- 0:02Speaker 1: Playing with a human life is the most cruel game
- 0:05Speaker 1: of all. Life is always a gamble, especially for newcomers
- 0:16Speaker 1: to a country.
- 0:21Speaker 2: And wealth doesn't always protect you. In fact, it can
- 0:30Speaker 2: put you at a much greater risk.
- 0:45Speaker 1: Because no matter where you go, the old country is
- 0:48Speaker 1: never far behind. In true crime, investigation and conviction may
- 1:08Speaker 1: take years. But every detective knows that the crucial clue
- 1:15Speaker 1: is always there, somewhere in the first 72 hours.
- 1:29Speaker 2: Vancouver, British Columbia, 1998.
- 1:31Speaker 1: Detective Gordon Black is quickly setting up a special operations
- 1:41Speaker 1: team to investigate the brutal kidnapping of Selina Fong, a
- 1:45Speaker 1: young Asian woman, 18 years old.
- 1:49Speaker 3: When myself and the others were brought in to this investigation,
- 1:52Speaker 3: it was some six and a half hours after the
- 1:55Speaker 3: actual crime had taken place.
- 1:57Speaker 1: Detective Black has no clue why the family has waited
- 2:00Speaker 1: this long to call the police. He has sent two
- 2:04Speaker 1: undercover officers to the Fong's house. Stu McDonald will be
- 2:08Speaker 1: his eyes and ears, backed up by.
- 2:11Speaker 2: Translator Alan Lai.
- 2:14Speaker 1: Selina's mother, Miki Fong, barely speaks English, so she tells
- 2:19Speaker 1: her story in Cantonese.
- 2:22Speaker 2: She says it all started innocently when someone rang the bell.
- 2:27Speaker 1: A delivery man was at the door with a gift
- 2:29Speaker 1: for Selena. But the man and two others forced their
- 2:33Speaker 1: way into the house.
- 2:36Speaker 4: She was quite frightened at that time and she froze basically.
- 2:42Speaker 4: They physically took her upstairs to the bedroom where they
- 2:46Speaker 4: bound her and removed her clothing.
- 2:53Speaker 2: Mrs.
- 2:53Speaker 1: Fong says that the men started to take compromising pictures,
- 2:57Speaker 1: threatening to broadcast the video on the internet if she
- 3:00Speaker 1: didn't obey their orders. Shortly after four o'clock, she heard
- 3:08Speaker 1: Selena coming home from school.
- 3:11Speaker 2: The kidnappers were waiting for her.
- 3:22Speaker 3: She was wrestled to the ground. Her eyes were covered.
- 3:24Speaker 3: She was threatened. She was struck. She was placed in
- 3:28Speaker 3: just a position of abject terror. Both the mother and
- 3:31Speaker 3: the daughter were trying to calm each other while these
- 3:33Speaker 3: men were trying to subdue the victim.
- 3:39Speaker 1: The kidnappers made their demands clear. They wanted half a
- 3:43Speaker 1: million dollars in ransom. And no contact with police, otherwise
- 3:48Speaker 1: Selena would be killed.
- 3:52Speaker 2: Throughout her ordeal, Mrs. Fong was struck by one fact.
- 3:56Speaker 3: These individuals spoke perfect Cantonese dialect. Her thoughts were immediately
- 4:02Speaker 3: cast to the fact that these people were from her
- 4:04Speaker 3: native country of Hong Kong which heightened her level of fear.
- 4:08Speaker 1: In Hong Kong and China, kidnapping for ransom has been
- 4:12Speaker 1: a common crime for centuries. The kidnappers are often professionals.
- 4:17Speaker 1: Abductions are seldom reported.
- 4:21Speaker 4: Mrs.
- 4:22Speaker 2: Fong says that when she managed.
- 4:23Speaker 1: To free herself, she immediately phoned her husband, who was
- 4:26Speaker 1: in Hong Kong on business.
- 4:31Speaker 2: She told him of the kidnapper's demands.
- 4:34Speaker 1: Her husband was at a loss. In Hong Kong, he
- 4:38Speaker 1: would know how to proceed. The rules of the game
- 4:41Speaker 1: are simple.
