- 1:00:00Along the coast, change
- 1:00:01rarely announces itself.
- 1:00:03Decisions that shape ocean
- 1:00:04ecosystems, local economies,
- 1:00:06and community safety happen quietly,
- 1:00:09far from the people who will
- 1:00:11live with the consequences.
- 1:00:13This episode is about distance.
- 1:00:15Distance between
- 1:00:16decision makers and coastlines.
- 1:00:18Distance between policy and place.
- 1:00:21And what that distance makes possible.
- 1:00:23This plan is about leasing.
- 1:00:26So it's about auctioning off our coasts,
- 1:00:29our public coasts for drilling.
- 1:00:32Right.
- 1:00:33And so it's not about this year.
- 1:00:35It's not about gas prices.
- 1:00:37This is about generations ahead.
- 1:00:40What do we want the world to be?
- 1:00:42And this country and this
- 1:00:43world are at a crossroads.
- 1:00:45Do we want to lock
- 1:00:46ourselves into decades more
- 1:00:47of fossil fuels?
- 1:00:49Do we want to drill
- 1:00:50further, deeper, more risky,
- 1:00:53every inch, or do we
- 1:00:54want to make the transition
- 1:00:55to clean renewable energy?
- 1:00:57This is, this plan is sort of at that
- 1:00:59crux of the decision
- 1:01:01because if we decide that
- 1:01:03we're going to drill Florida
- 1:01:05and then think about the
- 1:01:07long-term economic impacts
- 1:01:09of an oil spill of Florida in the summer
- 1:01:11or California in the summer,
- 1:01:13is that the future we want?
- 1:01:14No.
- 1:01:14Leasing is the moment where
- 1:01:15public waters are opened up.
- 1:01:17It happens before drilling,
- 1:01:19before the infrastructure,
- 1:01:20and often before public awareness.
- 1:01:23Once the leasing decisions are made,
- 1:01:24everything that falls
- 1:01:25become much harder to stop.
- 1:01:27It was actually earlier this year.
- 1:01:30On January 6th, President
- 1:01:32Biden protected 625 million acres,
- 1:01:35the entire East Coast, West Coast,
- 1:01:37Florida's Gulf Coast,
- 1:01:38and areas off Alaska.
- 1:01:40And that was a big historic moment.
- 1:01:44Yeah, I remember that.
- 1:01:45On his first day in office, President
- 1:01:47Trump did an executive order
- 1:01:49attempting to reverse that.
- 1:01:50And he's put forward a plan that in the
- 1:01:53initial stage opened everything
- 1:01:55to offshore drilling for consideration.
- 1:01:58But then the recent
- 1:01:59plan that just came out,
- 1:02:00the Atlantic and Pacific
- 1:02:01Northwest are taken out.
- 1:02:04And so we're now talking about areas off
- 1:02:07Florida, California, and Alaska.
- 1:02:11Are on the table right now.
- 1:02:13Okay. So nothing else, just Florida,
- 1:02:15California, and Alaska.
- 1:02:18And the Western and Central Gulf.
- 1:02:20But those are coming
- 1:02:21through the Congress passed
- 1:02:23in the big, you know, HR1, the big bill
- 1:02:26that they passed at the
- 1:02:27beginning of the year.
- 1:02:28They included a massive
- 1:02:29expansion in Cook Inlet in Alaska,
- 1:02:31and then in the Western and Central Gulf.
- 1:02:33So there is a phenomenal, like the first
- 1:02:36lease sale is about to come up.
- 1:02:3780 million acres is in, and that's the
- 1:02:42first of 30 in the
- 1:02:44Western and Central Gulf.
- 1:02:46And so area is off Louisiana and Texas.
- 1:02:50Some of these areas are definitely facing
- 1:02:53huge pressure for expanded drilling.
- 1:02:55So that's a part of this plan too.
- 1:02:57Yeah.
