Speaker 1: Now we turn to the Mountain Eagle to read news
0:04
from Weisberg. Your reader today is Bill Dean Arsdale. We
0:09
will begin with the addition dated February fourth, twenty twenty six,
0:14
which the publishers have donated to RADIOI as a reminder.
0:18
RADIOI is a reading service intended for people who are
0:21
blind or have other disabilities that make it difficult to
0:25
read printed material. The first story is the caption of
0:30
a photo a cold run to the store with snow
0:36
and eyes covering the roads and temperatures dipping into the
0:39
single digits. Elizabeth Bates and Dalton Sturgel of Elk Creek
0:44
used their four wheeler late last week to get out
0:47
of the halla and pick up staples at the Dollar
0:49
General store at Frog Pond near Blackie. Temperatures are expected
0:54
to be slightly warmer the rest of this week, ranging
0:57
from a high of thirty seven degrees four kia asked
1:00
for Friday to a low of fourteen degrees early Sunday.
1:05
If you need to get out and about on a
1:07
four wheeler, you'd best bundle up like this couple did.
1:13
The next headline is Lecture Schools budget two hundred thousand
1:18
dollars extra for higher electrical bills. The Electra County Board
1:24
of Education has approved a draft budget for the next
1:27
school year that includes a two hundred thousand dollars increase
1:31
in the amount budgeted for electric bills. Director Josh Johns
1:36
said the draft budget is based on the past three
1:39
years budgets, while much of the budget remains the same.
1:44
He said the district is expected to see significant increases
1:47
in the cost of electricity, even if the rate increase
1:51
Kentucky Power asked for is not approved by the Kentucky
1:54
Public Service Commission. One of the biggest costs in our
1:59
draft budget was electricity. That's a big expense. Through period six,
2:04
which is December, we had already spent almost seven hundred
2:08
thousand dollars in electricity costs for our district, Yacht said.
2:13
We had it the total for one point two million dollars.
2:17
I've upped that to about one point four million dollars.
2:22
Board Chairman Robert Kaiser said the board needs to be
2:25
prepared for an even bigger increase than just what's caused
2:29
by cold weather usage. At whatever point they decide they're
2:33
increasing our rates, we need to come back at that
2:36
same point and look at increasing that again. Kaiser said
2:41
he jokingly suggested a solution to the problem of increasing
2:45
electrical costs. Can we not tax the electric company a
2:49
little bit higher rate to make up for what they're
2:51
going to make us pay for a power bill?
2:53
Speaker 2: Kaiser said.
2:56
Speaker 1: The draft budget is one of three that the district
2:59
is required to approve each year. The tentative budget is
3:04
due in May and the working budget is due in September.
3:09
Speaker 2: In addition to increased.
3:10
Speaker 1: Power costs, Yachts said, the budget also includes one percent
3:14
higher salaries due to the step increase for certified employees.
3:20
He said that is not an actual raise, but a
3:23
pre planned increase as teachers years of experience increases. Also
3:29
at the special called meeting, the board took the following action.
3:33
Voted to donate the old Lecher County Central High School
3:37
baseball scoreboard to the county for use at the Ernest
3:41
Cook Memorial Park in Whitesburg. The park hosts youth leagues
3:45
and middle school baseball and softball. The board heard a
3:50
report that Martha Jane Potter Elementary School is still labeled
3:55
as an ATSI school, meaning a targeted support and improvement
4:00
plan is required because one group of students Special education
4:05
scored significantly lower than other schools. Several other schools have
4:10
had those plans in the past but have moved out
4:13
of that category. Martha Jane Potter remains in the ATSI
4:18
category with a three year goal for improvement. The board
4:24
received the monthly attendance report. Director of Pupil Personnel Karen
4:29
Baker said the district hasn't had enough school in January
4:32
to have accurate numbers, but the percentage is eighty eight
4:36
point sixty four percent for the day's school was in session.
