Speaker 1: What's up, everyone, and welcome to another episode of the
0:02
Epstein Chronicles. In this episode, we're going to pick up
0:06
where he left off with the unnamed Captain from the
0:09
MCC and his interview with the OIG investigators. Question, all right, inmates,
0:15
cell mates, and are typically the people that are assigned
0:18
to the Shoe are they in those three shifts? Or
0:21
would you have hit the people that are assigned between
0:24
that time period? So point being, maybe you don't remember
0:27
specifically I had a conversation with that person or that
0:30
person or that person. But if they're assigned to the Shoe,
0:34
not a temporary duty assignment like an OT type of assignment,
0:38
but the people that were assigned there, that was their
0:41
duty too. He cuts them off and answers, so, like,
0:46
I remember specifically I hit daywatch redacted, I remember redacted,
0:51
whatever his name. I remember these guys. I know I
0:55
spoke or redacted. I know I spoke to different guys
0:58
the shoe staff that was always up there. Question, but
1:01
you just don't specifically remember talking to Noel. Answer? No question, okay, answer.
1:07
She might have been in the background somewhere. Question right, answer,
1:10
she could have been there. I don't know. Question, But
1:14
redacted should have spoken with her answer of course, question okay, answer,
1:21
because that's part of that's part of the expectations of
1:24
the unit. If I give you guidance, your guidance should
1:26
have been disseminated down to the officers.
1:30
Speaker 2: Question. Okay, how about the people?
1:33
Speaker 1: So we were going to get into this later, but
1:35
since we're conversing about it now, it looks like Reyes
1:38
was moved. I think his appointment with court was at
1:41
like eight thirty and he was gone from the institution
1:45
by like one p fifty Does that sound right? Answer
1:49
something like that. It could have been question, so who
1:52
was in the show at that time? If he's gone
1:54
from the institution by like one fifty PM.
1:57
Speaker 2: Who would have he gets cut off? Answer?
2:02
Speaker 1: So that would have been all of your six to
2:05
two and your eight to four staff question. Okay, So
2:08
I guess let's go from the top. Who would have
2:11
been the person in charge at the top level? Answer
2:15
that I mean as far as that would have been
2:17
chew one because he would have gotten the notice that
2:20
he was supposed to move the guys question and who
2:24
was at answer? And move the inmate question? And who
2:27
was at answer? It was redacted? Question? And what time
2:31
was he working from. Answer he was working from eight
2:34
to four. Question, So he was eight to four and
2:39
those times are accurate on there. And if some lieutenant said, oh,
2:42
we you know, it says zero to eight, but we're
2:45
actually ten pm gets cut off. Answer and that's true.
2:50
But the officers work those prescribed shifts. Question okay answer.
2:55
The lieutenant was given those shifts because of their commutes.
2:59
Question okay answer. Some of them were commuting two hours out,
3:03
so for them to come from various parts of Jersey
3:06
or Long Island, you know, as a consensus, we said, hey,
3:10
I will continue because that was the previous administration. The
3:14
previous captain put that in for those guys. So you know,
3:17
with those conversations, you know, with the lieutenants, I said,
3:20
I'll keep that. I said, youano, you try to do
3:23
things where I come from, where we didn't do those things,
3:27
you know, as far as that. You know, the captain
3:29
ran his shifts, whatever the shift was, you did it.
3:33
But when I came to Brooklyn, that was a common
3:35
practice in Brooklyn. You know, the captain would allow them.
3:38
When I was a lieutenant, would allow for us, you know,
3:40
to work those shifts and due to We've got a
3:43
staff that commute far out, so that was just an
3:47
incentive to get these guys to come to work, you know.
3:50
Question sure answer, So yes, question, But the times for
3:54
these the shoe staff, that's the actual hours that listed
3:57
on that answer. But for the line staff, the line
4:01
staff that roster correctly imitates their schedule. Question perfect. So
4:06
who then, I guess you said they would be working
4:09
until four pm? Answer right question, so they would have
4:13
at least two hours to be able to do something.
4:15
Answer right question? And who was it that was on
4:19
that day? Answer? So I had redacted, I had redacted,
4:23
I had redacted, and I had redacted. Question and did
4:27
you speak with all of those individuals about the need
4:29
for a cellmate?
4:30
Speaker 2: Answer? I believe I did because they were daywatch.
4:33
Speaker 1: But like I said, it wouldn't have been on August ninth,
4:37
question right answer, It would have been on the unit
4:43
question okay, answer for that quarter. So once I got
4:46
the guidance from redacted of what he wanted me to do,
4:49
I moved on and did it. So I can't tell you,
4:52
but I know I spoke the day watched you staff
4:56
question sure answer. They was the first ones spoke to question,
5:01
So who then ated there? Who would have the shoe
5:04
staff reported the matter to answer the what now question?
5:10
So the shoe staff that's in there, they know that
5:12
he doesn't have a cell mate and the cell mate
5:15
is not coming back. Answer okay, so they would have
5:18
known that he wasn't coming back until probably evening. Watch question. Okay,
5:22
so you don't think that those guys would have known? Answer? No,
5:25
they wouldn't have known because I don't know when the
5:28
inmate left the institution. But what happens is when the
5:31
court line comes out. I believe that the inmates leave
5:33
the institution supposed to between six and eight or seven,
5:38
you know, let's say seven to nine. So between that
5:41
time those inmates are they're picked up, and then they're
5:44
transported to a court.
