- 2:04to be a school Safety Summit held real soon here in Charleston, and we're
- 2:08going to be talking to several folks that are going to be a part of
- 2:12that coming up. Also, Brian Daton from the West Virginia Chamber of Commerce
- 2:15is going to be joining us as well. We're going to spend some time
- 2:19with Brian talking about workforce participation in West Virginia. We all have heard of
- 2:23these statistics. You've heard me talk about it, Hoppy and others have talked
- 2:27about it. How we are fiftieth and if you want to include the territories,
- 2:30we're maybe fifty first in workforce participation. But Brian seems to think that
- 2:34there may be lighted into the tunnel. So we're going to talk to Brian
- 2:37about that a little bit later on. Also, if you follow me on
- 2:40social media, you know that I made a big announcement yesterday afternoon that one
- 2:46of the sponsors of the show, Pinnacle Consultants, has hooked us up with
- 2:50tickets for West Virginia University and Oklahoma State this Saturday in Morgantown. Not only
- 2:54tickets, but talking about passes to the blue lots, and we're also talking
- 3:00about these seats are actually in the touchdown terrorist section. So that's pretty pretty
- 3:05cool little gift. I'm going to give those away a little bit later on
- 3:07in the show. So lots to get to this morning. Kress and Gallagher
- 3:10from Americans for Prosperity Joints. Is Christin, Good morning, Welcome to the
- 3:13show. How are you, sir? Hey, Dave, thanks for having
- 3:15me. You know, mentioned all these things got coming up on the show,
- 3:19but we start with you. Yeah, well, Dave, I think
- 3:23you're having me on today to talk about our poll. Yeah, we did
- 3:25a poll October third through the fourth. We you mean the Americans Prosperity Americans
- 3:30Prosperity in the pool, and we were talking the voters about issues, how
- 3:34they viewed candidates, general direction of the country. But also most importantly and
- 3:38probably the thing you're most interested in, is the governor's race. But we
- 3:42did a live calls, which is the gold standard for polls these days.
- 3:45We talked to likely Republican voters, so that's your people that are registered Republicans
- 3:49that vote often in primaries. Also independence they are likely to vote in a
- 3:53Republican primary given that that's where a lot of elections are going to be decided
- 3:59this next year. And so we came up with a lot of results and
- 4:02we got a lot of data back that he'll help us with our strategy here
- 4:06with Americans for Prosperity. Now, let's get right to the numbers according to
- 4:11this poll, and if I get any of these wrong, just let me
- 4:13know. Attorney General Patrick Morrissey in the lead according to your poll twenty nine
- 4:16percent. Delegate more Capito is next to eighteen percent. That's followed by Secretary
- 4:23of State Mac Warner at eight percent, Auto Magnet Chris Miller at six percent,
- 4:27and Rashida Yost at one percent. Yep, that's right, Dave.
- 4:30Attorney General Patrick Morrissey still has a strong lead. He's still the leading candidate
- 4:34in that race for governor, had a eleven point lead over his next leading
- 4:38opponent, Delgate more Capito. And we also found that Attorney General Patrick Morrissey
- 4:43has high favorabilities, high name id with these type of voters, and that's
- 4:46leading to him leading early in these polls and being the leading candidate for governor.
- 4:51People know who Patrick Morrisey is, they know his record, they know
- 4:55he stands for West Virginia valleys and jobs. Consistently over the years were the
- 4:59other king and it's struggled, and whether it need to make up ground is
- 5:01name I d fifty percent of people had never heard of Deliatemore capital I think
- 5:05seventy percent for Secretary of State Matt Warner and eighty percent for Chris Miller.
- 5:10So those candidates are trailing. There's still about seven months until the primary,
- 5:15but they have a lot of ground to make up where Patrick Morrisey is a
- 5:16well known figure in West Virginia politics. Now is it is it safe to
- 5:21say? And I know this poll is different than than an endorsement, It's
- 5:26not necessarily that, but is it safe to say that you folks are backing
- 5:28Patrick Morrisey. Yeah, I mean, no secret there. We've endorsed Patrick
- 5:30Morrissey. We're out there knocking doors. We plan on knocking two hundred thousand
- 5:34doors and make sure he's the next governor of the state. We will do
- 5:38our usual tactics of paid media as long to back him as well. But
- 5:43you know, this poll was unbiased. It was a It was a benchmark
- 5:46for us to understand where the race is at, what voters care about as
- 5:49far as issues and favorabilities and the margin vera for this was three point point
- 5:55four percent, which is pretty good for a poll these days. So despite
- 5:59our endorsement and where we're out on the race, it's clear that Patrick Morrissey
- 6:01is the front runner. You know, there weren't a lot of things in
- 6:05the poll, to be honest with your Crescent that surprised me. But one
- 6:09thing that did. I guess is you asked the question, and I guess
- 6:12it goes back to name recognition about the gubernatorial candidates, and you asked the
- 6:15dread had never heard of them or no opinion? Either way, twenty nine
- 6:20percent of likely GOP voters either have no opinion or have never heard of Patrick
- 6:26Morrissey, forty five percent, as you said, for Capito, sixty one
- 6:29percent for Macwarner, seventy percent for Chris Miller. And full disclosure, I
- 6:32used to work for Macwarner and I'm not publicly backing anyone in this race.
