- 0:24dated January the second through the fifth of twenty twenty six.
- 0:30Our first article from the front page is Pikeville Planning
- 0:33Infrastructure for future Development by Gary Sloan, staff writer. In
- 0:39this final part of our series, Pikeville City Manager Reggie
- 0:43Hickman looks forward to future projects. I'm a big proponent
- 0:47of solid infrastructure, Hickman said. It's the stuff you can't
- 0:51see but you can't do without, and that's those pipes
- 0:55that are buried in the ground, water and sewer. We've
- 1:00got water treatment plant project going on right now, Hickman continued.
- 1:04A carbon feeder that costs just south of eight hundred
- 1:07thousand dollars and that will use activated carbon, which we
- 1:12do now. But the equipment is extremely old and the
- 1:16controls are a little erratic, so we'll have a really
- 1:19modern carbon feeder auxiliary plant to go with our main
- 1:23water plant. Activated carbon cleans water of impurities and improves
- 1:27water quality. He explained that project is nearing completion. Hickman
- 1:32said the wastewater treatment plant membrane filter's project is complete now.
- 1:37Along with that, r as pumps return activated sledge pumps
- 1:42can and had been replaced. We have replaced them all.
- 1:47Hickman said that in conjunction with the filtration at the plant,
- 1:50it puts the city in good shape. We have two
- 1:53available segments within the plant that we will still expand with,
- 1:56Hickman said, so we can get up to a solid
- 1:59five million gallons of water a day and six million
- 2:03gallons of sewage when we get everything completely finished, and
- 2:07that will be expanded as needed. Kentucky Enterprise Industrial Park,
- 2:12we have a pad that is ready, Hickman said, discussing
- 2:15the Industrial Park. It's called a build ready site that
- 2:19is one hundred thousand square feet and the street has
- 2:22been extended down now, which is part of the master plan,
- 2:27and as those locations are built in the street will
- 2:29continue to be extended. Hickman said there has been some
- 2:33interest in the Industrial Park. We've had some contacts, naturally,
- 2:37I can't discuss that right now. Hickman said that build
- 2:40ready site is certified and registered and is on the
- 2:43State Industrial Site, so now the whole world can see it.
- 2:47According to Hickman, the Industrial park has all the utilities
- 2:50now water, sewage, natural gas, fiber, and electricity. That has
- 2:55really started turning heads. Hickman said, with electricity being available
- 2:59in g great capacity has helped in gaining interest in
- 3:03the industrial Park. Hickman said hopefully the park will attract
- 3:07multiple mid level companies and businesses as opposed to just
- 3:10one single large company. If you can get several mid
- 3:15level companies or businesses placed up there, I feel that
- 3:19is a better plan than just one single large company,
- 3:21Hickman explained, I mean, what would happen if one large
- 3:26company builds up there and in five or ten years
- 3:29goes bankrupt. All those workers would be without a job.
- 3:33With several mid level businesses hiring say fifty to one
- 3:36hundred people or so, if one goes out, then just
- 3:39those workers would be affected, not say two thousand or
- 3:42more workers with the large company. Hickman said it would
- 3:46be easier for those fifty to one hundred to find
- 3:48jobs rather than two thousand or more people police and
- 3:52fire departments. One project Hickman said he has been looking
- 3:56into is a new Pikevield police station. I still have
- 4:00this dream that I want to see become a reality,
- 4:03and we're working towards building a new police station, Hickman said.
- 4:07We currently have a police station that was built when
- 4:09we had ten or twelve officers, and now we have
- 4:12about twenty five officers. They desperately need more space, especially
- 4:16for housing evidence. Hickman continued, It's just the way the
- 4:20system works and the police have to house evidence for
- 4:23a much longer time now until the cases are completed
- 4:26in court. In November twenty twenty five, Fifth District Congressman
- 4:30Hal Rogers announced that nearly four million in funding for
- 4:34a new police station in Pikeville has been secured. I've
- 4:39mentioned the police department, and I want to mention our
- 4:41fire department to Hickman said. We are starting a paramedic
- 4:45program in early twenty twenty six, and we are excited
- 4:47about that. Police Chief Philip Reid and Fire Chief Johnny
- 4:51Cole have done a fantastic job in getting this program ready.
- 4:55Hickman continued, Johnny has done a yeoman's work here and
- 5:00there are others who have been involved too. Pikefel Medical
- 5:03Center has been intricately involved in getting the paramedic program ready.
- 5:08Let's give PMC some credit here for Suir Hickman said.
