- 0:00Speaker 1: So the government giving reputable builders, plumbers, drain layers the
- 0:04Speaker 1: power to basically mark their own homework inspect their own work.
- 0:07Speaker 1: The goal is to cut down inspection wait times and
- 0:10Speaker 1: kitscharm master builders with us this morning, and Kirk, good morning,
- 0:13Speaker 1: Good morning man, good to have you on the show.
- 0:15Speaker 1: How do you define a reputable builder, plumber, drain layer?
- 0:21Speaker 2: The definition I think the government was indicating yesterday for
- 0:25Speaker 2: self certification as reported builders while building at scale, building
- 0:31Speaker 2: simple law risk holms and are using repeatable designs.
- 0:36Speaker 1: How do you because I guess this is the problem. Right,
- 0:38Speaker 1: you want to be sped up, you want it to
- 0:41Speaker 1: be easier, but you also want to stop some dodgy
- 0:43Speaker 1: builder or plumber from cutting corners, doing a shoddy job,
- 0:47Speaker 1: and then marking their own homework. How do you do that?
- 0:51Speaker 2: That's a very good point. So I think what we
- 0:55Speaker 2: have been saying is we need a very smart and
- 0:57Speaker 2: targeted reform to really use the compliance burden on simple
- 1:02Speaker 2: law ris homes without compromising on quality or consumer protections.
- 1:07Speaker 2: So there are a lot of things we can do
- 1:08Speaker 2: to enable that. So one is to restrict this to
- 1:11Speaker 2: only simple law risk bills. Second, to have a very
- 1:15Speaker 2: strict criteria on building professionals who can self certify and
- 1:19Speaker 2: continue some monitoring regime around the third to have some
- 1:24Speaker 2: mandatory insurance requirements thoughts, you can incorporate random inspections to
- 1:30Speaker 2: ensure quality management. There is a quite a big piece
- 1:33Speaker 2: we have been talking about, which is to use technology
- 1:36Speaker 2: solutions like virtual remote inspections to ensure that photographic evidence
- 1:40Speaker 2: of self certification is submitted so then risk assessment can
- 1:44Speaker 2: be performed and we can do some spot checks. And
- 1:47Speaker 2: the final is to strengthening the LBP scheme. So we
- 1:50Speaker 2: obviously need to see more details around all these areas,
- 1:54Speaker 2: but if they're implemented well, they will enable productivity gains
- 1:57Speaker 2: without compromising on quality or consumer.
- 2:00Speaker 1: Protection because I guess the thing is the reality is
- 2:03Speaker 1: you will know who the dodgy builders are, or you
- 2:05Speaker 1: will at least know who the good builders are, right son,
- 2:09Speaker 1: So can you will you have some say or who
- 2:11Speaker 1: will decide who the good ones are and who the
- 2:13Speaker 1: bad ones are.
- 2:16Speaker 2: I think there's a consultation happening where we are providing
- 2:19Speaker 2: an input on what that criteria should be, and I
- 2:22Speaker 2: think others in the industry will provide that into government
- 2:26Speaker 2: has a view too. So I have a feeling that
- 2:28Speaker 2: after they've announced this, they will now go through a
- 2:30Speaker 2: consultation process where we and others were quite input onto
- 2:34Speaker 2: how do you do this, because what we are trying
- 2:36Speaker 2: to do is we're trying to kind of improve We're
- 2:39Speaker 2: trying to look at the low hanging food we have
- 2:42Speaker 2: within our industry to improve some productivity. And the low
- 2:46Speaker 2: hanging food is to reduce the compliance burden on simple
- 2:49Speaker 2: law risk holmes. And if you do this well, it
- 2:52Speaker 2: will bring more lower cost homes in the market cheaper
- 2:55Speaker 2: and address housing affordability. It will free up counsel to
- 2:59Speaker 2: focus more on high risk projects and reduce inspection times.
- 3:02Speaker 2: And also I think increase adoption of technology like virtual
- 3:07Speaker 2: the more inspection and a lot of positives or that
- 3:10Speaker 2: sounds good.
- 3:11Speaker 1: No, it sounds good, And I want you to get
- 3:13Speaker 1: in there and I want you to tell them who
- 3:15Speaker 1: were the goodies and who were the baddies, because that
- 3:17Speaker 1: really is when it comes down to it, what is
- 3:19Speaker 1: going to make will break this new policy? An Kit Sharma,
- 3:22Speaker 1: Master Builders Chief Executive. For more from earlier edition with