- 6:36But how is it that sixty one percent of the GOP electorate has never heard
- 6:43of Macwarner. He's a two term secretary of State. He's like the you
- 6:47know, the other constitutional office holders, Morrissey, Riley Moore, mccoskey,
- 6:50Kn't Lee and Hart, Chris crossed the state from one end of the other.
- 6:53I just didn't understand that that that response. Well, and Dave,
- 6:57I used to work for the Commissioner of our Culture currently in Heart and the
- 7:00thing I always heard was, oh, we always vote, but I didn't
- 7:03know we vote for Commissioner of our Culture. And it's like, well,
- 7:05are you sure there's always a drop down on a ballot. People want to
- 7:09go and vote for the president, they want to vote for US center.
- 7:12Ye, they're less likely, and the numbers are always big on presidential use,
- 7:15much more than what they are non presidential. And you and I kind
- 7:18of live in a political bubble. We've worked for these people, We're friends
- 7:20with these people. People know them in Charleston, but they just don't know
- 7:25folks outside the state. I think where Patrick's done a really good job is
- 7:29he has a great record for attorney general and also he just goes out and
- 7:31communicates very well about what he's doing. He chriss crosses the state. And
- 7:35I think a lot of people who are statewide elected officials, your state auditor,
- 7:39your commissioner of agriculture, they just take for advantage that are granted that
- 7:44maybe people know them more than they really do. So to any candidate out
- 7:48there that's been elected, you got to keep working the guy, be telling
- 7:50people what you're doing and why you're doing it, and making sure people know
- 7:55who you are. You know. I think it's kind of interesting that this
- 7:58is not really what we're talking about today, but I do find it very
- 8:01interesting. As you said, you and I are both kunt of political junkies
- 8:05that come twenty January twenty twenty five, one way or the other, every
- 8:11position is going to have a new body in there, except for the Agriculture
- 8:16Commissioner, ken Leehard because he's now somebody can still file a run against him,
- 8:18But as of now, I don't think anybody else, as I could
- 8:20be wrong about that, but there's going to be, one way or the
- 8:22other, a new Secretary of State, a new auditor, a new governor,
- 8:26new attorney general. It's but there's gonna be a whole lot of people
- 8:31in the Capitol trying to figure out where the toilet paper's kept. Yeah,
- 8:33and that's good for the health of the Republican Party. It's also why we
- 8:37focused on a lot of issues understanding where people are at because these voters are
- 8:41going to decide, you know, who's going to win these offices in the
- 8:45Republican primary. So where are they at on school choice? Where are they
- 8:48out an open enrollment? High support for that stuff. We asked the question
- 8:52about taxes, and we framed it a little differently. Obviously Republicans want lower
- 8:54taxes, but are you okay with lower taxes and fewer services? And overwhelmingly
- 9:01people said that's the case too. So you know, we're with Republican supermajorities,
- 9:03Republican state wide officers. If you want to be one of those bodies,
- 9:07you have to be knowing what the candidates and your voters care about.
- 9:11So these issues matter. Candidate quality matters, and it's a good thing that
- 9:16we've done a lot of school choice, a lot of keeping the budget flat,
- 9:20because that's what voters really care about. We know that. On the
- 9:24other side, that it has been announced that Steve Williams is He's not I
- 9:28don't think publicly filed yet, but he did make an announcement at the UMWA
- 9:33deal in racing back on Labor Day that he's going to run for a governor
- 9:37on the Democratic side, we don't know if anybody else is going to run.
- 9:41Your take on the Steve Williams candidacy. You know, Dave, I
- 9:46want elections to be competitive, but I just don't think right now it's a
- 9:50good time to be running as a Democrat in the state. I think a
- 9:52lot of those cases, a lot of these races will be decided in the
- 9:56May primary. And that's why we focused on these voters because honestly, these
- 10:01are the decision makers of the state. So understanding what they care about,
- 10:03where they're out on candidates, how they view candidates is important to our strategy
- 10:07as far as who we back and how we get involved in these races.
