- 0:46If you've been tuning in lately, you know, Small Biz Florida is on the road again.
- 0:50We are at the 2026 Small Business Success Summit.
- 0:55Incredible gathering of small business owners, operators, entrepreneurs, and all of those agencies,
- 1:02organizations that are supporting the small business community.
- 1:06All taking place at the beautiful Sunseeker Resort here in Charlotte Harbor, Florida.
- 1:12We have with us two of our very good friends from probably the most important resource for small business owners and operators and entrepreneurs.
- 1:25We have with us our good friend, Janelle Hine and Clem Garcia from the SBA.
- 1:31Janelle, Clem, welcome to Small Biz Florida.
- 1:35Thank you, Tom.
- 1:36Thanks, Tom.
- 1:37Great to be here.
- 1:38Yep.
- 1:38Yep.
- 1:38Now, I got to get titles in here.
- 1:41So here we go.
- 1:42Our good friend, Janelle Hine, is the District Director for the North Florida District Office of the SBA.
- 1:49So she's up in Jacksonville.
- 1:51Kind of covers the Panhandle in the north part of the state.
- 1:53Clem is our Lender Relations Specialist with the South Florida District Office down in Miami.
- 2:02And again, thank you guys for your time.
- 2:04Appreciate your support of us and of the event here.
- 2:09So you've heard me say many times, I know that Jonelle is a regular on Small Biz Florida.
- 2:17This may be your first time.
- 2:18Yes.
- 2:21You've heard me say many, many times, I just, I'm so impressed, always impressed with the SBA, what you do, all the tools and resources.
- 2:31I spent 20 years in private enterprise.
- 2:34Number one, never knew about the SBDC, which I will regret for the rest of my life.
- 2:40And never really understood the SBA and all that you do.
- 2:45Clem, you gave a presentation a couple of years ago.
- 2:49We did a presentation for real estate agents.
- 2:52And it was one of the best presentations I had ever heard from the SBA.
- 2:59I loved how you broke down.
- 3:01Give me the acronym again.
- 3:03It's three C's and a D or something.
- 3:08Did I get that right, Clem?
- 3:10Yeah.
- 3:11Credit, counseling, what's the other C?
- 3:15Contracts.
- 3:16Contracts and disaster.
- 3:18We've actually changed that in North Florida.
- 3:22We now have it as four C's.
- 3:23Yes.
- 3:23So we do counseling, capital, contracting, and crisis.
- 3:28Yes.
- 3:29So four C's.
- 3:31A little bit catchier than three C's and a D.
- 3:33Yeah.
- 3:34But I always remember that presentation, Clem, because it, I thought,
- 3:38you know, it really captured all that you guys do.
- 3:41And I thought, you know, I never really thought of all of that.
- 3:44I mean, it's just, it is an incredible resource.
- 3:47And, and you guys have all, there's only more that you've now done.
- 3:52So I'm anxious to talk about it, but just real quickly for both of you, good old standard
- 3:58question.
- 3:59Just a little bit of your background pathway to your current role with the SBA.
- 4:04And Janelle, we'll start with you.
- 4:05Oh, mine's a long one.
- 4:07You know that.
- 4:08So 35 years with the agency all in Florida.
- 4:11This is my only federal agency, but entered the agency as a part-time receptionist, part-time
- 4:19clerk typist, have moved up through several of the positions in the field office.
- 4:23My first 30 years were actually in Clem's office in Miami.
- 4:27And then the last five have been in the Jacksonville office, but have been a loan officer, you know,
- 4:34out doing marketing in different roles in the community, have been in our Tampa office, and
- 4:41then went into leadership.
- 4:42So deputy district director and now district director have been with the agency because
- 4:48I truly believe in our mission.
- 4:49We've got a mission of hope, a mission that allows people to realize the American dream of
- 4:55business ownership.
- 4:56So that's why I've stayed with the agency as long as I have.
- 4:58Nice.
- 4:59Clem, same kind of question, a background, pathway?
- 5:02Sure.
