- 3:01Speaker 2: Want to welcome to the show now Mike Carbon Gapskin
- 3:02Speaker 2: on County Board of Education and good morning, sir, Welcome
- 3:05Speaker 2: to the show.
- 3:05Speaker 4: Good morning, Mistralla.
- 3:06Speaker 1: Thank you for having me.
- 3:07Speaker 2: You know, you didn't know when I booked you on
- 3:09Speaker 2: the show that you'd be opening up, or as we
- 3:11Speaker 2: call it in the wrestling business, you'd be jerking the curtain.
- 3:14Speaker 2: Have the pro wrestling legend Ricky Morton, get up and roll,
- 3:17Speaker 2: Let's go. It's will you a big fan ever back
- 3:19Speaker 2: in the day. I know you're an athlete, a big
- 3:21Speaker 2: wrestling family.
- 3:22Speaker 4: Like when we were kids, we all watched Oh yeah, yeah,
- 3:24Speaker 4: yeah ww.
- 3:29Speaker 2: Go back to the I'm not a fan, but you
- 3:32Speaker 2: know I'm an old NWA guy. You know, the Rick
- 3:34Speaker 2: Flair or Ricky Mortons, and we'll talk through Road Warriors,
- 3:37Speaker 2: Dusty Roads, Tommy Rich and later when I got into
- 3:39Speaker 2: the business, I got to know all these people and
- 3:41Speaker 2: traveled with them and so on and so forth. Mostly
- 3:44Speaker 2: pretty good guys, Ricky especially, and so he and I
- 3:46Speaker 2: have remained in touch.
- 3:48Speaker 4: But you're right said they were the probably some of
- 3:51Speaker 4: the best athletes in the world.
- 3:53Speaker 2: People don't get understand that the people say, oh, it's
- 3:56Speaker 2: this or it's that you go out there. My favorite
- 3:59Speaker 2: one always my I promise will move on. It's my
- 4:01Speaker 2: favorite one. Was always, Well, they know how when you
- 4:03Speaker 2: throw them over the top rope, they know how to land. Well,
- 4:06Speaker 2: it's still you know stuff. Yeah, it's still it's the
- 4:11Speaker 2: same floor that you're playing basketball on or whatever there.
- 4:14Speaker 2: So there's all yeah, there's there's a right way to land.
- 4:16Speaker 2: You want to hear one sound not to show, but
- 4:19Speaker 2: those guys, yeah, great athletes, they are fantastic ass.
- 4:22Speaker 5: Uh.
- 4:23Speaker 2: So you are appointed to the board for the first term,
- 4:25Speaker 2: you want to see back in the May primary. We've
- 4:27Speaker 2: we've had had you on since and how's it been overall?
- 4:30Speaker 4: It's been good, you know, a continuation of of where
- 4:34Speaker 4: we were when I first got on there. And uh
- 4:37Speaker 4: that comes down to making sure we're doing what's best
- 4:40Speaker 4: for the for the children in Kanall County and trying
- 4:42Speaker 4: to manage a budget which has several restraints. And uh,
- 4:49Speaker 4: I really like our board. I think you know, every
- 4:51Speaker 4: one of them care about the direction of Kanall County schools.
- 4:55Speaker 4: I really like our central office staff. I think doctor
- 4:58Speaker 4: Potter does a good job. I mean you know, and
- 5:00Speaker 4: she's got good people around her, and I think good
- 5:03Speaker 4: things are going on in our school system. I think
- 5:06Speaker 4: I told you last time I was here. You know,
- 5:08Speaker 4: I've gone out into our schools. I'm taking a look
- 5:10Speaker 4: at what's going on. Of course, a lot of the
- 5:12Speaker 4: principles were god when I was a principal, and these
- 5:15Speaker 4: people are in administration positions that I've worked with. So
- 5:19Speaker 4: I'm not going in like Big Brothers watching trying to
- 5:22Speaker 4: find say.
- 5:22Speaker 2: Because you've been a former principal, you know that could
- 5:24Speaker 2: be a little nervous.
- 5:25Speaker 4: Yeah, but I still want to go in and see
- 5:27Speaker 4: see their programs and give them an opportunity to tell me, hey, look,
- 5:31Speaker 4: this is what we're doing here. This is this program,
- 5:33Speaker 4: that program.
- 5:34Speaker 2: And really I really still.
- 5:35Speaker 4: Feel like I mean, I'm a proponent of public schools,
- 5:38Speaker 4: and I think that we are preparing our children for
- 5:41Speaker 4: a life of uncertainty and allowing them to type into
- 5:45Speaker 4: their own personal resources and their abilities to have a
- 5:52Speaker 4: happy and fulfillful life.
