- 0:06city at the end of the second world war vienna
- 0:12like berlin was divided into occupation zones
- 0:15controlled by the four allied powers the united
- 0:19states britain france and the soviet union unlike
- 0:23berlin vienna's very center the historic inner
- 0:27city was placed under joint four -power control,
- 0:30meaning representatives of all four militaries
- 0:34patrolled the same streets together, in the same
- 0:37jeeps, for a full decade, from 1945 until the
- 0:41Austrian state treaty restored full sovereignty
- 0:44in 1955. That arrangement, unique in occupied
- 0:52Europe, made Vienna something like a pressure
- 0:55valve and a listening post at once. A city where
- 0:58East and West sat physically closer together
- 1:01than almost anywhere else on the continent, and
- 1:05where the ordinary machinery of espionage, recruitment,
- 1:08surveillance, and defection could be conducted
- 1:11with relative ease. Act II. A city built for
- 1:19tradecraft. Vienna's layout. gave it particular
- 1:24advantages for intelligence work. The city's
- 1:28famous sewer system, vast and interconnected
- 1:31beneath the old city, offered a means of movement
- 1:35that avoided checkpoints entirely, a detail that
- 1:39entered popular imagination through the 1949
- 1:41film The Third Man. It self -shot on location
- 1:45during the real occupation and drawing directly
- 1:48on the black market and smuggling networks that
- 1:51flourished there. Beyond the sewers, Vienna's
- 1:57cafes, hotels, and international organizations,
- 2:02already a traditional hub of diplomacy from its
- 2:05Habsburg past, provided natural cover for meetings
- 2:08between agents and handlers from services that,
- 2:11in Berlin, might have had to work far more carefully.
- 2:15British, American, French, and Soviet intelligence
- 2:19services. along with those of neutral and non
- 2:23-aligned countries, who set up shop there once
- 2:25Austria's neutrality was established in 1955,
- 2:29all maintained substantial stations in the city
- 2:32throughout the Cold War. Act III. The traffic
- 2:39that passed through. Vienna's role didn't end
- 2:45with the 1955 treaty. If anything, Its position
- 2:50as a neutral capital sitting on the border between
- 2:52East and West made it more useful afterward,
- 2:56not less. It became a preferred site for East
- 3:00-West diplomatic contacts too sensitive for either
- 3:04side's own capital, including arms control negotiations
- 3:07later in the Cold War. Defectors moving in both
- 3:11directions frequently transited through Vienna.
- 3:15and Austrian neutrality meant that both superpowers
- 3:18could maintain a substantial intelligence presence
- 3:21there without the diplomatic friction that a
- 3:24similar footprint might cause elsewhere. The
- 3:30city's international organizations, including
- 3:32later the United Nations Vienna office and the
- 3:36International Atomic Energy Agency, added further
- 3:39diplomatic cover under which intelligence officers
- 3:42of multiple nations routinely operated, sometimes
- 3:46with mutual, unspoken awareness of exactly what
- 3:50their opposite numbers across the table were
- 3:52really doing there. Vienna never had a single
- 4:04defining incident the way Berlin had its wall.
- 4:08or its famous tunnel its reputation as an espionage
- 4:12capital rested instead on sheer accumulated volume
- 4:15the sustained ordinary decades -long presence
- 4:19of intelligence officers from every side of the
- 4:22cold war operating in closer physical proximity
- 4:25to their rivals than almost anywhere else in
- 4:28the world in a city whose neutrality made it
- 4:32useful precisely because no one fully controlled
- 4:36it Austrian security officials, for their part,
- 4:42developed a pragmatic tolerance for the arrangement.
- 4:45As long as foreign intelligence services didn't
- 4:48operate against Austria itself, and largely confined
- 4:51their activities to spying on each other, the
- 4:54country's own authorities generally looked the
- 4:57other way, treating the whole arrangement as
- 5:00one of the quieter costs and benefits of staying
- 5:03neutral in a divided world. This concludes declassified