5:46
Speaker 2: Question.
5:46
Speaker 1: Okay, so what time did redacted work?
5:49
Speaker 2: What was his shift? Answer? Redacted was eight to four? Question?
5:54
Speaker 1: So if we can, let's assume for this instance that
5:57
redacted knows that he needs a cell mate? Answer right, question,
6:01
what should he have done? Answer? Probably wouldn't have known question.
6:07
But let's just say for this instance that he did
6:09
know answer, So if he knew question, he knew that
6:12
he needed a cell mate and he knew that the
6:14
cell mate wasn't coming back.
6:16
Speaker 2: Question.
6:17
Speaker 1: He probably wouldn't. But what I'm trying to tell you, sir,
6:20
he probably wouldn't have known.
6:23
Speaker 2: Question.
6:23
Speaker 1: I know, but in this instance, I'm just saying, let's
6:27
just say that he did answer.
6:29
Speaker 2: Okay.
6:29
Speaker 1: So the instance of that would have happened. What would
6:32
have happened was he should have Okay, this guy is
6:35
not coming He should have notified me question okay answer,
6:40
and should have been like, hey, cat, hey reyes Epstein's
6:43
cell mat Hey, he went to court. He's not coming back.
6:47
Question and he did not answer.
6:49
Speaker 2: No question, okay answer.
6:52
Speaker 1: No. One later informed me that the inmate had even
6:54
went to court. I didn't even know he went to
6:56
the court because guess what, during the time this inmate
7:00
is in court, Epstein is in attorney visiting all day.
7:04
Question sure answer. So nobody would have even thought about
7:08
it because, oh, Epstein is in the attorney visiting, his
7:11
cell mate is not in there. Okay, his cell mate
7:13
went to court, nobody would have been made aware that
7:16
he didn't have selly until they went to put him
7:19
in physically inside of the cell. Question okay, So when
7:23
do you think it would have been in this instance,
7:26
when do you think it would have come up?
7:27
Speaker 2: Answer?
7:28
Speaker 1: As far as knowing he didn't have a CELLI question
7:31
correct answer, somebody should have known when he didn't come.
7:35
That should have been on evening watch. Question so he
7:39
was on evening watch. Answer so evening watch. Well let's
7:43
see here, you're talking about the OIC question in the shoe. Answer, yeah,
7:50
that would have been redacted. Question okay, so redacted? And
7:54
who should have he reported the matter to?
7:58
Speaker 2: Answer?
7:59
Speaker 1: He should have reported it to the operations lieutenant. Question
8:02
and who was the operations lieutenant at the time? Answer?
8:05
I believe the lieutenant would have been. That would have
8:07
been redacted? Question all right? And redacted? Again, you no
8:12
one told you so obviously redacted didn't tell you?
8:15
Speaker 2: So okay?
8:16
Speaker 1: And would redacted gone directly to redacted?
8:19
Speaker 2: Answer?
8:20
Speaker 1: Yeah, he would have called redacted. But guess what I
8:22
was there. I didn't leave that night until like eight something.
8:26
I was there until eight that night. Question right, And
8:29
you did not visit the shoe that night though? Correct answer?
8:33
I can't remember. Question all right. Answer, I'm not going
8:37
to say I did, or I did make that rounds
8:39
that day, or I didn't.
8:41
Speaker 2: I don't know.
8:42
Speaker 1: Question Yeah, answer, But I know I didn't leave that
8:45
institution until late that night.
8:48
Speaker 2: Question.
8:48
Speaker 1: And you know though that Reys you were never aware
8:51
on that day August ninth, that Reys you didn't even
8:55
know he went to court let alone, he wasn't coming
8:57
back answer correct question all right? And redacted is somebody
9:04
that you did have a conversation with with regard to
9:07
the need for a cell mate? Correct answer. I don't
9:11
know if I again talking to people in all three shifts,
9:14
do I remember redacted working in the unit? Yeah, but
9:17
as you're talking to people, I don't remember that. Hey,
9:20
I talked. There are certain people that I can't remember
9:23
that I spoke specifically to question right answer, as opposed
9:27
to some people you know could have been in the area.
9:30
That's why I can't I know. I talked to the
9:32
day watch shoe staff for sure. Question okay, answer, and
9:37
I mentioned those names. I talked to those guys. Question So,
9:41
but redacted should have certainly have told them answer yes,
9:45
question so he's in the office in charge.
9:48
Speaker 2: Who else was on that day? Answer?
9:51
Speaker 1: You had toven O Well and she was the number two,
9:53
and then you had redacted.
9:56
Speaker 2: Toven O Well.
9:57
Speaker 1: Correct answer, Yeah, question okay, answer Noel, And then you
10:01
had redacted with shoe three that day, and then you
10:04
had shoe four was not assigned? Question okay, So those
10:08
three people were in the shoe. So was it ultimately
10:12
the officer in charge responsibility? Or should have these other
10:16
two redacted? Noel have taken any action? Should have contacted anyone?
