- 22:56:57Welcome to the City Center Podcast. I'm
- 22:57:00Jerry Morisolo. West Palm Beach is on
- 22:57:03fire with new business, new growth, and
- 22:57:06breathtaking new buildings.
- 22:57:07But why is it happening in this city?
- 22:57:10What makes us so attractive?
- 22:57:12We'll explore the phenomenon and learn
- 22:57:15how developments go from
- 22:57:16the drawing board to reality.
- 22:57:18Next on the City Center Podcast.
- 22:57:28And joining us today is Armando Fauna,
- 22:57:31Assistant City Administrator for the City
- 22:57:32of West Palm Beach. Armando, welcome.
- 22:57:34Thanks, Jerry. Great to be here.
- 22:57:35Now, West Palm Beach seems to be a
- 22:57:37favorite with world-class developers.
- 22:57:40They're all flocking here.
- 22:57:42The question that comes to
- 22:57:43mind is, why are we so popular?
- 22:57:45Well, what's not to love, right? I mean,
- 22:57:47West Palm Beach has become almost the
- 22:57:50place to be when it
- 22:57:51comes to South Florida.
- 22:57:53Miami's been growing for a long time.
- 22:57:55It's sort of almost grown out. Fort
- 22:57:57Lauderdale and Broward County, definitely
- 22:57:58there is nowhere else to develop.
- 22:58:00West Palm Beach is always kind of the
- 22:58:02stepchild of the town of Palm Beach.
- 22:58:04And so we've stepped up on our own now,
- 22:58:07particularly post-COVID. It became just a
- 22:58:09really popular place for people to come
- 22:58:11get out of the
- 22:58:12Northeast, get out of the cold.
- 22:58:13Even during the summertime, the COVID
- 22:58:17changed everything. Folks came here. A
- 22:58:19lot of them stayed during the
- 22:58:21hot months of the summertime
- 22:58:22where they thought it was almost
- 22:58:23unbearable, and they realized, you know
- 22:58:25what? They got air conditioning there.
- 22:58:27Things functioned just the way they do in
- 22:58:28New York and maybe a little bit better.
- 22:58:31And I think a lot of the folks that I've
- 22:58:32spoken to who have actually immigrated
- 22:58:34here from New York and other parts of the
- 22:58:35Northeast and even California,
- 22:58:37realize that the summers are not that
- 22:58:39much worse than they are in other places
- 22:58:41in the country, and that we have so many
- 22:58:43more amenities than what folks thought.
- 22:58:46I always like to say we're a small town
- 22:58:48with a big town amenities.
- 22:58:50We have world-class restaurants. We've
- 22:58:53got entertainment districts. We have the
- 22:58:57Kravitz Center, which is fantastic.
- 22:58:59The Norton Museum of Arts. We have a lot
- 22:59:01of amenities that towns of this size or
- 22:59:04cities of this size
- 22:59:05may not have typically.
- 22:59:07And everything is so easy to get to. I
- 22:59:09mean, no matter almost where you are in
- 22:59:10the city, you're five to 10 minutes away
- 22:59:12from an international airport.
- 22:59:14You're close to getting to the other
- 22:59:16cities where it was jumping on Bright
- 22:59:18Line. You can go to Orlando. You can go
- 22:59:20to Fort Lauderdale to Miami.
- 22:59:22So there's just so many options. It's
- 22:59:23very central to get to
- 22:59:25anywhere in the state.
- 22:59:27And it's just an attractive place to be.
- 22:59:30And I think folks have figured that out.
- 22:59:31We've always were attracted. We had many
- 22:59:34of these items that you
- 22:59:35just mentioned already in play.
- 22:59:36But it seems like you pointed out that
- 22:59:39the COVID pandemic is what really sort of
- 22:59:42shined a light on West Palm Beach.
- 22:59:43Yeah, it really did. I mean, that changed
- 22:59:46everything. It was a game.
- 22:59:47Unfortunately, it was a pandemic.
- 22:59:50So there's nothing positive about that.
- 22:59:51But at the end of the day, it did bring a
- 22:59:54lot of people into this area who normally
- 22:59:56wouldn't come,
- 22:59:56especially during the summer once.
- 22:59:57And they realize that it's a great place
- 22:59:59to be all year round,
- 23:00:00not just for the winter.
