- 0:00Speaker 1: Firstly, we know that on the agenda this morning for
- 0:03Speaker 1: the government is certainly this legislation around police officers being
- 0:08Speaker 1: assaulted and other frontline workers. What exactly is the change
- 0:12Speaker 1: to this legislation.
- 0:14Speaker 2: Yeah, look, really important legislation amendments to the Criminal Code
- 0:21Speaker 2: which we'll make spitting an aggravating factor. So this means
- 0:25Speaker 2: that judges can consider it as a more serious offense
- 0:28Speaker 2: that carries higher penalties when they are considering before the court.
- 0:33Speaker 2: Because again, we absolutely value our frontline workers and we
- 0:38Speaker 2: need to make sure that when they are met out
- 0:41Speaker 2: there talking to people on the ground and looking to
- 0:44Speaker 2: protect the most vulnerable people, they are given that assurance
- 0:48Speaker 2: that they can do their jobs without being victim.
- 0:51Speaker 1: The opposition leader was just on the show. She reckons
- 0:53Speaker 1: that the reality is, you know it's someone that a
- 0:56Speaker 1: judge isn't going to convict someone for ten years for
- 0:58Speaker 1: spitting on someone and the should have been different so
- 1:01Speaker 1: that it made it a defense or you know that
- 1:04Speaker 1: there was time served for the first time round, no
- 1:07Speaker 1: matter you know what your history was, I mean, why
- 1:10Speaker 1: did you go down this path instead?
- 1:13Speaker 2: Look, as a government, we absolutely value the role of
- 1:17Speaker 2: our judiciary and the role that judges play and this
- 1:20Speaker 2: is about giving them a tool chest with measures in
- 1:23Speaker 2: that test to utilize when they are looking at sentencing.
- 1:26Speaker 2: The leader of the Opposition is not a judge, will
- 1:29Speaker 2: leave that for the judges to make that determination when
- 1:32Speaker 2: they're considering on a case by case basis.
- 1:35Speaker 1: Chancy.
- 1:36Speaker 2: We know.
- 1:37Speaker 1: One of the other things that's on the agenda this
- 1:38Speaker 1: week is indeed the Opposition hoping to bring forward a
- 1:42Speaker 1: motion which would see a Select committee into the concerns
- 1:46Speaker 1: that we've got right now within the police force, so
- 1:49Speaker 1: not into crime, but into the police force and certainly
- 1:54Speaker 1: the issues that we're seeing with attrition and morale. Is
- 1:58Speaker 1: this something that the government is going to knock back?
- 2:03Speaker 2: Look, Katie, the Government will consider things when they're brought
- 2:07Speaker 2: into Parliament. That matter hasn't formally been brought in to
- 2:10Speaker 2: Parliament and discussed yet, but obviously Minister Warden, Minister the Police,
- 2:14Speaker 2: Fire and Emergency Services is doing a great job in
- 2:17Speaker 2: the areas of reform when it comes to Police, Fire
- 2:20Speaker 2: and Emergency Services. We'll wait to see if that comes
- 2:23Speaker 2: on this week. The CELP have a good track record
- 2:26Speaker 2: of saying they're going to do stuff and delivering buggerall
- 2:29Speaker 2: we saw that with the fuel bill, so maybe they'll
- 2:32Speaker 2: discuss that this week as well.
- 2:33Speaker 1: I mean you must be concerned though, as a government minister,
- 2:37Speaker 1: particularly one based out of Central Australia, to see those
- 2:41Speaker 1: recent results from the police survey and the morale within
- 2:45Speaker 1: the Northern Territory Police Force at the levels that it is.
- 2:49Speaker 1: I mean, surely a look into this is a common
- 2:52Speaker 1: sense thing to do thirty days, you know, to have
- 2:55Speaker 1: a select committee look into it. We've done it before
- 2:58Speaker 1: with things like fas D to the former Speaker and
- 3:02Speaker 1: a Member of the Legislative Assembly Keisierpuric, who we spoke
- 3:05Speaker 1: to yesterday, So surely this would be a good thing
- 3:08Speaker 1: to look into, given the concerns not only from the
- 3:11Speaker 1: rank and file but with the community.
- 3:14Speaker 2: Look Katie again, if the CLP do decide to bring
- 3:17Speaker 2: this to Parliament this week to talk about the establishment
- 3:20Speaker 2: of a committee, certainly our elevant portfolio ministers will have
- 3:25Speaker 2: the opportunity to speak in Parliament about it and step
- 3:28Speaker 2: that through. But this can't just be a political witch
- 3:32Speaker 2: hunt for political points for the CLP. It's got to
- 3:36Speaker 2: actually be about working through those issues and issues. I
- 3:40Speaker 2: know firsthand that the Minister for Police buyer and emergency services.
- 3:44Speaker 2: Mister Warden is absolutely doing the heavy areas of work
- 3:49Speaker 2: in those police portfolios right now.
- 3:52Speaker 1: Now, Look, I know it's not your portfolio, so I
- 3:54Speaker 1: will leave that aspect of things there. We are going
- 3:56Speaker 1: to be catching up with the Police Minister as I
- 3:58Speaker 1: understand it, tomorrow morning, so I'll put some of those
- 4:00Speaker 1: questions to her. But Minister, what else is on the
- 4:04Speaker 1: agenda for the government this week?
- 4:07Speaker 2: Yeah, thanks, Katie. Look, we've also got this morning coming
- 4:11Speaker 2: up the Animal Protection Bill that's again to increase certainty
- 4:17Speaker 2: to the fishing industry and stakeholders looking at streamlining that area.