10:22
Speaker 2: Answer?
10:22
Speaker 1: Well, if you're walking and you're doing rounds in the unit,
10:25
you would see especially at the fore count, because you
10:28
need to know where all your inmates are. So at
10:31
the fore count, and where is Epstein. Epstein is at
10:35
He's in the attorney visiting, because I'm going to get
10:37
a count slip from the attorney visiting right Where's Reyes?
10:41
Reyes is out the court? Then somebody should have called
10:44
R and D indiscernible where is this guy at? Somebody
10:47
should have called R and D. That means the lieutenant
10:50
would have been notified because you can't clear the count.
10:53
Where's the inmate at?
10:55
Speaker 2: Question? Right?
10:56
Speaker 1: Answer, So, if you can't clear the count, where is
10:58
the inmate? The inmate went out? But it's now four o'clock.
11:02
But I did say that sometimes inmates come back on
11:05
the four o'clock, so they call that ghosting. So supposedly
11:08
he's supposed to be at court. But did you get
11:11
account slip from court? No, when he leaves out of
11:13
the institution, that's on them. So that means the institution
11:17
number should have came down minus one.
11:21
Speaker 2: Question.
11:21
Speaker 1: So you believe that the shoe should have known by
11:24
four pm during the four pm count? Answer? Yeah, question
11:29
all right, And let's in this case, if they didn't
11:31
do account at four pm, should they have somehow known
11:34
otherwise after that? So would someone have contacted them and said,
11:38
by the way, this guy is not coming back? Answer right.
11:43
So that means that the four o'clock count, when you're
11:46
going through the unit, he gets cut off. Question But
11:49
if you didn't do a four pm count, So let's
11:52
just say in this instance that they didn't do a
11:54
four pm count. Answer, nobody would know. So unless they
11:59
do the count, they don't even know that the guy
12:01
is not coming back.
12:02
Speaker 2: Question.
12:03
Speaker 1: Answer that's right. Question, So no one is calling them
12:06
and saying, by the way, your guy that went to court,
12:08
he's not coming back.
12:11
Speaker 2: Answer right.
12:12
Speaker 1: Question Okay, answer, because you have told you before, sometimes
12:16
inmates go to court and they don't come back. The
12:19
only time you're going to know is when these guys
12:21
always come back from the court line by four question? Okay, answer,
12:27
but sometimes they don't come back at four. All right, folks,
12:30
we're gonna wrap up right here and in the next
12:32
episode dealing with the topic, we're gonna pick up where
12:34
we left off. All the information that goes with this
12:37
episode can be found in the description box. What's up, everyone,
12:41
and welcome to another episode of the Epstein Chronicles. In
12:45
this episode, we're gonna pick up where we left off
12:48
with the unnamed Captain in his interview with the OIG Inspectors. Question, now,
12:54
what was their time shift? Was it four pm to midnight?
12:57
Speaker 2: Answer? Who? Question?
12:59
Speaker 1: The people we were talking about the evening watch? Answer
13:02
yeah there, yes, Ford to midnight. Question so four pm
13:07
to midnight At that point, if it was recognized that
13:10
there was no cell mate and he needed a cell mate,
13:13
could have if they did contact the Opsoleutenant Oppsoleutenant did
13:18
contact you, could have an inmate been assigned at that
13:22
time or would that have to wait till the next day?
13:25
Speaker 2: Answer?
13:26
Speaker 1: Well, I would have done if I would have known
13:28
right then and there that he didn't have a cell mate.
13:30
He's already an attorney visiting. Right question, yep answer. So
13:35
I would have went on ahead, all right, keep him
13:37
an attorney visiting. I would have called guess who I
13:40
would have called. I would have called the aw to
13:44
let him know well redacted, and I would have called
13:47
the warden. I would have said, hey, look this guy
13:49
went out the WAB today or Reyes didn't come back
13:53
from court. We got to bet another guy. Question, okay answer,
13:58
and that's what would happen. And plus I was there
14:00
at eight. So let's say he got released from attorney
14:03
visiting and he didn't go back, and when they went
14:06
to let's say, hey, this dude, he don't have a
14:08
cell mate.
14:09
Speaker 2: I would have been like holed up.
14:10
Speaker 1: I would have said, because I got R and D
14:12
staff down there, right, because I can't put him on
14:16
suicide watch. I can't put him on close supervision. So
14:19
I would have said, hey, quarterer, this guy right now
14:22
an R and D. Put a staff member on it,
14:24
which would have been Fox one. Put him on Fox one,
14:27
put a staff member down there. Let me call the warden.
14:31
Question what does fox one mean? Answer? That means that's
14:34
R and D question, okay answer, that's the cell assignment.
14:38
I believe it would have been Fox one. Just I
14:41
can't put him on suicide watch question right and then
14:45
Fox one people monitor at all times. Answer no, But
14:49
I would have had somebody monitor him. I would have
14:51
had hey, put a staff member down there and watch
14:54
this guy until we get him a cell mate.
14:57
Speaker 2: Question.
14:57
Speaker 1: Okay, and you think that the same day, August ninth,
15:00
he would have had a cell mate if you were
15:02
made aware. Answer yeah, if I was made aware he
15:06
would he would have got a cell mate. Question Okay.