- 10:11Five Any Live is brought to you part about Husband's Pizza this month that your
- 10:13favorite Hustans get a large eighteen inch pepper Ony pizza and any pizza d only
- 10:18twenty one ninety nine. Find your local Husband's Pizza for dining, delivery or
- 10:20pick up at husband Pizza dot Com. It seems to me, though,
- 10:24that there was a headline I think was in yesterday's is that Mail about the
- 10:28amount of money that Patrick Morrissey has raised. I mean, he's just far
- 10:31and away, way above anybody else. So and what that means is is
- 10:35that some of them, you know, a lot of the money. As
- 10:37with these candidates, all of them is going to come from out of state
- 10:41in many cases. What is it about Patrick Morrissey that appeals to people outside
- 10:46West Virginia They get involved in all these races, not just West Virginia but
- 10:48other states as well. Christ Well, it's just as the attorney general.
- 10:52People care about the attorney general regardless of what state is, and he's done
- 10:56a great job of leading coalitions of attorney generals across the country for big wins
- 11:01at the US Supreme Court. So, you know, as much as we
- 11:03want to care about the state auitor, the attorney general has a great impact
- 11:07at the US Supreme Court, the state Supreme Court, and they can do
- 11:11a lot together as coalitions. Arguably the most impactful position beyond that is ad
- 11:16Commissioner because there's a lot of ad policy that's done in Washington, d C.
- 11:20So I think people care about Patrick Morrisey because he's that fighter. He's
- 11:22fought for West Virginia values, jobs, he's led those coalitions at big wins
- 11:28at the US Supreme Court. What are some of the other polls that you
- 11:31guys may be coming out with as we get closer to election. Any other
- 11:33plans for other polls. Well, we always want benchmarks. We want to
- 11:37show our impact, so we might do polls later down the road, maybe
- 11:41in March or near the election. You know, we're keeping looking at races.
- 11:46AFP Action endorsed rally more for US Congress in the northern half of the
- 11:48state. We're going to get involved in some state legislative races. I think
- 11:52we expect some endorsements, our first round endorsements by the end of the year,
- 11:56but once polks file in January, we'll have another round of endorsements.
- 12:00So we're looking at other races. You know, there's gonna be a lot
- 12:03of great competitive ones. A lot of these races gonna be decided in the
- 12:05primary, So we're gonna get involved and make sure aligned candidates who care about
- 12:09the right issues get elected. And you and others from Americans for Prosperity have
- 12:13been on the show in the past, but again kind of give us the
- 12:16mission statement if you will, the mantra of Americans for Prosperity. Well,
- 12:20we're a right a center organization. We're a grassroots organization in fifty states.
- 12:24We work with connecting voters and citizens with their lawmakers, that make sure good
- 12:31policy is enacted at the state level. So we're focused on issues like tax
- 12:35reform, controlling spending, criminal justice, healthcare reform, things like that.
- 12:41So we're a grassroots organization. First, we knocked doors, we talked to
- 12:45voters, and just make sure good policy is passed at the state level.
- 12:48We've been in West Virginia since twenty fifteen. We've played an important role in
- 12:52the tax reform and the Hope Scholarship programs, and there's still a lot to
- 12:56do in the states. So that's why we're still involved in these elections.
- 13:00Know where can people learn more about Americans for Prosperity. You can learn more

- 19:51when Governor Justice started the initiative for West Virginia to have a school safety program,
- 19:56and it has done nothing but grow. And we have many partners with
- 20:02Jan and and and Jonah at Education uh D h h R. This the
- 20:07Fusion Center We've got many aspects of state government working in one direction to keep
- 20:11our children safe. John, let's go to you now. Now tell us
- 20:17what it is that you do. So. I serve as the director of
- 20:18the Office of pre K twelve Academic Support, but I'm also the school safety
- 20:22contact for the Department of Education. So Rob Jan we work very closely together.
- 20:27We also work with our School Safety Officer program Dana Chapman, who is
- 20:33our state school Safety Administrator. We've you know, we've developed this partnership over
- 20:37the past couple of years, and we work collaboratively on about all of our
- 20:41projects because it is a it's a concerted effort. UH. And and Dave,
- 20:45I'll go ahead and say now we say this every time we have the
- 20:48opportunity that you know, while while you know, Rob led this initiative and
- 20:52we work as a collaborative team. School safety is everyone's responsibility, community members,
- 20:57school personnel, UH, students. Everyone has the responsibility if you will
- 21:03to if you see something or if you suspect something, then let someone know.
- 21:07And Jam let's bring you in here. What is your role in all
- 21:10this? My role is you know, I was watching the Univaldi shooting in
- 21:17Texas, and I called the state superintendent at the time and said, you
- 21:21know what, it's about time that we have a school safety conference. So
- 21:25he led me to Rob and Jonah and then together, like Jonah said,
- 21:30we form this collaborative effort because we know hurt people hurt people, so we
- 21:37want to do a lot of things on the front end, the preventative end,
- 21:41to keep anything from like that happening in the state of West Virginia.