- 4:22Speaker 2: We've got introductions this week of the Monitoring of Places
- 4:27Speaker 2: of Detention also known as the OPCAT Bill being introduced,
- 4:30Speaker 2: and that's about providing an establishment of oversight for places
- 4:34Speaker 2: of detentions and that's in line with aspects of the
- 4:38Speaker 2: Northern Territory's Royal Commission into the Tension of Children in
- 4:41Speaker 2: the Territory. Katie. We've also got the swearing in this
- 4:44Speaker 2: morning of our newest member of the Territory Labour Team
- 4:48Speaker 2: and the new member for Fanny Day. So certainly lots
- 4:52Speaker 2: on this week for discussion for debate and certainly we'll
- 4:56Speaker 2: see question Time being a fiery debate as it always.
- 4:59Speaker 1: In sure it will be well Leader of Government Business
- 5:02Speaker 1: Chatsey Paik. We are going to leave it there for
- 5:04Speaker 1: this morning. I appreciate your time and no doubt we'll
- 5:07Speaker 1: talk again.
- 5:07Speaker 2: So yeah, no, look, no worried, Katie. Thanks for the time.
- 5:11Speaker 2: And I also just think it is certainly a good
- 5:14Speaker 2: opportunity for the opposition leader to come out and denounce
- 5:17Speaker 2: the Proud Boys because the territory has no place and
- 5:20Speaker 2: there's nothing to be proud about any relationship with them.
- 5:23Speaker 1: Yeah, now, just on that. So obviously we did just
- 5:26Speaker 1: ask the opposition leader about it, and you know, she'd
- 5:30Speaker 1: sort of said that she gets photographs taken with all
- 5:33Speaker 1: sorts of people all the time. You know, what exactly
- 5:36Speaker 1: is the accusation here from your perspective.
- 5:40Speaker 2: Look, I think it's an important issue to discuss and
- 5:43Speaker 2: we absolutely need the leader of the opposition to come
- 5:46Speaker 2: out and apologize to territorians and to denounce the Proud
- 5:50Speaker 2: Boys in any relationship that the CLP have with them.
- 5:54Speaker 2: Getting a photo with someone who is a supporter of
- 5:57Speaker 2: the Proud Boy's movement, who holds the flag and does
- 6:00Speaker 2: the hand signals is absolutely appalling and we need to
- 6:05Speaker 2: be saying that that behavior is certainly not tolerated in
- 6:09Speaker 2: the territory. We've noted that there are photos of this
- 6:12Speaker 2: particular individual at anti Vaxx rallies, he's had photos with
- 6:18Speaker 2: the leader of the opposition, and we understand that he's
- 6:21Speaker 2: had photos that the CLP function for the Funny Bay
- 6:25Speaker 2: by election. So certainly this is something that people need
- 6:29Speaker 2: the assurance of that there is no room for this disgusting, bigoted,
- 6:34Speaker 2: vicious attitudes towards people, and we need to make sure
- 6:38Speaker 2: that no leader in the territory is allowing that behavior
- 6:43Speaker 2: to continue.
- 6:45Speaker 1: Chancey, is this just mudslinging by the government here, I
- 6:48Speaker 1: mean it is true. I'm sure that you've even had
- 6:50Speaker 1: photos with people at different times, and you know you've
- 6:52Speaker 1: not done a criminal history check on them, as Leafinocchio
- 6:55Speaker 1: said just before, Oh look, Katie.
- 6:58Speaker 2: I think that when you you have a public photo
- 7:02Speaker 2: of going around with an individual holding up the Proud
- 7:05Speaker 2: Boy's hand signal with a shirt on and the flag
- 7:08Speaker 2: at Anti Vaxx vllys Turk is small enough that people
- 7:12Speaker 2: know people and people could say to people, look, don't
- 7:15Speaker 2: we advise you to not be too connect the closely
- 7:19Speaker 2: to this individual. So look, if that is the case,
- 7:22Speaker 2: then it would just be a simple matter for the
- 7:24Speaker 2: leader of the opposition to come out apologize and say
- 7:27Speaker 2: she doesn't support that behavior and she doesn't support that
- 7:30Speaker 2: particular movement. You know, we were out at Calgarinji over
- 7:34Speaker 2: the weekend and the leader of the Opposition was there
- 7:37Speaker 2: standing with First Nations people saying that they value them
- 7:40Speaker 2: and that they value the contributions that the Aboriginal Landlight
- 7:43Speaker 2: that had made. And then it emerges that only a
- 7:46Speaker 2: few weeks beforehand, she was proudly standing next to getting
- 7:49Speaker 2: a photograph of the proud boy.
- 7:51Speaker 1: Look, somebody has just messaged through and said is the
- 7:53Speaker 1: government going to condemn the situation that is on the
- 7:57Speaker 1: front page of the paper today where there is a
- 7:59Speaker 1: former labor staffer obviously accused of some pretty serious accusations.
- 8:06Speaker 2: Look, that matter is before the courts, and of course
- 8:10Speaker 2: the Teritory Labor government does not support any behavior that
- 8:15Speaker 2: absolutely is discriminatory, that is vicious, that is bigoted, and
- 8:19Speaker 2: that puts people in harm's way, and we will absolutely
- 8:22Speaker 2: call out behavior where it is unacceptable and that's what
- 8:26Speaker 2: we're asking the leader of the opposition to stand up
- 8:29Speaker 2: and do well.
- 8:29Speaker 1: Chancey Paig, the Attorney General, but also the leader of
- 8:32Speaker 1: Government Business. I appreciate your time this morning. Thanks for
- 8:35Speaker 1: speaking with
- 8:35Speaker 2: Us, mate, Thank you, you two
