- 0:32This is Gracelyn Keller with the Becker's Healthcare
- 0:34Podcast, and we are recording live at the
- 0:36fourth annual spring payer issues roundtable.
- 0:39I'm joined now by Howard Weese, who is
- 0:41the vice president of government relations at EmblemHealth.
- 0:44Thanks Thanks for being here, Howard. Let's start
- 0:47our conversation by just having you introduce yourself
- 0:49a little bit further and share more about
- 0:51your role in organization.
- 0:52Sure.
- 0:53I'm Howard Weiss. I work at EmblemHealth.
- 0:56EmblemHealth is a nonprofit,
- 0:59mission based health plan headquartered in New York
- 1:02City.
- 1:03I work in the government relations department, so
- 1:05I'm not operational hands on. I'm not revenue
- 1:08hands on. I really look at legislation regulation
- 1:10and try and keep my colleagues up to
- 1:12date about what's going on.
- 1:15Well, thank you for being here. Yeah. And
- 1:17let's start our conversation.
- 1:19I'd love to hear from your perspective.
- 1:21What is the most pressing operational challenge you're
- 1:24facing payers right now, and how are you
- 1:26addressing it? Yeah. So I'm not gonna answer
- 1:28specifically operational. I think one one of the
- 1:31bigger challenges is the pure lack of trust
- 1:34that,
- 1:35consumers have in the health insurance industry that
- 1:38policymakers
- 1:39have in the health insurance industry. And I
- 1:41think it's truly a difficult thing and truly
- 1:43a
- 1:44factor that threatens the future of the industry
- 1:47as a whole.
- 1:49Fortunate to be work
- 1:50working where I work because we're really focused
- 1:53in on our community based activities.
- 1:56We have
- 1:5815
- 1:58neighborhood care centers,
- 2:01which are located throughout New York City,
- 2:04which provide community services not only to our
- 2:06members, but to people within the community.
- 2:10So that's a huge focus of ours.
- 2:12We,
- 2:13also have recently reduced the number of codes
- 2:15that we require for prior authorization,
- 2:18in an effort to really simplify and make
- 2:20things easier for consumers,
- 2:22hopefully, have them understand that we are in
- 2:25fact on their side.
- 2:27And we're also trying to improve. We've really
- 2:29made it a focus
- 2:31over the past year,
- 2:33of improving our customer service, understanding that it
- 2:36all begins
- 2:37and ends with how consumers feel about EmblemHealth.
- 2:40And and so that's the way we're trying
- 2:43to overcome that lack of trust.
- 2:46And there's a constant tension between keeping costs
- 2:48down and actually delivering a good member experience,
- 2:51especially as it comes to care coordination.
- 2:54So how is your organization
- 2:55balancing cost containment with improving member experience and
- 2:59quality outcomes, and where are you seeing the
- 3:01greatest opportunity for impact there? Yeah.
- 3:03So we're
- 3:05trying to grow. And in order to grow,
- 3:07we really feel like we need to make
- 3:09long term relationships with our consumers.
- 3:11So,
- 3:12because of that, you know, we're all on
- 3:15the prevention train. Right? Keeping people healthier longer.
- 3:18It's not necessarily about next year. It's about
- 3:21the year after that and the year after
- 3:23that. It means focusing on star Medicare Advantage
- 3:26and marketplace stars. Right? Because stars
- 3:30aren't only a revenue source. Right? They are
- 3:32absolutely an indicator
- 3:34of the types of services, the quality of
- 3:35services,
- 3:37that you're providing for in all these.
- 3:39The the way we figure it, the more
- 3:41affordable health care is,
- 3:43the lower their out of pocket cost, the
- 3:45best that we can do to help our
- 3:47consumers,
- 3:49navigate those out of pocket cost is going
- 3:51to be in the end a long term
- 3:53plus for an organization.
- 3:56So that's the way we view it. We
- 3:57view it. We're less
- 3:59looking at this as,
- 4:01kind of mutually exclusive
- 4:03and more, hey. This is really in the
- 4:05best interest of our company.
- 4:08And digital engagement and transformation continues to accelerate
- 4:11across health care. So what technologies and AI
- 4:14are you prioritizing
- 4:15right now, and where are you seeing meaningful
- 4:17ROI as well as better engagement with members?
- 4:21Yeah. And,
- 4:22for us, it's
- 4:24we've started new sort of care management programs
- 4:27where we use AI to identify
- 4:29and actually even do the initial outreach to
- 4:31folks that we think might be most effective.
- 4:34For example, there was a big heat wave
- 4:36in New York City over the summer. Right?
- 4:39So we created this bot, which
- 4:42used information from AI,
- 4:44said, hey. Listen. You know, if you,
- 4:46need help doing x y z, here's where
- 4:48to call. And we found it to be
- 4:50very, very effective.
- 4:51Right? So it's,
- 4:53the AI bot is not making any decisions.
- 4:55Right? But they are performing the initial outreach
- 4:58and actually found that people
- 5:00felt like it was personal.
- 5:01So it must have been pretty good buy.
- 5:03But,
- 5:04you know, trying to improve our portals,
- 5:07both from the provider perspective and the number
- 5:09of perspectives and
- 5:11prove their experience,
- 5:12when they're working with us is the one
- 5:15of the ways that we're really looking at
- 5:17best utilizing
- 5:19AI.
- 5:20And as we wrap up our conversation,
- 5:23I'd love to know,
- 5:24your thoughts on health care workforce shortages as
- 5:27they continue to impact payers and providers alike.
- 5:30So how are you thinking about AI as
- 5:32a way to augment, not replace,
- 5:34but augment care teams, especially in areas like
- 5:36call centers, care management, and population health? Yeah.
- 5:39That's exactly it. Right? It's
- 5:41AI is an analytical tool. It helps
- 5:44professionals,
- 5:45health care professionals,
- 5:47consumer,
- 5:49relations professionals, the folks that doing the call
- 5:51centers
- 5:52better focus their activities,
- 5:54spend more time
- 5:56when it comes to care managers, focus,
- 5:58trying to think about what's best for the
- 6:00consumer,
- 6:01distilling information to help them do that from
- 6:03a customer service standpoint,
- 6:06providing them with sort of prompts that seem
- 6:08to,
- 6:09work with certain types of inquiries.
- 6:13So it's a it's a it's a way
- 6:15of supporting those initiatives, and it's not a
- 6:17way of diminishing our need for these extremely
- 6:21valued professions.
- 6:23Wonderful. Well, Howard, thank you so much for
- 6:25joining me today on the Becker's Healthcare podcast
- 6:27and sharing these thoughts and insights. Again, we
- 6:29are recording live at the fourth annual spring
- 6:31payer issues roundtable.
- 6:33Thanks very much.