- 21:45Now, Rob will go back to you. By the way, we have
- 21:47a winner of the tickets. Want to say congratulations to Joey Pence of Huntington.
- 21:51Joey Pence of Huntington won the tickets for West Virginia University and the blue
- 21:55light passes and the touchdown terrace. He'll be hanging out of the touchdown Terrace
- 22:00section there of mile of Pushcar Stadium. So congratulations again to Joey Pence of
- 22:04Huntings in our winter and Joey, you can pick those tickets up here at
- 22:07our studios eleven eleven Virginia Street East in Charleston during normal business hours. Make
- 22:12sure you get those by I'd say late tomorrow afternoon. Stop by here the
- 22:17studio and pick up your tickets and enjoy. That's all courtesy of Pinnacle Consultants.
- 22:21So Rob, this is a two day event, yes, sir,
- 22:22to day give us, give us all the details on them. October twenty
- 22:26sixth and October twenty seventh. It's going to be here at the Charleston Convention
- 22:30Center. It's not open to the public, but it is for law enforcement
- 22:34and education personnel. And that's the real purpose, the people who are boots
- 22:41on the ground to get some information to help them keep our children safe.
- 22:48And so what do you I mean, how do you go about inviting people
- 22:51for this? As you said it's open to law enforcement personnel, I mean,
- 22:55yeah, who gets in jam everybody? We want K twelve of course,
- 23:00we want public schools, we want private schools. But also you know,
- 23:03you have large hospitals that are going to send people to it, and
- 23:07also churches. You know, there's churches are always in danger of something happening
- 23:15there. So we have some church folks that are going to join us as
- 23:18well, and also like mental health workers counselors out there in the community.
- 23:25We think we have a great lineup and they'll take something back with them that's
- 23:29going to help them in their position at all. Three of you. I
- 23:33did not meet Joanah until today, but the other two I've known for quite
- 23:36some time. As I joked about my you know, knowing knowing Jane handling
- 23:38from it wasn't really seventy eight years, I promise. But but all of
- 23:41you have been in the education system. Rob of course, you know you're
- 23:45a remember of the Putnam Cannyboard of Education. Jan you know you've been held
- 23:48several positions in the in the school system. Life is different now in twenty
- 23:55twenty three. You know the what it was. It's a it's a I
- 23:57mean, may as well be two hundred years from when any of us were
- 24:02in school as to what these kids and educators have to go through now.
- 24:04Absolutely. You know, Dave, I've been on the Board of Education almost
- 24:08eleven years now, and during that time period, we've gone from not having
- 24:15very many man traps to putting man traps in nearly all of our schools in
- 24:19Putnam County. And we are now to find what man trap. The man
- 24:22trap is the little room that you come into when you first enter a building,
- 24:26So you have to be buzzed into the first part and then you're stuck
- 24:30in there until they'll buzz you into the next part. So you have access
- 24:33to the school. So just simple things like that. Ten years ago,
- 24:38we didn't have secondary access to school, so someone cut the power. You
- 24:45couldn't get into our schools. Well, now we have alternative methods so first
- 24:52responders can gain access to our schools in emergency situation. Now, as far
- 24:56as the two day session, you've got some pretty heavy hitters coming in to
- 25:00to speak and to present, I mean talk about that, okay, So
- 25:06we have we have several keynote speakers. We have doctor Steve Webb who has
- 25:10twenty seven years of experience in education and emergency preparedness. Uh. Doctor Webb
- 25:15has developed his own safety technique called safe and it's designed for children and small
- 25:18businesses to use during you know, an unexpected violent situation. We have doctor
- 25:25Peter Langman, who's a psychologist who has actually written a book, uh you
- 25:27know, and it's the book is entitled Why Kids Kill and it's inside the
- 25:32mind of a school shooter. Uh. You know. As Jan mentioned earlier,
- 25:34hurt people, hurt people, uh you know, and as as we
- 25:37see a lot of people that a lot of students that deal with trauma uh,
- 25:41you know, and a lot of the things in their life. Unfortunately,
- 25:44those uh, those traumas that they experience do have negative consequences. We
- 25:48also have Michelle Gay who as an educator but also unfortunately lost her daughter in
- 25:52the Sandy Hook shooting and she will be she does a lot of speaking around
- 25:56the country. We have Paul tim who is the director of Education Safety at
- 26:02Allegiance and he is actually Paul has actually worked in West Virginia in the years
- 26:06past doing some consulting statewide. And then we have doctor Jim Harris. Doctor
- 26:11Harris is at Marshall University and he is the Associate director of Training at the
- 26:17West Virginia Autism Training Center and he specializes in behavioral health. Doctor Harris,
- 26:22I know him personally and it does a fantastic, fantastic job. Knocks it
- 26:26out of the park every time, he really does. And Dave, the
- 26:30good thing about the conference this year is we've got some excellent breakout sessions.