- 5:12They are excited over this program and we are and
- 5:15watched out for Pikefvil e MS in getting grants for
- 5:19monitors and other equipment for us and then donated that
- 5:21equipment to us. This has been a great collaborative effort
- 5:25between the city Fire Department and PMC and getting the
- 5:29paramedic program ready and on their own. We are always
- 5:33looking to the future and trying to plan ahead for
- 5:35the businesses and residents of the city of Pikeville, Hickman continued.
- 5:41Our next article from the front page is pikeman arrested
- 5:45on terroristic threatening charge three months after sexual abuse charge.
- 5:50A News Express staff report, a Pikeville man who was
- 5:54charged in September with sexual abuse for allegedly sexually abusing
- 5:57a woman in the Pikeville City parking garage has been
- 6:00arrested after police said he threatened a woman in Washington
- 6:03by foam. According to an arrest citation, written by Kentucky
- 6:07State Police Trooper Braxton Whitmore. On December the twenty ninth,
- 6:11the agency received a complaint from an officer with the
- 6:15Everson Police Department in Washington, advising an unknown male subject
- 6:20had called a deputy sheriff's wife the day before and
- 6:25made threats he was going to kill her family. Whitmore
- 6:29wrote that an IP address and other information led him
- 6:32to contact Terry Weston Rogers, twenty nine of College Street,
- 6:35Pikeville through a family member, and Rogers agreed to meet
- 6:39with him at k s P Post nine for an interview. Rogers,
- 6:42the citation said, was mirandized and agreed to speak without
- 6:46an attorney present. During an interview, Whitmore wrote, Rogers said
- 6:50he had been intoxicated and remembered calling the woman, but
- 6:54stated it was nothing harmful and was done only in
- 6:56a playful, perverted manner. The victim, the citation and said,
- 7:00told Whitmore that the caller had told her he knew
- 7:03her husband was a law enforcement officer and that he
- 7:06was going to kill her family. Further, the victims said
- 7:09the caller stated he knew some of the victim's family members.
- 7:12According to the citation, Rogers was launched in the Pike
- 7:15County Detention Center on a charge of third degree terroristic threatening.
- 7:20Court records show Rogers is currently free on bond in
- 7:23connection with other cases he faces, including the one from September.
- 7:28In the September case, Rogers was charged after Pikeville Police
- 7:32announced they were investigating two incidents in which a man
- 7:35reportedly approached a female from behind and slapped her on
- 7:38the but ucks with his hand before fleeing on foot.
- 7:41The victims did not know the individual, the statement said.
- 7:44According to the warrant, in that case, Rogers unlawfully and
- 7:47intentionally subjected another person, a stranger who was over the
- 7:50age of eighteen, to sexual contact without consent in the
- 7:54Pikeville City parking garage. Court records show Rogers was already
- 7:58facing dating violence charges in Pike County District Court. According
- 8:02to documents, Rogers was charged in August of twenty twenty
- 8:05four and in March of twenty twenty five with fourth
- 8:09degree assault dating violence minor injury in two separate indictments
- 8:17involving a female victim. Records show Rogers was also charged
- 8:22with third degree criminal abuse in May of twenty twenty four. However,
- 8:25records show a grand jury issued a no true bill
- 8:28in that case in November, which resulted in the case
- 8:31being sent back to district court. All of the previous
- 8:34cases are currently set to be heard in a pre
- 8:37trial hearing in Pike District Court in May. At the
- 8:40time of the newest offense, Rogers was free on a
- 8:42ten thousand dollars surety bond, which also required home incarceration,
- 8:46and that he have no further violations of the law.
- 8:50Rogers was arraigned in Pike County District Court on December
- 8:52thirtieth by Judge Robbie Wright. He entered a plea of
- 8:56not guilty and was assigned a preliminary conference for the
- 8:58terroristic threatening charge. At nine a m. May the thirteenth,
- 9:03Wright set a ten thousand dollars shorty bond in the
- 9:05case with conditions that Rogers have no further violations of
- 9:09state or federal laws, be on good behavior, have no
- 9:12Internet or social media access, and that he is not
- 9:16to be in contact with the alleged victim in the case.
- 9:19Based upon motions submitted by the office of Pike County
- 9:22Attorney Paul Howard, Wright did schedule a bond revocation hearing
- 9:26for one pm on January thirteenth. Wright also issued a
- 9:30stern amonition to Rogers regarding his bond in the current charge,
- 9:36as well as previous cases. Mister Rogers, hear me out.
- 9:39You are on bond now in a couple cases, Wright said.
- 9:42One of the conditions of those is that you are
- 9:44not to have any new violations of state and federal law.
