- Mark Garrett: When you hear terms like hashtag defund the police, what does that mean to you? It means we've got to fundamentally change policing in this state and this nation. It means that we're overly reliant on policing to address social services out on the streets, to address the issues and needs of homeless community, folks out there suffering with addictions, people with bipolar disorder, this schizophrenia, paranoia, people with mental health issues. And we're asking the police first approach. To solve these problems, that's not what policing should be doing. And so when I hear the word defund, I think about those fundamental issues that can radically be changed and I think can be changed by reimagining, again, reimagining policing. Radically, fundamentally reimagine. Remember all those words from 2020 and 2021? Remember how radical the left was? Remember? The defund the police movement. And it was all centered around this reimagine policing phrase. In twenty twenty, cities across this country were figuratively and literally burning in many cases. And because of social pressure, we had police chiefs across America bowing at the feet of the Black Lives Matter crooks and frauds. And so here we are in 2026. And I know people are thinking, well, maybe ⁓ we're getting back on track with the law enforcement culture and the rule of law culture. Don't believe it for a second. What has happened is the left hatred for law enforcement and the rule of law has been completely exposed. They've actually become very aggressive about it. They changed some words. They've changed them tactics because they they see, they saw, they found out that those initial aggressive tactics trying to undermine law enforcement didn't succeed the way they wanted, but they have not quit. They have not given up. Now remember a couple of those things that the good governor from California just said about cops shouldn't be doing social work and so forth and so on. In other words, let's leave the people who are whacked out of their minds on methamphetamines and cocaine and heroin. Let's just leave them alone. Let's give them public housing. Let's take care of them with ⁓ government ⁓ healthcare. That's what he's talking about. He's not talking about the fixing the problem. And nothing has changed with the left. If you don't believe me, let's take a look at the good councilwoman Ramon's remarks from a recent LA City mayor debate. Have shrunk right now. So no more officers stayed the same? What do you what are you saying? I would love to keep it the same. We have funded them more. The police force has been shrinking. So let's get real about how we actually deliver public safety outcomes. I'm gonna work as hard as I can to maintain our police force where it is, but we also need to make sure that we build out responses that can actually take call load off of LAPD. So many calls that are coming into LAPD do not require armed officer response. Let's take call load off of that. And let's make sure that police can come when people the woman who wanted to do the fund police, the woman who advocated for the funding the police is now complaining that there are too few police. And so now we have to add social workers to go out and respond to again the whacked out, mentally deranged, drug addicted criminals. Most of them are. And hope for a quote unquote good outcome. See these euphemisms, good outcome means not putting offenders in jails, ladies and gentlemen. That's what good outcome means in the mind of the left, the mind of the engine behind the Democrat Party. Whether it's LA City, whether it's state of California, where's whether it's New Jersey that we'll get to in a minute, it's all the same mindset. It's an abandonment. Of the rule of law and self-responsibility. That's what we're talking about. I do want to give Spencer Pratt credit here for a second ⁓ with his response to the councilwoman's statement about social workers handling crime. Take a listen. The reality is, no matter how many beds you give these people, they are on supermeth. They are on fentanyl. The DEA statistic says 93% of this is a drug addiction problem. Nidia Councilwoman Robins plan for treatment first. I will go below the Harbor Freeway tomorrow with her, and we can find some of these people she's gonna offer treatment for. She's gonna get stabbed in the neck. These people do not want a bed. They want fentanyl or supermeth. These ideas cost us over 400 million dollars to house for six seventy, what did he say? 3,000 people for 400 million? This is absolute failure for both of them. They're a team. He's speaking the truth. Of course, Pratt. Is 100% correct. The people on these freeways, the people on the underpasses, the people living in the streets of downtown Los Angeles or any place else, the vast majority are whacked out of their mind on illicit narcotics. Andor, and almost and have emotional and psychological problems that make them a danger to themselves and more importantly, to others. They need to be taken off the street and put in jails or facilities to help them recover from their addiction and their mental incapacities. Simple as that. But it doesn't stop with the good councilwoman in Los Angeles. What does the city mayor of Los Angeles City think is a solution to dealing with people who are addicted to drugs? Take a listen to this shocker. How many people who are unhoused that you meet? Have no teeth at all. They don't have teeth. Why? Because meth rots your teeth. You can't succeed without teeth. So there needs to be comprehensive health care provided to people. You see, this