcc new York staff
- 7:31that Epstein needed to have an appropriate cell mate. The
- 7:35Morning Watch Operations lieutenant also received the August eighth USMS
- 7:40email notifying mcc new York's supervisory staff of Inmate three
- 7:45scheduled transfer out of mcc new York. The Morning Watch
- 7:49Operations lieutenant told the OIG that if shoe staff knew
- 7:53that Epstein required a sell mate and did not have one,
- 7:57they should have informed her when she visited the shoe
- 8:00at approximately four a m. On August tenth as part
- 8:03of her lieutenant rounds. The material handler said the shoe
- 8:07was not his regular post and he had not attended
- 8:10shoe training, but he had worked in the shoe approximately
- 8:14ten to twenty times, according to the material handler. On
- 8:18August ninth, he reported for a voluntary overtime shift from
- 8:22twelve a m. To eight a m. And then worked
- 8:24as regular eight a m. To four pm shift in
- 8:27the warehouse. At some point during the day shift, the
- 8:31day watch Operations lieutenant called and asked the material handler
- 8:35if he could work overtime in the shoe, and he agreed.
- 8:39The material handler said he worked the four pm to
- 8:41twelve am shift in the shoe with the evening watch
- 8:44Shoe Officer in charge and Noel. The material handler told
- 8:48the OIG that he felt pressure to work the third shift,
- 8:52which resulted in him working twenty four hours straight from
- 8:55twelve a m. On August ninth through twelve a m.
- 8:58On August tenth. After the evening watch Shoe officer in
- 9:02charge left at ten pm, the material handler and Noel
- 9:06were the only employees working in the shoe from ten
- 9:09pm to twelve am. The material handler recalled that Epstein
- 9:14came back to the shoe from meeting with his attorneys
- 9:17at approximately eight pm, which was later than the rest
- 9:21of the inmates, and was returned to his cell on
- 9:24el Tier. After the material Handler and Noel gave Epstein
- 9:28his food, the material handler said they left the Eltier area.
- 9:32The material handler said Epstein was alone in his cell,
- 9:35but he was unaware that Epstein needed a cell mate.
- 9:39Noel told the OIG that she worked in the shoe
- 9:41from approximately four pm on August ninth until eight am
- 9:45on August tenth, which was a double shift of sixteen hours.
- 9:50Noel said the shoe was a regular post during the
- 9:54time that Epstein was housed within the shoe. According to Noel,
- 9:58inmates housed within the mc D New York Shoe were
- 10:01typically assigned cell mates, but she did not know if
- 10:05they were required to have cell mates. Noel said Epstein
- 10:08was assigned to cell mate while he was housed within
- 10:11the shoe, but said that no one spoke with her
- 10:13about a requirement that Epstein have a cell mate. Noel
- 10:17said she did not know that Inmate three had been
- 10:19removed from mcc New York on August ninth, and stated
- 10:23that she was not aware that Epstein should have been
- 10:26assigned a new cell mate if in May three had
- 10:29been removed from mcc New York. Material handler Michael Thomas
- 10:34told the OIG that he worked a shift in the
- 10:37shoe on August tenth from twelve am until eight am.
- 10:41Thomas said the shoe was not his normal post, but
- 10:44he had worked in the shoe on numerous previous occasions.
- 10:47And was familiar with the SHOE protocols and procedures. Thomas
- 10:52said he knew that if an inmate came off suicide
- 10:54Watch or psychological observation, they should be assigned to cell mate,
- 10:59and he said he was aware that Epstein had previously
- 11:02been on suicide Watch and psychological observation. Therefore, Thomas assumed
- 11:08that Epstein was required to have a cell mate, but
- 11:11said no one had spoken with him about that requirement.
- 11:14Thomas said the SHOE staff should have notified the operations
- 11:18lieutenant as soon as they knew that Epstein's cell mate
- 11:21had departed mcc new York on August ninth. However, Thomas
- 11:26said he did not know that inmate three was removed
- 11:29from mcc new York on August ninth, and that Epstein
- 11:33was without a cell mate during his shift on August tenth.
- 11:37All right, we're gonna wrap up this episode here, and
- 11:40then in the next episode, we're gonna check out the
- 11:44next section, which is Epstein is allowed to make an
- 11:48unmonitored telephone call on August ninth. All of the information
- 11:52that goes with the episode can be found in the
- 11:55description box.
