- 0:00Hello, everyone. This is Jacob Emerson with the
- 0:02Becker's Payer Issues podcast. Thrilled today to be
- 0:05joined by Troy Schafer, who is the vice
- 0:07president of operations at ScanHealthPlan.
- 0:10Troy, thanks so much for taking the time
- 0:11to be with me on the podcast today.
- 0:13Yeah. Thanks for, for inviting me, Jacob. Look
- 0:16forward to this discussion.
- 0:17Absolutely. And before we dive into everything we
- 0:19wanna talk with you about, can you tell
- 0:20us a little bit more about yourself, your
- 0:22background in health care in terms of your
- 0:24career, and what it is that you do
- 0:26today at SCAN?
- 0:28Yeah. Thanks for that. So, as you mentioned,
- 0:30I'm vice president here at SCAN,
- 0:32you know, overall contact center operations.
- 0:35Been in the health care industry for a
- 0:36little over eighteen years, so I've been doing
- 0:39this quite a while.
- 0:40I've had various, you know, leadership positions in
- 0:43health care space, so including, like, a role
- 0:45of vice president of, you know, quality assurance
- 0:48and contact center support at a large health
- 0:50care provider.
- 0:51I was there for about eight years.
- 0:53That included leading teams that totaled more than
- 0:551,100 employees.
- 0:57We were across five states at the time
- 0:59in two different locations in India.
- 1:02And then more recently here at Scan over
- 1:04the last nine years, managing a team of,
- 1:06you know, 400 plus that supports our valued
- 1:09members.
- 1:10Also have an extensive,
- 1:12you know, experience in actual health care sector.
- 1:14So with particular focus around, you know, contact
- 1:17center transformation,
- 1:19operational efficiencies,
- 1:21I've had oversight for for quality assurance prescription
- 1:24and and mail order and pharmacy benefit management
- 1:27operations.
- 1:28Also been involved with both inbound and outbound
- 1:31contact center responsibilities. So that's, you know, to
- 1:33ensure that the delivery of of high quality
- 1:36and and member facing,
- 1:37you know, services happen. And then lastly, I
- 1:40would say, like, I'm a member of the
- 1:41contact center world, so it's actually known as
- 1:43CCW. It's an advisory board.
- 1:46It's one of the largest, most recognized, you
- 1:47know, thought leader contributors in in the industry,
- 1:50and that's in the contact center space and
- 1:52really focuses around solution based, being an aggregator
- 1:55for that that contact center space.
- 1:58Fantastic. Well, I appreciate that overview, Troy. And
- 2:00I wanted to get us started by talking
- 2:02about, the whirlwind of a year it's already
- 2:04been for the health care industry, for the
- 2:06health insurance industry more specifically.
- 2:09So so what would you say are some
- 2:10of the biggest issues you're following
- 2:13this year? What what do you got your
- 2:14eye on in the media,
- 2:16in in new tech and innovations,
- 2:18new data? What's what's top of mind for
- 2:20you right now across the industry, Troy?
- 2:23Yeah. I I think, you know, when you
- 2:25think about just the overall complexities that exist,
- 2:28today with within the health care system, you
- 2:30know, with my work here at SCAN, some
- 2:32of the biggest issues I see is really
- 2:34evolved around three major areas.
- 2:37I would say, you know, the first being
- 2:39technology. So when you think about how that's
- 2:41used as an overall enabler,
- 2:43I think, secondly, when you think about just
- 2:45balancing overall investments, especially in the in the
- 2:48tech space, so that's something that we really
- 2:50have to keep a tight eye on.
- 2:52And then lastly, I think I would say,
- 2:54you know, the last bucket would probably be,
- 2:56like, maintaining
- 2:58the overall, like, personalization
- 2:59with with our service model.