- 23:00:01So a lot of people sort of discovered
- 23:00:02West Palm Beach at that particular point.
- 23:00:05One of the things that I wanted to talk
- 23:00:06to you about is that not only is it a
- 23:00:08very attractive place, but it's also a
- 23:00:10good place to do business.
- 23:00:11Tell us why West Palm Beach has sort of
- 23:00:14taken that tack that we
- 23:00:15were business friendly.
- 23:00:17Yeah, absolutely. As more people moved
- 23:00:19here and realized that this is a nice
- 23:00:22place to live all year round, I think
- 23:00:23businesses have also realized that.
- 23:00:25First of all, you have the tax advantages
- 23:00:27that all of Florida has compared to some
- 23:00:29other states where there
- 23:00:30is no state income tax.
- 23:00:33Generally, Florida is a business friendly
- 23:00:35state as compared to some other states.
- 23:00:37And I think businesses are realizing that
- 23:00:39and flocking here in many ways.
- 23:00:41But the city of West Palm Beach in
- 23:00:42particular, when I speak with individuals
- 23:00:45who have done business here at
- 23:00:46corporations, one thing they always say
- 23:00:48is we are friendly in terms of being able
- 23:00:51to sit down with staff in the city or
- 23:00:55with the mayor and talk through ideas and
- 23:00:58what their vision is for what they want
- 23:01:00to bring to the city.
- 23:01:01And that we are open to listening and we
- 23:01:03are opening trying to make those visions
- 23:01:05come a reality within the parameters that
- 23:01:08we have in the code.
- 23:01:09But other places I have heard where it is
- 23:01:12just difficult even to get a meeting, we
- 23:01:14try to be very open.
- 23:01:15Matter of fact, we try to encourage those
- 23:01:17individuals who want to open up a
- 23:01:19business, who want to create a
- 23:01:21development opportunity to come to us
- 23:01:23early so that we can talk through some of
- 23:01:26the challenges and some of the benefits
- 23:01:28that we may offer as a city.
- 23:01:30And identify things early on so we are
- 23:01:32not hit with surprises or they are not
- 23:01:34hit with surprises
- 23:01:35midway through the process.
- 23:01:36So we are very open and encouraging in a
- 23:01:40sense of just having an open door policy
- 23:01:42for individuals in business to discuss
- 23:01:44what they want to do.
- 23:01:45So if a developer comes to you with an
- 23:01:48idea, what is involved?
- 23:01:50What are the steps in the process of
- 23:01:52going from the drawing on the napkin to
- 23:01:54something that is really happening?
- 23:01:56Yeah, that is a great question.
- 23:01:59There is a multiple number of steps you
- 23:02:02take, but the first one that we try to
- 23:02:04encourage is to have a
- 23:02:05pre-development meeting.
- 23:02:06And that is where we get all of our
- 23:02:09disciplines that typically
- 23:02:10we would review a project.
- 23:02:12So it would be the land management part
- 23:02:15of it, I should say
- 23:02:16the land use part of it.
- 23:02:17So development services, our city
- 23:02:20planners, the zoning, whether zoning will
- 23:02:23accommodate what they want to do.
- 23:02:25And then we also look at utilities, what
- 23:02:28types of utilities are going to need to
- 23:02:30be brought in or created for particular
- 23:02:33projects, especially
- 23:02:34large scale projects.
- 23:02:36Do we have sufficient
- 23:02:38infrastructure to support it?
- 23:02:40What kind of traffic would
- 23:02:42this type of a use generate?
- 23:02:44So it is good to have those
- 23:02:45pre-development meetings to go
- 23:02:47over those big picture issues.
- 23:02:50And then a site plan is
- 23:02:52created by the developer.
- 23:02:53And that site plan is submitted, which
- 23:02:56then gets into more of the details.
- 23:02:58It goes from the napkin to a piece of
- 23:03:01paper with the details, sometimes civil
- 23:03:03engineering plans that then lay out how
- 23:03:07the project will fit within the actual
- 23:03:09site, what types of utilities they might
- 23:03:11need, the size of the pipes, the
- 23:03:15elevations, those kind of things.
- 23:03:17And then that gets submitted again to a
- 23:03:20committee within the city that looks at
- 23:03:23it and gives comments to the developer
- 23:03:26about what things need to be corrected
- 23:03:29potentially or where they
- 23:03:30see might be some challenges.