15:09
Now let's go back and say if redacted did know
15:12
and didn't tell anybody, he didn't tell you. He didn't
15:14
tell redacted? Is he the one he gets cut off
15:19
by the captain? He dropped the ball? Answer or question?
15:24
Speaker 2: Right?
15:24
Speaker 1: Answer? Because again, like I told you about count and
15:28
made a good statement, then how did you clear the count?
15:32
Speaker 2: Question?
15:32
Speaker 1: Uh huh? So the two people that So if redacted
15:35
knew and he didn't tell anybody, he dropped the ball.
15:38
But at the same time, if the four PM count
15:41
was conducted, they would have then raised the issue with
15:43
redacted answer right question, So there would have been two
15:48
checks there answer right question and if not, it would
15:52
have also happened at the ten pm count as well.
15:55
Speaker 2: Answer right. Question.
15:56
Speaker 1: So if the four pm count the ten pm count
15:59
were both, there would have been noticed. Hey, no cell mate,
16:03
bring it up to redacted? Answer correct. Question all right.
16:07
So if redacted didn't know, Redacted didn't tell him. So
16:11
Redacted dropped the ball, the shoe staff dropped the ball,
16:14
it looks like answer right. Question okay? Before we move
16:17
on from that, do you want to talk about anything
16:19
specific to that notion?
16:22
Speaker 2: Answer?
16:22
Speaker 1: No, question okay? Answer can we take a break? Question
16:28
absolutely all right, So they take their break, then they
16:32
come back. Question all right, So what we are talking
16:36
about before? Before we move on, I just want to
16:39
go back to so you said if redacted knew he
16:41
dropped the ball, if the shoe staff didn't do their
16:44
accounts at four pm and at ten pm, that's when
16:47
they would have next found out that Epstein was without
16:51
a cell mate, and they would have then reported it up.
16:54
Answer m hmmm. Question correct. What did we want to
16:58
follow up with on that one? Answer? If a notification
17:02
came from the court that Reyus wasn't coming back, who
17:05
would have got the notification? Answer? That notification would have
17:08
came through R and D and through the control Center,
17:11
which the Control Center would have updated the count in
17:14
century to reflect if the inmate was physically in the
17:17
institution or was still out in the court. So it
17:20
would be contingent to look at the century roster, which
17:24
would be the e one that the Control Center had
17:26
created for those counts, to find out if Rays was
17:30
still on the count as physically being in the institution.
17:33
Speaker 2: Or out to court.
17:36
Speaker 1: Question Okay, and to Forig and d in control did
17:39
get that notification, did they have to notify the shoe? Answer?
17:42
Speaker 2: Yeah, because then the count would be off. Question.
17:46
Speaker 1: If let's just say that the notification came between one
17:49
and three, who in the shoe would have been notified?
17:53
Answer the OIC which would have been for the day watch.
17:57
It would have been either redacted or redacted. And what
18:00
should they have done?
18:02
Speaker 2: Answer?
18:02
Speaker 1: And with that one time, they would have reflected on
18:05
inside of century. And also they would have known that
18:08
the inmate was not physically there and they would have
18:11
had notified the operations lieutenant that this guy didn't come back.
18:15
So that means somebody would have had to make sure
18:17
that the institutional count was right or wrong.
18:21
Speaker 2: Question.
18:22
Speaker 1: So in this instance, if redacted new who would have
18:24
been the one that would have been informed. Answer, that
18:27
would have been the one that have been either redacted
18:30
or redacted would have notified them. But then I also
18:33
said that redacted worked in the capacity of OIC because
18:37
a lot of those officers would say, oh, I don't
18:39
have the ability to log on into the program, so
18:43
he would do double duties.
18:46
Speaker 2: Question.
18:46
Speaker 1: Okay, So let's say that the Shoe staff that time
18:49
did notify redacted. Let's say that redacted now didn't take
18:53
any action.
18:53
Speaker 2: Okay.
18:54
Speaker 1: Now, let's say that the next Shoe staff comes on board,
18:57
should they continue to report the matter up the chain?
19:00
Speaker 2: Answer?
19:00
Speaker 1: Yeah, question even though the Shoe that replaced them already
19:03
made the notification that Epstein was without a cell mate
19:07
and needed a new one. Answer, because their account would
19:10
have been off. And then they wouldn't have known that,
19:14
you know, when they brought him back from attorney visiting
19:16
that the cell was empty.
19:18
Speaker 2: Question.
19:19
Speaker 1: Right, And I'm not specifically talking about the count right now.
19:22
What I'm saying is like, if the Shoe did notify redacted, Hey,
19:26
Epstein is required to have a cell mate, and the
19:28
cell mate is gone, we need to get him a
19:30
new one. Redacted now never takes any action. Should the
19:34
Shoe later that day made the same notification too in
19:38
this case to redacted, Hey, Ebstein still hasn't been reassigned
19:42
to cell mate? Answer correct question. Okay, So the Shoe
19:46
may have done it right at day watch and redacted
19:48
got the notification, but the Shoe on the night watch
19:51
gets cut off by the captain. Didn't do it? Answer,
19:55
didn't do it, and they should have answer because he
19:59
was an attorney visiting. So they said, oh, it was
20:01
an empty cell. We said, okay, yeah, Epstein is still
20:04
at attorney visiting. Nobody would have cared about the Selli
20:07
because they would have thought that he was still out
20:09
at court. Question okay, answer, But if he did come
20:13
back by eight that night, somebody would have said something.