- 1:02:58But we're going to try
- 1:02:59and stop what we can.
- 1:03:00Those numbers aren't abstract.
- 1:03:01They represent how much ocean is put on
- 1:03:04the table in one single decision.
- 1:03:07What the leasing is about is because
- 1:03:08there's stages, then
- 1:03:10they have to put out leases.
- 1:03:11Someone has to buy the leases.
- 1:03:12The world is flooded with oil right now.
- 1:03:15At one point, there was a belief that we
- 1:03:16were going to run out.
- 1:03:18They're finding deep water oil and
- 1:03:20Guyana, North Sea, South China Sea,
- 1:03:24Nigeria, all around the world.
- 1:03:26They're finding massive, like deep water,
- 1:03:29more risky or near shore deposits in
- 1:03:32places there weren't before.
- 1:03:33So we really have to make a
- 1:03:34decision that we want to move on.
- 1:03:36We have to make a decision to stop
- 1:03:38expanding offshore drilling and change.
- 1:03:41So if we continue on the path we're on,
- 1:03:44there's really, I
- 1:03:46mean, history is so clear.
- 1:03:47Everywhere there's a massive
- 1:03:48expansion of offshore drilling.
- 1:03:50There are catastrophic oil spills.
- 1:03:52The language is
- 1:03:53technical, transactional even.
- 1:03:56There's no coastline in that description.
- 1:03:58No community and no ecosystem.
- 1:04:00It was so amazing last week to see the
- 1:04:04continued bipartisan
- 1:04:06overwhelming opposition.
- 1:04:08There was a letter from every single
- 1:04:09member of Congress from Florida, every
- 1:04:12Republican, Democrat, every senator,
- 1:04:15every representative.
- 1:04:16The governor wrote a statement and the
- 1:04:19military base, Eglin, that covers nearly
- 1:04:21all of the Eastern Gulf of Mexico.
- 1:04:23It's the national testing and training
- 1:04:25range for the military, which does not
- 1:04:27want structure or flammable materials or
- 1:04:30oil spills happening.
- 1:04:31All of those in strong statements right
- 1:04:34out of the gates after
- 1:04:35this plan was introduced.
- 1:04:37So we certainly hope that the president,
- 1:04:38like last time, will hear those voices
- 1:04:40and pull it out and withdraw Florida.
- 1:04:43There is such strong opposition and those
- 1:04:48are the elected officials,
- 1:04:49but also the people, the public.
- 1:04:52And it wants to show on the coastline.
- 1:04:55Yeah, and they all lived through, almost
- 1:04:57all lived through Deepwater Horizon.
- 1:04:59Yes.
- 1:04:59So they remember.
- 1:05:00Yeah.
- 1:05:02So when something gets proposed, like,
- 1:05:04well, there'll be a hundred mile buffer.
- 1:05:06Buffers don't matter
- 1:05:06when there's an oil spill.
- 1:05:07Being allowed to comment is
- 1:05:08not the same as having power.
- 1:05:11For communities closest to these waters,
- 1:05:13the gap becomes real very quickly.
- 1:05:15Especially with elected officials, we
- 1:05:17love to invite them to our beach
- 1:05:19cleanups, the water testing events, you
- 1:05:23know, to show them that the place is not
- 1:05:25just the environment and the wildlife,
- 1:05:28but show them, you know, how business is
- 1:05:30and their constituents, you know, really
- 1:05:32depend on a clean coastal environment.
- 1:05:35So, and we're nonpartisan.
- 1:05:37We believe that, you know, it shouldn't
- 1:05:40be some sort of political stance one way
- 1:05:43or the other to want to
- 1:05:44protect our public resources.
- 1:05:46The decisions land somewhere. Risk isn't
- 1:05:49hypothetical. It's familiar. And it
- 1:05:51doesn't fall evenly.
- 1:05:53Oil spills happen all the time. The
- 1:05:56smaller ones tend to be underreported by
- 1:05:58the industry and not
- 1:06:00covered by the media.