- 4:42Speaker 2: Kidnap, contact, pay. But in Canada, the rules may be different.
- 4:49Speaker 1: So he told her to call Vancouver police while he
- 4:52Speaker 1: caught the next flight home. Alan Lai was born in China.
- 4:59Speaker 1: He knows that getting the Fongs to trust the police
- 5:01Speaker 1: will not be easy.
- 5:04Speaker 5: Gaining her confidence was the most important thing for us
- 5:07Speaker 5: as the police to do. We needed to reassure her
- 5:09Speaker 5: that everything that was discussed was going to be dealt
- 5:12Speaker 5: with in confidentiality and the fact that we will do
- 5:15Speaker 5: everything we can to help save her daughter.
- 5:20Speaker 1: While police wait for the kidnappers to establish contact, Detective
- 5:24Speaker 1: Black and his tactical team make their first move. Set
- 5:28Speaker 1: up undercover surveillance of the Fong house.
- 5:34Speaker 2: He also starts to follow his only lead in the case,
- 5:37Speaker 2: the victim and her family.
- 5:40Speaker 3: Why would this particular family be selected in what is
- 5:43Speaker 3: a normally very peaceful community, a community is devoid of
- 5:47Speaker 3: violence or threats like this. So we expanded our inquiries
- 5:50Speaker 3: to cover Hong Kong, the father, his business dealings.
- 5:54Speaker 1: Detective Black learns that David Fong is a very successful businessman.
- 5:59Speaker 2: As is often the.
- 6:00Speaker 1: Case in Hong Kong, he sometimes conducts business over the
- 6:04Speaker 1: gambling table. His business ventures give him the ability to
- 6:09Speaker 1: acquire substantial amounts of cash very quickly. The kidnappers have
- 6:13Speaker 1: done their homework. It takes David Fong over 24 hours
- 6:22Speaker 1: to arrive back in Vancouver. He already has part of
- 6:26Speaker 1: the kidnappers ransom, over a hundred grand in cash. He
- 6:32Speaker 1: will be the one dealing directly with the kidnappers when
- 6:35Speaker 1: they make contact. That night, Detective Black sneaks into the
- 6:46Speaker 1: Fong's house and has his first meeting with David Fong.
- 6:50Speaker 1: Fong must be won over to their strategy. The first
- 6:54Speaker 1: phone call with the kidnappers will set the tone for
- 6:57Speaker 1: the whole negotiation.
- 6:59Speaker 3: We needed to alert him to what he might face
- 7:02Speaker 3: on the telephone and why certain things should and shouldn't
- 7:05Speaker 3: be said. Basically, what we're going to do, why we're
- 7:09Speaker 3: going to do it, and what we expect will happen.
- 7:12Speaker 1: This goes against David Fong's plan to pay the ransom
- 7:16Speaker 1: and get his daughter back as.
- 7:17Speaker 2: Soon as possible.
- 7:21Speaker 1: But Detective Black warns him, Selina is likely to be
- 7:24Speaker 1: killed if he does this. Nearly three days have gone
- 7:31Speaker 1: by since Selina's abduction and still no word from the kidnappers.
- 7:38Speaker 1: For the Fongs, seconds pass like hours.
- 7:46Speaker 5: First phone call came in and the father picked up
- 7:49Speaker 5: the phone He was quite upset, very distraught. The only
- 7:54Speaker 5: thing he was worried about was the safe recovery of
- 7:57Speaker 5: his daughter.
- 7:58Speaker 2: They patched Black's headquarters into the Fong's house.
- 8:02Speaker 3: The call came from a male, and it was evident
- 8:06Speaker 3: right away that the voice was disguised through some electronic mechanism.
- 8:11Speaker 3: They were very direct. They weren't prepared to negotiate with
- 8:13Speaker 3: the father. It was one-sided, basically telling him, this is
- 8:17Speaker 3: how things are going to be from here on in.
- 8:20Speaker 1: The kidnappers are dictating the terms. Either David pays the
- 8:23Speaker 1: half million dollars immediately, or Selena dies. Minutes after the
- 8:48Speaker 1: first phone call, Selina Fong's kidnappers call again. Detective Black
- 8:54Speaker 1: has carefully coached David Fong on what to say.