20:17
Answer or question. Now, let's go even further from now,
20:21
we go from evening watch to now morning watch. We're
20:24
on August tenth, where Noel and Thomas are now in there.
20:28
Answer correct question. Should they have made the notification to redacted?
20:33
Answer they wouldn't have known. Question all right, so they
20:35
should have gets cut off by the captain. They would
20:39
have been in the unit with the assumption that all
20:42
of the inmates have been accounted for by the previous
20:44
shift because the count didn't go wasn't bad question? So
20:48
that's the twelve am, three am, and five am answer correct.
20:52
Speaker 2: Question.
20:52
Speaker 1: Are you saying they don't really need to do those counts? Answer? No, no, no,
20:57
I'm not saying that. What I'm saying is they wouldn't
20:59
have not have known that the inmate didn't come back
21:02
from court if it wasn't addressed on either at day
21:05
watch or evening watch. Question okay, answer, they wouldn't know.
21:09
They would just can't be responsible for counting what inmates
21:13
was housed in that unit between the hours of twelve
21:15
to five, because those are the three counts. So yeah,
21:19
let's see, these are the three counts. Let's look question
21:22
So the five o'clock one answer? All right, so I
21:25
got the five o'clock. It looks like we got the five,
21:28
the ten, the midnight, the three, the five, and then
21:32
is this the rounds?
21:33
Speaker 2: Answer?
21:34
Speaker 1: Yeah, that's the control question the control answer. Yeah, we
21:38
don't want this. I'll take this question. Okay, So here
21:41
are the counts from August ninth, from four pm through
21:44
August tenth through five am. Answer okay, question, Now we
21:49
have reason to believe that the four pm, the ten pm,
21:53
the twelve am, and the three am and the five
21:55
pm none of them were conducted.
21:57
Speaker 2: Answer?
21:59
Speaker 1: Okay, So what you're saying that the four pm count
22:02
for August ninth was not done and the ten wasn't done?
22:05
Speaker 2: Answer?
22:05
Speaker 1: And the ten, nor was the twelve, the three or
22:09
the five am. Now is there a way to look
22:12
at that if there is someone, let's say, because at
22:14
this twelve am count, you'll notice there's a discrepancy, there
22:18
is one inmate, they're off by control says, hey, you're
22:21
off by one. Is there a way to kind of
22:24
look at these counts and notice, all right, this would
22:27
have been picked up then, or a way to kind
22:29
of just tell that these weren't conducted by just looking
22:31
at the documents or noticing if you know, if Reyes
22:34
is gone by one point fifty, you know he's released.
22:37
Speaker 2: Is there a way to tell that? Because you've got
22:39
it right here? Answer?
22:41
Speaker 1: Okay, question, this is the forum right there. This will
22:44
tell you who the inmates are out of count question okay, answer,
22:51
and that's from small. He was one of the receiving
22:53
and discharged employees that was probably working on August ninth,
22:57
question okay. Answer, so she would know who was still
23:00
out at count, so that means Operations lieutenant didn't even
23:03
sign it. That's a violation.
23:06
Speaker 2: Question.
23:06
Speaker 1: So this document that you're looking at, it looks like
23:09
what is it like the third page on there?
23:11
Speaker 2: Answer?
23:11
Speaker 1: Yeah, that that should have been because you've got it
23:15
right there, Clark unassigned work assignments. So this inmate Clark
23:19
that's saying he's out at court. Question okay, answer, so
23:26
now our account is minus one, but we know where he.
23:28
Speaker 2: Is because he's still out at court.
23:30
Speaker 1: So ray is that count? So if he went out
23:33
to court, let's say we was at eighty eight. Let's
23:36
just say when he went out to court, him and
23:39
Clark went out, he would have went down to eighty six.
23:42
But guess what Reyes drops off the count? How he
23:45
got released?
23:46
Speaker 2: Question?
23:47
Speaker 1: So if he was released gets caught off by the captain,
23:50
form that should have come from the marshals back to
23:53
us saying that he got released. Question So between ten
23:57
am and the four pm count, would there have been
23:59
a in there showing that he was released? Answer?
24:04
Speaker 2: There should have been.
24:05
Speaker 1: Question Okay, answer that should have been generated from the
24:09
marshals because it's a transfer order. You heard of a
24:11
transfer order every time an inmate goes off. If you've
24:14
got ten that went out to court that day, that's
24:17
the transfer order. Whatever the disposition of those inmates are, Okay, boom,
24:21
ten went out to count eight coming back? Okay, where
24:24
are the other two?
24:25
Speaker 2: Okay?
24:26
Speaker 1: I got this guy that's still out of counted and
24:29
he's at court. He's still at whatever at this time frame.
24:32
Where's reyes? There should have been a transfer re seat
24:35
signed by the marshals, by the staff that was at
24:38
the New York Court over there, the people that handle
24:41
the inmates. That transfer order should have been sent back
24:44
with whoever was transporting the inmates and brought back to
24:46
the institution to say that this guy never came back.