- 1:06:01The larger ones can be catastrophic, not
- 1:06:05just for the environment, but for
- 1:06:08communities, for businesses.
- 1:06:11Yeah, maybe there's a
- 1:06:13recency bias that people have.
- 1:06:16But I can tell you as someone that lives
- 1:06:18in Orange County that
- 1:06:19people remember the spill.
- 1:06:21We just had a big people's hearing event
- 1:06:24in Costa Mesa and we had over 100 people
- 1:06:27turn up, including local officials who
- 1:06:31remember the challenges of dealing with
- 1:06:34amplify energy and, you know, their lack
- 1:06:37of forthrightness, their failure to turn
- 1:06:41off the spigot, if you will, while oil,
- 1:06:43you know, continue to flow
- 1:06:45into the marine environment.
- 1:06:46We had a woman who owns a charter fishing
- 1:06:50business and whale watching company out
- 1:06:53of Dana Point. She came and spoke out
- 1:06:56about it and then emailed me the next day
- 1:06:59to let me know that she submitted her own
- 1:07:01official letter to
- 1:07:03the federal government.
- 1:07:04So, yeah, when you see this stuff happen,
- 1:07:06it's hard to forget.
- 1:07:08Leasing doesn't just shape the present,
- 1:07:10it shapes the future.
- 1:07:11A lease today is almost a plan to drill
- 1:07:1410, even 20 years from now.
- 1:07:18They sit on that lease. First, there's a
- 1:07:20lot of, it's the ocean.
- 1:07:21It's not easy to get there.
- 1:07:24So, sometimes they lease it out before
- 1:07:27they have the capital and get
- 1:07:29a loan to do the survey work.
- 1:07:32They might drill a survey well, because
- 1:07:34these oil deposits are two, three miles
- 1:07:39underneath the mud. And that's all if
- 1:07:42you're drilling through a
- 1:07:43mile of ocean on top of that.
- 1:07:45So, these are incredibly complex
- 1:07:49operations and they're
- 1:07:54incredibly expensive.
- 1:07:56And since 2014 and fracking, it's just
- 1:08:00been so much easier for the oil companies
- 1:08:04to hire trucks rather than boats, right?
- 1:08:07So, it's still to this day, it's much a
- 1:08:11bigger return on investment for them to
- 1:08:14hire trucks and frack in West Texas or
- 1:08:17North Dakota than it is to make a long
- 1:08:20term plan to drill for
- 1:08:23oil deposits in the ocean.
- 1:08:24So, what that means is a lot of your
- 1:08:27smaller operators won't even be bidding.
- 1:08:31That means communities
- 1:08:32inherit decisions they didn't make.
- 1:08:34Lease sale is every speck of ocean we
- 1:08:37got. And that's kind of offensive because
- 1:08:41we have great coral reefs in places, in
- 1:08:45some places of Gulf.
- 1:08:46In other places, we have sand resources
- 1:08:49that we would like to utilize for coastal
- 1:08:52and ecosystem restoration. We have
- 1:08:54fairways. We have places that will be
- 1:08:57good for wind power.
- 1:08:59So, when you see these plans drop and
- 1:09:01they consider no one and nobody and they
- 1:09:04just let oil industry take whatever they
- 1:09:06want, that's not a plan.
- 1:09:10Leasing is expansive. Once it happens, it
- 1:09:12reshapes what the
- 1:09:13ocean is allowed to become.
- 1:09:15Cook Inlet Keeper got it start after the
- 1:09:18Exxon Valdez disaster. So, you know, most
- 1:09:22expensive oil spill in human history.
- 1:09:26And it happened in Prince William Sound,
- 1:09:29which was, I mean, on the map, it looks
- 1:09:32next door to us. We were we were getting
- 1:09:34oil up here in Cook Inlet. We're hundreds
- 1:09:37of miles away for reference.
