Tucson is testing a bold new idea: temporarily closing a stretch of Congress Street during big downtown events to make sidewalks safer and crowds more manageable. Starting as early as Halloween, the pilot will shut down the area between Fourth and Sixth Avenues — made possible by a new roadway that’s already easing traffic pressure downtown.