- 26:34I mentioned we're going to do a debrief on Uvalde and you know, kind
- 26:38of examine what went wrong there so we don't do that in West Virginia.
- 26:45And we also have Crimes against Children. One of the new things that we
- 26:48added this year, Dave, and I know you'll be interested in. It
- 26:52is security at athletic events. You know, we practice in the regular school
- 26:57all the time, school safety protocols and procedures, but you know, are
- 27:03we really doing that at an athletic event. And there's been a rise of
- 27:08violence at athletic events around the nation, so we're going to focus on that.
- 27:14We also have like substance abuse drug usage in the state of West Virginia.
- 27:18And then one of the breakout sessions that you might be interested in is
- 27:23a session called sextortion. And we have a House of Representative member from South
- 27:30Carolina whose son was involved through gaming like Xbox, PlayStation and things like that,
- 27:37was involved in sextortion. I didn't even know what that was, and
- 27:41he didn't want to be an embarrassment to hisself, so he ended his life.
- 27:45So we're going to do some emotional intelligence, you know, how you
- 27:51react to trauma and how you react in different difficult situations. So I think
- 27:56that there's going to be a lot of things for a lot of people.
- 28:00And one of the guest speakers, I guess when I was looking at the
- 28:03lineup that you had there and I didn't catch your first name, but miss
- 28:04Gay whose child was killed Sandy Hook at Sandy Hook. And that's one of
- 28:12the interesting things about this, guys, that I had seen that a lot
- 28:15of times when people and we saw it at Parkland, and we saw it
- 28:18at Uvaldi, and did these different places. These parents and grandparents and loved
- 28:23ones of these kids or sometimes educators that lost their lives, they want to
- 28:29get out there and they want to tell stories, and they want to talk
- 28:32about things to look for that maybe maybe the parents or others or teachers didn't
- 28:37notice in the kids, you know, different behaviors that they had, and
- 28:41they want to get out there and they want to help others lobby one way
- 28:44or the other. Some of got involved in gun issues and some of god
- 28:47just school safety issues. And to have somebody like that to come in and
- 28:52tell her story is simply amazing to me. It is it's so personal.
- 28:57Yes, yeah, all right, so uh thankfully And this is a fingers
- 29:03crossed you know, you don't want to face you don't want to tempt fade
- 29:06or anything. But I'm not saying it can't happen here, like you know,
- 29:08a Colabine or Sandy Hook or whatever, But in West Virginia, we've
- 29:11never really had an issue like that. There have been threats and there have
- 29:15been some minor issues, but we've never had anything like that. But we
- 29:18don't want people in West Virginia to think it can't happen here, because it
- 29:22certainly can happen here and sadly probably will happen here at some point. And
- 29:26this is the that's the message that we want to get out to people.
- 29:29Robin, yes, sir, And you know, we've had some some real
- 29:32close calls and we've had some great response from UH educators and administrators in the
- 29:37schools and also a law enforcement that we've been able to prevent really tragic events
- 29:44from happening. And you know, that's the big thing, is to make
- 29:48sure we're all prepared to deal with it if it happens. But number one
- 29:51we have to prevent. In a way to prevent is to for everyone to
- 29:55be involved. For everyone. If you notice something, make sure you let
- 29:59someone no so we can stop something. Back from hal give us all the
- 30:03details on the conference again October twenty sixth and October twenty seventh at the Charleston
- 30:10Conventions. Okay, and where can people learn more on your websites or whatever
- 30:14whatever you get Yes on the Mountain State Education Services Cooperative website at ell miss

- 35:21I got to send an extra bill to the folks of Pinnacle for that text
- 35:23that came in. Brian Dayton for the West Virginia Chamber of Commerces here,
- 35:27Good morning, sir, how are you. I'm Will Dave. It's great
- 35:29to be here again. Thank you for taking time out of your schedule to
- 35:32be here. You know, Brian, there's all kinds of big job announcements
- 35:37that continue to come to West Virginia. But the one thing that doesn't seem
- 35:42to get any better, or at least on the surface, it does,
- 35:45and that's what we're here to talk about today is workforce participation rates. Now
- 35:49again for me talk about this. I'm not talking about those who are too
- 35:52old to work or those who physically can't work, talking about able bodied adults
- 35:58of working age who, for one reason or another choose being the keyword,
- 36:01choose not to work. And we had stories on this morning on the Morning
- 36:06News about that, about this thing that we're seeing after COVID, when people
- 36:09just chose not to go back to work. You know, they're not getting
- 36:13benefits or not getting the COVID stimulus, they just chose not to go to
- 36:16work. But now last week I mentioned something on the show about it,
- 36:20and you sent me a text and said, I'd like to come on because
- 36:23there there could be some headway being made here. Is that what you're you're
- 36:28gonna compare with the good news for us today, Brian, Well, at
- 36:30least some maybe positive news that half small, half smile. I like that
- 36:36term. All right, go ahead. So workforce participation rate is something we've
- 36:40really been paying attention to for quite a while the Chamber, because we are,
- 36:44as you mentioned, bringing in a lot of big job announcements and new
- 36:46opportunities coming to the state. Those are things that we were really praying for,
- 36:52you know, eight ten years ago, to change our policies to get
- 36:54them here. We're now seeing them. They're coming last year in new Corps.