- 23:03:33There's some back and
- 23:03:33forth that takes place.
- 23:03:35And depending on the size of the project,
- 23:03:36it's a small project that generally
- 23:03:38doesn't take very long.
- 23:03:39Larger projects could take many, many
- 23:03:40months of drawings coming in, our staff
- 23:03:45giving their opinions or their comments
- 23:03:47on them, what needs to be changed.
- 23:03:49And then they address those comments.
- 23:03:53And then there may be some back and forth
- 23:03:54for several months before there is a
- 23:03:56final site plan product that can then go
- 23:03:59through the approval process.
- 23:04:01And the approval process may
- 23:04:03depend on where it's located.
- 23:04:04In some cases it goes, for example,
- 23:04:07downtown has a downtown action committee,
- 23:04:09which is a citizen committee that
- 23:04:11actually goes through the site plan,
- 23:04:14looks at the requirements within
- 23:04:16downtown, and then decides whether or not
- 23:04:19that site plan meets the requirements of
- 23:04:21the zoning within downtown.
- 23:04:23Other districts may go to
- 23:04:25the planning and zoning board.
- 23:04:28Others may go to city commission.
- 23:04:30It depends on the location sometimes as
- 23:04:33well as what types of development it is
- 23:04:35and what they're
- 23:04:36looking for from the city.
- 23:04:37If they provide a product or a project
- 23:04:40that is by right, that it meets the code
- 23:04:44exactly, they may not have to go through
- 23:04:46any approvals besides an administrative
- 23:04:48approval with the city staff.
- 23:04:51So it's absolutely not
- 23:04:52an overnight process.
- 23:04:53There are many different stages.
- 23:04:55A lot of stuff happens with the staff
- 23:04:58behind the scenes, as it were.
- 23:05:01And once it's fleshed out, it's – and
- 23:05:02then it goes through, as you point out,
- 23:05:04an approval process that involves both
- 23:05:07experts and citizens
- 23:05:08that are taking part.
- 23:05:10So it's a long, long haul.
- 23:05:13And sometimes experts,
- 23:05:14citizens, and elected officials.
- 23:05:16So there's times where there was multiple
- 23:05:18public hearings as well.
- 23:05:19Now, one of the things you mentioned,
- 23:05:20early on – very early in the process,
- 23:05:22there is a discussion of land
- 23:05:24use and how land is classified.
- 23:05:26And that particular point follows through
- 23:05:29the entire approval process.
- 23:05:30Tell us a little bit about how a parcel
- 23:05:33of land is marked for a certain style of
- 23:05:37building or type of building.
- 23:05:38Right. Yeah. Good.
- 23:05:39So the city is divided – all cities are
- 23:05:42divided up into zones that are classified
- 23:05:46based on the types of
- 23:05:47use that are allowed.
- 23:05:48So, for example, you may have residential
- 23:05:50districts – I should say districts
- 23:05:51instead of zones, but residential
- 23:05:52districts, you have commercial districts.
- 23:05:55You may have a mixed-use district where
- 23:05:56you can have a little bit of both.
- 23:05:58We also have industrial areas as well.
- 23:06:00Not a whole lot here in the city of West
- 23:06:01Palm Beach, but we have a few.
- 23:06:03And then, depending on the types of uses
- 23:06:06that are allowed in that specific
- 23:06:07district, that's what
- 23:06:09the developer can do.
- 23:06:12So, you know, sometimes they're, "Why do
- 23:06:13they allow this type of project here?"
- 23:06:15It's because that's what the
- 23:06:16zoning code will allow for.
- 23:06:17So it's not like you can just plop a
- 23:06:19building in the middle of a single-family
- 23:06:21home district, for example.
- 23:06:23Right.
- 23:06:23Or even a residential district, you may
- 23:06:25not be able to have
- 23:06:25commercial properties or projects.
- 23:06:29So – and that's a
- 23:06:30process that we go through.
- 23:06:32And it gets tweaked here and there.
- 23:06:34For example, right now we're going
- 23:06:35through the Downtown
- 23:06:36Master Plan revision.
- 23:06:39So we've had a consultant that has come
- 23:06:41out and has been working with citizens,
- 23:06:44with other stakeholders like developers,
- 23:06:48and other stakeholders throughout the
- 23:06:50city to get feedback on what
- 23:06:52modifications, if any, we should look at
- 23:06:55within our downtown and
- 23:06:56our Downtown Master Plan.