- 3:01So what that really means from from my
- 3:03lens is really you know, when I break
- 3:05down those three is, like, when you think
- 3:07about the role of technology and what that
- 3:09plays,
- 3:10it's really like we use it to enhance
- 3:12our overall member experience,
- 3:14while also providing, you know, an important,
- 3:17connector within, you know, the AI space. So
- 3:19that that's a true game changer when you
- 3:21start to talk about AI and and how
- 3:23that's utilized.
- 3:25So, ultimately, we use that and look at
- 3:26it in a way to improve our overall,
- 3:28delivery of service.
- 3:30And then I think by doing that, it
- 3:32it's really not to just benefit our members.
- 3:35So we we definitely have a member focused,
- 3:38vision, but we also see it as, like,
- 3:40how does that help make our our overall
- 3:42employees' lives easier
- 3:44and really more satisfying in what they're doing?
- 3:46Because when you think about the frontline,
- 3:48it can be a very challenging,
- 3:50job and role, but then at the same
- 3:52time, we get feedback and see how rewarding
- 3:55that role can be. I I I think
- 3:57my second point, you know, when I mentioned
- 4:00just overall balancing investments,
- 4:03you know, it's
- 4:05there's some big spins out there that that
- 4:07happen, and and it's needed, right, to to
- 4:09to overall enable the business.
- 4:11But I think it's equally important, like I
- 4:13said, from us being a nonprofit organization
- 4:16that has very thin margins, how do we
- 4:18balance that out,
- 4:20you know, with overall, you know, the technology
- 4:22spend, but then the benefits that we need
- 4:24to contribute to our members.
- 4:26And then lastly, you know, as I mentioned
- 4:28around just personalization,
- 4:31it is really an important part of of
- 4:32our overall mission when we wanna maintain, you
- 4:35know, that connection and and that personal feel
- 4:38with our overall members.
- 4:40Technology, we know, is crucial, and and many
- 4:42times, it's just foundational to to get the
- 4:45job done.
- 4:46But we we will not just kind of
- 4:48rest and and just let that replace an
- 4:50overall, you know, personal touch that we that
- 4:53our members overall, at the end of the
- 4:54day, expect.
- 4:56So with that, I would say just, you
- 4:58know, when we use technology,
- 5:00and and not replacing it, we we really
- 5:03look at it as, like, how do we,
- 5:05provide our members and our our team members
- 5:07with what we call, like, superpowers. Right? So
- 5:10how do they use that technology to just
- 5:12enable and unleash,
- 5:14that that extraordinary experience?
- 5:17Certainly. And let's stay on that topic, Troy,
- 5:19of how SCAN is using new tech to
- 5:21improve your members' experiences because we've heard a
- 5:23lot from SCAN leaders this year about,
- 5:26the new the new member app rolling out,
- 5:28the new member portal, integrating AI more into
- 5:31your contact center operations.
- 5:33So in that vein, what makes you most
- 5:35excited as you look, into the year still
- 5:38to come about what's what's coming next for
- 5:40scan and and for your members?
- 5:42Yeah. Well, I I really get excited. That's
- 5:45a great question. And and, I really get
- 5:48excited about that piece because I think just
- 5:50the overall possibilities exist when we look about,
- 5:53like, enhancing the overall member experience,
- 5:55and just truly, like, keeping to our core
- 5:58to to who we are, like, that diversification
- 6:00and, you know, how we deliver on our
- 6:02mission. And when you think about our mission,
- 6:04you know, it is to keep seniors healthy
- 6:06and independent.
- 6:07And so, you know, thinking about the investments
- 6:09that we discussed upfront,
- 6:11there's just a vast need across, like, varying
- 6:14social determinants. You think about language, location,
- 6:17You know, those all coupled with just the
- 6:19general growth, the the massive growth that's out
- 6:21there for aging adults.