- 9:48You are presumed innocent in every way by the Constitution,
- 9:51but you are on thin ice, very thin ice. On
- 9:55January thirteenth, things are going to be determined whether you
- 9:58follow those bonds or whether you will be reincarcerated. He continued,
- 10:02I am going to caution you there is not much
- 10:04room for error moving forward. The next time, there won't
- 10:07be much talking, there will be action. I am at
- 10:10the point we are going to have to do something.
- 10:13Don't test those waters. Our next article from the front
- 10:18page US Pike County beneficiaries of Make a Wish by
- 10:25Terry Elmy, News Editor. It is not often a young
- 10:29teenager from Pike County gets an opportunity to travel to
- 10:32foreign beaches and explore marine life and reptiles, but the
- 10:36Make a Wish Foundation did just that. For the Blackburn
- 10:39family of Ford's Branch. The deep blue oceans surrounding turks
- 10:44and Cacos, and the mysterious sounding Iguana Island are exotic
- 10:49destinations for anyone, but for fourteen year old Liam Blackburn,
- 10:52this was more than a vacation. It was a time
- 10:55when he could simply be a kid and do the
- 10:57things that make him happy and perhaps for a few moments,
- 11:00forget about his everyday life. Liam has cystic fibrosis. He
- 11:07schedules his life around the daily routine the disease places
- 11:10upon him. Twice each day, Liam takes respiratory treatments that
- 11:14can take up to an hour each He has to
- 11:16juggle his schoolwork, athletics, and social life around the life
- 11:21extending therapies. He has to take breathing treatments two times
- 11:24a day. His father, Brandon Blackburn, principal at Pikeville High School,
- 11:28said he has to hook up to a machine twice
- 11:30a day for anywhere between half an hour to an
- 11:32hour and a half. It robs him of his freedom.
- 11:36Yet Liam is determined not to be defined by cystic fibrosis.
- 11:40It has changed my life, he said, but I am
- 11:42still a normal kid. It takes some time out of
- 11:45my morning and I have to wake up earlier and
- 11:47focus on things like my pills, my treatments. Then he
- 11:51repeats the process in the evenings. It is a little
- 11:55different from most kids, Liam said, but I think my
- 11:57day is pretty similar. I'm not too different from them.
- 12:00His mother, Sarah, a teacher and learning coach for the
- 12:03Pikefuel Independent Schools District, said the disease also causes weight
- 12:07issues in pancreatic insufficiency and he has to take pills
- 12:12to help with nutritional absorption. He is always trying to
- 12:16gain weight. She said. He has to take medicine before
- 12:19he eats. He has to be reminded to eat and
- 12:21to eat the right things with a lot of fat
- 12:23and protein. That is a big part of his life.
- 12:26He has to avoid respiratory illnesses, stay away from people
- 12:29who are sick, and have really good hand hygiene. In
- 12:33addition to his home treatment, Liam goes to the Cystic
- 12:36Fibrosis Clinic at the UK Children's Hospital every three months
- 12:40for checkups, benchmark evaluations and other tests. This is where
- 12:45make a Wish came into play. According to Brandon, the
- 12:48clinic applied for a wish for each child they treat
- 12:50and Liam was one of the ones chosen. I got
- 12:53a call one day while I was at work from
- 12:55Make a Wish. Sarah laughed. I thought they were asking
- 12:58for a donation and I started getting my car a
- 13:00card out, but they were like, no, your son Liam
- 13:02has gotten a wish. We had no idea, We just
- 13:06got a call from Make a Wish one day. The
- 13:08Blackburns explained there is an entire process that goes into
- 13:11making a wish for a child, and that Make a
- 13:13Wish guided them along the way to determine if a destination,
- 13:16an activity, or meeting another person was best for Liam.
- 13:21It was so neat because they really gotta go the
- 13:23extra mile to make sure they understand what the kid wants.
- 13:28Brandon said, they keep adding layers to the things that
- 13:32were interest points to him and put it all together.
- 13:35Brandon said that after finding out that Liam likes to
- 13:38travel to try new foods and has a big interest
- 13:41in animals, especially marine life and reptiles, there was decided
- 13:44to send the Blackburn family to the Turks and Cows.
- 13:48So Liam, his parents, and his older brother Ian found
- 13:51themselves being whisked off for an unforgettable vacation. That wasn't
- 13:54what Liam expected at first. I was thinking like Hawaii
- 13:58or something, he said. Just beautiful scenery, good food and everything.
- 14:02Then Turks and Caicos popped up as one of the
- 14:05suggested places to visit. It has so many animals and
- 14:09activities along with the scenery and food. While there, the
- 14:12family was able to relax and enjoy the beach and
- 14:14the food. In fact, Liam had his first lobster while there.