- 5:54Speaker 2: You know, it is not an easy time. And you
- 5:57Speaker 2: and I talked about this before, and other board members
- 5:59Speaker 2: have said it. Two might to be on the school
- 6:01Speaker 2: board anywhere, especially gnawh county, school closures, consolidations, population loss,
- 6:05Speaker 2: revenue loss, trying to do more with less money. Some parents,
- 6:09Speaker 2: you know, choosing a different path for their kids, which
- 6:13Speaker 2: is their right. I mean, I cletely understand that, but
- 6:16Speaker 2: you know, there's a lot of hard decisions that have
- 6:18Speaker 2: to be made. And we did a story that came
- 6:20Speaker 2: out of the board meeting Monday night. The riff or
- 6:23Speaker 2: reduction force numbers for Kanawh County schools a little bit
- 6:26Speaker 2: different than what maybe we originally thought it was going
- 6:28Speaker 2: to be. You want to weigh in on that.
- 6:29Speaker 1: I can.
- 6:31Speaker 4: Let's start out by saying that doctor Potter and Melanie
- 6:35Speaker 4: Meadows are treasurer. They do a great job of balancing
- 6:38Speaker 4: that budget. And that's part of and you can saw
- 6:41Speaker 4: it on the news yesterday whether we had a county
- 6:43Speaker 4: in West Virginia was taken over by a state department
- 6:46Speaker 4: because they were grossly overstaffed Harrison County.
- 6:50Speaker 1: Yes, Well I didn't want.
- 6:50Speaker 2: To say, but I'll say it. And there are others
- 6:54Speaker 2: as well that are still understakeingry yes, And I will
- 6:56Speaker 2: tell you I have you know people that are that
- 6:59Speaker 2: are a big part of that with the state Department
- 7:02Speaker 2: that are friends of mine, and they don't want that.
- 7:04Speaker 4: They don't want to have to come in and take over.
- 7:05Speaker 4: I mean, that is a daunting task for those people.
- 7:10Speaker 4: So it's important for us and important for what they
- 7:13Speaker 4: do in central office to manage those resources and bounce
- 7:17Speaker 4: the budget. And unfortunately, when you lose children, you lose money.
- 7:22Speaker 4: So that comes down to you have to cut staff.
- 7:24Speaker 4: And now you know, and I hear how top heavy
- 7:27Speaker 4: our board of Education is and that's not the case.
- 7:30Speaker 4: That's a low percentage of our budget. And I will
- 7:34Speaker 4: tell you on side note real quick. When I was
- 7:36Speaker 4: still a principal, we had seven superintendents. We had two elementary,
- 7:40Speaker 4: one middle school, one high school, a curriculum superintendent, a
- 7:43Speaker 4: deputy superintendent, then the superintendent. Seven of them and that
- 7:47Speaker 4: has now been whittled down to three people and it's
- 7:51Speaker 4: doctor Potter. And then we have a Jene Smith that's
- 7:54Speaker 4: over top of the high schools and middle schools. They
- 7:57Speaker 4: consolidated that and the man of Maze is doing the
- 7:59Speaker 4: elementary goals and you know they had to pick up
- 8:02Speaker 4: the slack. You know, their work has doubled and tripled.
- 8:05Speaker 4: But at the same time, it comes down to managing
- 8:08Speaker 4: the budget and being financially responsible. But you know Paul's
- 8:12Speaker 4: doing everything she can to protect our employees on that level.
- 8:17Speaker 4: So here again, we don't want to lose anyone you know,
- 8:20Speaker 4: that has an economic impact on us on the Kanaw Valley.
- 8:25Speaker 4: I mean, these people that we have to end up
- 8:28Speaker 4: you who lose their positions are going to have to
- 8:30Speaker 4: go somewhere for work. They're not going to be shopping
- 8:33Speaker 4: in our businesses. They're going to have to possibly move
- 8:36Speaker 4: to find work and be able to teach or do
- 8:39Speaker 4: whatever they want to do. But it is a challenging
- 8:42Speaker 4: time and we don't yes, and I will tell you
- 8:45Speaker 4: on your comment, the numbers did change. We knew that
- 8:48Speaker 4: was going to happen through attrition. People retire and then
- 8:54Speaker 4: people move for other reasons, and then we're able to
- 8:56Speaker 4: go back and bring these people back. We didn't get
- 8:59Speaker 4: down to zero. You know, losing one of our employees
- 9:03Speaker 4: is too many in my opinion.
- 9:04Speaker 5: But here it is.
- 9:06Speaker 4: You know, we're in this situation and in a predicament
- 9:10Speaker 4: here again where we have to balance that budget.
