Former Milwaukee County Judge Hannah Dugan, 67, avoided prison and was instead fined $5,000 after being convicted of felony obstruction for helping an undocumented immigrant evade federal agents inside a courthouse. Though prosecutors claimed she intentionally misdirected agents and used a private exit to let Eduardo Flores-Ruiz slip away, Judge Lynn Adelman called the act a minor delay and noted Dugan’s long record of public service and loss of her judgeship.