24:51
Question So the third page that you're saying, though, that
24:55
was a violation that the operations lieutenant didn't sign? Answer right?
25:01
Question Would that have been redacted or redacted at the time? Answer?
25:05
Because all the staff it's called the thirty day file.
25:09
Speaker 2: Answer.
25:09
Speaker 1: So, what the lieutenants are supposed to do on their
25:11
shift is supposed to when they make grounds in control,
25:14
they're supposed to because we're supposed to take count on
25:17
every shift, especially in the off hours. So before Epstein,
25:21
that was a responsibility. On the off hours, you'll be
25:25
responsible for taking count, so that evening watch guy would
25:28
take the ten count, right or somebody somebody would take
25:31
the four o'clock count. So the operations lieutenant or the
25:34
activities would normally go down and take the four. They
25:37
would go through the paperwork for that day up to
25:40
four o'clock and you would sign all the forms, like
25:42
if somebody checked out keys restricted key forms, Operations is
25:46
supposed to sign it?
25:48
Speaker 2: Question mm hmm.
25:50
Speaker 1: Answer, if the transfer order receipts come back, you're supposed
25:53
to sign it. Whatever happens on that shift, you're supposed
25:56
to sign the count slips that form right here that
25:59
should have been signed by the lieutenant.
26:02
Speaker 2: Question.
26:02
Speaker 1: Okay, so these forms that we're looking at four pm,
26:05
there is a number of signatures that are missing. Answer, yeah,
26:08
question and should have that been the lieutenant as in
26:12
it looks like redacted answer official preparing count, official taking count?
26:18
Those are going to be so the person that was
26:20
taking the count would have been the OIC. Then the
26:22
person who actually was there as a lieutenant that was
26:25
taking the count. Normally we would sign it in the
26:28
end or in red question, Now the lieutenant, when you
26:31
say that they're there, aren't they in the control center?
26:34
Speaker 2: Answer?
26:35
Speaker 1: They're in the control center while the officers are doing count.
26:40
Question Okay, so the shoe calls in says, we got
26:42
count seventy two, seventy three, seventy four, whatever it is.
26:46
And in this case, when you look at the four
26:48
PM though, you're seeing that there was no lieutenant that
26:51
signed off on that answer no question, So on the
26:55
first page as well as the third page, was there
26:59
they should have signed answer right?
27:02
Speaker 2: Question? All right?
27:03
Speaker 1: And then gets cut off. Yeah, because I got to look,
27:07
I got a signature for this one that was approved
27:10
by the operations lieutenant right here. Question and to a
27:13
Z answer that's I don't know who that signature is.
27:18
Question all right. It looks like redacted would have been
27:20
on duty. Is that the time? Question or answer that's
27:24
going to be four pm? Whoever took the four PM
27:27
that lieutenant would have been redacted? All right, folks, We're
27:31
going to stop right here, and in the next episode
27:33
we're going to pick up where we left off. All
27:36
the information that goes with this episode can be found
27:39
in the description box. What's up, everyone, and welcome to
27:42
another episode of the Epstein Chronicles. In this episode, we're
27:46
going to pick up where he left off with the
27:48
unnamed captain from the MCC and his interview with the
27:53
olig investigators. Question, Okay, can we go to the shoe
27:59
count slip themselves and that should be the last like
28:02
page or two answer? See, yep, those are the inmates
28:06
that went to the attorney visiting. So those three would
28:09
have been on the count slip. Now you said where
28:12
question the very last page, it's like the actual slip
28:17
answer by the captain these question yep, So these are
28:22
the slips that the actual shoe for the ones that
28:24
are in the shoe. Can you just put an initial
28:26
buy it or circle it or whatever which one it
28:30
is that would have been conducted at the shoe answer Okay,
28:35
I think it's Zulu Zulu bravo Zulu alpha. Question so
28:41
z A and zb are the two shoes. Answer yes,
28:45
question are there any more than that? Answer you have
28:50
so that you've got food service gs, indiscernible attorney visit.
28:55
That's Kilo India, that's court Kilo Zulu. Yeah, so Zulu
29:00
alpha would have been that and then that would have
29:02
been ten South question. All right, so ten South answer
29:07
Charlie Alpha, Charlie Alpha question, but no, just specific to
29:12
the shoe like where not. I don't know if ten
29:14
South is considered chee, but I'm just talking specifics to
29:18
like where Epstein was in the shoe, like who you
29:23
know that? I'm assuming the seventy two to seventy three
29:25
count answer? Yeah, right here. That would have been the
29:29
Zulu Bravo and Zulu alpha question. All right, great, and
29:34
are you able to tell me who all are on
29:36
those slips? Answer? It says redacted and toven no wel
29:41
and redacted question okay answer. And that would have been
29:45
for the four o'clock question. All right, answer for redacted
29:50
in Tovin no wel for the four o'clock count question.
29:53
Speaker 2: Okay.
29:53
Speaker 1: And now what is the difference between the ZB and
29:56
the ZA.
29:58
Speaker 2: Answer?
