- Hey, welcome to VoraPrep Audio. Glad you’re here. So, picture this. You're an auditor, and you're looking at a big federal grant. The money went from the feds to a state agency, and then that state agency passed some of it down to local school districts. Your job is to make sure everything is compliant. But to do that, you have to understand the rules of the road for how these different levels of government even work together. Who has the ultimate power? Who keeps who in check? And what are the *exact* rules for that money? That’s what we’re going to walk through today. It’s foundational stuff that shows up on the exam, but it’s also what you’ll see in the real world. Let’s start with the big picture. Think of the different levels of government in the U.S. like a family living in one big house. The federal government is like the parents. They have supreme power, but only over certain things laid out in the house rules—the Constitution. That’s called sovereignty. Their power is limited, but where they have it, it's absolute. That's the Supremacy Clause from the Constitution. Now, the state governments are like the older siblings. They have their own rooms, and they have a lot of power within those rooms. The 10th Amendment basically says that any powers not given to the parents—the federal government—belong to the states. So they have their own sovereignty over a lot of day-to-day stuff. And the local governments? The cities, the counties, the school districts? They're like the younger siblings. They don't have any inherent power of their own. All of their authority comes from the older sibling—the state. The state tells them what they can and can't do. So, federal and state governments have sovereignty. Local governments don't. They're creations of the state. Okay, so that’s the levels. But within the federal government itself, power is also split up. This is probably a bit of a review, but it's critical. It’s called the separation of powers. You’ve got the three branches. The Legislative branch, which is Congress, makes the laws. The Executive branch—the President and all the agencies—carries out those laws. And the Judicial branch, the courts, interprets the laws. The whole point is to prevent any one part of the government from getting too powerful. And the way they do that is with a system of checks and balances. It’s how they all keep each other in line. For example, Congress can pass a law, but the President can veto it. That’s the Executive checking the Legislative. But then, Congress can turn around and override that veto with enough votes. That’s the Legislative checking the Executive right back. The courts can declare a law unconstitutional—that’s called judicial review. That's the Judicial branch checking both of the others. This whole system is what ensures accountability and it’s the bedrock of our internal control systems in government, like the principles you see in the GAO Green Book or OMB Circular A-123. Alright, so we have the levels of government and the branches. Now let's talk about how the money flows between them. This is what we call intergovernmental fiscal relations, and it mostly happens through grants. Think of it this way: the federal government wants to encourage states and local governments to do something, maybe improve infrastructure or fund a new health program. The main tool they use is money, but that money almost always comes with strings attached. The type of grant determines how many strings there are. On one end of the spectrum, you have categorical grants. The name says it all. The money is for a specific, narrow category. It’s like your parents giving you money and saying, “This is for your chemistry textbook and nothing else.” You have very low flexibility. There are strict rules and reporting you have to follow. There are a couple of flavors of these. You have formula grants, where the money is handed out based on a mathematical formula—like population or income levels. And you have project grants, which are competitive. You have to apply and make a case for why your specific project deserves the funding. But in both cases, they're categorical. Specific purpose, lots of federal control. On the other end, you have block grants. These are much more flexible. This is like your parents giving you money and saying, “This is for your school supplies.” You get to decide if you need notebooks, pens, or a new backpack. The federal government gives a state a chunk of money—a block of money—for a broad purpose, like community development or social services, and the state has a lot more say in how to spend it. So, more flexibility, fewer federal restrictions. On the exam, if you see words like "specific," "narrow," or "strict," you should be thinking categorical. If you see "broad," "general purpose," or "discretion," think block grant. So, with all this money moving around, how do we make sure it’s being spent correctly? That's where the oversight rules come in. The single most important document you need to know here is 2 CFR Part 200. Just burn that into your memory. It’s often called the Uniform Guidance. It's the master rulebook for all federal awards given to non-federal entities—states, local governments, non-profits, you name it. It consolidated a bunch of old rules into one place for administrative requirements, cost principles, and audit requirements. And a huge piece of that Uniform Guidance is the requirement for a Single Audit. Here’s the magic number: $750,000. If a state, city, or non-profit expends $750,000 or more in federal awards during its fiscal year, it has to get a Single Audit. This isn't just a regular financial audit. It’s much bigger. It looks at the financial statements, yes, but it also specifically audits the schedule of expenditures of federal awards (the SEFA), and it gives an opinion on internal controls over compliance and on whether the entity actually complied with all the laws and regulations tied to that federal money. And remember our original example? The state got the money and passed it down to school districts. In that case, the state is called a pass-through entity, and the school district is the subrecipient. Under 2 CFR Part 200, the state has a responsibility to monitor that school district to make sure *it’s* following the rules, too. The responsibility flows down with the cash. Let’s walk through a quick scenario. A state receives $1.2 million in federal funds for a very specific environmental program. The grant has strict federal guidelines and detailed reporting requirements. The state then subgrants some of it to a county. What kind of grant is this, and what’s the main audit requirement? Okay, let's break it down. First, the amount: $1.2 million. That’s way over the $750,000 threshold, so right away, your brain should scream "Single Audit!" Second, the description: "specific environmental program" and "strict federal guidelines." That tells us it's not a flexible block grant. It’s a categorical grant. So, the state received a categorical grant and, because it expended more than $750,000, it's subject to a Single Audit under 2 CFR Part 200, Subpart F. The county, as the subrecipient, might also need a Single Audit if its own total federal expenditures hit that threshold. This is exactly how you want to think on exam day. Look for the dollar amount, look for the descriptive words—'specific' versus 'broad'—and connect them to the right rule. The most common trip-up is mixing up categorical and block grants, or forgetting that $750,000 trigger for the Single Audit. Walking through these concepts step-by-step is really the only way to build that muscle memory. If you want to practice this with more exam-style questions and get detailed explanations for every answer, that's what we built at VoraPrep. It’s a full exam-prep app with lessons, tons of practice questions, and even an AI tutor to help you when you're stuck. You can check it out and try it for free at Vora Prep dot com. So, the big takeaways here are pretty clear. Know the difference in sovereignty between federal, state, and local governments. Understand that checks and balances are all about preventing one branch from having too much power. And for grants, remember the difference between strict categorical grants and flexible block grants. And most importantly, know that 2 CFR Part 200 is the rulebook, and that $750,000 threshold triggers the Single Audit. You’ve got this. Keep up the great work, and I’ll talk to you in the next one.