- 5:02Well, I was a commercial lender after college for about five years in New York, then went
- 5:09on to grad school.
- 5:10And then for the subsequent 20 years was in the financial services side, more on investing
- 5:17in financial analysis.
- 5:18And then the opportunity came to join the South Florida district office of Miami.
- 5:25So pack my bags.
- 5:27It'll be three years now in October.
- 5:29And I can say I'm thrilled.
- 5:33I, you know, I love the job and the mission of the SBA and what they're doing.
- 5:37And, you know, I'm so excited and couldn't be more fortunate in terms of being in the Florida
- 5:42market and South Florida, where it's a growth and opportunity to help entrepreneurs.
- 5:48And we, obviously, I've had the opportunity in the last 12, 13, 14 years I've been in this
- 5:54role to work with both of them.
- 5:56Janelle was in the South Florida office for many years.
- 5:59And, Clem, we, again, appreciated your support over the last couple of years working with you.
- 6:05So let's just, I know, of course, everybody associates the SBA with lending.
- 6:13So just give us a high level.
- 6:15Don't need the exact figures.
- 6:17But how much lending do your two offices will you do in a year?
- 6:22Where are we maybe in 26?
- 6:24Just give me that kind of broad stroke.
- 6:27Well, I want to first talk about 25, obviously, because last year was a record-breaking year
- 6:32for my office.
- 6:33We actually were able to bust a billion.
- 6:36And I know you had us on your podcast when we were able to announce that last year.
- 6:42So 1.2 billion last year, billion with a B.
- 6:45This year, if we continue at the pace that we're on right now, we will just top a billion dollars,
- 6:51which is a repeat year for us, which is great.
- 6:55We do not equal what South Florida does because, obviously, we don't have the population,
- 7:00business population.
- 7:01But I will let Clem give you his numbers.
- 7:03And when we aggregate together, obviously, you'll be able to see the impact that we have
- 7:08for the state of Florida.
- 7:08Right.
- 7:09And in South Florida, we're on track for fiscal 26 to exceed $2 billion in loan revenues.
- 7:18And I could happily say or proudly say we're also on track to 4P.
- 7:24as the number one district office in the entire SBA in terms of leading in terms of both loan
- 7:30volume and volume and dollars.
- 7:32I mean, that just, speaking of volume, that just speaks volumes about the power and the value
- 7:40of the SBA.
- 7:41Yeah.
- 7:43But it also speaks to the power and the volume and the impact that the leadership in Florida has.
- 7:49And the impact that our partners, like the SBDC, provide to small businesses here in the state
- 7:56of Florida as well.
- 7:57We're a business friendly state, right?
- 7:59We have the most small business startup since 2012.
- 8:03We lead the nation.
- 8:04We have more businesses that are moving into the state of Florida because we are a business
- 8:10friendly state.
- 8:11So it makes sense that we would be leading the path.
- 8:13But almost $4 billion in 2025 that we did just as the state of Florida.
- 8:20We lead our region.
- 8:21Happy to say that.
- 8:23You know, I mean, we lead the nation.
- 8:25I'm, you know, not bad to be Floridian.
- 8:28No, not bad.
- 8:29Especially if you're going to be in small business.
- 8:31Right.
- 8:32So I know that, you know, for years, SBA 7A loan, SBA 504 loan, maybe some micro lending.
- 8:43But in the last couple of years, you guys really have expanded the product.
- 8:48Is that a fair statement?
- 8:50That's a fair statement.
- 8:51Correct.
- 8:51So talk to me about new products, new lending opportunities for the state of Florida.
- 8:58Well, we in the last couple of years, we've had some new programs come about a couple of
- 9:04new programs for working capital under our 7A program, the working capital pilot program,
- 9:10which was focused on more transactional based or asset based lending.
- 9:16It's modeled after two other programs that we already have that were in existence for many
- 9:21years.
- 9:21More of a revolving line.
- 9:23We have another one that is more focused on manufacturers, which is a big push for this
- 9:28administration and something that really has been a focus of our district offices here
- 9:33in Florida.