29:59
Speaker 1: I believe the Z is total shoe question okay answer.
30:03
And then then you had the inmates that were up
30:06
on ten South question. Okay, so the ZB is that
30:10
ten South? Then answer yes question, So we're focused on ZA.
30:15
Answer yes question. All right, So ZA, and that one
30:20
was signed by who answer? It looks like Noel and
30:23
redacted and redacted. Question, Now, if that count wasn't actually conducted,
30:28
are they the only two that are responsible for falsifying that?
30:32
Or would other people he gets cut off by the captain,
30:36
This would be the whole unit, the OIC, everybody that
30:41
was in the unit. Question Okay, answer, because that means
30:45
on evening watch. I believe you have one, two, three,
30:48
four staff and they all have a different range that
30:51
they have a responsibility of. Question okay, answer, you know
30:56
what I'm saying. So they feed us, they feed the ranges,
31:00
They monitor the ranges by doing the thirty minute rounds.
31:03
So the OIC has the key. So those other three staff,
31:06
the number two, the three, and the four, I believe
31:09
they're supposed to do rounds, feed, do issue cosmetics, do
31:13
whatever they need to as far as the normal operations
31:16
inside the unit. So if nobody counted, that means who count?
31:20
Who helps assist in counting? Intent south for the five guys?
31:25
Question right, answer, Because I believe the lieutenant is supposed
31:29
to come up normally the activities will go up, I
31:32
believe and do the count in Zulu bravo. So that
31:35
means that one of the lieutenants would be up in
31:38
the unit when the count was going on. Question So
31:41
in this case a lieutenant should have actually been present?
31:45
Answer yes, question which lieutenant on that date? Would that
31:50
have been? Answer?
31:53
Speaker 2: So that would have been that would have been.
31:58
Speaker 1: Probably redacted took the count and then redacted or misredacted
32:03
would have been in ten South doing the count in
32:05
ten South, I believe if I could remember, it's been
32:08
a while because it's only per there's only one staff
32:12
member inside of ten South. Question so redacted should have
32:17
been present for the count at four pm? Answer yeah,
32:21
because I'm looking and you have ten South number one
32:24
was redacted, and then you had ten South number two
32:27
was g redacted, So G redacted probably was up there
32:30
doing property. Question Now is this the only for the
32:35
four or should there have been a lieutenant as well
32:38
as in the ten pm, twelve pm or twelve am,
32:42
three am, and five am. Answer so redacted? Question so
32:48
who was redacted? Answer redacted is one of the officers?
32:52
Question what's the first dam on that? Answer redacted? And
32:56
then I'm looking here, so ten South number two is redacted,
32:59
which is the property officer. So during that time I
33:03
was hiring redacted to go up here and get the
33:05
property situated on the evening watch. Question, so is redacted
33:10
even working in the shoe at that point? I think
33:12
he would have had the first he gets cut off
33:16
by the captain, because you know that, because that would
33:18
have been redacted. Let me look at the day because
33:21
I don't think he would work that because it said
33:23
redacted is the number one question, And that's where I'm
33:27
confused by looking at some of these counts. Why would
33:30
they even have he gets cut off by the captain?
33:34
Redacted was on overtime, so redacted was day watch. So
33:37
that means redacted probably came in late. Question okay, answer,
33:42
So redacted probably did the count because redacted didn't get
33:46
there and now he was notorious for that question okay answer,
33:52
Redacted is a good guy, but he had some health
33:54
problems and maybe he didn't get there on time. So
33:57
redacted went on ahead and since the count started at four,
34:01
he probably went ahead and did the count. Question all right,
34:05
and are you able to tell on that does this
34:08
have a time for when the count was supposedly conducted? Answer?
34:13
It's all of them going to reflect four. Question just four.
34:17
Answer four. It's not going to say four five four
34:20
h four. The count is four PM question. Okay, So
34:24
in this case, though, the one for the overall shoe
34:28
that would have been you said, is that a indiscernible
34:32
or are you just telling that's four tense? Self answer?
34:36
Overall shoe would have been Zulu alpha question. Yeah, and
34:42
who was on that? That's where he gets cut off
34:46
by the captain Noel and redacted questions. So redacted, redacted
34:51
and Noel would have been the ones that did the overall.
34:54
But what you're saying is everyone if the overall count
34:57
was not conducted, everyone was responsible. Answer yes, question for
35:03
falsifying that answer yep. Question because everyone would have known answer,
35:09
They would have known question that it was conducted. Answer
35:13
that it was conducted, that it wasn't conducted. Question, Now,
35:16
is there any kind of like, hey, we fed them,
35:19
that's how we did our count? Answer, no count. Because
35:23
I put this guidance out the difference between doing rounds
35:26
and accurate rounds. You know, we talked about the timeframe
35:29
that goes between the thirty minute rounds. So like let's
35:32
say it's eleven o'clock, you should do a round somewhere
35:35
between eleven and eleven thirty You understand question?
35:39
Speaker 2: Yep?