- 36:59That is a major announcement. They're breaking ground tomorrow. So that these
- 37:02are some really big things that are happening. Let me just real quick,
- 37:07maybe for the benefit of your listeners, talk about that labor force participation rate.
- 37:10So West Virginia's rate is fifty four point seven percent. I looked it
- 37:15up this morning. What that number, how it's calculated is it's everybody over
- 37:19the age of sixteen who is not institutionalized, and so institutionalized would mean active
- 37:24duty military, if you're in If you're active duty military, you're not going
- 37:28to be counted, as if you're in a prison, if you're in a
- 37:30long term care facility, you're not counted. But it's everybody else above age
- 37:34sixteen that's not institutionalized that's technically available for the workforce. The US average is
- 37:40sixty two point eight percent. Right now, we're fifty four point seven so
- 37:45we're a full eight points behind the US national average. Now, what's interesting,
- 37:50Our employment in West Virginia right now is the highest it has been since
- 37:54two thousand and eight, before the Great Recession, and it's continued to come
- 37:58up and up and up. Right now, there are seven hundred and fifty
- 38:00eighty eight hundred people working in West Virginia. That is seven thousand more than
- 38:07last September. Our unemployment rates three point eight percent. I mean, that's
- 38:10extremely low number. But the issue is we do not have enough people to
- 38:15fill the job. So right now, through our Chamber membership, we believe
- 38:19there are about fifty thousand job openings in West Virginia right now that can't find
- 38:23the people to work them. So that's been the real issue is making sure
- 38:29that we have the people to fill these jobs. As we're as Mitch Carmichael
- 38:31and Mike Graney and their teams are out bringing people here, that we're going
- 38:35to have the people who can go in and fill those jobs. So there
- 38:37are a number of things I'll pause here and second, but there are a
- 38:39number of things that we are working on to try to boost that. Okay,
- 38:44what so good, great question. So let me just tell you directly
- 38:47from the Chamber what the Chamber is doing on us. We have just received
- 38:52grant funding for a workforce unifier that's being run through our foundation. The goal
- 38:57for that is to bridge the gap between employers, the education system, and
- 39:01our students to make sure that our students that are coming through school right now
- 39:06are going to have the skills and the qualities and I said both hard and
- 39:09soft skills for the workforce of tomorrow. So that is something that we're directly
- 39:15working on. A program that we also have working right now is called Jobs
- 39:19for West Virginia's Graduates. This program was originally started back during the Cecil Wonderwood
- 39:23administration. It fell by the wayside several years ago, so the Chamber Foundation
- 39:28picked it up and we re implemented it. We are in every high school
- 39:31right now in Logan and McDowell counties. We are expanding to other counties right
- 39:35now. But this program is a full credit elective course for students who may
- 39:40need a little bit extra assistance. You know, how do you interview for
- 39:45a job? What jobs are available? You know, just it's really targeting
- 39:49those kids who may not have those all those opportunities and benefits to learn those
- 39:53skills at home and providing them a lot help. The graduation rate for this
- 39:59program is fantastic, and it also follows those kids for a full year after
- 40:04they grow So didn't just turn them out, I mean, you know,
- 40:06correct the track exactly what it is that they're doing. Yeah, that job
- 40:08specialist follows that kid through graduation and then for a year after so it's depending
- 40:15where they're going. They could be going to a four year institution, they
- 40:17could be going to a community college, maybe straight into the workforce, maybe
- 40:20the military. But that job specialist follows that student to make sure if they
- 40:24need help, that they're with them to give them that assistance. And it's
- 40:29really been incredible. Just as an example, last year, during the Chamber
- 40:32hosts and an annual women's summit, so there were several of the female students
- 40:36that were able to come to this summit. The connections they were making it
- 40:39was right there. The opportunities that they're going to have for work in the
- 40:43future, opportunities to go to colleges and universities they may not have had before.
