- 0:27constitution of the United States. So
- 0:29Speaker 1: Help you God.
- 0:30Speaker 2: So help me, God,
- 1:03Speaker 3: Vice President Johnson.
- 1:05Mr. Speaker, Mr.
- 1:07Chief Justice President Eisenhower,
- 1:12vice President Nixon, president Truman,
- 1:17Reverend Clergy fellow citizens,
- 1:21we observe today, not a victory of potty,
- 1:26but a celebration of freedom.
- 1:29Symbolizing an end as well as a beginning
- 1:34signifying renewal as well as change
- 1:39for I have sworn before you
- 1:42and Almighty God, the same solemn oath
- 1:47are four bears prescribed nearly a century
- 1:51and three quarters ago.
- 1:53The world is very different now
- 1:57for man holds in his mortal hands, the power
- 2:01to abolish all forms of human poverty
- 2:06and all forms of human life.
- 2:09And yet the same revolutionary belief
- 2:14for which our forebears fought
- 2:17are still at issue around the globe.
- 2:20The belief that the rights of man
- 2:23come not from the generosity of the state,
- 2:26but from the hand of God.
- 2:29We dare not forget today that we are the heirs of
- 2:34that first revolution.
- 2:37Let the word go forth from this time
- 2:40and place to friend
- 2:42and for alike that the torch has been passed
- 2:47to a new generation of Americans born in this century,
- 2:53tempered by war, disciplined by a hard
- 2:58and bitter peace, proud of our ancient heritage,
- 3:03and unwilling to witness
- 3:05or permit the slow undoing
- 3:10of those human rights
- 3:13to which this nation has always been committed
- 3:16and to which we are committed today
- 3:20at home and around the world.
- 3:30Let every nation know
- 3:33whether it wishes us well
- 3:35or ill, that we shall pay any price,
- 3:41bear any burden, meet any hardship,
- 3:46support any friend, oppose any foe
- 3:51to assure the survival and the success of liberty
- 4:00This much.
- 4:01We pledge and more to those old allies
- 4:06whose cultural and spiritual origins we share.
- 4:11We pledge the loyalty of faithful friends united.
- 4:16There is little we cannot do in a host
- 4:19of cooperative ventures divided.
- 4:22There is little we can do
- 4:25for we dare not meet a powerful challenge at odds
- 4:30and split a thunder to those new states whom we welcome
- 4:35to the ranks of the free.
- 4:37We pledge our word that one form
- 4:41of colonial control shall not have passed away
- 4:46merely to be replaced by a far more ion tyranny.
- 4:51We shall not always expect to find them supporting our view,
- 4:56but we shall always hope to find them
- 4:59strongly supporting their own freedom.
- 5:03And to remember that in the past, those
- 5:06who foolishly thought power by riding the back
- 5:11of the tiger ended up inside
- 5:21to those people in the Hudson villages
- 5:25of half the globe struggling to break the bonds
- 5:29of mass misery.
- 5:31We pledge our best efforts to help them help themselves
- 5:36for whatever period is required.
- 5:39Not because the communists may be doing it, not
- 5:42because we seek their votes, but because it is right.
- 5:47If a free society cannot help the many who are poor,
- 5:53it cannot save the few who are rich
- 6:02To our sister republic south of our border.
- 6:07We offer a special pledge to convert our good words
- 6:12into good deeds in a new alliance for progress,
- 6:18to assist free men
- 6:20and free government in casting off the chains of poverty.
- 6:25But this peaceful revolution of hope
- 6:29cannot become the prey of hostile powers.
- 6:33Let all our neighbors know that we shall join with them
- 6:39to oppose aggression or subversion anywhere in the Americas.
- 6:45And let every other power know that this hemisphere intends
- 6:49to remain the master of its own house
- 6:59To that world assembly of sovereign states,
- 7:02the United Nations our last best hope.
- 7:07In an age where the instruments of war have far outpaced
- 7:12the instruments of peace, we renew our pledge of support
- 7:18to prevent it from becoming merely a forum for invective
- 7:24to strengthen its shield of the new and the weak.
- 7:27And to enlarge the area in which its writ may run.
- 7:33Finally, to those nations
- 7:36who would make themselves our adversary.
- 7:40We offer not a pledge,
- 7:42but a request that both sides
- 7:47begin a new the quest for peace.