- 23:06:58And that will determine some things like
- 23:07:00uses, but also setback requirements.
- 23:07:03So how far a building or a structure is
- 23:07:05set back from the street, things like
- 23:07:08height, different zoning requirements
- 23:07:11that periodically need to be
- 23:07:13revisited as the city grows,
- 23:07:15as the city changes,
- 23:07:16our population changes.
- 23:07:18We need to – probably every 10 years,
- 23:07:20you need to be looking at your zoning
- 23:07:21code to see what changes need to be made.
- 23:07:23What limitations do we have on buildings
- 23:07:27that may be not
- 23:07:29suitable for our landscape?
- 23:07:32Someone comes to you and says, "We want
- 23:07:34to build a 75-floor
- 23:07:35building." What would happen then?
- 23:07:38Well, it depends on the
- 23:07:39location, a lot of it.
- 23:07:41So downtown has a lot more flexibility
- 23:07:43because we want a dense downtown.
- 23:07:47That's another thing I think people
- 23:07:47understand is part of the strategy with
- 23:07:51any urban area is to create density
- 23:07:53within that urban area
- 23:07:55so that you have a multitude of uses
- 23:07:57within that density so that individuals
- 23:08:00can live, work, and play
- 23:08:01within that same general zone.
- 23:08:04And that's generally
- 23:08:04going to be urban downtown.
- 23:08:05So, you know, as folks, you hear
- 23:08:08sometimes the complaints about getting in
- 23:08:09and out of downtown traffic wise, right?
- 23:08:11But the whole idea is to create that
- 23:08:13density in downtown.
- 23:08:14And we have right now more residents
- 23:08:16within downtown than we've ever had.
- 23:08:19So we have people who are living
- 23:08:20downtown, who are working downtown, who
- 23:08:22never even have to get into a car.
- 23:08:23So creating that is ideal.
- 23:08:27But yes, if you want to build a structure
- 23:08:29that is not allowable
- 23:08:31under the zoning code,
- 23:08:34whether that's because of the way it's
- 23:08:35shaped or the height or the type of use,
- 23:08:39then it just simply gets rejected.
- 23:08:41Now, there are some times where you can
- 23:08:42get a variance which
- 23:08:44is built into the code,
- 23:08:46the process for getting a variance and
- 23:08:49where variances may occur.
- 23:08:50As an example, if you are proposing a
- 23:08:54building on an irregular size lot or odd
- 23:08:57shaped lot where our zoning code is just
- 23:09:00not conducive to something
- 23:09:03getting built on that lot,
- 23:09:05then you can request a variance for the
- 23:09:06setbacks from the sidewalk or there might
- 23:09:10be other landscaping or there might be
- 23:09:11other variances that you can request
- 23:09:13because otherwise that lot makes it empty
- 23:09:15for a very long time.
- 23:09:16And so that's the reason for variances.
- 23:09:19It's not a way really
- 23:09:20to get around the code.
- 23:09:21It's meant for when there is a difficulty
- 23:09:24with a particular site to be able to
- 23:09:26develop it because of its shape, because
- 23:09:27of its where it's located.
- 23:09:29So there has to be some
- 23:09:30flexibility built into the code.
- 23:09:32Otherwise, you'd have a lot of parcels
- 23:09:35that would get undeveloped,
- 23:09:37which is not good for the city,
- 23:09:39not good for the city in terms of not
- 23:09:40just the tax base that's
- 23:09:43created when you have a new project,
- 23:09:44but not good for even like how the
- 23:09:46citizens interact with the city.
- 23:09:48We're very mindful about how buildings
- 23:09:50look, how they interact
- 23:09:52with the public realm.
- 23:09:54And so you need to have some flexibility
- 23:09:56to make sure you can make these tweaks,
- 23:09:58so the developer can make the tweaks
- 23:09:59working with the city to make the best
- 23:10:01possible product for that site.
- 23:10:03There's generally not a
- 23:10:06100% one size fits all.
- 23:10:07You mentioned residents and the public.
- 23:10:11What sort of voice do they have in the
- 23:10:13decision making process as far as
- 23:10:15buildings are concerned?
- 23:10:16So that's a great question
- 23:10:18because we get that a lot.