- 40:46So we are actively hands on working in those areas right now to try
- 40:51to boost workforce. And there are a number of other entities and organizations that
- 40:54are doing the same thing. One of the things that we're doing right now.
- 40:59So, Okay, you talked about that program for the for the folks
- 41:01coming out of high school and the younger people. What about middle aged people?
- 41:05I mean, is there anything out there for the guy or gal who's
- 41:07forty years old that has just dropped out of the workforce and they're not getting
- 41:12benefit because I think sometimes I'm not saying it's not There are people that abused
- 41:15the system. There always have been, there always will be. But we
- 41:16have a tendency to think, Okay, well people are just setting it home,
- 41:20you know, draw and there are people like that. I'm not going
- 41:22to deny that there are people like that, but there are a lot of
- 41:24people that have ran, have just dropped out and are just not doing anything
- 41:30now. I don't know how they're supporting themselves, because again, we're not
- 41:34handing out money like we did before. We've made substantial welfare reforms over the
- 41:39years. Probably need to do some more, but we've done substantial welfare reforms.
- 41:43Is there anything out there or any encouragement from you know, the forty
- 41:46forty five year old, as I said, to get off your butt and
- 41:49go to work. Absolutely. I mean there are a number of things right
- 41:53now. You know, community college, for example, is not just for
- 41:55people who are coming right out of high school. It's available for anybody to
- 42:00go back in. And our community colleges are doing a great job right now
- 42:04trying to match up with employers who need to hire people and find out exactly
- 42:07what skills they are needing. You can't force somebody to go to work.
- 42:12I mean, that's that is a reality. You cannot force somebody. But
- 42:15those those opportunities are there. It's trying to educate people about those opportunities.
- 42:21There are a couple I was just in a meeting earlier this week. I
- 42:23can't really say too much more about it just yet. It'll be we'll be
- 42:27hearing more about it later. But really designed exactly for that. How do
- 42:30you find you know, these people who are not working right now, who
- 42:34may have a desire, they just don't know how how do we get them
- 42:37plugged back in, find make sure they have the skills needed for the jobs
- 42:42that are available. And because there are jobs available basically everywhere, and there
- 42:45are so many different programs as you mentioned, not only through chambers, but
- 42:49different things. There's different dress for Success programs where that because sometimes people have
- 42:52said, well, you know, I need to go for a job and
- 42:54I don't have I don't have the proper clothing. There are new I live
- 42:59in Putnam County that Ashley and the folks at Putnam County Chamber do a wonderful
- 43:01job on those programs of getting people the clothing that they get them a pair
- 43:07of dockers and a tie or a dress or a suit of some kind to
- 43:10go to a job interview. So there are people that are out there trying
- 43:14to help me. Before I let you go, there's a text here for
- 43:15you, says ask Brian if the Infrastructure Act and Inflational Reduction Act had been
- 43:20good or bad for job growth in the economy in West Virginia. So I
- 43:23think we're seeing the Infrastructure Act in particular, is really bringing some new opportunity
- 43:29to West Virginia. One of the things that we have a strong benefit in
- 43:32this state is that we're basically within an eight hour drive of almost half of
- 43:37the population of the United States, and so we have ample rail, plenty
- 43:42of roads, plenty of water and water for transportation. So that Infrastructure Bill,
- 43:46we were very, very supportive of it because it's an opportunity to really
- 43:50beef those systems up and make sure that we're available. I think that without
- 43:53that Infrastructure Bill, I'm not sure we would have seen several of the announcements
- 43:58that have come into this state. And I get it that bill has become
- 44:00a political hot Potatia, but you know, it, but I think the
- 44:05reality is we may not be seeing some of the announcements that have come in
- 44:07had that bill not passed. Ran, I appreciate you being Let me get
- 44:12this word in quick for the folks of general hardware. Five A d live
- 44:15is broad department, general hardware and lumber of Windfield, from kitchens to paints
- 44:17to deck straight framing. Would roof you met on anything else you may need,
- 44:21you'll find it a general hardware, good local hometown folks to deal with
- 44:24general hardware and number of Winfield. Right, we were here to talk about
- 44:28job participation, but before we let you go, we'll get into it greatly.
- 44:31But we do have an election coming up. What are you guys looking
- 44:34at that? Talking about candidates or anything like that, But what are you
- 44:37guys looking ahead for twenty twenty four? Well, it's an interesting environment that
- 44:42we're now in in West Virginia. You know, ten twelve years ago the
- 44:45question was almost well, whoever wins the Democratic primary is going to be who
- 44:49wins the general election. Right now, the election is largely going to be
- 44:53decided in six months, six of months in May during the Republican primary.