4:41
Wichbourg Middle School has had an attendance rate above ninety
4:44
percent since the beginning of the school year and was
4:48
at ninety four percent for January, Baker said, and the
4:53
board received its financial report showing the district had a
4:56
total of fourteen point six million dollars in cash. The
5:02
next story is are County hydrants fire ready? Firefighters water
5:09
district disagree? A dispute between local fire departments and the
5:15
Electric County Water and Sewer District spilled into public view
5:19
last week, revealing that the hydrants seen around the county
5:23
are not traditional fire hybrants at all, and that at
5:26
least some of them are turned off The disagreement centers
5:31
on whether the water district's flushing hydrants are reliable and
5:35
accessible for emergency firefighting, with fire officials saying inoperable or
5:40
unmarked hybrants are putting response efforts at risk, while water
5:45
district officials say most hydrants are functional and that restrictions
5:50
are necessary to prevent damage, freezing, and water theft. The
5:55
hydrants are apparently intended only for flushing water lines as
6:00
part of routine maintenance or after outages or line repairs,
6:04
though fire departments are allowed to use them. The problem,
6:09
officials said, is that no one is certain how many
6:12
of the hydrants have been shut off. At least one
6:15
fire department says it has been difficult to find a
6:18
hydrant that is operational, while the hitdle of Water District
6:22
said he knows of only three that are not working.
6:25
I bet there's not five turned off in the whole county,
6:28
said Jason Lewis, manager of the Water and Sewer District.
6:34
Coulson Volunteer Fire Department Chief David Bentley appeared before the
6:38
Electrofiscal Court last week to complain about the hydrants and
6:43
to update the court on his department's activities. Bentley said
6:47
Coulson firefighters recently battled a house fire overlooking Kentucky fifteen
6:53
at Isisom and attempted to use three hydrants before finding
6:57
one that worked located near Park City on im Drive.
7:03
Because the department's trucks carry only nine hundred to one
7:06
thousand feet of hose, firefighters were forced to fill a
7:10
tanker truck instead of laying hose to the fire, Bentley said.
7:15
Bentley asked the court to compel our county Water and
7:18
Sewer services to get our hydrants going. We are running
7:23
into entirely too many dead hydrants and they are not
7:26
properly marked, Bentley said. He said he has been told
7:31
the hydrants are turned off because we're afraid you're going
7:34
to use it. Lewis said hydrants that are not working
7:38
are either frozen and broken and have not yet been replaced,
7:42
or were intentionally turned off to prevent theft by individuals
7:47
filling swimming pools or by companies filling trucks and reselling
7:51
the water.
7:52
Speaker 2: If they're off, there's a reason they're off, Lewis said.
7:57
Speaker 1: Lewis said there is a valve box at the base
7:59
of the high hydrance and fire departments can use a
8:02
tea handle to turn them on just as quickly as
8:05
they would a standard hybrid. Lewis, who previously worked for
8:10
the Cumberland Water Department before joining the Electric County Water
8:14
and Sewer District ten years ago, agreed with Bentley that
8:17
traditional fire hydrants should be marked based on water output,
8:22
but said that requirement does not apply to flushing hydrants.
8:27
Lewis said he has not received complaints about hybrants during
8:30
his decade with the district, and suggested some firefighters may
8:34
be frustrated that the hydrants are metered and that departments
8:38
are required to complete log books documenting water usage during
8:42
fires and training exercises. Lewis said the Kentucky Public Service
8:47
Commission allows the district only fifteen percent water loss, requiring
8:53
it to track usage, even though it does not charge
8:56
fire departments for fire fighting or training. Terry Adams, Letcher
9:02
County Judge Executive, said the Fiscal Court has no authority
9:05
over the water District, which is governed by an independent board.