- 8:56Speaker 3: I had asked him at one point to be hysterical.
- 9:00Speaker 3: I needed real tears from him. I needed a man
- 9:03Speaker 3: sobbing at the potential harm to his daughter. And I
- 9:08Speaker 3: needed him to give virtually an Academy Award performance.
- 9:13Speaker 2: He pleads for his daughter's life, begs to talk to her.
- 9:17Speaker 1: The kidnappers have no idea that his tears are only
- 9:20Speaker 1: to convince them he will play by their rules. But
- 9:24Speaker 1: the kidnappers ignore David's plea. They don't let him talk
- 9:27Speaker 1: to Selena. Selena's parents and the police have no idea
- 9:44Speaker 1: of the ordeal she is going through. but they are
- 9:49Speaker 1: well aware of what kidnappers do to young women. Detective
- 9:57Speaker 1: Black and his team have tried to trace the two calls,
- 10:01Speaker 1: but the kidnappers are pros. They keep the calls too
- 10:04Speaker 1: short for police to pin down their location. In addition
- 10:12Speaker 1: to monitoring the calls, surveillance maintains a web of undercover
- 10:16Speaker 1: officers surrounding the Fong's house.
- 10:19Speaker 6: There were those that were in the observation posts around
- 10:22Speaker 6: the house. There was another ring of surveillance in vehicles.
- 10:26Speaker 6: And then there was teams of surveillance units that had
- 10:29Speaker 6: the ability to follow somebody away from the house should
- 10:32Speaker 6: a vehicle or a person show up.
- 10:36Speaker 1: But surveillance reports nothing out of the ordinary. Later that day,
- 10:45Speaker 1: a third call comes in. The kidnappers give David Fong
- 10:54Speaker 1: his instructions. Be ready to pay the ransom any time
- 10:58Speaker 1: in the next 48 hours.
- 11:00Speaker 3: They were very assertive that he leave his home on
- 11:02Speaker 3: short notice, that he take large sums of money to
- 11:05Speaker 3: a specific location, drop it off and leave, and his
- 11:08Speaker 3: daughter would be sent home at a later date.
- 11:11Speaker 1: With each call and each passing hour, David is more
- 11:15Speaker 1: and more tempted to revert to his way of solving
- 11:18Speaker 1: the crisis. He's raised additional cash He now has the
- 11:23Speaker 1: half million dollars and is ready to trade for his daughter.
- 11:28Speaker 2: Detective Black needs to keep him on track.
- 11:31Speaker 1: That means stall the ransom payment and keep negotiating until
- 11:36Speaker 1: he can take control of the situation.
- 11:38Speaker 3: You can sum it up as a big waiting game.
- 11:42Speaker 3: What is going to be their next move? And have
- 11:45Speaker 3: we possibly thought of every scenario we can in order
- 11:48Speaker 3: to be prepared to respond?
- 11:56Speaker 1: Four days after the abduction, the kidnappers call in the
- 11:59Speaker 1: dead of night. They want to set up the ransom
- 12:05Speaker 1: drop-off for the next day. But, reluctantly, David follows Detective
- 12:15Speaker 1: Black's tactics. He won't pay, he says, until he talks
- 12:19Speaker 1: to his daughter.
- 12:24Speaker 2: The tactics work.
- 12:29Speaker 4: And she stated she was okay, they were treating her okay,
- 12:32Speaker 4: just to pay the money and don't call the police
- 12:35Speaker 4: and it seemed like a very scripted conversation.
