- 10:42:20Welcome to the City Center Podcast. I'm
- 10:42:22Jerry Marcello. Hurricane season is here.
- 10:42:26What do you need to do to get your home
- 10:42:27and lawn ready? We'll talk about that
- 10:42:29next on the City Center
- 10:42:31Podcast from West Palm Beach.
- 10:42:41And joining us today is Leon Pinder, who
- 10:42:43is Director of Public Works here for the
- 10:42:45City of West Palm Beach.
- 10:42:46Leon, thanks for joining us.
- 10:42:47Thank you for having me. One of the
- 10:42:49things that everyone says is that the
- 10:42:50proper way to get ready for a hurricane,
- 10:42:53the key thing for getting ready for
- 10:42:54hurricane season is preparation.
- 10:42:57And you guys are working very hard to
- 10:42:59prepare for hurricane season, isn't that
- 10:43:00right? Yes. Right now our whole
- 10:43:03department is working extremely hard. We
- 10:43:05have vegetation
- 10:43:05amnesty days started today.
- 10:43:08Let's go into that. What exactly is that?
- 10:43:11Hurricane vegetation amnesty days is
- 10:43:14where we give homeowners and residents
- 10:43:16the opportunity to cut back vegetation at
- 10:43:19their residence, unlimited amount, as
- 10:43:21long as vegetation only, put out in front
- 10:43:24of their residence, and then the city
- 10:43:25will pick it up at no additional charge.
- 10:43:28Okay, so the idea is to basically trim
- 10:43:31down the vegetation that's around your
- 10:43:33house. Why is that
- 10:43:35important during hurricane season?
- 10:43:37So the reason it's so important is so
- 10:43:40that it gives us the ability, it gives
- 10:43:42the residents the ability to try and be
- 10:43:44proactive before hurricane season come
- 10:43:47and cut down and cut back as much
- 10:43:49vegetation as they can so that if we have
- 10:43:52a hurricane, then
- 10:43:53perhaps we won't have as much.
- 10:43:55And if we do have some, it still would be
- 10:43:57less than we would have had. And also,
- 10:43:59hopefully, to prevent tearing down power
- 10:44:02lines and stuff like that.
- 10:44:03Right, so the idea is to get rid of stuff
- 10:44:05that can get airborne, that can knock
- 10:44:07into power lines, take out windows, do
- 10:44:09that kind of surge of damage, limit it
- 10:44:11now, take it out now
- 10:44:12before we get towards a storm.
- 10:44:15I would assume the case is that if we've
- 10:44:17got a storm coming,
- 10:44:18that's not the time to do this.
- 10:44:20No, you know, once a hurricane or a storm
- 10:44:22is named out there, then you have to
- 10:44:25cease and desist from cutting out any
- 10:44:27debris and putting out to the curb
- 10:44:28because we may not be able to get to it
- 10:44:30in a timely manner and then it becomes
- 10:44:32like missiles or projectiles going to
- 10:44:36someone's residence
- 10:44:37and doing some damage.
- 10:44:39Now, just to make a point of caution
- 10:44:41here, if you have a beautiful tree, you
- 10:44:44don't want to necessarily cut everything
- 10:44:46off the tree, right? You just want to
- 10:44:48trim just the heavy stuff.
- 10:44:49Correct. You just want to prune the tree
- 10:44:51back. You don't want to hack-rack the
- 10:44:53tree or whatever like that because you
- 10:44:55could then damage the tree and could
- 10:44:57cause it to die. So you just
- 10:44:59want to trim the tree back.
- 10:45:00If you have a program where you're
- 10:45:02trimming the trees back year-round or a
- 10:45:05yearly basis, that's what we're just
- 10:45:07asking you to do right now.
- 10:45:09Okay, so the idea is as I'm cleaning up,
- 10:45:11I'm going to create a single pile. Okay,
- 10:45:13so get a pile together. I'm going to bag.
- 10:45:16Am I bagging all the grass clippings? How
- 10:45:19exactly do I prepare this
- 10:45:20for you guys to take it away?
- 10:45:22So as much as the grass clippings as you
- 10:45:24can, you want to bag those up to make it
- 10:45:26easier so it's not going down the storm
- 10:45:28drain. Any leaves and large trees, then
- 10:45:30you cannot bag, then you
- 10:45:32just put them out to the curb.