9:10
He said fire departments with concerns should direct them to
9:13
the district's board. Also at the meeting, Bentley reported on
9:18
progress the department has made in wild Fire Management and
9:22
announced that the department received a grant to purchase a
9:25
RAM pickup truck for first response. The truck is equipped
9:30
to respond to emergency calls until an ambulance arrives. The
9:37
next story is Jenkins Mayor is now back home and recovering.
9:43
City Council hears Jenkins Mayor Todd de Priest is out
9:48
of the hospital following a heart attack a month ago.
9:52
Councilman Chuck Anderson, who is chairing city council meetings until
9:57
de Priest can return, said, de Priest is home and recovering.
10:02
We're blessed to see Mayor Dupriest has been released from
10:04
the hospital and he was able to come by City
10:07
Hall today and visit with the staff and go over
10:10
the council agenda with us, Anderson told the rest of
10:14
the council at its meeting Monday night. Du Priest suffered
10:18
a heart attack at home January first, and was flown
10:21
to Pippo Medical Center for treatment. Du Priest is in
10:25
his third term as mayor. Much of the meeting Monday
10:30
night focused on paying bills for public works projects, including
10:34
the sewer inflow and infiltration project, the elevator and handicapped
10:40
accessibility project at City Hall and opening a new bank
10:44
account to handle money from a new Appalachian Regional Commission
10:48
of grant. In other business, during the twelve minute meeting,
10:53
the council received reports from the Police Department and reports
10:57
on snow removal. City Attorney Randall Tackett told the council
11:03
auction documents for the sale of the old City Hall
11:06
have also been prepared and sent to parties that have
11:09
expressed an interest in buying the building. The next story
11:15
is LCC girls near top of fourteenth Region standings. Powered
11:22
by a six game winning street, The Letcher County Central

20:44
and Delaney added eight and nine rebounds, respectively, helping elsie
20:48
C control the paint throughout the game. And the next
20:53
story is Jenkins Boys now twelve and nine. After notching
21:00
consecutive wins over Council of Virginia and Cordia January twentieth
21:04
and January twenty first, the Jenkins Cavaliers ran into stiffer
21:08
competition with a game against the Electra County Central Cougars
21:12
on January thirtieth, sandwiched between contests against fourteenth Region power
21:18
Not County Central on January twenty third and February second.
21:24
The weary Cavaliers came up empty in all three contests,
21:28
as they saw their season one loss record dipped to
21:31
twelve and nine and their record against fourteenth Region teams
21:34
fall to four and seven. Jenkins's three and three and
21:38
fifty third district play. While game statistics were not available
21:43
for the January thirtieth and February second games. Here's a
21:47
rundown of how the Cavaliers have fared over the last
21:50
couple of weeks. On January twentieth, Jenkins had a solid
21:55
offensive showing scoring fifty seven points behind senior Tale Owens's
22:01
team high eighteen points in a fifty seven to thirty
22:04
eight win over host Council Virginia. Owens was effected inside
22:09
and at the free throw line, while Chase McNeely added
22:13
twelve points on efficient shooting despite struggling from three point range.
22:18
The Cavaliers leaned on interior scoring and rebounding, with Connor
22:23
Rose pulling down a team high eight boards as Jenkins
22:27
controlled the glass and found enough offense to secure the win.
22:33
Jenkins followed with its most complete performance of the week
22:36
in abdominant seventy five to thirty three victory over visiting
22:40
Cordy A High School on January twenty first. The Cavaliers
22:45
shot better than fifty two percent from the field and
22:48
were nearly automatic at the foul line, converting twenty four
22:52
of twenty eight free throws. Owens again led the way
22:56
with eighteen points, including two three pointers and a a
23:00
perfect night at the strike, while McNeely finished with thirteen
23:03
points and Malachai Atkins added eleven. Jenkins also showed improved
23:09
perimeter balance, knocking down five three pointers from four different
23:14
players while building an early lead and maintaining control throughout
23:18
the contest.
23:20
Speaker 2: The Cavaliers closed.