- 9:34Big for also the, you know, leadership in Florida.
- 9:38You know, Secretary Kelly, Alex Kelly, has been very pro manufacturing as well.
- 9:45I think we just topped 27,000 manufacturers in the state of Florida.
- 9:49So we rolled out a particular program called the MARC program, which stands for Manufacturers
- 9:54Access to Revolving Credit.
- 9:55Again, line of credit.
- 9:58It's actually a combination line of credit and a term loan that provided just for those
- 10:05businesses that are in the manufacturing industry, a line of credit up to $5 million for a longer
- 10:12term of the loan.
- 10:15So it could be up to 10 years revolving credit and then our line of credit and then up to
- 10:2010 years that would be term loan, which is different than our traditional lines.
- 10:25Our traditional lines typically only go maybe a maximum of 10 years.
- 10:28So it offered that kind of space or facility for manufacturers.
- 10:33Talk to us about the grocery guarantee program.
- 10:37I'm going to let Clem talk about that.
- 10:39Yeah.
- 10:39Kind of ag related, ag product.
- 10:42Yes.
- 10:43For those industries in the agriculture and food services industry, this new program provides
- 10:53up to 90%.
- 10:54It's a 90% guarantee.
- 10:56Correct.
- 10:57Yeah.
- 10:57For?
- 10:57It's not a new program though.
- 10:59So it's our international trade loan program, which has been around for years.
- 11:04But what we did was we took something that was normally used for businesses that are going
- 11:12into the international market.
- 11:13And we've turned that focus now onto domestic production.
- 11:17Yep.
- 11:19Yep.
- 11:20And basically, you know, companies in food production, agriculture, certain mix codes will be able
- 11:29to benefit from that increased access to capital.
- 11:33And it included logistics companies.
- 11:35So those that are transporting those products, cold storage.
- 11:39We even included energy now that was just recently announced as well.
- 11:44So our agency is looking at different industries that are facing some challenges based on their
- 11:51production capabilities here in the United States and how we can tweak existing programs
- 11:56to assist with those industries.
- 11:58Nice.
- 11:59And then there's also been some talk of the decoupling of the 7A and the 504, which would
- 12:07allow a higher limit for a business to borrow.
- 12:09Talk a little bit about that.
- 12:10Yeah.
- 12:11For years, we looked at our programs as tandem programs, meaning that there was a lending limit
- 12:17based on whether you had a 7A loan and a 504 loan.
- 12:23Those together in an aggregate, you could reach a lending limit.
- 12:28So our lending limit was $5 million.
- 12:31So your maximum guarantee would be around $3.75 million if you had tapped into both programs.
- 12:38Our agency decided that the actual original purpose of those programs was to be considered separately.
- 12:47There are separate purposes.
- 12:50So they should be considered separate programs.
- 12:52So if they are sequenced properly, meaning that you actually are applying for and getting
- 12:58approved for a 7A first, and then you could use the 504, which is more for fixed assets.
- 13:04Secondly, then you could actually maximize both of them for the $5 million and in essence,
- 13:09get ability of getting $10 million in financing.
- 13:13Okay.
- 13:13Makes sense.
- 13:14So that's incredible, again, valuable resources, products.
- 13:21What about the more boots on the ground type programming?
- 13:27Both of your centers do regular trainings, webinars, have incredible resources.
- 13:35Talk about more of that real face-to-face assistance that the SBA can provide.
- 13:43Well, we do that virtually or in person.
- 13:46I think both of our district offices provide one-on-one consulting services if people want
- 13:53to come to our offices.
- 13:55They can call or email as well.
- 13:58We're available that way as well.
- 13:59I know we do some regular training.
- 14:02We have a Ready, Set, Go webinar every other month.
- 14:05We have Welcome in Wednesdays, the first Wednesday of each month, where we actually bring in some
- 14:12resource partners as well.
- 14:13But we do an overview of what our programs are.
- 14:16So we are welcoming in the small business community in Jacksonville if they want to come into our
- 14:21office.