- 10:45:33One of the things I tell people is that,
- 10:45:35hey, if you have bags, put the bags on
- 10:45:37the bottom and put the larger branches on
- 10:45:39top so that if there's a rainy event or
- 10:45:42whatever, you're not washing down all the
- 10:45:45leaves down the storm drains.
- 10:45:46And that's the whole point. One of the
- 10:45:48things you're trying to do is to keep
- 10:45:49those storm drains clear of a lot of
- 10:45:52extra material that would normally wash
- 10:45:53into it during a storm.
- 10:45:55Yes, correct.
- 10:45:56Exactly. Okay, so when I do trim my big
- 10:45:59trees, I'm cutting down some of these
- 10:46:01trees. Do I just leave the big 10 foot
- 10:46:03long tree branches out
- 10:46:05there for you or what?
- 10:46:06No, you want to cut it into four by four
- 10:46:09sizes and no more than two inches in
- 10:46:14diameter so that it's manageable for us
- 10:46:17to pick up. If you leave it in 10 foot
- 10:46:18long sections, yes, we
- 10:46:20could probably pick it up.
- 10:46:21But then while we're picking it up, we
- 10:46:24could cause some damage or it may fall
- 10:46:26out of the bucket or something like that.
- 10:46:28So we actually put it in manageable
- 10:46:30sizes. So when the grapple truck comes to
- 10:46:32pick it up, we're able to pick it up
- 10:46:34really quickly
- 10:46:35without causing any damage.
- 10:46:37All right. So the entire idea behind
- 10:46:39Vegetation Amnesty Days, which runs from
- 10:46:41the 28th of April through May 9th this
- 10:46:44year, is a time for people to sort of
- 10:46:47prep their lawn, start
- 10:46:48preparing for the hurricane season.
- 10:46:50What is the city doing to
- 10:46:52prepare for hurricane season?
- 10:46:54Well, you know, we're getting ready to do
- 10:46:56our annual hurricane event drill on May
- 10:47:0015th, where it's multiple city
- 10:47:02departments working together.
- 10:47:04And we have different scenarios each year
- 10:47:07just to make sure that we're
- 10:47:08prepared for hurricane season.
- 10:47:10This year we plan to go all out to make
- 10:47:13sure that our teams are ready, our
- 10:47:15equipment is ready, so that we should
- 10:47:17have an event that we're ready to take it
- 10:47:20on head on and get the city cleaned up as
- 10:47:22quickly as possible.
- 10:47:23Now, I've been to a couple of these.
- 10:47:25They're pretty amazing. If I recall, I
- 10:47:27would assume this year would be the same.
- 10:47:29That's some areas up near Northwood where
- 10:47:31you do the event. Is
- 10:47:33that happening this year?
- 10:47:34Yes, same location this year.
- 10:47:36The amount of realism is amazing to the
- 10:47:39point that we have wrecked cars, we have
- 10:47:41materials strewn all over the roads,
- 10:47:44really mimicking what would it look like
- 10:47:46if there is a full-on
- 10:47:48major storm in the area.
- 10:47:50And that actually includes
- 10:47:51play acting. Is that the case?
- 10:47:54So, you know, each year we, like I said,
- 10:47:56we do different things. So this year
- 10:47:58we're looking to have a like a re-enact
- 10:48:01of sewer spill where we're going to use
- 10:48:03the utility vac truck where we're going
- 10:48:06to act as power lines are down.
- 10:48:08There's going to be some cars that could
- 10:48:11have gotten thrown out. We're going to
- 10:48:12have some actors. We're going to have as
- 10:48:15if there are people trapped in cars.
- 10:48:17So there is going to be a real event that
- 10:48:21really looks real and we're going to have
- 10:48:24fire coming and do a extrication of
- 10:48:27individuals that could be trapped in
- 10:48:29cars. So we're looking
- 10:48:30forward to this year.
- 10:48:32So really, this is an opportunity for
- 10:48:33your staff to really take on like they've
- 10:48:36been, they've done this before, even
- 10:48:38though they may not have.