- 6:23It just really creates a great environment and
- 6:25opportunity for us to scan, you know, to
- 6:27help more people. So, you know, one one
- 6:30recent example is when you think about, like,
- 6:32the fire devastation that happened here in Greater
- 6:34Los Angeles,
- 6:35being able to help coordinate, like, core,
- 6:38you know, just functions and our members with,
- 6:40like, organizations
- 6:42that provide them with basic needs. You think
- 6:44about food, shelter,
- 6:46clothes,
- 6:47self care, hygiene, you know, things like that.
- 6:50They just they were really important at that
- 6:52time, and, obviously, the devastation. You think about
- 6:54being displaced from your home, leaving your home
- 6:57quickly, not having meds.
- 6:59So how do we then align them with
- 7:01local pharmacies wherever they land to make sure
- 7:03they have the the meds that they need?
- 7:04So, yeah, at the end of the day,
- 7:06that, like, meant the world to, like, not
- 7:08only our members, but also here, you know,
- 7:10at SCAN as an organization.
- 7:13So so, yeah, that's what I think I
- 7:15I that's what gets me really excited and
- 7:17up in the morning. Absolutely. And that's a
- 7:19great example of of the real world impact
- 7:21that this all this new tech can have
- 7:22on on just, you know, what you mentioned,
- 7:24people devastated by wildfires.
- 7:27In the vein of asking you about what
- 7:28you're most excited about looking forward this year,
- 7:30Troy,
- 7:31what are some of the key challenges you're
- 7:33anticipating for for the industry, for your organization?
- 7:37What's making you nervous about the year ahead,
- 7:38and and how are you planning to combat
- 7:40that?
- 7:42Yeah. I I guess, you know, definitely challenges
- 7:44are out there. I I don't think it's
- 7:46so much a a nervous perspective, but just
- 7:48that constant and upfront awareness,
- 7:52around all the, you know, increasing complexities that
- 7:54are out there. You think about the cost,
- 7:57and, you know, as mentioned a little bit
- 7:58around just disparities in the overall health care,
- 8:01you know, chain.
- 8:02So, you know, here at Scan, again, when
- 8:04you think about that, we really flip that
- 8:07to being an opportunity that's gonna allow us
- 8:09to just improve our overall service model and
- 8:12then really, like, better meet the needs of
- 8:14our members.
- 8:15Fantastic. Well, Troy, in terms of say on
- 8:18the topic of the complexities of the industry,
- 8:21for all the leaders listening in, what would
- 8:23you say are some of the most effective
- 8:25tools or attributes that those leaders will need
- 8:27to be successful
- 8:29over the next two to three years?
- 8:31Yeah. I I think,
- 8:33you know, one, two to three years is
- 8:36is out there, and and there's all these
- 8:38kind of, I think, short term between that
- 8:40as well. But when I look at it
- 8:41overall,
- 8:43the next few years to from a leader's
- 8:45perspective,
- 8:46I see success as really being grounded and
- 8:49and rooted in, like, three core areas. I
- 8:51think about people,
- 8:53you know, the the resources you need, the
- 8:55processes that drive your business. And then as
- 8:58we talked earlier around just overall the technology
- 9:00that helps enable that. So
- 9:03my opinion, I I think the core pillars
- 9:05of those, you know, have,
- 9:06are what needs to be, you know, focused
- 9:08on to to lead a a successful operations.
- 9:11I think leaders
- 9:12need to create, like, a positive environment, you
- 9:15know, their culture. What does that look like,
- 9:17at an individual level for them?
- 9:20I I think just, you know, implementing the
- 9:22right tools and then optimizing those processes to
- 9:26deliver those in in meaningful outcomes.
- 9:28You know, if I were to focus just
- 9:30a little bit on the people side of
- 9:32it, you know, for me, what that means
- 9:34is really attracting and and retaining the best
- 9:36talent.
- 9:37In my opinion, you know, that's done by
- 9:39creating, like I said, a positive environment and
- 9:41culture where people really wanna work. They really
- 9:44wanna be there and show up every day.
- 9:46Let's face it. It's it's really a a
- 9:48very competitive workforce environment out there, and and
- 9:51retaining that top talent
- 9:53is really, I think, a a key component.