- 23:10:19I mean, we have the downtown master plan
- 23:10:21process that I talked
- 23:10:21about that is occurring now.
- 23:10:23We've had extensive outreach on that, and
- 23:10:24we've had great participation, both
- 23:10:26citizens coming to feedback meetings.
- 23:10:29We've had online polls that have been
- 23:10:31done, surveys, I should say, to get that
- 23:10:34feedback from the public on those changes
- 23:10:36into the downtown master plan.
- 23:10:39And then when there's variances requests
- 23:10:41that come in from a project,
- 23:10:44if they have to go through a public
- 23:10:46approval process, and most variances do,
- 23:10:48either through one of the citizen boards
- 23:10:50or through the city commission,
- 23:10:53number one, the boards are made up of
- 23:10:54citizens who have been appointed.
- 23:10:57But they also use typically as an
- 23:10:59opportunity there for public comment.
- 23:11:01So citizens can come out and voice their
- 23:11:04concerns or maybe their
- 23:11:06support for a project,
- 23:11:08both at these boards, whether it's the
- 23:11:09downtown action committee
- 23:11:11or planning and zoning board,
- 23:11:12or they can do it at the city commission
- 23:11:14and provide their opinion there.
- 23:11:17But it's important for folks to
- 23:11:18understand that the best time to do the
- 23:11:20comments is when we
- 23:11:22are going through a code
- 23:11:23or a zoning change like we are now at the
- 23:11:26downtown master plan,
- 23:11:27because once it is set in the code, as
- 23:11:31long as the developer is developing
- 23:11:32within those
- 23:11:33parameters that are in the code,
- 23:11:35then the citizen, even the elected
- 23:11:38official, has very limited ability to
- 23:11:41stop or to impact a development
- 23:11:44because they are by right
- 23:11:46allowed to do that development.
- 23:11:49So it's important for folks to get
- 23:11:51involved at that stage.
- 23:11:53And the reason we have elected officials
- 23:11:54is they're
- 23:11:55representing the citizens' rights.
- 23:11:56So some of it you have to leave it up to
- 23:11:57your elected officials and their judgment
- 23:11:59if you voted for them to make some of
- 23:12:02those decisions as well.
- 23:12:03We've talked a little bit about the
- 23:12:05downtown master plan.
- 23:12:07Go into exactly what that is.
- 23:12:09And is there still time for people to
- 23:12:11have their input into that plan?
- 23:12:14Yeah, we're pretty far into the process.
- 23:12:16We've had a lot of input so far, but we
- 23:12:18do have several public
- 23:12:19hearings that will be left.
- 23:12:21One of them will be the
- 23:12:21downtown action committee.
- 23:12:23There's actually going to be a
- 23:12:24presentation at our August, I believe,
- 23:12:27yes, our August mayor
- 23:12:29commission workshop,
- 23:12:30that will then provide some opportunities
- 23:12:33for people to at least hear what's the
- 23:12:36input that we've seen so far
- 23:12:37and some of the recommendations that are
- 23:12:39potentially going to come out, and then
- 23:12:40they can provide input
- 23:12:41on those recommendations.
- 23:12:44I believe we may have a website as well.
- 23:12:48We can link that up on this show to find
- 23:12:50out that people can give input that way.
- 23:12:52But the downtown master plan is basically
- 23:12:54like a roadmap that sets the rules for
- 23:12:57developers on what they can construct
- 23:12:59and the land use and the setback
- 23:13:01requirements and what are the general
- 23:13:03building requirements or land use
- 23:13:06requirements within downtown.
- 23:13:08It's a form form base,
- 23:13:10meaning that kind of is what it is.
- 23:13:13There's not a lot of variances or things
- 23:13:14that are allowed within downtown because
- 23:13:17it's already built to be flexible.
- 23:13:20As I said, the idea of a dense urban area
- 23:13:23is to create that place where you can
- 23:13:25live, work and play a mix of uses.
- 23:13:28While you're here, you can you have
- 23:13:30residential, you have commercial, you
- 23:13:33have entertainment districts.
- 23:13:34There's just a lot of things happening in
- 23:13:36downtown. You have obviously
- 23:13:37recreational parks, green space.
- 23:13:40So there's a combination of things
- 23:13:42happening right now in
- 23:13:43downtown that are exciting.