- 44:58So we are keeping very close to on that who's filing for the legislature,
- 45:01who's filing for the state wide offices, And it's a daily thing that we're
- 45:06paying attention who's running. You know, we have a lot of people who
- 45:10are serving right now, I think for the right reasons that are rolling up
- 45:14their sleeves, doing the hard work, casting the tough votes to just continue
- 45:17moving the ball down the field. So it's very important that we continue to
- 45:21support those individuals and help them do that. But yeah, no, ten
- 45:24twelve years ago, it was the Democratic prime intact opposite the switch. I
- 45:28heard Chris Steyer won't describe at one time that we were a two party state
- 45:30for about fifteen minutes. Yeah, that's probably the most accurate description I've ever
- 45:35heard. Yeah, Yeah, you're exactly right. I don't see it changed
- 45:37any time soon. Hey, Brian, I appreciate you being here as always.
- 45:39Man, Thanks a lot, Thanks, Dave, really appreciate the opportunity.

- 48:37you have more WU football tickets this week? And by the way, congratulations
- 48:40to the Mountaineer men's soccer team as well. I don't think I will,
- 48:45but youd never know. Federal grand jury supenas have been issued to the canaw
- 48:51County Commission and the canawh County Emergency Aimless Authority and others in the whole Kent
- 48:57Carper or deal. That is according to ww KTV thirteen. Now as of
- 49:01yesterday, no charges have been filed. And keep in mind that subpoenas don't
- 49:06necessarily mean charges are going to be filed. Sometimes it's just a way of
- 49:08getting information. It just means they're looking at stuff. Now, the big
- 49:13deal appears to be did Commissioner Carper offer a job via email to the girlfriend
- 49:20of a cop that was conducting the investigation into the alleged indecent exposure incident going
- 49:25back to May Daniel Boone Park And since the discussion of the interest in a
- 49:30potential job was done over the internets in the form of an email, that
- 49:37makes it a federal issue. Now again, that's all according to WWKTV thirteen.
- 49:42We will of course keep you updated as more official information becomes available.
- 49:47Now this is coming actually tomorrow nights. There's a big event going on.
- 49:52It's called Hajas for Tatas and it's for breast cancer, as you may well
- 49:59guess. At the holiday inn in Sweet Tomorrow Night, WWK TV's Amanda Barrow
- 50:02is going to be serving as the MC not only comedy Tomorrow Night, but
- 50:06also there's auctions as well, and the money raised again is going to go
- 50:10toward breast cancer care. Lots of folks are making that possible. We're going
- 50:15to spend some time in detail talking about it tomorrow. Amanda Barrett is going
- 50:17to join me tomorrow as my guest host. One of the comedians that is
- 50:22going to be taking part in the show Tomorrow Night is going to be on
- 50:24the show tomorrow as well, and I'm looking forward to having that gentleman on
- 50:30the show. And so that is coming up tomorrow on the show. So
- 50:35the endorsement that everybody thought was coming has happened, And you know the one
- 50:42I'm talking about. Former President Donald Trump has announced he will be endorsing Governor
- 50:46Justice in the governor's race for US Senates and for Alex Mooney. That's got
- 50:52a sting, Trump saying, quote, Jim Justice will be a great United
- 50:58States Senator and he has my complete and total endorsements. Quote. Of course,
- 51:04because it's Trump, there was incorrect usage of capitalization, et cetera.
- 51:07But I digress the former president making the announcement on his social media platform truth
- 51:15Social. Uh. He this is a quote. Now he will never let
- 51:19you down, said Trump again. End quote with improper use of capitalization.
- 51:22The governor said, quoting he is honored and thankful to be endorsed by Trump.
- 51:28Went on to say, quote, my opponent, speaking of Alex Mooney,
- 51:30is supported by one of the largest anti Trump super packs this election cycle,
- 51:36and of course was a reference to the anti Trump super pack, Conservative
- 51:39Club for Growth, which is pushing against Trump's reelection bid. Now, Mooney
- 51:45said he respectfully disagrees with the Trump endorsement of Justice. Mooney says he's the
- 51:50only true conservative in the race. Rad Mcalhonney with the story post at wv
- 51:52metronews dot com. Poll numbers have Justice way out of head and it's only
- 51:58this is only going to go to first. That's so this stands right now,
- 52:02get ready for Senator Jim Justice. In the meantime, a local judge
- 52:07of Virginia has a hearing except for next month, on whether the Justice families
- 52:09businesses have to pay up the three hundred million dollars in assets owed to the
- 52:14family's preferred lender, the one that they normally use, and the meantime to
- 52:17battle over the missing helicopter continues too. So all right, we gotta go.
- 52:22Thank you so much to all my guests for being on the show today.
- 52:24Brian Dating the folks from the school safety summit that's coming to next week