- 10:48:39They will be able to sort of live through
- 10:48:42all the stress, all the damage, all the
- 10:48:45worried residents that they would
- 10:48:47normally see during hurricane. They'll be
- 10:48:49able to experience a little
- 10:48:51taste of that during this event.
- 10:48:53Yes. And, you know, you can never be too
- 10:48:56prepared, right? So we have new people
- 10:48:58that are on the team. So some people,
- 10:49:00it'll be their first time. Right after
- 10:49:02this event take place, we give them real
- 10:49:04time feedback and things that we could do
- 10:49:06better, things we can improve on, things we can do better.
- 10:49:08And prove on things that they seen that
- 10:49:10they didn't think that was going to
- 10:49:12happen and how they
- 10:49:13reacted to them as well.
- 10:49:15Public Works is one of those departments
- 10:49:17where, if I may speak so obviously here,
- 10:49:23that when you guys do your
- 10:49:24job, guys are almost invisible.
- 10:49:27When you guys are working hard and doing
- 10:49:30the job that the city needs you to do,
- 10:49:32you're not a high profile. You don't have
- 10:49:34flashing lights on your equipment. You're
- 10:49:36not like police or fire.
- 10:49:39But what you do during a hurricane is as
- 10:49:42important to keep the city running to get
- 10:49:44those streets clear to make it so that
- 10:49:47first responders can get to where they're
- 10:49:49going. You're right out there along with
- 10:49:50them during a hurricane response.
- 10:49:53Yes, you know, what I always tell people
- 10:49:55is that, you know, we're all one family
- 10:49:57at the City of West Palm Beach. And the
- 10:49:58biggest thing of it is, is that fire
- 10:50:00can't do their job if we don't do our
- 10:50:02job. Police can't do their
- 10:50:03job if we don't do our job.
- 10:50:05So we have to work hand to hand to be
- 10:50:07able to clear the streets, open the roads
- 10:50:09back up, make it safe so fire rescue, the
- 10:50:12police can get in the streets to be able
- 10:50:15to do their job, to answer calls, to
- 10:50:17assist the residents, our customers of
- 10:50:20the City of West Palm Beach.
- 10:50:21So it's very important that we work
- 10:50:23together. It's important that we work
- 10:50:25with our parks department, our utilities
- 10:50:27department. At that point, we're all one
- 10:50:30big family and we're working
- 10:50:31together for the same effort.
- 10:50:33And you guys don't go home and lock up
- 10:50:35during a hurricane. You're
- 10:50:36on call. You're on the job.
- 10:50:38Yes. So, you know, during hurricane
- 10:50:40season, a lot of our teams, we have
- 10:50:42different cut teams. And so some of those
- 10:50:45individuals will ride the storm out here
- 10:50:47at a city facility or
- 10:50:49other locations during that.
- 10:50:50So we're not home hunkered down with our
- 10:50:52families. Many of us are before the
- 10:50:55hurricane, during the hurricane and after
- 10:50:57the hurricane are still here at a city
- 10:50:59facility somewhere, just working from sun
- 10:51:02up to sun down to get the job done and
- 10:51:04get the city back in operation.
- 10:51:06So it's really clear that you guys are
- 10:51:07completely focused on the seriousness of
- 10:51:10any tropical storm in the area. So what
- 10:51:14message would you have for residents to
- 10:51:15make sure that they're
- 10:51:16ready and prepared for a storm?
- 10:51:18Well, you know, right now, I would just
- 10:51:19tell people, hey, make sure you have a
- 10:51:21hurricane plan first, right? Make sure
- 10:51:24your hurricane plan is updated. Make sure
- 10:51:25your family know what
- 10:51:26your hurricane plan is.
- 10:51:28And then make sure when it's time, if you
- 10:51:30need to execute that plan, you execute it
- 10:51:32as intended. You know, sometimes you may
- 10:51:35plan things, something happened and they
- 10:51:37don't always work out
- 10:51:39the way you envision them.
- 10:51:42But have a backup plan, you know, because
- 10:51:44it's like many of the hurricanes and
- 10:51:46fires that took place. People didn't
- 10:51:48realize that they were going to lose
- 10:51:49everything. And they had moments notice
- 10:51:52to leave and pack up.