- 12:40Speaker 1: David tells her to be strong, to hold on. Hearing
- 12:50Speaker 1: Selina's voice is a great relief for David Fong. But
- 12:54Speaker 1: more than ever, he wants to forget about the whole
- 12:56Speaker 1: police strategy. Moments later, the kidnappers call back. Now that
- 13:02Speaker 1: they've given David Fong proof Selina is alive, they want
- 13:06Speaker 1: the money. For David, it's the moment of truth. Deal
- 13:17Speaker 1: with the criminals in his own way, or play it
- 13:20Speaker 1: out the way police have advised? He decides to stick
- 13:24Speaker 1: with Black's plan. Pleadingly, he tells the kidnappers he cannot
- 13:29Speaker 1: come up with the whole ransom. The kidnappers' rage gives
- 13:38Speaker 1: David Fong a moment of complete despair. What if this
- 13:42Speaker 1: charade means death for his daughter?
- 13:48Speaker 3: The demands that we put on the father throughout the
- 13:51Speaker 3: negotiation process were really something that no human being would
- 13:56Speaker 3: like to face.
- 13:58Speaker 2: An hour, then two.
- 14:05Speaker 1: The kidnappers have agreed to lower the ransom by $ 100, 000.
- 14:09Speaker 2: Detective Black has just won another round.
- 14:21Speaker 1: But that same night, Unbeknownst to police, the kidnappers are
- 14:25Speaker 1: calling a vote. Once they collect the ransom, does Selena
- 14:30Speaker 1: live or die? It doesn't take them long to agree.
- 14:37Speaker 1: Death to Selena.
- 14:38Speaker 7: Death to Selena.
- 14:49Speaker 1: Detective Black is preparing for what he senses is the
- 14:52Speaker 1: final round with the kidnappers.
- 14:55Speaker 2: But for this crucial showdown, he needs to.
- 14:57Speaker 1: Coach David Fong face to face.
- 15:00Speaker 2: The key to keeping his.
- 15:01Speaker 1: Daughter alive will depend on how well David plays his hand.
- 15:07Speaker 2: The strategy is this.
- 15:09Speaker 1: On the next call, David must refuse to pay the
- 15:12Speaker 1: ransom unless Selina is brought to the drop-off and is
- 15:16Speaker 1: exchanged on the spot for the money.
- 15:20Speaker 2: And if the kidnappers don't give in, then he must
- 15:23Speaker 2: threaten to pull out.
- 15:25Speaker 3: We told him, we're going to ask you to do
- 15:27Speaker 3: this today, and when you do that, they're going to
- 15:30Speaker 3: say it's all over, they're not going to deal with
- 15:32Speaker 3: you anymore. And when they do that, they're going to
- 15:34Speaker 3: phone you back within a very short time and start
- 15:37Speaker 3: again as if it never happened.
- 15:41Speaker 1: When the next phone call comes in, a surveillance team
- 15:44Speaker 1: spots a blue car, driven by an Asian man talking
- 15:48Speaker 1: on a cell phone. They put a surveillance detail on him.
- 15:55Speaker 1: Later that day, police watched the blue.
- 15:58Speaker 2: Car pull up to a green car parked on a street.
- 16:06Speaker 1: The driver of the blue car switches with the other driver,
- 16:09Speaker 1: who is also Asian. Then they both drive off. Both
- 16:13Speaker 1: cars are followed. Les Flewelling, who's in charge of surveillance,
- 16:23Speaker 1: keeps on the trail of the first man they spotted.
- 16:26Speaker 1: The man drives straight to a deserted parking lot. He
- 16:29Speaker 1: makes one quick stop and takes off.
- 16:37Speaker 6: When it appeared to be safe enough to have an
- 16:40Speaker 6: officer go over and look in the dumpster, one of
- 16:44Speaker 6: the officers made his way over, pulled the package out
- 16:48Speaker 6: that this guy had dumped in, took a look inside,
- 16:51Speaker 6: and a number of the victims' clothing items were inside
- 16:55Speaker 6: this bag.
- 16:58Speaker 1: Police now have proof that they have tracked down two
- 17:00Speaker 1: of the three kidnappers, and they.
- 17:02Speaker 2: Are hot on the trail of one of them.
- 17:10Speaker 1: Another call comes in. David's performance on the phone has
- 17:16Speaker 1: been effective. The kidnappers agree to bring Selena to the
- 17:19Speaker 1: drop-off point. Rendezvous is set within the hour. Now, police
- 17:29Speaker 1: are hoping to rescue Selena. The driver of the green
- 17:35Speaker 1: car leads police to a house where he meets up
- 17:37Speaker 1: with the other man. The kidnappers are observed putting a
- 17:43Speaker 1: big duffel bag in the trunk of one of the cars.