- 9:55When I flip to the pillar of, like,
- 9:57technology,
- 9:59know, again, as we discussed earlier on this,
- 10:01it it's really gonna be important
- 10:03to implement the right tools for your organization.
- 10:05So I don't think it's like a one
- 10:07size fits all. You really have to do
- 10:09the due diligence and understand
- 10:11what's gonna be the right investment and the
- 10:12right tools for your specific business,
- 10:15that's gonna ultimately lead you to success. So
- 10:18I think leaders in that vein need to
- 10:19really ensure their teams, like, have access
- 10:22to the best technology that they can afford
- 10:24or that fits their ecosystem at the time.
- 10:27And then truly but once that's in,
- 10:30really, like, truly prioritizing and balancing those overall
- 10:33costs, you know, whatever that means in their
- 10:35organization.
- 10:36And then I think lastly, you know, what
- 10:38I would say around the process side of
- 10:40that is, you know, now you've you've got
- 10:42the right people in place. Right? And then
- 10:44you look at the technology, the tools, and
- 10:47enablers
- 10:48that are gonna allow you to kind of
- 10:49then execute on that. So then it's really
- 10:52looking at your processes, core processes,
- 10:54working to make sure those things are optimized,
- 10:57making sure they're efficient and effective,
- 10:59and which then is gonna help them, you
- 11:01know, in my opinion, deliver meaningful outcomes, that
- 11:04will then ultimately provide value. That's at the
- 11:06end of the day. Are you providing,
- 11:08you know, value to both your organization and
- 11:10then members and or customers?
- 11:14So, Troy, as I understand it, scan health
- 11:17plan just surpassed 300,000
- 11:19members
- 11:20this March.
- 11:21What's behind that? What ultimately drove that major
- 11:25growth for the company?
- 11:27Yeah. Thanks for that question. And,
- 11:29obviously, here at SCAN, we're super excited and
- 11:32and,
- 11:33you know,
- 11:34really, really, the accomplishment that we were able
- 11:37to make on 300,000.
- 11:38So there there's a component, you know, of
- 11:40sales, growth, marketing, you know, the products that
- 11:43we deliver.
- 11:44And then from my end perspective, you know,
- 11:46truly that service that we deliver,
- 11:49I I think that's a key component in
- 11:51one, you know, creating the loyalty and and
- 11:53the excitement about BNS scan. And then I
- 11:56think, two, being able to kinda maintain and
- 11:59retain, you know, those members, you know, over
- 12:01the years. When you think about our our
- 12:03overall service model, it's really kind of a
- 12:06one to one. So we, you know, really
- 12:08encourage
- 12:09our team to, you know, be in the
- 12:10moment for that call,
- 12:12to try to work towards resolving on that
- 12:15call so our members don't have to call
- 12:17back,
- 12:18and and being able to just to deliver
- 12:19a unparalleled experience for our members. So, again,
- 12:22I think those those are some core,
- 12:24pillars that that help deliver
- 12:26on the service model and and then the
- 12:29brand of ScanRise. So now they know what
- 12:30to expect, you know, each and every time
- 12:32they need to contact, SCAN for support.
- 12:36Fantastic. Well, Troy, before we go today, any
- 12:38other final thoughts you wanna share with our
- 12:40listeners?
- 12:41No. I I I think,
- 12:43you know, staying positive and passionate about about
- 12:46what we do. Right? And I I think,
- 12:48you know, there there's a number of challenges
- 12:49in the world out there today, and I
- 12:51think, you know, really coming to the table
- 12:54with with your best effort and best game,
- 12:57you know, as a leader, I think is
- 12:58really important.
- 13:00Well, Troy, thank you so much for taking
- 13:02the time to sit down with us and
- 13:03for sharing your thoughts with our audience. We
- 13:05really appreciate it. Yeah. Thank you. And if