35:40
Speaker 1: Answer if it's done at eleven twenty nine, that's fine,
35:43
but you should be doing it within that thirty minutes
35:45
because it has to be irregular. So you can't put
35:49
on there and said I did rounds at eleven eleven
35:51
thirty question twelve, answer twelve twelve thirty. You know you
35:58
can't do it like that. So let's say you know, oh,
36:00
you're feeding up there. You're up here feeding, but the
36:03
round is going to be because you're not monitoring, you're
36:06
doing a service. Just because you're on the range. That
36:10
means you did around. Around is physically stopping what you're doing.
36:14
So if I'm feeding during the time I'm supposed to,
36:17
I'm supposed to do around secure the slot, I go
36:20
to the beginning of the range one, two, five, seven, nine, eleven, whatever, whatever, whatever,
36:26
document the time I did the round, then go back
36:29
to feeding. It's not while I'm up there, Okay, I'll
36:32
feed the range. It took me seven minutes, seven point
36:35
nine seconds to feed around, and so that's telling me
36:39
that you did a regular round for an hour one
36:41
hour because you was up there for forty five minutes.
36:44
Did you do around? Question right?
36:48
Speaker 2: Answer?
36:49
Speaker 1: Did you can I physically watch you go from cell
36:52
to cell. That's around. Question. But what about so can
36:56
a round can't be account but can account be around?
37:01
Speaker 2: Answer?
37:01
Speaker 1: No question. So every thirty minutes, if you're doing account
37:05
at four, you also have to do a round at four?
37:08
Answer yep question Okay, answer because if I go up
37:12
there at four, If I go, let's say I start
37:15
at four at four, what's going to be that round?
37:18
You understand what I'm saying because count, I'm taking accountability
37:21
of the units. So if it takes probably two or
37:24
three minutes to count, that would be four oh three,
37:27
and I count in that range, I go to the
37:30
next range. I'm done at four oh nine, four sixteen, four,
37:33
twenty four, twenty seven. Guess what between thirty to five,
37:37
I got to go and do another round in between
37:39
that timeframe not to exceed forty minutes. That's the policy question. Okay,
37:45
do you know anything about the shoe not conducting rounds?
37:48
Speaker 2: Answer?
37:49
Speaker 1: Do I know of the shoe not conducting rounds?
37:52
Speaker 2: Question?
37:52
Speaker 1: If the personnel in the shoe do you know anything
37:55
about that?
37:56
Speaker 2: Answer?
37:56
Speaker 1: Do I know the shoe not conducting rounds?
37:59
Speaker 2: Question?
37:59
Speaker 1: If the personnel in the shoe, do you know anything
38:02
about that?
38:02
Speaker 2: Of them.
38:04
Speaker 1: Answer, I would have never known that those staff were
38:07
not because again that's not my purview. Question sure, answer
38:11
to sit down and monitor the rounds. Question I just
38:17
mean like, had anybody told cut them off? Answer no,
38:22
I would have never known. Until after the Epstein thing,
38:24
we had to monitor the camera footage of what the
38:26
shoe staff did, and I was appalled to what they
38:29
were doing on those off hours. Question so, now, after
38:34
the fact, are you aware if any of these counts
38:36
were conducted or not conducted?
38:39
Speaker 2: Answer?
38:40
Speaker 1: I was not made aware that no account was conducted
38:42
because I do not monitor camera footage of the staff,
38:46
so I wouldn't know. Question No, I'm saying after the facts.
38:50
Speaker 2: So now.
38:52
Speaker 1: Answer now I know, and I was. And again when
38:55
I had to monitor the footage per the new directive
38:58
that was put out for Central Office, and the Captain
39:01
would have to monitor x amount of hours of shoe
39:03
footage per week. Even after we had the situation with Epstein,
39:08
staff still wasn't doing it right. Question But in what
39:13
I'm asking is in those instances, do you know if
39:16
the four, the ten, the five, on these August ninth
39:20
and August tenth, he gets cut off by the Captain,
39:23
I would have thought they would have been done.
39:26
Speaker 2: Question, but do you.
39:28
Speaker 1: Now do you know if they were or weren't? Captain answers,
39:33
I was told that they were not conducted. Question four
39:36
PM as well. Answer. I was told that the officers
39:39
that were assigned to the morning watch shift did not
39:42
do the rounds from the time they walked into the
39:44
unit until the time they found inmate Epstein deceased in
39:47
his cell. Question that I think what you're referring to
39:52
is on August tenth, I'm saying August ninth. Answer August ninth.
39:57
I would have not have known that question. No, No,
40:01
now I'm talking about answer now. I'm aware of it
40:05
because if the inmate didn't come back from court, how
40:07
did you clear court?
40:09
Speaker 2: Question?
40:10
Speaker 1: And did you know that prior to this conversation?
40:13
Speaker 2: Though?
40:13
Speaker 1: Have you ever he gets cut off by the captain?
40:16
Speaker 2: No question.
40:18
Speaker 1: So what I'm saying is you didn't have or never
40:22
heard up until this date that it's possible that the
40:25
four PM and the ten PM were not conducted. Answer
40:29
that is correct. Question all right, and no one ever
40:33
brought this to your attention. Answer that is correct.
40:36
Speaker 2: All right, folks.
40:37
Speaker 1: We're going to wrap up right here, and in the
40:39
next episode dealing with the topic, we're going to pick
40:41
up where we left off. All the information that goes
40:44