- 14:21But we've made a big push in our district in the North to go to every one of our 43 counties
- 14:28this fiscal year.
- 14:29And we've actually met that.
- 14:31As of July, we have gone to every single 43 counties that we have in person.
- 14:37A lot of it has been helpful to go with our rural roadshow with Florida Commerce and the
- 14:42Florida SBDC Network and get boots on the ground in those communities that we haven't been to
- 14:48really since the pandemic.
- 14:49And I know, Clint, that you obviously are very active.
- 14:53You have partnered with us on multiple trainings.
- 14:57We've done a Are You Credit?
- 15:00Are You Lender Ready?
- 15:02Are You Lender Ready?
- 15:03Yeah.
- 15:03Talk a little bit about that program and what the purpose goal of that program is.
- 15:09Sure.
- 15:09You know, it was actually a program that was organized and created by the head office and
- 15:16given to all of the district offices in the country.
- 15:21when it came to the South Florida District Office, I followed the program, but I took it
- 15:26just a step further, but utilizing it to reach out to each of the specific counties and partnering
- 15:32with whether it's the SBDC or economic development of that particular county.
- 15:38So we would have a webinar component where you participated, Tom, and I appreciate it.
- 15:44And there we cover whether it's getting your credit ready, understanding business credit.
- 15:55And then we also have case studies in order to help businesses become lender ready.
- 15:59But then there's a live component where you reach out with the county or the SBDC and we
- 16:05would have a live in-person either meet the lenders panel and or lender expo or resource partners expo.
- 16:13So we're trying to leverage all that.
- 16:15So it would be the small businesses after they attend a webinar and become lender ready
- 16:20and then take that to the next step to meet the lenders and the resource partners of the county.
- 16:25Again, it's just just even talking here today.
- 16:30It just it is impressive the kind of resources.
- 16:34And again, I don't know what it looks like in the rest of the country.
- 16:37Maybe maybe you two are just phenomenal SBA folks.
- 16:42But I again, I've always been impressed with with the work that these district offices do, the engagement that you have with us at the SBDC.
- 16:51Just a lot of a lot of very powerful, useful programs that you guys bring out into the marketplace.
- 16:59Well, we appreciate your coordination with us for sure.
- 17:04I mean, we couldn't do it without you.
- 17:05We are not very large offices for the territories that we cover.
- 17:09Right.
- 17:10I have eight people in North Florida.
- 17:11I know South Florida has nine people.
- 17:15So we're doing more with less and less and less.
- 17:18But we are leveraging partnerships to make sure that we can get boots on the ground and the information out there to the small businesses that really need it.
- 17:26And for the listeners, you know, you can go to SBA.gov forward slash events.
- 17:32And there you could see all the listings of the mostly free events from both the SBA and its resource partners, including SBDC.
- 17:44And not just in Florida, but you can access offerings throughout the country.
- 17:49And you can listen to it from the convenience of your own laptop and get free trainings.
- 17:54And again, just the website itself, SBA.gov.
- 17:57Incredible resource for entrepreneurs and small business owners.
- 18:01So it is our very good friend, Jonelle Hine, who is the district director at the North Florida District Office of the SBA.
- 18:10And our very good friend, Clem Garcia, who is the lender relations specialist at the South Florida District Office.
- 18:17Both of you, thank you for the partnership.
- 18:19Thank you for the support.
- 18:21Thank you for being here and supporting the 2026 Small Business Success Summit.
- 18:26And thank you for all you do for Florida's small business community.
- 18:30Thank you.
- 18:31And happy 50th anniversary.
- 18:33Yes, happy 50th.
- 18:34Thank you, Tom.
- 18:35Yes, not me personally.
- 18:36No, no, no.
- 18:37For the SBDC network.
- 18:38We're close, but not quite 50.
- 18:41But yes, 50th anniversary of the SBDC.
- 18:44Absolutely.
- 18:44Thank you, guys.
- 18:46Great.
- 18:47Thank you.
