- 1:25Amherst Island Radio and the Local Journalism
- 1:27Initiative, I'm Ted Evans. This is North Shore
- 1:31News. Habitat for Humanity has proposed building
- 1:42two four -dwelling units in Bath by 2030. The
- 1:45units would be affordably priced through an affordable
- 1:47mortgage structure with the organization. According
- 1:50to their report, the organization's preliminary
- 1:52cost estimate, excluding the land, would be $1
- 1:55.4 million per fourplex. Funding is to come from
- 1:59government grants, land asset contributions,
- 2:02revenue from the organization's restore location
- 2:04in Kingston, donations, and fundraising events.
- 2:07Mortgage payments are set at 25 % of the household's
- 2:10gross income and families are not required to
- 2:12make a down payment. As part of the agreement,
- 2:15Habitat for Humanity retains a portion of the
- 2:17home's equity and upon resale, both the homeowner
- 2:20and organization share in any market appreciation.
- 2:23Homeowners would also have to contribute 500
- 2:25hours of volunteer work. If plans move forward,
- 2:28the company would be asking Loyalist Township
- 2:30for rezoning and site plan approvals, as well
- 2:32as exemptions for building permit fees, development
- 2:35charges, and impost fees. Construction of roads
- 2:38and services to the property line would need
- 2:40to take place, along with land transfers as well.
- 2:43The company noted these builds often involve
- 2:45community volunteers and student programs. These
- 2:48partnerships help reduce construction costs and
- 2:50provide training opportunities. CEO of Habitat
- 2:53for Humanity for the Kingston and Limestone area,
- 2:56Gary Lees, explained the timeline and what the
- 2:58company is looking to contribute. Subject to
- 3:01municipal terms and conditions of land transfer,
- 3:04timelines to build permits, etc. One fourplex
- 3:07in 2027. We've built this before. We feel confident
- 3:11we can pull the build off. It's so nice to build
- 3:14something that we've already built. It just makes
- 3:17life a little bit easier. So we can pull that
- 3:19off in 2027. I'm confident of that. In the second
- 3:22fourplex, we're doing 2028, 2030. We'd want to
- 3:26work with needs a little bit as well for permitting
- 3:28and some of those things. Site servicing, of
- 3:31course, is important. Connection to municipal
- 3:34water and sanitary and sewer services. Offsite
- 3:38storm. water management. All of those things
- 3:41need to get in place, of course, but we'll hustle
- 3:43and do our part with Build. We will enlist volunteers
- 3:47to help us with the project, try to keep the
- 3:49costs down. Lee spoke about the need for affordable
- 3:52housing. Affordable mortgage structure, no down
- 3:55payment. It's a big stumbling block for folks
- 3:57out there is coming up with that down payment.
- 4:00When we're paying high rent and then we need
- 4:02to save so that we can put a down payment on
- 4:06a home. It's a daunting task and Canadians are
- 4:09losing hope and vision of actual affordable home
- 4:13ownership. 80 % of renters out there right now
- 4:16wish they owned their own. And that's a wish
- 4:19that's becoming very difficult. So the more equity
- 4:23that we can create in the home by keeping costs
- 4:26down, by donated product using volunteers. Anything
- 4:30that we can do to keep those costs down, we reinvest
- 4:34in building more affordable home ownership. And
- 4:37that's an investment in this country, this township,
- 4:41and our vicinity, our whole area. It's one I'm
- 4:44very proud of as well. Lee spoke about the materials
- 4:47he has available now and the investment they'll
- 4:49be making in Loyalist Township. I have containers
- 4:52of insulation right now. I have 400 sheets of
- 4:55drywall I need to get out of Home Depot's inventory.
- 4:58I've got stuff to build homes right here in Loyalist
- 5:01and we just want to tap into that and keep the
- 5:04costs down so that when we sell the home to the
- 5:08family and then hold that mortgage at zero or
- 5:10a portion of the mortgage at zero, we can create
- 5:13as much equity as we can so we can reinvest in
- 5:17Loyalist and keep this ball rolling with affordable
- 5:20home ownership. Lise speaks about the restore
- 5:22location in Kingston and a new one opening in
- 5:25Napanee. So our restores are social entity that
- 5:28generate revenue and we pump that revenue back
- 5:32into our home build programs. We are opening
- 5:34a second restore in Napanee that opens on January
- 5:381, will soft open on January 1 as well. So we're
- 5:42going to book and loyalist and have you'll know
- 5:45where to go for your product either in Kingston
- 5:48or Napanee. For Amherst Island Radio and the
- 5:51Local Journalism Initiative, I'm Ted Evans. This
- 5:55is North Shore News. Loyalist Township Council
- 6:02heard from Carbon Free Technology, an Ontario
- 6:05-based company looking to build a new solar project
- 6:07in Millhaven. The company presented plans to
- 6:10council noting the project would include a community
- 6:12benefits agreement. It would also look to increase
- 6:14local tax revenue and contribute to the province's
- 6:16grid reliability. The project looks to use up
- 6:19to 20 acres of fenced -in land that is over one
- 6:21kilometer away from residences. Before moving
- 6:24forward, the company is looking to engage with
- 6:26the public and local groups. VP and legal for
- 6:29the company Emma Coyle explained the company's
- 6:31next steps going forward. We've begun neighborhood
- 6:34camp scene. We have a public meeting on November
- 6:3624th. The First Nation Partnership, we do have
- 6:40the support of the Mohawks of the Bay of Quinte.
- 6:43We don't yet have the official resolution from
- 6:45them, but we fully expect for that to be finalized.
- 6:50On November 26th, there will be a staff report
- 6:53to council with respect to the project. And on
- 6:55December 9th, we'll be coming back with a report.
- 6:58request for a municipal support resolution with
- 7:00respect to this project. VP in engineering and
- 7:03special projects for the company, Meghadsami,
- 7:05noted the different approaches they're taking
- 7:07in community engagement. Through the website
- 7:09we've already received a comment or a query and
- 7:12we've engaged with that party already and had
- 7:16a few phone calls and we've been trying to arrange
- 7:20a longer discussion as well so it might take
- 7:24a few different approaches. Carbon -free technology
- 7:28has projects worldwide and has worked on projects
- 7:30locally as well. In 2015, the company was a development
- 7:33partner to Samsung for Kingston Solar. For Amherst
- 7:37Island Radio and the Local Journalism Initiative,

- 8:02the people, places, and stories that make the