- 10:51:53So, you know, make sure you have your
- 10:51:55things in a safe location. Make sure
- 10:51:57maybe you have a safe or something that
- 10:51:59if it gets burned, if it's start a fire
- 10:52:04or if it's water, that your most
- 10:52:06important valuables are protected.
- 10:52:08Very good. And beyond that, too, beyond
- 10:52:11just taking care of your of your lawn and
- 10:52:13making sure that it's properly groomed
- 10:52:15for hurricane season, you want to make
- 10:52:17sure that if you have any loose items,
- 10:52:19right, like patio furniture and stuff,
- 10:52:22put that someplace where it's not going
- 10:52:23to be affected by those high winds.
- 10:52:25Yes, I would say like if you have patio
- 10:52:27furniture, you know, the moment that you
- 10:52:29think that something is coming, go ahead
- 10:52:30and try and put that in your garage if
- 10:52:32you can, stored if you need to put chains
- 10:52:35around or whatever you
- 10:52:36can, just to make sure that
- 10:52:37they don't become projectiles.
- 10:52:40Leanne, one of the questions that comes
- 10:52:41up often as we're approaching the storm
- 10:52:43is how long can I be still putting my
- 10:52:47trash out? How long is the service going
- 10:52:49to continue as a storm is approaching?
- 10:52:52That's really per storm, right?
- 10:52:54Right. And, you know, we try and do I
- 10:52:56think we do a very good job of
- 10:52:57communicating to customers and residents
- 10:52:59in terms of the communication in terms of how long we're going to be out there on the roads.
- 10:53:04And you can still put out your regular
- 10:53:06garbage or your regular trash. And, you
- 10:53:08know, once the winds get to 35 miles
- 10:53:10above, we're ceased and desist all
- 10:53:12services at that point.
- 10:53:14So but we're well aware of like where
- 10:53:16it's at and and to try and make sure that
- 10:53:20we prepare everyone for like, hey, if we
- 10:53:22think that's going to hit tomorrow, we're
- 10:53:24going to tell you, hey, today will be our
- 10:53:25last day picking up until further notice.
- 10:53:27Right. And so where can residents find
- 10:53:30both preparation information, just
- 10:53:34information about amnesty days and about
- 10:53:36hurricane preparation?
- 10:53:37Where can they go to find it?
- 10:53:38They can go to WPB.org
- 10:53:40forward slash hurricane.
- 10:53:43Yeah, that's right. OK, so go to
- 10:53:45hurricane front slash hurricane WPB dot
- 10:53:47org front slash hurricane and you'll be
- 10:53:50able to see basically a guide of
- 10:53:52information to help you prep.
- 10:53:53We'll also be a place where I would
- 10:53:55assume that once you guys say, OK, thumbs
- 10:53:57up, the winds have receded.
- 10:53:59We are going to start returning to
- 10:54:00regular service. That information will be
- 10:54:02there as well. Yes, it will be.
- 10:54:04OK, fantastic. Anything that we need to
- 10:54:06cover here as far as hurricane prep, any
- 10:54:08message that you have for residents that
- 10:54:10you need to think of?
- 10:54:11No, just tell people, you know, don't
- 10:54:12wait until June 1st to get prepared.
- 10:54:14Start right now. If you need water, you
- 10:54:17know, I always tell people don't go and
- 10:54:19try and buy 10 cases
- 10:54:21of water on June 1st.
- 10:54:22Go and buy a couple of cases a week right
- 10:54:24now. Store it away if you need to buy
- 10:54:26food. Buy a little bit now. I understand
- 10:54:28with the cost of groceries right now, all
- 10:54:31those things are expensive and can be
- 10:54:33extremely a stressful time.
- 10:54:34So if you can do a little bit every
- 10:54:36single week to prepare for hurricane
- 10:54:38season now, you'll be in much better
- 10:54:40shape come June 1st.
- 10:54:41Very good. Leon, thank you so much for
- 10:54:43taking the time to be with us and thanks
- 10:54:45to all the folks over at Public Works for
- 10:54:47everything they do for the city.
- 10:54:48Thank you for having me. And thank you
- 10:54:51for joining us. The City Center podcast
- 10:54:53is a production of the City of West Palm
- 10:54:55Beach Communications Department.
- 10:54:57I'm Jerry Marcello.
- 10:54:58We'll see you next time.