- 9:12Speaker 2: Talking to Mike rby Gas again from the Knawa County
- 9:14Speaker 2: Bard of Education, Mike, we have a story posted at
- 9:16Speaker 2: WCHS network dot com this morning, there were some concerns
- 9:19Speaker 2: with the Garnet Career Center building. Of course, this was
- 9:23Speaker 2: you know, the pre segregation high school, and then we
- 9:25Speaker 2: fast forward to twenty twenty two. The school system deeded
- 9:29Speaker 2: the property to the Garnet Alumni Association and they had
- 9:33Speaker 2: a lot of plans for the building. But from what
- 9:35Speaker 2: we've been told, for one reason or another of those
- 9:37Speaker 2: plans didn't pan out and the building is a state
- 9:39Speaker 2: in a state of disrepair. Yesterday the growth of the
- 9:42Speaker 2: building was struck by lightning. So what happens next, Well,
- 9:46Speaker 2: that's a mess. Not one hundred percent sure where that's
- 9:50Speaker 2: going end up going. I know that there was talk
- 9:52Speaker 2: already to.
- 9:55Speaker 4: Possibly us having to take that property back over again
- 9:59Speaker 4: because know that the group that they needed that too,
- 10:01Speaker 4: and that was before my time, but they weren't able
- 10:04Speaker 4: to fulfill our obligation to doing that. But I will
- 10:07Speaker 4: tell you that, like we needed the Herbert Hoover property
- 10:11Speaker 4: over to the city of Town of Clinton, and and
- 10:14Speaker 4: the McKinley Middle School of the City of Saint Auban's
- 10:16Speaker 4: taking over part of that, which.
- 10:18Speaker 1: I'm all in favor.
- 10:19Speaker 4: First of all, I never want to close the school,
- 10:22Speaker 4: but I'm also here again I've said this on the
- 10:24Speaker 4: campaign trail, I'm going to be financially responsible, and when
- 10:27Speaker 4: it comes down to it, you.
- 10:28Speaker 2: Know that we may end up having to do that.
- 10:30Speaker 4: But my point is it's good for the community and
- 10:33Speaker 4: community groups and organizations to be able to go in
- 10:36Speaker 4: and utilize these properties that we're abandoning. So where we
- 10:40Speaker 4: are with Garnet itself, I'm not a home since sure,
- 10:43Speaker 4: I know I've been told just out on the street
- 10:45Speaker 4: that there are people. I mean, it's prime location as
- 10:48Speaker 4: far as property is concerned, and I know that there
- 10:50Speaker 4: will be people like to get their hands on that
- 10:52Speaker 4: property and go in and do some work in there,
- 10:56Speaker 4: but or possibly take that out and develop that property.
- 11:00Speaker 4: I'm not sure where it's going to end up. And
- 11:03Speaker 4: I hate it, you know, that's that's history in our
- 11:07Speaker 4: in our county and in our state, and you hate
- 11:10Speaker 4: to see those types of things go by the wayside.
- 11:13Speaker 4: But and I haven't been in that school since it
- 11:16Speaker 4: has closed, so I'm not sure where it is, but
- 11:19Speaker 4: I have we have been informed that it is in disrepair.
- 11:24Speaker 5: Something's going to have to have for.
- 11:25Speaker 2: We let you go earlier this week, this I Love
- 11:28Speaker 2: West Virginia Public Schools campaign was launched. I know Superintendent
- 11:31Speaker 2: Potters behind it. We had the Mingo County superintendent on
- 11:33Speaker 2: midday the talk line guys talked to the Jackson County superintendent.
- 11:37Speaker 5: Uh.
- 11:38Speaker 2: They plan on going to the legislature. Their plan is
- 11:40Speaker 2: during the sixty day regular session there will be at
- 11:42Speaker 2: least one county represented every day. There one county school system,
- 11:46Speaker 2: I mean represented there every day. Where are you on
- 11:48Speaker 2: this whole thing?
- 11:49Speaker 1: I think it's great.
- 11:50Speaker 4: You know, it's it's kind of sad that you've got
- 11:52Speaker 4: to sell your own school system, but I mean maybe
- 11:55Speaker 4: that's where we are. I still am the firm believer
- 11:59Speaker 4: the public schools is best for kids on a multitude
- 12:02Speaker 4: of levels. On for the children themselves. I mean for
- 12:08Speaker 4: thousands of kids in our state, they that is a
- 12:11Speaker 4: safe haven for them.
- 12:13Speaker 5: They know that they.
- 12:13Speaker 4: Are cared for in our public schools. They are nurtured there,
- 12:17Speaker 4: they are fed there. And what we want our teachers
- 12:21Speaker 4: to do a fantastic job. And are all of them perfect?