23:22
Speaker 1: The week on the road January twenty third at Knott
23:25
County Central, where they were unable to keep pace in
23:28
a seventy five to thirty eight loss. McNeely led Jenkins
23:33
with ten points and Atkins added nine points and a
23:37
team high seven rebounds, but the Cavaliers struggled to convert
23:41
scoring opportunities, shooting under thirty nine percent from the field.
23:46
Jenkins attempted just two free throws in the game, limiting
23:50
chances to cut into the deficit as Knot County Central
23:53
steadily built its lead and controlled the tempo down the stretch.
23:58
Not Central, which groove to fourteen and six on the
24:01
season with the win in Hinman, remains unbeaten in fifty
24:06
third District play with a record of five and oh.
24:09
The Patriots are now eight and two in the fourteenth region.
24:13
Jenkins is three and two in district play, while Kordia
24:17
is zero and five. Lecher County Central has a District
24:21
one loss record of five and one. The next story
24:27
is Letcher cheer teams compete in national competition. Fleming Neon
24:34
Middle School and Whitesburg Middle School both competed this past
24:39
weekend at the UCA Division two National High School Cheerleading
24:44
Championships in Orlando, Florida, advancing to the semifinal round in
24:49
the Junior high non tumbling Game Day category. A total
24:54
of seventeen teams advanced to the semifinals in the division.
24:58
Fleming Neon Middle School LUO finished third in the semi
25:01
final round with a score of eighty five point one,
25:05
while Watchburg Middle School placed twelfth with an event score
25:09
of seventy nine point six. Only the top nine teams
25:13
advanced to the final round, which was held February first.
25:18
Fleming Neon went on to earn a fourth place finish
25:21
in the national finals, placing among the top teams in
25:24
the country in its division. Watchburg Middle School's run ended
25:29
after an injury suffered by a team member proved to
25:32
be too much to overcome. The competition as part of
25:36
the UCA National High School Cheerleading Championship, held annually at
25:42
the ESPN wide World of Sports Complex at Walt Disney World.
25:47
Teams qualify for the national event through regional competitions during
25:51
the season. The Next story is Elizabeth Barrett, dies was
25:59
best known for award winning film Elizabeth Banks Barrett, seventy
26:05
four of Whitsburg, a documentary filmmaker known for her work
26:10
with Apple Shop, passed away Tuesday.
26:12
Speaker 2: At her home.
26:15
Speaker 1: Liz was born in Hazard, and she attended Hazzard High
26:19
and the University of Kentucky, where she was a member
26:22
of Tri Delta Sorority. The day after graduating from UK,
26:27
Liz began working as a filmmaker at Apple Shop, a
26:30
media arts center in Wichburg, where she met her husband, Herbie,
26:34
and began a half century of documenting the place she
26:38
was a part of. She earned many awards, including a
26:41
Guggenheim Fellowship and recognition at the Sundance Film Festival. Elizabeth
26:47
was the founding director of the Apple Shop Archive, where
26:51
she dedicated much of her efforts at the end of
26:53
her career. She was perhaps best known for her documentary
26:58
Stranger with a Camera, which chronicled the nineteen sixty seven
27:02
shooting death of Canadian filmmaker Hugh O'Connor by Hobart Eisen,
27:07
a landlord from Jeremiah. As a native of nearby Perry County,
27:13
she used the film to explore the impact of the
27:16
story on the community and on filmmakers from outside the region.
27:21
The family extends heartfelt gratitude to the devoted caregiver, Margaret Rudd,
27:26
and the teams from Village Caregiving and Bluegrass Care Navigators.
27:32
The next story is what is a doula and what
27:36
a new bill could mean for mothers in Electra County.
27:41
A bill moving through the Kentucky General Assembly could change
27:45
how pregnancy and childbirth are supported for families in Electric
27:49
County and elsewhere across the state, including those who rely