is a person who is not serious or interested in making the city of Los Angeles safer for law-abiding citizens. She simply isn't. Instead of finding a way To incarcerate criminals or to get them the treatment they need to separate themselves from illicit drug use. She believes the answer to the public safety issue is to get them dentures and leave them on the street to continue to do methamphetamine. Karen Bass and people like her are either insane, stupid, or they are complicit in the effort to undermine law enforcement, which undermines public safety. I'll say it's all of the above, actually. Now let me play for you a clip that illustrates one of the most frightening policy proposals I've seen in a long time when it comes to public safety and Undermining police officers trying to enforce the rule of law. Take a listen. In a unanimous vote Wednesday, the LA City Council approved a proposal calling on the LAPD to end the practice of pretextual stops. That's where officers pull someone over or stop them for a minor violation as a way to investigate or search for evidence of a more serious crime. First of all, the Supreme Court ruled decades ago that pretextual stops are constitutional. And just as that clip said, it simply means it's a tool for law enforcement to make a legal enforcement contact with an individual or individuals in a vehicle. And then if further evidence presents itself, it gives you officers probable cause to investigate and take further action. It's as simple as that. This is a tool that the LA City Council is trying to remove from LAPD officers in an effort to make. The citizens of Los Angeles safer. This continues. According to a report from the LA City Chief Legislative Analyst Office released earlier this year, there were more than 72,000 pretextual stops between April 2022 and September 2025. Of those, about 30% produced evidence of another offense, including drugs or weapons. And people perceived to be black or Latino accounted for roughly 86% of all pretextual stops. First of all, we know they had to go to race on this. This is what the left does every single time. But when we go back a little bit f ⁓ in the ⁓ video before that, it says that 30% of those pretextual stops resulted in the discovery of a more serious crime, of serious crime. Thirty percent. Think of those those of you who are adults who've been driving for a long time. Think of the number of times you've been stopped over the years. And has the officer ever discovered something in your vehicle or about you that resulted in more than running the stop sign or a red light or a seatbelt violation? For those of you who are criminals who are listening, maybe so. But for most of us, the initial observation is what is dealt with in the stop. Again, the stop sign, the red light, the seatbelt, the speeding, whatever it is, and you're on your way. Can you imagine that 30% of the people stopped with pretext stops are arrested or at least investigated for other crimes? This is a massively effective tool that law enforcement has to suppress crime. And the LA City Council wants to take it away. You know why? Because, like the rest of the left, they want to reimagine policing. See, this is what reimagining Policing is. It's a euphemism for undermining policing. That's what it is. To the second point in this video here about the ⁓ racial makeup. First of all, the city of Los Angeles is comprised of between 70 and 75% black and brown people. So what percentage do you think? of the people who are subject to pretextual stops are black or brown. He said about 80%. That's pretty close. It's pretty representative. But here's what's more important. So much more important. Ninety percent, about ninety percent of the homicide suspects in the city of Los Angeles are what? Yes, you guessed it, black or brown. Ninety percent or so of the victims of homicide, those people murdered are black or brown. What the LA City Council is attempting to do is to make it more difficult for black, Hispanic, Asian, and white police officers to prevent more black, Asian, Hispanic. And white victims from dying from criminal activity in the city of Los Angeles. It's disgusting, and it's an example of quote unquote reimagining policing. Final thing I want to talk to you about is what's going on. Let me say that again, Anthony. Final clip I want you to watch is from New Jersey and what's going on there with the ICE protest. Take a look. Did you hear this crazy insane crowd chanting that they want everyone in that facility released? All of them. Release them all. Who's that facility? These are illegal aliens, people who came here in violation of federal law, and who have since committed violent crime. Murder, kidnapping, child predators, kidnappers, drug trafficking, and the list goes on and on. And what does this insane group of people chant? Release them all. This is reimagining policing. They do not want at a city, county, a state, or federal level for law enforcement to be able to enforce the law as it is written. The reimagined crowd didn't die in twenty twenty one or twenty twenty two. It didn't go away. It's just been repackaged. And they're using every opportunity to undermine law enforcement and to put pressure on decision makers and elected officials to weaken law enforcement. I'm hoping it doesn't happen. We know it's not happening at the federal level, thank goodness for this administration. Let's keep an eye on our local officials and our state officials around this country to see what they do in response. to these people who hate law enforcement and hate the rule of law.