- 1:09:40And this was it was absolutely massive.
- 1:09:44And there have been bigger
- 1:09:45ones, but this one was huge.
- 1:09:47From afar, places can look close
- 1:09:49together. On the ground, they are.
- 1:09:51Each of these lease sales that that
- 1:09:54happened, like the most recent one, Lease
- 1:09:56Sale 258, there was a they did a model on
- 1:10:03it on sort of the risk of a major spill
- 1:10:06that was associated with
- 1:10:08this particular lease sale.
- 1:10:09And they estimated that there was about a
- 1:10:1119 percent chance of a major spill
- 1:10:14happening. So this is the kind of thing
- 1:10:16that would be, you know, destructive
- 1:10:18across the board and could, you know,
- 1:10:22choke out our fish and also be just
- 1:10:25immensely destructive to wildlife, both
- 1:10:27in the in the ocean and also on land.
- 1:10:31And that's just one Lease Sale. When you
- 1:10:35start adding up the fact that we already
- 1:10:36have a bunch of when we have a bunch of
- 1:10:39sort of extractive
- 1:10:40industries further up the inlets.
- 1:10:43Plus, each newly sale coming in, having
- 1:10:46its own risk associated that risk becomes
- 1:10:48additive. So Lease Sale 258 is 20
- 1:10:52percent. When you add on the Lease Sale
- 1:10:54before that, it becomes 40 percent.
- 1:10:57And when you account for all of the
- 1:11:01current leases that are already happening
- 1:11:03in Cook Inlet, we're already hovering
- 1:11:06well over 50 percent of it, well over 50
- 1:11:10percent chance of a risk of a
- 1:11:11major oil spill in the area.
- 1:11:14These risks are modeled. They're known.
- 1:11:17And still the people closest to them
- 1:11:19rarely shape the decision itself.
- 1:11:20So we've made we have a bunch of
- 1:11:22resources that we're making available for
- 1:11:25people to go to to kind of help guide
- 1:11:27them through this process. So on our
- 1:11:29website, we have a page that is actually
- 1:11:33dedicated to to oil and gas lease sales.
- 1:11:39And on that page, we've got like talking
- 1:11:42points that people can use. We've got the
- 1:11:45link to the actual place where they're
- 1:11:46supposed to where they can go to submit
- 1:11:48the comments. And in a couple of hours
- 1:11:51and at 5 30 today, we're going to be
- 1:11:54doing a online like video training
- 1:11:57session where we can kind of walk people
- 1:11:59through the issue and how
- 1:12:00to go about commenting on it.
- 1:12:01And we're going to record that and put
- 1:12:04that up online as well. So we're just
- 1:12:06trying to get as much as we can out there
- 1:12:09for people to both be aware that this is
- 1:12:12happening and that, you know, this thing
- 1:12:14that's happening over the holidays that
- 1:12:17is trying to be stuck under their nose is
- 1:12:19happening right now.
- 1:12:20And they've got to they've got to get a
- 1:12:22comment in by January 23rd, especially
- 1:12:27because, you know, we've got like Lauren
- 1:12:30said, we've got 12 lease sales either
- 1:12:34that have either happened or about to
- 1:12:36happen in Cook Inlet alone.
- 1:12:38And this is because of, you know, the
- 1:12:40various loopholes that the federal
- 1:12:43government has been using to get rid of
- 1:12:46to constrain public comment. This is
- 1:12:48potentially like the only opportunity
- 1:12:51that people are going to get to actually
- 1:12:54make a public comment.
- 1:12:55When participation requires guidance,
- 1:12:57translation and navigation, it stops
- 1:12:59being equal. The system may be open, but
- 1:13:02it isn't equally accessible. The people
- 1:13:04closest to the ocean are usually the
- 1:13:06first to notice change the first to
- 1:13:08respond and the last to be heard.
- 1:13:11And that distance is not accidental.