- 23:13:44One is a downtown master plan.
- 23:13:45The other is the waterfront your way
- 23:13:48effort that is underway as well, which is
- 23:13:51providing that the input that we've
- 23:13:52gotten from citizens on
- 23:13:54our waterfront in downtown
- 23:13:55and what folks want to see their
- 23:13:57activation of the waterfront.
- 23:14:00Some folks want to leave it as it is.
- 23:14:01More green space, more shade.
- 23:14:03We've gotten a lot of feedback and
- 23:14:05there'll be a presentation coming soon on
- 23:14:06that effort as well.
- 23:14:08And people will still have
- 23:14:08opportunities to provide input.
- 23:14:11And one of the great ways to have input
- 23:14:12is through your your representative.
- 23:14:15So we have our commissioners, our
- 23:14:17district commissioners.
- 23:14:18And if you voice your opinion on what you
- 23:14:20want through them, they generally will
- 23:14:22act as as the voice for their their
- 23:14:25district and their citizens, as well as
- 23:14:26the mayor, who's open to
- 23:14:28input from his citizens.
- 23:14:28And so if you're a resident and you're
- 23:14:30not sure who your your representatives
- 23:14:32are, who your who your commission
- 23:14:33commission commissioner is, you can find
- 23:14:37it on the website at WPB.org.
- 23:14:39That's correct. We have all the
- 23:14:40commission districts listed listed there.
- 23:14:42Fantastic. What's a bigger
- 23:14:44hot button, water or traffic?
- 23:14:47That's a great question. I'd
- 23:14:48probably say traffic right now.
- 23:14:50Traffic is one I hear about all the time,
- 23:14:52although there is
- 23:14:53concerns about the water.
- 23:14:55One of the more common questions when I
- 23:14:58hear about development being questioned
- 23:15:00by citizens, maybe the density
- 23:15:02of it, how big it is as well.
- 23:15:03Do we have enough water to maintain all
- 23:15:07this growth or to keep
- 23:15:08up with all this growth?
- 23:15:09And the answer is yes, we have the park.
- 23:15:11Our water capacity has been evaluated and
- 23:15:14based on current growth trends, we're
- 23:15:18good for at least another 50 years when
- 23:15:20it comes to our water capacity.
- 23:15:22We are we have applied and have gotten
- 23:15:23approval for a permit through the South
- 23:15:25Florida Water Management District, which
- 23:15:27will allow for additional capacities and
- 23:15:30more importantly, a more of
- 23:15:33a diverse source of water.
- 23:15:35Right now, our water comes from surface
- 23:15:36water, Lake Okeechobee, Grassy Waters
- 23:15:39Preserve, and then our
- 23:15:40lakes here in downtown.
- 23:15:41We are exploring the opportunity to be
- 23:15:45able to use what's called the Florida
- 23:15:47Well, which is a deep well system that is
- 23:15:50used throughout Florida, particularly in
- 23:15:52areas south of here, which will diversify
- 23:15:55our water sources and provide us another
- 23:15:57source of water for well into the future.
- 23:16:00And better to not have all your eggs in
- 23:16:02one basket, we will have
- 23:16:03multiple ways to access water.
- 23:16:05So we're we're good with water.
- 23:16:06The one area that we have to look at and
- 23:16:08we do evaluate when a new project comes
- 23:16:10in is the age of our infrastructure to
- 23:16:13that transports the water.
- 23:16:15Right. So we're constantly looking at
- 23:16:17that, evaluating the condition and age of
- 23:16:20our of our distribution system for water
- 23:16:22and wastewater, making those upgrades.
- 23:16:25And as developers come in, they typically
- 23:16:27will have to foot the bill to make those
- 23:16:30types of upgrades when their project
- 23:16:33requires, let's say, a larger pipe size,
- 23:16:35whether it's water or wastewater.
- 23:16:37They have to they have to pay for that.
- 23:16:39Sometimes we'll kind of share in cost to
- 23:16:42extend a new water line to an area that
- 23:16:45then will benefit well into the future
- 23:16:47for other developments that may come.
- 23:16:48So it's a it's a bit of a shared process
- 23:16:52when it comes to the private
- 23:16:53sector and the public sector.
- 23:16:55And then with traffic, traffic is a
- 23:16:57challenge everywhere in South Florida.