- 14:19The trip was mostly relaxing, Liam explained, but there were
- 14:22some exhilarating activities like parasailing. I loved that. Then there
- 14:26was tubing. His parents were a bit worried about such activities,
- 14:29but still enjoyed the experience. Brandon said that is where
- 14:32Ian comes into play. We worry about Liam and protect him.
- 14:36Brandon said, Ian is the one who pushes him to
- 14:39do things that we sometimes think Liam can't do. This
- 14:43is a once in a lifetime type of trip. Sarah said,
- 14:46it was great to just for just the four of
- 14:48us to be together. I am just glad he got
- 14:51to do exactly what he wanted to do. When you
- 14:54have a child with a chronic illness, it takes the
- 14:56whole family to care for them. I gave Ian props
- 15:00oh as a big brother. He encourages him and pushes
- 15:03him when we won't like in soccer, Ian is like, yeah,
- 15:06he can do it. He is a really good big brother.
- 15:09The wish gave them one final opportunity to bond as
- 15:12a family before the family dynamics begin to change. Liam
- 15:16is getting ready to enter high school and challenge and
- 15:19the challenges that will present. At the same time, Iam
- 15:22is preparing to graduate from high school and then go
- 15:25away to college. One point the Blackburn family pointed out
- 15:28is that Liam is not terminally ill, and with proper
- 15:31treatment and precautions, he will be able to live a
- 15:34long life. That is one misconception about Make a Wish,
- 15:37Brandon said, people think the wishes are only for terminally
- 15:40ill children. It is not. It is for both terminally
- 15:43ill and chronically ill children. We are thankful for our
- 15:47local Make a Wish chapter here with Terry Walters and
- 15:50everyone involved. They were a big part of this and
- 15:53help to make it happen. Our final article from the
- 15:58front page is p f D receives new ambulance by
- 16:02Gary Sluan's staff writer. The Pike Full Fire Department recently
- 16:05received a new ambulance which will eventually serve both EMTs
- 16:09and paramedics as well. This unit is F four fifty
- 16:13and we are very excited to get this ambulance. Pikeville
- 16:16Fire Chief Johnny Cole said, we are so appreciative of
- 16:20the City Commission, the Mayor, and the City Manager for
- 16:23their help in acquiring this unit. Earlier this year, the
- 16:26city agreed to begin a paramedic program within the fire
- 16:29department to bring even greater care to patients directly to
- 16:33the scene. All of our firefighters are also trained as
- 16:36basic EMTs. Cole said, we're also looking to begin training
- 16:40some of those EMTs as advanced EMTs, who can provide
- 16:44a greater level of treatment than a basic EMT, and
- 16:47of course we're looking forward to getting our paramedics out
- 16:50in the field as well. The paramedics are completing their
- 16:53clinical work at Pikeville Medical Center Emergency Department as a
- 16:56final phase of training. We want to thank PMC for
- 17:00all of their assistance in the training, helping us to
- 17:03acquire additional equipment, and for being the medical director for
- 17:08our paramedics, Cole said. As our paramedic program begins in
- 17:18early twenty twenty six. It will allow the greatest medical
- 17:21care for the residents out in the field that is possible.
- 17:25Paramedics will be able to begin administering life saving medicine
- 17:29while on the scene under the direction of an emergency
- 17:31physician PMC. He said, instead of just loading a patient
- 17:35up in the ambulance, our paramedics will be in contact
- 17:39with PMC and under the direction of a physician begin
- 17:42administering life saving medicine while on SENE and while en
- 17:46route to the emergency department. Cole said, in certain circumstances
- 17:51that vital view that vital, few minutes can save lives.
- 17:56With the acquisition of the new ambulance, the PFD is
- 17:59going to donate one of its ambulances to the Pikeville
- 18:01Police Department. We maintain five ambulances for response, so with
- 18:06the new ambulance, we are going to donate our retiring
- 18:09ambulance to the police department. Cole said they are very
- 18:12excited to get this ambulance, which they are going to
- 18:14use as a crime scene unit, allowing them to process
- 18:17evidence and such out of the elements and at accident
- 18:21construction scenes, allowing their personnel to get out of the
- 18:25rain warm up and in the summer cool off while
- 18:28at the scene, so really it's a win win situation.
- 18:32Cole also said that the paramedics will be available to
- 18:35assist on mutual aid calls outside of the city. We
- 18:39already respond to mutual aid calls outside of the city
- 18:42when possible, Cole said, our paramedics will do the same
- 18:45whenever we can. The new ambulance is already in service,
- 18:49and the paramedic program is slated to begin in early
- 18:53twenty twenty six. Our next article is several launched in
- 18:57Pike County Detention Center. The News Express staff report several