- 7:50Before the dark powers of destruction unleashed by science
- 7:56engulf all humanity in planned
- 7:59or accidental self-destruction.
- 8:03We dare not tempt them with weakness for only when our arms
- 8:08are sufficient beyond doubt, can we be certain beyond doubt
- 8:14that they will never be employed, but neither can.
- 8:18Two great and powerful groups of nations
- 8:22take comfort from our present course both sides,
- 8:26overburdened by the cost of modern weapons,
- 8:31both rightly alarmed by the steady spread
- 8:35of the deadly atom, yet both racing to walder
- 8:40that uncertain balance of terror that stays the hand
- 8:44of mankind final war.
- 8:47So let us begin anew remembering on both sides
- 8:52that civility is not a sign of weakness
- 8:56and sincerity is always subject to proof.
- 9:00Let us never negotiate out of fear,
- 9:03but let us never fear to negotiate.
- 9:13Let both sides explore what problems unite us instead
- 9:18of belaboring those problems which divide us.
- 9:22Let both sides for the first time formulate serious
- 9:26and precise proposals for the inspection and control of arms
- 9:32and bring the absolute power to destroy other nations
- 9:37under the absolute control of all nations.
- 9:46Let both sides seek to invoke the wonders of science
- 9:51instead of its terrors Together, let us explore the stars,
- 9:57conquer the deserts, eradicate disease,
- 10:01tap the ocean depth, and encourage the odds
- 10:05and commerce let both sides unite to heed
- 10:10in all corners of the earth, the command of Isaiah
- 10:14to undo the heavy burden and let the oppressed go free.
- 10:21And if a beachhead of cooperation
- 10:25may push back the jungle of suspicion,
- 10:29let both sides join in creating a new endeavor,
- 10:34not a new balance of power,
- 10:36but a new world of law where the strong adjust
- 10:41and the weak, secure and the peace preserved.
- 10:46All this will not be finished in the first 100 days,
- 10:52nor will it be finished in the first 1000 days,
- 10:56nor in the life of this administration,
- 11:00nor even perhaps in our lifetime on this planet.
- 11:04But let us begin
- 11:14In your hands.
- 11:15My fellow citizens more than mine
- 11:19will rest the final success or failure of our course.
- 11:25Since this country was founded, each generation of Americans
- 11:31has been summoned to give testimony to its national loyalty.
- 11:36The graves of young Americans who answered the call
- 11:40to service surround the globe.
- 11:45Now the trumpet summons us again.
- 11:49Now it is a call to bear arms, though arms.
- 11:52We need not as a call to battle
- 11:57though in battle we are.
- 11:59But a call to bear the burden
- 12:02of a long twilight struggle, year in
- 12:07and year out, rejoicing in hope,
- 12:11patient in tribulation,
- 12:14a struggle against the common enemies of man, tyranny,
- 12:18poverty, disease, and war itself.
- 12:23Can we forge against these enemies, a grand
- 12:27and global alliance, north
- 12:31and south, east
- 12:32and west that can assure a more fruitful life
- 12:37for all mankind?
- 12:39Will you join in that historic effort?
- 12:49In the long history of the world, only a few generations
- 12:55have been granted the role of defending freedom
- 13:00in its hour of maximum danger.
- 13:03I do not shrink from this responsibility. I welcome it
- 13:08Speaker 4: I I do not
- 13:13believe that any of us would exchange places
- 13:17with any other people or any other generation.
- 13:22The energy, the faith, the devotion which we
- 13:26bring to this endeavor will light our country
- 13:30and all who serve it.
- 13:33And the globe from that fire can truly light the world.
- 13:38And so my fellow Americans ask not
- 13:43what your country can do for you.
- 13:46Ask what you can do for your country.
- 13:57My fellow citizens of the world.
- 14:00Ask not what America will do for you,
- 14:05but what together we can do for the freedom of man.
- 14:13Finally, whether you are citizens of America
- 14:18or citizens of the world, ask of us here
- 14:23the same high standards of strength
- 14:27and sacrifice, which we ask of you
- 14:31with a good conscience.
- 14:34Our only sure reward with history.
- 14:38The final judge of our deeds let us go forth
- 14:42to lead the land.
- 14:43We love asking his blessing and his help,
- 14:49but knowing that here on earth God's work
- 14:54must truly be our own.