- 23:16:59Yeah, I think it also depends on where
- 23:17:01you're coming from. Right.
- 23:17:02I moved here 10 years ago from Broward
- 23:17:05County. I was working
- 23:17:05in Miami-Dade County.
- 23:17:07And this is a delight compared to those
- 23:17:09two counties when it comes to traffic.
- 23:17:11We don't want to get to where they were.
- 23:17:12So we've actually just in the process
- 23:17:14recently of updating our downtown
- 23:17:16mobility plan, which lays out within
- 23:17:19downtown how to increase capacity
- 23:17:22potentially, how to move people, not just
- 23:17:25cars, move people around downtown more
- 23:17:27efficiently and identify
- 23:17:29the areas where there are.
- 23:17:32Especially roads where there where
- 23:17:34there's a lot of traffic and
- 23:17:36traffic is being jammed up.
- 23:17:38How do we alleviate that?
- 23:17:39One way we're looking at is opening up
- 23:17:41Fern Street to a crossing right now is
- 23:17:44only two ways again to downtown
- 23:17:46Okeechobee Boulevard and Banyan.
- 23:17:49We're looking at a third
- 23:17:50option, which is Fern Street.
- 23:17:52That would then be a third way you can
- 23:17:53get in through Australian
- 23:17:54Avenue to enter downtown.
- 23:17:56That would help alleviate some traffic.
- 23:17:59We've already gotten some
- 23:17:59preliminary permits for that.
- 23:18:01That's probably a five year project to
- 23:18:03get it all complete.
- 23:18:04We also we're getting ready to award a
- 23:18:06contract to a provider who will provide
- 23:18:09us with mobility services.
- 23:18:11We used to have a trolley downtown.
- 23:18:13Folks remember the trolley may have a
- 23:18:15nostalgia for the trolley.
- 23:18:16Well, we're going to have trolley 2.0 and
- 23:18:18not just to move people around downtown,
- 23:18:20but a system that will move
- 23:18:22people in and out of downtown.
- 23:18:24So we're really excited.
- 23:18:25It's the most resources the city has ever
- 23:18:28put into mobility within within the city.
- 23:18:31So I think the residents will be really
- 23:18:34excited once they see the final product.
- 23:18:36And we expect the very late parts of this
- 23:18:39year, early part of 2025, excuse me,
- 23:18:41early 2026 to be able to start launching
- 23:18:45that new service that will bring people
- 23:18:47in and out of downtown and within
- 23:18:48downtown and help
- 23:18:50alleviate some of the traffic.
- 23:18:52But traffic is it's
- 23:18:55really a countywide issue.
- 23:18:56And we are working also with our partners
- 23:18:58in the county and other municipalities.
- 23:19:00There's an effort right now to create a
- 23:19:02countywide mobility plan.
- 23:19:04The city is participating in that effort,
- 23:19:06which will lay out what are some of the
- 23:19:09improvements that can be done on a
- 23:19:10countywide basis
- 23:19:11because you're traveling.
- 23:19:13It doesn't matter what the county what
- 23:19:14the lines are between cities.
- 23:19:16Your traffic is the traffic.
- 23:19:18And so we want to make sure that we're
- 23:19:20working in conjunction with our our
- 23:19:22neighbors for the south and to the north
- 23:19:24and as well as the county to implement
- 23:19:28strategies, implement systems.
- 23:19:29That will move people more efficiently,
- 23:19:33not just within the city,
- 23:19:34but in and out of the city.
- 23:19:35It seems like most of this, most of our
- 23:19:36discussion here is forward looking things
- 23:19:39that will be coming up in
- 23:19:40the next two or three years.
- 23:19:43Let's take a second
- 23:19:43look into our crystal ball.
- 23:19:44What do you think is going to be
- 23:19:46happening for next year as far as our
- 23:19:48development in our in the thriving
- 23:19:50businesses we see and what's going to be
- 23:19:52happening five years from now?
- 23:19:53Will the trend continue?
- 23:19:55Will we be as as successful as we've been
- 23:19:59over the past five years?
- 23:20:01Yeah, I think the long
- 23:20:03term trends are good.
- 23:20:04There's a lot of uncertainty right now in
- 23:20:07global markets and U.S. markets in terms
- 23:20:09of where the economy is headed.