- 17:46Speaker 1: But police can't be sure which one. Detective Black is
- 17:52Speaker 1: on the move now. He's hooked up to the surveillance
- 17:55Speaker 1: team and the Fong house.
- 17:58Speaker 2: A call comes in to David Fong. The kidnappers put
- 18:01Speaker 2: Selena on the phone.
- 18:06Speaker 3: She appeared to.
- 18:10Speaker 4: Be weak, weaker in voice, weaker in it was quite
- 18:15Speaker 4: apparent that she was not being treated well and that
- 18:18Speaker 4: she was losing her will.
- 18:21Speaker 1: Police realize that Selena is in one of the cars
- 18:25Speaker 1: they are trailing.
- 18:26Speaker 2: The question is, which one? Based on cell phone triangulation,
- 18:31Speaker 2: they target the blue car.
- 18:34Speaker 3: We instructed that the takedown of the first vehicle happen.
- 18:40Speaker 1: The Fongs listen live to the takedown via a radio hookup.
- 18:45Speaker 6: All three radio channels broke out in chaos. Most of
- 18:48Speaker 6: the officers converged on the one car that they believed
- 18:51Speaker 6: the victim was in.
- 18:57Speaker 7: He had the girl.
- 19:09Speaker 1: I said he had the girl.
- 19:14Speaker 3: The victim wasn't in the vehicle.
- 19:25Speaker 1: Detective Black wonders, has he just signed Selina's death warrant
- 19:29Speaker 1: by revealing the police involvement?
- 19:32Speaker 6: Let's go.
- 19:34Speaker 2: But Detective Flewelling is still following the second car.
- 19:44Speaker 6: The adrenaline was pumping so hard. And was screaming at him, police,
- 19:48Speaker 6: you know, put your hands up, put your hands up.
- 19:51Speaker 6: And I put him on the ground and I went
- 19:52Speaker 6: down on top of him. And I was telling him
- 19:54Speaker 6: that you're under arrest for kidnapping.
- 19:57Speaker 4: Do you understand?
- 19:58Speaker 6: And it was at that point that he said, she's
- 20:01Speaker 6: in the trunk.
- 20:05Speaker 2: Flewelling's partner sees a duffel bag, but it's not moving.
- 20:30Speaker 6: She looked weak, and you could tell that she'd been
- 20:33Speaker 6: through an ordeal. She looked very scared. But when I
- 20:39Speaker 6: approached her and said, I'm a police officer, everything's okay,
- 20:42Speaker 6: you could see the relief in her face that it
- 20:44Speaker 6: was finally over.
- 20:50Speaker 3: We ran the gamut of frustration, anger, tears, and ultimate
- 20:55Speaker 3: joy that we as a group were able to rescue
- 20:57Speaker 3: this young woman. And there isn't any one of us
- 21:00Speaker 3: that will forget our involvement in this investigation for as
- 21:02Speaker 3: long as we live.
- 21:07Speaker 2: But one shadow remains for the police.
- 21:11Speaker 3: This was too well orchestrated, too well planned, too well
- 21:15Speaker 3: carried out. We believe that somewhere out there is a
- 21:19Speaker 3: level higher than these people, perhaps dealing with organized crime,
- 21:23Speaker 3: perhaps connected to gang activity.
- 21:27Speaker 1: Police charge Gary Chong and Chi-Yi Chan with kidnapping. Each
- 21:32Speaker 1: is sentenced to 14 years in prison. They never revealed
- 21:36Speaker 1: the identity of the third man. The leader of their
- 21:40Speaker 1: triad is still out there.
- 21:50Speaker 2: The stories on 72 Hours are true. The detectives and
- 21:54Speaker 2: forensic scientists are the ones who actually worked on the case.
- 21:59Speaker 1: The names of the.
- 21:59Speaker 2: Victims are fictitious. The names of the convicted are real.
- 22:08Speaker 2: Thank you.
