At 4:30 AM, police responded to a call about a man inside an unfinished school building in Ellicott City — the Howard County Public School Applications and Research Lab. They found and arrested 30-year-old Jamin Boateng of Laurel on charges of burglary and trespassing. He was released without bail and must appear in court on September 17.