- 23:20:11So you see a little bit of hesitation
- 23:20:13when I talk to folks who are looking to
- 23:20:16invest in the area,
- 23:20:17but they're still coming.
- 23:20:19And a lot of the projects that we see
- 23:20:21going up now are projects that came in
- 23:20:23two years ago, maybe
- 23:20:24even three years ago.
- 23:20:25As I said, sometimes that development
- 23:20:26process is a long process, not just
- 23:20:29internally for us reviewing everything
- 23:20:31that comes in, but even for the
- 23:20:32developers themselves.
- 23:20:33They have to line up the financing.
- 23:20:36They have to get assurances from the
- 23:20:38contractors that are
- 23:20:39going to be building.
- 23:20:40So it's a very long process for them to
- 23:20:43particularly large projects.
- 23:20:44So some of the things you're seeing going
- 23:20:45up now were approved two years ago.
- 23:20:49There's a little bit less activity in
- 23:20:51terms of new
- 23:20:52applications that are coming in now.
- 23:20:54So we may have a bit of a pause or
- 23:20:56breather, I should say, which is not a
- 23:20:58bad thing even for the city to catch up
- 23:21:00with some of the work that we have.
- 23:21:03And that's how things go.
- 23:21:04They go in cycles.
- 23:21:05But I think the long term
- 23:21:06trends here are very positive.
- 23:21:08Folks are continuing to have a great
- 23:21:10interest in investing and coming here.
- 23:21:13As you hear the news and folks are still
- 23:21:16worried about what's happening
- 23:21:17politically in some other parts of the
- 23:21:19country and want to come here because of
- 23:21:22the tax situation, because of the
- 23:21:23political situation.
- 23:21:25They feel like it's a more business
- 23:21:26friendly environment and a great place to
- 23:21:30bring up your family.
- 23:21:32So are there challenges?
- 23:21:33Yes.
- 23:21:35Affordability is a
- 23:21:35challenge as we become more popular.
- 23:21:37Obviously, it becomes harder to afford
- 23:21:39housing, afford even a business and
- 23:21:41opening up a business.
- 23:21:42So that is a challenge as demand goes up,
- 23:21:45that the affordability part of it gets
- 23:21:49harder, which then decreases demand.
- 23:21:51So these are bounces in the
- 23:21:53market that kind of even flow.
- 23:21:55But I think we're
- 23:21:56still in an upward trend.
- 23:21:57And although we may have a little bit of
- 23:21:59a flattening for a couple of years, the
- 23:22:02long term trends look very good.
- 23:22:04Right.
- 23:22:04There's still so much interest in this
- 23:22:06area and investing here.
- 23:22:07I constantly hear from individuals who
- 23:22:09are thinking about moving to this area or
- 23:22:12thinking about relocating a business.
- 23:22:14And so as more people come and move here
- 23:22:16and they love it, they'll continue to
- 23:22:19tell their family and
- 23:22:19friends, hey, come visit me.
- 23:22:22And that just like it's just a it just
- 23:22:25kind of perpetuates
- 23:22:26itself as people come here.
- 23:22:28Every time I moved
- 23:22:28here, I moved back here.
- 23:22:29I grew up here.
- 23:22:31Yeah.
- 23:22:31And I moved back here about 10 years ago.
- 23:22:34And every time I bring guests in from out
- 23:22:37of town, they're just they love it.
- 23:22:39They think this is the greatest thing.
- 23:22:41They love our waterfront.
- 23:22:43They love just the
- 23:22:44how close everything is.
- 23:22:46And even though we we locals complain
- 23:22:47about traffic, the folks who are coming
- 23:22:49from other places think this
- 23:22:50is great in terms of traffic.
- 23:22:51So I think the long
- 23:22:54term trends are fantastic.
- 23:22:55Well, on that note, thank you for this
- 23:22:57look inside the process, how we plan, how
- 23:23:01things turn into the buildings and the
- 23:23:03future of our of our city here.
- 23:23:05Thank you for the time
- 23:23:06that you've spent doing this.
- 23:23:07Thank you for giving this this this view.
- 23:23:10And thanks for
- 23:23:10everything you do for the city.
- 23:23:12Thank you.
- 23:23:13Thank you to the citizens who are
- 23:23:14watching and listening.
- 23:23:15I hope you continue to enjoy our city and
- 23:23:18bring your friends and family over so we