- 12:24Speaker 4: Know they're not, And you know, the ones that aren't
- 12:27Speaker 4: we try to bring along or we end up having
- 12:29Speaker 4: to get rid of and and don't want to do
- 12:31Speaker 4: that either. But at the same time, we're offering a
- 12:35Speaker 4: good service to our children. Here again, I've been into
- 12:39Speaker 4: schools and I've seen it and and I think parents,
- 12:43Speaker 4: and I've been part of some parent organizations that are
- 12:46Speaker 4: pro public school they see the direction that we're going
- 12:52Speaker 4: and they wanted to stop. They they they're they're still
- 12:55Speaker 4: believer in public schools. And here again, I've told you
- 12:58Speaker 4: this before. I'm never going to tell somebody what's best
- 13:00Speaker 4: for their own children, but I really think that they
- 13:03Speaker 4: should think twice before they pull their kids out and
- 13:07Speaker 4: let them sit on an iPad in her house by
- 13:10Speaker 4: themself and be homeschooled. I really think that the good
- 13:15Speaker 4: things are going on in public schools, and I think
- 13:17Speaker 4: this is part of that. That message really needs to
- 13:22Speaker 4: be put out there. And then people really got to
- 13:24Speaker 4: quit sitting on their hands with the legislature and asked
- 13:28Speaker 4: them to go back and take a hard look at
- 13:31Speaker 4: how they're funding our school system.
- 13:32Speaker 2: All right, Mike Harber guests, I appreciate you being here
- 13:34Speaker 2: as always. I appreciate you having me all.
- 13:36Speaker 4: It's great to see.

- 19:14Speaker 2: of professional wrestling.
- 19:16Speaker 5: Oh. I was second generation uh wrestler. Uh But David,
- 19:22Speaker 5: you know, since my time in wrestling and right now
- 19:26Speaker 5: it's like being here on earth and traveling to Mars.
- 19:32Speaker 5: Everything's different. It's not the same. Uh. I can't say
- 19:37Speaker 5: nothing bad about my business. I you know, it changed
- 19:40Speaker 5: for the best. A lot of these young kids are
- 19:43Speaker 5: getting breaks that they would have never got uh back
- 19:47Speaker 5: in my day. But you know, yeah, I was a
- 19:49Speaker 5: second generation wrestler. My dad, you know, he taught me.
- 19:56Speaker 5: I mean it was you know, I had an advantage,
- 19:58Speaker 5: but it wouldn't an advantage up because I was a small guy. David,
- 20:02Speaker 5: I had to You can't even believe what I had
- 20:04Speaker 5: to go through just to be recognized as a small kid.
- 20:10Speaker 5: Small kid riseling.
- 20:11Speaker 2: Well and you were a star. And you know, at
- 20:14Speaker 2: a time when the business was favoring the big guys.
- 20:17Speaker 2: You think about the nineteen eighties and you think about
- 20:20Speaker 2: the Lex Lugers and the Hulk Cogan's and all those guys.
- 20:23Speaker 2: And you're right, the smaller guys actually are probably looked
- 20:27Speaker 2: upon more favorably now than what they were when you
- 20:30Speaker 2: broke in, because if you weren't like six' three and
- 20:34Speaker 2: and jack to the, ceiling a lot of times you
- 20:35Speaker 2: didn't get an opportunity back in those.
- 20:37Speaker 5: Days, yes that's, right and it's Still, david unless you're extremely.
- 20:44Speaker 5: Good you, know they still favor the big, guys you,
- 20:48Speaker 5: know because that's the business are trying to. Sell you,
- 20:52Speaker 5: know if you noticed a little bit WITH, wwe they're
- 20:55Speaker 5: changing with the, big hard hitting. Guys but but everything works.
- 21:02Speaker 5: Out that's the way.
- 21:04Speaker 2: Now you And Robert gibson of course formed the Legendary

- 21:17Speaker 5: In San antonio and they were looking for a tag
- 21:20Speaker 5: team In, memphis and uh So Jerry lawler got a
- 21:25Speaker 5: hold of me and he wanted a team me And robert,
- 21:28Speaker 5: up you, know and when we went, there he had
- 21:30Speaker 5: to be, hard you, had you, Know Ricky. Robert you
- 21:34Speaker 5: know then you have THE r AND r AND i
- 21:36Speaker 5: never forget. This we were trying to we even had
- 21:38Speaker 5: a name, yet And werfect go out ON tv and
- 21:43Speaker 5: uh to Be hard looked At Jerry lawler and told.
- 21:46Speaker 5: Him he, says why don't we call him The Rocket Roll?
- 21:48Speaker 5: Express And Jerry lawler told him, says that's the worse
- 21:53Speaker 5: than name Over hard in my. Life but we got
- 21:56Speaker 5: to have. One we'll use. It so that's that's where
- 21:59Speaker 5: it all. Began, yeah and you know another, thing you,
- 22:01Speaker 5: know up for a, wrestling like you mentioned, earlier after
- 22:04Speaker 5: all these, years and what's really amazing is when the
